    This volume contains the Proceedings of the Fourth International Reservoir Characterization Technical Conference held March 2-4, 1997 in Houston, Texas. The theme for the conference was Advances in Reservoir Characterization for Effective Reservoir Management. On March 2, 1997, the DOE Class Workshop kicked off with tutorials by Dr. Steve Begg (BP Exploration) and Dr. Ganesh Thakur (Chevron). Tutorial presentations are not included in these Proceedings but may be available from the authors. The conference consisted of the following topics: data acquisition; reservoir modeling; scaling reservoir properties; and managing uncertainty. Selected papers have been processed separately for inclusion in the Energy Science and Technology database.

    In 2004 a team from the University of Pennsylvania, Princeton University, and the Institute for Advanced Study proposed to host the 2008 International Conference on High Energy Physics (ICHEP) on the campus of the University of Pennsylvania in Philadelphia. The proposal was approved later that year by the C-11 committee of the International Union of Pure and Applied Physics. The Co-Chairs were Nigel S. Lockyer (U. Penn/TRIUMF) and A.J. Stewart Smith (Princeton); Joe Kroll of U. Penn served as Deputy Chair from 2007 on. Highlights of the proposal included 1. greatly increased participation of young scientists, women scientists, and graduate students 2. new emphasis on formal theory 3. increased focus on astrophysics and cosmology 4. large informal poster session (170 posters) in prime time 5. convenient, contiguous venues for all sessions and lodging 6. landmark locations for the reception and banquet. The conference program consisted of three days of parallel sessions and three days of plenary talks.

    The Energy Options technical conference proceedings contains 265 papers, of which 17 were selected for the database. The conference was split into two primary topics: cogeneration and retail wheeling. Subtopics under cogeneration included: the state of cogeneration in the United States, case studies in facility ownership, fuels considerations for tomorrow, and plant design considerations for cogeneration systems. Retail wheeling alternatives subtopics included U.S. Federal Energy Regulatory Commission rulings, end-user options for retail wheeling, deregulation issues, and forecasting of electricity generating costs. Papers not selected for the database, while clearly pertinent topics of interest, consisted of viewgraphs which were judged not to have sufficient technical information and coherence without the corresponding presentation. However, some papers which did consist of viewgraphs were included.

    The Sixth Clean Coal Technology Conference focused on the ability of clean coal technologies (CCTs) to meet increasingly demanding environmental requirements while simultaneously remaining competitive in both international and domestic markets. Conference speakers assessed environmental, economic, and technical issues and identified approaches that will help enable CCTs to be deployed in an era of competing, interrelated demands for energy, economic growth, and environmental protection. Recognition was given to the dynamic changes that will result from increasing competition in electricity and fuel markets and industry restructuring, both domestically and internationally. Volume 2 contains 28 papers related to fluidized-bed combustion, coal gasification for combined cycle power plants, the Liquid Phase Methanol Process, use of coal in iron making, air pollution control of nitrogen oxides, coke making, and hot gas cleanup.

    The Western Photosynthesis Conference is a regional conference that is held on an annual basis to bring together researchers primarily from the Western United States to share their newest research advances on photosynthetic processes. The 23rd conference was focused on both fundamental and more applied research on the biological conversion of solar energy to various energy storage forms. Several particular areas of solar energy conversion were emphasized in this conference (see below). Some of these topics, such as carbon limitations on photosynthesis, biomimicry and phenotyping, have traditionally not been incorporated extensively in the Western Photosynthesis Conference. We found that these topics have substantially broadened of the scope of this meeting.

    The project will identify promising locations for photovoltaic installations and create a roadmap for commercial and residential system developers. The roadmap, published as the Solar Developers Guide to Philadelphia, will be used to promote and attract solar energy investment. Philadelphia’s long-term goal for solar energy is to fully utilize the potential of solar energy to safely, reliably, and cost-effectively displace the use of energy generated by fossil fuels. To achieve its solar energy goals, the City of Philadelphia must add large commercial scale (> 500 kW) solar installations to its ongoing efforts on the smaller scale (we note that a new 1 MW PV installation will be installed at the Philadelphia Navy Yard by the end of 2008).

