    The Idaho National Laboratory (INL) is a Department of Energy (DOE) multi-program national laboratory that conducts research and development in all DOE mission areas. Like all other federal laboratories, INL has a statutory, technology transfer mission to make its capabilities and technologies available to all federal agencies, to state and local governments, and to universities and industry. To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and made available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, creating jobs and delivering the benefits of federally funded technology to consumers. In other cases, unique capabilities are made available to other federal agencies or to regional small businesses to solve specific technical challenges. In other interactions, INL employees work cooperatively with researchers and other technical staff of our partners to further develop emerging technologies. This report is a catalog of selected INL technology transfer and commercialization transactions during this past year. The size and diversity of INL technical resources, coupled with the large number of relationships with other organizations, virtually ensures that a report of this nature will fail to capture all interactions. Recognizing this limitation, this report focuses on transactions that are specifically authorized by technology transfer legislation (and corresponding contractual provisions) or involve the transfer of legal rights to technology to other parties. This report was compiled from primary records, which were readily available to the INLs Office of Technology Transfer & Commercialization. The accomplishments cataloged in the report, however, reflect the achievements and creativity of the highly skilled researchers, technicians, support staff, and operators of the INL workforce. Their achievements and recognized capabilities are what make the accomplishments cataloged here possible. Without them, none of these transactions would occur.

    Commercialization of aerogels has been slow due to several factors including cost and manufacturability issues. The technology itself is well enough developed as a result of work over the past decade by an international-community of researchers. Several extensive substantial markets appear to exist for aerogels as thermal and sound insulators, if production costs can keep prices in line with competing established materials. The authors discuss here the elements which they have identified as key cost drivers, and they give a prognosis for the evolution of the technology leading to reduced cost aerogel production.

    This paper reports that a major focus of the latest round of the U.S. Department of Energy's Clean Coal Technology Program was three large-scale, high-efficiency electricity generating projects which will rely on coal gasification rather than burning the coal directly. The three projects are: Toms Creek integrated gasification combined-cycle (IGCC) demonstration project. The aim of the project is to demonstrate improved coal-to-power efficiencies in an integrated gasification combined-cycle process. According to the DOE, the Toms Creek project will show that significant reductions in SO{sub 2} and NO{sub x} emissions can be accomplished through the use of IGCC technology. On completion of the project, 107 MW of electric capacity will be added to the grid. Pinon Pine IGCC power project. The project's aim is to demonstrate that IGCC plants can be constructed at significantly lower capital costs, and with higher thermal efficiencies, than conventional power generation technologies. It will also demonstrate the effectiveness of hot gas cleanup for low-sulfur western coals. Wasbash River coal gasification repowering project.

    R&D Dynamics, Bloomfield, CT in partnership with the State of Connecticut has been developing a high technology, oil-free, energy-efficient centrifugal compressor called CENVA for commercial air conditioning systems under a program funded by the US Department of Energy. The CENVA compressor applies the foil bearing technology used in all modern aircraft, civil and military, air conditioning systems. The CENVA compressor will enhance the efficiency of water and air cooled chillers, packaged roof top units, and other air conditioning systems by providing an 18% reduction in energy consumption in the unit capacity range of 25 to 350 tons of refrigeration The technical approach for CENVA involved the design and development of a high-speed, oil-free foil gas bearing-supported two-stage centrifugal compressor, CENVA encompassed the following high technologies, which are not currently utilized in commercial air conditioning systems: Foil gas bearings operating in HFC-134a; Efficient centrifugal impellers and diffusers; High speed motors and drives; and System integration of above technologies. Extensive design, development and testing efforts were carried out. Significant accomplishments achieved under this program are: (1) A total of 26 builds and over 200 tests were successfully completed with successively improved designs; (2) Use of foil gas bearings in refrigerant R134a was successfully proven; (3) A high speed, high power permanent magnet motor was developed; (4) An encoder was used for signal feedback between motor and controller. Due to temperature limitations of the encoder, the compressor could not operate at higher speed and in turn at higher pressure. In order to alleviate this problem a unique sensorless controller was developed; (5) This controller has successfully been tested as stand alone; however, it has not yet been integrated and tested as a system; (6) The compressor successfully operated at water cooled condensing temperatures Due to temperature limitations of the encoder, it could not be operated at air cooled condensing temperatures. (7) The two-stage impellers/diffusers worked well separately but combined did not match well.

    This report summarizes the results of an effort to revive interest in the electroslag casting (ESC) of components in the United States. The ESC process is an extension of a well established electroslag-remelting (ESR) process. Both processes use the electrode of a material that is continuously melted and cast in a water-cooled copper mold. For simple shapes, the mold can be movable, allowing the continuous casting of long lengths. In an effort to revive US industries` interest in ESC, the following approaches were taken: (1) US industries with prior experience in ESC or currently operating an ESR unit were contacted, followed up with telephone conversation, and/or sent copies of prior published reports on the topic, and, in some cases, personal visits were made; (2) with two companies, a potential interest in ESC was worked out by initially conducting ESR; and (3) to further strengthen the industrial interest, the newly developed iron-aluminide alloy, FA-129, was chosen as the material of choice for this study. The two industrial companies that worked with ORNL were Special Metals Corporation (New Hartford, New York) and Precision Rolled Products, Inc. (PRP) [Florham Park, New Jersey]. Even with its advantages, a survey of the industry indicated that ESC technology has a very limited chance of advancement in the United States. However, the processing of rounds and slabs by the ESR process is a well established commercial technology and will continue to expand. 16 figs, 3 tabs, 12 refs.

