The theme for the conference was Advances in Reservoir Characterization for Effective Reservoir Management. On March 2, 1997, the DOE Class Workshop kicked off with tutorials by Dr. Steve Begg (BP Exploration) and Dr. Ganesh Thakur (Chevron). Tutorial presentations are not included in these Proceedings but may be available from the authors. The conference consisted of the following topics: data acquisition; reservoir modeling; scaling reservoir properties; and managing uncertainty. Selected papers have been processed separately for inclusion in the Energy Science and Technology database.

    In 2004 a team from the University of Pennsylvania, Princeton University, and the Institute for Advanced Study proposed to host the 2008 International Conference on High Energy Physics (ICHEP) on the campus of the University of Pennsylvania in Philadelphia. The proposal was approved later that year by the C-11 committee of the International Union of Pure and Applied Physics. The Co-Chairs were Nigel S. Lockyer (U. Penn/TRIUMF) and A.J. Stewart Smith (Princeton); Joe Kroll of U. Penn served as Deputy Chair from 2007 on. Highlights of the proposal included 1. greatly increased participation of young scientists, women scientists, and graduate students 2. new emphasis on formal theory 3. increased focus on astrophysics and cosmology 4. large informal poster session (170 posters) in prime time 5. convenient, contiguous venues for all sessions and lodging 6. landmark locations for the reception and banquet. The conference program consisted of three days of parallel sessions and three days of plenary talks.

    The Sixth Clean Coal Technology Conference focused on the ability of clean coal technologies (CCTs) to meet increasingly demanding environmental requirements while simultaneously remaining competitive in both international and domestic markets. Conference speakers assessed environmental, economic, and technical issues and identified approaches that will help enable CCTs to be deployed in an era of competing, interrelated demands for energy, economic growth, and environmental protection. Recognition was given to the dynamic changes that will result from increasing competition in electricity and fuel markets and industry restructuring, both domestically and internationally. Volume 2 contains 28 papers related to fluidized-bed combustion, coal gasification for combined cycle power plants, the Liquid Phase Methanol Process, use of coal in iron making, air pollution control of nitrogen oxides, coke making, and hot gas cleanup.

    The project will identify promising locations for photovoltaic installations and create a roadmap for commercial and residential system developers. The roadmap, published as the Solar Developers Guide to Philadelphia, will be used to promote and attract solar energy investment. Philadelphia’s long-term goal for solar energy is to fully utilize the potential of solar energy to safely, reliably, and cost-effectively displace the use of energy generated by fossil fuels. To achieve its solar energy goals, the City of Philadelphia must add large commercial scale (> 500 kW) solar installations to its ongoing efforts on the smaller scale (we note that a new 1 MW PV installation will be installed at the Philadelphia Navy Yard by the end of 2008).

    The EPRI-DOE Conference on Environmentally-Enhanced Hydropower Turbines was a component of a larger project. The goal of the overall project was to conduct the final developmental engineering required to advance the commercialization of the Alden turbine. As part of this effort, the conference provided a venue to disseminate information on the status of the Alden turbine technology as well as the status of other advanced turbines and research on environmentally-friendly hydropower turbines. The conference was also a product of a federal Memorandum of Understanding among DOE, USBR, and USACE to share technical information on hydropower. The conference was held in Washington, DC on May 19 and 20, 2011 and welcomed over 100 attendees. The Conference Organizing Committee included the federal agencies with a vested interest in hydropower in the U.S. The Committee collaboratively assembled this conference, including topics from each facet of the environmentally-friendly conventional hydropower research community. The conference was successful in illustrating the readiness of environmentally-enhanced hydropower technologies. Furthermore, the topics presented illustrated the need for additional deployment and field testing of these technologies in an effort to promote the growth of environmentally sustainable hydropower in the U.S. and around the world

    The US Department of Energy`s grant to Citizens Fund was designed to support a grassroots organizing campaign, local coalition building and media activity initially focused on getting the Southeastern Pennsylvania Transit Authority (SEPTA) to acquire clean burning alternative fueled buses (e.g. natural gas). In addition, Citizens Fund through Pennsylvania Citizen Action would become involved in the Philadelphia Clean Cities organization sponsored by the City of Philadelphia through a DOE grant. The city reached out to a substantial number of organizations and community leaders and actively worked to get out the message on the need to promote and use alternatively-fueled vehicles. This report summarizes these activities.

