    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations of hydrogen energy technologies to non-traditional audiences. These activities were also designed to raise the visibility of the DOE Hydrogen Program to new audiences and to help the program continue to advance its mission and vision. We believe that the work conducted under this cooperative agreement was successful at meeting the objectives presented and funded over the period of performance. During Phase 1, SENTECHs activities resulted in the development and distribution of two glossy brochures that target the on-site distributed generation and public transit markets for hydrogen energy technologies; face-to-face industry outreach meetings with various firms with an interest in hydrogen energy, but who may not have made a commitment to be involved; and implementation of two educational forums on hydrogen for students - the future engineers, technicians, and energy consumers. The educational forums were conducted with in-kind cost-shared contributions from NHA and Dr. Robert Reeves, Professor Emeritus, Rensealler During Phase 2, SENTECH activities initially were focused on the development of additional brochures and the development of a series of training modules. This set of information dissemination activities built on the experience demonstrated in our phase one activities, and focused the effort within two critical issue areas facing the development of hydrogen as an energy carrier--effective communications and information dissemination on codes and standards. SENTECH joined with the National Fire Protection Association (NFPA) to scope out the training modules and identified a series of 12 that could be used to train a variety of audiences. The NFPA is an international nonprofit corporation, which has developed a reputation as a worldwide leader in providing fire, electrical, and life safety to the public since 1896. Its membership totals more than 75,000 individuals from around the world and in more than 80 national trade and professional organizations.

    In support of the US Nuclear Regulatory Commission (NRC) Accident Management Research Program, a methodology has been developed for identifying the plant information needs necessary for personnel involved in the management of an accident to diagnose that an accident is in progress, select and implement strategies to prevent or mitigate the accident, and monitor the effectiveness of these strategies. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. The method includes an assessment of the effects of the sequence on the measurement availability including the effects of environmental conditions. The information needs and capabilities identified using this approach are also intended to form the basis for more comprehensive information needs assessment performed during the analyses and development of specific strategies for use in accident management prevention and mitigation. 3 refs., 16 figs., 7 tabs.

    ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    The purpose of this paper is to document a few of the many environmental information systems that currently exist worldwide. The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. Section 2 describes several US Department of Energy (DOE) Environmental Restoration and Waste Management (EM) information systems and databases. Section 3 discusses several US EPA information systems on waste sites and technologies. Section 4 summarizes a few of the European Community environmental information systems, networks, and clearinghouses. And finally, Section 5 provides a brief overview of Geographical Information Systems. Section 6 contains the references, and the Appendices contain supporting information.

    This contract involved a team of companies led by WPI (formerly the Waste Policy Institute). In addition to WPI, the team included four subcontractors--TRW (formerly BDM Federal), SAIC, Energetics, and the University of North Dakota Energy and Environmental Research Center (EERC). The team of companies functioned as a ''seamless team'' assembled to support the Environmental Management Program Focus Areas. Staff resources were applied in the following offices: Richland, Washington, Idaho Falls, Idaho, Morgantown, West Virginia, Grand Forks, North Dakota, Aiken, South Carolina, Gaithersburg, Maryland, and Blacksburg, Virginia. These locations represented a mixture of site support offices at the field focus area locations and central staff to support across the focus areas. The management of this dispersed resource base relied on electronic communication links to allow the team to function as a ''virtual office'' to address tasks with the best qualified staff matched to the task assignments. A variety of tasks were assigned and successfully completed throughout the life of the contract that involved program planning and analysis, program execution, program information management and communication and data transmission.

    Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

CERT will also provide information to Tribes on energy efficiency and energy management techniques.This project will provide facilitation and coordination of expertise from government agencies and private industries to interact with Native Americans in ways that will result in renewable energy resource development, energy efficiency program development, and electrical generation facilities management by Tribal entities. The intent of this cooperative agreement is to help build capacity within the Tribes to manage these important resources.

