    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors. The operations of WAPTAC are separated into six distinct areas: (1) Orientation for New WAP State Directors and Staff; (2) Pollution Occurrence Insurance Project; (3) Public Information Campaign; (4) State Management Training Project; (5) System for Integrating and Reviewing Technologies and Techniques; and (6) WAPTAC Services.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    Following decades of success in solar energy projects, the Missouri Legislature designated Crowder College in 1992 as the State's renewable energy education center. The resulting Missouri Alternative and Renewable Energy Technology (MARET) Center is recognized internationally for its contributions to the energy field. The mission of the MARET Center is to expand renewable energy throughout the region with education, applied research, and economic development. Educational programs include certification and transfer degrees encompassing green construction, solar thermal energy, solar electricity, and wind. The MARET Center also assists in new product development and other business support services in renewable energy. The Missouri Alternative and Renewable Energy Technology (MARET) Center at Crowder College hopes to eventually develop a 27,500 ft2 facility as a living laboratory to support solar and other renewable and sustainable energy development through professional degrees, new product development and commercialization, renewable energy business incubation, and consumer education. The primary objective of the current project was to complete Stage One of this building, with solar, wind, and geothermal technologies installed to power its 9,216 ft2 office, classroom, and research spaces. This MARET Center includes a modular roof structure that permits both solar module mounting and daylighting, PV/thermal hybrid modules pioneered in Crowder Solar Decathlon homes, modular electrical management subsystems; and modular delivery systems for heating and cooling the structure. The MARET Facility will operate as a Net Positive energy building, consistently producing surplus energy for distributed generation on the utility grid. The modular design of the energy systems within the building is to serve as a scalable and repeatable model for a wide variety of building applications and climate zones. As a living laboratory of renewable energy, exploring and validating new applications of solar and other renewable technologies, the MARET Facility will house a wide variety of programs which will advance implementation of renewable energy throughout the region. These program goals include; Curriculum in renewable energy for pre-engineering transfer programs; Certification and degree programs for technical degrees for Energy Efficiency, Wind, Photovoltaic and Solar Thermal professionals; Short courses and workshops for building management and design professionals; Public education and demonstration projects in renewable energy through conferences and K-12 educational outreach; Technical degree offering in building construction incorporating best practices for energy efficiency and renewables; and Business incubators for new renewable energy businesses and new product development The new MARET facility will support the mission of the US Department of Energy (DOE) Solar Program, to improve Americas security, environmental quality, and economic prosperity through public-private partnerships that bring reliable and affordable solar energy technologies to the marketplace, through a variety of educational and business assistance programs. Further, technical innovations planned for the MARET facility and its applied research activities will advance the Solar Program strategic goals to reduce the cost of solar energy to the point it becomes competitive in relevant energy markets (e.g., buildings, power plants) and for solar technology to enable a sustainable solar industry. Overarching Goals relative to program needs, future expansion, flexibility, quality of materials, and construction and operational costs:; Experimental: The structure and systems of the building operate as an educational resource.     During the course of a fiscal year, Oak Ridge National Laboratory`s Carbon Dioxide Information Analysis Center (CDIAC) distributes thousands of specially publications-numeric data packages (NDPs), computer model packages (CMPs), technical reports, public communication publications, newsletters, article reprints, and reference books-in response to requests for information related to global environmental issues, primarily those pertaining to climate change. CDIAC`s staff also provides technical responses to specific inquiries related to carbon dioxide (CO{sub 2}), other trace gases, and climate. Hundreds of referrals to other researchers, policy analysts, information specialists, or organizations are also facilitated by CDIAC`s staff. This report provides an account of the activities accomplished by CDIAC during the period October 1, 1990 to September 30, 1991. An organizational overview of CDIAC and its staff is supplemented by a detailed description of inquiries received and CDIAC`s response to those inquiries. An analysis and description of the preparation and distribution of numeric data packages, computer model packages, technical reports, newsletters, factsheets, specially publications, and reprints is provided. Comments and descriptions of CDIAC`s information management systems, professional networking, and special bilateral agreements are also described.

    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations of hydrogen energy technologies to non-traditional audiences. These activities were also designed to raise the visibility of the DOE Hydrogen Program to new audiences and to help the program continue to advance its mission and vision. We believe that the work conducted under this cooperative agreement was successful at meeting the objectives presented and funded over the period of performance. During Phase 1, SENTECHs activities resulted in the development and distribution of two glossy brochures that target the on-site distributed generation and public transit markets for hydrogen energy technologies; face-to-face industry outreach meetings with various firms with an interest in hydrogen energy, but who may not have made a commitment to be involved; and implementation of two educational forums on hydrogen for students - the future engineers, technicians, and energy consumers. The educational forums were conducted with in-kind cost-shared contributions from NHA and Dr. Robert Reeves, Professor Emeritus, Rensealler During Phase 2, SENTECH activities initially were focused on the development of additional brochures and the development of a series of training modules. This set of information dissemination activities built on the experience demonstrated in our phase one activities, and focused the effort within two critical issue areas facing the development of hydrogen as an energy carrier--effective communications and information dissemination on codes and standards. SENTECH joined with the National Fire Protection Association (NFPA) to scope out the training modules and identified a series of 12 that could be used to train a variety of audiences. The NFPA is an international nonprofit corporation, which has developed a reputation as a worldwide leader in providing fire, electrical, and life safety to the public since 1896. Its membership totals more than 75,000 individuals from around the world and in more than 80 national trade and professional organizations.

    This project was a research facility construction project and did not include actual research. The new facility will benefit the public by providing training opportunities for students, as well as incubator and laboratory space for entrepreneurs in the areas of alternative and renewable energies. The 9,216 -square-foot Missouri Alternative and Renewable Energy Technology (MARET) Center was completed in late 2011. Classes in the MARET Center began in the spring 2012 semester. Crowder College takes pride in the MARET Center, a focal point of the campus, as the cutting edge in education, applied research and commercial development in the growing field of green technology.

