  1. Using electronic dialogue to augment traditional classroom instruction

    This paper demonstrates how an electronic dialogue with a panel of human factors experts was used effectively as an augmentation to traditional classroom instruction. Nine students spent a one and one- half hour class session using a variety of commercial electronic mail software packages available on their own desk-tops (not in a university computer lab) to engage in discussion with remotely distributed instructors on topics generated by the students themselves. Ninety eight messages were exchanged, with about 60% having technical content. Interaction content and style were analyzed, and a survey was distributed to participants to evaluate the session. Process observations by this author augmented these data. Strengths and weaknesses of using technology not specifically designed for this function are discussed.

    On March 29, 2010, and April 1, 2010, fourteen draft RFP Section L Technical Proposal Preparation Instruction and Section M Evaluation Criteria templates (Past Performance, Transition, Organization Structure and Approach, Key Personnel (written proposal and oral presentation), Key Personnel (written proposal), Relevant Experience, and Environment Safety and Health) were distributed for Procurement Director (PD) and Head of Contracting Activity (HCA) review and comment. All comments received were considered and changes were made as appropriate. The final version of the fourteen aforementioned RFP Section L and M templates are available in STRIPES as part of the series of DOE-L-1024 or DOE-M-1005 clauses.

    This report provides background information and instructions to assist applicants in writing Energy-Related Inventions Program (ERIP) applications. Initial feedback fro usage for the new instructions shows that the best instructions would not be read and followed by all applicants. Applications from more than thirty applicants who have received the new instructions indicated that few had read the instructions. Based on this feedback, the instructions have been further revised to include a title page and table of contents. A warning was also added to advise applicants of the potential penalty of delayed review if these instructions are not followed. This revision was intended to address the possibility that some applicants did not see or bother to follow the instructions which followed the background information about ERIP. Included are two examples of ERIP applications which have been prepared for handout at workshops or mailing to applicants. Writing of example applications was time consuming and more difficult than expected for several reasons: (1) Full disclosures can be lengthy, very detailed, and technical. This contrasts with the desire to prepare examples which are comparatively short and easy for the non-technical person to read. (2) Disclosures contain confidential information which should not be published. (3) It is difficult to imagine that applicants will study examples when they do not bother to read the basic instructions.

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors.     In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. A computer program product comprising a computer recordable medium having a computer readable program recorded thereon is provided. The computer readable program, when executed on a computing device, causes the computing device to receive one or more instructions and execute the one or more instructions using logic in an execution unit of the computing device. The logic implements a floating point (FP) only single instruction multiple data (SIMD) instruction set architecture (ISA), based on data stored in a vector register file of the computing device. The vector register file is configured to store both scalar and floating point values as vectors having a plurality of vector elements.

    This document summarizes a research effort on demand controlled ventilation and classroom ventilation. The research on demand controlled ventilation included field studies and building energy modeling. Major findings included: ? The single-location carbon dioxide sensors widely used for demand controlled ventilation frequently have large errors and will fail to effectively control ventilation rates (VRs).? Multi-location carbon dioxide measurement systems with more expensive sensors connected to multi-location sampling systems may measure carbon dioxide more accurately.? Currently-available optical people counting systems work well much of the time but have large counting errors in some situations. ? In meeting rooms, measurements of carbon dioxide at return-air grilles appear to be a better choice than wall-mounted sensors.? In California, demand controlled ventilation in general office spaces is projected to save significant energy and be cost effective only if typical VRs without demand controlled ventilation are very high relative to VRs in codes. Based on the research, several recommendations were developed for demand controlled ventilation specifications in the California Title 24 Building Energy Efficiency Standards.The research on classroom ventilation collected data over two years on California elementary school classrooms to investigate associations between VRs and student illness absence (IA). Major findings included: ? Median classroom VRs in all studied climate zones were below the California guideline, and 40percent lower in portable than permanent buildings.? Overall, one additional L/s per person of VR was associated with 1.6percent less IA. ? Increasing average VRs in California K-12 classrooms from the current average to the required level is estimated to decrease IA by 3.4percent, increasing State attendance-based funding to school districts by $33M, with $6.2 M in increased energy costs. Further VR increases would provide additional benefits

    The STI product is the Final Technical Report from ReliOn, Inc. for contract award DE-EE0000487: Recovery Act PEM Fuel Cell Systems Providing Emergency Reserve and Backup Power. The program covered the turnkey deployment of 431 ReliOn fuel cell systems at 189 individual sites for AT&T and PG&E with ReliOn functioning as the primary equipment supplier and the project manager. The Final Technical Report provides an executive level summary, a comparison of the actual accomplishments vs. the goals and objectives of the project, as well as a summary of the project activity from the contract award date of August 1, 2009 through the contract expiration date of December 31, 2011. Two photos are included in the body of the report which show hydrogen storage and bulk hydrogen refueling technologies developed as a result of this program.