    The Office of Legacy Management (LM) is an integral part of the U.S. Department of Energy’s (DOE’s) strategy to ensure that legacy liabilities of former nuclear weapons production sites are properly managed following the completion of environmental cleanup activities. LM will work with each site using an integrated team approach to ensure a successful transition. Part of this process will include transition of Government records and information. The Office of Legacy Management Information and Records Management Transition Guidance focuses on LM’s goal to preserve and protect legacy records and information. This guidance document establishes a framework for the transfer of records management responsibilities for sites transferring to LM. It describes the requirements, responsibilities, and procedures for the efficient and cost-effective transfer of custody, ownership, and management of records and other information products from the transfer site to LM. Records management practices are critical to the functions of Federal agencies because records provide information about, or evidence of, the organization, functions, policies, decisions, procedures, operations, or other activities. Therefore, the information generated by an agency is created, maintained, and dispositioned through records management processes that ensure the appropriate preservation and retrieval of essential information. Because of their intrinsic value, best practices to preserve information and records should be utilized when records are transferred from one organization to another. As the transfer program completes cleanup activities at closure sites, a transitional process will facilitate the transparent shift in the management of site records activities to LM. The roles and responsibilities of the transfer site and/or program and LM described in this document are a necessary foundation for cooperation and coordination and are essential to the successful transition of records and information responsibilities. The DOE Office of the Chief Information Officer (OCIO) has a central role in DOE records management by providing guidance, expertise, and coordination to all DOE offices and organizations and coordination with the National Archives and Records Administration (NARA). LM and the transfer site will complete an integrated transition plan which will integrate all transition elements including information and records. As part of the overall transition plan, an Information and Records Transition Plan will be developed consistent with the integrated transition plan for the site transfer and included as an attachment. The Information and Records Management Transition Plan will be developed to assist both organizations in organizing the tasks; establishing a timetable and milestones for their completion; and identifying manpower, funding and other resources that will be needed to complete the ownership transfer. In addition, the plan will provide a valuable exchange of institutional knowledge that will assist LM in meeting the obligations of responsibly managing legacy records. Guidance for the development of the plan is included in this document. Records management concerns that may arise during site closure, such as management support, contract language and agreements, interactions with the OCIO and NARA, resource and budget considerations, and procedures to safeguard records are addressed. Guidelines and criteria for records management transition activities are also provided. These include LM expectations for the inventory, scheduling, and disposition of records; the management and transfer of electronic files, including databases and software; records finding aids, indices, and recordkeeping systems; and the process for the transfer of hard copy and electronic records to LM.

    The U.S. Department of Energy Office of Legacy Management (DOE-LM) manages the legacy contamination at the Riverton, WY, Processing Site – a former uranium milling site that operated from 1958 to 1963. The tailings and associated materials were removed in 1988-1989 and contaminants are currently flushing from the groundwater. DOE-LM commissioned an independent technical team to assess the status of the contaminant flushing, identify any issues or opportunities for DOE-LM, and provide key recommendations. The team applied a range of technical frameworks – spatial, temporal, hydrological and geochemical – in performing the evaluation. In each topic area, an in depth evaluation was performed using DOE-LM site data (e.g., chemical measurements in groundwater, surface water and soil, water levels, and historical records) along with information collected during the December 2013 site visit (e.g., plant type survey, geomorphology, and minerals that were observed, collected and evaluated).

A process description is provided that minimizes maintenance and downtime and includes material and energy balances, equipment sizes and arrangement, startup/operation/maintence/shutdown cycle descriptions, and basis for scale-up to a 200 metric ton/day production facility. Operational requirements are provided including utilities, feeds, labor, and maintenance. Equipment reliability estimates and maintenance requirements are provided which includes a list of failure modes, responses, and consequences.

This system will combine equipment data with technical document data that currently resides in separate disconnected databases. The new system will provide integrated information, enabling users to more readily identify the documents that relate to a structure, system, or component and vice-versa. Additionally, the new system will automate engineering work processes through electronic workflows, and where practical and feasible provide integration with design authoring tools. Implementation of this system will improve configuration management of the technical baseline, increase work process efficiencies, support the efficient design of future large projects, and provide a platform for the efficient future turnover of technical baseline data and information.