    The 6th Pathways, Networks and Systems Medicine Conference was held at the Minoa Palace Conference Center, Chania, Crete, Greece (16-21 June 2008). The Organizing Committee was composed of Joe Nadeau (CWRU, Cleveland), Rudi Balling (German Research Centre, Brauschweig), David Galas (Institute for Systems Biology, Seattle), Lee Hood (Institute for Systems Biology, Seattle), Diane Isonaka (Seattle), Fotis Kafatos (Imperial College, London), John Lambris (Univ. Pennsylvania, Philadelphia),Harris Lewin (Univ. of Indiana, Urbana-Champaign), Edison Liu (Genome Institute of Singapore, Singapore), and Shankar Subramaniam (Univ. California, San Diego). A total of 101 individuals from 21 countries participated in the conference: USA (48), Canada (5), France (5), Austria (4), Germany (3), Italy (3), UK (3), Greece (2), New Zealand (2), Singapore (2), Argentina (1), Australia (1), Cuba (1), Denmark (1), Japan (1), Mexico (1), Netherlands (1), Spain (1), Sweden (1), Switzerland (1). With respect to speakers, 29 were established faculty members and 13 were graduate students or postdoctoral fellows. With respect to gender representation, among speakers, 13 were female and 28 were male, and among all participants 43 were female and 58 were male. Program these included the following topics: Cancer Pathways and Networks (Day 1), Metabolic Disease Networks (Day 2), Day 3 ? Organs, Pathways and Stem Cells (Day 3), and Day 4 ? Inflammation, Immunity, Microbes and the Environment (Day 4). Proceedings of the Conference were not published.

    The Eighth National Passive Solar Conference was held near Santa Fe, New Mexico at the Glorieta Conference Center on September 5 to 11, 1983. Nearly 900 people from all across the nation and the world attended the conference. Close to 200 technical papers were presented, 50 solar product exhibits were available; 34 poster sessions were presented; 16 solar workshops were conducted; 10 renowned solar individuals participated in rendezvous sessions; 7 major addresses were delivered; 5 solar home tours were conducted; 2 emerging architecture sessions were held which included 21 separate presentations; and commercial product presentations were given for the first time ever at a national passive solar conference. Peter van Dresser of Santa Fe received the prestigious Passive Solar Pioneer Award, posthumously, from the American Solar Energy Society and Benjamin T. Buck Rogers of Embudo received the prestigious Peter van Dresser Award from the New Mexico Solar Energy Association. This report reviews conference organization, attendance, finances, conference evaluation form results, and includes press coverage samples, selected conference photos courtesy of Marshall Tyler, and a summary with recommendations for future conferences. The Appendices included conference press releases and a report by the New Mexico Solar Industry Development Corporation on exhibits management.

    The City of Philadelphia was awarded a grant for the ``development of a Public Information Component for the Clean Cities Program involving alternative fuels usage within the city of Philadelphia and the surrounding counties in the Philadelphia region``. During the summer of 1993, it was felt that the public needed considerable information on the costs, benefits, emission data, conversion information, and infrastructure requirements. Embodied in the 1993 proposal was the notion that a model could be developed within some type of structure charged with the tasks of market introduction of alternative fuels in the Greater Philadelphia area in a concerted, comprehensive way. As originally envisioned, in executing this grant, the City had several objectives in mind. Among these were the following: the organizing of various media events to showcase alternative fuels usage; (2) to begin a networking process with fleet managers in the area; (3) to provide sources of information to fleet managers and others interested in, and concerned with the conversion to alternative fuels; (4) documentation on research and analysis associated with alternative fuels.

    The Conowingo East Fish Passage Facility employs the latest technology to attract, collect, and pass American Shad upstream of the dam as they make their annual spring spawning run u the Susquehanna River. The facility is designed to move up to 750,000 American Shad and 5 million River Herring per season, i.e., April 1 through June 15. The facility is designed so that if the numbers of American Shad warrant, the capacity of the flit may be doubled in the future. This paper will discuss the key elements in the design of a fishway, including planning, engineering, and hydraulic modelling. The paper will also address installation and operational experience at Philadelphia Electric's new East Side Fish Passage Facility.

    Aerogel materials posses such a wide variety of exceptional properties that a striking number of applications have developed for them. Many of the commercial applications of aerogels such as catalysts, thermal insulation, windows, and particle detectors are still under development and new application as have been publicized since the ISA4 Conference in 1994: e.g.; supercapacitors, insulation for heat storage in automobiles, electrodes for capacitive deionization, etc. More applications are evolving as the scientific and engineering community becomes familiar with the unusual and exceptional physical properties of aerogels, there are also scientific and technical application, as well. This paper discusses a variety of applications under development at Lawrence Livermore National Laboratory for which several types of aerogels are formed in custom sizes and shapes. Particular discussions will focus on the uses of aerogels for physics experiments which rely on the exceptional, sometimes unique, properties of aerogels.

