    This paper demonstrates how an electronic dialogue with a panel of human factors experts was used effectively as an augmentation to traditional classroom instruction. Nine students spent a one and one- half hour class session using a variety of commercial electronic mail software packages available on their own desk-tops (not in a university computer lab) to engage in discussion with remotely distributed instructors on topics generated by the students themselves. Ninety eight messages were exchanged, with about 60% having technical content. Interaction content and style were analyzed, and a survey was distributed to participants to evaluate the session. Process observations by this author augmented these data. Strengths and weaknesses of using technology not specifically designed for this function are discussed.

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors. The operations of WAPTAC are separated into six distinct areas: (1) Orientation for New WAP State Directors and Staff; (2) Pollution Occurrence Insurance Project; (3) Public Information Campaign; (4) State Management Training Project; (5) System for Integrating and Reviewing Technologies and Techniques; and (6) WAPTAC Services.

    This document summarizes a research effort on demand controlled ventilation and classroom ventilation. The research on demand controlled ventilation included field studies and building energy modeling. Major findings included: ? The single-location carbon dioxide sensors widely used for demand controlled ventilation frequently have large errors and will fail to effectively control ventilation rates (VRs).? Multi-location carbon dioxide measurement systems with more expensive sensors connected to multi-location sampling systems may measure carbon dioxide more accurately.? Currently-available optical people counting systems work well much of the time but have large counting errors in some situations. ? In meeting rooms, measurements of carbon dioxide at return-air grilles appear to be a better choice than wall-mounted sensors.? In California, demand controlled ventilation in general office spaces is projected to save significant energy and be cost effective only if typical VRs without demand controlled ventilation are very high relative to VRs in codes. Based on the research, several recommendations were developed for demand controlled ventilation specifications in the California Title 24 Building Energy Efficiency Standards.The research on classroom ventilation collected data over two years on California elementary school classrooms to investigate associations between VRs and student illness absence (IA). Major findings included: ? Median classroom VRs in all studied climate zones were below the California guideline, and 40percent lower in portable than permanent buildings.? Overall, one additional L/s per person of VR was associated with 1.6percent less IA. ? Increasing average VRs in California K-12 classrooms from the current average to the required level is estimated to decrease IA by 3.4percent, increasing State attendance-based funding to school districts by $33M, with $6.2 M in increased energy costs. Further VR increases would provide additional benefits.? Confirming these findings in intervention studies is recommended. ? Energy costs of heating/cooling unoccupied classrooms statewide are modest, but a large portion occurs in relatively few classrooms.

Over the last ten years, infographics have become a popular method for displaying concise information, where infographics are a useful tool for classroom instruction. A high-quality infographic presents complex data in an aesthetically pleasing and simplistic format that allows student to understand more rapidly. Research within mathematics and climate science uses many elements of infographics. This work presents a series of electronic posters in an infographics style which explain hot topics in the mathematics of climate. These posters are designed to be used within standard undergraduate mathematical courses to provide students with concrete examples of how mathematics is incorporated within the climate sciences.

    The authors introduces the architecture and programming environment of the heterogeneous element processor (HEP) and surveys a range of scientific applications programs for which parallel versions have been produced, tested, and analyzed on this computer. In all cases, the ideal of one instruction completion every pipeline step time is closely approached. Speed limitations in the parallel programs are more often a result of the extra code necessary to ensure synchronization than of actual synchronization lockout at execution time. The pipelined multiple instruction stream architecture is shown to cover a wide range of applications with good utilization of the parallel hardware. 35 references.

    A debugger debugs processes that execute shared instructions so that a breakpoint set for one process will not cause a breakpoint to occur in the other processes. A breakpoint is set by recording the original instruction at the desired location and writing a trap instruction to the shared instructions at that location. When a process encounters the breakpoint, the process passes control to the debugger for breakpoint processing if the breakpoint was set at that location for that process. If the trap was not set at that location for that process, the cacheline containing the trap is copied to a small scratchpad memory, and the virtual memory mappings are changed to translate the virtual address of the cacheline to the scratchpad. The original instruction is then written to replace the trap instruction in the scratchpad, so that process can execute the instructions in the scatchpad thereby avoiding the trap instruction.