The first effort was a patent search and analysis to identify hydrogen- and fuel-cell-related patents that are associated with FCT-funded projects (or projects conducted by DOE-EERE predecessor programs) and to ascertain the patents current status, as well as any commercial products that may have used the technology documented in the patent. The second effort was a series of interviews with current and past FCT personnel, a review of relevant program annual reports, and an examination of hydrogen- and fuel-cell-related grants made under the Small Business Innovation Research and Small Business Technology Transfer Programs, and within the FCT portfolio.

    This project developed an inventory of the Office of Building Technologies (OBT) from a survey administered in 1988 to program managers and principal investigators from OBT. Information provided on these surveys was evaluated to identify equipment and practices that are near-term opportunities for technology commercialization and to determine whether they needed some form of assistance from OBT to be successful in the marketplace. The near-term commercial potential of OBT technologies was assessed by using a technology selection screening methodology. The screening first identified those technologies that were ready to be commercialized in the next two years. The second screen identified the technologies that had a simple payback period of less than five years, and the third identified those that met a current need in the marketplace. Twenty-six OBT technologies met all the criteria. These commercially promising technologies were further screened to determine which would succeed on their own and which would require further commercialization support. Additional commercialization support was recommended for OBT technologies where serious barriers to adoption existed or where no private sector interest in a technology could be identified. Twenty-three technologies were identified as requiring commercialization support from OBT. These are categorized by each division within OBT and are shown in Table S.1. The methodology used could easily be adapted to screen other DOE-developed technologies to determine commercialization potential and to allocate resources accordingly. It provides a systematic way to analyze numerous technologies and a defensible and documented procedure for comparing them. 4 refs., 7 figs., 10 tabs.

    Broad Funding Opportunity Announcement Project: Led by CEO Ross Youngs, AVS has patented a cost-effective dewatering technology that separates micro-solids (algae) from water. Separating micro-solids from water traditionally requires a centrifuge, which uses significant energy to spin the water mass and force materials of different densities to separate from one another. In a comparative analysis, dewatering 1 ton of algae in a centrifuge costs around $3,400. AVSs Solid-Liquid Separation (SLS) system is less energy-intensive and less expensive, costing $1.92 to process 1 ton of algae. The SLS technology uses capillary dewatering with filter media to gently facilitate water separation, leaving behind dewatered algae which can then be used as a source for biofuels and bio-products. The biomimicry of the SLS technology emulates the way plants absorb and spread water to their capillaries.

    The task of restoring nuclear defense complex sites under the U.S. Department of Energy (DOE) Environmental Management (EM) Program presents an unprecedented challenge to the environmental restoration community. Effective and efficient cleanup requires the timely development or modification of novel cleanup technologies applicable to radioactive wastes. Fostering the commercialization of these innovative technologies is the mission of EM-50, the EM Program Office of Science and Technology. However, efforts are often arrested at the {open_quotes}valley of death,{close_quotes} the general term for barriers to demonstration, commercialization, and deployment. The Energy & Environmental Research Center (EERC), a not-for-profit, contract-supported organization focused on research, development, demonstration, and commercialization (RDD&C) of energy and environmental technologies, is in the second year of a cooperative agreement with the U.S. Department of Energy (DOE) Morgantown Energy Technology Center (METC) designed to deliver EM technologies into the commercial marketplace through a unique combination of technical support, real-world demonstration, and brokering.   14. Commercial Demonstration of Wood Recovery, Recycling, and Value Adding Technologies

    This commercial demonstration project demonstrated the technical feasibility of converting low-value, underutilized and waste stream solid wood fiber material into higher valued products. With a growing need to increase product/production yield and reduce waste in most sawmills, few recovery operations and practically no data existed to support the viability of recovery operations. Prior to our efforts, most all in the forest products industry believed that recovery was difficult, extremely labor intensive, not cost effective, and that recovered products had low value and were difficult to sell. This project provided an opportunity for many within the industry to see through demonstration that converting waste stream material into higher valued products does in fact offer a solution. Our work, supported by the U.S. Department of Energy, throughout the project aimed to demonstrate a reasonable approach to reducing the millions of recoverable solid wood fiber tons that are annually treated as and converted into low value chips, mulch and fuel. Consequently sawmills continue to suffer from reduced availability of forest resources, higher raw material costs, growing waste disposal problems, increased global competition, and more pressure to operate in an Environmentally Friendly manner. It is our belief (based upon the experience of this project) that the successful mainstreaming of the recovery concept would assist in alleviating this burden as well as provide for a realistically achievable economic benefit to those who would seriously pursue the concept and tap into the rapidly growing ''GREEN'' building marketplace. Ultimately, with participation and aggressive pursuit of the recovery concept, the public would benefit in that: (1) Landfill/disposal waste volume could be reduced adding greater life to existing municipal landfill sites thereby minimizing the need to prematurely license and open added facilities. Also, there would be a cost avoidance benefit associated to what would have been the added municipal (community) management costs involved with maintaining closed landfills. (2) With greater quantities of recovered material being returned to and integrated into manufacturing and the marketplace, reduced demand upon virgin wood sources could help lead the way to promoting improved relations and environmental balance between producers and consumers further expanding the value of our natural resource without adding environmental burden.