    Fossil plant cycling continues to be a key issue for many electric utilities. EPRI's previous cycling workshops, held in 1983, 1985, and 1987, allowed utilities to benefit from collective industry experience in the conversion of baseload fossil units to cyclic operation. Continued improvements in equipment, retrofits, diagnostics, and controls were highlighted at the 1990 conference. The objective is to provide a forum for utility discussions of the cycling operation of fossil fuel power plants. Potomac Electric Power Company (PEPCO) hosted the 1990 EPRI Fossil Fuel Cycling Conference in Washington, DC, on December 4--6, 1990. More than 130 representatives from utilities, vendors, government agencies, universities, and industry associations attended the conference.     Load-bearing brick-masonry multifamily buildings are prevalent in urban areas across much of the Northeast and mid-Atlantic. In most instances, these buildings are un-insulated unless they have been renovated within the past two decades. Affordable housing capital budgets typically limit what can be spent and energy improvements often take a back seat to basic capital improvements such as interior finish upgrades and basic repairs. The Consortium for Advanced Residential Buildings (CARB) is researching cost effective solution packages for significant energy efficiency and indoor air-quality improvements in these urban buildings. To explore how these low-cost retrofits can effectively integrate energy efficiency upgrades, CARB partnered with Columbus Property Management and Development, Inc. on a community-scale gut rehabilitation project located at 56th Street and Walnut Street in Philadelphia, consisting of 32 units in eleven 3-story buildings. These buildings were built in the early 1900s using stone foundations and solid brick-masonry walls. They were renovated in the 1990s to have interior light gauge metal framing with R-13 batt in the above-grade walls, induced-draft furnaces, and central air conditioning.

    The US Department of Energy Office of Fossil Energy has recognized the need for materials research and development to assure the adequacy of materials of construction for advanced fossil energy systems. The principal responsibility for identifying needed materials research and for establishing a program to address these needs resides within the Office of Technical Coordination. That office has established the Advanced Research and Technology Development (AR and TD) Fossil Energy Materials Program to fulfill that responsibility. In addition to the AR and TD Materials Program, which is designed to address in a generic way the materials needs of fossil energy systems, specific materials support activities are also sponsored by the various line organizations such as the Office of Coal Gasification. A conference was held at Oak Ridge, Tennessee on May 19-21, 1987, to present and discuss the results of program activities during the past year. The conference program was organized in accordance with the research thrust areas we have established. These research thrust areas include structural ceramics (particularly fiber-reinforced ceramic composites), corrosion and erosion, and alloy development and mechanical properties. Eighty-six people attended the conference. Papers have been entered individually into EDB and ERA. (LTN)

    The objective of this study is to determine the energy effectiveness and the economic viability of the ACES concept. Three different classes of building are investigated, namely: single-family residence; multi-family residence; and commercial office building. The application of ACES to each of these building types is studied in three different climatic regions: Minneapolis, Atlanta, and Philadelphia. Computer programs - ACESIM for the residences and CACESS for the office building - were used, each comprised of four modules: loads; design; simulation; and economic. For each building type in each geographic location, the economic evaluation of the ACES is based on a comparison of the present worth of the ACES to the present worth of a number of conventional systems. The results of this analysis indicate that the economic viability of the ACES is very sensitive to the assumed value of the property tax, maintenace cost, and fuel-escalation rates, while it is relatively insensitive to the assumed values of other parameters. Fortunately, any conceivable change in the fuel-escalation rates would tend to increase the viability of the ACES concept. An increase in the assumed value of the maintenance cost or property tax would tend to make the ACES concept less viable; a decrease in either would tend to make the ACES concept more viable. The detailed results of this analysis are given in Section 5.4 of Volume II. 2 figures, 21 tables.

    Mutations are genetic alterations that drive biological evolution and cause many, if not all, human diseases. Mutation originates via two distinct mechanisms: ''vertical'' variation is de novo change of one or few bases, whereas ''horizontal'' variation occurs by genetic recombination, which creates new mosaics of pre-existing sequences. The Mutagenesis Conference has traditionally focused on the generation of mutagenic intermediates during normal DNA synthesis or in response to environmental insults, as well as the diverse repair mechanisms that prevent the fixation of such intermediates as permanent mutations. While the 2004 Conference will continue to focus on the molecular mechanisms of mutagenesis, there will be increased emphasis on the biological consequences of mutations, both in terms of evolutionary processes and in terms of human disease. The meeting will open with two historical accounts of mutation research that recapitulate the intellectual framework of this field and thereby place the current research paradigms into perspective. The two introductory keynote lectures will be followed by sessions on: (1) mutagenic systems, (2) hypermutable sequences, (3) mechanisms of mutation, (4) mutation avoidance systems, (5) mutation in human hereditary and infectious diseases, (6) mutation rates in evolution and genotype-phenotype relationships, (7) ecology, mutagenesis and the modeling of evolution and (8) genetic diversity of the human population and models for human mutagenesis. The Conference will end with a synthesis of the meeting as the keynote closing lecture.

