    Biopower is electricity produced from a wide range of biomass (organic materials found in wood, plants, agricultural waste and other materials). Biomass is a base load renewable energy source with high availability for electricity production. To explore opportunities for biopower in the United States, the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy Biomass Program conducted the Biopower Technical Strategy Workshop in Denver, Colorado, on December 2–3, 2009. This report summarizes the results of the workshop, which focused on challenges to the expanded use of biopower and the possible solutions, including technology research, development, and demonstration (RD&D) as well as policies and other market transformation mechanisms.

A large majority of these wastes and facilities are 'one-of-a-kind' and unique to DOE. Many of the programs to treat these wastes have been 'first-of-a-kind' and unprecedented in scope and complexity. This has meant that many of the technologies needed to successfully disposition these wastes were not yet developed or required significant re-engineering to be adapted for DOE-EM's needs. The DOE-EM program believes strongly in reducing the technical risk of its projects and has initiated several efforts to reduce those risks: (1) Technology Readiness Assessments to reduce the risks of deployment of new technologies; (2) External Technical Reviews as one of several steps to ensure the timely resolution of engineering and technology issues; and (3) Technical Risk Ratings as a means to monitor and communicate information about technical risks.   5. 2011 PERFORMANCE ASSESSMENT COMMUNITY OF PRACTICE TECHNICAL EXCHANGE - SUMMARY

    The Performance Assessment Community of Practice (PA CoP) was developed in 2008 to improve consistency and quality in the preparation of performance assessments (PAs) and risk assessments across the Department of Energy (DOE) Complex. The term, PA, is used to represent all of these modeling applications in this report. The PA CoP goals are to foster the exchange of information among PA practitioners and to share lessons learned from PAs conducted for DOE, commercial disposal facilities, and international entities. Technical exchanges and workshops are a cornerstone of PA CoP activities. Previous technical exchanges have addressed Engineered Barriers (2009 - http://www.cresp.org/education/workshops/pacop/), the Advanced Simulation Capability for Environmental Management and the Cementitious Barriers Partnership (2010 - http://srnl.doe.gov/copexchange/links.htm). Each technical exchange also includes summary presentations regarding activities at DOE, the Nuclear Regulatory Commission (NRC) and other organizations (e.g., International Atomic Energy Agency (IAEA)) as well as a number of presentations from selected sites to provide insight and perspective from on-going modeling activities. Through the deployment of PA Assistance Teams, the PA CoP has also been engaged in the development of new PAs across the DOE Complex. As a way of improving consistency in the preparation of new PAs, the teams provide technical advice and share experiences, noteworthy practices, and lessons learned from previous Low-Level Waste Disposal Facility Federal Review Group (LFRG) reviews. Teams have provided support for PAs at Hanford, Idaho, Paducah and Portsmouth. The third annual PA CoP Technical Exchange was held on May 25-26, 2011 in Atlanta, GA. The PA CoP Steering Committee Meeting held its first meeting on May 24 prior to the Technical Exchange. Decision making using models and software quality assurance were the topical emphasis for the exchange. A new feature at the 2011 technical

    The Department of Energy`s Office of Civilian Radioactive Waste Management (OCRWM) Program is studying Yucca Mountain, Nevada as a suitable site for the first US high-level nuclear waste repository. Lawrence Livermore National Laboratory (LLNL) has the responsibility for designing and developing the waste package for the permanent storage of high-level nuclear waste. This report is a summary of the technical activities for the LLNL/YMP Nuclear Waste Disposal Container Fabrication and Closure Development Project. Candidate welding closure processes were identified in the Phase 1 report. This report discusses Phase 2. Phase 2 of this effort involved laboratory studies to determine the optimum fabrication and closure processes. Because of budget limitations, LLNL narrowed the materials for evaluation in Phase 2 from the original six to four: Alloy 825, CDA 715, CDA 102 (or CDA 122) and CDA 952. Phase 2 studies focused on evaluation of candidate material in conjunction with fabrication and closure processes.

    The work documented in this report was performed in support of the US Nuclear Regulatory Commission to examine the technical basis for candidate guidelines that could be considered in reviewing and evaluating high integrity computer software used in the safety systems of nuclear power plants. The framework for the work consisted of the following software development and assurance activities: requirements specification; design; coding; verification and validation, including static analysis and dynamic testing; safety analysis; operation and maintenance; configuration management; quality assurance; and planning and management. Each activity (framework element) was subdivided into technical areas (framework subelements). The report describes the development of approximately 200 candidate guidelines that span the entire range of software life-cycle activities; the assessment of the technical basis for those candidate guidelines; and the identification, categorization and prioritization of research needs for improving the technical basis. The report has two volumes: Volume 1, Executive Summary, includes an overview of the framework and of each framework element, the complete set of candidate guidelines, the results of the assessment of the technical basis for each candidate guideline, and a discussion of research needs that support the regulatory function; Volume 2 is the main report.