    In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

    Pipelining has been used to implement efficient, high-speed vector computers. It is also an effective method for implementing multiprocessors. The Heterogeneous Element Processor (HEP) built by Denelcor Incorporated is the first commercially available computer system to use pipelining to implement multiple processes. This paper introduces the architecture and programming environment of the HEP and surveys a range of scientific applications programs for which parallel versions have been produced, tested, and analyzed on this computer. In all cases, the ideal of one instruction completion every pipeline step time is closely approached. Speed limitations in the parallel programs are more often a result of the extra code necessary to ensure synchronization than of actual synchronization lockout at execution time. The pipelined multiple instruction stream architecture is shown to cover a wide range of applications with good utilization of the parallel hardware.

    This task supports the allowance of technical assistance to fuel-cell component and system developers as directed by the DOE. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval. The objectives are to: (1) Support technically, as directed by DOE, fuel cell component and system developers; (2) Assess fuel cell materials and components and give feedback to developers; (3) Assist the DOE Durability Working Group with the development of various new material durability Testing protocols; and (4) Provide support to the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Fuel Cell Technology Team. FY2012 specific technical objectives are: (1) Evaluate novel MPL materials; (2) Develop of startup/ shutdown protocol; (3) Test the impact of hydrophobic treatment on graphite bi-polar plates; (4) Perform complete diagnostics on metal bi-polar plates for corrosion; and (5) Participate and lead efforts in the DOE Working Groups.

    The STI product is the Final Technical Report from ReliOn, Inc. for contract award DE-EE0000487: Recovery Act PEM Fuel Cell Systems Providing Emergency Reserve and Backup Power. The program covered the turnkey deployment of 431 ReliOn fuel cell systems at 189 individual sites for AT&T and PG&E with ReliOn functioning as the primary equipment supplier and the project manager. The Final Technical Report provides an executive level summary, a comparison of the actual accomplishments vs. the goals and objectives of the project, as well as a summary of the project activity from the contract award date of August 1, 2009 through the contract expiration date of December 31, 2011. Two photos are included in the body of the report which show hydrogen storage and bulk hydrogen refueling technologies developed as a result of this program.

    This Technical Manual contains descriptions of the calculation models and mathematical and numerical methods used in the RADTRAN 6 computer code for transportation risk and consequence assessment. The RADTRAN 6 code combines user-supplied input data with values from an internal library of physical and radiological data to calculate the expected radiological consequences and risks associated with the transportation of radioactive material. Radiological consequences and risks are estimated with numerical models of exposure pathways, receptor populations, package behavior in accidents, and accident severity and probability.

    The Inreach program combines the Deep River Science Academy (DRSA) 'learning through research' approach with state of the art communication technology to bring scientific research to high school classrooms. The Inreach program follows the DRSA teaching model where a university student tutor works on a research project with scientific staff at AECL's Chalk River Laboratories. Participating high school classes are located across Canada. The high school students learn about the ongoing research activities via weekly web conferences. In order to engage the students and encourage participation in the conferences, themed exercises linked to the research project are provided to the students. The DRSA's Inreach program uses a cost-effective internet technology to reach a wide audience, in an interactive setting, without anyone leaving their desks or offices. An example Inreach research project is presented here: an investigation of the potential of the Canadian supercritical water cooled reactor (SCWR) concept to burn transuranic elements (Np, Pu, Am, Cm) to reduce the impact of used nuclear fuel. During this project a university student worked with AECL (Atomic Energy of Canada Limited) researchers on technical aspects of the project, and high school students followed their progress and learned about the composition, hazards, and disposition options for used nuclear fuel. Previous projects included the effects of tritium on cellular viability and neutron diffraction measurement of residual stresses in automobile engines.