    Commercial-sector conservation analyses have traditionally focused on lighting and space conditioning because of their relatively-large shares of electricity and fuel consumption in commercial buildings. In this report we focus on water heating, which is one of the neglected end uses in the commercial sector. The share of the water-heating end use in commercial-sector electricity consumption is 3%, which corresponds to 0.3 quadrillion Btu (quads) of primary energy consumption. Water heating accounts for 15% of commercial-sector fuel use, which corresponds to 1.6 quads of primary energy consumption. Although smaller in absolute size than the savings associated with lighting and space conditioning, the potential cost-effective energy savings from water heaters are large enough in percentage terms to warrant closer attention. In addition, water heating is much more important in particular building types than in the commercial sector as a whole. Fuel consumption for water heating is highest in lodging establishments, hospitals, and restaurants (0.27, 0.22, and 0.19 quads, respectively); water heating`s share of fuel consumption for these building types is 35%, 18% and 32%, respectively. At the Lawrence Berkeley National Laboratory, we have developed and refined a base-year data set characterizing water heating technologies in commercial buildings as well as a modeling framework. We present the data and modeling framework in this report. The present commercial floorstock is characterized in terms of water heating requirements and technology saturations. Cost-efficiency data for water heating technologies are also developed. These data are intended to support models used for forecasting energy use of water heating in the commercial sector.

  6. Commercial Demonstration of the Manufactured Aggregate Processing Technology Utilizing Spray Dryer Ash

    Universal Aggregates LLC (UA) was awarded a cost sharing Co-operative Agreement from the Department of Energy (DOE) through the Power Plant Improvement Initiative Program (PPII) to design, construct and operate a lightweight aggregate manufacturing plant at the Birchwood Power Facility in King George, Virginia in October 2001. The Agreement was signed in November 2002. The installation and start-up expenses for the Birchwood Aggregate Facility are $19.5 million. The DOE share is $7.2 million (37%) and the UA share is $12.3 million (63%). The original project team consists of UA, SynAggs, LLC, CONSOL Energy Inc. and P. J. Dick, Inc. Using 115,000 ton per year of spray dryer ash (SDA), a dry FGD by-product from the power station, UA will produce 167,000 tons of manufactured lightweight aggregate for use in production of concrete masonry units (CMU). Manufacturing aggregate from FGD by-products can provide an economical high-volume use and substantially expand market for FGD by-products. Most of the FGD by-products are currently disposed of in landfills. Construction of the Birchwood Aggregate Facility was completed in March 2004. Operation startup was begun in April 2004. Plant Integration was initiated in December 2004. Integration includes mixing, extrusion, curing, crushing and screening. Lightweight aggregates with proper size gradation and bulk density were produced from the manufacturing aggregate plant and loaded on a stockpile for shipment. The shipped aggregates were used in a commercial block plant for CMU production. However, most of the production was made at low capacity factors and for a relatively short time in 2005. Several areas were identified as important factors to improve plant capacity and availability. Equipment and process control modifications and curing vessel clean up were made to improve plant operation in the first half of 2006. About 3,000 tons of crushed aggregate was produced in August 2006. UA is continuing to work to improve plant availability and throughput capacity and to produce quality lightweight aggregate for use in commercial applications.

    Small and medium commercial customers in California make up about 20-25% of electric peak load in California. With the roll out of smart meters to this customer group, which enable granular measurement of electricity consumption, the investor-owned utilities will offer dynamic prices as default tariffs by the end of 2011. Pacific Gas and Electric Company, which successfully deployed Automated Demand Response (AutoDR) Programs to its large commercial and industrial customers, started investigating the same infrastructures application to the small and medium commercial customers. This project aims to identify available technologies suitable for automating demand response for small-medium commercial buildings; to validate the extent to which that technology does what it claims to be able to do; and determine the extent to which customers find the technology useful for DR purpose. Ten sites, enabled by eight vendors, participated in at least four test AutoDR events per site in the summer of 2010. The results showed that while existing technology can reliably receive OpenADR signals and translate them into pre-programmed response strategies, it is likely that better levels of load sheds could be obtained than what is reported here if better understanding of the building systems were developed and the DR response strategies had been carefully designed and optimized for each site.

    Under DOE's Technology Pathway Partnership program, SunPower Corporation developed turn-key, high-efficiency residential and commercial systems that are cost effective. Key program objectives include a reduction in LCOE values to 9-12 cents/kWh and 13-18 cents/kWh respectively for the commercial and residential markets. Target LCOE values for the commercial ground, commercial roof, and residential markets are 10, 11, and 13 cents/kWh. For this effort, SunPower collaborated with a variety of suppliers and partners to complete the tasks below. Subcontractors included: Solaicx, SiGen, Ribbon Technology, Dow Corning, Xantrex, Tigo Energy, and Solar Bridge. SunPower's TPP addressed nearly the complete PV value chain: from ingot growth through system deployment. Throughout the award period of performance, SunPower has made progress toward achieving these reduced costs through the development of 20%+ efficient modules, increased cell efficiency through the understanding of loss mechanisms and improved manufacturing technologies, novel module development, automated design tools and techniques, and reduced system development and installation time. Based on an LCOE assessment using NREL's Solar Advisor Model, SunPower achieved the 2010 target range, as well as progress toward 2015 targets.

