It includes information and details that can be used as a model in providing technical contents and requirements for bioassay laboratory support, either internally or in solicitations by Geotech to obtain subcontractor laboratory support. It provides a detailed summary and description of the types of bioassay samples to be expected in support of Geotech remedial projects for the US Department of Energy and the bioassay services and analytical requirements necessary to process such samples, including required limits of sensitivity. General responsibilities of the bioassay laboratory are also addressed, including quality assurance.     NUS received authorization from DOE on August 14, 1987 to provide technical support services to assist the Office of Environmental Audit (OEV) in conducting the DOE Environmental Survey and to provide technical assistance on environmental compliance issues. The overall contract is to accomplish a one-time, no-fault baseline Survey of all DOE operating facilities, and to provide technical assistance and support for the resolution of environmental compliance issues. NUS has completed the Preliminary Reports and continues to support DOE on the Prioritization and Tiger Team Assessment efforts. The project requires a broad range of environmental protection expertise, necessitating senior-level personnel as the primary project staff. Many of the tasks assigned by DOE require quick startup and performance, and several tasks may be active at any one time. The objective of the DOE Environmental Survey Program is to identify and prioritize areas of existing environmental risk at 36 DOE facilities. NUS`role is to technically assist the Office of Environmental Audit in the implementation of the Surveys.

    The Office of Utility Technologies works cooperatively with industry and the utility sector to realize the market potential for energy efficiency and renewable energy technologies. Under this contract, BNF has provided management support services for OUT R&D activities for the following Program offices: (1) Office of Energy Management; (2) Office of Solar Energy Conversion; (3) Office of Renewable Energy Conversion; and (4) Deputy Assistant Secretary. During the period between 4/17/91 and 9/17/93, BNF furnished the necessary personnel, equipment, materials, facilities and travel required to provide management support services for each of the above Program Offices. From 9/18/93 to 12/17/93, BNF has been involved in closeout activities, including final product deliverables.     The University of North Dakota Energy and Environmental Research Center (EERC) is providing technical assistance and test materials to the US Department of Energy (DOE) Advanced Research and Technology Development (AR and TD) Materials Program investigating ceramic and advanced alloy corrosion in fossil energy systems. The main activity, which is reported here, is to perform thermochemical equilibrium calculations to develop recommendations for test conditions under which to perform corrosion measurements of structural and particle filter materials. The modeling is primarily being performed to determine possible mechanisms of corrosion, especially by species that vaporize in the gasifier then condense on downstream surfaces. For this year, the focus was on the stability of nickel in structural and filter alloys. This work was done in an effort to explain the existence of nickel-containing condensates found downstream of particulate filters in an EERC pilot-scale coal gasifier which operates under conditions similar to the Pinon Pine system, and to determine possible operating conditions that could reduce the wastage of nickel from structural and filter alloys.

The dual objectives of this study were (1) to provide practical technical assessments for NRC to consider in evaluating specific proposals for extended storage and (2) to help ensure adequate consideration by NRC, Agreement States, and licensees of potential problems that may arise from existing or proposed extended storage practices. In this summary of that study, the circumstances under which extended storage of LLRW would most likely result in problems during or after the extended storage period are considered and possible mitigative measures to minimize these problems are discussed.     HALLIBURTON NUS received authorization from DOE on August 14, 1987 to provide technical support to assist the Office of Environmental Audit (OEV) in conducting the DOE Environmental Survey and to provide technical assistance on environmental compliance issues. The overall contract is to accomplish a one-time, no-fault baseline Survey of all DOE operating facilities, and to provide technical assistance and support for the resolution of environmental compliance issues. NUS has completed the Preliminary Reports and continues to support DOE on the Prioritization and Tiger Team Assessment efforts. The project requires a broad range of environmental protection expertise, necessitating senior-level personnel as the primary project staff. Many of the tasks assigned by DOE require quick startup and performance, and several tasks may be active at any one time. The objective of the DOE Environmental Survey Program is to identify and prioritize areas of existing environmental risk at 36 DOE facilities. NUS`role is to technically assist the Office of Environmental Audit in the implementation of the Surveys.