  14. Handling debugger breakpoints in a shared instruction system

    A debugger debugs processes that execute shared instructions so that a breakpoint set for one process will not cause a breakpoint to occur in the other processes. A breakpoint is set by recording the original instruction at the desired location and writing a trap instruction to the shared instructions at that location. When a process encounters the breakpoint, the process passes control to the debugger for breakpoint processing if the breakpoint was set at that location for that process. If the trap was not set at that location for that process, the cacheline containing the trap is copied to a small scratchpad memory, and the virtual memory mappings are changed to translate the virtual address of the cacheline to the scratchpad. The original instruction is then written to replace the trap instruction in the scratchpad, so that process can execute the instructions in the scatchpad thereby avoiding the trap instruction.

    This Technical Manual contains descriptions of the calculation models and mathematical and numerical methods used in the RADTRAN 6 computer code for transportation risk and consequence assessment. The RADTRAN 6 code combines user-supplied input data with values from an internal library of physical and radiological data to calculate the expected radiological consequences and risks associated with the transportation of radioactive material. Radiological consequences and risks are estimated with numerical models of exposure pathways, receptor populations, package behavior in accidents, and accident severity and probability.

    This final technical report describes results and findings from a research project to examine the role of microbial phosphohydrolase enzymes in naturally occurring subsurface microorganisms for the purpose of promoting the immobilization of the radionuclide uranium through the production of insoluble uranium phosphate minerals. The research project investigated the microbial mechanisms and the physical and chemical processes promoting uranium biomineralization and sequestration in oxygenated subsurface soils. Uranium biomineralization under aerobic conditions can provide a secondary biobarrier strategy to immobilize radionuclides should the metal precipitates formed by microbial dissimilatory mechanisms remobilize due to a change in redox state.

The objective is to establish a disciplined and consistent approach to business such that the work processes within TWRS Process Engineering are safe, high quality, disciplined, efficient, and consistent with Lockheed Martin Hanford Corporation Policies and Procedures. The sections within this manual are of two types: for compliance and for guidance. For compliance sections are intended to be followed per-the-letter until such time as they are formally changed per Section 2.0 of this manual. For guidance sections are intended to be used by the staff for guidance in the conduct of work where technical judgment and discernment are required.     The focus of this paper is to discuss paradigms for learning that are based on sound principles of human learning and cognition, and to discuss technical challenges that must be overcome in achieving this research goal through instructional system design (ISD) approaches that are cost-effective as well as conformant with today's interactive multimedia instruction standards. Fundamental concepts are to: engage learners to solve real-world problems (progress from simple to complex); relate material to previous experience; demonstrate what is to be learned using interactive, problem-centered activities rather than passive exposure to material; require learners to use their new knowledge to solve problems that demonstrate their knowledge in a relevant applied setting; and guide the learner with feedback and coaching early, then gradually withdraw this support as learning progresses. Many of these principles have been put into practice by employing interactive learning objects as re-usable components of larger, more integrated exercises. A challenge is to make even more extensive use of interactive, scenario-based activities within a guided-discovery framework. Because the design and construction of interactive, scenario-based learning objects and more complex integrated exercises is labor-intensive, this paper explores the use of interactive learning objects and associated representation schema for instructional content to facilitate development of tools for creating scenario-based, guided-discovery courseware.

    Aerogel materials posses such a wide variety of exceptional properties that a striking number of applications have developed for them. Many of the commercial applications of aerogels such as catalysts, thermal insulation, windows, and particle detectors are still under development and new application as have been publicized since the ISA4 Conference in 1994: e.g.; supercapacitors, insulation for heat storage in automobiles, electrodes for capacitive deionization, etc. More applications are evolving as the scientific and engineering community becomes familiar with the unusual and exceptional physical properties of aerogels, there are also scientific and technical application, as well. This paper discusses a variety of applications under development at Lawrence Livermore National Laboratory for which several types of aerogels are formed in custom sizes and shapes. Particular discussions will focus on the uses of aerogels for physics experiments which rely on the exceptional, sometimes unique, properties of aerogels.

    The overall objective of the Chattanooga fuel cell demonstrations project was to develop and demonstrate a prototype 5-kW grid-parallel, solid oxide fuel cell (SOFC) system that co-produces hydrogen, based on Ion Americas technology. The commercial viability of the 5kW SOFC system was tested by transporting, installing and commissioning the SOFC system at the Alternative Energy Laboratory at the University of Tennessee Chattanooga. The system also demonstrated the efficiency and the reliability of the system running on natural gas. This project successfully contributed to the achievement of DOE technology validation milestones from the Technology Validation section of the Hydrogen, Fuel Cells and Infrastructure Technologies Program Multi-Year Research, Development and Demonstration Plan. Results of the project can be found in the final technical report.