    New technologies will be a critical component--perhaps the critical component--of our efforts to tackle the related challenges of energy security, climate change, and air pollution, all the while maintaining a strong economy. But just developing new technologies is not enough. Our ability to accelerate the market penetration of clean energy, enabling, and other climate-related technologies will have a determining impact on our ability to slow, stop, and reverse the growth in greenhouse gas (GHG) emissions. Title XVI, Subtitle A, of the Energy Policy Act of 2005 (EPAct 2005) directs the Administration to report on its strategy to promote the commercialization and deployment (C&D) of GHG intensity-reducing technologies and practices. The Act also requests the Administration to prepare an inventory of climate-friendly technologies suitable for deployment and to identify the barriers and commercial risks facing advanced technologies. Because these issues are related, they are integrated here within a single report that we, representing the Committee on Climate Change Science and Technology Integration (CCCSTI), are pleased to provide the President, the Congress, and the public. Over the past eight years, the Administration of President George W. Bush has pursued a series of policies and measures aimed at encouraging the development and deployment of advanced technologies to reduce GHG emissions. This report highlights these policies and measures, discusses the barriers to each, and integrates them within a larger body of other extant policy. Taken together, more than 300 policies and measures described in this document may be viewed in conjunction with the U.S. Climate Change Technology Program's (CCTP's) Strategic Plan, published in September 2006, which focuses primarily on the role of advanced technology and associated research and development (R&D) for mitigating GHG emissions. The CCTP, a multi-agency technology planning and coordination program, initiated by President Bush, and subsequently authorized in EPAct2005, is responsible for preparing this report on behalf CCCSTI. This report systematically examines the market readiness of key technologies important to meeting climate change mitigation goals. It assesses the barriers and business risks impeding their progress and greater market application. Importantly, by documenting the hundreds of Federal policies, programs, regulations, incentives, and other activities that are in effect and operating today to address these barriers, it provides a broad context for evaluating the adequacy of current policy and the potential need, if any, for additional measures that might be undertaken by government or industry. Finally, it draws conclusions about the current situation, identifies gaps and opportunities, and suggests analytical principles that should be applied to assess and formulate policies and measures to accelerate the commercialization and deployment of these technologies.

    Cellana is a leading developer of algae-based bioproducts, and its pre-commercial production of marine microalgae takes place at Cellana?s Kona Demonstration Facility (KDF) in Hawaii. KDF is housing more than 70 high-performing algal strains for different bioproducts, of which over 30 have been grown outside at scale. So far, Cellana has produced more than 10 metric tons of algal biomass for the development of biofuels, animal feed, and high-value nutraceuticals. Cellana?s ALDUO algal cultivation technology allows Cellana to grow non-extremophile algal strains at large scale with no contamination disruptions. Cellana?s research and production at KDF have addressed three major areas that are crucial for the commercialization of algal biofuels: yield improvement, cost reduction, and the overall economics. Commercially acceptable solutions have been developed and tested for major factors limiting areal productivity of algal biomass and lipids based on years of R&D work conducted at KDF. Improved biomass and lipid productivity were achieved through strain improvement, culture management strategies (e.g., alleviation of self-shading, de-oxygenation, and efficient CO2 delivery), and technical advancement in downstream harvesting technology.     Dish/Stirling is a solar thermal electric technology which couples parabolic, point-focusing solar collectors and heat engines which employ the Stirling thermodynamic cycle. Since the late 1970s, the development of Dish/Stirling systems intended for commercial use has been in progress in Germany, Japan, and the US. In the next several years it is expected that one or more commercial systems will enter the market place. This paper provides a general overview of this emerging technology, including: a description of the fundamental principles of operation of Dish/Stirling systems; a presentation of the major components of the systems (concentrator, receiver, engine/alternator, and controls); an overview of the actual systems under development around the world, with a discussion of some of the technical issues and challenges facing the Dish/Stirling developers. A brief discussion is also presented of potential applications for small Dish/Stirling systems in northern Mexico.