    The Second Conference on Radiation Protection and Dosimetry was held during October 31--November 3, 1988, at the Holiday Inn, Crowne Plaza Hotel in Orlando, Florida. This meeting was designed with the objectives of promoting communication among applied, research, regulatory, and standards personnel involved in radiation protection and providing them with sufficient information to evaluate their programs. To facilitate meeting these objectives, a technical program consisting of more than 75 invited and contributed oral presentations encompassing all aspects of radiation protection was prepared. General topics considered in the technical sessions included external dosimetry, internal dosimetry, calibration, standards and regulations, instrumentation, accreditation and test programs, research advances, and applied program experience. In addition, special sessions were held to afford attendees the opportunity to make short presentations of recent work or to discuss topics of general interest.     The Third Conference on Radiation Protection and Dosimetry was held during October 21--24, 1991, at the Sheraton Plaza Hotel in Orlando, Florida. This meeting was designed with the objectives of promoting communication among applied, research, regulatory, and standards personnel involved in radiation protection, and providing them with sufficient information to evaluate their programs. To meet these objectives, a technical program consisting of more than 75 invited and contributed oral presentations encompassing all aspects of radiation protection was prepared.     In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

    Ten years after hosting the First International Mammalian Genome Conference in Paris in 1986, Dr. Jean-Louis Guenet presided over the Tenth Conference at the Pasteur Institute, October 7--10, 1996. The 1986 conference was a satellite to the Human Gene Mapping Workshop and had approximately 50 attendees. The 1996 meeting was attended by 300 scientists from around the world. In the interim, the number of mapped loci in the mouse increased from 1,000 to over 20,000. This report contains a listing of the program and its participants, and two articles that review the meeting and the role of the laboratory mouse in the Human Genome project.     This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval.     The Sixth Annual Conference on Fossil Energy Materials was held in Oak Ridge, Tennessee, on May 12--14, 1992. The meeting was sponsored by the US Department of Energy's Office of Fossil Energy through the Advanced Research and Technology Development (AR TD) Materials Program, and ASM International. The objective of the AR TD Materials Program is to conduct research and development on materials for longer-term fossil energy applications as well as for generic needs of various fossil fuel technologies. The management of the Program has been decentralized to the DOE Field Office, Oak Ridge with Oak Ridge National Laboratory (ORNL) as the technical support contractor. The research is performed by staff members at ORNL and by a substantial number of researchers at other national laboratories, universities, and in private industry. The work is divided into the following categories: (1) ceramics, (2) development and corrosion resistance of iron aluminide, advanced austenitic and chromium-niobium alloys, and (3) technology assessment and technology transfer. This conference is held each year to review the work on all of the projects of the Program. The agenda for the meeting is given in Appendix A, and a list of attendees is presented in Appendix B.     The STI product is the Final Technical Report from ReliOn, Inc. for contract award DE-EE0000487: Recovery Act PEM Fuel Cell Systems Providing Emergency Reserve and Backup Power. The program covered the turnkey deployment of 431 ReliOn fuel cell systems at 189 individual sites for AT&T and PG&E with ReliOn functioning as the primary equipment supplier and the project manager. The Final Technical Report provides an executive level summary, a comparison of the actual accomplishments vs. the goals and objectives of the project, as well as a summary of the project activity from the contract award date of August 1, 2009 through the contract expiration date of December 31, 2011. Two photos are included in the body of the report which show hydrogen storage and bulk hydrogen refueling technologies developed as a result of this program.

    The Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, Public Law 95-604 (PL95-604), grants the Secretary of Energy the authority and responsibility to perform such actions as are necessary to minimize radiation health hazards and other environmental hazards caused by inactive uranium mill sites. This Technical Approach Document (TAD) describes the general technical approaches and design criteria adopted by the US Department of Energy (DOE) in order to implement remedial action plans (RAPS) and final designs that comply with EPA standards. It does not address the technical approaches necessary for aquifer restoration at processing sites; a guidance document, currently in preparation, will describe aquifer restoration concerns and technical protocols. This document is a second revision to the original document issued in May 1986; the revision has been made in response to changes to the groundwater standards of 40 CFR 192, Subparts A--C, proposed by EPA as draft standards. New sections were added to define the design approaches and designs necessary to comply with the groundwater standards. These new sections are in addition to changes made throughout the document to reflect current procedures, especially in cover design, water resources protection, and alternate site selection; only minor revisions were made to some of the sections. Sections 3.0 is a new section defining the approach taken in the design of disposal cells; Section 4.0 has been revised to include design of vegetated covers; Section 8.0 discusses design approaches necessary for compliance with the groundwater standards; and Section 9.0 is a new section dealing with nonradiological hazardous constituents. 203 refs., 18 figs., 26 tabs.

    This Technical Manual contains descriptions of the calculation models and mathematical and numerical methods used in the RADTRAN 6 computer code for transportation risk and consequence assessment. The RADTRAN 6 code combines user-supplied input data with values from an internal library of physical and radiological data to calculate the expected radiological consequences and risks associated with the transportation of radioactive material. Radiological consequences and risks are estimated with numerical models of exposure pathways, receptor populations, package behavior in accidents, and accident severity and probability.

