    Acceptance of energy-related technologies by end residential consumers, manufacturers of energy-related products, and other influential intermediate markets such as builders will influence the potential for market penetration of innovative energy-related technologies developed by the Department of Energy, Office of Building and Community Systems (OBCS). In this report, Pacific Northwest Laboratory reviewed the available information on technology adoption, diffusion, and decision-making processes to provide OBCS with a background and understanding of the type of research that has previously been conducted on this topic. Insight was gained as to the potential decision-making criteria and motivating factors that influence the decision-maker(s) selection of new technologies, and some of the barriers to technology adoption faced by potential markets for OBCS technologies.

    DOE's Technology Commercialization activities in 2009-13 have involved three broad areas of focus. The primary focus of technology commercialization has continued to be through new technologies developed at the National Laboratories and Facilities. As a second focus, to support and streamline commercialization of these DOE technologies, DOE has carried out a number of new initiatives and pilot projects. Finally, DOE's Department-wide commitment to using commercialization as one mechanism to support U.S. economic growth has led to new cross-cutting programs. U.S. Department of Energy researchers won 31 of the 100 awards in 2014, 36 awards in each of 2013, 2012 and 2011, and 46 in 2010, for a total of 185 over the period of 2009-13. A subset of these awards and other DOE developed technologies are described in Appendix E. These represent a spectrum of commercial areas including DOE mission areas of energy, efficiency, environment and security, as well as spin-off applications in the agricultural, aeronautical, medical, semiconductor and information technology industries, and broad applications in cyber security and sensing/control systems.

Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US Industry`s competitiveness in global environmental markets. The information has been assembled from recently produced OTD documents which highlight technology development activities within each of the OTD program elements. OTD technologies addresses three specific problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

    Electrical energy consumption of the residential sector is a crucial area of research that has in the past primarily focused on increasing the efficiency of household devices such as water heaters, dishwashers, air conditioners, and clothes washer and dryer units. However, the focus of this research is shifting as objectives such as developing the smart grid and ensuring that the power system remains reliable come to the fore, along with the increasing need to reduce energy use and costs. Load research has started to focus on mechanisms to support the power system through demand reduction and/or reliability services. The power system relies on matching generation and load, and day-ahead and real-time energy markets capture most of this need. However, a separate set of grid services exist to address the discrepancies in load and generation arising from contingencies and operational mismatches, and to ensure that the transmission system is available for delivery of power from generation to load. Currently, these grid services are mostly provided by generation resources. The addition of renewable resources with their inherent variability can complicate the issue of power system reliability and lead to the increased need for grid services. Using load as a resource, through demand response programs, can fill the additional need for flexible resources and even reduce costly energy peaks. Loads have been shown to have response that is equal to or better than generation in some cases. Furthermore, price-incentivized demand response programs have been shown to reduce the peak energy requirements, thereby affecting the wholesale market efficiency and overall energy prices. The residential sector is not only the largest consumer of electrical energy in the United States, but also has the highest potential to provide demand reduction and power system support, as technological advancements in load control, sensor technologies, and communication are made. The prevailing loads based on the largest electrical energy consumers in the residential sector are space heating and cooling, washer and dryer, water heating, lighting, computers and electronics, dishwasher and range, and refrigeration. As the largest loads, these loads provide the highest potential for delivering demand response and reliability services. Many residential loads have inherent flexibility that is related to the purpose of the load. Depending on the load type, electric power consumption levels can either be ramped, changed in a step-change fashion, or completely removed. Loads with only on-off capability (such as clothes washers and dryers) provide less flexibility than resources that can be ramped or step-changed. Add-on devices may be able to provide extra demand response capabilities. Still, operating residential loads effectively requires awareness of the delicate balance of occupants health and comfort and electrical energy consumption. This report is Phase I of a series of reports aimed at identifying gaps in automated home energy management systems for incorporation of building appliances, vehicles, and renewable adoption into a smart grid, specifically with the intent of examining demand response and load factor control for power system support. The objective is to capture existing gaps in load control, energy management systems, and sensor technology with consideration of PHEV and renewable technologies to establish areas of research for the Department of Energy. In this report, (1) data is collected and examined from state of the art homes to characterize the primary residential loads as well as PHEVs and photovoltaic for potential adoption into energy management control strategies; and (2) demand response rules and requirements across the various demand response programs are examined for potential participation of residential loads. This report will be followed by a Phase II report aimed at identifying the current state of technology of energy management systems, sensors, and communication technologies for demand response and load factor control applications

