The Fuel Cycle Technologies (FCT) program supports the Department of Energy’s (DOE’s) mission to: “Enhance U.S. security and economic growth through transformative science, technology innovation, and market solutions to meet our energy, nuclear security, and environmental challenges.” Goal 1 of DOE’s Strategic Plan is to innovate energy technologies that enhance U.S. economic growth and job creation, energy security, and environmental quality. FCT does this by investing in advanced technologies that could transform the nuclear fuel cycle in the decades to come. Goal 2 of DOE’s Strategic Plan is to strengthen national security by strengthening key science, technology, and engineering capabilities. FCT does this by working closely with the National Nuclear Security Administration and the U.S Department of State to develop advanced technologies that support the Nation’s nuclear nonproliferation goals.

The Fuel Cycle Technologies (FCT) program of the Department of Energy (DOE) Office of Nuclear Energy (NE) is charged with identifying promising sustainable fuel cycles and developing strategies for effective disposition of used fuel and high-level nuclear waste, enabling policymakers to make informed decisions about these critical issues. Sustainable fuel cycles will improve uranium resource utilization, maximize energy generation while minimizing waste, improve safety, and limit proliferation risk. To achieve its mission, FCT has initiated numerous activities in each of the technical campaign areas, of which this report provides a sample.

This 13th edition presents the Energy Information Administration`s historical energy statistics. For most series, statistics are given for every year from 1949 through 1994; thus, this report is well-suited to long-term trend analyses. It covers all major energy activities, including consumption, production, trade, stocks, and prices for all major energy commodities, including fossil fuels and electricity. Statistics on renewable energy sources are also included: this year, for the first time, usage of renewables by other consumers as well as by electric utilities is included. Also new is a two-part, comprehensive presentation of data on petroleum products supplied by sector for 1949 through 1994. Data from electric utilities and nonutilities are integrated as ``electric power industry`` data; nonutility power gross generation are presented for the first time. One section presents international statistics (for more detail see EIA`s International Energy Annual).

Quadrillion Quadrillion Btu Highlights: Annual Energy Review 1994 At the halfway mark of this century, coal was the leading source of energy produced in the United States. Now, as we approach the end of the 20th century, coal is still the leading source of energy produced in this country (Figure 1). Between those points of time, however, dramatic changes occurred in the composition of our Nation's energy production. For example, crude oil and natural gas plant liquids production overtook coal production in the early 1950s. That source was matched by natural gas for a few years in the mid-1970s, and then, in the early 1980s, coal regained its prominence. After 1985, crude oil production suffered a nearly steady annual decline. While the fossil fuels moved up and down in their indi-

Three review articles are presented. The first describes the Lawrence Livermore Laboratory role in the research and development of oil-shale retorting technology through its studies of the relevant chemical and physical processes, mathematical models, and new retorting concepts. Second is a discussion of investigation of properties of dense molecular fluids at high pressures and temperatures to improve understanding of high-explosive behavior, giant-planet structure, and hydrodynamic shock interactions. Third, by totally computerizing the triple-quadrupole mass spectrometer system, the laboratory has produced a general-purpose instrument of unrivaled speed, selectivity, and adaptability for the analysis and identification of trace organic constituents in complex chemical mixtures. Idaho National Laboratory (INL) is a Department of Energy (DOE) multi-program national laboratory that conducts research and development in all DOE mission areas. Like all other federal laboratories, INL has a statutory, technology transfer mission to make its capabilities and technologies available to all federal agencies, to state and local governments, and to universities and industry. To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and made available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, creating jobs and delivering the benefits of federally funded technology to consumers. In other cases, unique capabilities are made available to other federal agencies or to regional small businesses to solve specific technical challenges. In other interactions, INL employees work cooperatively with researchers and other technical staff of our partners to further develop emerging technologies. This report is a catalog of selected INL technology transfer and commercialization transactions during this past year. The size and diversity of INL technical resources, coupled with the large number of relationships with other organizations, virtually ensures that a report of this nature will fail to capture all interactions. Recognizing this limitation, this report focuses on transactions that are specifically authorized by technology transfer legislation (and corresponding contractual provisions) or involve the transfer of legal rights to technology to other parties.

