    The Network Information System (NWIS) was initially implemented in May 1996 as a system in which computing devices could be recorded so that unique names could be generated for each device. Since then the system has grown to be an enterprise wide information system which is integrated with other systems to provide the seamless flow of data through the enterprise. The system Iracks data for two main entities: people and computing devices.     Current digital networks are evolving toward distributed multimedia with a wide variety of applications with individual data rates ranging from kb/sec to tens and hundreds of Mb/sec. Link speed requirements are pushing into the Gb/sec range and beyond the envelop of electronic networking capabilities. There is a vast amount of untapped bandwidth available in the low-attenuation communication bands of an optical fiber. The capacity in one fiber thread is enough to carry more than two thousand times as much information as all the current radio and microwave frequencies. And while fiber optics has replaced copper wire as the transmission medium of choice, the communication capacity of conventional fiber optic networks is ultimately limited by electronic processing speeds.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations

    TRAIN-UNIX is used to track training requirements, qualifications, training completion and schedule training, classrooms and instructors. TRAIN-UNIX is a requirements-based system. When the identified training requirements for specific jobs are entered into the system, the employees manager or responsible training person assigns jobs to an employee. TRAIN-UNIX will then assemble an Individual Training Plan (ITP) with all courses required. ITP''s can also be modified to add any special training directed or identified by management, bestmore » business practices, procedures, etc. TRAIN-UNIX also schedules and tracks conferences, seminars, and required reading. TRAIN-UNIX is a secure database system on a server accessible via the network. Access to the user functions (scheduling, data entry, ITP modification etc.) within TRAIN-UNIX are granted by function, as needed, by the system administrator. An additional level of security allows those who access TRAIN-UNIX to only add, modify or view information for the organizations to which they belong. TRAIN-UNIX scheduling function allows network access to scheduling of students. As a function of the scheduling process, TRAIN-UNIX checks to insure that the student is a valid employee, not double booked, and the instructor and classroom are not double booked. TRAIN-UNIX will report pending lapse of courses or qualifications. This ability to know the lapse of training along with built in training requesting function allows the training deliverers to forecast training needs.« less

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    This Concept Definition Study focused on developing a scientific understanding of methods to reduce energy consumption in data networks using rate adaptation. Rate adaptation is a collection of techniques that reduce energy consumption when traffic is light, and only require full energy when traffic is at full provisioned capacity. Rate adaptation is a very promising technique for saving energy: modern data networks are typically operated at average rates well below capacity, but network equipment has not yet been designed to incorporate rate adaptation. The Study concerns packet-switching equipment, routers and switches; such equipment forms the backbone of the modern Internet. The focus of the study is on algorithms and protocols that can be implemented in software or firmware to exploit hardware power-control mechanisms. Hardware power-control mechanisms are widely used in the computer industry, and are beginning to be available for networking equipment as well. Network equipment has different performance requirements than computer equipment because of the very fast rate of packet arrival; hence novel power-control algorithms are required for networking. This study resulted in five published papers, one internal report, and two patent applications, documented below. The specific technical accomplishments are the following: A model for the power consumption of switching equipment used in service-provider telecommunication networks as a function of operating state, and measured power-consumption values for typical current equipment. An algorithm for use in a router that adapts packet processing rate and hence power consumption to traffic load while maintaining performance guarantees on delay and throughput. An algorithm that performs network-wide traffic routing with the objective of minimizing energy consumption, assuming that routers have less-than-ideal rate adaptivity. A process description is provided that minimizes maintenance and downtime and includes material and energy balances, equipment sizes and arrangement, startup/operation/maintence/shutdown cycle descriptions, and basis for scale-up to a 200 metric ton/day production facility. Operational requirements are provided including utilities, feeds, labor, and maintenance. Equipment reliability estimates and maintenance requirements are provided which includes a list of failure modes, responses, and consequences.

    SP-100 is the designation for a nuclear reactor-based power plant being developed for both civil and military missions beginning in the 1990s for such potential space applications as communication satellites, space radar, electric propulsion and space stations. Typically, a system using the SP-100 along with a selected upper stage system would be launched by the National Space Transportation System (NSTS) Space Shuttle System into a near-earth orbit, deployed, and through upper stage propulsion burn(s) be inserted/transferred to its mission orbit. The nature of the advanced design SP-100 payloads using this power plant are physically and functionally compatible with the NSTS and meet the safety requirements thereof. The purpose of this document is to define and present the requirements and interface provisions that, when satisfied, will ensure technical compatibility between SP-100 systems and the NSTS.

    Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

    We propose a controllable and scalable architecture for quantum information processing using a superconducting system network, which is composed of current-biased Josephson junctions (CBJJs) as tunable couplers between the two superconducting transmission line resonators (TLRs), each coupling to multiple superconducting qubits (SQs). We explicitly demonstrate that the entangled state, the phase gate, and the information transfer between any two selected SQs can be implemented, respectively. Lastly, numerical simulation shows that our scheme is robust against the decoherence of the system. -- Highlights: An architecture for quantum information processing is proposed. The quantum information transfer between any two selected SQs is implemented. This proposal is robust against the decoherence of the system. This architecture can be fabricated on a chip down to the micrometer scale.

    This paper presents the implementation of a prototype network level intrusion detection system. The prototype system monitors base level information in network packets (source, destination, packet size, time, and network protocol), learning the normal patterns and announcing anomalies as they occur. The goal of this research is to determine the applicability of current intrusion detection technology to the detection of network level intrusions. In particular, the authors are investigating the possibility of using this technology to detect and react to worm programs.

    This document presents the technical site information for the Superconducting Super Collider project. The Ellis County, Texas site was selected by the Department of Energy in 1989. After assembling the initial staff at temporary facilities in Dallas, the SSC Laboratory began site-specific design work. The resulting design for the SSC accelerators, experimental areas, and laboratory facilities were described in the Site-Specific Conceptual Design Report of July 1990. Since then, design specifications for the technical components and conventional facilities have been formulated. In fact, a very significant amount of surface and underground construction has been initiated and many buildings have been completed. Testing of prototypes for most technical components is advanced. The construction phase of the SSC project is approximately 20% complete. At this time, it is appropriate to capture the conventional design work which has taken place since 1990. This documents records regional and physical information used in site studies, summarizes the site studies for conventional facilities, and presents site layouts for buildings and utilities as they would have been at the end of the construction project. As such, this documents summarizes and complements the work of many groups in the SSC laboratory, the Texas National Research Laboratory Commission (TNRLC), and several subcontractors to the SSC project. The document contains extensive references to their work contained in other drafts and final reports. In particular, it borrows heavily from the Site Development Plan (released in draft form in January, 1992) which has, to date, guided aspects of site development.

    In an effort to reduce the cost and improve the accuracy and consistency between technical reports being written by large companies or large Federal installations, SAIC has recently developed the Centralized Document Production Network (CDPN) Software. The CDPN Software is loaded with standardized electronic document templates along with standardized site-specific background text, tables, and figures. While users across the network are able to retrieve electronic templates and site-specific background text to support their report writing activities, modifications to the network text can only be made by designated experts which are assigned individual passwords.     A primary focus of the StreamNet project in FY-02 was maintenance and update of ongoing data types. Significant progress was made toward updating data for the primary data categories in the StreamNet regional database. Data updates had been slowed in previous years due to the time required for conversion of georeferencing for most data types from the 1:250,000 scale River Reach Number (RRN) system to the 1:100,000 Longitude-Latitude Identifier (LLID) system. In addition, data relating to Protected Areas and Smolt Density Model results, the last data sets in the StreamNet database still in the 1:250,000 RRN format, were converted this year to the LLID system, making them available through the on-line Web Query System. The Protected Areas data were also made available through an on-line interactive mapping application. All routine project activities continued, including project administration at the full project and cooperating project levels, project management through the StreamNet Steering Committee, maintenance of databases and Internet data delivery systems, and providing data related services to the Northwest Power Planning Council's (NWPPC) Fish and Wildlife Program. As part of system management, a new web server was put in operation, significantly improving speed and reliability of Internet data delivery. The web based data query system was modified to utilize ColdFusion, in preparation for a full conversion to ColdFusion from the custom programming in Delphi. This greatly increased flexibility and the ability to modify query system function, correct errors, and develop new query capabilities. All project participants responded to numerous requests for information (data, maps, technical assistance, etc.) throughout the year. A significant accomplishment this year was resolution of long standing differences in how fish distribution is defined and presented. Commercial, industrial and residential buildings often incorporate systems used to determine occupancy, but current sensor technology and control algorithms limit the effectiveness of these systems. For example, most of these systems rely on single monitoring points to detect occupancy, when more than one monitoring point would improve system performance. Phase I of the project focused on instrumentation and data collection. In Phase I, a new occupancy detection system was developed, commissioned and installed in a sample of private offices and open-plan office workstations. Data acquisition systems were developed and deployed to collect data on space occupancy profiles. In phase II of the project, described in this report, we demonstrate that a network of several sensors provides a more accurate measure of occupancy than is possible using systems based on single monitoring points. We also establish that analysis algorithms can be applied to the sensor network data stream to improve the accuracy of system performance in energy management and security applications, and show that it may be possible to use sensor network pulse rate to distinguish the number of occupants in a space. Finally, in this phase of the project we also developed a prototype web-based display that portrays the current status of each detector in a sensor network monitoring building occupancy. This basic capability will be extended in the future by applying an algorithm-based inference to the sensor network data stream, so that the web page displays the likelihood that each monitored office or area is occupied, as a supplement to the actual status of each sensor.