    This project had six objectives, four of which have been completed: 1) Association panels of diverse populations and linkage populations for switchgrass and reed canarygrass (~1,000 clones each) were assembled and planted in two sites (Ithaca, NY and Arlington, WI); 2) Key biofeedstock characteristics were evaluated in these panels for three field seasons; 3) High density SNP markers were developed in switchgrass; and 4) Switchgrass association panels and linkage populations were genotyped. The remaining two original objectives will be met in the next year, as the analyses are completed and papers published: 5) Switchgrass population structure and germplasm diversity will be evaluated; and 6) Association mapping will be established and marker based breeding values estimated in switchgrass. We also completed a study of the chromosome-number variation found in switchgrass.

    The Oak Ridge National Laboratory (ORNL) supports the U.S. Department of Energy (DOE) in assessing the impact of using intermediate ethanol blends (E10 to E30) in the legacy fleet of vehicles in the U.S. fleet. The purpose of this report is to: (1) identify the issues associated with intermediate ethanol blends with an emphasis on the end-use or vehicle impacts of increased ethanol levels; (2) assess the likely severity of the issues and whether they will become more severe with higher ethanol blend levels, or identify where the issue is most severe; (3) identify where gaps in knowledge exist and what might be required to fill those knowledge gaps; and (4) compile a current and complete bibliography of key references on intermediate ethanol blends. This effort is chiefly a critical review and assessment of available studies. Subject matter experts (authors and selected expert contacts) were consulted to help with interpretation and assessment. The scope of this report is limited to technical issues. Additional issues associated with consumer, vehicle manufacturer, and regulatory acceptance of ethanol blends greater than E10 are not considered. The key findings from this study are given.

    The US Department of Interior`s Minerals Management Service (MMS) has the responsibility of regulating exploration and development by the oil and gas industry on the US Outer Continental Shelf (OCS). There is an area of active leases approximately 45 miles east-northeast of Cape Hatteras, North Carolina, referred to as the Manteo Unit. Chevron U.S.A. may propose to drill a single exploratory well in either Block 467 or 510 of the Manteo Unit with a specially outfitted drilling rig. To review environmental and socioeconomic information known, and needed, on the Manteo Unit, a workshop was conducted of February 4--5, 1998, with the North Carolina Department of Environment and Natural Resources (DENR). The objectives of the workshop were to review the state of knowledge for drilling a single exploratory well in either Block 467 or 510; share scientific information obtained since 1990; distinguish between exploration and development activities; share information on drilling technology and industry experience operating in similar physical environments; address scientific concerns regarding the potential impacts of OCS drilling on biological resources; and address concerns regarding onshore (social and economic) impacts from OCS drilling.

    For the 2010 ANS Embedded Topical Meeting on Decommissioning, Decontamination and Reutilization and Technology, Savannah River National Laboratory's Mike Serrato reported initial information on the newly developed specialty grout materials necessary to satisfy all requirements associated with in-situ decommissioning of P-Reactor and R-Reactor at the U.S. Department of Energy's Savannah River Site. Since that report, both projects have been successfully completed and extensive test data on both fresh properties and cured properties has been gathered and analyzed for a total of almost 191,150 m{sup 3} (250,000 yd{sup 3}) of new materials placed. The focus of this paper is to describe the (1) special grout mix for filling the P-Reactor vessel (RV) and (2) the new flowable structural fill materials used to fill the below grade portions of the facilities. With a wealth of data now in hand, this paper also captures the test results and reports on the performance of these new materials. Both reactors were constructed and entered service in the early 1950s, producing weapons grade materials for the nation's defense nuclear program. R-Reactor was shut down in 1964 and the P-Reactor in 1991. In-situ decommissioning (ISD) was selected for both facilities and performed as Comprehensive Environmental Response, Compensations and Liability Act actions (an early action for P-Reactor and a removal action for R-Reactor), beginning in October 2009. The U.S. Department of Energy concept for ISD is to physically stabilize and isolate intact, structurally robust facilities that are no longer needed for their original purpose of producing (reactor facilities), processing (isotope separation facilities), or storing radioactive materials. Funding for accelerated decommissioning was provided under the American Recovery and Reinvestment Act. Decommissioning of both facilities was completed in September 2011.     The Federal Energy Regulatory Commission (FERC) expanded its authority under the Energy Policy Act of 1992 and issued a Policy Statement on July 30, 1993, for the formation of Regional Transmission Groups (RTGs). In this Policy Statement, FERC laid out a minimum of seven components of RTG Governing Agreements. The purpose of the policy is for an RTG to become an effective instrument in enhancing competition in generation markets, and providing transmission access to requesting entities. The key components of the RTGs are: Coordinated Transmission Planning, Access Rules, Pricing Principles, Dispute Resolution, and adequate consultation and coordination with state regulatory commissions and other stakeholders. Though it is the responsibility of each regulated utility to obtain approval on transmission projects from its respective state commission and siting authority, the RTGs would create a mechanism to keep all commissions and other stakeholders informed on the development and finalization of new transmission projects. This would be done by providing copies of planning studies performed in the technical and economical evaluation of these projects.

