This document will provide a consistent interpretation of the relationships between the TWRS Technical Baseline Database Management software and the present TWRS SE practices. The Database Manager currently utilized is the RDD-1000 System manufactured by the Ascent Logic Corporation. In other documents, the term RDD-1000 may be used interchangeably with TWRS Technical Baseline Database Manager.

    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations

    The Technical Assistance Contractor (TAC) for the Uranium Mill Tailings Remedial Action (UMTRA) Project comprises Jacobs Engineering Group Inc. (JEG) as the prime contractor and three teaming partner subcontractors: Roy F. Weston, Inc. (RFW), AGRA Earth and Environmental, Inc. (AGRA), and Geraghty and Miller, Inc. (G and M). The TAC contract`s scope is to provide technical, analytical, environmental, engineering, design, inspection, and management support services to the US Department of Energy (DOE) for both Surface and Ground Water Projects. The TAC team supports the DOE in completing surface remedial action and initiating ground water remediation work for start-up, characterization, compliance planning, design, construction oversight, and remedial operations. The TAC provides the DOE UMTRA Project Team with a dedicated management, scientific, and technical resource base in Albuquerque, New Mexico, which is supplemented by corporate resources.     Under the Materials-in-Inventory (MIN) initiative, US DOE intends to develop policies to ensure that materials are managed and use efficiently, cost-effectively, and safely throughout DOE. The MIN initiative covers depleted uranium, scrap metals, chemicals, explosives, spent nuclear fuel, lead, alkali metals, etc.; by far the largest component is depleted uranium hexafluoride (DUF6). A technically defensible approach has been developed and is being used to select a long-term management strategy for DOE`s DUF6 inventory. The same approach can be adapted to management of other materials in inventory that have the potential to be reutilized.

    In support of the US Nuclear Regulatory Commission (NRC) Accident Management Research Program, a methodology has been developed for identifying the plant information needs necessary for personnel involved in the management of an accident to diagnose that an accident is in progress, select and implement strategies to prevent or mitigate the accident, and monitor the effectiveness of these strategies. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. The method includes an assessment of the effects of the sequence on the measurement availability including the effects of environmental conditions. The information needs and capabilities identified using this approach are also intended to form the basis for more comprehensive information needs assessment performed during the analyses and development of specific strategies for use in accident management prevention and mitigation. 3 refs., 16 figs., 7 tabs.

    ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    The purpose of this paper is to document a few of the many environmental information systems that currently exist worldwide. The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. Section 2 describes several US Department of Energy (DOE) Environmental Restoration and Waste Management (EM) information systems and databases. Section 3 discusses several US EPA information systems on waste sites and technologies. Section 4 summarizes a few of the European Community environmental information systems, networks, and clearinghouses. And finally, Section 5 provides a brief overview of Geographical Information Systems. Section 6 contains the references, and the Appendices contain supporting information.

    This contract involved a team of companies led by WPI (formerly the Waste Policy Institute). In addition to WPI, the team included four subcontractors--TRW (formerly BDM Federal), SAIC, Energetics, and the University of North Dakota Energy and Environmental Research Center (EERC). The team of companies functioned as a ''seamless team'' assembled to support the Environmental Management Program Focus Areas. Staff resources were applied in the following offices: Richland, Washington, Idaho Falls, Idaho, Morgantown, West Virginia, Grand Forks, North Dakota, Aiken, South Carolina, Gaithersburg, Maryland, and Blacksburg, Virginia. These locations represented a mixture of site support offices at the field focus area locations and central staff to support across the focus areas. The management of this dispersed resource base relied on electronic communication links to allow the team to function as a ''virtual office'' to address tasks with the best qualified staff matched to the task assignments. A variety of tasks were assigned and successfully completed throughout the life of the contract that involved program planning and analysis, program execution, program information management and communication and data transmission.

    This workshop is focused on the benefits of the DOE technical standards program, which is focused toward the preferred use of non-Government standards for DOE activities and the development of DOE technical standards when non-Government standards are not available or are inappropriate. One goal of the program is to replace redundant site-specific standards with more universally accepted documents that have been scrutinized by experts. This replacement is discussed at the workshop along with the problems encountered and solutions found. The workshop provided an opportunity for geographically dispersed people to meet and advance their standards knowledge and efforts to support the program.     Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

    From 1978 to 1981, the Department of Energy (DOE) awarded more than 2200 small grants worth more than $25 million to individuals, organizations and small businesses across the nation for the purposes of researching, developing and demonstrating appropriate technologies. Grants were given in the full range of technology areas, including conservation, solar, biomass, wind, geothermal, and hydro power. The final report from each DOE grantee was reviewed in an effort to extract information about new ideas and proven concepts that could be of value to the public. To manage the growing wealth of information from the grant reports, and to monitor the report review process, the Appropriate Technology Management Information System (ATMIS), a computer data base, was developed. The ATMIS can classify data into numerous categories (technology area, geographic location, project status, etc.). This manual was generated directly from the data base.