    Final technical report for research performed by Dr. Thomas G. Jenkins in collaboration with Professor Dalton D. Schnack on SciDAC Cooperative Agreement: Center for Wave Interactions with Magnetohydrodyanics, DE-FC02-06ER54899, for the period of 8/15/06 - 8/14/11. This report centers on the Slow MHD physics campaign work performed by Dr. Jenkins while at UW-Madison and then at Tech-X Corporation. To make progress on the problem of RF induced currents affect magnetic island evolution in toroidal plasmas, a set of research approaches are outlined. Three approaches can be addressed in parallel. These are: (1) Analytically prescribed additional term in Ohm's law to model the effect of localized ECCD current drive; (2) Introduce an additional evolution equation for the Ohm's law source term. Establish a RF source 'box' where information from the RF code couples to the fluid evolution; and (3) Carry out a more rigorous analytic calculation treating the additional RF terms in a closure problem. These approaches rely on the necessity of reinvigorating the computation modeling efforts of resistive and neoclassical tearing modes with present day versions of the numerical tools. For the RF community, the relevant action item is - RF ray tracing codes need to be modified so that general three-dimensional spatial information can be obtained. Further, interface efforts between the two codes require work as well as an assessment as to the numerical stability properties of the procedures to be used.

    The Center for Plasma Edge Simulation (CPES) project was a multi-institutional research effort funded jointly by the Office of Advanced Scientific Computing Research (OASCR) and the Office of Fusion Energy Sciences (OFES) within the Department of Energy?¢????s Office of Science. The effort was led by our Principal Investigator, CS Chang, at the Courant Institute for Mathematical Sciences at New York University. The Center included participants from Oak Ridge National Laboratory, Princeton Plasma Physics Laboratory, Lawrence Berkeley National Laboratory, California Institute of Technology, Columbia University, Lehigh University, Rutgers University, University of Colorado, Massachusetts Institute of Technology, University of California at Davis, University of California at Irvine, North Carolina State University, and Georgia Institute of Technology. This report concerns the work performed by Dr. Julian C. Cummings, who was the institutional Principal Investigator for the CPES project at Caltech.

    The UM Industrial Assessment Center assisted 119 primary metals, automotive parts, metal casting, chemicals, forest products, agricultural, and glass manufacturers in Michigan, Ohio and Indiana to become more productive and profitable by identifying and recommending specific measures to improve energy efficiency, reduce waste and increase productivity. This directly benefits the environment by saving a total of 309,194 MMBtu of energy resulting in reduction of 0.004 metric tons of carbon emissions. The $4,618,740 implemented cost savings generated also saves jobs that are evaporating from the manufacturing industries in the US. Most importantly, the UM Industrial Assessment Center provided extremely valuable energy education to forty one UM graduate and undergraduate students. The practical experience complements their classroom education. This also has a large multiplier effect because the students take the knowledge and training with them.

    RSICC came into existence in 1962 largely as a result of the report made by Alvin Weinbergand others to the Executive Office of the President of the United States on the 'information explosion' and the role of the technical community and government in its preservation and use. This report became known as the Weinberg Report. Its theme was 'Information is an integral part of science; without proper handling of information, science cannot function.'     A team composed of scientists from Michigan State University (MSU) and Michigan Technological University (MTU) assembled to better understand, document, and improve systems for using forest-based biomass feedstocks in the production of energy products within Michigan. Work was funded by a grant (DE-EE-0000280) from the U.S. Department of Energy (DOE) and was administered by the Michigan Economic Development Corporation (MEDC). The goal of the project was to improve the forest feedstock supply infrastructure to sustainably provide woody biomass for biofuel production in Michigan over the long-term. Work was divided into four broad areas with associated objectives: • TASK A: Develop a Forest-Based Biomass Assessment for Michigan – Define forest-based feedstock inventory, availability, and the potential of forest-based feedstock to support state and federal renewable energy goals while maintaining current uses. • TASK B: Improve Harvesting, Processing and Transportation Systems – Identify and develop cost, energy, and carbon efficient harvesting, processing and transportation systems. • TASK C: Improve Forest Feedstock Productivity and Sustainability – Identify and develop sustainable feedstock production systems through the establishment and monitoring of a statewide network of field trials in forests and energy plantations. • TASK D: Engage Stakeholders – Increase understanding of forest biomass production systems for biofuels by a broad range of stakeholders. The goal and objectives of this research and development project were fulfilled with key model deliverables including: 1) The Forest Biomass Inventory System (Sub-task A1) of feedstock inventory and availability and, 2) The Supply Chain Model (Sub-task B2). Both models are vital to Michigan’s forest biomass industry and support forecasting delivered cost, as well as carbon and energy balance. All of these elements are important to facilitate investor, operational and policy decisions. All other sub-tasks supported the development of these two tools either directly or by building out supporting information in the forest biomass supply chain. Outreach efforts have, and are continuing to get these user friendly models and information to decision makers to support biomass feedstock supply chain decisions across the areas of biomass inventory and availability, procurement, harvest, forwarding, transportation and processing.     The CEA Cadarache research center is one of the 10 research centers of the French Alternative Energies and Atomic Energy Commission (CEA). Distributed throughout various research platforms, it focuses on nuclear fission, nuclear fusion, new energy technologies (hydrogen, solar, biomass) and fundamental research in the field of vegetal biology. It is the most important technological research and development centers for energy in Europe. Considering the sensitive nature of nuclear activities, the questions surrounding the issue of radioactive waste, the nuclear energy and the social, economic and environmental concerns for present and future generations, the French Government asked nuclear actors to open communication and to give all the information asked by the Local Information Commission (CLI) and the public [1]. In this context, the CEA Cadarache has decided to better show and explain its expertise and experience in the area of nuclear energy and nuclear power plant design, and to make it available to stakeholders and to the public. CEA Cadarache receives each year more than 9000 visitors. To complete technical visits of the research facilities and laboratories, a scientific cultural center has been built in 2011 to inform the public on CEA Cadarache research activities and to facilitate the acceptance of nuclear energy in a way suited to the level of knowledge of the visitors. A modern interactive exhibition of 150 m{sup 2} allows visitors to find out more about energy, CEA Cadarache research programs, radioactive waste management and radiological impact on the research center activities. It also offers an auditorium for group discussions and for school groups to discover science through enjoyment. This communication center has received several thousand visitors since its opening on October 2011; the initial results of this experience are now available. It's possible to explain the design of this exhibition, to give some statistics on the number of the visitors, their characteristics and their perception after their center visits. (authors)

    West Virginia University (WVU) and the US DOE Morgantown Energy Technology Center (METC) entered into a Cooperative Agreement on August 29, 1992 entitled ``Decontamination Systems Information and Research Programs.`` Stipulated within the Agreement is the requirement that WVU submit to METC a series of Technical Progress Reports on a quarterly basis. This report comprises the first Quarterly Technical Progress Report for Year 2 of the Agreement. This report reflects the progress and/or efforts performed on the sixteen (16) technical projects encompassed by the Year 2 Agreement for the period of January 1 through March 31, 1994. In situ bioremediation of chlorinated organic solvents; Microbial enrichment for enhancing in-situ biodegradation of hazardous organic wastes; Treatment of volatile organic compounds (VOCs) using biofilters; Drain-enhanced soil flushing (DESF) for organic contaminants removal; Chemical destruction of chlorinated organic compounds; Remediation of hazardous sites with steam reforming; Soil decontamination with a packed flotation column; Use of granular activated carbon columns for the simultaneous removal of organics, heavy metals, and radionuclides; Monolayer and multilayer self-assembled polyion films for gas-phase chemical sensors; Compact mercuric iodide detector technology development; Evaluation of IR and mass spectrometric techniques for on-site monitoring of volatile organic compounds; A systematic database of the state of hazardous waste clean-up technologies; Dust control methods for insitu nuclear and hazardous waste handling; Winfield Lock and Dam remediation; and Socio-economic assessment of alternative environmental restoration technologies.