    This final technical report describes results and findings from a research project to examine the role of microbial phosphohydrolase enzymes in naturally occurring subsurface microorganisms for the purpose of promoting the immobilization of the radionuclide uranium through the production of insoluble uranium phosphate minerals. The research project investigated the microbial mechanisms and the physical and chemical processes promoting uranium biomineralization and sequestration in oxygenated subsurface soils. Uranium biomineralization under aerobic conditions can provide a secondary biobarrier strategy to immobilize radionuclides should the metal precipitates formed by microbial dissimilatory mechanisms remobilize due to a change in redox state.

    EPA has granted Waste Technologies Industries (WTI) temporary authorization to burn hazardous waste in its new incinerator in East Liverpool, Ohio. The approval is based on preliminary data showing that the incinerator was able to meet EPA`s emission standards for dioxins and furans in tests run this summer. WTI is allowed to continue burning waste pending final evaluation of its March 1993 performance tests. The action marks yet another hurdle cleared by WTI in its 11-year effort to construct and operate a commercial hazardous waste incinerator. The facility`s long-standing predicament as a target for environmental and public interest groups has made it the subject of numerous lawsuits and many legal reviews. In this article, however, we focus on the technical aspects of the system. The WTI incinerator is described in {open_quotes}Performance Testing of a Rotary Kiln Incinerator,{close_quotes} a paper by Alfred Sigg of Von Roll, Incorporated (Norcross, Georgia). The paper was presented at the 1993 Incineration Conference, which was held in Knoxville, Tennessee on May 3-7, 1993. 1 fig., 2 tabs.

    The Fifth Annual Conference on Fossil Energy Materials was held in Oak Ridge, Tennessee, on May 14--16, 1991. The meeting was sponsored by the US Department of Energy's Office of Fossil Energy through the Advanced Research and Technology Development (AR TD) Materials Program, and ASM International. The objective of the AR TD Materials Program is to conduct research and development on materials for longer-term fossil energy applications as well as for generic needs of various fossil fuel technologies. The management of the Program has been decentralized to the DOE Field Office, Oak Ridge with Oak Ridge National Laboratory (ORNL) as the technical support contractor. The research is performed by staff members at ORNL and by a substantial number of researchers at other national laboratories, universities, and in private industry. The work is divided into the following categories: (1) Ceramics, (2) New Alloys, (3) Corrosion and Erosion, and (4) Technology Assessment and Technology Transfer. This conference is held every year to review the work on all of the projects of the Program. The agenda for the meeting is given in Appendix A, and a list of attendees is presented in Appendix B.

    The Twenty-First Department of Energy/Nuclear Regulatory Commission Nuclear Air-Cleaning Conference was held August 12-16, 1990, in San Diego, California. A total of 232 air-cleaning specialists attended the conference. The United States and 14 foreign countries were represented, and the specialists were affiliated with government agencies, educational institutions, and the nuclear industry. Several major topics were discussed during the conference, including development and use of industry codes and standards; chemical processing off-gas cleaning; particulate filter developments, including filter testing and filter response to physical stress; development of adsorbents, including laboratory testing and in-place testing; incineration and vitrification; containment venting; reactor operations, including design and modeling; and measurement systems capable of verifying safe operation. The conference continued to provide a forum for direct and efficient interchange of technical and philosophical information among the participants. The high level of foreign participation and interest continues, as evidenced by over one half of the papers being sponsored by foreign interests, and one quarter of the attendees being from outside the United States. Further evidence of international interest was seen in a plenary session devoted to nuclear air-cleaning programs in nine different countries. A common concern throughout many of the sessions was the development of meaningful standards, their implementation for existing air-cleaning system, and the use of these standards by regulatory agencies. 13 refs., 2 tabs.

    This work is focused on the design and construction of novel beam diagnostic and instrumentation for charged particle accelerators required for the next generation of linear colliders. Our main interest is in non-invasive techniques. The Northwestern group of Velasco has been a member of the CLIC Test Facility 3 (CTF3) collaboration since 2003, and the beam instrumentation work is developed mostly at this facility1. This 4 kW electron beam facility has a 25-170 MeV electron LINAC. CTF3 performed a set of dedicated measurements to finalize the development of our RF-Pickup bunch length detectors. The RF-pickup based on mixers was fully commissioned in 2009 and the RF-pickup based on diodes was finished in time for the 2010-11 data taking. The analysis of all the data taken in by the summer of 2010 was finish in time and presented at the main conference of the year, LINAC 2010 in Japan.

