In about 1990, the Nuclear Management and Resources Council (NUMARC) submitted for NRC review ten industry reports (IRs) addressing aging issues associated with specific structures and components of nuclear power plants ad one IR addressing the screening methodology for integrated plant assessment. The NRC staff had been reviewing the ten NUMARC IRs; their comments on each IR and NUMARC responses to the comments have been compiled as public documents. This report provides a brief summary of the technical information and NUMARC/NRC agreements from the ten IRs, except for the Cable License Renewal IR. The technical information and agreements documented herein represent the status of the NRC staffs review when the NRC staff and industry resources were redirected to address rule implementation issues. The NRC staff plans to incorporate appropriate technical information and agreements into the draft standard review plan for license renewal.

The Training Management Information System (TMIS) is an integrated information system for all training related activities. TMIS is at the leading edge of training information systems used in the nuclear industry. The database contains all the necessary records to confirm the department's adherence to accreditation criteria and houses all test questions, student records and information needed to evaluate the training process. The key to the TMIS system is that the impact of any change (i.e., procedure change, new equipment, safety incident in the commercial nuclear industry, etc.) can be tracked throughout the training process. This ensures the best training can be performed that meets the needs of the employees. TMIS is comprised of six functional areas: Job and Task Analysis, Training Materials Design and Development, Exam Management, Student Records/Scheduling, Evaluation, and Commitment Tracking. The system consists of a VAX 6320 Cluster with IBM and MacIntosh computers tied into an ethernet with the VAX. Other peripherals are also tied into the system: Exam Generation Stations to include mark sense readers for test grading, Production PC's for Desk-Top Publishing of Training Material, and PC Image Workstations. 5 figs.

''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

Survey Background and Technical Information Survey Background and Technical Information Survey Background and Technical Information Survey Background The commercial sector encompasses a vast range of building types- service businesses, such as retail and wholesale stores, hotels and motels, restaurants, and hospitals, as well as certain buildings that would not be considered "commercial" in a traditional economic sense, such as public and private schools, correctional institutions, and religious and fraternal organizations. Excluded from the sector are the goods-producing industries: manufacturing, agriculture, mining, forestry and fisheries, and construction. Nearly all energy use in the commercial sector takes place in, or is associated with, the buildings that house these commercial activities. Analysis of the structures, activities, and equipment associated with different types of buildings is the clearest way to evaluate commercial sector energy use. The Commercial Buildings Energy Consumption Survey (CBECS) is a national-level sample survey of commercial buildings and their energy suppliers conducted quadrennially (previously triennially) by the Energy Information Administration (EIA). The 2003 CBECS was the eighth survey in the series begun in 1979. From 1979 to 1986, the survey was known as the Nonresidential Buildings Energy Consumption Survey, or NBECS.

The purpose of this paper is to document a few of the many environmental information systems that currently exist worldwide. The paper is not meant to be a comprehensive list; merely a discussion of a few of the more technical environmental database systems that are available. Regulatory databases such as US Environmental Protection Agency`s (EPA`s) RODS (Records of Decision System) database [EPA, 1993] and cost databases such as EPA`s CORA (Cost of Remedial Action) database [EPA, 1993] are not included in this paper. Section 2 describes several US Department of Energy (DOE) Environmental Restoration and Waste Management (EM) information systems and databases. The team of companies functioned as a ''seamless team'' assembled to support the Environmental Management Program Focus Areas. Staff resources were applied in the following offices: Richland, Washington, Idaho Falls, Idaho, Morgantown, West Virginia, Grand Forks, North Dakota, Aiken, South Carolina, Gaithersburg, Maryland, and Blacksburg, Virginia. These locations represented a mixture of site support offices at the field focus area locations and central staff to support across the focus areas. The management of this dispersed resource base relied on electronic communication links to allow the team to function as a ''virtual office'' to address tasks with the best qualified staff matched to the task assignments. This workshop is focused on the benefits of the DOE technical standards program, which is focused toward the preferred use of non-Government standards for DOE activities and the development of DOE technical standards when non-Government standards are not available or are inappropriate. One goal of the program is to replace redundant site-specific standards with more universally accepted documents that have been scrutinized by experts. This replacement is discussed at the workshop along with the problems encountered and solutions found. The workshop provided an opportunity for geographically dispersed people to meet and advance their standards knowledge and efforts to support the program. Safety issues have been the driving force behind the program to date. Several companies offer products and services that support the development, processing, and retrieval of standards. This document mostly comprise vugraphs.

The Council of Energy Resource Tribes (CERT) will facilitate technical expertise and training of Native Americans in renewable energy resource development for electrical generation facilities, and distributed generation options contributing to feasibility studies, strategic planning and visioning. CERT will also provide information to Tribes on energy efficiency and energy management techniques.This project will provide facilitation and coordination of expertise from government agencies and private industries to interact with Native Americans in ways that will result in renewable energy resource development, energy efficiency program development, and electrical generation facilities management by Tribal entities. The intent of this cooperative agreement is to help build capacity within the Tribes to manage these important resources.

All information forwarded to the Office of Scientific and Technical Information (OSTI) for release (e.g., public, UCNI, Export Control) is included in the database. The database contains client and programmatic information for all STI generated by PNL. This electronic format is currently one of the most comprehensive resources for PNL authored and co-authored documents on the Hanford Site.

Environmental restoration and remediation technical data management plan

The tasks performed in the Remedial Investigation/Feasibility Study (RI/FS) work plan for each Hanford Site operable unit must meet the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) and the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement, Ecology et. al 1992). An extensive amount of data will be generated in the evaluation and remediation of hazardous waste sites at the Site. The data must be of sufficient quality, as they will be used to evaluate the need, select the method(s), and support the full remediation of the waste sites as stipulated in the Tri-Party Agreement. In particular, a data management plan (DMP) is to be included in an RI/FS work plan for managing the technical data obtained during the characterization of an operable unit, as well as other data related to the study of the operable unit. Resource Conservation and Recovery Act of 1976 (RCRA) sites are involved in the operable unit. Thus, the data management activities for the operable unit should be applied consistently to RCRA sites in the operable unit as well. This DMP provides common direction for managing-the environmental technical data of all defined operable units at the Hanford Site during the RI/FS activities. Details specific to an operable unit will be included in the actual work plan of that operable unit.

To start from the beginning, a DOE Small Business Innovation Research project funded a Phase II application for WebLib to develop a novel search technology called semantic search. Semantic search uses semantic knowledge of concepts and their relationships to produce relevant results, even when those results do not contain the user's original query terms.