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    DOE Data Explorer [Office of Scientific and Technical Information (OSTI)]

    The Embrittlement Data Base (EDB) is a comprehensive collection of data from surveillance capsules of U.S. commercial nuclear power reactors and from experiments in material test reactors. The collected data are contained in either the Power Reactor Embrittlement Data Base (PR-EDB) or the Test Reactor Embrittlement Data Base (TR-EDB). The EDB work includes verification of the quality of the EDB, provision for user-friendly software to access and process the data, exploration and/or confirmation of embrittlement prediction models, provision for rapid investigation of regulatory issues, and provision for the technical bases for voluntary consensus standards or regulatory guides. The EDB is designed for use with a personal computer. The data are collected into "raw data files." Traceability of all data is maintained by including complete references along with the page numbers. External data verification of the PR-EDB is the responsibility of the vendors, who were responsible for the insertion and testing of the materials in the surveillance capsules. Internal verification is accomplished by checking against references and checking for inconsistencies. Examples of information contained in the EDBs are: Charpy data, tensile data, reactor type, irradiation environments, fracture toughness data, instrumented Charpy data, pressure-temperature (P-T) data, chemistry data, and material history. The TR-EDB additionally has annealing Charpy data. The current version of the PR-EDB contains the test results from 269 Charpy capsules irradiated in 101 reactors. These results include 320 plate data points, 123 forging data points, 113 standard reference materials (SRMS) or correlation monitor (CM) points, 244 weld material data points, and 220 heat-affected-zone (HAZ) material data points. Similarly, the TR-EDB contains information for 290 SRM or CM points, 342 plate data points, 165 forging data points, 378 welds, and 55 HAZ materials.     As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    The Industrial Assessment Center (IAC) program at West Virginia University (WVU), which is funded by the Industrial Technologies Program (ITP) in the U.S. Department of Energys (DOE) Office of Energy Efficiency and Renewable Energy (EERE), has provided a unique opportunity to enhance efficient energy utilization in small to medium-sized manufacturers. It has also provided training to engineering students in the identification and analysis of efficient energy use in each aspect of the manufacturing process and associated supporting elements. The outcomes of the IAC Program at WVU have assisted the manufacturers and the students in having a heightened sensitivity to industrial energy conservation, waste reduction, and productivity improvement, as well as a better understanding of the technical aspects of manufacturing processes and the supporting elements through which efficient energy utilization can be enhanced. The IAC at WVU has conducted 101 energy assessments from 2002 until 2006. The focus of the industrial assessments has been on energy savings. It has been the IACs interest to strongly focus on energy savings and on waste minimization and productivity improvements that strictly have an impact on energy. The IAC at WVU was selected as the Center of the year in 2005 from amongst 26 centers and has obtained a ranking within the top 5 in the previous few years. From 2002 to 2006, the total recommended energy savings produced by the IAC at WVU is 1,214,414 MMBtu, of which the electricity accounts for 93,826,067 kWh (equivalent to 320,226 MMBtu) and natural gas for 871,743 MMBtu. The balance is accounted for in savings in other fuels, mainly coal and wood. This results in an average recommended energy savings of 928,971 kWh from electricity and 8,631 MMBtu from natural gas per facility. The total CO2 emissions saved from 2002 to 2006 is 154,462 tons, with an average of 1,529.3 tons per facility. The average recommended energy cost savings per facility is $135,036. The overall implementation rate of the assessment recommendations is 60.6% for the 101 industrial assessments conducted since 2002. The implemented recommendations resulted in total energy savings of 62,328,006 kWh from electricity, 295,241 MMBtu from natural gas, and 43,593 MMBtu from other fuels, totaling 551,557 MMBtu. The average implemented energy savings per industrial facility is 5,461 MMBtu and the average implemented energy cost savings is $ 59,879. The average implemented energy and productivity cost savings exceeds the program average of $ 60,000 per assessment. The IAC at WVU has produced a variety of energy efficiency recommendations in areas of industrial energy consumption such as Boilers and Steam systems (19), Air Compressors (15), HVAC (4), Chillers (12), Furnaces and Ovens (17), Motors (8), Lighting (20), Insulation (3), CHP and Cogeneration (4), and Process Equipment (7). The project has benefited the public by enabling the reduction of CO2 emissions by 89,726 tons due to the implemented energy saving recommendations at 101 small and medium sized manufacturing facilities. Since CO2 is a green house gas, its reduction will improve the quality of the environment significantly. The reduction in operating costs for the manufacturing facilities in terms of energy cost savings will increase the manufacturing facilities profits and improve their competitive edge, thus causing possible expansion in the manufacturing activities, leading to increase in good paying jobs.

    Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

    The Carbon Dioxide Information Analysis Center (CDIAC), which includes the World Data Center (WDC) for Atmospheric Trace Gases, is the primary global change data and information analysis center of the U.S. Department of Energy (DOE). More than just an archive of data sets and publications, CDIAC has, since its inception in 1982, enhanced the value of its holdings through intensive quality assurance, documentation, and integration. Whereas many traditional data centers are discipline-based (for example, meteorology or oceanography), CDIAC's scope includes potentially anything and everything that would be of value to users concerned with the greenhouse effect and global climate change, including concentrations of carbon dioxide (CO{sub 2}) and other radiatively active gases in the atmosphere; the role of the terrestrial biosphere and the oceans in the biogeochemical cycles of greenhouse gases; emissions of CO{sub 2} and other trace gases to the atmosphere; long-term climate trends; the effects of elevated CO{sub 2} on vegetation; and the vulnerability of coastal areas to rising sea levels.