    The overall objective of the Chattanooga fuel cell demonstrations project was to develop and demonstrate a prototype 5-kW grid-parallel, solid oxide fuel cell (SOFC) system that co-produces hydrogen, based on Ion America’s technology. The commercial viability of the 5kW SOFC system was tested by transporting, installing and commissioning the SOFC system at the Alternative Energy Laboratory at the University of Tennessee – Chattanooga. The system also demonstrated the efficiency and the reliability of the system running on natural gas. This project successfully contributed to the achievement of DOE technology validation milestones from the Technology Validation section of the Hydrogen, Fuel Cells and Infrastructure Technologies Program Multi-Year Research, Development and Demonstration Plan. Results of the project can be found in the final technical report.

    Aerogel materials posses such a wide variety of exceptional properties that a striking number of applications have developed for them. Many of the commercial applications of aerogels such as catalysts, thermal insulation, windows, and particle detectors are still under development and new application as have been publicized since the ISA4 Conference in 1994: e.g.; supercapacitors, insulation for heat storage in automobiles, electrodes for capacitive deionization, etc. More applications are evolving as the scientific and engineering community becomes familiar with the unusual and exceptional physical properties of aerogels, there are also scientific and technical application, as well. This paper discusses a variety of applications under development at Lawrence Livermore National Laboratory for which several types of aerogels are formed in custom sizes and shapes. Particular discussions will focus on the uses of aerogels for physics experiments which rely on the exceptional, sometimes unique, properties of aerogels.

The purpose of this activity was to develop a technical planning methodology and prepare technical plans in support of the strategic and policy framework of the Magnetic Fusion Program Plan issued by DOE in February 1985. Although this report represents the views of only the US magnetic fusion community, it is international in scope in the sense that the technical plans contained herein describe the full scope of the tasks that are prerequisites for the commercialization of fusion energy. The TPA has developed a well-structured methodology that includes detailed definitions of technical issues, definitions of program areas and elements, statements of research and development objectives, identification of key decision points and milestones, and descriptions of facility requirements.

    The GEM collaboration was formed in June 1991 to develop a major detector for the SSC. The primary physics objectives of GEM are those central to the motivation for the SSC, to study high p{sub T} physics - exemplified by the search for Higgs bosons - and to search for new physics beyond the standard model. The authors present in this Technical Design Report (TDR) a detector with broad capabilities for the discovery and subsequent study of electroweak symmetry breaking, the origin of mass and flavor, and other physics requiring precise measurements of gammas, electrons, and muons - hence the name, GEM. In addition, as a design goal, they have taken care to provide the robustness needed to do the physics that requires high luminosity. Finally, good coverage and hermeticity allow the detection of missing transverse energy, E{sub T}. The GEM design emphasizes clean identification and high resolution measurement of the primary physics signatures for high p{sub T} physics. The approach is to make precise energy measurements that maximize the sensitivity to rare narrow resonances, to detect the elementary interaction products (quarks, leptons, and photons), and to build in the features required to reduce backgrounds.

    This project developed a new high-performance R-10/high SHGC window design, reviewed market positioning and evaluated manufacturing solutions required for broad market adoption. The project objectives were accomplished by: identifying viable technical solutions based on modeling of modern and potential coating stacks and IGU designs; development of new coating material sets for HM thin film stacks, as well as improved HM IGU designs to accept multiple layers of HM films; matching promising new coating designs with new HM IGU designs to demonstrate performance gains; and, in cooperation with a window manufacturer, assess the potential for high-volume manufacturing and cost efficiency of a HM-based R-10 window with improved solar heat gain characteristics. A broad view of available materials and design options was applied to achieve the desired improvements. Gated engineering methodologies were employed to guide the development process from concept generation to a window demonstration. The project determined that a slightly de-rated window performance allows formulation of a path to achieve the desired cost reductions to support end consumer adoption.

    We describe a way to introduce physics high school students with no background in programming to computational problem-solving experiences. Our approach builds on the great strides made by the Modeling Instruction reform curriculum. This approach emphasizes the practices of "Developing and using models" and "Computational thinking" highlighted by the NRC K-12 science standards framework. We taught 9th-grade students in a Modeling-Instruction-based physics course to construct computational models using the VPython programming environment. Numerical computation within the Modeling Instruction curriculum provides coherence among the curriculum's different force and motion models, links the various representations which the curriculum employs, and extends the curriculum to include real-world problems that are inaccessible to a purely analytic approach.