    Section 127 of the Energy Policy Act requires that the Department of Energy (DOE) prepare a report to Congress on the potential for the development and commercialization of appliances that substantially exceed the present federal or state efficiency standards. Candidate high-efficiency appliances must meet several criteria including: the potential exists for substantial improvement (beyond the minimum established in law) of the appliance`s energy efficiency; electric, water, or gas utilities are prepared to support and promote the commercialization of such appliances; manufacturers are unlikely to undertake development and commercialization of such appliances on their own, or development and production would be substantially accelerated by support to manufacturers. This report describes options to improve the efficiency of residential appliances, including water heaters, clothes washers and dryers, refrigerator/freezers, dishwashers, space heating and cooling devices, as well as residential and commercial lighting products. Data from this report (particularly Appendix 1)were used to prepare the report to Congress mentioned previously. For the residential sector, national energy savings are calculated using the LBL Residential Energy Model. This model projects the number of households and appliance saturations over time. First, end-use consumption is calculated for a base case where models that only meet the standard replace existing models as these reach the end of their lifetime. Second, models with efficiencies equal to the technology under consideration replace existing models that reach the end of their lifetime. For the commercial sector, the COMMEND model was utilized to project national energy savings from new technologies. In this report, energy savings are shown for the period 1988 to 2015.

    The US Department of Energy's Office of Industrial Technologies (OIT) conducts R D activities which focus on the objectives of improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial energy conservation. The Office also conducts programs to reduce waste generation, increase recycling efforts, and improve the use of wastes as process feedstocks. An active program of technology transfer and education supports these activities and encourages adoption of new technologies. To accomplish these objectives OIT cooperates with the private sector to identify its technological needs and to share R D efforts. R D is conducted to the point that a new technology is shown to work and that it can be transferred to the private sector end-users. This bibliography contains information on all scientific and technical reports sponsored by the DOE Industrial Energy Conservation Program during the years 1988--1990.

    The US Department of Energy (DOE) Office of Industrial Technologies (OIT) conducts research and development activities which focus on improving energy efficiency and providing for fuel flexibility within US industry in the area of industrial conservation. The mission of OIT is to increase the utilization of existing energy-efficient equipment and to find and promote new, cost-effective ways for industrial facilities to improve their energy efficiency and minimize waste products. To ensure advancement of the technological leadership of the United States and to improve the competitiveness of American industrial products in world markets, OIT works closely with industrial partners, the staffs of the national laboratories, and universities to identify research and development needs and to solve technological challenges. This report contains summaries of the currently active projects supported by the Office of Industrial Technologies.

    This document has been prepared by the Department of Energy`s (DOE) Environmental Management (EM) Office of Technology Development (OTD) in order to highlight research, development, demonstration, testing, and evaluation (RDDT&E) activities funded through the Idaho Operations Office. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. OTD programs are designed to make new, innovative, and more cost-effective technologies available for transfer to DOE environmental restoration and waste management end-users. Projects are demonstrated, tested, and evaluated to produce solutions to current problems. Transition of technologies into more advanced stages of development is based upon technological, regulatory, economic, and institutional criteria. New technologies are made available for use in eliminating radioactive, hazardous, and other wastes in compliance with regulatory mandates. The primary goal is to protect human health and prevent further contamination. OTD`s technology development programs address three major problem areas: (1) groundwater and soils cleanup; (2) waste retrieval and processing; and (3) pollution prevention. These problems are not unique to DOE, but are associated with other Federal agency and industry sites as well. Thus, technical solutions developed within OTD programs will benefit DOE, and should have direct applications in outside markets.