Although this report represents the views of only the US magnetic fusion community, it is international in scope in the sense that the technical plans contained herein describe the full scope of the tasks that are prerequisites for the commercialization of fusion energy.     High-resolution tracking detectors based on Active Pixel Sensor (APS) have been valuable tools in Nuclear Physics and High-Energy Physics research, and have contributed to major discoveries. Their integration time, radiation length and readout rate is a limiting factor for the planed luminosity upgrades in nuclear and high-energy physics collider-based experiments. The goal of this program was to demonstrate and develop high-gain, high-resolution tracking detector arrays with faster readout, and shorter radiation length than APS arrays. These arrays may operate as direct charged particle detectors or as readouts of high resolution scintillating fiber arrays. During this program, we developed in CMOS large, high-resolution pixel sensor arrays with integrated readout, and reset at pixel level. Their intrinsic gain, high immunity to surface and moisture damage, will allow operating these detectors with minimal packaging/passivation requirements and will result in radiation length superior to APS. In Phase I, we designed and fabricated arrays with calorimetric output capable of sub-pixel resolution and sub-microsecond readout rate. The technical effort was dedicated to detector and readout structure development, performance verification, as well as to radiation damage and damage annealing.

    The GEM collaboration was formed in June 1991 to develop a major detector for the SSC. The primary physics objectives of GEM are those central to the motivation for the SSC, to study high p{sub T} physics - exemplified by the search for Higgs bosons - and to search for new physics beyond the standard model. The authors present in this Technical Design Report (TDR) a detector with broad capabilities for the discovery and subsequent study of electroweak symmetry breaking, the origin of mass and flavor, and other physics requiring precise measurements of gammas, electrons, and muons - hence the name, GEM. In addition, as a design goal, they have taken care to provide the robustness needed to do the physics that requires high luminosity. Finally, good coverage and hermeticity allow the detection of missing transverse energy, E{sub T}. The GEM design emphasizes clean identification and high resolution measurement of the primary physics signatures for high p{sub T} physics. The approach is to make precise energy measurements that maximize the sensitivity to rare narrow resonances, to detect the elementary interaction products (quarks, leptons, and photons), and to build in the features required to reduce backgrounds.

    This project developed a new high-performance R-10/high SHGC window design, reviewed market positioning and evaluated manufacturing solutions required for broad market adoption. The project objectives were accomplished by: identifying viable technical solutions based on modeling of modern and potential coating stacks and IGU designs; development of new coating material sets for HM thin film stacks, as well as improved HM IGU designs to accept multiple layers of HM films; matching promising new coating designs with new HM IGU designs to demonstrate performance gains; and, in cooperation with a window manufacturer, assess the potential for high-volume manufacturing and cost efficiency of a HM-based R-10 window with improved solar heat gain characteristics. A broad view of available materials and design options was applied to achieve the desired improvements. Gated engineering methodologies were employed to guide the development process from concept generation to a window demonstration. The project determined that a slightly de-rated window performance allows formulation of a path to achieve the desired cost reductions to support end consumer adoption.

The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    The two main objectives of this project were: 1) to develop and test technologies to harvest, transport, store, and separate corn stover to supply a clean raw material to the bioproducts industry, and 2) engineer fermentation systems to meet performance targets for lactic acid and ethanol manufacturers. Significant progress was made in testing methods to harvest corn stover in a “single pass” harvest mode (collect corn grain and stover at the same time). This is technically feasible on small scale, but additional equipment refinements will be needed to facilitate cost effective harvest on a larger scale. Transportation models were developed, which indicate that at a corn stover yield of 2.8 tons/acre and purchase price of $35/ton stover, it would be unprofitable to transport stover more than about 25 miles; thus suggesting the development of many regional collection centers. Therefore, collection centers should be located within about 30 miles of the farm, to keep transportation costs to an acceptable level. These collection centers could then potentially do some preprocessing (to fractionate or increase bulk density) and/or ship the biomass by rail or barge to the final customers. Wet storage of stover via ensilage was tested, but no clear economic advantages were evident. Wet storage eliminates fire risk, but increases the complexity of component separation and may result in a small loss of carbohydrate content (fermentation potential). A study of possible supplier-producer relationships, concluded that a “quasi-vertical” integration model would be best suited for new bioproducts industries based on stover. In this model, the relationship would involve a multiyear supply contract (processor with purchase guarantees, producer group with supply guarantees). Price will likely be fixed or calculated based on some formula (possibly a cost plus). Initial quality requirements will be specified (but subject to refinement).Producers would invest in harvest