    In preparation for future nuclear arms reduction treaties, including any potential successor treaties to START I and II, the authors have been examining possible methods for bilateral warhead dismantlement verification. Warhead dismantlement verification raises significant challenges in the political, legal, and technical arenas. This discussion will focus on the technical issues raised by warhead arms controls. Technical complications arise from several sources. These will be discussed under the headings of warhead authentication, chain-of-custody, dismantlement verification, non-nuclear component tracking, component monitoring, and irreversibility. The authors will discuss possible technical options to address these challenges as applied to a generic dismantlement and disposition process, in the process identifying limitations and vulnerabilities. They expect that these considerations will play a large role in any future arms reduction effort and, therefore, should be addressed in a timely fashion.

    This technical report details the processing schedule used to fabricate Inverted Metamorphic Multijunction (IMM) concentrator solar cells at The National Renewable Energy Laboratory (NREL). These devices are used as experimental test structures to support the research at NREL that is focused on increasing the efficiency of photovoltaic power conversion. They are not intended to be devices suitable for deployment in working concentrator systems primarily because of heat sinking issues. The process schedule was developed to be compatible with small sample sizes and to afford relatively rapid turn-around times, in support of research efforts. The report describes the use of electro deposition of gold for both the back and front contacts. Electro-deposition is used because of its rapid turn around time and because it is a benign metallization technique that is seldom responsible for damage to the semiconductors. The layer transfer technique is detailed including the use of a commercially available adhesive and the etching away of the parent gallium arsenide substrate. Photolithography is used to define front contact grids as well as the mesa area of the cell. Finally, the selective wet chemical etchant system is introduced and its use to reveal the back contact is described.

    The purpose of this handbook is to give the nonspecialist in nuclear explosion physics and nuclear test monitoring an introduction to the topic as it pertains to a Comprehensive Test Ban Treaty (CTBT). The authors have tried to make the handbook visually oriented, with figures paired to short discussions. As such, the handbook may be read straight through or in sections. The handbook covers four main areas and ends with a glossary, which includes both scientific terms and acronyms likely to be encountered during CTBT negotiations. The following topics are covered: (1) Physics of nuclear explosion experiments. This is a description of basic nuclear physics and elementary nuclear weapon design. Also discussed are testing practices. (2) Other nuclear experiments. This section discusses experiments that produce small amounts of nuclear energy but differ from explosion experiments discussed in the first chapter. This includes the type of activities, such as laser fusion, that would continue after a CTBT is in force. (3) Monitoring tests in various environments. This section describes the different physical environments in which a test could be conducted (underground, in the atmosphere, in space, underwater, and in the laboratory); the sources of non-nuclear events (such as earthquakes and mining operations); and the opportunities for evasion. (4) On-site inspections. A CTBT is likely to include these inspections as an element of the verification provisions, in order to resolve the nature of ambiguous events. This chapter describes some technical considerations and technologies that are likely to be useful. (5) Selecting verification measures. This chapter discusses the uncertain nature of the evidence from monitoring systems and how compliance judgments could be made, taking the uncertainties into account. It also discusses how to allocate monitoring resources, given the likelihood of testing by various countries in various environments.

    New and novel material and process technologies applied in wind blade designs and production are critical to increasing the competitiveness of wind power generation against traditional sources of energy. In this project, through collaboration between PPG Industries and MAG Industrial Automation Systems, the potential of using automated manufacturing for the production of fiber glass composite wind blades was evaluated from both technical and economic points of view. Further, it was demonstrated that by modifying the standard blade raw material forms through the use of cost effective pre-impregnated rovings coupled with using an automated fiber placement machine to lay up the parts, it is possible to produce state of the art composite laminates with significantly improved mechanical performance and with higher processing rates than standard blade production technology allows for today, thereby lowering the cost of energy over turbine blades made using traditional processes and materials. In conformity with the scope of work of the submitted proposal, the project team completed each task and documented and reported its findings on the appropriate quarterly report submitted to the DOE project team. The activities and this report are divided into 5 subtasks: (1) Material Investigation - Reviews traditional materials and key specifications and testing methods; (2) Manufacturing and Automation - Identifies new candidate material forms and automated layup processes; (3) Process Development - Performs trials of candidate materials and processes; (4) Predictive Analysis - Assesses impact of new material forms and automated processes on a model blade design; and (5) Feasibility Assessment - Compares traditional manufacturing processes and materials to new candidate material forms and automated processes.