    Contaminated groundwater associated with Building 100 at the Young-Rainey Science, Technology, and Research Center, formerly the DOE Pinellas plant, is the primary remedial challenge that remains to be addressed at the site. Currently, Building 100 is an active industrial facility that is now owned and operated by the Pinellas county government. Groundwater samples collected from monitoring wells recently installed near the southern boundary of the site suggest that contaminated groundwater has migrated off the plant site. In response to the challenges presented by the Building 100 plume, the Office of Legacy Management (LM) requested assistance from the DOE Office of Groundwater and Soil Remediation (EM-32) to provide a review team to make technical recommendations so that they can efficiently and effectively address characterization and remediation of the plume. The review team was unanimous in the conclusion that a dynamic strategy that combines a phased implementation of direct push samplers, sensors, and tools can be used to better delineate the extent of contamination, control plume migration, and rapidly remediate the contaminated groundwater at the site. The initial efforts of the team focused on reviewing the site history and data, organizing the information into a conceptual model, identifying appropriate technologies, and recommending an integrated strategy. The current groundwater data from the site indicate a two-lobed plume extending to the east and south. To the east vinyl chloride is the primary contaminant of concern, to the south, vinyl chloride and cis1, 2-DCE are the primary contaminants. The limited data that are available suggest that reductive dechlorination of the TCE is already occurring but is not sufficient to prevent offsite migration of low concentrations of TCE daughter products. The team recommends that DOE pursue a strategy that builds on the natural cleansing capacity of the subsurface with reductive methods including biostimulation and/or bioaugmentation to provide a sustainable remediation system within the flow path of the plume. Additional data will be required to implement this approach and will include: (1) Better delineation of the nature and extent of contamination; (2) Demonstration the plume is currently stable or shrinking; and (3) Demonstration the full reductive dechlorination is occurring. The technical team recommends that DOE use a phased approach to identify residual contamination and to provide rapid installation of remedies. Matrices of characterization and remediation sensors, technologies, and tools were developed by the team in order to match the specific conditions and requirements of the site. The team provides a specific example of remedy that includes the incorporation of a dynamic characterization strategy moving from minimally invasive to more aggressive field techniques, the consideration of multiple complementary remediation approaches based on a spatiotemporally phased approach keyed to the different demands of different parts of the plume, and the integration and sequencing of the characterization and remediation activities.

    The nuclear industry, and the business world in general, is facing a rapidly increasing amount of data to be dealt with on a daily basis. In the last two decades, the steady improvement of data storage devices and means to create and collect data along the way influenced the manner in which we deal with information. Most data is still stored without filtering and refinement for later use. Many functions at a nuclear power plant generate vast amounts of data, with scheduled and unscheduled outages being a prime example of a source of some of the most complex data sets at the plant. To make matters worse, modern information and communications technology is making it possible to collect and store data faster than our ability to use it for making decisions. However, in most applications, especially outages, raw data has no value in itself; instead, managers, engineers and other specialists want to extract the information contained in it. The complexity and sheer volume of data could lead to information overload, resulting in getting lost in data that may be irrelevant to the task at hand, processed in an inappropriate way, or presented in an ineffective way. To prevent information overload, many data sources are ignored so production opportunities are lost because utilities lack the ability to deal with the enormous data volumes properly. Decision-makers are often confronted with large amounts of disparate, conflicting and dynamic information, which are available from multiple heterogeneous sources. Information and communication technologies alone will not solve this problem. Utilities need effective methods to exploit and use the hidden opportunities and knowledge residing in unexplored data resources. Superior performance before, during and after outages depends upon the right information being available at the right time to the right people. Acquisition of raw data is the easy part; instead, it is the ability to use advanced analytical, data processing and data visualization methods to turn the data into reliable information and comprehensible, actionable information. Techniques like data mining, filtering and analysis only work reliably for well-defined and well-understood problems. The path from data to decision is more complex. The ability to communicate knowledge during outages and emergent issues is crucial. This paper presents an approach to turn the unused data into an opportunity: applying principles from semiotics, human factors and visual analytics to transform the traditional way of processing outage data into media that will improve the collective situation awareness, knowledge, decisions, actions and overall performance of the entire outage team, and also support the reliability, quality and overall effectiveness of maintenance work. The application of the proposed visualization methods will become the medium of a semi-automated analytical process where humans and machines cooperate using their respective, distinct capabilities for the most effective results.

    This report describes test for air pollution control of flue gas and mercury as a result of coal combustion. The NYSEG Kintigh Station provided flue gas to the Center 100% of the time during this performance period. As the Kintigh Station operated with a variety of coals, fluctuations in the Center`s inlet SO{sub 2} concentrations were experienced.     The Center for Momentum Transport and Flow Organization (CMTFO) is a DOE Plasma Science Center formed in late 2009 to focus on the general principles underlying momentum transport in magnetic fusion and astrophysical systems. It is composed of funded researchers from UCSD, UW Madison, U. Colorado, PPPL. As of 2011, UCSD supported postdocs are collaborating at MIT/Columbia and UC Santa Cruz and beginning in 2012, will also be based at PPPL. In the initial startup period, the Center supported the construction of two basic experiments at PPPL and UW Madison to focus on accretion disk hydrodynamic instabilities and solar physics issues. We now have computational efforts underway focused on understanding recent experimental tests of dynamos, solar tachocline physics, intrinsic rotation in tokamak plasmas and L-H transition physics in tokamak devices. In addition, we have the basic experiments discussed above complemented by work on a basic linear plasma device at UCSD and a collaboration at the LAPD located at UCLA. We are also performing experiments on intrinsic rotation and L-H transition physics in the DIII-D, NSTX, C-Mod, HBT EP, HL-2A, and EAST tokamaks in the US and China, and expect to begin collaborations on K-STAR in the coming year. Center funds provide support to over 10 postdocs and graduate students each year, who work with 8 senior faculty and researchers at their respective institutions. The Center has sponsored a mini-conference at the APS DPP 2010 meeting, and co-sponsored the recent Festival de Theorie (2011) with the CEA in Cadarache, and will co-sponsor a Winter School in January 2012 in collaboration with the CMSO-UW Madison. Center researchers have published over 50 papers in the peer reviewed literature, and given over 10 talks at major international meetings. In addition, the Center co-PI, Professor Patrick Diamond, shared the 2011 Alfven Prize at the EPS meeting. Key scientific results from this startup period include initial simulations of the effects of boundary conditions on turbulent dynamo experiments; simulations of intrinsic rotation showing the strong link between toroidal rotation and temperature gradients and elucidation of the turbulence symmetry breaking mechanisms that lead to this macroscopic behavior; first experiments in a large tokamak testing the roll of turbulent momentum transport in driving intrinsic rotation; experiments in tokamaks showing strong evidence that zonal flows, together with the more widely recognized mean sheared ExB flow, act to trigger the L-H transition in tokamak devices and the first experimental measurement of collisional viscosity in an unmagnetized plasma. In the coming three year period, we will continue these efforts by a combination of basic hydrodynamic, liquid metal and plasma experiments combined with experiments on numerous tokamak devices around the world. In addition, we will use MHD, gyrofluid and gyrokinetic codes combined with theory to address the problems of interest to the Center.