    New and novel material and process technologies applied in wind blade designs and production are critical to increasing the competitiveness of wind power generation against traditional sources of energy. In this project, through collaboration between PPG Industries and MAG Industrial Automation Systems, the potential of using automated manufacturing for the production of fiber glass composite wind blades was evaluated from both technical and economic points of view. Further, it was demonstrated that by modifying the standard blade raw material forms through the use of cost effective pre-impregnated rovings coupled with using an automated fiber placement machine to lay up the parts, it is possible to produce state of the art composite laminates with significantly improved mechanical performance and with higher processing rates than standard blade production technology allows for today, thereby lowering the cost of energy over turbine blades made using traditional processes and materials. In conformity with the scope of work of the submitted proposal, the project team completed each task and documented and reported its findings on the appropriate quarterly report submitted to the DOE project team.     The purpose of this handbook is to give the nonspecialist in nuclear explosion physics and nuclear test monitoring an introduction to the topic as it pertains to a Comprehensive Test Ban Treaty (CTBT). The authors have tried to make the handbook visually oriented, with figures paired to short discussions. As such, the handbook may be read straight through or in sections. The handbook covers four main areas and ends with a glossary, which includes both scientific terms and acronyms likely to be encountered during CTBT negotiations. The following topics are covered: (1) Physics of nuclear explosion experiments. This is a description of basic nuclear physics and elementary nuclear weapon design. Also discussed are testing practices. (2) Other nuclear experiments. This section discusses experiments that produce small amounts of nuclear energy but differ from explosion experiments discussed in the first chapter. This includes the type of activities, such as laser fusion, that would continue after a CTBT is in force. (3) Monitoring tests in various environments. This section describes the different physical environments in which a test could be conducted (underground, in the atmosphere, in space, underwater, and in the laboratory); the sources of non-nuclear events (such as earthquakes and mining operations); and the opportunities for evasion. (4) On-site inspections. A CTBT is likely to include these inspections as an element of the verification provisions, in order to resolve the nature of ambiguous events. This chapter describes some technical considerations and technologies that are likely to be useful. (5) Selecting verification measures. This chapter discusses the uncertain nature of the evidence from monitoring systems and how compliance judgments could be made, taking the uncertainties into account. It also discusses how to allocate monitoring resources, given the likelihood of testing by various countries in various environments.

    A system and method of processing an encrypted instruction stream in hardware is disclosed. Main memory stores the encrypted instruction stream and unencrypted data. A central processing unit (CPU) is operatively coupled to the main memory. A decryptor is operatively coupled to the main memory and located within the CPU. The decryptor decrypts the encrypted instruction stream upon receipt of an instruction fetch signal from a CPU core. Unencrypted data is passed through to the CPU core without decryption upon receipt of a data fetch signal.

    In 2011, the Tribe proposed and was awarded the Training in Building Audit Technologies grant from the DOE in the amount of $55,748 to contract for training programs for infrared cameras, blower door technology applications and building systems. The coursework consisted of; Infrared Camera Training: Level I - Thermal Imaging for Energy Audits; Blower Door Analysis and Building-As-A-System Training, Building Performance Institute (BPI) Building Analyst; Building Envelope Training, Building Performance Institute (BPI) Envelope Professional; and Audit/JobFLEX Tablet Software. Competitive procurement of the training contractor resulted in lower costs, allowing the Tribe to request and receive DOE approval to additionally purchase energy audit equipment and contract for residential energy audits of 25 low-income Tribal Housing units. Sault Tribe personnel received field training to supplement the classroom instruction on proper use of the energy audit equipment. Field experience was provided through the second DOE energy audits grant, allowing Sault Tribe personnel to join the contractor, Building Science Academy, in conducting 25 residential energy audits of low-income Tribal Housing units.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    NEDIT and NPRED are computer programs developed for the Strategic Petroleum Reserve (SPR) Program to assist the SPR system designers and operators in scheduling the leaching and oil-filling of the SPR salt caverns. NEDIT is an interactive program which assists the user in creating or editing a data set; NPRED in turn uses this data set to perform the engineering calculations. Various activities are necessary to achieve a man-made cavern filled with a maximum quantity of oil in minimum time. NPRED predicts the time required for each such activity, thus providing a site oil-capacity schedule. Instructions for using the codes are presented and examples are shown. 1 figure, 5 tables.

    concentrating photovoltaic applications thathave substantially higher efficiency than single substrate cells made of elemental semiconductors such as silicon. This task required the development of new cell bonding methods with excellent coupling of both photons and electrons between the sub-cells. To accomplish this, we developed (1) GaInN solar cells with enhanced performance by using quantum-well absorbers and front-surface optical texturing, (2) a hybrid "pillar-array" bond which uses an array of metal pillars for electrical coupling, and (3) a "hybrid moth-eye" optical coating which combines the benefits of nano-imprinted moth-eye coatings and traditional multilayer coatings. The technical effectiveness was assessed by measurement of the photovoltaic efficiency of solar cells made using these techniques; the ultrahigh efficiencies targeted by this work are of compelling economic value for concentrating photovoltaics.