    The Western Environmental Technology Office (WETO) is a multi-purpose engineering test facility located in Butte, Montana, and is managed by MSE, Inc. WETO seeks to contribute to environmental research by emphasizing projects to develop heavy metals removal and recovery processes, thermal vitrification systems, and waste minimization/pollution prevention technologies. WETO`s environmental technology research and testing activities focus on the recovery of usable resources from waste. In one of WETO`s areas of focus, groundwater contamination, water from the Berkeley Pit, located near the WETO site, is being used in demonstrations directed toward the recovery of potable water and metal from the heavy metal-bearing water. The Berkeley Pit is part of an inactive copper mine near Butte that was once part of the nation`s largest open-pit mining operation. The Pit contains approximately 25 billion gallons of Berkeley Pit groundwater and surface water containing many dissolved minerals. As part of DOE/OST`s Resource Recovery Project (RRP), technologies are being demonstrated to not only clean the contaminated water but to recover metal values such as copper, zinc, and iron with an estimated gross value of more than $100 million. When recovered, the Berkeley Pit waters could benefit the entire Butte valley with new water resources for fisheries, irrigation, municipal, and industrial use. At WETO, the emphasis is on environmental technology development and commercialization activities, which will focus on mine cleanup, waste treatment, resource recovery, and water resource management.

    Under DOE's Technology Pathway Partnership program, SunPower Corporation developed turn-key, high-efficiency residential and commercial systems that are cost effective. Key program objectives include a reduction in LCOE values to 9-12 cents/kWh and 13-18 cents/kWh respectively for the commercial and residential markets. Target LCOE values for the commercial ground, commercial roof, and residential markets are 10, 11, and 13 cents/kWh. For this effort, SunPower collaborated with a variety of suppliers and partners to complete the tasks below. Subcontractors included: Solaicx, SiGen, Ribbon Technology, Dow Corning, Xantrex, Tigo Energy, and Solar Bridge. SunPower's TPP addressed nearly the complete PV value chain: from ingot growth through system deployment. Throughout the award period of performance, SunPower has made progress toward achieving these reduced costs through the development of 20%+ efficient modules, increased cell efficiency through the understanding of loss mechanisms and improved manufacturing technologies, novel module development, automated design tools and techniques, and reduced system development and installation time. Based on an LCOE assessment using NREL's Solar Advisor Model, SunPower achieved the 2010 target range, as well as progress toward 2015 targets.