    The EPRI-DOE Conference on Environmentally-Enhanced Hydropower Turbines was a component of a larger project. The goal of the overall project was to conduct the final developmental engineering required to advance the commercialization of the Alden turbine. As part of this effort, the conference provided a venue to disseminate information on the status of the Alden turbine technology as well as the status of other advanced turbines and research on environmentally-friendly hydropower turbines. The conference was also a product of a federal Memorandum of Understanding among DOE, USBR, and USACE to share technical information on hydropower. The conference was held in Washington, DC on May 19 and 20, 2011 and welcomed over 100 attendees. The Conference Organizing Committee included the federal agencies with a vested interest in hydropower in the U.S. The Committee collaboratively assembled this conference, including topics from each facet of the environmentally-friendly conventional hydropower research community. The conference was successful in illustrating the readiness of environmentally-enhanced hydropower technologies. Furthermore, the topics presented illustrated the need for additional deployment and field testing of these technologies in an effort to promote the growth of environmentally sustainable hydropower in the U.S. and around the world

It was sponsored by the US Department of Energy, the Electric Power Research Institute, the US Environmental Protection Agency, and the Tennessee Valley Authority. The papers covered recent developments in atmospheric and pressurized fluidized-bed combustion, especially the design, operation and control of pilot and demonstration plants. The cleanup of combustion products and the erosion, corrosion and fouling of gas turbines was emphasized also.     Linear algebra plays a central role in mathematics and applications. The analysis and solution of problems from an amazingly wide variety of disciplines depend on the theory and computational techniques of linear algebra. In turn, the diversity of disciplines depending on linear algebra also serves to focus and shape its development. Some problems have special properties (numerical, structural) that can be exploited. Some are simply so large that conventional approaches are impractical. New computer architectures motivate new algorithms, and fresh ways to look at old ones. The pervasive nature of linear algebra in analyzing and solving problems means that people from a wide spectrum--universities, industrial and government laboratories, financial institutions, and many others--share an interest in current developments in linear algebra. This conference aims to bring them together for their mutual benefit. Abstracts of papers presented are included.

    The present conference on CFD methods considers upwind schemes for the solution of the Navier-Stokes (N-S) equations, separated flow simulations using the vortex method on a hypercube, a hybrid expert system for complex CFD problems, three-dimensional hypersonic flow simulations with an implicit upwind N-S method, conservation cells for finite volume calculations, three-dimensional mesh generation, and an extended grid-embedding scheme for viscous flows. Attention is also given to unsteady incompressible flow algorithms based on artificial compressibility, difference schemes for the three-dimensional Euler equations, combustor flow computations in general coordinates, a multigrid Euler method for fighter configurations, a prediction method for supersonic/hypersonic inviscid flow, adaptive methods for high Mach number reacting flow, low Mach number compressible flow solutions in constricted ducts, and the evaluation of flow topology for numerical data.

    Although the cost of the petroleum crude has not increased much within the last decade, the drive to develop internal combustion engines is still continuing. The basic motivation of this drive is to reduce both emissions and costs. Recent developments in computer chip production and information management technology have opened up new applications in engine controls and monitoring. The development of new information is continuing at a rapid pace. Some of these research and development results were presented at the 1996 Spring Technical Conference of the ASME Internal Combustion Engine Division in Youngstown, Ohio, April 21--24, 1996. The papers presented covered various aspects of the design, development, and application of compression ignition and spark ignition engines. The conference was held at the Holiday Inn Metroplex Complex and hosted by Altronic Incorporated of Girard, Ohio. The written papers submitted to the conference have been published in three conference volumes. Volume 2 includes the papers on the topics of engine design, engine systems, and engine user experience.