    The Waste Information Management System (WIMS) -2012 was updated to support the Department of Energy (DOE) accelerated cleanup program. The schedule compression required close coordination and a comprehensive review and prioritization of the barriers that impeded treatment and disposition of the waste streams at each site. Many issues related to waste treatment and disposal were potential critical path issues under the accelerated schedule. In order to facilitate accelerated cleanup initiatives, waste managers at DOE field sites and at DOE Headquarters in Washington, D.C., needed timely waste forecast and transportation information regarding the volumes and types of radioactive waste that would be generated by DOE sites over the next 40 years. Each local DOE site historically collected, organized, and displayed waste forecast information in separate and unique systems. In order for interested parties to understand and view the complete DOE complex-wide picture, the radioactive waste and shipment information of each DOE site needed to be entered into a common application. The WIMS application was therefore created to serve as a common application to improve stakeholder comprehension and improve DOE radioactive waste treatment and disposal planning and scheduling. WIMS allows identification of total forecasted waste volumes, material classes, disposition sites, choke points, technological or regulatory barriers to treatment and disposal, along with forecasted waste transportation information by rail, truck and inter-modal shipments. The Applied Research Center (ARC) at Florida International University (FIU) in Miami, Florida, developed and deployed the web-based forecast and transportation system and is responsible for updating the radioactive waste forecast and transportation data on a regular basis to ensure the long-term viability and value of this system. WIMS continues to successfully accomplish the goals and objectives set forth by DOE for this project. It has replaced the historic process of each DOE site gathering, organizing, and reporting their waste forecast information utilizing different databases and display technologies. In addition, WIMS meets DOE's objective to have the complex-wide waste forecast and transportation information available to all stakeholders and the public in one easy-to-navigate system. The enhancements to WIMS made since its initial deployment include the addition of new DOE sites and facilities, an updated waste and transportation information, and the ability to easily display and print customized waste forecast, the disposition maps, GIS maps and transportation information. The system also allows users to customize and generate reports over the web. These reports can be exported to various formats, such as Adobe{sup R} PDF, Microsoft Excel{sup R}, and Microsoft Word{sup R} and downloaded to the user's computer. Future enhancements will include database/application migration to the next level. A new data import interface will be developed to integrate 2012-13 forecast waste streams. In addition, the application is updated on a continuous basis based on DOE feedback. (authors)

    To meet the demands of commercial data traffic on the information highway, a new look at managing data is necessary. One projected activity, sharing of point-of-sale information, is being considered in the Demand Activated Manufacturing Project of the American Textile Partnership project. A scenario is examined in which 100,000 retail outlets communicate over a period of days. They provide the latest estimate of demand for sewn products across a chain of 26,000 suppliers through the use of bill-of-materials explosions at four levels of detail. A new paradign the information flow manager, is developed to handle this situation, including the case where members of the supply chain fail to communicate and go out of business. Techniques for approximation are introduced to keep estimates of demand as current as possible.

    This handbook will assist state regulatory authorities and electric utilities in complying with the Load Management Standard of the Public Utility Regulatory Policies Act of 1978. The handbook has two major sections. The first discusses load-management techniques in terms of equipment, customer applications, combinations of techniques, etc. Key steps for evaluating the costs and benefits of load management options also are presented. These steps are intended to sequentially eliminate ineffective load-management options as the cost-benefit calculation becomes more detailed. The second section includes up-to-date information on available load-management technologies, models for utility costing, load-management data transfer, prescreening of load-management options, and the load-management literature.

    This strategic plan addresses information management for the Environmental Restoration (ER) Program at the Hanford Site. This Program leads the cleanup of the Hanford Site`s soil, groundwater, buried waste, and the decontamination and decommissioning of facilities. The vision that drives this strategic plan is to ensure that quality information is available to the people who need it, when they need it, at a convenient location, in a usable form, and at an acceptable cost. Although investments are being made in managing the vast amounts of information, which include data, records and documents associated with the Hanford Site`s production history and new cleanup mission, it is widely recognized that efforts to date have not accomplished the vision. Effective information management involves more than the compilation of massive amounts of electronic and non-electronic information. It also involves integrating information management into business processes that support user`s needs and decisionmaking. Only then can information management complement and enable environmental restoration priorities and practices, help identify environmental restoration requirements, and enable communication within the Environmental Restoration Program and between the Program and its stakeholders. Successfully accomplishing the Hanford Site mission requires an integrated approach to information management that crosses organizational boundaries, streamlines existing systems, and builds new systems that support the needs of the future. This plan outlines that approach.