    Heating, ventilating, and cooling classrooms in California consume substantial electrical energy. Indoor air quality (IAQ) in classrooms affects studenthealth and performance. In addition to airborne pollutants that are emitted directly by indoor sources and those generated outdoors, secondary pollutants can be formed indoors by chemical reaction of ozone with other chemicals and materials. Filters are used in nearly all classroom heating, ventilation and air?conditioning (HVAC) systems to maintain energy-efficient HVAC performance and improve indoor air quality; however, recent evidence indicates that ozone reactions with filters may, in fact, be a source of secondary pollutants. This project quantitatively evaluated ozone deposition in HVAC filters and byproduct formation, and provided a preliminary assessment of the extent towhich filter systems are degrading indoor air quality. The preliminary information obtained will contribute to the design of subsequent research efforts and the identification of energy efficient solutions that improve indoor air quality in classrooms and the health and performance of students.

    The internal dosimetry program at the Savannah River Site (SRS) consists of radiation protection programs and activities used to detect and evaluate intakes of radioactive material by radiation workers. Examples of such programs are: air monitoring; surface contamination monitoring; personal contamination surveys; radiobioassay; and dose assessment. The objectives of the internal dosimetry program are to demonstrate that the workplace is under control and that workers are not being exposed to radioactive material, and to detect and assess inadvertent intakes in the workplace. The Savannah River Site Internal Dosimetry Technical Basis Manual (TBM) is intended to provide a technical and philosophical discussion of the radiobioassay and dose assessment aspects of the internal dosimetry program. Detailed information on air, surface, and personal contamination surveillance programs is not given in this manual except for how these programs interface with routine and special bioassay programs.

    As part of our research on the Lisburne Group, we have developed a powerful relational computerized database to accommodate the huge amounts of data generated by our multi-disciplinary research project. The Wahoo database has data files on petrographic data, conodont analyses, locality and sample data, well logs and diagenetic (cement) studies. Chapter 5 is essentially an instruction manual that summarizes some of the unique attributes and operating procedures of the Wahoo database. The main purpose of a database is to allow users to manipulate their data and produce reports and graphs for presentation. We present a variety of data tables in appendices at the end of this report, each encapsulating a small part of the data contained in the Wahoo database. All the data are sorted and listed by map index number and stratigraphic position (depth). The Locality data table (Appendix A) lists of the stratigraphic sections examined in our study. It gives names of study areas, stratigraphic units studied, locality information, and researchers. Most localities are keyed to a geologic map that shows the distribution of the Lisburne Group and location of our sections in ANWR. Petrographic reports (Appendix B) are detailed summaries of data the composition and texture of the Lisburne Group carbonates. The relative abundance of different carbonate grains (allochems) and carbonate texture are listed using symbols that portray data in a format similar to stratigraphic columns. This enables researchers to recognize trends in the evolution of the Lisburne carbonate platform and to check their paleoenvironmental interpretations in a stratigraphic context. Some of the figures in Chapter 1 were made using the Wahoo database.

PVWatts combines a number of sub-models to predict overall system performance, and makes several hidden assumptions about performance parameters.     This technical report details the processing schedule used to fabricate Inverted Metamorphic Multijunction (IMM) concentrator solar cells at The National Renewable Energy Laboratory (NREL). These devices are used as experimental test structures to support the research at NREL that is focused on increasing the efficiency of photovoltaic power conversion. They are not intended to be devices suitable for deployment in working concentrator systems primarily because of heat sinking issues. The process schedule was developed to be compatible with small sample sizes and to afford relatively rapid turn-around times, in support of research efforts. The report describes the use of electro deposition of gold for both the back and front contacts. Electro-deposition is used because of its rapid turn around time and because it is a benign metallization technique that is seldom responsible for damage to the semiconductors. The layer transfer technique is detailed including the use of a commercially available adhesive and the etching away of the parent gallium arsenide substrate. Photolithography is used to define front contact grids as well as the mesa area of the cell. Finally, the selective wet chemical etchant system is introduced and its use to reveal the back contact is described.