    For this demonstration assessment, 10 different groups of LED luminaires were installed at three sites in Philadelphia, PA. Each of the three sites represented a different set of conditions, most importantly with regard to the incumbent HPS luminaires, which were nominally 100 W, 150 W, and 250 W. The performance of each product was evaluated based on manufacturer data, illuminance calculations, field measurements of illuminance, and the subjective impressions of both regular and expert observers.

    The objective of this study is to assess the technical and economic feasibility of producing, distributing, selling, and using fuel gas for industrial applications in Philadelphia. The primary driving force for the assessment is the fact that oil users are encountering rapidly escalating fuel costs, and are uncertain about the future availability of low sulfur fuel oil. The situation is also complicated by legislation aimed at reducing oil consumption and by difficulties in assuring a long term supply of natural gas. Early in the gasifier selection study it was decided that the level of risk associated with the gasification process sould be minimal. It was therefore determined that the process should be selected from those commercially proven. The following processes were considered: Lurgi, KT, Winkler, and Wellman-Galusha. From past experience and a knowledge of the characteristics of each gasifier, a list of advantages and disadvantages of each process was formulated. It was concluded that a medium Btu KT gas can be manufactured and distributed at a lower average price than the conservatively projected average price of No. 6 oil, provided that the plant is operated as a base load producer of gas. The methodology used is described, assumptions are detailed and recommendations are made. (LTN)

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    As part of the 1999 NARSTO Northeast Oxidant and Particulate Study (NE-OPS) field campaign, the DOE G-1 aircraft sampled trace gases and aerosols in and around the Philadelphia metropolitan area. Twenty research flights were conducted between July 25 and August 11. The overall goals of these flights were to obtain a mechanistic understanding of O{sub 3} production; to characterize the spatial and temporal behavior of photo-oxidants and aerosols; and to study the evolution of aerosol size distributions, including the process of new particle formation. Within the NE-OPS program, other groups provided additional trace gas, aerosol, and meteorological observations using aircraft, balloon, remote sensing, and surface based instruments (Phillbrick et al., 2000). In this article we provide an overview of the G-1 observations related to O{sub 3} production, focusing on the vertical distribution of pollutants. Ozone production rates are calculated using a box model that is constrained by observed trace gas concentrations. Highest O{sub 3} concentrations were observed on July 31, which we present as a case study. On that day, O{sub 3} concentrations above the 1-hour 120 ppb standard were observed downwind of Philadelphia and also in the plume of a single industrial facility located on the Delaware River south of the city.

    significant discussion of the merits of the papers first between referees and the Area Chairs, and then between Area Chairs and the proceedings chairs. Initial decisions to accept papers were made during a comprehensive conference call with the Area Chairs, and several papers underwent a further evaluation by additional Area Chairs before acceptance decisions were finalized. We appreciate that in several cases reviewers' opinions might have changed with additional input or further clarifications from the authors; because the ISMB/ECCB 2011 timeline did not allow for a second round of reviews, however, only papers where referees suggested minor revisions could be accepted. For several papers where referee comments might have been unclear to the authors, Area Chairs added additional comments and explanations. In total, 48 papers were conditionally accepted, pending revision. After acceptance notices were sent, the authors had 2 weeks to modify their papers according to the suggestions made by the reviewers and to respond to the reviewers' comments. Modified papers and authors' responses were reexamined during the next week to ensure each paper was modified appropriately in response to the reviewers' comments. We were pleased that all 48 conditionally accepted papers were finally accepted for the conference. The final acceptance rate was 19%, similar to the rates of 20% and 19% in the two prior years. Collectively, the 48 accepted papers had 185 authors from 18 countries across 6 continents, with 82 authors from North America, 54 from Europe, 25 from Asia (excluding Israel), 10 from Israel, 9 from Australia, 4 from South America and 1 author from Africa. We thank the area chairs and reviewers for their hard work and dedication to maintaining a professional review process. We thank all authors of submitted papers and authors of accepted papers for their diligences in responding to reviewer comments within 2 weeks.     Load-bearing brick-masonry multifamily buildings are prevalent in urban areas across much of the Northeast and mid-Atlantic. In most instances, these buildings are un-insulated unless they have been renovated within the past two decades. Affordable housing capital budgets typically limit what can be spent and energy improvements often take a back seat to basic capital improvements such as interior finish upgrades and basic repairs. The Consortium for Advanced Residential Buildings (CARB) is researching cost effective solution packages for significant energy efficiency and indoor air-quality improvements in these urban buildings. To explore how these low-cost retrofits can effectively integrate energy efficiency upgrades, CARB partnered with Columbus Property Management and Development, Inc. on a community-scale gut rehabilitation project located at 56th Street and Walnut Street in Philadelphia, consisting of 32 units in eleven 3-story buildings. These buildings were built in the early 1900s using stone foundations and solid brick-masonry walls. They were renovated in the 1990s to have interior light gauge metal framing with R-13 batt in the above-grade walls, induced-draft furnaces, and central air conditioning.