    In April 1985, the US Department of Energy's (DOE's) Office of Fusion Energy commissioned the Technical Planning Activity (TPA). The purpose of this activity was to develop a technical planning methodology and prepare technical plans in support of the strategic and policy framework of the Magnetic Fusion Program Plan issued by DOE in February 1985. Although this report represents the views of only the US magnetic fusion community, it is international in scope in the sense that the technical plans contained herein describe the full scope of the tasks that are prerequisites for the commercialization of fusion energy. The TPA has developed a well-structured methodology that includes detailed definitions of technical issues, definitions of program areas and elements, statements of research and development objectives, identification of key decision points and milestones, and descriptions of facility requirements.

    The overall objective of the Chattanooga fuel cell demonstrations project was to develop and demonstrate a prototype 5-kW grid-parallel, solid oxide fuel cell (SOFC) system that co-produces hydrogen, based on Ion America’s technology. The commercial viability of the 5kW SOFC system was tested by transporting, installing and commissioning the SOFC system at the Alternative Energy Laboratory at the University of Tennessee – Chattanooga. The system also demonstrated the efficiency and the reliability of the system running on natural gas. This project successfully contributed to the achievement of DOE technology validation milestones from the Technology Validation section of the Hydrogen, Fuel Cells and Infrastructure Technologies Program Multi-Year Research, Development and Demonstration Plan. Results of the project can be found in the final technical report.

    The 'International Conference on Fast Reactors and Related Fuel Cycles', which is regularly held every four years, represents the main international event dealing with fast reactors technology and related fuel cycles options. Main topics of the conference were new fast reactor concepts, design and simulation capabilities, safety of fast reactors, fast reactor fuels and innovative fuel cycles, analysis of past experience, fast reactor knowledge management. Particular emphasis was put on safety aspects, considering the current need of developing and harmonizing safety standards for fast reactors at the international level, taking also into account the lessons learned from the accident occurred at the Fukushima- Daiichi nuclear power plant in March 2011. Main advances in the several key areas of technological development were presented through 208 oral presentations during 41 technical sessions which shows the importance taken by fast reactors in the future of nuclear energy.

    Landscan USA is a high resolution dasymetric model incorporating multiple ancillary variables to distribute populations. LandScan USA is a valuable tool in determining the population at risk during emergency response situations. However, a critical evaluation is necessary to produce user confidence regarding model accuracy through the verification and validation of model outputs. Unfortunately, dynamic models, such as population distribution, are often not validated due to the difficulty of having multiple input datasets and lack of validated data. A validated dataset allows analysis of model accuracy, as well as quantifying the benefits and costs of improving input datasets compared to find a balance for producing the best model. This paper examines inaccuracies present within the input variables of two national school datasets incorporated in the model. Schools were chosen since a validated school dataset exists for Philadelphia County, Pennsylvania. Quality control efforts utilized throughout the LandScan USA process are quantified to determine the degree of quality control necessary to have a statistically significant effect on model output. Typical LandScan USA quality control resulted in 43% of school enrollment values changed, compared to 89% for the validated dataset. Normal quality control methods resulted in 36% of schools being spatially relocated compared to 87% for the validated dataset. However, the costs of increasing quality control from normal to the validated dataset equated to a 600% increase in manual labor time for statistically insignificant improvements in LandScan USA daytime. This study enabled validation verification of not only the quality control process for LandScan USA, but also provides confidence in model output and use for policy issues, planning and emergency situations.

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    The GEM collaboration was formed in June 1991 to develop a major detector for the SSC. The primary physics objectives of GEM are those central to the motivation for the SSC, to study high p{sub T} physics - exemplified by the search for Higgs bosons - and to search for new physics beyond the standard model. The authors present in this Technical Design Report (TDR) a detector with broad capabilities for the discovery and subsequent study of electroweak symmetry breaking, the origin of mass and flavor, and other physics requiring precise measurements of gammas, electrons, and muons - hence the name, GEM. In addition, as a design goal, they have taken care to provide the robustness needed to do the physics that requires high luminosity. Finally, good coverage and hermeticity allow the detection of missing transverse energy, E{sub T}. The GEM design emphasizes clean identification and high resolution measurement of the primary physics signatures for high p{sub T} physics. The approach is to make precise energy measurements that maximize the sensitivity to rare narrow resonances, to detect the elementary interaction products (quarks, leptons, and photons), and to build in the features required to reduce backgrounds.

    This project developed a new high-performance R-10/high SHGC window design, reviewed market positioning and evaluated manufacturing solutions required for broad market adoption. The project objectives were accomplished by: identifying viable technical solutions based on modeling of modern and potential coating stacks and IGU designs; development of new coating material sets for HM thin film stacks, as well as improved HM IGU designs to accept multiple layers of HM films; matching promising new coating designs with new HM IGU designs to demonstrate performance gains; and, in cooperation with a window manufacturer, assess the potential for high-volume manufacturing and cost efficiency of a HM-based R-10 window with improved solar heat gain characteristics. A broad view of available materials and design options was applied to achieve the desired improvements. Gated engineering methodologies were employed to guide the development process from concept generation to a window demonstration. The project determined that a slightly de-rated window performance allows formulation of a path to achieve the desired cost reductions to support end consumer adoption.