    One of the challenges for characterizing and modeling realistic multimedia applications is the lack of access to source codes. On-chip performance counters effectively resolve this problem by monitoring run-time behaviors at the instruction-level. This paper presents a novel technique of characterizing and modeling workloads at the instruction level for realistic multimedia applications using hardware performance counters. A variety of instruction counts are collected from some multimedia applications, such as RealPlayer, GSM Vocoder, MPEG encoder/decoder, and speech synthesizer. These instruction counts can be used to form a set of abstract characteristic parameters directly related to a processor`s architectural features. Based on microprocessor architectural constraints and these calculated abstract parameters, the architectural performance bottleneck for a specific application can be estimated. Meanwhile, the bottleneck estimation can provide suggestions about viable architectural/functional improvement for certain workloads. The biggest advantage of this new characterization technique is a better understanding of processor utilization efficiency and architectural bottleneck for each application. This technique also provides predictive insight of future architectural enhancements and their affect on current codes. In this paper the authors also attempt to model architectural effect on processor utilization without memory influence. They derive formulas for calculating CPI{sub 0}, CPI without memory effect, and they quantify utilization of architectural parameters. These equations are architecturally diagnostic and predictive in nature. Results provide promise in code characterization, and empirical/analytical modeling.

    The purpose of this study was to investigate the impact of instructions on aircraft visual inspection performance and strategy. Forty-two inspectors from industry were asked to perform inspections of six areas of a Boeing 737. Six different instruction versions were developed for each inspection task, varying in the number and type of directed inspections. The amount of time spent inspecting, the number of calls made, and the number of the feedback calls detected all varied widely across the inspectors. However, inspectors who used instructions with a higher number of directed inspections referred to the instructions more often during and after the task, and found a higher percentage of a selected set of feedback cracks than inspectors using other instruction versions. This suggests that specific instructions can help overall inspection performance, not just performance on the defects specified. Further, instructions were shown to change the way an inspector approaches a task.

    Student attendance in American public schools is a critical factor in securing limited operational funding. Student and teacher attendance influence academic performance. Limited data exist on indoor air and environmental quality (IEQ) in schools, and how IEQ affects attendance, health, or performance. This study explored the association of student absence with measures of indoor minus outdoor carbon dioxide concentration (dCO{sub 2}). Absence and dCO{sub 2} data were collected from 409 traditional and 25 portable classrooms from 14 schools located in six school districts in the states of Washington and Idaho. Study classrooms had individual heating, ventilation, and air conditioning (HVAC) systems, except two classrooms without mechanical ventilation. Classroom attributes, student attendance and school-level ethnicity, gender, and socioeconomic status (SES) were included in multivariate modeling. Forty-five percent of classrooms studied had short-term indoor CO{sub 2} concentrations above 1000 parts-per-million (ppm). A 1000 ppm increase in dCO{sub 2} was associated (p < 0.05) with a 0.5% to 0.9% decrease in annual average daily attendance (ADA), corresponding to a relative 10% to 20% increase in student absence. Outside air (ventilation) rates estimated from dCO{sub 2} and other collected data were not associated with absence. Annual ADA was 2% higher (p < 0.0001) in traditional than in portable classrooms.

