    1993-12-31

This workshop is focused on the benefits of the DOE technical standards program, which is focused toward the preferred use of non-Government standards for DOE activities and the development of DOE technical standards when non-Government standards are not available or are inappropriate. One goal of the program is to replace redundant site-specific standards with more universally accepted documents that have been scrutinized by experts. This replacement is discussed at the workshop along with the problems encountered and solutions found. The workshop provided an opportunity for geographically dispersed people to meet and advance their standards knowledge and efforts to support the program. Safety issues have been the driving force behind the program to date. Several companies offer products and services that support the development, processing, and retrieval of standards. This document mostly comprise vugraphs.

  5. 1997 DOE technical standards program workshop: Proceedings

    SciTech Connect (OSTI)

    1997-10-01

The Department of Energy held its annual Technical Standards Program Workshop on July 8--10, 1997, at the Loews L`Enfant Plaza Hotel in Washington, DC. The workshop focused on aspects of implementation of the National Technology Transfer and Advancement Act of 1995 [Public Law (PL) 104-113] and the related revision (still pending) to OMB Circular A119 (OMB A119), Federal Participation in the Development and Use of Voluntary Standards. It also addressed DOE`s efforts in transitioning to a standards-based operating culture, and, through this transition, to change from a developer of internal technical standards to a customer of external technical standards. The workshop was designed to provide a forum to better understand how the new law is affecting Department activities. Panel topics such as ``Public Law 104-113 and Its Influence on Federal Agency Standards Activities`` and ``Update on Global Standards Issues`` provided insight on both the internal and external effects of the new law. Keynote speaker Richard Meier of Meadowbrook International (and formerly the Deputy Assistant US Trade Representative) addressed the subject of international trade balance statistics. He pointed out that increases in US export figures do not necessarily indicate increases in employment. Rather, increased employment results from product growth. Mr Meier also discussed issues such as the US migration to the sue of the metric system, the impact of budget limitations on Government participation in voluntary standards organizations, international standards ISO 9000 and ISO 14000, and DOE`s role in the worldwide transition from weapons production to cleanup.

    SciTech Connect (OSTI)

    Not Available

    1984-01-01

The latest workshop was held in November 1983 with the purpose of presenting an overview of the experimental stations planned for ATLAS, describing the current status of each individual apparatus, soliciting final input on devices of the first phase (i.e. on those that will be ready when beams from ATLAS become available in late Spring of 1985), and discussing and collecting new ideas on equipment for the second phase. There were short presentations on the status of the various projects followed by informal discussions. The presentations mainly concentrated on new equipment for target area III, but included some descriptions of current apparatus in target area II that might also be of interest for experiments with the higher-energy beams available in area III. The meeting was well attended with approx. 50 scientists, approximately half of them from institutions outside Argonne. The present proceedings summarize the presentations and discussions of this one-day meeting. In addition we take the opportunity to include information about developments since this meeting and an update of the current status of the various experimental stations. We would like to emphasize again that outside-user input is extremely welcome.

    2009-10-06

The U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) hosted a workshop from May 4-22, 2009, on the fundamental elements of international safeguards. Entitled "A Technical Training Workshop on International Safeguards," the workshop introduced post-graduate students from Malaysia, Vietnam, Indonesia, Thailand, Morocco, Egypt, Algeria and Tunisia to the fundamental issues and best practices associated with international safeguards and encouraged them to explore potential career paths in safeguards. Workshops like these strengthen the international safeguards regime by promoting the development of a "safeguards culture" among young nuclear professionals within nascent nuclear countries. While this concept of safeguards culture is sometimes hard to define and even harder to measure, this paper will demonstrate that the promotion of safeguards cultures through workshops like these justifies the investment of U.S. taxpayer dollars.

  11. PROCEEDINGS OF THE 1983 DPF WORKSHOP ON COLLIDER DETECTORS: PRESENT CAPABILITIES AND FUTURE POSSIBILITIES, FEB. 28 - MARCH 4, 1983.

    SciTech Connect (OSTI)

Loken Ed, S.C.; Nemethy Ed, P.

    1983-04-01

It is useful before beginning our work here to restate briefly the purpose of this workshop in the light of the present circumstances of elementary particle physics in the U.S. The goal of our field is easily stated in a general way: it is to reach higher center of mass energies and higher luminosities while employing more sensitive and more versatile event detectors, all in order to probe more deeply into the physics of elementary particles. The obstacles to achieving this goal are equally apparent. Escalating costs of construction and operation of our facilities limit alternatives and force us to make hard choices among those alternatives. The necessity to be highly selective in the choice of facilities, in conjunction with the need for increased manpower concentrations to build accelerators and mount experiments, leads to complex social problems within the science. As the frontier is removed ever further, serious technical difficulties and limitations arise. Finally, competition, much of which is usually healthy, now manifests itself with greater intensity on a regional basis within our country and also on an international scale. In the far ({ge}20 yr) future, collaboration on physics facilities by two or more of the major economic entities of the world will possibly be forthcoming. In the near future, we are left to bypass or overcome these obstacles on a regional scale as best we can. The choices we face are in part indicated in the list of planned and contemplated accelerators shown in Table I. The facilities indicated with an asterisk pose immediate questions: (1) Do we need them all and what should be their precise properties? (2) How are the ones we choose to be realized? (3) What is the nature of the detectors to exploit those facilities? (4) How do we respond to the challenge of higher luminosity as well as higher energy in those colliders? The decision-making process in this country and elsewhere depends on the answers to these technical questions