    High-resolution tracking detectors based on Active Pixel Sensor (APS) have been valuable tools in Nuclear Physics and High-Energy Physics research, and have contributed to major discoveries. Their integration time, radiation length and readout rate is a limiting factor for the planed luminosity upgrades in nuclear and high-energy physics collider-based experiments. The goal of this program was to demonstrate and develop high-gain, high-resolution tracking detector arrays with faster readout, and shorter radiation length than APS arrays. These arrays may operate as direct charged particle detectors or as readouts of high resolution scintillating fiber arrays. During this program, we developed in CMOS large, high-resolution pixel sensor arrays with integrated readout, and reset at pixel level. Their intrinsic gain, high immunity to surface and moisture damage, will allow operating these detectors with minimal packaging/passivation requirements and will result in radiation length superior to APS. In Phase I, we designed and fabricated arrays with calorimetric output capable of sub-pixel resolution and sub-microsecond readout rate. The technical effort was dedicated to detector and readout structure development, performance verification, as well as to radiation damage and damage annealing.

    In preparation for future nuclear arms reduction treaties, including any potential successor treaties to START I and II, the authors have been examining possible methods for bilateral warhead dismantlement verification. Warhead dismantlement verification raises significant challenges in the political, legal, and technical arenas. This discussion will focus on the technical issues raised by warhead arms controls. Technical complications arise from several sources. These will be discussed under the headings of warhead authentication, chain-of-custody, dismantlement verification, non-nuclear component tracking, component monitoring, and irreversibility. The authors will discuss possible technical options to address these challenges as applied to a generic dismantlement and disposition process, in the process identifying limitations and vulnerabilities. They expect that these considerations will play a large role in any future arms reduction effort and, therefore, should be addressed in a timely fashion.

    The purpose of this handbook is to give the nonspecialist in nuclear explosion physics and nuclear test monitoring an introduction to the topic as it pertains to a Comprehensive Test Ban Treaty (CTBT). The authors have tried to make the handbook visually oriented, with figures paired to short discussions. As such, the handbook may be read straight through or in sections. The handbook covers four main areas and ends with a glossary, which includes both scientific terms and acronyms likely to be encountered during CTBT negotiations. The following topics are covered: (1) Physics of nuclear explosion experiments. This is a description of basic nuclear physics and elementary nuclear weapon design. Also discussed are testing practices. (2) Other nuclear experiments. This section discusses experiments that produce small amounts of nuclear energy but differ from explosion experiments discussed in the first chapter. This includes the type of activities, such as laser fusion, that would continue after a CTBT is in force. (3) Monitoring tests in various environments. This section describes the different physical environments in which a test could be conducted (underground, in the atmosphere, in space, underwater, and in the laboratory); the sources of non-nuclear events (such as earthquakes and mining operations); and the opportunities for evasion. (4) On-site inspections. A CTBT is likely to include these inspections as an element of the verification provisions, in order to resolve the nature of ambiguous events. This chapter describes some technical considerations and technologies that are likely to be useful. (5) Selecting verification measures. This chapter discusses the uncertain nature of the evidence from monitoring systems and how compliance judgments could be made, taking the uncertainties into account. It also discusses how to allocate monitoring resources, given the likelihood of testing by various countries in various environments.

    Using current methods, oil and gas in the subsurface cannot be reliably predicted from seismic data. This causes domestic oil and gas fields to go undiscovered and unexploited, thereby increasing the need to import energy. The general objective of this study was to demonstrate a simple and effective methodology for estimating reservoir properties (gas saturation in particular, but also including lithology, net to gross ratios, and porosity) from seismic attenuation and other attributes using P and S-waves. Phase I specific technical objectives: • Develop Empirical or Theoretical Rock Physics Relations for Qp and Qs • Create P-wave and S-wave Synthetic Seismic Modeling Algorithms with Q • Compute P-wave and S-wave Q Attributes from Multi-component Seismic Data All objectives defined in the Phase I proposal were accomplished. During the course of this project, a new class of seismic analysis was developed based on compressional and shear wave inelastic rock properties (attenuation). This method provides a better link between seismic data and the presence of hydrocarbons. The technique employs both P and S-wave data to better discriminate between attenuation due to hydrocarbons versus energy loss due to other factors such as scattering and geometric spreading. It was demonstrated that P and S attenuation can be computed from well log data and used to generate synthetic seismograms. Rock physics models for P and S attenuation were tested on a well from the Gulf of Mexico. The P and S-wave Q attributes were computed on multi-component 2D seismic data intersecting this well. These methods generated reasonable results, and most importantly, the Q attributes indicated gas saturation.

