    Solar photovoltaics (PV) is the dominant type of distributed generation (DG) technology interconnected to electric distribution systems in the United States, and deployment of PV systems continues to increase rapidly. Considering the rapid growth and widespread deployment of PV systems in United States electric distribution grids, it is important that interconnection procedures be as streamlined as possible to avoid unnecessary interconnection studies, costs, and delays. Because many PV interconnection applications involve high penetration scenarios, the process needs to allow for a sufficiently rigorous technical evaluation to identify and address possible system impacts. Existing interconnection procedures are designed to balance the need for efficiency and technical rigor for all DG. However, there is an implicit expectation that those procedures will be updated over time in order to remain relevant with respect to evolving standards, technology, and practical experience. Modifications to interconnection screens and procedures must focus on maintaining or improving safety and reliability, as well as accurately allocating costs and improving expediency of the interconnection process. This paper evaluates the origins and usefulness of the capacity penetration screen, offers potential short-term solutions which could effectively allow fast-track interconnection to many PV system applications, and considers longer-term solutions for increasing PV deployment levels in a safe and reliable manner while reducing or eliminating the emphasis on the penetration screen.

The 2009 meeting was an activity of a five-year funding Research Coordination Network from the National Science Foundation and was organized held at the DOE Joint Genome Institute with organizational support provided by the JGI and by the University of California - San Diego.     The purpose of this report is to provide an update of information on the technical issues surrounding the creation, implementation, and maintenance of fitness-for-duty (FFD) policies and programs. It has been prepared as a resource for Nuclear Regulatory Commission (NRC) and nuclear power plant personnel who deal with FFD programs. It contains a general overview and update on the technical issues that the NRC considered prior to the publication of its original FFD rule and the revisions to that rule (presented in earlier NUREG/CRs). It also includes chapters that address issues about which there is growing concern and/or about which there have been substantial changes since NUREG/CR-5784 was published. Although this report is intended to support the NRC`s rule making on fitness for duty, the conclusions of the authors of this report are their own and do not necessarily represent the opinions of the NRC.

    The primary purpose of the annual meeting between the corrosion monitoring personnel at the various DOE sites is to facilitate communications and promote technology transfer between the two sites. The close communications and good spirit of teamwork being exhibited between the parties representing the Hanford and Savannah River Sites has helped the Savannah River Site effort avoid many of the problems encountered during the initial development effort at Hanford. Similar benefits can be expected over the next few years as the ORNL program is developed. Expected products of this meeting as defined in Milestone A.4-1 of TTP RL0-9-WT-41 are reports on the status of technical work at the sites, discussions of emerging technical issues, and results of laboratory experiments and field trials. The formal meeting, informal discussions throughout the week, and the presentation materials shown in the attachment to this document fulfill the expectations of this meeting. At the conclusion of the meeting it was agreed that close communications should continue between the concerned parties at ORNL, SRTC and Hanford. Tentative plans were made to hold a similar meeting in approximately one year.

    The Fourth Project DEEP STEAM Technical Advisory Panel Meeting was held on 5 and 6 November 1980 in Albuquerque, New Mexico, to review the status of project DEEP STEAM. This Proceedings, following the order of the meeting, is divided into five main sections: the injection string modification program, the downhole steam generator program, supporting activities, field testing, and the Advisory Panel recommendations and discussion. Each of the 17 presentations is summarized, and a final Discussion section has been added, when needed, for inclusion of comments and replies related to specific presentations.     During FY13, the INL developed an advanced SMR PRA framework which has been described in the report Small Modular Reactor (SMR) Probabilistic Risk Assessment (PRA) Detailed Technical Framework Specification, INL/EXT-13-28974 (April 2013). In this framework, the various areas are considered: Probabilistic models to provide information specific to advanced SMRs Representation of specific SMR design issues such as having co-located modules and passive safety features Use of modern open-source and readily available analysis methods Internal and external events resulting in impacts to safety All-hazards considerations Methods to support the identification of design vulnerabilities Mechanistic and probabilistic data needs to support modeling and tools In order to describe this framework more fully and obtain feedback on the proposed approaches, the INL hosted a technical exchange meeting during August 2013. This report describes the outcomes of that meeting.

