    This document provides the technical basis for the Chem-Nuclear Geotech (Geotech) bioassay program. It includes information and details that can be used as a model in providing technical contents and requirements for bioassay laboratory support, either internally or in solicitations by Geotech to obtain subcontractor laboratory support. It provides a detailed summary and description of the types of bioassay samples to be expected in support of Geotech remedial projects for the US Department of Energy and the bioassay services and analytical requirements necessary to process such samples, including required limits of sensitivity. General responsibilities of the bioassay laboratory are also addressed, including quality assurance. Peripheral information of importance to the program is included in the appendices of this document. 7 tabs.

    This paper reviews the public service responsibilities of lawyers, and how they can fulfill the annual goal of performing pro bono services by serving certain public involvement groups, including organization involved in Constitutional issues and environmental protection matters. Public involvement groups should consider their needs for legal services and consider soliciting lawyers to serve on their boards or to volunteer legal services which will assist those lawyers in fulfilling their professional obligations under Rules of Professional Conduct. The group should identify specific activities and tasks that require the skills and training of a lawyer, including corporate governance issues; conflict-of-interest questions; the statutory construction of laws, regulations and ordinances; or analysis of potential liability. The addition of a lawyer to advisory boards for governmental agencies and for non-profit boards of charitable, religious, civic, community, environmental and educational organizations may provide those boards with knowledge, analytical approaches and insights that complement the abilities of other board members. Rules of Professional Conduct applicable to lawyers include admonitions for lawyers to provide 'Public Service'. Representative of many rules, the American Bar Association Model Rule 6.1, entitled 'Voluntary Pro Bono Publico Service' addresses every lawyer's professional responsibility to provide legal services to those 'unable to pay'. This Model Rule exhorts each lawyer to provide fifty (50) hours of legal services without fee or expectation of fee to persons of limited means or charitable, religious or civic, community, governmental and educational organizations or to individuals, groups or organizations seeking 'to secure or protect civil rights, civil liberties, or public rights, or charitable, religious, civic, community, governmental and educational organizations in matters in furtherance of their purposes, where the payment of

    Proceedings of an expert workshop convened by the U.S. Department of Energy and Industry Canada, and hosted by the National Renewable Energy Laboratory and the California Air Resources Board, May 14-15, 2014, in Sacramento, California, to address the topic of hydrogen energy storage (HES). HES systems provide multiple opportunities to increase the resilience and improve the economics of energy sup supply systems underlying the electric grid, gas pipeline systems, and transportation fuels. This is especially the case when considering particular social goals and market drivers, such as reducing carbon emissions, increasing reliability of supply, and reducing consumption of conventional petroleum fuels. This report compiles feedback collected during the workshop, which focused on policy and regulatory issues related to HES systems. Report sections include an introduction to HES pathways, market demand, and the "smart gas" concept; an overview of the workshop structure; and summary results from panel presentations and breakout groups.

    This project covers facilitation of the Estuary/Ocean Subgroup (EOS) for federal research, monitoring, and evaluation (RME) and the Expert Regional Technical Group (ERTG) for estuary habitat restoration. The EOS is part of the research, monitoring, and evaluation effort that the Action Agencies (Bonneville Power Administration [BPA], U.S. Army Corps of Engineers [Corps], U.S. Bureau of Reclamation) developed in response to obligations arising from the Endangered Species Act as applied to operation of the Federal Columbia River Power System (FCRPS). The EOS is tasked by National Marine Fisheries Service (NMFS) and the Action Agencies (AAs) to design and coordinate implementation of the federal RME plan for the lower Columbia River and estuary, including the river’s plume in the ocean. Initiated in 2002, the EOS is composed of members from BPA, the Corps, NMFS, and Pacific Northwest National Laboratory’s (PNNL’s) Marine Sciences Laboratory, and other agencies as necessary.

Our objectivein undertaking this review of international experience was to identifyspecific approaches or market designs that have enabled customer loads toeffectively deliver various ancillary services (AS) products. We hopethat this report will contribute to the ongoing discussion in the U.S.and elsewhere regarding what institutional and technical developments areneeded to ensure that customer loads can meaningfully participate in allwholesale electricity markets.