    Heating associated with tropical cloud systems drive the global circulation. The overall research objectives of this project were to i) further quantify and understand the importance of heating in tropical convective cloud systems with innovative observational techniques, and ii) use global models to determine the large-scale circulation response to variability in tropical heating profiles, including anvil and cirrus cloud radiative forcing. The innovative observational techniques used a diversity of radar systems to create a climatology of vertical velocities associated with the full tropical convective cloud spectrum along with a dissection of the of the total heating profile of tropical cloud systems into separate components (i.e., the latent, radiative, and eddy sensible heating). These properties were used to validate storm-scale and global climate models (GCMs) and were further used to force two different types of GCMs (one with and one without interactive physics). While radiative heating was shown to account for about 20% of the total heating and did not have a strong direct response on the global circulation, the indirect response was important via its impact on convection, esp. in how radiative heating impacts the tilt of heating associated with the Madden-Julian Oscillation (MJO), a phenomenon that accounts for most tropical intraseasonal variability. This work shows strong promise in determining the sensitivity of climate models and climate processes to heating variations associated with cloud systems.

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP.     The combination of high oil costs, concerns about oil security and availability, and air quality issues related to vehicle emissions are driving interest in plug-in hybrid electric vehicles (PHEVs). PHEVs are similar to conventional hybrid electric vehicles, but feature a larger battery and plug-in charger that allows electricity from the grid to replace a portion of the petroleum-fueled drive energy. PHEVs may derive a substantial fraction of their miles from grid-derived electricity, but without the range restrictions of pure battery electric vehicles. As of early 2007, production of PHEVs is essentially limited to demonstration vehicles and prototypes. However, the technology has received considerable attention from the media, national security interests, environmental organizations, and the electric power industry. The use of PHEVs would represent a significant potential shift in the use of electricity and the operation of electric power systems. Electrification of the transportation sector could increase generation capacity and transmission and distribution (T&D) requirements, especially if vehicles are charged during periods of high demand. This study is designed to evaluate several of these PHEV-charging impacts on utility system operations within the Xcel Energy Colorado service territory.

    This Technical Manual contains descriptions of the calculation models and mathematical and numerical methods used in the RADTRAN 6 computer code for transportation risk and consequence assessment. The RADTRAN 6 code combines user-supplied input data with values from an internal library of physical and radiological data to calculate the expected radiological consequences and risks associated with the transportation of radioactive material. Radiological consequences and risks are estimated with numerical models of exposure pathways, receptor populations, package behavior in accidents, and accident severity and probability.

The listing provides addresses, telephones, and telex/fax for key staff in each company committed to the facilitation of international trade. The content of each listing has been formulated especially for this directory and reflects data current as of the date of this edition. The directory listings are divided into four primary classifications: coal resources; technology resources; support services; and financing and resource packaging.     Since the operation of PS09 SR module in 2007, it has been observed that there is vibration in various parts of the structures, on various segments of piping, and on appurtenance items. At DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) request, ORNL Subject Matter Experts support PHMSA in its review and analysis of the observed vibration phenomenon. The review and analysis consider possible effects of pipeline design features, vibration characteristics, machinery configuration, and operating practices on the structural capacity and leak tight integrity of the pipeline. Emphasis is placed on protection of welded joints and machinery against failure from cyclic loading. A series of vibration measurements were carried out by the author during the site visit to PS09, the power of the operating pump during the data collection is at about 2970KW, which is less than that of APSC's vibration data collected at 3900KW. Thus, a first order proportional factor of 4900/2970 was used to project the measured velocity data to that of APSC's measurement of the velocity data. It is also noted here that the average or the peak-hold value of the measured velocity data was used in the author's reported data, and only the maximum peak-hold data was used in APSC's reported data. Therefore, in some cases APSC's data is higher than the author's projective estimates that using the average data. In general the projected velocity data are consistent with APSC's measurements; the examples of comparison at various locations are illustrated in the Table 1. This exercise validates and confirms the report vibration data stated in APSC's summary report. After the reinforcement project for PS09 Station, a significant reduction of vibration intensity was observed for the associated pipelines at the SR Modules. EDI Co. provided a detailed vibration intensity investigation for the newly reinforced Pump Module structures and the associated pipelines. A follow-up review of EDI