    This document presents the technical site information for the Superconducting Super Collider project. The Ellis County, Texas site was selected by the Department of Energy in 1989. After assembling the initial staff at temporary facilities in Dallas, the SSC Laboratory began site-specific design work. The resulting design for the SSC accelerators, experimental areas, and laboratory facilities were described in the Site-Specific Conceptual Design Report of July 1990. Since then, design specifications for the technical components and conventional facilities have been formulated. In fact, a very significant amount of surface and underground construction has been initiated and many buildings have been completed. Testing of prototypes for most technical components is advanced. The construction phase of the SSC project is approximately 20% complete. At this time, it is appropriate to capture the conventional design work which has taken place since 1990. This documents records regional and physical information used in site studies, summarizes the site studies for conventional facilities, and presents site layouts for buildings and utilities as they would have been at the end of the construction project. As such, this documents summarizes and complements the work of many groups in the SSC laboratory, the Texas National Research Laboratory Commission (TNRLC), and several subcontractors to the SSC project. The document contains extensive references to their work contained in other drafts and final reports. In particular, it borrows heavily from the Site Development Plan (released in draft form in January, 1992) which has, to date, guided aspects of site development.

  2. ENHANCING RESERVOIR MANAGEMENT IN THE APPALACHIAN BASIN BY IDENTIFYING TECHNICAL BARRIER AND PREFERRED PRACTICES

    The Preferred Upstream Management Practices (PUMP) project, a two-year study sponsored by the United States Department of Energy (USDOE), had three primary objectives: (1) the identification of problems, problematic issues, potential solutions and preferred practices related to oil production; (2) the creation of an Appalachian Regional Council to oversee and continue this investigation beyond the end of the project; and (3) the dissemination of investigative results to the widest possible audience, primarily by means of an interactive website. Investigation and identification of oil production problems and preferred management practices began with a Problem Identification Workshop in January of 2002. Three general issues were selected by participants for discussion: Data Management; Reservoir Engineering; and Drilling Practices. At the same meeting, the concept of the creation of an oversight organization to evaluate and disseminated preferred management practices (PMP's) after the end of the project was put forth and volunteers were solicited. In-depth interviews were arranged with oil producers to gain more insight into problems and potential solutions. Project members encountered considerable reticence on the part of interviewees when it came to revealing company-specific production problems or company-specific solutions. This was the case even though interviewees were assured that all responses would be held in confidence. Nevertheless, the following production issues were identified and ranked in order of decreasing importance: Water production including brine disposal; Management of production and business data; Oil field power costs; Paraffin accumulation; Production practices including cementing. An number of secondary issues were also noted: Problems associated with Enhanced Oil Recovery (EOR) and Waterflooding; Reservoir characterization; Employee availability, training, and safety; and Sale and Purchase problems. One item was mentioned both in interviews and in the Workshop, as, perhaps, the key issue related to oil production in the Appalachian region - the price of a barrel of oil. Project members sought solutions to production problems from a number of sources. In general, the Petroleum Technology Transfer Council (PTTC) website, both regional and national, proved to be a fertile source of information. Technical issues included water production, paraffin accumulation, production practices, EOR and waterflooding were addressed in a number of SPE papers. Articles on reservoir characterization were found in both the AAPG Bulletin and in SPE papers. Project members extracted topical and keyword information from pertinent articles and websites and combined them in a database that was placed on the PUMP website. Because of difficulties finding potential members with the qualifications, interests, and flexibility of schedule to allow a long-term commitment, it was decided to implement the PMP Regional Council as a subcommittee of the Producer Advisory Group (PAG) sponsored by Appalachian Region PTTC. The advantages of this decision are that the PAG is in already in existence as a volunteer group interested in problem identification and implementation of solutions and that PAG members are unpaid, so no outside funds will be required to sustain the group. The PUMP website became active in October of 2002. The site is designed to evolve; as new information becomes available, it can be readily added to the site or the site can be modified to accommodate it. The site is interactive allowing users to search within the PUMP site, within the Appalachian Region PTTC site, or within the whole internet through the input of user-supplied key words for information on oil production problems and solutions. Since its inception in the Fall of 2002, the PUMP site has experienced a growing number of users of increasingly diverse nature and from an increasing geographic area. This indicates that the site is reaching its target audience in the Appalachian region and beyond. Following up on a commitment to technology transfer, a total of eight focused-technology workshops were sponsored by the Appalachian Region PTTC center at the request of the PUMP project. Five Welltender Operations and Safety seminars were held in Kentucky, West Virginia, Ohio, and Pennsylvania. A two-day Applied Reservoir Characterization seminar and a one-day course on Paraffin, Asphaltene, and Scale problems were held in Pennsylvania. A one-day workshop on Produced Water was held in OH. In addition to workshops and the PUMP website, the project also generated several topical reports available to the public through the website and through USDOE.