    It is widely recognized that coastal environments are under particular threat due to changes associated with climate change. Accelerated sea-level rise, in some regions augmented by land subsidence, plus the possibility of a changing storm climate, renders low-lying coastal landscapes and their ecosystems vulnerable to future change. This is a pressing problem, because these ecosystems commonly rank as some of the most valuable on the planet. The objective of the NICCR Coastal Center was to support basic research that aims at reducing uncertainty about ecosystem changes during the next century, carried out along the U.S. coastlines. The NICCR Coastal Center has funded 20 projects nationwide (carried out at 27 institutions) that addressed numerous aspects of the problems outlined above. The research has led to a variety of new insights, a significant number of which published in elite scientific journals. It is anticipated that the dissemination of this work in the scientific literature will continue for several more years, given that a number of projects have only recently reached their end date. In addition, NICCR funds have been used to support research at Tulane University. The lion’s share of these funds has been invested in the development of unique facilities for experimental research in coastal ecosystems. This aspect of the work could have a lasting impact in the future.

    Encouraging progress was made toward the development of acid rain control technology. PETC competitively selected and awarded contracts totaling over $8 million over the next three years to firms proposing new concepts for reducing the costs of cleaning the flue gas emissions of older, coal-burning power plants. PETC and ANL have undertaken a joint venture in dry flue-gas scrubbing that will ultimately lead to testing of a sorbent for combined SO/sub x/ and NO/sub x/ removal in Argonne's 20-megawatt spray dryer. The overall objective of a high-sulfur coal research program is to conduct a broad spectrum of coal-related research in order to increase and expand the use of coal in an environmentally acceptable manner. In the liquefaction program area, operations with Wyodak subbituminous coal are proceeding smoothly (Run 249) at the Wilsonville Process Development Unit. Understanding the processes involved in catalyst deactivation is important to the development of longer lived catalysts. In the area of process analysis, PETC has acquired a new version of ASPEN (Advanced System for Process Engineeering) software. The new version was recently installed on PETC's VAX/VMS operating system and is the most up-to-date version currently available. Work at PETC has resulted in the development and testing of a highly automated capillary tube viscometer for use with heavy coal-derived liquids. Results of PETC research in Fischer-Tropsch product characterization were also shared with the technical community. A particularly difficult analytical problem in the characterization of Fischer-Tropsch products is quantitative determination of carbon number distributions by compound class. PETC scientists developed a method that uses capillary gas chromatographic techniques to make these determinations. A paper describing the method was the lead article in the July 1985 issue of the Journal of Chromatographic Science and was featured on the cover.

    This final scientific report documents the Industrial Technology Program (ITP) Stage 2 Concept Development effort on Data Center Energy Reduction and Management Through Real-Time Optimal Control (RTOC). Society is becoming increasingly dependent on information technology systems, driving exponential growth in demand for data center processing and an insatiable appetite for energy. David Raths noted, 'A 50,000-square-foot data center uses approximately 4 megawatts of power, or the equivalent of 57 barrels of oil a day1.' The problem has become so severe that in some cases, users are giving up raw performance for a better balance between performance and energy efficiency. Historically, power systems for data centers were crudely sized to meet maximum demand. Since many servers operate at 60%-90% of maximum power while only utilizing an average of 5% to 15% of their capability, there are huge inefficiencies in the consumption and delivery of power in these data centers. The goal of the 'Recovery Act: Decreasing Data Center Energy Use through Network and Infrastructure Control' is to develop a state of the art approach for autonomously and intelligently reducing and managing data center power through real-time optimal control. Advances in microelectronics and software are enabling the opportunity to realize significant data center power savings through the implementation of autonomous power management control algorithms. The first step to realizing these savings was addressed in this study through the successful creation of a flexible and scalable mathematical model (equation) for data center behavior and the formulation of an acceptable low technical risk market introduction strategy leveraging commercial hardware and software familiar to the data center market. Follow-on Stage 3 Concept Development efforts include predictive modeling and simulation of algorithm performance, prototype demonstrations with representative data center equipment to verify requisite performance and continued commercial partnering agreement formation to ensure uninterrupted development, and deployment of the real-time optimal control algorithm. As a software implementable technique for reducing power consumption, the RTOC has two very desirable traits supporting rapid prototyping and ultimately widespread dissemination. First, very little capital is required for implementation. No major infrastructure modifications are required and there is no need to purchase expensive capital equipment. Second, the RTOC can be rolled out incrementally. Therefore, the effectiveness can be proven without a large scale initial roll out. Through the use of the Impact Projections Model provided by the DOE, monetary savings in excess of $100M in 2020 and billions by 2040 are predicted. In terms of energy savings, the model predicts a primary energy displacement of 260 trillion BTUs (33 trillion kWh), or a 50% reduction in server power consumption. The model also predicts a corresponding reduction of pollutants such as SO2 and NOx in excess of 100,000 metric tonnes assuming the RTOC is fully deployed. While additional development and prototyping is required to validate these predictions, the relative low cost and ease of implementation compared to large capital projects makes it an ideal candidate for further investigation.

    A Phase 1 Preliminary Design, Construction Planning and Economic Analysis has been conducted for the Kelly Hot Spring Agricultural Center in Modoc County, California. The core activity is a 1360 breeding sow, swine raising complex that utilizes direct heat energy from the Kelly Hot Spring geothermal resource. The swine is to be a totally confined operation for producing premium pork in controlled-environment facilities. The complex contains a feed mill, swine raising buildings and a complete waste management facility that produces methane gas to be delivered to a utility company for the production of electricity. The complex produces 6.7 million pounds of live pork (29,353 animals) shipped to slaughter per year; 105,000 cu. ft. of scrubbed methane per day; and fertilizer. Total effluent is less than 200 gpm of agricultural quality-water with full odor control. The methane production rate made possible with geothermal direct heat is equivalent to at least 400 kw continuous. Sale of the methane on a co-generation basis is being discussed with the utility company. The use of geothermal direct heat energy in the complex displaces nearly 350,000 gallons of fuel oil per year. Generation of the biogas displaces an additional 300,000 gallons of fuel oil per year.