    This document is prepared in order to support the US Department of Energy`s evaluation of readiness-to-proceed for the Waste Retrieval and Disposal Mission at the Hanford Site. The Waste Retrieval and Disposal Mission is one of three primary missions under the Tank Waste Remediation System (TWRS) Project. The other two include programs to characterize tank waste and to provide for safe storage of the waste while it awaits treatment and disposal. The Waste Retrieval and Disposal Mission includes the programs necessary to support tank waste retrieval, wastefeed, delivery, storage and disposal of immobilized waste, and closure of tank farms. This mission will enable the tank farms to be closed and turned over for final remediation. The Technical Baseline is defined as the set of science and engineering, equipment, facilities, materials, qualified staff, and enabling documentation needed to start up and complete the mission objectives.     Information is presented which was extracted from various assessments of energy storage technologies conducted during the past four years, primarily under the auspices of the Office of Energy Systems Research and Development (formerly the Division of Energy Storage Systems). A thorough search of the relevant literature was conducted using the DOE/RECON computerized data base and other sources. Only tabular or graphic material was abstracted from the documents. The material has been organized in two ways: by the intended end use, i.e., vehicles, utility load leveling, residential load leveling, industrial, and solar, and within each end use, by technology. The summary tables attempt to compare the results of different studies of the same technology or end use. No attempt is made to summarize the conclusions of each individual study, but rather to point out areas of agreement or disagreement between them. The reader should be aware of the risks in making comparisons between studies conducted by researchers with possibly differing purposes and assumptions. Any conclusions based on the summary sections are more indicative than definitive.

    The primary purpose of the annual meeting between the corrosion monitoring personnel at the various DOE sites is to facilitate communications and promote technology transfer between the two sites. The close communications and good spirit of teamwork being exhibited between the parties representing the Hanford and Savannah River Sites has helped the Savannah River Site effort avoid many of the problems encountered during the initial development effort at Hanford. Similar benefits can be expected over the next few years as the ORNL program is developed. Expected products of this meeting as defined in Milestone A.4-1 of TTP RL0-9-WT-41 are reports on the status of technical work at the sites, discussions of emerging technical issues, and results of laboratory experiments and field trials. The formal meeting, informal discussions throughout the week, and the presentation materials shown in the attachment to this document fulfill the expectations of this meeting. At the conclusion of the meeting it was agreed that close communications should continue between the concerned parties at ORNL, SRTC and Hanford. Tentative plans were made to hold a similar meeting in approximately one year.

    This report describes in general terms the nature of the voltage instability problem facing the Puget Sound area. The following two chapters cover the technical aspects of the problem. It deals with load growth, the root cause of the problem. Also addressed is the capacity of the current power system and the criteria for future system planning. It also explains the technical results of transmission system modeling which confirm the system's vulnerability to voltage instability, the principal symptom of the problem. The results of the scoping process in each of the four measure categories are presented. Included are lists of all options identified, a discussion of the screening criteria, and descriptions of the measures that survived the screening process and are proposed for further evaluation in Phase 2. We discuss the evaluation methodology which will be used to refine the analyses. The next steps in the planning process are outlined. It also describes the short term operational agreements that will assure continued reliable service until a long term solution is in place. 8 figs., 22 tabs.

The summary report details the student/mentor experience and future plans after the first summer practicum. This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. This final written report includes information concerning the overall mentoring experience, including benefits (to the lab, the mentors, and the students), challenges, student research contributions, and lab mentor interactions with students home universities. Idaho National Laboratory hosted two DHS Nuclear Forensics graduate Fellows (nuclear engineering) in summer 2011. Two more Fellows (radiochemistry) are expected to conduct research at the INL under this program starting in 2012. An undergraduate Fellow (nuclear engineering) who worked in summer 2011 at the laboratory is keenly interested in applying for the NF Graduate Fellowship this winter with the aim of returning to INL. In summary, this program appears to have great potential for success in supporting graduate level students who pursue careers in nuclear forensics. This relatively specialized field may not have been an obvious choice for some who have already shown talent in the traditional areas of chemistry or nuclear engineering. The active recruiting for this scholarship program for candidates at universities across the U.S. brings needed visibility to this field. Not only does this program offer critical practical training

All of the reports reviewed were the regulator’s assessment of the PSR findings rather than the original PSR report, and all but one were English translations from the original language. In these reviews, it was found that most of the countries base their regulatory guidance to some extent (and often to a large extent) on U.S. design codes and standards, NRC regulatory guidance, and U.S. industry guidance. In addition, many of the observed operational technical issues and OpE events reported for U.S. reactors are also cited in the PSR reports. The PSR reports also identified a number of potential technical material/component performance issues and OpE events that are not commonly reported for U.S. plants.