The meeting consisted of an introductory plenary session, followed by two concurrent overview sessions and then six concurrent technical sessions.     Federal agencies, states and resource managers have control and stewardship responsibility over a significant inventory of natural resources. A number of federal regulations require the review, protection and preservation of natural resource protection. Examples of such actions include the reauthorization of the Clean Water Act and the modification of the National Contingency Plan to incorporate the requirements of the Oil Pollution Act of 1990. To successfully preserve conserve and restore natural resources on federal reservations, and state and private lands, and to comply with Federal regulations designed to protect natural resources located on their sites, and the type of information on these resources required by environmental regulations. This paper presents an approach using a computerized, graphical information management system to catalogue and track data for the management of natural resources under Federal and state regulations, and for promoting resource conservation, preservation and restoration. The system is designed for use by Federal facility resource managers both for the day-to-day management of resources under their control, and for the longer-term management of larger initiatives, including restoration of significant or endangered resources, participation in regional stewardship efforts, and general ecosystem management. The system will be valuable for conducting natural resource baseline inventories an implementing resource management plans on lands other than those controlled by the Federal government as well. The system can provide a method for coordinating the type of natural resource information required by major federal environmental regulations--thereby providing a cost-effective means for managing natural resource information.

    Energy Information Systems (EIS) for buildings are becoming widespread in the U.S., with more companies offering EIS products every year. As a result, customers are often overwhelmed by the quickly expanding portfolio of EIS feature and application options, which have not been clearly identified for consumers. The object of this report is to provide a technical overview of currently available EIS products. In particular, this report focuses on web-based EIS products for large commercial buildings, which allow data access and control capabilities over the Internet. EIS products combine software, data acquisition hardware, and communication systems to collect, analyze and display building information to aid commercial building energy managers, facility managers, financial managers and electric utilities in reducing energy use and costs in buildings. Data types commonly processed by EIS include energy consumption data; building characteristics; building system data, such as heating, ventilation, and air-conditioning (HVAC) and lighting data; weather data; energy price signals; and energy demand-response event information. This project involved an extensive review of research and trade literature to understand the motivation for EIS technology development. This study also gathered information on currently commercialized EIS. This review is not an exhaustive analysis of all EIS products; rather, it is a technical framework and review of current products on the market. This report summarizes key features available in today's EIS, along with a categorization framework to understand the relationship between EIS, Energy Management and Control Systems (EMCSs), and similar technologies. Four EIS types are described: Basic Energy Information Systems (Basic-EIS); Demand Response Systems (DRS); Enterprise Energy Management (EEM); and Web-based Energy Management and Control Systems (Web-EMCS). Within the context of these four categories, the following characteristics of EIS are discussed: Metering and Connectivity; Visualization and Analysis Features; Demand Response Features; and Remote Control Features. This report also describes the following technologies and the potential benefits of incorporating them into future EIS products: Benchmarking; Load Shape Analysis; Fault Detection and Diagnostics; and Savings Analysis.