    The Nuclear Smuggling International Technical Working Group (ITWG) is an informal association of nuclear forensic practitioners working in partnership with law enforcement, first responder, and nuclear regulatory professionals that cooperate to deter the illicit trafficking of nuclear materials. The objective of the ITWG is to advance the science of nuclear forensics and to provide a common approach and effective technical solutions to governments who request assistance. the ITWG was chartered in 1996 and since that time 30 nations and organizations have participated in 12 annual meetings and two analytical round-robin trials involving plutonium and highly enriched uranium. A third analytical round-robin as well as several table-top exercises are planned for later in 2007-2008. International interest in the ITWG has grown in over the past five years measured by the number of participants at its annual meetings. This growth has spawned the ITWG Nuclear Forensics Laboratories as a companion technical affiliate focusing exclusively on the scientific aspects of nuclear forensics and nuclear smuggling incident response.

    This document presents the technical site information for the Superconducting Super Collider project. The Ellis County, Texas site was selected by the Department of Energy in 1989. After assembling the initial staff at temporary facilities in Dallas, the SSC Laboratory began site-specific design work. The resulting design for the SSC accelerators, experimental areas, and laboratory facilities were described in the Site-Specific Conceptual Design Report of July 1990. Since then, design specifications for the technical components and conventional facilities have been formulated. In fact, a very significant amount of surface and underground construction has been initiated and many buildings have been completed. Testing of prototypes for most technical components is advanced. The construction phase of the SSC project is approximately 20% complete. At this time, it is appropriate to capture the conventional design work which has taken place since 1990. This documents records regional and physical information used in site studies, summarizes the site studies for conventional facilities, and presents site layouts for buildings and utilities as they would have been at the end of the construction project. As such, this documents summarizes and complements the work of many groups in the SSC laboratory, the Texas National Research Laboratory Commission (TNRLC), and several subcontractors to the SSC project. The document contains extensive references to their work contained in other drafts and final reports. In particular, it borrows heavily from the Site Development Plan (released in draft form in January, 1992) which has, to date, guided aspects of site development.

    This paper will describe two ongoing detector projects being developed by the Beamline Technical Support Group at the Advanced Photon Source (APS) at Argonne National Laboratory (ANL). The first project is the design and construction of two detectors: a single-CCD system and a two-by-two Mosaic CCD camera for Small-Angle X-ray Scattering (SAXS). Both of these systems utilize the Kodak KAF-4320E CCD coupled to fiber optic tapers, custom mechanical hardware, electronics, and software developed at ANL. The second project is a Fast-CCD (FCCD) detector being developed in a collaboration between ANL and Lawrence Berkeley National Laboratory (LBNL). This detector will use ANL-designed readout electronics and a custom LBNL-designed CCD, with 480 x 480 pixels and 96 outputs, giving very fast readout.

    Through the support from the Department of Energy, NARUC has educated thousands of stakeholders, including Public Utility Commissioners, commission staff, and State energy officials on solar energy technology, implementation, and policy. During the lifetime of this grant, NARUC staff engaged stakeholders in policy discussions, technical research, site visits, and educational meetings/webinars/materials that provided valuable education and coordination on solar energy technology and policy among the States. Primary research geared toward State decision-makers enabled stakeholders to be informed on current issues and created new solar energy leaders throughout the United States. Publications including a Frequently Asked Questions guide on feed-in tariffs and a legal analysis of state implementation of feed-in tariffs gave NARUC members the capacity to understand complex issues related to the economic impacts of policies supportive of solar energy, and potential paths for implementation of technology. Technical partnerships with the National Renewable Energy Laboratory (NREL) instructed NARUC members on feed-in tariff policy for four States and solar PV resource assessment in seven States, as well as economic impacts of solar energy implementation in those States. Because many of the States in these technical partnerships had negligible amounts of solar energy installed, this research gave them new capacity to understand how policies and implementation could impact their constituency. This original research produced new data now available, not only to decision-makers, but also to the public at-large including educational institutions, NGOs, consumer groups, and other citizens who have an interest in solar energy adoption in the US. Under this grant, stakeholders engaged in several dialogs. These educational opportunities brought NARUC members and other stakeholders together several times each year, shared best practices with State decision-makers, fostered

    NUS received authorization from DOE on August 14, 1987 to provide technical support services to assist the Office of Environmental Audit (OEV) in conducting the DOE Environmental Survey and to provide technical assistance on environmental compliance issues. The overall contract is to accomplish a one-time, no-fault baseline Survey of all DOE operating facilities, and to provide technical assistance and support for the resolution of environmental compliance issues. NUS has completed the Preliminary Reports and continues to support DOE on the Prioritization and Tiger Team Assessment efforts. The project requires a broad range of environmental protection expertise, necessitating senior-level personnel as the primary project staff. Many of the tasks assigned by DOE require quick startup and performance, and several tasks may be active at any one time. The objective of the DOE Environmental Survey Program is to identify and prioritize areas of existing environmental risk at 36 DOE facilities. NUS`role is to technically assist the Office of Environmental Audit in the implementation of the Surveys.