    A team of analysts designed and conducted a performance evaluation (PE) to estimate the technical capabilities of fifteen Department of Energy sites for disposal of mixed low-level waste (i.e., waste that contains both low-level radioactive materials and hazardous constituents). Volume 1 summarizes the process for selecting the fifteen sites, the methodology used in the evaluation, and the conclusions derived from the evaluation. Volume 1 is an executive summary both of the PE methodology and of the results obtained from the PEs. While this volume briefly reviews the scope and method of analyses, its main objective is to emphasize the important insights and conclusions derived from the conduct of the PEs. Volume 2 provides details about the site-selection process, the performance-evaluation methodology, and the overall results of the analysis.     Purpose: To investigate constancy, within a treatment session, of the time lag relationship between implanted markers in abdominal tumors and an external motion surrogate. Methods: Six gastroesophageal junction and three pancreatic cancer patients (IRB-approved protocol) received two cone-beam CTs (CBCT), one before and one after treatment. Time between scans was less than 30 min. Each patient had at least one implanted fiducial marker near the tumor. In all scans, abdominal displacement (Varian RPM) was recorded as the external motion signal. Purpose-built software tracked fiducials, representing internal signal, in CBCT projection images. Time lag between superior–inferior (SI) internal and anterior–posterior external signals was found by maximizing the correlation coefficient in each breathing cycle and averaging over all cycles. Time-lag-induced discrepancy between internal SI position and that predicted from the external signal (external prediction error) was also calculated. Results: Mean ± standard deviation time lag, over all scans and patients, was 0.10 ± 0.07 s (range 0.01–0.36 s). External signal lagged the internal in 17/18 scans. Change in time lag between pre- and post-treatment CBCT was 0.06 ± 0.07 s (range 0.01–0.22 s), corresponding to 3.1% ± 3.7% (range 0.6%–10.8%) of gate width (range 1.6–3.1 s). In only one patient, change in time lag exceeded 10% of the gate width. External prediction error over all scans of all patients varied from 0.1 ± 0.1 to 1.6 ± 0.4 mm. Conclusions: Time lag between internal motion along SI and external signals is small compared to the treatment gate width of abdominal patients examined in this study. Change in time lag within a treatment session, inferred from pre- to post-treatment measurements is also small, suggesting that a single measurement of time lag at the session start is adequate. These findings require confirmation in a larger number of patients.

    A Peer Review Panel was convened on September 15-17, 1992 in Boulder, Co. The members of this panel included representatives from DOE, EPA, and DOE contractors along with invited experts in the fields of air pollution control and waste incineration. The primary purpose of this review panel was to make a technical determination of a hold, test and release off gas capture system should be implemented in the proposed RF Pland mixed waste incineration system; or if a state of the art continuous air pollution control and monitoring system should be utilized as the sole off-gas control system. All of the evaluations by the panel were based upon the use of the fluidized bed unit proposed by Rocky Flats and cannot be generalized to other systems.

    The IAEA Nuclear Data Section convened the 18th meeting of the International Network of Nuclear Structure and Decay Data Evaluators at the IAEA Headquarters, Vienna, 23 to 27 March 2009. This meeting was attended by 22 scientists from 14 Member States, plus IAEA staff, concerned with the compilation, evaluation and dissemination of nuclear structure and decay data. A summary of the meeting, recommendations/conclusions, data centre reports, and various proposals considered, modified and agreed by the participants are contained within this document. The International Network of Nuclear Structure and Decay Data (NSDD) Evaluators holds biennial meetings under the auspices of the IAEA, and consists of evaluation groups and data service centres in several countries. This network has the objective of providing up-to-date nuclear structure and decay data for all known nuclides by evaluating all existing experimental data. Data resulting from this international evaluation collaboration is included in the Evaluated Nuclear Structure Data File (ENSDF) and published in the journals Nuclear Physics A and Nuclear Data Sheets (NDS).

    The STI product is the Final Technical Report from ReliOn, Inc. for contract award DE-EE0000487: Recovery Act PEM Fuel Cell Systems Providing Emergency Reserve and Backup Power. The program covered the turnkey deployment of 431 ReliOn fuel cell systems at 189 individual sites for AT&T and PG&E with ReliOn functioning as the primary equipment supplier and the project manager. The Final Technical Report provides an executive level summary, a comparison of the actual accomplishments vs. the goals and objectives of the project, as well as a summary of the project activity from the contract award date of August 1, 2009 through the contract expiration date of December 31, 2011. Two photos are included in the body of the report which show hydrogen storage and bulk hydrogen refueling technologies developed as a result of this program.