  1. Technical Report on NETL's Non Newtonian Multiphase Slurry Workshop: A path forward to understanding non-Newtonian multiphase slurry flows

    SciTech Connect (OSTI)

Edited by Guenther, Chris; Garg, Rahul

    2013-08-19

The Department of Energy’s (DOE) National Energy Technology Laboratory (NETL) sponsored a workshop on non-Newtonian multiphase slurry at NETL’s Morgantown campus August 19 and 20, 2013. The objective of this special two-day meeting of 20-30 invited experts from industry, National Labs and academia was to identify and address technical issues associated with handling non-Newtonian multiphase slurries across various facilities managed by DOE. Particular emphasis during this workshop was placed on applications managed by the Office of Environmental Management (EM). The workshop was preceded by two webinars wherein personnel from ORP and NETL provided background information on the Hanford WTP project and discussed the critical design challenges facing this project. In non-Newtonian fluids, viscosity is not constant and exhibits a complex dependence on applied shear stress or deformation. Many applications under EM’s tank farm mission involve non-Newtonian slurries that are multiphase in nature; tank farm storage and handling, slurry transport, and mixing all involve multiphase flow dynamics, which require an improved understanding of the mechanisms responsible for rheological changes in non-Newtonian multiphase slurries (NNMS). To discuss the issues in predicting the behavior of NNMS, the workshop focused on two topic areas: (1) State-of-the-art in non-Newtonian Multiphase Slurry Flow, and (2) Scaling up with Confidence and Ensuring Safe and Reliable Long-Term Operation.

  5. Proceedings of the Hydrokinetic and Wave Energy Technologies Technical and Environmental Issues Workshop

    SciTech Connect (OSTI)

    2006-03-01

Renewable energy technologies offer the promise of non-polluting alternatives to fossil and nuclear-fueled power plants to meet growing demand for electrical energy. Two emerging categories of renewable energy technologies, hydrokinetic and wave energy conversion devices, offer ways to tap the energy of moving water without impoundment (dams) or diversion required by many conventional hydroelectric facilities. These technologies include devices designed for deployment in natural streams, tidal estuaries, ocean currents, and constructed waterways, as well as devices designed to capture the energy of ocean waves. On October 26-28, 2005, 54 representatives from government, non-governmental organizations, and private business met to (1) identify the varieties of hydrokinetic energy and wave technology devices, their stages of development, and the projected cost to bring each to market; (2) identify where these technologies can best operate; (3) identify the potential environmental issues associated with these technologies and possible mitigation measures; (4) develop a list of research needs and/or practical solutions to address unresolved environmental issues. These workshop proceedings include detailed summaries of the 24 presentations made and the discussions that followed.

  14. Protective barrier climate-change impacts: Technical workshop findings and recommendations

    SciTech Connect (OSTI)

    Waugh, W.J.; Foley, M.G.

    1988-12-01

A workshop was convened to define key issues regarding the impacts of climatic variability on the performance of protective layered soil and rock barriers proposed for possible use at Hanford. Workshop participants concluded that the sensitivity of vegetation and evapotranspiration to climate must be better understood before climate-change impacts on drainage through the barrier and groundwater recharge can be adequately modeled. As a result of this conclusion, workshop participants proposed measuring evapotranspiration and other water balance parameters in lysimeters constructed around monoliths of undisturbed soil and mature vegetation, and located at sites analogous to late-Quaternary pluvial and altithermal conditions. Climate-analog sites would be selected based on reconstructions of late-Quaternary vegetational patterns and model projections of future climatic variability in the region. The lysimeter data would be input into a simulation model of soil-water movement in barriers. The distribution of pedogenic carbonates and radionuclides from nuclear weapons testing fallout would be analyzed as independent indicators of past water movement in analog-site soil profiles. 11 refs., 3 figs., 1 tab.

    SciTech Connect (OSTI)

    Ramey, H.J. Jr.; Kruger, P.; Miller, F.G.; Horne, R.N.; Brigham, W.E.; Gudmundsson, J.S.