    This document is the annual report for the period September 1, 2014 through August 31, 2015 for the project—Facilitation of the Estuary/Ocean Subgroup (EOS) and the Expert Regional Technical Group (ERTG). Pacific Northwest National Laboratory (PNNL) conducted the project for the Bonneville Power Administration (BPA). The EOS and ERTG are part of the research, monitoring, and evaluation (RME) and habitat restoration efforts, respectively, developed by the Action Agencies (BPA, U.S. Army Corps of Engineers [Corps or USACE], and U.S. Bureau of Reclamation) in response to obligations arising from the Endangered Species Act as a result of operation of the Federal Columbia River Power System (FCRPS) and implemented under the Columbia Estuary Ecosystem Restoration Program (CEERP). BPA/Corps (2015) explain the CEERP and the role of RME and the ERTG. For the purposes of this report, the lower Columbia River and estuary (LCRE) includes the floodplain from Bonneville Dam down through the lower river and estuary into the river’s plume in the ocean. The main purpose of this project is to facilitate EOS and ERTG meetings and work products. Other purposes are to provide technical support for CEERP adaptive management, CEERP restoration design challenges, and tributary RME. From 2002 through 2008, the EOS worked to design the federal RME program for the estuary/ocean (Johnson et al. 2008). From 2009 to the present day, EOS activities have involved RME implementation; however, EOS activities were minimal during the current reporting period. PNNL provided technical support to CEERP’s adaptive management process by convening 1.2 meetings of the Action Agencies (AAs) and drafting material for the “CEERP 2015 Restoration and Monitoring Plan” (BPA/Corps 2015).

    Replacing combustion of carbon-based fuels with alternative energy sources that have minimal environmental impact is one of the grand scientific and technological challenges of the early 21st century. Not only is it critical to capture energy from new, renewable sources, it is also necessary to store the captured energy efficiently and effectively for use at the point of service when and where it is needed, which may not be collocated with the collection site. There are many potential storage media but we focus on the storage of energy in chemical bonds. It is more efficient to store energy on a per weight basis in chemical bonds. This is because it is hard to pack electrons into small volumes with low weight without the use of chemical bonds. The focus of the project was the development of new chemistries to enable DOE to meet its technical objectives for hydrogen storage using chemical hydrogen storage systems. We provided computational chemistry support in terms of thermodynamics, kinetics, and properties prediction in support of the experimental efforts of the DOE Center of Excellence for Chemical Hydrogen Storage. The goal of the Center is to store energy in chemical bonds involving hydrogen atoms. Once the hydrogen is stored in a set of X-H/Y-H bonds, the hydrogen has to be easily released and the depleted fuel regenerated very efficiently. This differs substantially from our current use of fossil fuel energy sources where the reactant is converted to energy plus CO2 (coal) or CO2 and H2O (gasoline, natural gas), which are released into the atmosphere. In future energy storage scenarios, the spent fuel will be captured and the energy storage medium regenerated. This places substantial additional constraints on the chemistry. The goal of the computational chemistry work was to reduce the time to design new materials and develop materials that meet the 2010 and 2015 DOE objectives in terms of weight percent, volume, release time, and regeneration ability.     The University of North Dakota Energy and Environmental Research Center (EERC) is providing technical assistance and test materials to the US Department of Energy (DOE) Advanced Research and Technology Development (AR and TD) Materials Program investigating ceramic and advanced alloy corrosion in fossil energy systems. The main activity, which is reported here, is to perform thermochemical equilibrium calculations to develop recommendations for test conditions under which to perform corrosion measurements of structural and particle filter materials. The modeling is primarily being performed to determine possible mechanisms of corrosion, especially by species that vaporize in the gasifier then condense on downstream surfaces. For this year, the focus was on the stability of nickel in structural and filter alloys.     HALLIBURTON NUS received authorization from DOE on August 14, 1987 to provide technical support to assist the Office of Environmental Audit (OEV) in conducting the DOE Environmental Survey and to provide technical assistance on environmental compliance issues. The overall contract is to accomplish a one-time, no-fault baseline Survey of all DOE operating facilities, and to provide technical assistance and support for the resolution of environmental compliance issues. NUS has completed the Preliminary Reports and continues to support DOE on the Prioritization and Tiger Team Assessment efforts. The project requires a broad range of environmental protection expertise, necessitating senior-level personnel as the primary project staff. Many of the tasks assigned by DOE require quick startup and performance, and several tasks may be active at any one time. The objective of the DOE Environmental Survey Program is to identify and prioritize areas of existing environmental risk at 36 DOE facilities. NUS`role is to technically assist the Office of Environmental Audit in the implementation of the Surveys.