In Phase III of the project, the sensor network from Phase I was complemented by a control strategy developed based on the results from the first two project phases: this controller was implemented in a small sample of work areas, and applied to lighting control. Two additional technologies were developed in the course of completing the project. A prototype web-based display that portrays the current status of each detector in a sensor network monitoring building occupancy was designed and implemented. A new capability that enables occupancy sensors in a sensor network to dynamically set the 'time delay' interval based on ongoing occupant behavior in the space was also designed and implemented.

    Industries in China generate large volumes of hazardous waste, which makes it essential for the nation to pay more attention to hazardous waste management. National laws and regulations, waste surveys, and manifest tracking and permission systems have been initiated. Some centralized hazardous waste disposal facilities are under construction. China`s National Environmental Protection Agency (NEPA) has also obtained valuable information on hazardous waste management from developed countries. To effectively share this information with local environmental protection bureaus, NEPA developed a national information network and database system for hazardous waste management. This information network will have such functions as information collection, inquiry, and connection. The long-term objective is to establish and develop a national and local hazardous waste management information network. This network will significantly help decision makers and researchers because it will be easy to obtain information (e.g., experiences of developed countries in hazardous waste management) to enhance hazardous waste management in China. The information network consists of five parts: technology consulting, import-export management, regulation inquiry, waste survey, and literature inquiry.

    This project saw the completion of the design and development of a second generation, high frequency (90-120 kHz) Subsurface-Threat Detection Sonar Network (SDSN). The system was deployed, operated, and tested in Cobscook Bay, Maine near the site the Ocean Renewable Power Company TidGen™ power unit. This effort resulted in a very successful demonstration of the SDSN detection, tracking, localization, and classification capabilities in a high current, MHK environment as measured by results from the detection and tracking trials in Cobscook Bay. The new high frequency node, designed to operate outside the hearing range of a subset of marine mammals, was shown to detect and track objects of marine mammal-like target strength to ranges of approximately 500 meters. This performance range results in the SDSN system tracking objects for a significant duration - on the order of minutes - even in a tidal flow of 5-7 knots, potentially allowing time for MHK system or operator decision-making if marine mammals are present. Having demonstrated detection and tracking of synthetic targets with target strengths similar to some marine mammals, the primary hurdle to eventual automated monitoring is a dataset of actual marine mammal kinematic behavior and modifying the tracking algorithms and parameters which are currently tuned to human diver kinematics and classification.

    The State of North Carolina has been designated to host the second commercial low level radioactive waste disposal facility for the Southeast Compact. The North Carolina facility is to be operational on January 1, 1993, concurrent with the closing of the present facility in Barnwell, South Carolina. The NC Low Level Radioactive Waste Management Authority and its contractor, Ebasco Services Incorporated, initiated the site selection process in July of 1988. The present schedule calls for the identification of two or more sites for detailed characterization in the latter half of 1989. The site selection process is following two concurrent and parallel paths. The first is the technical site screening process, which is focusing the search for a suitable site by the systematic application of state and federal laws and regulations regarding exclusion and suitability factors. In a parallel effort, the NCLL Radioactive Waste Management Authority has embarked on an extensive public information program. In addition to newsletters, fact sheets, brochures, video tapes, and news releases, a total of six regional meetings and 26 public forums have been held across the state. A total of 4,764 people attended the forums, 1,241 questions were asked, and 243 public statements were made. The combination of a systematic, defensible technical siting process and the concurrent release of information and numerous statewide public meetings and forums is proving to be an effective strategy for the eventual identification of sites that are both technically suitable and publicly acceptable.

