Making these files available through the OSTI databases will help realize the full potential of the Department's scientific and technical information. OSTI will work together with sites across the DOE Complex to provide access to digitized full-text documents in announcement notices in the Energy Link (E-Link) system that do not contain digitized full-text documents. Finding Digitized STI at OSTI DOE and major DOE contractor sites with E-Link access can utilize the Full-text Change report accessible through the Reports section of E-Link. SciTech Connect contains over sixty-five years of energy-releated citations created and/or collected by OSTI. There are over 2.5 million citations, including citations to 1.4 million journal articles, 364,000 of which have digital object identifiers (DOIs) linking to full-text articles on publishers' websites. SciTech Connect also has over 313,000 full-text DOE sponsored STI reports; most of these are post-1991, but close to 85,000 of the reports were published prior to 1990.

Other types of information have restrictions on their handling such as certain copyrighted material. OSTI has different search tools to access the different types of STI. I also discussed technical reports, journal literature, conference proceedings and papers, and e-prints. After defining each of these types of STI, I described the OSTI products that searches each. This post will finish the discussion by covering patents, project summaries, and theses/dissertations. Well, I am sure that a lot of people do find the variety of OSTI resources to be a bit confusing, but it really takes different types of databases and search tools to cover all the different types of scientific and technical information (STI). Scientific and technical information has many forms, such as journal articles, technical reports, patents and e-prints. Each has its own publication route which requires its own method of acquisition. A traditional library is built by compiling a collection of books and periodicals for use by library patrons. This proceedings contains papers presented at the 1992 Department of Energy (DOE) Technical Information Meeting held at the Office of Scientific and Technical Information (OSTI), Oak Ridge, Tennessee, October 21--23, 1992. It is composed of written presentation given orally at the meeting in either large-group or break-out sessions. The proceedings is provided as a reference tool for those who attended the meeting as well as an information document for those unable to attend. The annual DOE Technical Information meeting is designed for information professionals involved in the management of the Department`s scientific and technical information (STI). The DOE Information Bridge now has over 300,000 full-text STI reports. While most of these are post 1991, there are over 84,000 reports published prior to 1990. The Energy Citations Database contains over 2.4 million citations and they are not just technical reports. ECD has over 1.4 million journal articles. DOepatents has over 27,000 patents resulting from DOE-sponsored research and development. The E-Print Network searches over 5.5 million e-prints, over 35,000 websites, over 3100 scholarly societies, and over 50 databases. The Energy Science and Technology Software Center (ESTSC)

Slide19 Slide19 Slide19 Types of STI Required Distinct Tools DOE research community produces many types of scientific and technical information, each of which has its own unique characteristics and life cycle As a consequence, OSTI set out to create new web-based tools for each type of STI and make it efficiently accessible to users As I mentioned, scientific and technical information resulting from the Department's diverse research and development efforts takes many forms. Technical reports, e-prints, conference papers, are but a few examples of the types of the types of STI produced. Each of these of these types of STI has its own unique characteristics and life cycle and as a result OSTI must frequently create distinct tools to virtually collect each type and make it accessible to users.

(Seehttp://www.osti.gov/bridge/) The technical name for this new tool is "term vector similarity analysis," or simply More-Like-This (MLT). MLT promises not only to greatly improve the discovery of relevant reports, but also to facilitate seeing the underlying structure of DOE research. It does this by looking beyond one's original search terms. So far as I know OSTI is the first federal STI agency to implement MLT. In an effort to determine the environmental intensities to which energy materials in transit may be exposed, a Data Center of technical environmental information has been established by Sandia National Laboratories, Division 5523, for the DOE Office of Transportation Fuel Storage. This document is an index which can be used to request data of interest. Access to the information held is not limited to Sandia personnel. The purpose of the Transportation Technical Environmental Information Center is to collect, analyze, store, and make available descriptions of the environment of transportation expressed in engineering terms. The data stored in the Center are expected to be useful in a variety of transportation related analyses. Formulations of environmental criteria for shipment of cargo, risk assessments, and detailed structural analyses of shipping containers are examples where these data have been applied. Survey Background and Technical Information Survey Background and Technical Information Survey Background and Technical Information Survey Background The commercial sector encompasses a vast range of building types- service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as certain buildings that would not be considered "commercial" in a traditional economic sense, such as public and private schools, correctional institutions, and religious and fraternal organizations. Excluded from the sector are the goods-producing industries: manufacturing, agriculture, mining, forestry and fisheries, and construction. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The 2003 CBECS was the eighth survey in the series begun in 1979. From 1979 to 1986, the survey was known as the Nonresidential Buildings Energy Consumption Survey, or NBECS.

Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

Hydrogen Technical Analysis -- Dissemination of Information

SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations of hydrogen energy technologies to non-traditional audiences. These activities were also designed to raise the visibility of the DOE Hydrogen Program to new audiences and to help the program continue to advance its mission and vision. We believe that the work conducted under this cooperative agreement was successful at meeting the objectives presented and funded over the period of performance. During Phase 1, SENTECHs activities resulted in the development and distribution of two glossy brochures that target the on-site distributed generation and public transit markets for hydrogen energy technologies; face-to-face industry outreach meetings with various firms with an interest in hydrogen energy, but who may not have made a commitment to be involved; and implementation of two educational forums on hydrogen for students - the future engineers, technicians, and energy consumers. The educational forums were conducted with in-kind cost-shared contributions from NHA and Dr. Robert Reeves, Professor Emeritus, Rensealler During Phase 2, SENTECH activities initially were focused on the development of additional brochures and the development of a series of training modules. This set of information dissemination activities built on the experience demonstrated in our phase one activities, and focused the effort within two critical issue areas facing the development of hydrogen as an energy carrier--effective communications and information dissemination on codes and standards. SENTECH joined with the National Fire Protection Association (NFPA) to scope out the training modules and identified a series of 12 that could be used to train a variety of audiences. The NFPA is an international nonprofit corporation, which has developed a reputation as a worldwide leader in providing fire, electrical, and life safety to the public since 1896. Its membership totals more than 75,000 individuals from around the world and in more than 80 national trade and professional organizations.

Enormous STI Content Made Easily Searchable by OSTI Enormous STI Content Made Easily Searchable by OSTI by Dr. Walt Warnick on Thu, 1 Jul, 2010 We have integrated about ten OSTI products dealing with technical reports, e-prints, patents, conference proceedings, project summaries, etc., so that they are all searchable via s single query. The integrated product allows users to search without first having to decide which OSTI product is likely to have the content he/she seeks. This product is ScienceAccelerator.gov. We have integrated comparable offerings from about 14 other agencies so that all the virtually combined offerings can be searched via a single query. Science.gov allows users to search without first having to decide which agency offers which content. The DOE contribution to Science.gov is ScienceAccelerator.gov .

Statutory Authorities Statutory Authorities Established in 1947, DOE's Office of Scientific and Technical Information (OSTI) fulfills the agency's responsibilities related to the collection, preservation, and dissemination of scientific and technical information emanating from DOE R&D activities. This responsibility has been codified in the organic, or enabling, legislation of DOE and its predecessor agencies and, more recently, was defined as a specific OSTI responsibility in the Energy Policy Act of 2005. Other web tools were developed to uniquely address each type of STI and the manner in which they were published. FOR EXAMPLE: E-Print Network -- Another unique STI product: E-Print Network - Created to address researchers' self-published STI. THEN, a new challenge emerged: Helping researchers sort through the products to get the most relevant results quickly.