    The research encompassed three general areas: (1) characterization of stream macroinvertebrate functional feeding groups (shredders, collectors, scrapers, and predators) based on morphological and behavioral adaptations and food-source-specific growth responses of selected species; (2) demonstration of the relative importance of temperature and food quality (in which maximum quality is defined as that producing the most growth) in controlling growth rate and survivorship of stream functional groups; and (3) derivation and refinement of conceptual and quantitative models of stream ecosystem structure and function, with particular emphasis on detrital processing. Verification of the functional group concept as a tool for assessing and predicting is reflected in alterations of the relative dominance of various functional groups. Food quality can strongly influence the growth rates of shredders, collectors and scrapers and override the effects of temperature in a number of cases. Gathering collectors may select food particles by size (or at least be restricted to a limited portion of the total range available) but representative species do not appear to select for quality.

    A remedial investigation (RI) was performed to support environmental restoration activities for Waste Area Grouping (WAG) 5 at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. The WAG 5 RI made use of the observational approach, which concentrates on collecting only information needed to assess site risks and support future cleanup work. This information was interpreted and is presented using the framework of the site conceptual model, which relates contaminant sources and release mechanisms to migration pathways and exposure points that are keyed to current and future environmental risks for both human and ecological receptors. The site conceptual model forms the basis of the WAG 5 remedial action strategy and remedial action objectives. The RI provided the data necessary to verify this model and allows recommendations to be made to accomplish those objectives.

    In response to a Congressional mandate to prepare a roadmap for the development of Accelerator Transmutation of Waste (ATW) technology, a Technical Working Group comprised of members from various DOE laboratories was convened in March 1999 for the purpose of preparing that part of the technology development roadmap dealing with the separation of certain radionuclides for transmutation and the disposal of residual radioactive wastes from these partitioning operations. The Technical Working Group for ATW Separations Technologies and Waste Forms completed its work in June 1999, having carefully considered the technology options available. A baseline process flowsheet and backup process were identified for initial emphasis in a future research, development and demonstration program. The baseline process combines aqueous and pyrochemical processes to permit the efficient separation of the uranium, technetium, iodine and transuranic elements from the light water reactor (LWR) fuel in the head-end step. The backup process is an all- pyrochemical system. In conjunction with the aqueous process, the baseline flowsheet includes a pyrochemical process to prepare the transuranic material for fabrication of the ATW fuel assemblies. For the internal ATW fuel cycle the baseline process specifies another pyrochemical process to extract the transuranic elements, Tc and 1 from the ATW fuel. Fission products not separated for transmutation and trace amounts of actinide elements would be directed to two high-level waste forms, one a zirconium-based alloy and the other a glass/sodalite composite. Baseline cost and schedule estimates are provided for a RD&D program that would provide a full-scale demonstration of the complete separations and waste production flowsheet within 20 years.

    Aryl carbon-oxygen bond cleavage is a chemical transformation of importance in coal liquefaction and the upgrading of coal liquids as well as in the synthesis of natural products. There have been numerous attempts to discover general methods for the cleavage of aryl carbon-oxygen bonds. All the stoichiometric organic methods for phenol deoxygenation have limited applications and involve expensive reagents. Catalytic method, for the hydrodeoxygenation (HDO) of phenols involve supported transition metal oxides, such as Mo/{gamma}-Al{sub 2}O{sub 3}, Ni-MO/{gamma}-Al{sub 2}O{sub 3}, Co-Mo/{gamma}-Al{sub 2}O{sub 3}, and Fe{sub 2}O{sub 3}/SiO{sub 2}. Typical phenol hydrodeoxygenation conditions involve hydrogen pressures in excess of 100 atm and temperatures in excess of 200{degrees}C. Under these conditions arene ring hydrogenation is generally found to compete with phenol deoxygenation; and the coproduct water is found to impair the activity of the catalysts. This proposed research offers the possibility of effecting the selective catalytic deoxygenation of phenolic functional groups using CO. The deoxygenation of phenols by carbon monoxide mediated by Ir(triphos)OAr has provided us with a catalytic Phenol deoxygenation pathway, through the elimination of CO{sub 2} and formation of a benzyne intermediate. Although the [Pt(triphos)(O-Ph-Me)]PF{sub 6} system is not expected to be as efficient a catalyst as some of the other transition metals systems we are currently exploring, it will provide more information about the deoxygenation mechanism in these triphos complexes. This is due to the presence of the structurally sensitive {sup 3l}P--{sup 195}Pt coupling constant and comparisons to the extensively studied Pt(dppe)(O-Ph){sub 2} systems.