    The simplest conceptual model of cybersecurity implicitly views attackers and defenders as acting in isolation from one another: an attacker seeks to penetrate or disrupt a system that has been protected to a given level, while a defender attempts to thwart particular attacks. Such a model also views all non-malicious parties as having the same goal of preventing all attacks. But in fact, attackers and defenders are interacting parts of the same system, and different defenders have their own individual interests: defenders may be willing to accept some risk of successful attack if the cost of defense is too high. We have used game theory to develop models of how non-cooperative but non-malicious players in a network interact when there is a substantial cost associated with effective defensive measures. Although game theory has been applied in this area before, we have introduced some novel aspects of player behavior in our work, including: (1) A model of how players attempt to avoid the costs of defense and force others to assume these costs; (2) A model of how players interact when the cost of defending one node can be shared by other nodes; and (3) A model of the incentives for a defender to choose less expensive, but less effective, defensive actions.

    Currently, U.S. organizations provide technical support to the U.S. Delegation for its work as part of the Preparatory Commission (PrepCom) of the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague. The current efforts of the PrepCom are focussed on preparations for the Entry-Into-Force (EIF) of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons (often referred to as the {open_quotes}Chemical Weapons Convention{close_quotes} (CWC)). EIF of the CWC is expected in 1995, and shortly thereafter the PrepCom will cease to exist, with the OPCW taking over responsibilities under the CWC. A U.S. program of technical assistance to the OPCW for its verification responsibilities may be created as part of U.S. policy objectives after EIF of the CWC. In the summary below, comments by participants are presented in Square Brackets Some of the same points arose several times during the discussions; they are grouped together under the most pertinent heading.

    Purpose of this study is to explore the status of R and D in Japan and the ability of US researchers to keep abreast of Japanese technical advances. US researchers familiar with R and D activities in Japan were interviewed in ten fields that are relevant to the more efficient use of energy: amorphous metals, biotechnology, ceramics, combustion, electrochemical energy storage, heat engines, heat transfer, high-temperature sensors, thermal and chemical energy storage, and tribology. The researchers were questioned about their perceptions of the strengths of R and D in Japan, comparative aspects of US work, and the quality of available information sources describing R and D in Japan. Of the ten related fields, the researchers expressed a strong perception that significant R and D is under way in amorphous metals, biotechnology, and ceramics, and that the US competitive position in these technologies will be significantly challenged. Researchers also identified alternative emphases in Japanese R and D programs in these areas that provide Japan with stronger technical capabilities. For example, in biotechnology, researchers noted the significant Japanese emphasis on industrial-scale bioprocess engineering, which contrasts with a more meager effort in the US. In tribology, researchers also noted the strength of the chemical tribology research in Japan and commented on the effective mix of chemical and mechanical tribology research. This approach contrasts with the emphasis on mechanical tribology in the US.

    The Joint Center for Information Security Technology (JCIST) at Oak Ridge, Tennessee, under an interagency agreement between the Department of State (DOS) and the Department of Energy (DOE), has been tasked with the security certification testing of the Foreign Affairs Information system (FAIS) Early Operational Capability (EOC) software. The basis for this certification is the FAIS (EOC) Security Requirements Allocation (SRA) document. This document defines the security requirements for the FAIS EOC software. Security certification of the FAIS system is the responsibility of the Office of Information Systems Security, Bureau of Diplomatic Security (DS/ST/ISS). The overall FAIS EOC certification will be completed in two general steps. First, a test of a stand-alone FAIS EOC system against the SRA requirements which is currently in progress. Second is a test of all FAIS network system interfaces against the SRA requirements as expanded to adequately address the network security issues. This accumulation of requirements is referred to as the FAIS EOC Network Security Criteria. 5 refs.