    The report presents and interprets the results of chemical, biochemical, and biological studies on juvenile chinook salmon (Oncorhynchus tshawytscha) outmigrating from urban and nonurban estuaries of Puget Sound, Washington. These studies were conducted between 1989 and 1991. The objective of these studies was to determine the degree of chemical exposure to juvenile chinook salmon as they migrate through urban-associated compared to nonurban estuaries and to evaluate the effects of chemical contaminant exposure on these animals. The chemical indicators of contaminant exposure include levels of hepatic polychlorinated biphenyls (PCBs) and biliary levels of fluorescent aromatic compounds (FACs), which are semiquantitative measures of exposure to aromatic hydrocarbons (AHs). Stomach contents of juvenile salmon were also analyzed for selected AHs and chlorinated hydrocarbons (CHs) to assess the importance of diet as a possible route of uptake of xenobiotics from polluted estuaries.

    The U.S. Department of Energy (DOE) is planning a two-phased program for the remediation of Hanford tank waste. Phase 1 is a pilot program to demonstrate the procurement of treatment services. The volume of waste treated during the Phase 1 is a small percentage of the tank waste. During Phase 2, DOE intends to procure treatment services for the balance of the waste. The TWRS Privatization Process Technical Baseline (PPTB) provides a summary level flowsheet/mass balance of tank waste treatment operations which is consistent with the tank inventory information, waste feed staging studies, and privatization guidelines currently available. The PPTB will be revised periodically as privatized processing concepts are crystallized.

In this period, CMT conducted research and development in the following areas: (1) electrochemical technology, including advanced batteries and fuel cells; (2) technology for fluidized-bed combustion; (3) methods for treatment of hazardous waste and mixed hazardous/radioactive waste; (4) the reaction of nuclear waste glass and spent fuel under conditions expected for an unsaturated repository; (5) processes for separating and recovering transuranic elements from waste streams, concentrating radioactive waste streams with advanced evaporator technology, and producing {sup 99}Mo from low-enriched uranium for medical applications; (6) electrometallurgical treatment of the many different types of spent nuclear fuel in storage at Department of Energy sites; and (8) physical chemistry of selected materials in environments simulating those of fission and fusion energy systems. The Division also conducts basic research in catalytic chemistry associated with molecular energy resources and novel ceramic precursors; materials chemistry of superconducting oxides, electrified metal/solution interfaces, molecular sieve structures, and impurities in scrap copper and steel; and the geochemical processes involved in mineral/fluid interfaces and water-rock interactions occurring in active hydrothermal systems.     This report documents the findings from an onsite audit of the John Seiberling Federal building located in Akron, Ohio. The Federal landlord for this building is the General Services Administration (GSA). The focus of the audit was to identify various no-cost or low-cost energy efficiency opportunities that, once implemented, would reduce in either electrical and gas consumption and increase the operational efficiency of the building. This audit also provided an opportunity to identify potential capital cost projects that should be considered in the to acquire additional energy (electric and gas) and water savings to further increase the operational efficiency of the building.

    Many demand response resources are technically capable of providing ancillary services. In some cases, they can provide superior response to generators, as the curtailment of load is typically much faster than ramping thermal and hydropower plants. Analysis and quantification of demand response resources providing ancillary services is necessary to understand the resources economic value and impact on the power system. Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and illustrate a methodology to construct detailed temporal and spatial representations of the demand response resource and to examine how to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to translate the technical potential for demand response providing ancillary services into a realizable potential.