    1983-12-15

The attendance at the Workshop was similar to last year's with 123 registered participants of which 22 represented 8 foreign countries. A record number of technical papers (about 60) were submitted for presentation at the Workshop. The Program Committee, therefore, decided to have several parallel sessions to accommodate most of the papers. This format proved unpopular and will not be repeated. Many of the participants felt that the Workshop lost some of its unique qualities by having parallel sessions. The Workshop has always been held near the middle of December during examination week at Stanford. This timing was reviewed in an open discussion at the Workshop. The Program Committee subsequently decided to move the Workshop to January. The Tenth Workshop will be held on January 22-24, 1985. The theme of the Workshop this year was ''field developments worldwide''. The Program Committee addressed this theme by encouraging participants to submit field development papers, and by inviting several international authorities to give presentations at the Workshop. Field developments in at least twelve countries were reported: China, El Salvador, France, Greece, Iceland, Italy, Japan, Kenya, Mexico, New Zealand, the Philippines, and the United States. There were 58 technical presentations at the Workshop, of which 4 were not made available for publication. Several authors submitted papers not presented at the Workshop. However, these are included in the 60 papers of these Proceedings. The introductory address was given by Ron Toms of the U.S. Department of Energy, and the banquet speaker was A1 Cooper of Chevron Resources Company. An important contribution was made to the Workshop by the chairmen of the technical sessions. Other than Stanford Geothermal Program faculty members, they included: Don White (Field Developments), Bill D'Olier (Hydrothermal Systems), Herman Dykstra (Well Testing), Karsten Pruess (Well Testing), John Counsil (Reservoir Chemistry), Malcolm Mossman

This report summarizes a public workshop that was held on April 27, 1999, in Rockville, Maryland. The workshop was conducted as part of the US Nuclear Regulatory Commission's (NRC) efforts to further develop its understanding of the risks associated with low power and shutdown operations at US nuclear power plants. A sufficient understanding of such risks is required to support decision-making for risk-informed regulation, in particular Regulatory Guide 1.174, and the development of a consensus standard. During the workshop the NRC staff discussed and requested feedback from the public (including representatives of the nuclear industry, state governments, consultants, private industry, and the media) on the risk associated with low-power and shutdown operations.

    1987-01-22

Preface The Twelfth Workshop on Geothermal Reservoir Engineering was held at Stanford University on January 20-22, 1987. The year ending December 1986 was very difficult for the domestic geothermal industry. Low oil prices caused a sharp drop in geothermal steam prices. We expected to see some effect upon attendance at the Twelfth Workshop. To our surprise, the attendance was up by thirteen from previous years, with one hundred and fifty-seven registered participants. Eight foreign countries were represented: England, France, Iceland, Italy, Japan, Mexico, New Zealand, and Turkey. Despite a worldwide surplus of oil, international geothermal interest and development is growing at a remarkable pace. There were forty-one technical presentations at the Workshop. All of these are published as papers in this Proceedings volume. Seven technical papers not presented at the Workshop are also published; they concern geothermal developments and research in Iceland, Italy, and New Zealand. In addition to these forty-eight technical presentations or papers, the introductory address was given by Henry J. Ramey, Jr. from the Stanford Geothermal Program. The Workshop Banquet speaker was John R. Berg from the Department of Energy. We thank him for sharing with the Workshop participants his thoughts on the expectations of this agency in the role of alternative energy resources, specifically geothermal, within the country???s energy framework. His talk is represented as a paper in the back of this volume. The chairmen of the technical sessions made an important contribution to the workshop. SciTech Connect (OSTI)

    Carlson, R.C.

    1985-08-01

The Spent Fuel Test-Climax (SFT-C) was located 420 m below surface in the Climax Stock granite on the Nevada Test Site. The test was conducted under the technical direction of the Lawrence Livermore National Laboratory (LLNL) as part of the Nevada Nuclear Waste Storage Investigations (NNWSI) for the US Department of Energy. Eleven canisters of spent nuclear reactor fuel were emplaced, along with six electrical simulators, in April-May 1980. The spent fuel canisters were retrieved and the electrical simulators de-energized in March-April 1983. During the test, just over 1000 MW-hr of thermal energy was deposited in the site, causing temperature changes 100{sup 0}C near the canisters, and about 5{sup 0} in the tunnels. More than 900 channels of geotechnical, seismological, and test status data were recorded on nearly continuous basis for about 3-1/2 years, ending in September 1983. Most geotechnical instrumentation was known to be temperature sensitive, and thus would require temperature compensation before interpretation. Accordingly, a 10-in. reel of digital tape was off-loaded and shipped to Livermore every 4 to 8 weeks, where the data were verified, organized into 45 one-million-word files, and temperature corrected. The purpose of this report is to document the receipt and processing of the data by LLNL Livermore personnel, present facts about the history of the instruments which may be important to the interpretation of the data, present the data themselves in graphical form for each instrument over its operating lifetime, document the forms and locations in which the data will be archived, and offer the data to the geotechnical community for future use in understanding and predicting the effects of the storage of heat-generating waste in hard rocks such as granite.