    The 12th IAEA Technical Meeting on Energetic Particles in Magnetic Confinement Systems took place in Austin, Texas (711 September 2011). This meeting was organized jointly with the 5th IAEA Technical Meeting on Theory of Plasma Instabilities (57 September 2011). The two meetings shared one day (7 September 2011) with presentations relevant to both groups. Some of the work reported at these meetings was then published in a special issue of Nuclear Fusion [Nucl. Fusion 52 (2012)]. Summaries of the Energetic Particle Conference presentations were given by Kazuo Toi and Boris Breizman. They respectively discussed the experimental and theoretical progress presented at the meeting. Highlights of this meeting include the tremendous progress that has been achieved in the development of diagnostics that enables the viewing of internal fluctuations and allows comparison with theoretical predictions, as demonstrated, for example, in the talks of P. Lauber and M. Osakabe. The need and development of hardened diagnostics in the severe radiation environment, such as those that will exist in ITER, was discussed in the talks of V. Kiptily and V.A. Kazakhov. In theoretical studies, much of the effort is focused on nonlinear phenomena. For example, detailed comparison of theory and experiment on D-III-D on the n = 0 geodesic mode was reported in separate papers by R. Nazikian and G. Fu. A large number of theoretical papers were presented on wave chirping including a paper by B.N. Breizman, which notes that wave chirping from a single frequency may emanate continuously once marginal stability conditions have been established. Another area of wide interest was the detailed study of alpha orbits in a burning plasma, where losses can come from symmetry breaking due to finite coil number or magnetic field imperfections introduced by diagnostic or test modules.     The third meeting of the technical advisory panel for the Deep Steam project was held in March 1980 in Bakersfield, California. The following seven papers were presented: Materials Studies; Insulation/Packer Simulation Test; Enhanced Recovery Packer; High Pressure Downhole Steam Generator; Lower Pressure Downhole Steam Generator; Physical Simulations; and Field Testing. The panel made many recommendations, some of which are: shell calcium silicate insulation should be included in the injection string modification program; for metal packer, consider age hardening alloys, testing with thermal cycling, intentionally flawed casing, and operational temperatures effect on differential expansion, plus long term tests under temperature and corrosive environment; for minimum stress packer, consider testing environment carefully as some elastomers are especially susceptible to oil, oxygen, and combustion gases; for downhole steam generator, quality of water required with new low pressure combustion design needs to be investigated; in field testing, materials coupons, for corrosion monitoring, should be an integral part of field test operations.

    The Idaho National Engineering Laboratory Advanced Mixed Waste Treatment Project sponsored a plasma are melter technical design review meeting to evaluate high-temperature melter system configurations for processing heterogeneous alpha-contaminated low-level radioactive waste (ALLW). Thermal processing experts representing Department of Energy contractors, the Environmental Protection Agency, and private sector companies participated in the review. The participants discussed issues and evaluated alternative configurations for three areas of the melter system design: plasma torch melters and graphite arc melters, offgas treatment options, and overall system configuration considerations. The Technical Advisory Committee for the review concluded that graphite arc melters are preferred over plasma torch melters for processing ALLW. Initiating involvement of stakeholders was considered essential at this stage of the design. For the offgas treatment system, the advisory committee raised the question whether to a use wet-dry or a dry-wet system. The committee recommended that the waste stream characterization, feed preparation, and the control system are essential design tasks for the high-temperature melter treatment system. The participants strongly recommended that a complete melter treatment system be assembled to conduct tests with nonradioactive surrogate waste material. A nonradioactive test bed would allow for inexpensive design and operational changes prior to assembling a system for radioactive waste treatment operations.