    Aerogel materials posses such a wide variety of exceptional properties that a striking number of applications have developed for them. Many of the commercial applications of aerogels such as catalysts, thermal insulation, windows, and particle detectors are still under development and new application as have been publicized since the ISA4 Conference in 1994: e.g.; supercapacitors, insulation for heat storage in automobiles, electrodes for capacitive deionization, etc. More applications are evolving as the scientific and engineering community becomes familiar with the unusual and exceptional physical properties of aerogels, there are also scientific and technical application, as well. This paper discusses a variety of applications under development at Lawrence Livermore National Laboratory for which several types of aerogels are formed in custom sizes and shapes. Particular discussions will focus on the uses of aerogels for physics experiments which rely on the exceptional, sometimes unique, properties of aerogels.

Background The forty-fourth Anomalous Absorption Conference was held in Estes Park, Colorado from June 5-8, 2014 (aac2014.ucsd.edu). The first Anomalous Absorption Conference was held in 1971 to assemble experts in the poorly understood area of laser-plasma absorption. The goal of that conference was to address the anomalously large laser absorption seen in plasma experiments with respect to the laser absorption predicted by linear plasma theory. Great progress in this research area has been made in the decades since that first meeting, due in part to the scientific interactions that have occurred annually at this conference. Specifically, this includes the development of nonlinear laser-plasma theory and the simulation of laser interactions with plasmas. Each summer since that first meeting, this week-long conference has been held at unique locations in North America as a scientific forum for intense scientific exchanges relevant to the interaction of laser radiation with plasmas. Responsibility for organizing the conference has traditional rotated each year between the major Inertial Confinement Fusion (ICF) laboratories and universities including LANL, LLNL, LLE, UCLA UC Davis and NRL.     The International Conference on Climate Change Adaptation Assessments was held in St. Petersburg, Russian Federation, from May 22--25, 1995. Sponsored by the Russian Federal Service for Hydrometeorology and Environmental Monitoring, the US Country Studies Program, and the directorate General for International Cooperation of the Netherlands Government, it was the first international conference focusing exclusively on adaptation to climate change. More than 100 people from 29 countries on five continents participated. The conference primarily addressed measures to anticipate the potential effects of climate change to minimize negative effects and take advantage of any positive effects. The focus was on what governments, institutions, and individuals can do to prepare for climate change. The conference dealt with two major topics: What adaptation options are most effective and efficient in anticipating climate change and what methods should be used to assess the effectiveness and efficiency of adaptation options. Brief summaries are given from the following sessions on agriculture; Water resources; coastal resources; ecosystems and forests; fisheries; human settlements; water and agriculture; and the panel session on international adaptation in national communications and other development plans and needs for technical assistance.