    The proper application of the nuclear techniques and technologies in Romania started in 1957, once with the commissioning of the Research Reactor VVR-S from IFIN-HH-Magurele. During the last 45 years, appear thousands of nuclear application units with extremely diverse profiles (research, biology, medicine, education, agriculture, transport, all types of industry) which used different nuclear facilities containing radioactive sources and generating a great variety of radioactive waste during the decommissioning after the operation lifetime is accomplished. A new aspect appears by the planning of VVR-S Research Reactor decommissioning which will be a new source of radioactive waste generated by decontamination, disassembling and demolition activities. By construction and exploitation of the Radioactive Waste Treatment Plant (STDR)--Magurele and the National Repository for Low and Intermediate Radioactive Waste (DNDR)--Baita, Bihor county, in Romania was solved the management of radioactive wastes arising from operation and decommissioning of small nuclear facilities, being assured the protection of the people and environment. The present paper makes a review of the present technical status of the Romanian waste management facilities, especially raising on treatment capabilities of ''problem'' wastes such as Ra-266, Pu-238, Am-241 Co-60, Co-57, Sr-90, Cs-137 sealed sources from industrial, research and medical applications. Also, contain a preliminary estimation of quantities and types of wastes, which would result during the decommissioning project of the VVR-S Research Reactor from IFIN-HH giving attention to some special category of wastes like aluminum, graphite and equipment, components and structures that became radioactive through neutron activation. After analyzing the technical and scientific potential of STDR and DNDR to handle big amounts of wastes resulting from the decommissioning of VVR-S Research Reactor and small nuclear facilities, the necessity of up-gradation of these nuclear objectives before starting the decommissioning plan is revealed. A short presentation of the up-grading needs is also presented.

    Sandia National Laboratories was tasked with developing the Defense Nuclear Material Stewardship Integrated Inventory Information Management System (IIIMS) with the sponsorship of NA-125.3 and the concurrence of DOE/NNSA field and area offices. The purpose of IIIMS was to modernize nuclear materials management information systems at the enterprise level. Projects over the course of several years attempted to spearhead this modernization. The scope of IIIMS was broken into broad enterprise-oriented materials management and materials forecasting. The IIIMS prototype was developed to allow multiple participating user groups to explore nuclear material requirements and needs in detail. The purpose of material forecasting was to determine nuclear material availability over a 10 to 15 year period in light of the dynamic nature of nuclear materials management. Formal DOE Directives (requirements) were needed to direct IIIMS efforts but were never issued and the project has been halted. When restarted, duplicating or re-engineering the activities from 1999 to 2003 is unnecessary, and in fact future initiatives can build on previous work. IIIMS requirements should be structured to provide high confidence that discrepancies are detected, and classified information is not divulged. Enterprise-wide materials management systems maintained by the military can be used as overall models to base IIIMS implementation concepts upon.

    Commercial buildings account for over $85 billion per year in energy costs, which is far more energy than technically necessary. One of the primary reasons buildings do not perform as well as intended is that critical information is lost, through ineffective documentation and communication, leading to building systems that are often improperly installed and operated. A life-cycle perspective on the management of building information provides a framework for improving commercial building energy performance. This paper describes a project to develop strategies and techniques to provide decision-makers with information needed to assure the desired building performance across the complete life cycle of a building project. A key element in this effort is the development of explicit performance metrics that quantitatively represent performance objectives of interest to various building stakeholders. The paper begins with a discussion of key problems identified in current building industry practice, and ongoing work to address these problems. The paper then focuses on the concept of performance metrics and their use in improving building performance during design, commissioning, and on-going operations. The design of a Building Life-cycle Information System (BLISS) is presented. BLISS is intended to provide an information infrastructure capable of integrating a variety of building information technologies that support performance assurance. The use of performance metrics in case study building projects is explored to illustrate current best practice. The application of integrated information technology for improving current practice is discussed.

The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    Federal agencies are under pressure to do more with less--to improve the services they provide to the public, with greater accountability for achieving results, more quickly and at lower cost. In a 1994 study of leading organizations, the General Accounting Office (GAO) identified 11 strategic information management (SIM) practices, which became the foundation of the Clinger-Cohen Act of 1996. In 1997, the Federal Chief Information Officers (CIO) Council and the Industry Advisory Council prepared 20 case studies demonstrating the use of information technology to achieve a positive return on investment within the federal government. Focusing on these 20 case studies, this research first looked for evidence that supported or refuted each of GAO's SIM practices. Second, the research looked for best practices that may be unique to a federal environment. Third, the study identified other best practices.