    1998-05-01

The US Department of Interior`s Minerals Management Service (MMS) has the responsibility of regulating exploration and development by the oil and gas industry on the US Outer Continental Shelf (OCS). There is an area of active leases approximately 45 miles east-northeast of Cape Hatteras, North Carolina, referred to as the Manteo Unit. Chevron U.S.A. may propose to drill a single exploratory well in either Block 467 or 510 of the Manteo Unit with a specially outfitted drilling rig. To review environmental and socioeconomic information known, and needed, on the Manteo Unit, a workshop was conducted of February 4--5, 1998, with the North Carolina Department of Environment and Natural Resources (DENR). The objectives of the workshop were to review the state of knowledge for drilling a single exploratory well in either Block 467 or 510; share scientific information obtained since 1990; distinguish between exploration and development activities; share information on drilling technology and industry experience operating in similar physical environments; address scientific concerns regarding the potential impacts of OCS drilling on biological resources; and address concerns regarding onshore (social and economic) impacts from OCS drilling.

The Marine and Hydrokinetic Technology (MHK) Instrumentation, Measurement, and Computer Modeling Workshop was hosted by the National Renewable Energy Laboratory (NREL) in Broomfield, Colorado, July 9–10, 2012. The workshop brought together over 60 experts in marine energy technologies to disseminate technical information to the marine energy community, and to collect information to help identify ways in which the development of a commercially viable marine energy industry can be accelerated. The workshop was comprised of plenary sessions that reviewed the state of the marine energy industry and technical sessions that covered specific topics of relevance. Each session consisted of presentations, followed by facilitated discussions. During the facilitated discussions, the session chairs posed several prepared questions to the presenters and audience to encourage communication and the exchange of ideas between technical experts. Following the workshop, attendees were asked to provide written feedback on their takeaways from the workshop and their best ideas on how to accelerate the pace of marine energy technology development. The first four sections of this document give a general overview of the workshop format, provide presentation abstracts, supply discussion session notes, and list responses to the post-workshop questions. The final section presents key findings and conclusions from the workshop that suggest what the most pressing MHK technology needs are and how the U.S. Department of Energy (DOE) and national laboratory resources can be utilized to assist the marine energy industry in the most effective manner.

  19. Twentieth workshop on geothermal reservoir engineering: Proceedings

    SciTech Connect (OSTI)

    1995-01-26

PREFACE The Twentieth Workshop on Geothermal Reservoir Engineering, dedicated to the memory of Professor Hank Ramey, was held at Stanford University on January 24-26, 1995. There were ninety-five registered participants. Participants came from six foreign countries: Japan, Mexico, England, Italy, New Zealand and Iceland. The performance of many geothermal reservoirs outside the United States was described in several of the papers. Professor Roland N. Horne opened the meeting and welcomed visitors to the campus. The key note speaker was Marshall Reed, who gave a brief overview of the Department of Energy's current plan. Thirty-two papers were presented in the technical sessions of the workshop. Technical papers were organized into eleven sessions concerning: field development, modeling, well tesubore, injection, geoscience, geochemistry and field operations. Session chairmen were major contributors to the workshop, and we thank: Ben Barker, Bob Fournier, Mark Walters, John Counsil, Marcelo Lippmann, Keshav Goyal, Joel Renner and Mike Shook. In addition to the technical sessions, a panel discussion was held on ''What have we learned in 20 years?'' Panel speakers included Patrick Muffler, George Frye, Alfred Truesdell and John Pritchett. The subject was further discussed by Subir Sanyal, who gave the post-dinner speech at the banquet. The Workshop was organized by the Stanford Geothermal Program faculty, staff, and graduate students. We wish to thank our students who operated the audiovisual equipment. Shaun D. Fitzgerald Program Manager

    Musial, W.; Lawson, M.; Rooney, S.

    2013-02-01

The Marine and Hydrokinetic Technology (MHK) Instrumentation, Measurement, and Computer Modeling Workshop was hosted by the National Renewable Energy Laboratory (NREL) in Broomfield, Colorado, July 9-10, 2012. The workshop brought together over 60 experts in marine energy technologies to disseminate technical information to the marine energy community and collect information to help identify ways in which the development of a commercially viable marine energy industry can be accelerated. Following the workshop, attendees were asked to provide written feedback on their takeaways and their best ideas on how to accelerate the pace of marine energy technology development. The first four sections of this document give a general overview of the workshop format, provide presentation abstracts and discussion session notes, and list responses to the post-workshop questions. The final section presents key findings and conclusions from the workshop that suggest how the U.S. Department of Energy and national laboratory resources can be utilized to most effectively assist the marine energy industry.