    The overall goal is to develop high-performance corrosion-resistant iron-based amorphous-metal coatings for prolonged trouble-free use in very aggressive environments: seawater & hot geothermal brines. The specific technical objectives are: (1) Synthesize Fe-based amorphous-metal coating with corrosion resistance comparable/superior to Ni-based Alloy C-22; (2) Establish processing parameter windows for applying and controlling coating attributes (porosity, density, bonding); (3) Assess possible cost savings through substitution of Fe-based material for more expensive Ni-based Alloy C-22; (4) Demonstrate practical fabrication processes; (5) Produce quality materials and data with complete traceability for nuclear applications; and (6) Develop, validate and calibrate computational models to enable life prediction and process design.

    The Energy Economic Data Base (EEDB) Program deals with the development of cost data for nuclear and comparison electric power generating stations. The objective of the USDOE EEDB Program is to provide periodic updates of technical and cost (capital, fuel and operating and maintenance) information of significance to the US Department of Energy. This information is intended to be used by USDOE in evaluating and monitoring US Civilian nuclear power programs, and to provide them with a consistent means of evaluating the nuclear option against alternatives. This report presents the Second Update of the EEDB for a cost and regulation date of January 1, 1979, prepared during Phase II of the EEDB Program. The Second Update is the first of a series of periodic updates marking the beginning of the next step in meeting the objective of the EEDB Program.

    The Idaho Cleanup Project has prepared this interim control strategy for the U.S. Department of Energy Idaho Operations Office pursuant to DOE Order 5400.5, Chapter 11.3e (1) to support continued discharges to the Test Area North/Technical Support Facility Sewage Treatment Facility Disposal Pond. In compliance with DOE Order 5400.5, a 2-year review of the Interim Control Strategy document has been completed. This submittal documents the required review of the April 2005 Interim Control Strategy. The Idaho Cleanup Project's recommendation is unchanged from the original recommendation. The Interim Control Strategy evaluates three alternatives: (1) re-route the discharge outlet to an uncontaminated area of the TSF-07; (2) construct a new discharge pond; or (3) no action based on justification for continued use. Evaluation of Alternatives 1 and 2 are based on the estimated cost and implementation timeframe weighed against either alternative's minimal increase in protection of workers, the public, and the environment. Evaluation of Alternative 3, continued use of the TSF-07 Disposal Pond under current effluent controls, is based on an analysis of four points: - Record of Decision controls will protect workers and the public - Risk of increased contamination is low - Discharge water will be eliminated in the foreseeable future - Risk of contamination spread is acceptable. The Idaho Cleanup Project recommends Alternative 3, no action other than continued implementation of existing controls and continued deactivation, decontamination, and dismantlement efforts at the Test Area North/Technical Support Facility.

    The IAEA Nuclear Data Section convened the 18th meeting of the International Network of Nuclear Structure and Decay Data Evaluators at the IAEA Headquarters, Vienna, 23 to 27 March 2009. This meeting was attended by 22 scientists from 14 Member States, plus IAEA staff, concerned with the compilation, evaluation and dissemination of nuclear structure and decay data. A summary of the meeting, recommendations/conclusions, data centre reports, and various proposals considered, modified and agreed by the participants are contained within this document. The International Network of Nuclear Structure and Decay Data (NSDD) Evaluators holds biennial meetings under the auspices of the IAEA, and consists of evaluation groups and data service centres in several countries. This network has the objective of providing up-to-date nuclear structure and decay data for all known nuclides by evaluating all existing experimental data. Data resulting from this international evaluation collaboration is included in the Evaluated Nuclear Structure Data File (ENSDF) and published in the journals Nuclear Physics A and Nuclear Data Sheets (NDS).

    A Beryllium Technology Update meeting was held at the Idaho National Laboratory on July 18, 2007. Participants came from the U.S., Japan, and Russia. There were two main objectives of this meeting. One was a discussion of current technologies for beryllium in fission reactors, particularly the Advanced Test Reactor and the Japan Materials Test Reactor, and prospects for material availability in the coming years. The second objective of the meeting was a discussion of a project of the International Science and Technology Center regarding treatment of irradiated beryllium for disposal.