    The INL has carried out a demonstration of the RISMC approach for the purpose of configuration risk management. We have shown how improved accuracy and realism can be achieved by simulating changes in risk as a function of different configurations in order to determine safety margins as the plant is modified. We described the various technical issues that play a role in these configuration-based calculations with the intent that future applications can take advantage of the analysis benefits while avoiding some of the technical pitfalls that are found for these types of calculations. Specific recommendations have been provided on a variety of topics aimed at improving the safety margin analysis and strengthening the technical basis behind the analysis process.

    The U.S. Department of Energy (DOE) is currently evaluating the water management procedures at the Separations Process Research Unit (SPRU). The facility has three issues related to water management that require technical assistance: (1) due to a excessive rainfall event in October, 2010, contaminated water collected in basements of G2 and H2 buildings. As a result of this event, the contractor has had to collect and dispose of water offsite; (2) The failure of a sump pump at a KAPL outfall resulted in a Notice of Violation issued by the New York State Department of Environment and Conservation (NYSDEC) and subsequent Consent Order. On-site water now requires treatment and off-site disposition; and (3) stormwater infiltration has resulted in Strontium-90 levels discharged to the storm drains that exceed NR standards. The contractor has indicated that water management at SPRU requires major staff resources (at least 50 persons). The purpose of this review is to determine if the contractor's technical approach warrants the large number of staff resources and to ensure that the technical approach is compliant and in accordance with federal, state and NR requirements.

    In an effort to locate potential law enforcement-related standards that support incident management, a team from the Pacific Northwest National Laboratory (PNNL) contacted representatives from the National Institute of Standards-Office of Law Enforcement Standards (NIST-OLES), National Institute of Justice (NIJ), Federal Bureau of Investigation (FBI), Secret Service, ASTM International committees that have a law enforcement focus, and a variety of individuals from local and regional law enforcement organizations. Discussions were held with various state and local law enforcement organizations. The NIJ has published several specific equipment-related law enforcement standards that were included in the review, but it appears that law enforcement program and process-type standards are developed principally by organizations that operate at the state and local level. Input is provided from state regulations and codes and from external non-government organizations (NGOs) that provide national standards. The standards that are adopted from external organizations or developed independently by state authorities are available for use by local law enforcement agencies on a voluntary basis. The extent to which they are used depends on the respective jurisdictions involved. In some instances, use of state and local disseminated standards is mandatory, but in most cases, use is voluntary. Usually, the extent to which these standards are used appears to depend on whether or not jurisdictions receive certification from a “governing” entity due to their use and compliance with the standards. In some cases, these certification-based standards are used in principal but without certification or other compliance monitoring. In general, these standards appear to be routinely used for qualification, selection for employment, and training. In these standards, the term “Peace Officer” is frequently used to refer to law enforcement personnel.     The Department of Energy (DOE) is constructing the Waste Treatment and Immobilization Plant (WTP) at the Hanford site in Washington to treat and immobilize approximately 114 million gallons of high level radioactive waste (after all retrievals are accomplished). In order for the WTP to be designed and operated successfully, close coordination between the WTP engineering, procurement, and construction contractor, Bechtel National, Inc. and the tank farms operating contractor (TOC), Washington River Protection Solutions, LLC, is necessary. To develop optimal solutions for DOE and for the treatment of the waste, it is important to deal with the fact that two different prime contractors, with somewhat differing contracts, are tasked with retrieving and delivering the waste and for treating and immobilizing that waste. The WTP and the TOC have over the years cooperated to manage the technical interface. To manage what is becoming a much more complicated interface as the WTP design progresses and new technical issues have been identified, an organizational change was made by WTP and TOC in November of 2011. This organizational change created a co-located integrated project team (IPT) to deal with mutual and interface issues. The Technical Organization within the One System IPT includes employees from both TOC and WTP. This team has worked on a variety of technical issues of mutual interest and concern. Technical issues currently being addressed include: - The waste acceptance criteria; - Waste feed delivery and the associated data quality objectives (DQO); - Evaluation of the effects of performing a riser cut on a single shell tank on WTP operations; - The disposition of secondary waste from both TOC and WTP; - The close coordination of the TOC double shell tank mixing and sampling program and the Large Scale Integrated Test (LSIT) program for pulse jet mixers at WTP along with the associated responses to the Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 2010-2; - Development of a set of alternatives to the current baseline that involve aspects of direct feed, feed conditioning, and design changes. The One System Technical Organization has served WTP, TOC, and DOE well in managing and resolving issues at the interface. This paper describes the organizational structure used to improve the interface and several examples of technical interface issues that have been successfully addressed by the new organization.     To support the missions of the US Department of Energy (DOE) Special Technologies Program, Argonne National Laboratory is defining the requirements for an automated software system that will search electronic databases on technology. This report examines the work done and results to date. Argonne studied existing commercial and government sources of technology databases in five general areas: on-line services, patent database sources, government sources, aerospace technology sources, and general technology sources. First, it conducted a preliminary investigation of these sources to obtain information on the content, cost, frequency of updates, and other aspects of their databases. The Laboratory then performed detailed examinations of at least one source in each area. On this basis, Argonne recommended which databases should be incorporated in DOE`s Technology Information Management System.