    Wind has provided energy for thousands of years: some of the earliest windmill engineering designs date back to ancient Babylonia and India where wind would be used as a source of irrigation. Today, wind is the quickest growing resource in Americas expanding energy infrastructure. However, to continue to positively diversify Americas energy portfolio and further reduce the countrys reliance of foreign oil, the industry must grow substantially over the next two decades in both turbine installations and skilled industrial manpower to support. The wind sector is still an emergent industry requiring maturation and development of its labor force: dedicated training is needed to provide the hard and soft skills to support the increasingly complex wind turbine generators as the technology evolves. Furthermore, the American workforce is facing a steep decline in available labor resources as the baby boomer generation enters retirement age. It is therefore vital that a process is quickly created for supporting the next generation of wind technicians. However, the manpower growth must incorporate three key components. First, the safety and technical training curriculum must be standardized across the industry - current wind educational programs are disparate and dedicated standardization programs must be further refined and implemented. Second, it is essential that the wind sector avoid disrupting other energy production industries by cannibalizing workers, which would indirectly affect the rest of Americas energy portfolio. The future wind workforce must be created organically utilizing either young people entering the workforce or train personnel emerging from careers outside of energy production. Third, the training must be quick and efficient as large amounts of wind turbines are being erected each year and this growth is expected to continue until at least 2035.     The primary goals of this research effort are to develop, evaluate, and demonstrate a very practical HVAC system for classrooms that consistently provides classrooms (CRs) with the quantity of ventilation in current minimum standards, while saving energy, and reducing HVAC-related noise levels. This research is motivated by the public benefits of energy efficiency, evidence that many CRs are under-ventilated, and public concerns about indoor environmental quality in CRs. This document provides a summary of the detailed plans developed for the field study that will take place in 2005 to evaluate the energy and IAQ performance of a new classroom HVAC technology. The field study will include measurements of HVAC energy use, ventilation rates, and IEQ conditions in 10 classrooms with the new HVAC technology and in six control classrooms with a standard HVAC system. Energy use and many IEQ parameters will be monitored continuously, while other IEQ measurements will be will be performed seasonally. Continuously monitored data will be remotely accessed via a LonWorks network. Instrument calibration plans that vary with the type of instrumentation used are established. Statistical tests will be employed to compare energy use and IEQ conditions with the new and standard HVAC systems. Strengths of this study plan include the collection of real time data for a full school year, the use of high quality instrumentation, the incorporation of many quality control measures, and the extensive collaborations with industry that limit costs to the sponsors.

    The U.S. Department of Energy (DOE) is planning a two-phased program for the remediation of Hanford tank waste. Phase 1 is a pilot program to demonstrate the procurement of treatment services. The volume of waste treated during the Phase 1 is a small percentage of the tank waste. During Phase 2, DOE intends to procure treatment services for the balance of the waste. The TWRS Privatization Process Technical Baseline (PPTB) provides a summary level flowsheet/mass balance of tank waste treatment operations which is consistent with the tank inventory information, waste feed staging studies, and privatization guidelines currently available. The PPTB will be revised periodically as privatized processing concepts are crystallized.

    Purpose: To review IGRT credentialing experience and unexpected technical issues encountered in connection with advanced radiotherapy technologies as implemented in RTOG clinical trials. To update IGRT credentialing procedures with the aim of improving the quality of the process, and to increase the proportion of IGRT credentialing compliance. To develop a living disease site-specific IGRT encyclopedia. Methods: Numerous technical issues were encountered during the IGRT credentialing process. The criteria used for credentialing review were based on: image quality; anatomy included in fused data sets and shift results. Credentialing requirements have been updated according to the AAPM task group reports for IGRT to ensure that all required technical items are included in the quality review process. Implementation instructions have been updated and expanded for recent protocols. Results: Technical issues observed during the credentialing review process include, but are not limited to: poor quality images; inadequate image acquisition region; poor data quality; shifts larger than acceptable; no soft tissue surrogate. The updated IGRT credentialing process will address these issues and will also include the technical items required from AAPM: TG 104; TG 142 and TG 179 reports. An instruction manual has been developed describing a remote credentialing method for reviewers. Submission requirements are updated, including images/documents as well as facility questionnaire. The review report now includes summary of the review process and the parameters that reviewers check. We have reached consensus on the minimum IGRT technical requirement for a number of disease sites. RTOG 1311(NRG-BR002A Phase 1 Study of Stereotactic Body Radiotherapy (SBRT) for the Treatment of Multiple Metastases) is an example, here; the protocol specified the minimum requirement for each anatomical sites (with/without fiducials). Conclusion: Technical issues are identified and reported. IGRT