The funding supported FCA US LLCs light-duty electric drive vehicle and charging infrastructure-testing activities and enabled FCA US LLC to utilize the funding on advancing Plug-in Hybrid Electric Vehicle (PHEV) technologies to future programs. FCA US LLC intended to develop the next generations of electric drive and energy batteries through a properly paced convergence of standards, technology, components, and common modules, as well as first-responder training and battery recycling. To support the development of a strong, commercially viable supplier base, FCA US LLC also used this opportunity to evaluate various designated component and sub-system suppliers.     As an outgrowth of the Technology Reinvestment Program of the 1990s, an Agreement was formed between BWXT and the DOE to promote the commercialization of Superconducting Magnetic Energy Storage (SMES) technology. Business and marketing studies showed that the performance of electric transmission lines could be improved with this SMES technology by stabilizing the line thereby allowing the reserved stability margin to be used. One main benefit sought was to double the capacity and the amount of energy flow on an existing transmission line by enabling the use of the reserved stability margin, thereby doubling revenue. Also, electrical disturbances, power swings, oscillations, cascading disturbances and brown/black-outs could be mitigated and rendered innocuous; thereby improving power quality and reliability. Additionally, construction of new transmission lines needed for increased capacity could be delayed or perhaps avoided (with significant savings) by enabling the use of the reserved stability margin of the existing lines. Two crucial technical aspects were required; first, a large, powerful, dynamic, economic and reliable superconducting magnet, capable of oscillating power flow was needed; and second, an electrical power interface and control to a transmission line for testing, demonstrating and verifying the benefits and features of the SMES system was needed. A project was formed with the goals of commercializing the technology by demonstrating SMES technology for utility applications and to establish a domestic capability for manufacturing large superconducting magnets for both commercial and defense applications. The magnet had very low AC losses to support the dynamic and oscillating nature of the stabilizing power flow. Moreover, to economically interface to the transmission line, the magnet had the largest operating voltage ever made. The manufacturing of that design was achieved by establishing a factory with newly designed and acquired equipment, tooling, methods and skilled personnel. The final magnet system measured 14 feet in diameter, 10 feet in height, and weighed about 35 tons. The superconducting magnet and design technology was successfully implemented and demonstrated. The project was not successfully concluded however; as the critical planned final demonstration was not achieved. The utilities could not understand or clarify their future business needs and the regulatory requirements, because of the deregulation policies and practices of the country. Much uncertainty existed which prevented utilities from defining business plans, including asset allocation and cost recovery. Despite the technical successes and achievements, the commercial development could not be implemented and achieved. Thus, the demonstration of this enhancement to the utilitys transmission system and to the reliability of the nations electrical grid was not achieved. The factory was ultimately discontinued and the technology, equipment and product were placed in storage.

    Section 127 of the Energy Policy Act requires that the Department of Energy (DOE) prepare a report to Congress on the potential for the development and commercialization of appliances that substantially exceed the present federal or state efficiency standards. Candidate high-efficiency appliances must meet several criteria including: the potential exists for substantial improvement (beyond the minimum established in law) of the appliance`s energy efficiency; electric, water, or gas utilities are prepared to support and promote the commercialization of such appliances; manufacturers are unlikely to undertake development and commercialization of such appliances on their own, or development and production would be substantially accelerated by support to manufacturers. This report describes options to improve the efficiency of residential appliances, including water heaters, clothes washers and dryers, refrigerator/freezers, dishwashers, space heating and cooling devices, as well as residential and commercial lighting products. Data from this report (particularly Appendix 1)were used to prepare the report to Congress mentioned previously. For the residential sector, national energy savings are calculated using the LBL Residential Energy Model. This model projects the number of households and appliance saturations over time. First, end-use consumption is calculated for a base case where models that only meet the standard replace existing models as these reach the end of their lifetime. Second, models with efficiencies equal to the technology under consideration replace existing models that reach the end of their lifetime. For the commercial sector, the COMMEND model was utilized to project national energy savings from new technologies. In this report, energy savings are shown for the period 1988 to 2015.

  9. An analysis of cost effective incentives for initial commercial deployment of advanced clean coal technologies

    This analysis evaluates the incentives necessary to introduce commercial scale Advanced Clean Coal Technologies, specifically Integrated Coal Gasification Combined Cycle (ICGCC) and Pressurized Fluidized Bed Combustion (PFBC) powerplants. The incentives required to support the initial introduction of these systems are based on competitive busbar electricity costs with natural gas fired combined cycle powerplants, in baseload service. A federal government price guarantee program for up to 10 Advanced Clean Coal Technology powerplants, 5 each ICGCC and PFBC systems is recommended in order to establish the commercial viability of these systems by 2010. By utilizing a decreasing incentives approach as the technologies mature (plants 1--5 of each type), and considering the additional federal government benefits of these plants versus natural gas fired combined cycle powerplants, federal government net financial exposure is minimized. Annual net incentive outlays of approximately 150 million annually over a 20 year period could be necessary. Based on increased demand for Advanced Clean Coal Technologies beyond 2010, the federal government would be revenue neutral within 10 years of the incentives program completion.

    The addition of storage technologies such as flow batteries, conventional batteries, and heat storage can improve the economic as well as environmental attractiveness of on-site generation (e.g., PV, fuel cells, reciprocating engines or microturbines operating with or without CHP) and contribute to enhanced demand response. In order to examine the impact of storage technologies on demand response and carbon emissions, a microgrid's distributed energy resources (DER) adoption problem is formulated as a mixed-integer linear program that has the minimization of annual energy costs as its objective function. By implementing this approach in the General Algebraic Modeling System (GAMS), the problem is solved for a given test year at representative customer sites, such as schools and nursing homes, to obtain not only the level of technology investment, but also the optimal hourly operating schedules. This paper focuses on analysis of storage technologies in DER optimization on a building level, with example applications for commercial buildings. Preliminary analysis indicates that storage technologies respond effectively to time-varying electricity prices, i.e., by charging batteries during periods of low electricity prices and discharging them during peak hours. The results also indicate that storage technologies significantly alter the residual load profile, which can contribute to lower carbon emissions depending on the test site, its load profile, and its adopted DER technologies.