A systematic approach to characterization of safety margins and the subsequent margin management options represents a vital input to the licensee and regulatory analysis and decision making that will be involved. In addition, as research and development in the LWR Sustainability (LWRS) Program and other collaborative efforts yield new data, sensors, and improved scientific understanding of physical processes that govern the aging and degradation of plant SSCs needs and opportunities to better optimize plant safety and performance will become known. To support decision making related to economics, readability, and safety, the Risk Informed Safety Margin Characterization (RISMC) Pathway provides methods and tools that enable mitigation options known as risk informed margins management (RIMM) strategies.

    It is estimated that over 3700 hazardous waste sites are under the jurisdiction of the Department of Energy (DOE). These sites were primarily generated from 45 years worth of environmental pollution from the design and manufacture of nuclear materials and weapons, and contain numerous types of wastes including: (1) volatile, low-volatile and nonvolatile organics, (2) radionuclides (e.g., uranium, plutonium and cesium), (3) nonradioactive heavy metals (e.g., chromium, nickel, and lead), and (4) toxic chemicals. These contaminants affect several media including soils (saturated and unsaturated), groundwater, vegetation, and air. Numerous and diverse DOE hazardous waste sites can be enumerated from soils contaminated by organics such as trichloroethylene (TCE) and perchloroethylene (PCE) at the Savannah River site to biota and vegetation contaminated by radionuclides such as radiocesium and radiostrontium at the Oak Ridge site. Over the next 30 years, the Department of Energy (DOE) is committed to bringing all its facilities into compliance with applicable Federal, State, and local environmental laws and regulations. This clean-up task is quite complex involving numerous sites containing various radioactive, organic and inorganic contaminants. To perform this clean-up effort in the most efficient manner at each site will require that DOE managers have access to all available information on pertinent technologies; i.e., to aid in maximum technology transfer. The purpose of this effort is to systematically develop a databast of those currently available and emerging clean-up technologies.

Efforts aimed at evaluating and advancing technologies to support U.S. high-level waste (HLW) vitrification initiatives are being conducted in collaboration with Russian researchers. Work at Khlopin Radium Institute (KRI) is targeted at improving the throughput of current vitrification processes by increasing melting rate. These efforts are specifically targeted at challenging waste types identified at the Savannah River Site (SRS) and Hanford Site. The objectives of current efforts at SIA Radon are to gain insight into vitrification process limits for the cold crucible induction melter (CCIM) technology. Previous demonstration testing has shown that the CCIM offers the potential for dramatic increases in waste loading and waste throughput. However, little information is known regarding operational limits that could affect long-term, efficient CCIM operations. Collaborative work with the Russian Electrotechnical University (ETU) LETI is aimed at advancing CCIM process monitoring, process control and design. The goal is to further mature the CCIM technology and to establish it as a viable HLW vitrification technology. The greater than two year effort conducted with the International Radioecology Laboratory in the Ukraine recently completed. The objectives of this study were: to assess the long-term impacts to the environment from radiation exposure in the Chernobyl Exclusion Zone (ChEZ); and to provide information on remediation guidelines and ecological risk assessment within radioactively contaminated territories around the Chernobyl Nuclear Power Plant (ChNPP) based on the results of long-term field monitoring, analytical measurements, and numerical modeling of soils and groundwater radioactive contamination.