    A vertical-external-cavity surface-emitting-laser is demonstrated in the terahertz range, which is based upon an amplifying metasurface reflector composed of a sub-wavelength array of antenna-coupled quantum-cascade sub-cavities. Lasing is possible when the metasurface reflector is placed into a low-loss external cavity such that the external cavity—not the sub-cavities—determines the beam properties. A near-Gaussian beam of 4.3° × 5.1° divergence is observed and an output power level >5 mW is achieved. The polarized response of the metasurface allows the use of a wire-grid polarizer as an output coupler that is continuously tunable.

    As water utilities incorporate integrated resource planning in their management processes, it is necessary to incorporate the concept of externalities. This is particularly important as methods evolve of evaluating the costs and benefits of water conservation programs. The purpose of this article is to provide an introduction to the issues surrounding externalities, including their definition, methods of internalizing externalities, and a survey of ways to estimate costs and benefits of externalities. Although most discussions of externalities emphasize negative effects on the environment, this article will illustrate both positive and negative externalities associated with practicing water conservation.

The first and second stationary magnetic field sources apply a stationary magnetic field to the coil. An external magnetic field source may be disposed outside the coil to apply a moving magnetic field to the coil. Electrical energy is generated in response to an interaction between the coil, the moving magnetic field, and the stationary magnetic field.

    This handbook is intended as an aid for tuning the external particle beam (EPB) lines at the Lawrence Berkeley Laboratory's Bevalac. The information contained within will be useful to the Bevalac's Main Control Room and experimenters alike. First, some general information is given concerning the EPB lines and beam optics. Next, each beam line is described in detail: schematics of the beam line components are shown, all the variables required to run a beam transport program are presented, beam envelopes are given with wire chamber pictures and magnet currents, focal points and magnifications. Some preliminary scaling factors are then presented which should aid in choosing a given EPB magnet's current for a given central Bevalac field. Finally, some tuning hints are suggested.

This summary report addressed the methods, techniques, and resources used to develop a 3D modeling engine to represent risk analysis simulation for advanced small modular reactor structures and components. The simulations done for this evaluation were focused on external events, specifically tsunami floods, for a hypothetical nuclear power facility on a coastline.

The Summary Plan is based on research subplans in four specific areas: global carbon cycle, climate effects, vegetative response and indirect effects.     The Microgrid Design Toolkit (MDT) is a decision support software tool for microgrid designers to use during the microgrid design process. The models that support the two main capabilities in MDT are described. The first capability, the Microgrid Sizing Capability (MSC), is used to determine the size and composition of a new microgrid in the early stages of the design process. MSC is a mixed-integer linear program that is focused on developing a microgrid that is economically viable when connected to the grid. The second capability is focused on refining a microgrid design for operation in islanded mode. This second capability relies on two models: the Technology Management Optimization (TMO) model and Performance Reliability Model (PRM). TMO uses a genetic algorithm to create and refine a collection of candidate microgrid designs. It uses PRM, a simulation based reliability model, to assess the performance of these designs. TMO produces a collection of microgrid designs that perform well with respect to one or more performance metrics.

    The U.S. Department of Energy (DOE) Energy Efficiency and Renewable Energy (EERE) Weatherization and Intergovernmental Programs Office (WIPO) launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of low-income residences without the utilization of additional taxpayer funding. Sixteen WIPP grantees were awarded a total of $30 million in Weatherization Assistance Program (WAP) funds in September 2010. These projects focused on: including nontraditional partners in weatherization service delivery; leveraging significant non-federal funding; and improving the effectiveness of low-income weatherization through the use of new materials, technologies, behavior-change models, and processes.

    A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis. Detailed reports were written for each characterization technique used. This report contains the summary of the results.

    The annual summary report presents the fiscal year (FY) 1995 research activities and accomplishments for the United States Department of Energy (DOE) Biological and Chemical Technologies Research (BCTR) Program. This BCTR program resides within the Office of Industrial Technologies (OIT) of the Office of Energy Efficiency and Renewable Energy (EE). The annual summary report for 1995 (ASR 95) contains the following: program description (including BCTR program mission statement, historical background, relevance, goals and objectives); program structure and organization, selected technical and programmatic highlights for 1995; detailed descriptions of individual projects; a listing of program output, including a bibliography of published work; patents; and awards arising from work supported by the BCTR.