    The core projects for this DOE-sponsored Center at Michigan Tech have focused on several of the materials problems identified by the NAS. These include: new electrode materials, enhanced PEM materials, lighter and more effective bipolar plates, and improvement of the carbon used as a current carrier. This project involved fundamental and applied research in the development and testing of lightweight and nanostructured materials to be used in fuel cell applications and for chemical synthesis. The advent of new classes of materials engineered at the nanometer level can produce materials that are lightweight and have unique physical and chemical properties. The grant was used to obtain and improve the equipment infrastructure to support this research and also served to fund seven research projects. These included: 1. Development of lightweight, thermally conductive bipolar plates for improved thermal management in fuel cells; 2. Exploration of pseudomorphic nanoscale overlayer bimetallic catalysts for fuel cells; 3. Development of hybrid inorganic/organic polymer nanocomposites with improved ionic and electronic properties; 4. Development of oriented polymeric materials for membrane applications; 5. Preparation of a graphitic carbon foam current collectors; 6. The development of lightweight carbon electrodes using graphitic carbon foams for battery and fuel cell applications; and 7. Movement of water in fuel cell electrodes.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit this month involved the Trace Element Removal (TER) test block, and the simultaneous testing of the Lime Forced Oxidation process with DBA addition (LDG). Additionally, the second phase of the 1995 Carbon Injection test block began this month with the SDA/PJFF test configuration. At the end of the LDG testing this month, a one-week baseline test was conducted to generate approximately 200 lbs. of magnesium-lime FGD solids for analysis. On the 1.0 MW Post-FGD Selective Catalytic Reduction (SCR) unit, performance testing was continued this month as measurements were taken for NO{sub x} removal efficiency, residual ammonia slip, and S0{sub 3} generation across the catalysts installed in the reactor. As a result of new directions received from EPRI, this will be the last scheduled month of testing for the SCR unit in 1995. At the completion of this month, the unit will be isolated from the flue gas path and placed in a cold-standby mode for future test activities. This report describes the status of facilities and test facilities at the pilot and mini-pilot plants.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit continued with the Pilot High Velocity FGD (PHV) and the Trace Element Removal (TER) test blocks. In the High Velocity test block, SO{sub 2} removal and mist eliminator carryover rates were investigated while operating the absorber unit with various spray nozzle types and vertical mist eliminator sections. During the Trace Element Removal test block, the mercury measurements and control studies involving the EPA Method 29 continued with testing of several impinger capture solutions, and the use of activated carbon injection across the Pulse-Jet Fabric Filter (PJFF) unit. The 4.0 MW Spray Dryer Absorber System was utilized this month in the TER test configuration to inject and transfer activated carbon to the PJFF bags for downstream mercury capture. Work also began in December to prepare the 0.4 MW Mini-Pilot Absorber system for receipt of the B and W Condensing Heat Exchanger (CHX) unit to be used in the 1996 DOE/PRDA testing. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit remained in cold-standby this month.

    The Carbon Dioxide Information Analysis Center (CDIAC), which includes the World Data Center (WDC) for Atmospheric Trace Gases, is the primary global change data and information analysis center of the U.S. Department of Energy (DOE). More than just an archive of data sets and publications, CDIAC has, since its inception in 1982, enhanced the value of its holdings through intensive quality assurance, documentation, and integration. Whereas many traditional data centers are discipline-based (for example, meteorology or oceanography), CDIAC's scope includes potentially anything and everything that would be of value to users concerned with the greenhouse effect and global climate change, including concentrations of carbon dioxide (CO{sub 2}) and other radiatively active gases in the atmosphere; the role of the terrestrial biosphere and the oceans in the biogeochemical cycles of greenhouse gases; emissions of CO{sub 2} and other trace gases to the atmosphere; long-term climate trends; the effects of elevated CO{sub 2} on vegetation; and the vulnerability of coastal areas to rising sea levels. CDIAC is located within the Environmental Sciences Division (ESD) at Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. CDIAC is co-located with ESD researchers investigating global-change topics, such as the global carbon cycle and the effects of carbon dioxide on climate and vegetation. CDIAC staff are also connected with current ORNL research on related topics, such as renewable energy and supercomputing technologies. CDIAC is supported by the Environmental Sciences Division (Jerry Elwood, Director) of DOE's Office of Biological and Environmental Research. CDIAC represents DOE in the multi-agency Global Change Data and Information System (GCDIS). Wanda Ferrell is DOE's Program Manager with overall responsibility for CDIAC. Roger Dahlman is responsible for CDIAC's AmeriFlux tasks, and Anna Palmisano for CDIAC's Ocean Data tasks. CDIAC is made up of three groups: Data Systems, Information Services, and Computer Systems, with nineteen full-time or part-time staff. The following section provides details on CDIAC's staff and organization. The Data Systems Group identifies and obtains databases important to global-change research; analyzes data; compiles needed databases; provides data management and support to specific programs [e.g., NARSTO, Free-Air CO{sub 2} Enrichment (FACE), AmeriFlux, Oceans]; and prepares documentation to ensure the long-term utility of CDIAC's data holdings. The Information Services Group responds to data and information requests; maintains records of all request activities; analyzes user statistics; assists in Web development and maintenance; and produces CDIAC's newsletter (CDIAC Communications), the fiscal year annual reports, and various information materials. The Computer Systems Group provides computer system support for all CDIAC and WDC activities; designs and maintains CDIAC's computing system network; ensures compliance with ORNL/DOE computing security regulations; ensures long-term preservation of CDIAC data holdings through systematic backups; evaluates, develops, and implements software; ensures standards compliance; generates user statistics; provides Web design, development, and oversight; and provides systems analysis and programming assistance for scientific data projects.