    The internal dosimetry program at the Savannah River Site (SRS) consists of radiation protection programs and activities used to detect and evaluate intakes of radioactive material by radiation workers. Examples of such programs are: air monitoring; surface contamination monitoring; personal contamination surveys; radiobioassay; and dose assessment. The objectives of the internal dosimetry program are to demonstrate that the workplace is under control and that workers are not being exposed to radioactive material, and to detect and assess inadvertent intakes in the workplace. The Savannah River Site Internal Dosimetry Technical Basis Manual (TBM) is intended to provide a technical and philosophical discussion of the radiobioassay and dose assessment aspects of the internal dosimetry program.     Wind has provided energy for thousands of years: some of the earliest windmill engineering designs date back to ancient Babylonia and India where wind would be used as a source of irrigation. Today, wind is the quickest growing resource in Americas expanding energy infrastructure. However, to continue to positively diversify Americas energy portfolio and further reduce the countrys reliance of foreign oil, the industry must grow substantially over the next two decades in both turbine installations and skilled industrial manpower to support. The wind sector is still an emergent industry requiring maturation and development of its labor force: dedicated training is needed to provide the hard and soft skills to support the increasingly complex wind turbine generators as the technology evolves. Furthermore, the American workforce is facing a steep decline in available labor resources as the baby boomer generation enters retirement age. It is therefore vital that a process is quickly created for supporting the next generation of wind technicians. However, the manpower growth must incorporate three key components. First, the safety and technical training curriculum must be standardized across the industry - current wind educational programs are disparate and dedicated standardization programs must be further refined and implemented. Second, it is essential that the wind sector avoid disrupting other energy production industries by cannibalizing workers, which would indirectly affect the rest of Americas energy portfolio. The future wind workforce must be created organically utilizing either young people entering the workforce or train personnel emerging from careers outside of energy production. Third, the training must be quick and efficient as large amounts of wind turbines are being erected each year and this growth is expected to continue until at least 2035. One source that matches these three requirements is personnel transitioning from military service to the civilian sector. Utilizing the labor pool of transitioning military personnel and a dedicated training program specifically tailored to military hard and soft skills, the wind workforce can rapidly expand with highly skilled personnel. A tailored training program also provides career opportunities to an underutilized labor force as the personnel return from active military duty. This projects goal was to create a Wind Workforce Development Program that streamlines the wind technician training process using industry-leading safety programs and building on existing military experience. The approach used was to gather data from the wind industry, develop the curriculum and test the process to ensure it provides adequate training to equip the technicians as they transition from the military into wind. The platform for the curriculum development is called Personal Qualification Standards (PQS), which is based on the program of the same name from the United States Navy. Not only would the program provide multiple delivery methods of training (including classroom, computer-based training and on-the-job training), but it also is a familiar style of training to many military men and women. By incorporating a familiar method of training, it encourages active participation in the training and reduces the time for personnel to grasp the concept and flow of the training requirements. The program was tested for thoroughness, schedule and efficacy using a 5-person pilot phase during the last two years. The results of the training were a reduction in time to complete training and increased customer satisfaction on client project sites. However, there were obstacles that surfaced and required adaptation throughout the project including method of delivery, curriculum development and project schedules and are discussed in detail throughout the report. There are several key recommendations in the report that discuss additional training infrastructure, scalability within additional alternative energy markets and organizational certification through standardization committees.

    The NREL PVWatts(TM) calculator is a web application developed by the National Renewable Energy Laboratory (NREL) that estimates the electricity production of a grid-connected photovoltaic system based on a few simple inputs. PVWatts combines a number of sub-models to predict overall system performance, and makes several hidden assumptions about performance parameters. This technical reference details the individual sub-models, documents assumptions and hidden parameters, and explains the sequence of calculations that yield the final system performance estimation.

    The Belle detector at the KEKB electron-positron collider has collected almost 1 billion Y(4S) events in its decade of operation. Super-KEKB, an upgrade of KEKB is under construction, to increase the luminosity by two orders of magnitude during a three-year shutdown, with an ultimate goal of 8E35 /cm^2 /s luminosity. To exploit the increased luminosity, an upgrade of the Belle detector has been proposed. A new international collaboration Belle-II, is being formed. The Technical Design Report presents physics motivation, basic methods of the accelerator upgrade, as well as key improvements of the detector.