    This paper presents a case study of the residential heat pump water heater (HPWH) market. Its principal purpose is to evaluate the extent to which the HPWH will penetrate the residential market sector, given current market trends, producer and consumer attributes, and technical parameters. The report's secondary purpose is to gather background information leading to a generic framework for conducting market analyses of technologies. This framework can be used to compare readiness and to factor attributes of market demand back into product design. This study is a rapid prototype analysis rather than a detailed case analysis. For this reason, primary data collection was limited and reliance on secondary sources was extensive. Despite having met its technical goals and having been on the market for twenty years, the HPWH has had virtually no impact on contributing to the nation's water heating. In some cases, HPWH reliability and quality control are well below market expectations, and early units developed a reputation for unreliability, especially when measured against conventional water heaters. In addition to reliability problems, first costs of HPWH units can be three to five times higher than conventional units. Without a solid, well-managed business plan, most consumers will not be drawn to this product. This is unfortunate. Despite its higher first costs, efficiency of an HPWH is double that of a conventional water heater. The HPWH also offers an attractive payback period of two to five years, depending on hot water usage. On a strict life-cycle basis it supplies hot water very cost effectively. Water heating accounts for 17% of the nation's residential consumption of electricity (see chart at left)--water heating is second only to space heating in total residential energy use. Simple arithmetic suggests that this figure could be reduced to the extent HPWH technology displaces conventional water heating. In addition, the HPWH offers other benefits. Because it produces hot water by extracting heat from the air it tends to dehumidify and cool the room in which it is placed. Moreover, it tends to spread the water heating load across utility non-peak periods. Thus, electric utilities with peak load issues could justify internal programs to promote this technology to residential and commercial customers. For practical purposes, consumers are indifferent to the manner in which water is heated but are very interested in product attributes such as initial first cost, operating cost, performance, serviceability, product size, and installation costs. Thus, the principal drivers for penetrating markets are demonstrating reliability, leveraging the dehumidification attributes of the HPWH, and creating programs that embrace life-cycle cost principles. To supplement this, a product warranty with scrupulous quality control should be implemented; first-price reduction through engineering, perhaps by reducing level of energy efficiency, should be pursued; and niche markets should be courted. The first step toward market penetration is to address the HPWH's performance reliability. Next, the manufacturers could engage select utilities to aggressively market the HPWH. A good approach would be to target distinct segments of the market with the potential for the highest benefits from the technology. Communications media that address performance issues should be developed. When marketing to new home builders, the HPWH could be introduced as part of an energy-efficient package offered as a standard feature by builders of new homes within a community. Conducting focus groups across the United States to gather input on HPWH consumer values will feed useful data back to the manufacturers. ''Renaming'' and ''repackaging'' the HPWH to improve consumer perception, appliance aesthetics, and name recognition should be considered. Once an increased sales volume is achieved, the manufacturers should reinvest in R&D to lower the price of the units.     Working in partnership with industry, the US Department of Energy`s (DOE`s) Office of Industrial Technologies (OIT) is helping reduce industrial energy use, emissions, and waste while boosting productivity. Operating within the Office of Energy Efficiency and Renewable Energy (EE), OIT conducts research, development, demonstration, and technology transfer efforts that are producing substantial, measurable benefits to industry. This document summarizes some of the impacts of OIT`s programs through 1997. OIT tracks energy savings as well as other benefits associated with the successfully commercialized technologies resulting from OIT-supported research partnerships. Specifically, a chart shows current and cumulative energy savings as well as cumulative reductions of various air pollutants including particulates, volatile organic compounds (VOCs), nitrogen oxides (NO{sub x}), sulfur oxides (SO{sub x}), and the greenhouse gas, carbon dioxide (CO{sub 2}). The bulk of the document consists of four appendices. Appendix 1 describes the technologies currently available commercially, along with their applications and benefits; Appendix 2 describes the OIT-supported emerging technologies that are likely to be commercialized within the next year or two; Appendix 3 describes OIT-sponsored technologies used in commercial applications in the past that are no longer tracked; and Appendix 4 describes the methodology used to assess and track OIT-supported technologies.

    The US Department of Energy`s Office of Technology Development (OTD) within the Office of Environmental Management was established in 1989 to conduct an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT&E) for innovative environmental cleanup solutions that are safer and more time- and cost-effective than those currently available. In many cases, the development of new technology presents the best hope for ensuring a substantive reduction in risk to the environment and improved worker/public safety within realistic financial constraints. Five major remediation and waste management problem areas have been identified to date within the DOE weapons complex; Contaminant Plume Containment and Remediation; Mixed Waste Characterization, Treatment, and Disposal; High-Level Waste Tank Remediation; Landfill Stabilization; and Facility Transitioning, Decommissioning, and Final Disposition. New technologies to address these problem areas are demonstrated to the point that they are proven to work and that they can be transferred to the private sector end-users. This bibliography contains information on scientific and technical reports sponsored by the Office of Environmental Management from its inception in 1989 through June 1994. Future issues contain reports from Technology Development activities and will be published biannually.