    Successful relationships with industry that benefit both corporate partners and the research institution require a constant balancing of interests. Researchers must balance developing technology in a manner that can be used by industry, publishing and publicizing developments so that industry recognizes the advances and the institution while protecting the technology with patents or other appropriate vehicles to preserve the commercial value. Research institutions must adopt a set of business practices that allow industry to access technology efficiently while protecting the legitimate institutional interests. Professional responsive business staff who are familiar with common industry practice, have contacts in appropriate industries and companies, and know how to publicize technology developments ensure efficient access to technology developed by the institution. The same business staff must understand the institutional and research goals in order to protect the proprietary interests of the institution. The business staff must provide benefit to the institution by receiving fair value for the technology and research developed by the institution and by ensuring that agreements are executed with only qualified companies.

In addition, a limited number of new devices for detection of explosives, chemicals, and biological agents were investigated for their feasibility for inclusion in future physical security systems. The tables in this document resulted from this investigation, which was part of a conceptual design upgrade for the United States Mints. This summary of commercially available technologies was written to provide a reference for physical security upgrades at other sites.

    The US Liquid Metal Fast Breeder Reactor program was an attempt by the Atomic Energy Commission to develop, in partnership with industry, a particular nuclear technology. Not only did the AEC provide subsidies and test facilities for the private sector, but the agency attempted to direct which technological options would be developed. The national laboratories, nuclear vendors, and electric utilities were not amenable to government direction. The resulting time delays and cost overruns stalled the program until the anti-nuclear movement arose and undermined the political consensus behind the program. As a result, a breeder demonstration plant has not yet been built in the United States. The analysis of this thesis suggests two conclusions. First, future government directed commercialization programs are unlikely to succeed. Second, breeder development should be slowed down until the political problems in the nuclear industry are solved.

  20. Final technical report: Commercialization of the Biofine technology for levulinic acid production from paper sludge

    This project involved a three-year program managed by BioMetics, Inc. (Waltham, MA) to demonstrate the commercial feasibility of Biofine thermochemical process technology for conversion of cellulose-containing wastes or renewable materials into levulinic acid, a versatile platform chemical. The program, commencing in October 1995, involved the design, procurement, construction and operation of a plant utilizing the Biofine process to convert 1 dry ton per day of paper sludge waste. The plant was successfully designed, constructed, and commissioned in 1997. It was operated for a period of one year on paper sludge from a variety of source paper mills to collect data to verify the design for a commercial scale plant. Operational results were obtained for four different feedstock varieties. Stable, continuous operation was achieved for two of the feedstocks. Continuous operation of the plant at demonstration scale provided the opportunity for process optimization, development of operational protocols, operator training and identification of suitable materials of construction for scale up to commercial operation . Separated fiber from municipal waster was also successfully processed. The project team consisted of BioMetics Inc., Great Lakes Chemical Corporation (West Lafayette, IN), and New York State Energy Research and Development Authority (Albany, NY).

    This report was prepared in response to the guidance provided by the Congress in the course of the Fiscal Year 1995 appropriations process for the Department of Energy`s (DOE) Office of Fossil Energy (FE).     The deployment of small (<1-2 MW) clusters of generators,heat and electrical storage, efficiency investments, and combined heatand power (CHP) applications (particularly involving heat activatedcooling) in commercial buildings promises significant benefits but posesmany technical and financial challenges, both in system choice and itsoperation; if successful, such systems may be precursors to widespreadmicrogrid deployment. The presented optimization approach to choosingsuch systems and their operating schedules uses Berkeley Lab'sDistributed Energy Resources Customer Adoption Model [DER-CAM], extendedto incorporate electrical storage options. DER-CAM chooses annual energybill minimizing systems in a fully technology-neutral manner. Anillustrative example for a San Francisco hotel is reported. The chosensystem includes two engines and an absorption chiller, providing anestimated 11 percent cost savings and 10 percent carbon emissionreductions, under idealized circumstances.

    Currently, there is considerable confusion within parts of the carbon dioxide capture and storage (CCS) technical and regulatory communities regarding the maturity and commercial readiness of the technologies needed to capture, transport, inject, monitor and verify the efficacy of carbon dioxide (CO2) storage in deep, geologic formations. The purpose of this technical report is to address this confusion by discussing the state of CCS technological readiness in terms of existing commercial deployments of CO2 capture systems, CO2 transportation pipelines, CO2 injection systems and measurement, monitoring and verification (MMV) systems for CO2 injected into deep geologic structures. To date, CO2 has been captured from both natural gas and coal fired commercial power generating facilities, gasification facilities and other industrial processes. Transportation via pipelines and injection of CO2 into the deep subsurface are well established commercial practices with more than 35 years of industrial experience. There are also a wide variety of MMV technologies that have been employed to understand the fate of CO2 injected into the deep subsurface. The four existing end-to-end commercial CCS projects Sleipner, Snhvit, In Salah and Weyburn are using a broad range of these technologies, and prove that, at a high level, geologic CO2 storage technologies are mature and capable of deploying at commercial scales. Whether wide scale deployment of CCS is currently or will soon be a cost-effective means of reducing greenhouse gas emissions is largely a function of climate policies which have yet to be enacted and the publics willingness to incur costs to avoid dangerous anthropogenic interference with the Earths climate. There are significant benefits to be had by continuing to improve through research, development, and demonstration suite of existing CCS technologies. Nonetheless, it is clear that most of the core technologies required to address capture, transport, injection, monitoring, management and verification for most large CO2 source types and in most CO2 storage formation types, exist.