    The US Department of Interior`s Minerals Management Service (MMS) has the responsibility of regulating exploration and development by the oil and gas industry on the US Outer Continental Shelf (OCS). There is an area of active leases approximately 45 miles east-northeast of Cape Hatteras, North Carolina, referred to as the Manteo Unit. Chevron U.S.A. may propose to drill a single exploratory well in either Block 467 or 510 of the Manteo Unit with a specially outfitted drilling rig. To review environmental and socioeconomic information known, and needed, on the Manteo Unit, a workshop was conducted of February 4--5, 1998, with the North Carolina Department of Environment and Natural Resources (DENR). The objectives of the workshop were to review the state of knowledge for drilling a single exploratory well in either Block 467 or 510; share scientific information obtained since 1990; distinguish between exploration and development activities; share information on drilling technology and industry experience operating in similar physical environments; address scientific concerns regarding the potential impacts of OCS drilling on biological resources; and address concerns regarding onshore (social and economic) impacts from OCS drilling.

    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. FY2012 specific technical objectives are: (1) Evaluate novel MPL materials; (2) Develop of startup/ shutdown protocol; (3) Test the impact of hydrophobic treatment on graphite bi-polar plates; (4) Perform complete diagnostics on metal bi-polar plates for corrosion; and (5) Participate and lead efforts in the DOE Working Groups.

    This report documents the findings of an on-site audit of the U.S. Customs Cargo Inspection Facility (CIF) in Detroit, Michigan. The federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy-efficiency opportunities that, once implemented, would reduce electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the future to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    Southwest Technology Development Institute (SWTDI), an independent, university-based research institute, has been the operator of the Southwest Region Photovoltaic Experiment Station (SWRES) for almost 30 years. The overarching mission of SWTDI is to position PV systems and solar technologies to become cost-effective, major sources of energy for the United States. Embedded in SWTDI's general mission has been the more-focused mission of the SWRES: to provide value added technical support to the DOE Solar Energy Technologies Program (SETP) to effectively and efficiently meet the R&D needs and targets specified in the SETP Multi-Year Technical Plan. : The DOE/SETP goals of growing U.S. PV manufacturing into giga-watt capacities and seeing tera-watt-hours of solar energy production in the U.S. require an infrastructure that is under development. The staff of the SWRES has supported DOE/SETP through a coherent, integrated program to address infrastructural needs inhibiting wide-scale PV deployment in three major technical categories: specialized engineering services, workforce development, and deployment facilitation. The SWRES contract underwent three major revisions during its five year period-of- performance, but all tasks and deliverables fell within the following task areas: Task 1: PV Systems Assistance Center 1. Develop a Comprehensive multi-year plan 2. Provide technical workforce development materials and workshops for PV stakeholder groups including university, professional installers, inspectors, state energy offices, Federal agencies 3.     The goal of nuclear forensics is to develop a preferred approach to support illicit trafficking investigations. This approach must be widely understood and accepted as credible. The principal objectives of the Round Robin Tests are to prioritize forensic techniques and methods, evaluate attribution capabilities, and examine the utility of database. The HEU (Highly Enriched Uranium) Round Robin, and previous Plutonium Round Robin, have made tremendous contributions to fulfilling these goals through a collaborative learning experience that resulted from the outstanding efforts of the nine participating internal laboratories. A prioritized list of techniques and methods has been developed based on this exercise. Current work is focused on the extent to which the techniques and methods can be generalized. The HEU Round Robin demonstrated a rather high level of capability to determine the important characteristics of the materials and processes using analytical methods. When this capability is combined with the appropriate knowledge/database, it results in a significant capability to attribute the source of the materials to a specific process or facility. A number of shortfalls were also identified in the current capabilities including procedures for non-nuclear forensics and the lack of a comprehensive network of data/knowledge bases. The results of the Round Robin will be used to develop guidelines or a ''recommended protocol'' to be made available to the interested authorities and countries to use in real cases.

    The UN Secretary General established the Sustainable Energy for All initiative in order to guide and support efforts to achieve universal access to modern energy, rapidly increase energy efficiency, and expand the use of renewable energies. Task forces were formed involving prominent energy leaders and experts from business, government, academia and civil society worldwide. The goal of the Task Forces is to inform the implementation of the initiative by identifying challenges and opportunities for achieving its objectives. This report contains the findings of Task Force One which is dedicated to the objective of achieving universal access to modern energy services by 2030. The report shows that universal energy access can be realized by 2030 with strong, focused actions set within a coordinated framework.