    The US Department of Energy (DOE) Office of Environmental Management, formerly the Office of Environmental Restoration and Waste Management (EM), was established in November 1989 as the first step toward correcting contamination problems resulting from nearly 50 years of nuclear weapons production and fuel processing activities. EM consolidates several DOE organizations previously responsible for the handling, treatment, and disposition of radioactive and hazardous waste. Within EM, the Office of Technology Development (OTD/EM-50) is responsible for developing technologies to meet DOE`s goal for environmental restoration. OTD manages an aggressive national program of applied research, development, demonstration, testing, and evaluation (RDDT and E) for environmental cleanup, waste management, and related technologies.     High-level objective of this project is to develop nanoparticle based additive technology to improve friction and wear characteristics of engine oil with a long-term focus to enhance durability and efficiency of engines. The project encompasses a detailed investigation of various chemicals that favors stable boundary film formation and therefore reduce friction and wear of engine components. These active chemicals designed as nanomaterials will be surface-stabilized to gain maximum dispersion stability in a lubricant media. This effort shall be focused with the following objectives in mind: develop active nanoparticle composite, optimize process design, detailed tribological testing and surface characterization, physical and chemical characterization of nanomaterials, and limited component level testing to document friction and wear improvements. Additional motivation is to minimize sulfur/phosphorous contents and lower ash forming components in additives and therefore improve aftertreatment functioning and emission. This effort shall be focused, over a two year funding period: Phase-I will be primarily a feasibility study, which includes selection of components for active nanoparticles, design and formulation, and synthesis of the active nanoparticles, optimize process design, physical and chemical characterization of nanomaterials, tribological testing and document friction and wear improvements. As a continuous effort of the Phase-I, Phase-II will focus on the optimization of the identified nanoparticle-based additives specifically for DOE strategic goal - minimizing S and P contents in additives and lowering ash-forming components. Additional efforts will also be invested in extended component level tribo-testing, manufacturing process scale-up, cost evaluation, and commercial viability assessment. In boundary lubrication, mating surfaces in direct physical contact are in surface asperities dimensional scale. These conditions may benefit from the nanometric size of the advanced nanoparticle lubricants in the following ways: (1) by supplying nano to sub-micron size lubricating agents which reduce friction and wear at the asperity contact zone, (2) by enabling strong metal adsorption and easy wetting, (3) by reacting with the surface to form durable lubricating 'transient transfer' films, sustain high loads and also retain under high temperatures, and (4) by enabling all these at minimal cost and great environmental safety. Suitably designed nanomaterials can significantly lower sulfur and phosphorus level in the lubricant additive pack, and therefore positively impact after-treatment catalyst life and exhaust emissions.

    The US Department of Energy (US DOE) has placed lighting and appliance standards at a very high priority of the U.S. energy policy. However, the maximum energy savings and CO2 emissions reduction achievable via minimum efficiency performance standards (MEPS) has not yet been fully characterized. The Bottom Up Energy Analysis System (BUENAS), first developed in 2007, is a global, generic, and modular tool designed to provide policy makers with estimates of potential impacts resulting from MEPS for a variety of products, at the international and/or regional level. Using the BUENAS framework, we estimated potential national energy savings and CO2 emissions mitigation in the US residential sector that would result from the most aggressive policy foreseeable: standards effective in 2014 set at the current maximum technology (Max Tech) available on the market. This represents the most likely characterization of what can be maximally achieved through MEPS in the US. The authors rely on the latest Technical Support Documents and Analytical Tools published by the U.S. Department of Energy as a source to determine appliance stock turnover and projected efficiency scenarios of what would occur in the absence of policy. In our analysis, national impacts are determined for the following end uses: lighting, television, refrigerator-freezers, central air conditioning, room air conditioning, residential furnaces, and water heating. The analyzed end uses cover approximately 65percent of site energy consumption in the residential sector (50percent of the electricity consumption and 80percent of the natural gas and LPG consumption). This paper uses this BUENAS methodology to calculate that energy savings from Max Tech for the U.S. residential sector products covered in this paper will reach an 18percent reduction in electricity demand compared to the base case and 11percent in Natural Gas and LPG consumption by 2030 The methodology results in reductions in CO2 emissions of a similar magnitude.