The Annual Energy Review (AER) is the U.S. Energy Information Administration's The Annual Energy Review (AER) is the U.S. Energy Information Administration's (EIA) primary report of annual historical energy statistics. For many series, data begin with the year 1949. Included are statistics on total energy production, consumption, trade, and energy prices; overviews of petroleum, natural gas, coal, electricity, nuclear energy, renewable energy, and international energy; financial and environment indicators; and data unit conversions. Publication of this report is required under Public Law 95-91 (Department of Energy Organization Act), Section 205(c), and is in keeping with responsibilities given to the EIA under Section 205(a)(2), which states: "The Administrator shall be responsible for carrying out a central, comprehensive, and unified energy data and information program

MHD Technology Transfer, Integration and Review Committee

As part of the MHD Integrated Topping Cycle (ITC) project, TRW was given the responsibility to organize, charter and co-chair, with the Department of Energy (DOE), an MHD Technology Transfer, Integration and Review Committee (TTIRC). The Charter of the TTIRC, which was approved by the DOE in June 1988 and distributed to the committee members, is included as part of this Summary. As stated in the Charter, the purpose of this committee is to: (1) review all Proof-of-Concept (POC) projects and schedules in the national MHD program; to assess their compatibility with each other and the first commercial MHD retrofit plant; (2) establish and implement technology transfer formats for users of this technology; (3) identify interfaces, issues, and funding structures directly impacting the success of the commercial retrofit; (4) investigate and identify the manner in which, and by whom, the above should be resolved; and (5) investigate and assess other participation (foreign and domestic) in the US MHD Program. The DOE fiscal year 1989 MHD Program Plan Schedule is included at the end of this Summary. The MHD Technology Transfer, Integration and Review Committee's activities to date have focused primarily on the technology transfer'' aspects of its charter. It has provided a forum for the dissemination of technical and programmatic information among workers in the field of MHD and to the potential end users, the utilities, by holding semi-annual meetings. The committee publishes this semi-annual report, which presents in Sections 2 through 11 capsule summaries of technical progress for all DOE Proof-of-Concept MHD contracts and major test facilities.

Review of encapsulation technologies

The use of encapsulation technology to produce a compliant waste form is an outgrowth from existing polymer industry technology and applications. During the past 12 years, the Department of Energy (DOE) has been researching the use of this technology to treat mixed wastes (i.e., containing hazardous and radioactive wastes). The two primary encapsulation techniques are microencapsulation and macroencapsulation. Microencapsulation is the thorough mixing of a binding agent with a powdered waste, such as incinerator ash. Macroencapsulation coats the surface of bulk wastes, such as lead debris. Cement, modified cement, and polyethylene are the binding agents which have been researched the most. Cement and modified cement have been the most commonly used binding agents to date. However, recent research conducted by DOE laboratories have shown that polyethylene is more durable and cost effective than cements. The compressive strength, leachability, resistance to chemical degradation, etc., of polyethylene is significantly greater than that of cement and modified cement. Because higher waste loads can be used with polyethylene encapsulant, the total cost of polyethylene encapsulation is significantly less costly than cement treatment. The only research lacking in the assessment of polyethylene encapsulation treatment for mixed wastes is pilot and full-scale testing with actual waste materials. To date, only simulated wastes have been tested. The Rocky Flats Environmental Technology Site had planned to conduct pilot studies using actual wastes during 1996. This experiment should provide similar results to the previous tests that used simulated wastes. If this hypothesis is validated as anticipated, it will be clear that polyethylene encapsulation should be pursued by DOE to produce compliant waste forms.

Rudd Journal HVAC&R Research Volume 13 Start Page Chapter Pagination 325-348 Abstract This paper reviews current and potential ventilation technologies for residential buildings in North America and a few in Europe. The major technologies reviewed include a variety of mechanical systems, natural ventilation, and passive ventilation. Key parameters that are related to each system include operating costs, installation costs, ventilation rates, heat recovery potential. It also examines related issues such as infiltration, duct systems, filtration options, noise, and construction issues. This report describes a wide variety of systems currently on the market that can be used to meet ASHRAE Standard 62.2. While these systems generally fall into the categories of supply, exhaust or balanced, the specifics of each system are driven by concerns that extend beyond those in the standard and are discussed. Some of these systems go beyond the current standard by providing additional features (such as air distribution or pressurization control). The market will decide the immediate value of such features, but ASHRAE may wish to consider modifications to the standard in the future.

Highlights of the Chemical Technology (CMT) Division's activities during 1989 are presented. In this period, CMT conducted research and development in the following areas: (1) electrochemical technology, including high-performance batteries (mainly lithium/iron sulfide and sodium/metal chloride), aqueous batteries (lead-acid and nickel/iron), and advanced fuel cells with molten carbonate and solid oxide electrolytes: (2) coal utilization, including the heat and seed recovery technology for coal-fired magnetohydrodynamics plants and the technology for fluidized-bed combustion; (3) methods for recovery of energy from municipal waste and techniques for treatment of hazardous organic waste; (4) nuclear technology related to a process for separating and recovering transuranic elements from nuclear waste and for producing {sup 99}Mo from low-enriched uranium targets, the recovery processes for discharged fuel and the uranium blanket in a sodium-cooled fast reactor (the Integral Fast Reactor), and waste management; and (5) physical chemistry of selected materials in environments simulating those of fission and fusion energy systems. The Division also has a program in basic chemistry research in the areas of fluid catalysis for converting small molecules to desired products; materials chemistry for superconducting oxides and associated and ordered solutions at high temperatures; interfacial processes of importance to corrosion science, high-temperature superconductivity, and catalysis; and the geochemical processes responsible for trace-element migration within the earth's crust. The Division continued to be administratively responsible for and the major user of the Analytical Chemistry Laboratory at Argonne National Laboratory (ANL).