    One of the challenges for characterizing and modeling realistic multimedia applications is the lack of access to source codes. On-chip performance counters effectively resolve this problem by monitoring run-time behaviors at the instruction-level. This paper presents a novel technique of characterizing and modeling workloads at the instruction level for realistic multimedia applications using hardware performance counters. A variety of instruction counts are collected from some multimedia applications, such as RealPlayer, GSM Vocoder, MPEG encoder/decoder, and speech synthesizer. These instruction counts can be used to form a set of abstract characteristic parameters directly related to a processor`s architectural features. Based on microprocessor architectural constraints and these calculated abstract parameters, the architectural performance bottleneck for a specific application can be estimated. Meanwhile, the bottleneck estimation can provide suggestions about viable architectural/functional improvement for certain workloads. The biggest advantage of this new characterization technique is a better understanding of processor utilization efficiency and architectural bottleneck for each application. This technique also provides predictive insight of future architectural enhancements and their affect on current codes. In this paper the authors also attempt to model architectural effect on processor utilization without memory influence. They derive formulas for calculating CPI{sub 0}, CPI without memory effect, and they quantify utilization of architectural parameters. These equations are architecturally diagnostic and predictive in nature. Results provide promise in code characterization, and empirical/analytical modeling.

    In August 1983 an NRC task group was formed to investigate problems with surveillance testing required by Technical Specifications, and to recommend approaches to effect improvements. NUREG-1024 ( Technical Specifications-Enhancing Safety Impact'') resulted, and it contained recommendations to review the basis for test frequencies; to ensure that the tests promote safety and do not degrade equipment; and to review surveillance tests so that they do not unnecessarily burden personnel. The Technical Specifications Improvement Program (TSIP) was established in December 1984 to provide the framework for rewriting and improving the Technical Specifications. As an element of the TSIP, all Technical Specifications surveillance requirements were comprehensively examined as recommended in NUREG-1024. The results of that effort are presented in this report. The study found that while some testing at power is essential to verify equipment and system operability, safety can be improved, equipment degradation decreased, and unnecessary personnel burden relaxed by reducing the amount of testing at power.

    The Inreach program combines the Deep River Science Academy (DRSA) 'learning through research' approach with state of the art communication technology to bring scientific research to high school classrooms. The Inreach program follows the DRSA teaching model where a university student tutor works on a research project with scientific staff at AECL's Chalk River Laboratories. Participating high school classes are located across Canada. The high school students learn about the ongoing research activities via weekly web conferences. In order to engage the students and encourage participation in the conferences, themed exercises linked to the research project are provided to the students. The DRSA's Inreach program uses a cost-effective internet technology to reach a wide audience, in an interactive setting, without anyone leaving their desks or offices. An example Inreach research project is presented here: an investigation of the potential of the Canadian supercritical water cooled reactor (SCWR) concept to burn transuranic elements (Np, Pu, Am, Cm) to reduce the impact of used nuclear fuel. During this project a university student worked with AECL (Atomic Energy of Canada Limited) researchers on technical aspects of the project, and high school students followed their progress and learned about the composition, hazards, and disposition options for used nuclear fuel.     JHU/APL conducted solid propellant fire characterization tests in warm, humid, ambient conditions near sea level. Yttria and ceria surrogate materials were placed in the fires. The substrates simulating ground surfaces were concrete from a Kennedy Space Center launch pad, and steel covered with a protective ablative material representing a launch platform. In-situ instrumentation consisted of witness materials, thermocouples, air handlers, filters, and cascade impactors; remote instrumentation consisted of optical cameras and spectrometers. Test and analysis team members included the Naval Air Warfare Center Aircraft Division, Sandia National Laboratories (SNL), Alliant Techsystems, and the Johns Hopkins University. Test data were analyzed, reported, and delivered, including plume rise and transport captured on video. Derivation of the alumina particle size distributions formed the basis for condensing vapor and agglomeration estimates. Assessment of alumina mass in the plume, along with the surrogate fraction from filter forensics, provided an estimate of airborne surrogate mass. Technical interchange meetings were held with SNL and the Jet Propulsion Laboratory. Specifications for the fire environment were developed and delivered. A thermochemistry model that simultaneously provides the maximum temperature and heat flux was developed and delivered. An SPIE paper on 3D pyrometry of the fire was written and presented.