    The Council of Energy Resource Tribes (CERT) will facilitate technical expertise and training of Native Americans in renewable energy resource development for electrical generation facilities, and distributed generation options contributing to feasibility studies, strategic planning and visioning. CERT will also provide information to Tribes on energy efficiency and energy management techniques.This project will provide facilitation and coordination of expertise from government agencies and private industries to interact with Native Americans in ways that will result in renewable energy resource development, energy efficiency program development, and electrical generation facilities management by Tribal entities. The intent of this cooperative agreement is to help build capacity within the Tribes to manage these important resources.

    The basic CCSI objective of accelerating technology development and commercial deployment of carbon capture technologies through the extensive use of numerical simulation introduces a degree of unfamiliarity and novelty that potentially increases both of the traditional risk elements. In order to secure investor confidence and successfully accelerate the marketability of carbon capture technologies, it is critical that risk management decision tools be developed in parallel with numerical simulation capabilities and uncertainty quantification efforts.     The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energy’s (DOE’s) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and

    The U.S. Department of Energy Office of Legacy Management (DOE-LM) manages the legacy contamination at the Riverton, WY, Processing Site – a former uranium milling site that operated from 1958 to 1963. The tailings and associated materials were removed in 1988-1989 and contaminants are currently flushing from the groundwater. DOE-LM commissioned an independent technical team to assess the status of the contaminant flushing, identify any issues or opportunities for DOE-LM, and provide key recommendations. The team applied a range of technical frameworks – spatial, temporal, hydrological and geochemical – in performing the evaluation. In each topic area, an in depth evaluation was performed using DOE-LM site data (e.g., chemical measurements in groundwater, surface water and soil, water levels, and historical records) along with information collected during the December 2013 site visit (e.g., plant type survey, geomorphology, and minerals that were observed, collected and evaluated).

    In its role as the Tank Operations Contractor at the U.S. Department of Energy's site in Hanford, WA, Washington River Protection Solutions, LLC is implementing an integrated document control and configuration management system. This system will combine equipment data with technical document data that currently resides in separate disconnected databases. The new system will provide integrated information, enabling users to more readily identify the documents that relate to a structure, system, or component and vice-versa. Additionally, the new system will automate engineering work processes through electronic workflows, and where practical and feasible provide integration with design authoring tools. Implementation of this system will improve configuration management of the technical baseline, increase work process efficiencies, support the efficient design of future large projects, and provide a platform for the efficient future turnover of technical baseline data and information.

    The State of North Carolina has been designated to host the second commercial low level radioactive waste disposal facility for the Southeast Compact. The North Carolina facility is to be operational on January 1, 1993, concurrent with the closing of the present facility in Barnwell, South Carolina. The NC Low Level Radioactive Waste Management Authority and its contractor, Ebasco Services Incorporated, initiated the site selection process in July of 1988. The present schedule calls for the identification of two or more sites for detailed characterization in the latter half of 1989. The site selection process is following two concurrent and parallel paths. The first is the technical site screening process, which is focusing the search for a suitable site by the systematic application of state and federal laws and regulations regarding exclusion and suitability factors. In a parallel effort, the NCLL Radioactive Waste Management Authority has embarked on an extensive public information program. In addition to newsletters, fact sheets, brochures, video tapes, and news releases, a total of six regional meetings and 26 public forums have been held across the state. A total of 4,764 people attended the forums, 1,241 questions were asked, and 243 public statements were made. The combination of a systematic, defensible technical siting process and the concurrent release of information and numerous statewide public meetings and forums is proving to be an effective strategy for the eventual identification of sites that are both technically suitable and publicly acceptable.

    SP-100 is the designation for a nuclear reactor-based power plant being developed for both civil and military missions beginning in the 1990s for such potential space applications as communication satellites, space radar, electric propulsion and space stations. Typically, a system using the SP-100 along with a selected upper stage system would be launched by the National Space Transportation System (NSTS) Space Shuttle System into a near-earth orbit, deployed, and through upper stage propulsion burn(s) be inserted/transferred to its mission orbit. The nature of the advanced design SP-100 payloads using this power plant are physically and functionally compatible with the NSTS and meet the safety requirements thereof. The purpose of this document is to define and present the requirements and interface provisions that, when satisfied, will ensure technical compatibility between SP-100 systems and the NSTS.

    The goals for plutonium management have changed dramatically over the past few years. Today, the challenge is focused on isolating plutonium from the environment and preparing it for permanent disposition. In parallel, the requirements for managing plutonium are rapidly changing. For example, there is a significant increase in public awareness on how facilities operate, increased attention to environmental safety and health (ES and H) concerns, greater interest in minimizing waste, more emphasis on protecting material from theft, providing materials for international inspection, and a resurgence of interest in using plutonium as an energy source. Of highest concern, in the immediate future, is protecting plutonium from theft or diversion, while the national policy on disposition is debated. These expanded requirements are causing a broadening of responsibilities within the Department of Energy (DOE) to include at least seven organizations. An unavoidable consequence is the divergence in approach and short-term goals for managing similar materials within each organization. The technology base does exist, properly, safely, and cost effectively to extract plutonium from excess weapons, residues, waste, and contaminated equipment and facilities, and to properly stabilize it. Extracting the plutonium enables it to be easily inventoried, packaged, and managed to minimize the risk of theft and diversion. Discarding excess plutonium does not sufficiently reduce the risk of diversion, and as a result, long-term containment of plutonium from the environment may not be able to be proven to the satisfaction of the public.