    This report covers the work completed during Year One (Year One has a 16 month project period) of a five- year Cooperative Agreement (DE-FC26-03NT41895) between the International Union of Operating Engineers (IUOE) National Hazmat Program (OENHP) and the U. S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). This final technical report is being submitted, as required by the Cooperative Agreement, within 90 (calendar) days after the project period ends (December 31, 2004). The resources allocated to Year One of the Cooperative Agreement were adequate for the completion of the required deliverables. All deliverables have been completed and sent to AAD Document Control as directed in the cooperative agreement. The allocation for Year One required 20-25 trainers to be trained in each of five Train-the-Trainer courses and a total of 6,000 workers trained throughout the country. Through cost savings employed for the scheduling and conduct of Train-the-Trainer, instructor refreshers, and direct training classes, 3171 workers have been trained to date. This total incorporates 159 trainers and members from management, local, county, state and federal organizations identified in the Strategic Plan. The largest percentage of personnel trained is heavy equipment operators, and building engineers, which is the largest targeted population identified under this cooperative agreement. The OENHP, using existing curriculum as appropriate, has modified and developed new training modules that have been used to establish four different levels of training courses. The four courses are: (1) EA 500 Energy Assurance Train-the-Trainer, (2) EA 400 Energy Assurance Instructor Refresher, (3) EA 300 Energy Assurance, and (4) EA 100 Energy Assurance Awareness. Training modules cover topics, such as, but not limited to, facility vulnerability and vulnerability assessment, physical security- heating, ventilation, air conditioning, terrorism awareness, weapons of mass destruction, respiratory protection, and decontamination. All of the courses and training modules are described in detail in the ''Training Course and Module Description Catalog'', April 2004. The OENHP has developed a Compendium of reference materials, training demonstration/hands-on models, and is revising its student manual. Course and instructor evaluations and the input of a general Advisory Board and an Advisory Board made up of Stationary (Building) Engineers has provided direction for modification and improvement of the Energy Security (Assurance) Training Program. The OENHP has identified the target training population, IUOE Stationary (Building) Engineers as being the primary population and IUOE heavy equipment operators as also being a targeted population. The OENHP however, has also identified several applicable populations outside of its membership, such as the Transport Workers Union and special populations within its membership, such as IUOE Local Union 25 Maritime Division. During Year One, a redesigned web site and brochures have been developed to assist in promotion of the energy security (assurance) program and the benefits of its training courses.

    The Carbon Dioxide Information Analysis Center (CDIAC), which includes the World Data Center (WDC) for Atmospheric Trace Gases, is the primary global-change data and information analysis center of the Department of Energy (DOE). More than just an archive of data sets and publications, CDIAC has--since its inception in 1982--enhanced the value of its holdings through intensive quality assurance, documentation, and integration. Whereas many traditional data centers are discipline-based (for example, meteorology or oceanography), CDIAC's scope includes potentially anything and everything that would be of value to users concerned with the greenhouse effect and global climate change, including concentrations of carbon dioxide (CO{sub 2}) and other radiatively active gases in the atmosphere; the role of the terrestrial biosphere and the oceans in the biogeochemical cycles of greenhouse gases; emissions of CO{sub 2} and other trace gases to the atmosphere; long-term climate trends; the effects of elevated CO{sub 2} on vegetation; and the vulnerability of coastal areas to rising sea level. CDIAC is located within the Environmental Sciences Division (ESD) at Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee. CDIAC is co-located with ESD researchers investigating global-change topics, such as the global carbon cycle and the effects of carbon dioxide on vegetation. CDIAC staff are also connected with current ORNL research on related topics, such as renewable energy and supercomputing technologies. CDIAC is supported by the Environmental Sciences Division (Jerry Elwood, Acting Director) of DOE's Office of Biological and Environmental Research. CDIAC's FY 1999 budget was 2.2M dollars. CDIAC represents the DOE in the multi-agency Global Change Data and Information System. Bobbi Parra, and Wanda Ferrell on an interim basis, is DOE's Program Manager with responsibility for CDIAC. CDIAC comprises three groups, Global Change Data, Computer Systems, and Information Services, with seventeen full-time and part-time staff. The Global Change Data group is responsible for identifying and obtaining databases important to global-change research, analyzing data, compiling needed databases, providing data management support to specific programs (e.g., NARSTO), and preparing documentation to ensure the long-term utility of CDIAC's data holdings. The Computer Systems group provides computer system support for all CDIAC and WDC activities, including designing and maintaining CDIAC's computing system network; ensuring compliance with ORNL/DOE computing security regulations; ensuring long-term preservation of CDIAC data holdings through systematic backups; evaluating, developing, and implementing software; ensuring standards compliance; generating user statistics; providing Web design, development, and oversight; and providing systems analysis and programming assistance for scientific data projects. The Information Services group responds to data and information requests; maintains records of all request activities; assists in Web development and maintenance; and produces CDIAC's newsletter, CDIAC Communications, catalog, glossary, and educational materials.   12. Final Technical Report: Hawaii Hydrogen Center for Development and Deployment of Distributed Energy Systems

    Hydrogen power park experiments in Hawai‘i produced real-world data on the performance of commercialized electrochemical components and power systems integrating renewable and hydrogen technologies. By analyzing the different losses associated with the various equipment items involved, this work identifies the different improvements necessary to increase the viability of these technologies for commercial deployment. The stand-alone power system installed at Kahua Ranch on the Big Island of Hawaii required the development of the necessary tools to connect, manage and monitor such a system. It also helped the electrolyzer supplier to adapt its unit to the stand-alone power system application. Hydrogen fuel purity assessments conducted at the Hawai‘i Natural Energy Institute (HNEI) fuel cell test facility yielded additional knowledge regarding fuel cell performance degradation due to exposure to several different fuel contaminants. In addition, a novel fitting strategy was developed to permit accurate separation of the degradation of fuel cell performance due to fuel impurities from other losses. A specific standard MEA and a standard flow field were selected for use in future small-scale fuel cell experiments. Renewable hydrogen production research was conducted using photoelectrochemical (PEC) devices, hydrogen production from biomass, and biohydrogen analysis. PEC device activities explored novel configurations of ‘traditional’ photovoltaic materials for application in high-efficiency photoelectrolysis for solar hydrogen production. The model systems investigated involved combinations of copper-indium-gallium-diselenide (CIGS) and hydrogenated amorphous silicon (a-Si:H). A key result of this work was the establishment of a robust “three-stage” fabrication process at HNEI for high-efficiency CIGS thin film solar cells. The other key accomplishment was the development of models, designs and prototypes of novel ‘four-terminal’ devices integrating high-efficiency CIGS and a-Si:H with operating features compatible with high-efficiency photoelectrochemical (PEC) water-splitting. The objective of one activity under the hydrogen production from biomass task was to conduct parametric testing of the Pearson gasifier and to determine the effects of gasifier operating conditions on the gas yields and quality. The hydrogen yield from this gasifier was evaluated in a parametric test series over a range of residence times from 0.8 to 2.2 seconds. H2 concentrations as high as 55% (volume) were measured in the product gas at the longer residence times and this corresponds to a hydrogen yield of 90 kg per tonne of bagasse without gas upgrading. The objective of another activity was to develop hot gas clean-up capabilities for the HNEI gasifier test facility to support hydrogen-from-biomass research. The product gas stream at the outlet of the hot gas filter was characterized for concentrations of permanent gas species and contaminants. Biomass feedstock processing activity included a preliminary investigation into methods for processing sugar cane trash at the Puunene Sugar Factory on the island of Maui, Hawaii. The objective of the investigation was to explore treatment methods that would enable the successful use of cane trash as fuel for the production of hydrogen via gasification. Analyses were completed for the technical and economic feasibility of producing biofuel from photosynthetic marine microbes on a commercial scale. Results included estimates for total costs, energy efficiency, and return on investment. The biohydrogen team undertook a comprehensive review of the field and came to what is considered a realistic conclusion. To summarize, continued research is recommended in the fundamentals of the science related to genetic engineering and specific topics to cover knowledge gaps. In the meantime, the team also advocates continued development of related processes which can be linked to pollution control and other real world applications. The extra revenues hydrogen can provide to these multi-product systems can improve profitability. The fact of the matter, though, is that the focused commercialization of hydrogen from biological processes awaits some necessary scientific breakthroughs and much higher conventional energy prices.