    Tank Characterization Technical Sampling Basis (this document) is the first step of an in place working process to plan characterization activities in an optimal manner. This document will be used to develop the revision of the Waste Information Requirements Document (WIRD) (Winkelman et al. 1997) and ultimately, to create sampling schedules. The revised WIRD will define all Characterization Project activities over the course of subsequent fiscal years 1999 through 2002. This document establishes priorities for sampling and characterization activities conducted under the Tank Waste Remediation System (TWRS) Tank Waste Characterization Project. The Tank Waste Characterization Project is designed to provide all TWRS programs with information describing the physical, chemical, and radiological properties of the contents of waste storage tanks at the Hanford Site. These tanks contain radioactive waste generated from the production of nuclear weapons materials at the Hanford Site. The waste composition varies from tank to tank because of the large number of chemical processes that were used when producing nuclear weapons materials over the years and because the wastes were mixed during efforts to better use tank storage space. The Tank Waste Characterization Project mission is to provide information and waste sample material necessary for TWRS to define and maintain safe interim storage and to process waste fractions into stable forms for ultimate disposal. This document integrates the information needed to address safety issues, regulatory requirements, and retrieval, treatment, and immobilization requirements. Characterization sampling to support tank farm operational needs is also discussed.

    This Technical Report is a detailed presentation of the actions Bonneville Power Administration (BPA) will take to develop new resources to meet the power requirements of its customers. The primary focus of this report is on what BPA will do in Fiscal Years (FY's) 1992 and 1993. However, much care has been taken to define near-term actions aimed at meeting BPA's long-term needs. An aggressive, steadily increasing conservation program forms the foundation of the 1990 Resource Program and resource acquisitions for FY's 1992 and 1993. BPA's commitment to a steady ramp-up of the conservation program is key to achieving the least-cost approach to resource development, and to making the conservation resource deliverable in the long run. By itself, conservation can meet much of the likely range of load growth that BPA faces. A diverse mix of generation resources in small increments is the second cornerstone of the 1990 Resource Program. These generation resources can meet the rest of the likely range of BPA resource needs. Finally, a Resource Contingency Plan prepares BPA to reliably meet load in the event that load growth exceeds the likely range. 14 figs., 27 tabs.

    The purpose of this paper is to consider two general topics: technical considerations of why dose-reconstruction studies should or should not be performed and methods of dose reconstruction. The first topic is of general and growing interest as the number of dose-reconstruction studies increases, and one asks the question whether it is necessary to perform a dose reconstruction for virtually every site at which, for example, the Department of Energy (DOE) has operated a nuclear-related facility. And there is the broader question of how one might logically draw the line at performing or not performing dose-reconstruction (radiological and chemical) studies for virtually every industrial complex in the entire country. The second question is also of general interest. There is no single correct way to perform a dose-reconstruction study, and it is important not to follow blindly a single method to the point that cheaper, faster, more accurate, and more transparent methods might not be developed and applied.

  16. Technical solutions to nonproliferation challenges

    The threat of nuclear terrorism is real and poses a significant challenge to both U.S. and global security. For terrorists, the challenge is not so much the actual design of an improvised nuclear device (IND) but more the acquisition of the special nuclear material (SNM), either highly enriched uranium (HEU) or plutonium, to make the fission weapon. This paper provides two examples of technical solutions that were developed in support of the nonproliferation objective of reducing the opportunity for acquisition of HEU. The first example reviews technologies used to monitor centrifuge enrichment plants to determine if there is any diversion of uranium materials or misuse of facilities to produce undeclared product. The discussion begins with a brief overview of the basics of uranium processing and enrichment. The role of the International Atomic Energy Agency (IAEA), its safeguard objectives and how the technology evolved to meet those objectives will be described. The second example focuses on technologies developed and deployed to monitor the blend down of 500 metric tons of HEU from Russia's dismantled nuclear weapons to reactor fuel or low enriched uranium (LEU) under the U.S.-Russia HEU Purchase Agreement. This reactor fuel was then purchased by U.S. fuel fabricators and provided about half the fuel for the domestic power reactors. The Department of Energy established the HEU Transparency Program to provide confidence that weapons usable HEU was being blended down and thus removed from any potential theft scenario. Two measurement technologies, an enrichment meter and a flow monitor, were combined into an automated blend down monitoring system (BDMS) and were deployed to four sites in Russia to provide 24/7 monitoring of the blend down. Data was downloaded and analyzed periodically by inspectors to provide the assurances required.

    The purpose of this study was to investigate the impact of instructions on aircraft visual inspection performance and strategy. Forty-two inspectors from industry were asked to perform inspections of six areas of a Boeing 737. Six different instruction versions were developed for each inspection task, varying in the number and type of directed inspections. The amount of time spent inspecting, the number of calls made, and the number of the feedback calls detected all varied widely across the inspectors. However, inspectors who used instructions with a higher number of directed inspections referred to the instructions more often during and after the task, and found a higher percentage of a selected set of feedback cracks than inspectors using other instruction versions. This suggests that specific instructions can help overall inspection performance, not just performance on the defects specified. Further, instructions were shown to change the way an inspector approaches a task.