  14. Not-In-Kind Technologies for Residential and Commercial Unitary Equipment

    This project was initiated by the Department of Energy in response to a request from the HVAC industry for consolidated information about alternative heating and cooling cycles and for objective comparisons of those cycles in space conditioning applications. Twenty-seven different heat pumping technologies are compared on energy use and operating costs using consistent operating conditions and assumptions about component efficiencies for all of them. This report provides a concise summary of the underlying principals of each technology, its advantages and disadvantages, obstacles to commercial development, and economic feasibility. Both positive and negative results in this study are valuable; the fact that many of the cycles investigated are not attractive for space conditioning avoids any additional investment of time or resources in evaluating them for this application. In other cases, negative results in terms of the cost of materials or in cycle efficiencies identify where significant progress needs to be made in order for a cycle to become commercially attractive. Specific conclusions are listed for many of the technologies being promoted as alternatives to electrically-driven vapor compression heat pumps using fluorocarbon refrigerants. Although reverse Rankine cycle heat pumps using hydrocarbons have similar energy use to conventional electric-driven heat pumps, there are no significant energy savings due to the minor differences in estimated steady-state performance; higher costs would be required to accommodate the use of a flammable refrigerant. Magnetic and compressor-driven metal hydride heat pumps may be able to achieve efficiencies comparable to reverse Rankine cycle heat pumps, but they are likely to have much higher life cycle costs because of high costs for materials and peripheral equipment. Both thermoacoustic and thermionic heat pumps could have lower life cycle costs than conventional electric heat pumps because of reduced equipment and maintenance costs although energy use would be higher. There are strong opportunities for gas-fired heat pumps to reduce both energy use and operating costs outside of the high cooling climates in the southeast, south central states, and the southwest. Diesel and IC (Otto) engine-driven heat pumps are commercially available and should be able to increase their market share relative to gas furnaces on a life cycle cost basis; the cost premiums associated with these products, however, make it difficult to achieve three or five year paybacks which adversely affects their use in the U.S. Stirling engine-driven and duplex Stirling heat pumps have been investigated in the past as potential gas-fired appliances that would have longer lives and lower maintenance costs than diesel and IC engine-driven heat pumps at slightly lower efficiencies. These potential advantages have not been demonstrated and there has been a low level of interest in Stirling engine-driven heat pumps since the late 1980's. GAX absorption heat pumps have high heating efficiencies relative to conventional gas furnaces and are viable alternatives to furnace/air conditioner combinations in all parts of the country outside of the southeast, south central states, and desert southwest. Adsorption heat pumps may be competitive with the GAX absorption system at a higher degree of mechanical complexity; insufficient information is available to be more precise in that assessment.

    During the last few years, new technologies have been introduced for real-time continuous measurement of the flow rates of outdoor air (OA) into HVAC systems; however, an evaluation of these measurements technologies has not previously been published. This document describes a test system and protocols developed for a controlled evaluation of these measurement technologies. The results of tests of three commercially available measurement technologies are also summarized. The test system and protocol were judged practical and very useful. The three commercially available measurement technologies should provide reasonably, e.g., 20%, accurate measurements of OA flow rates as long as air velocities are maintained high enough to produce accurately measurable pressure signals. In HVAC systems with economizer controls, to maintain the required air velocities the OA intake will need to be divided into two sections in parallel, each with a separate OA damper. All of the measurement devices had pressure drops that are likely to be judged acceptable. The influence of wind on the accuracy of these measurement technologies still needs to be evaluated.

    The objective of the Environmental Management program at the Energy and Environmental Research Center (EERC) is to develop, demonstrate, and commercialize technologies that address the environmental management needs of contaminated sites, including characterization, sensors, and monitoring; low-level mixed waste processing; material disposition technology; improved waste forms; in situ containment and remediation; and efficient separation technologies for radioactive wastes. Task 2 is the extraction and analysis of pollutant organics from contaminated solids using off-line supercritical fluid extraction (SFE) and on-line SFE-infrared spectroscopy. Task 3, pyrolysis of plastics, has as its objectives to develop a commercial process to significantly reduce the volume of mixed-plastics-paper-resin waste contaminated with low-level radioactive material; concentrate contaminants in a collectible form; and determine the distribution and form of contaminants after pyrolysis of the mixed waste. Task 4, stabilization of vitrified wastes, has as its objectives to (1) demonstrate a waste vitrification procedure for enhanced stabilization of waste materials and (2) develop a testing protocol to understand the long-term leaching behavior of the stabilized waste form. The primary objective of Task 8, Management and reporting, is coordination of this project with other programs and opportunities. In addition, management oversight will be maintained to ensure that tasks are completed and coordinated as planned and that deliverables are submitted in a timely manner.     The purpose of this study was to quantify the impact of the Solar Thermal Central Receiver (STCR) tax incentives and commercialization on the federal treasury revenues. The initial STCR market penetration was assumed to take place in California, because of favorable local conditions. The initial financing was assumed to be underwritten by intermediary partnerships under long-term avoided cost contracts with the local utility companies with subsequent sale of the plants to utilities at competitive prices. To estimate the impacts of these various tax incentives associated with the commercialization of the STCR technology, the tax revenues and costs for the STCR plants were compared with the tax revenues and costs for the displaced conventional power plants. This differential analysis takes into account the different operating expenses, as well as the different depreciation charges, financing costs, and tax credits associated with STCR and conventional plants. The study also evaluated the impact of both the previous (1983) and current (1984) proposed federal energy tax credits. The resulting total annual tax cash flows were subsequently cumulated to determine the aggregate tax revenues and costs throughout the 1985 to 2034 time period. The results of this analysis indicate that the initial federal tax revenues are negative. With increasing market penetration, the installed costs of the STCR plants decrease rapidly and the net present values of the tax revenue cash flows associated with plants constructed after 1995 are positive, and become significantly larger than those for the corresponding displaced conventional plants.