Sandia`s Superconductivity Technology Program is a thallium-based high-temperature superconductor (HTS) research and development program consisting of efforts in powder synthesis and process development, open-system thick film conductor development, wire and tape fabrication, and HTS motor design. The objective of this work is to develop high-temperature superconducting conductors (wire and tape) capable of meeting requirements for high-power electrical devices of interest to industry. The research efforts currently underway are: (1) Process development and characterization of thallium-based high-temperature superconducting closed system wire and tape, (2) Investigation of the synthesis and processing of thallium-based thick films using two-zone processing, and (3) Cryogenic design of a 30K superconducting motor. This report outlines the research that has been performed during FY96 in each of these areas.

This report summarizes work performed by Garrett Auxiliary Power Division (GAPD), a unit of Allied-Signal Aerospace Company, during calendar year 1992, toward development and demonstration of structural ceramic technology for automotive gas turbine engines. This work was performed for the US Department of Energy (DOE) under National Aeronautics and Space Administration (NASA) Contract DEN3-335, Advanced Turbine Technology Applications Project (ATTAP). GAPD utilized the AGT101 regenerated gas turbine engine developed under the previous DOE/NASA Advanced Gas Turbine (AGT) program as the ATTAP test bed for ceramic engine technology demonstration. ATTAP focussed on improving AGT101 test bed reliability, development of ceramic design methodologies, and improvement of fabrication and materials processing technology by domestic US ceramics fabricators. A series of durability tests was conducted to verify technology advancements. This is the fifth in a series of technical summary reports published annually over the course of the five-year contract.

The annual summary report presents the fiscal year (FY) 1994 research activities and accomplishments for the United States Department of Energy (DOE) Biological and Chemical Technologies Research (BCTR) Program of the Advanced Industrial Concepts Division (AICD). This AICD program resides within the Office of Industrial Technologies (OIT) of the Office of Energy Efficiency and Renewable Energy (EE). Although the OIT was reorganized in 1991 and AICD no longer exists, this document reports on efforts conducted under the former structure. The annual summary report for 1994 (ASR 94) contains the following: program description (including BCTR program mission statement, historical background, relevance, goals and objectives); program structure and organization, selected technical and programmatic highlights for 1994; detailed descriptions of individual projects; a listing of program output, including a bibliography of published work; patents, and awards arising from work supported by BCTR.

Chemical Technology (CMT) Division this period, conducted research and development in the following areas: advanced batteries and fuel cells; fluidized-bed combustion and coal-fired magnetohydrodynamics; treatment of hazardous waste and mixed hazardous/radioactive waste; reaction of nuclear waste glass and spent fuel under conditions expected for an unsaturated repository; separating and recovering transuranic elements, concentrating radioactive waste streams with advanced evaporators, and producing {sup 99}Mo from low-enriched uranium; recovering actinide from IFR core and blanket fuel in removing fission products from recycled fuel, and disposing removal of actinides in spent fuel from commercial water-cooled nuclear reactors; and physical chemistry of selected materials in environments simulating those of fission and fusion energy systems. The Division also conducts basic research in catalytic chemistry associated with molecular energy resources and novel ceramic precursors; materials chemistry of superconducting oxides, electrified metal/solution interfaces, molecular sieve structures, thin-film diamond surfaces, effluents from wood combustion, and molten silicates; and the geochemical processes involved in water-rock interactions. The Analytical Chemistry Laboratory in CMT also provides a broad range of analytical chemistry support.

Annual Energy Outlook Retrospective Review: Evaluation of Projections in Past Editions (1982-2006)* Annual Energy Outlook Retrospective Review: Evaluation of Projections in Past Editions (1982-2006)* The Energy Information Administration (EIA) produces projections of energy supply and demand each year in the Annual Energy Outlook (AEO). The projections in the AEO are not statements of what will happen but of what might happen, given the assumptions and methodologies used. The projections are business-as-usual trend projections, given known technology, technological and demographic trends, and current laws and regulations. The potential impacts of pending or proposed legislation, regulations, and standards-or of sections of legislation that have been enacted but that require implementing regulations or appropriation of funds that are not provided or specified in the legislation itself-are not reflected in the projections, although there are a few exceptions. It is assumed that current laws and regulations that have sunset dates, but which are regularly renewed, are extended for modeling purposes. Thus, the AEO generally provides a policy-neutral reference case that can be used to analyze policy initiatives. While the analyses in the AEO focus primarily on a reference case, lower and higher economic growth cases, and lower and higher energy price cases; more than 30 alternative cases are generally included in the AEO. Readers are encouraged to review the full range of cases, which address many of the uncertainties inherent in long-term projections.