    The Solar 2 Green Energy, Arts and Education Center is an 8,000 sq.ft. demonstration project that will be constructed to Platinum LEED certification and will be the first carbon-neutral, net-zero energy use public building in New York City, giving it local and national appeal. Employing â??greenâ? building features and holistic engineering practices throughout its international award-winning design, Solar 2 will be powered by a 90kW photovoltaic (PV) array in conjunction with a geothermal heating and cooling system and a high efficient design that seeks to reduce the overall energy load of the building. Solar 2 will replace our current 500 sq.ft. prototype facility - known as Solar 1 - as the educational and cultural centerpiece of a five-block public greenway on the East River in Stuyvesant Cove Park, located along two acres of public riverfront on a newly reclaimed, former brownfield in lower Manhattan. Designed as a public-use complex for year-round environmental education exhibits and onsite activities for all ages and backgrounds, Solar 2 will demonstrate energy-efficiency technologies and sustainable environmental practices available now to all urban residents, eco-tourists, teachers, and students alike. Showcasing one of Solar 2â??s most striking design elements is the PV roof array with a caf?© and river vistas for miles of New York Cityâ??s skylines. Capping the building as a solar-powered landmark, and visible from the FDR Drive, the PV array is also designed to provide visitors below a view of the solar roof when standing outside, as well as directly underneath it. Recognized by an international jury of architects, civil engineers and urban designers by the Swiss-based Holcim Foundation, the Solar 2 design was awarded the prestigious Holcim North American 2008 Gold Award for Sustainable Construction for â??innovative, future-oriented and tangible sustainable construction projects,â? selected from more than 1900 entries. Funding from the Department of Energy was provided to assist with the ongoing design work of Solar 2, including architecture, engineering and the development of construction specifications. The work performed during the project period brought this process as far along as it could go pending the raising of funds to begin construction of the building. Once those funds are secured, we will finalize any additional details needed before beginning the bidding process and then moving into construction. DOEâ??s funding was extremely valuable in helping Solar One determine the feasibility of a net-zero construction on the site and allowed for the design to project to meet the high standards necessary for LEED Platinum status.

    This document presents the technical site information for the Superconducting Super Collider project. The Ellis County, Texas site was selected by the Department of Energy in 1989. After assembling the initial staff at temporary facilities in Dallas, the SSC Laboratory began site-specific design work. The resulting design for the SSC accelerators, experimental areas, and laboratory facilities were described in the Site-Specific Conceptual Design Report of July 1990. Since then, design specifications for the technical components and conventional facilities have been formulated. In fact, a very significant amount of surface and underground construction has been initiated and many buildings have been completed. Testing of prototypes for most technical components is advanced. The construction phase of the SSC project is approximately 20% complete. At this time, it is appropriate to capture the conventional design work which has taken place since 1990. This documents records regional and physical information used in site studies, summarizes the site studies for conventional facilities, and presents site layouts for buildings and utilities as they would have been at the end of the construction project. As such, this documents summarizes and complements the work of many groups in the SSC laboratory, the Texas National Research Laboratory Commission (TNRLC), and several subcontractors to the SSC project. The document contains extensive references to their work contained in other drafts and final reports. In particular, it borrows heavily from the Site Development Plan (released in draft form in January, 1992) which has, to date, guided aspects of site development.

    Once again, the most recent fiscal year was a productive one for the Carbon Dioxide Information Analysis Center (CDIAC) at Oak Ridge National Laboratory (ORNL), as well as a year for change. The FY 1998 in Review section in this report summarizes quite a few new and updated data and information products, and the ''What's Coming in FY 1999'' section describes our plans for this new fiscal year. During FY 1998, CDIAC began a data-management system for AmeriFlux, a long-term study of carbon fluxes between the terrestrial biosphere of the Western Hemisphere and the atmosphere. The specific objectives of AmeriFlux are to establish an infrastructure for guiding, collecting, synthesizing, and disseminating long-term measurements of CO{sub 2}, water, and energy exchange from a variety of ecosystems; collect critical new information to help define the current global CO{sub 2} budget; enable improved predictions of future concentrations of atmospheric CO{sub 2}; and enhance understanding of carbon fluxes. Net Ecosystem Production (NEP), and carbon sequestration in the terrestrial biosphere. The data-management system, available from CDIAC'S AmeriFlux home page (http://cdiac.esd.ornl.gov/programs/ameriflux/ ) is intended to provide consistent, quality-assured, and documented data across all AmeriFlux sites in the US, Canada, Costa Rica, and Brazil. It is being developed by Antoinette Brenkert and Tom Boden, with assistance from Susan Holladay (who joined CDIAC specifically to support the AmeriFlux data-management effort).

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    Operations and maintenance continued this month at the Electric Power Research Institute`s Environmental Control Technology Center. Testing on the 4.0 MW Pilot Wet FGD unit continued this month with the Carbon Injection System for the Hazardous Air Pollutant (HAP) test block. With this testing, the mercury measurement (Method 29) studies also continued with various impinger capture solutions. Also, the installation of the B&W/CHX Heat Exchanger unit was completed in March. The 4.0 MW Spray Dryer Absorber System (Carbon Injection System) and the 4.0 MW Pilot Wet FGD Unit and were utilized in the HAP test configuration this month. The 1.0 MW Cold-Side Selective Catalytic Reduction (SCR) unit remained idle this month in a cold- standby mode. Monthly inspections were conducted for all equipment in cold-standby, as well as for the fire safety systems, and will continue to be conducted by the ECTC Operations and Maintenance staff.