    As the original magnet designer and manufacturer of ORNL s 9T, 5-inch ID bore magnet, American Magnetics Inc. (AMI) has collaborated with ORNL s Materials Processing Group s and this partnership has been instrumental in the development of our unique thermo-magnetic facilities and expertise. Consequently, AMI and ORNL have realized that the commercial implementation of the High Magnetic Field Processing (HMFP) technology will require the evolution of robust, automated superconducting (SC) magnet systems that will be cost-effective and easy to operate in an industrial environment. The goal of this project and CRADA is to significantly expedite the timeline for implementing this revolutionary and pervasive cross-cutting technology for future US produced industrial components. The successful completion of this project is anticipated to significantly assist in the timely commercialization and licensing of our HMFP intellectual property for a broad spectrum of industries; and to open up a new market for AMI. One notable outcome of this project is that the ThermoMagnetic Processing Technology WON a prestigious 2009 R&D 100 Awards. This award acknowledges and recognizes our TMP Technology as one of the top 100 innovative US technologies in 2009.     The overall objective of the collaborative research performed by the Oak Ridge National Laboratory (ORNL) and the Dow Chemical Company under this Cooperative Research And Development Agreement (CRADA NFE-10-02991) was to develop and establish pathways to commercialize new carbon fiber precursor and conversion technology. This technology is to produce alternative polymer fiber precursor formulations as well as scaled energy-efficient advanced conversion technology to enable continuous mode conversion to obtain carbonized fibers that are technically and economically viable in industrial markets such as transportation, wind energy, infrastructure and oil drilling applications. There have been efforts in the past to produce a low cost carbon fiber. These attempts have to be interpreted against the backdrop of the market needs at the time, which were strictly military aircraft and high-end aerospace components. In fact, manufacturing costs have been reduced from those days to current practice, where both process optimization and volume production have enabled carbon fiber to become available at prices below $20/lb. However, the requirements of the lucrative aerospace market limits further price reductions from current practice. This approach is different because specific industrial applications are targeted, most specifically wind turbine blade and light vehicle transportation, where aircraft grade carbon fiber is not required. As a result, researchers are free to adjust both manufacturing process and precursor chemistry to meet the relaxed physical specifications at a lower cost. This report documents the approach and findings of this cooperative research in alternative precursors and advanced conversion for production of cost-effective carbon fiber for energy missions. Due to export control, proprietary restrictions, and CRADA protected data considerations, specific design details and processing parameters are not included in this report.

    NREL has conducted basic research relating to high efficiency, low cost, thin film silicon solar cell design and the method of making solar cells. Two patents have been issued to NREL in the above field. In addition, specific process and metrology tools have been developed by NREL. Applied Optical Sciences Corp. (AOS) has expertise in the manufacture of solar cells and has developed its own unique concentrator technology. AOS wants to complement its solar cell expertise and its concentrator technology by manufacturing flat panel thin film silicon solar cell panels. AOS wants to take NREL's research to the next level, using it to develop commercially viable flat pane, thin film silicon solar cell panels. Such a development in equipment, process, and metrology will likely produce the lowest cost solar cell technology for both commercial and residential use.     ORPC Maine, LLC, a wholly-owned subsidiary of Ocean Renewable Power Company, LLC (collectively ORPC), submits this Final Technical Report for the TidGen® Power System Commercialization Project (Project), partially funded by the U.S. Department of Energy (DE-EE0003647). The Project was built and operated in compliance with the Federal Energy Regulatory Commission (FERC) pilot project license (P-12711) and other permits and approvals needed for the Project. This report documents the methodologies, activities and results of the various phases of the Project, including design, engineering, procurement, assembly, installation, operation, licensing, environmental monitoring, retrieval, maintenance and repair. The Project represents a significant achievement for the renewable energy portfolio of the U.S. in general, and for the U.S. marine hydrokinetic (MHK) industry in particular. The stated Project goal was to advance, demonstrate and accelerate deployment and commercialization of ORPC’s tidal-current based hydrokinetic power generation system, including the energy extraction and conversion technology, associated power electronics, and interconnection equipment capable of reliably delivering electricity to the domestic power grid. ORPC achieved this goal by designing, building and operating the TidGen® Power System in 2012 and becoming the first federally licensed hydrokinetic tidal energy project to deliver electricity to a power grid under a power purchase agreement in North America. Located in Cobscook Bay between Eastport and Lubec, Maine, the TidGen® Power System was connected to the Bangor Hydro Electric utility grid at an on-shore station in North Lubec on September 13, 2012. ORPC obtained a FERC pilot project license for the Project on February 12, 2012 and the first Maine Department of Environmental Protection General Permit issued for a tidal energy project on January 31, 2012. In addition, ORPC entered into a 20-year agreement with Bangor Hydro Electric Company on January 1, 2013 for up to 5 megawatts at a price of $215/MWh, escalating at 2.0% per year.