    New and novel material and process technologies applied in wind blade designs and production are critical to increasing the competitiveness of wind power generation against traditional sources of energy. In this project, through collaboration between PPG Industries and MAG Industrial Automation Systems, the potential of using automated manufacturing for the production of fiber glass composite wind blades was evaluated from both technical and economic points of view. Further, it was demonstrated that by modifying the standard blade raw material forms through the use of cost effective pre-impregnated rovings coupled with using an automated fiber placement machine to lay up the parts, it is possible to produce state of the art composite laminates with significantly improved mechanical performance and with higher processing rates than standard blade production technology allows for today, thereby lowering the cost of energy over turbine blades made using traditional processes and materials. In conformity with the scope of work of the submitted proposal, the project team completed each task and documented and reported its findings on the appropriate quarterly report submitted to the DOE project team. The activities and this report are divided into 5 subtasks: (1) Material Investigation - Reviews traditional materials and key specifications and testing methods; (2) Manufacturing and Automation - Identifies new candidate material forms and automated layup processes; (3) Process Development - Performs trials of candidate materials and processes; (4) Predictive Analysis - Assesses impact of new material forms and automated processes on a model blade design; and (5) Feasibility Assessment - Compares traditional manufacturing processes and materials to new candidate material forms and automated processes.

    The 13th International Conference on Chlamydomonas (EMBO Workshop on the Cell and Molecular Biology of Chlamydomonas) was held May 27 to June 1, 2008 in Hyeres, France. The conference was the biennial meeting for all researchers studying the green algal systems Chlamydomonas and Volvox. The conference brought together approximately 200 investigators from around the world (North America, Asia, Europe and Australia) representing different fields and disciplines (cell biology, genetics, biochemistry, biophysics, plant physiology, genomics). It provided an opportunity for investigators from different countries to share methodologies and to discuss recent results with a focus on the Chlamydomonas experimental system.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations of hydrogen energy technologies to non-traditional audiences. These activities were also designed to raise the visibility of the DOE Hydrogen Program to new audiences and to help the program continue to advance its mission and vision. We believe that the work conducted under this cooperative agreement was successful at meeting the objectives presented and funded over the period of performance. During Phase 1, SENTECHs activities resulted in the development and distribution of two glossy brochures that target the on-site distributed generation and public transit markets for hydrogen energy technologies; face-to-face industry outreach meetings with various firms with an interest in hydrogen energy, but who may not have made a commitment to be involved; and implementation of two educational forums on hydrogen for students - the future engineers, technicians, and energy consumers. The educational forums were conducted with in-kind cost-shared contributions from NHA and Dr. Robert Reeves, Professor Emeritus, Rensealler During Phase 2, SENTECH activities initially were focused on the development of additional brochures and the development of a series of training modules. This set of information dissemination activities built on the experience demonstrated in our phase one activities, and focused the effort within two critical issue areas facing the development of hydrogen as an energy carrier--effective communications and information dissemination on codes and standards. SENTECH joined with the National Fire Protection Association (NFPA) to scope out the training modules and identified a series of 12 that could be used to train a variety of audiences. The NFPA is an international nonprofit corporation, which has developed a reputation as a worldwide leader in providing fire, electrical, and life safety to the public since 1896. Its membership totals more than 75,000 individuals from around the world and in more than 80 national trade and professional organizations.

    The Gaseous Ions: Structures, Energetics and Reactions Gordon Research Conference will focus on ions and their interactions with molecules, surfaces, electrons, and light. The conference will cover theory and experiments, and systems ranging from molecular to biological to clusters to materials. The meeting goal continues to be bringing together scientists interested in fundamentals, with those applying fundamental phenomena to a wide range of practical problems. Each of the ten conference sessions will focus on a topic within this spectrum, and there will also be poster sessions for contributed papers, with sufficient space and time to allow all participants to present their latest results. To encourage active participation by young investigators, about ten of the poster abstracts will be selected for 15 minute 'hot topic' talks during the conference sessions. Hot topic selection will be done about a month before the meeting. Funds should be available to offset the participation cost for young investigators.

    The 54th International Conference on Electron, Ion and Photon Beam Technology and Nanofabrication, 2010, held at the Egan Convention Center and Hilton in Anchorage, Alaska, June 1 to 4, 2010 was a great success in large part because financial support allowed robust participation from students. The conference brought together 444 engineers and scientists from industries and universities from all over the world to discuss recent progress and future trends. Among the emerging technologies that are within the scope of EIPBN is Nanofabrication for Energy Sources along with nanofabrication for the realization of low power integrated circuits. Every year, EIPBN provides financial support for students to attend the conference.The students gave oral and poster presentations of their research and many published peer reviewed articles in a special conference issue of the Journal of Vacuum Science and Technology B. The Department of Energy Office of Basic Energy Sciences supported 20 students from US universities with a $15,000.