    The U.S. Department of Energy (DOE) is planning a two-phased program for the remediation of Hanford tank waste. Phase 1 is a pilot program to demonstrate the procurement of treatment services. The volume of waste treated during the Phase 1 is a small percentage of the tank waste. During Phase 2, DOE intends to procure treatment services for the balance of the waste. The TWRS Privatization Process Technical Baseline (PPTB) provides a summary level flowsheet/mass balance of tank waste treatment operations which is consistent with the tank inventory information, waste feed staging studies, and privatization guidelines currently available. The PPTB will be revised periodically as privatized processing concepts are crystallized.

Many abstracts summarize work completed and published in report form. These are UCRL-JC series documents, which include the full text of articles to be published in journals and of papers to be presented at meetings, and UCID reports, which are informal documents. Not all UCIDs contain abstracts: short summaries were generated when abstracts were not included. Technical Abstracts also provides descriptions of those documents assigned to the UCRL-MI (miscellaneous) category. These are generally viewgraphs or photographs presented at meetings. An author index is provided at the back of this volume for cross referencing.

    In August 1983 an NRC task group was formed to investigate problems with surveillance testing required by Technical Specifications, and to recommend approaches to effect improvements. NUREG-1024 ( Technical Specifications-Enhancing Safety Impact'') resulted, and it contained recommendations to review the basis for test frequencies; to ensure that the tests promote safety and do not degrade equipment; and to review surveillance tests so that they do not unnecessarily burden personnel. The Technical Specifications Improvement Program (TSIP) was established in December 1984 to provide the framework for rewriting and improving the Technical Specifications. As an element of the TSIP, all Technical Specifications surveillance requirements were comprehensively examined as recommended in NUREG-1024. The results of that effort are presented in this report. The study found that while some testing at power is essential to verify equipment and system operability, safety can be improved, equipment degradation decreased, and unnecessary personnel burden relaxed by reducing the amount of testing at power.

    Following decades of success in solar energy projects, the Missouri Legislature designated Crowder College in 1992 as the State's renewable energy education center. The resulting Missouri Alternative and Renewable Energy Technology (MARET) Center is recognized internationally for its contributions to the energy field. The mission of the MARET Center is to expand renewable energy throughout the region with education, applied research, and economic development. Educational programs include certification and transfer degrees encompassing green construction, solar thermal energy, solar electricity, and wind. The MARET Center also assists in new product development and other business support services in renewable energy. The Missouri Alternative and Renewable Energy Technology (MARET) Center at Crowder College hopes to eventually develop a 27,500 ft2 facility as a living laboratory to support solar and other renewable and sustainable energy development through professional degrees, new product development and commercialization, renewable energy business incubation, and consumer education. The primary objective of the current project was to complete Stage One of this building, with solar, wind, and geothermal technologies installed to power its 9,216 ft2 office, classroom, and research spaces. This MARET Center includes a modular roof structure that permits both solar module mounting and daylighting, PV/thermal hybrid modules pioneered in Crowder Solar Decathlon homes, modular electrical management subsystems; and modular delivery systems for heating and cooling the structure. The MARET Facility will operate as a Net Positive energy building, consistently producing surplus energy for distributed generation on the utility grid. The modular design of the energy systems within the building is to serve as a scalable and repeatable model for a wide variety of building applications and climate zones. As a living laboratory of renewable energy, exploring and validating new applications of solar and other renewable technologies, the MARET Facility will house a wide variety of programs which will advance implementation of renewable energy throughout the region. These program goals include; Curriculum in renewable energy for pre-engineering transfer programs; Certification and degree programs for technical degrees for Energy Efficiency, Wind, Photovoltaic and Solar Thermal professionals; Short courses and workshops for building management and design professionals; Public education and demonstration projects in renewable energy through conferences and K-12 educational outreach; Technical degree offering in building construction incorporating “best practices” for energy efficiency and renewables; and Business incubators for new renewable energy businesses and new product development The new MARET facility will support the mission of the US Department of Energy (DOE) Solar Program, “to improve America’s security, environmental quality, and economic prosperity through public-private partnerships that bring reliable and affordable solar energy technologies to the marketplace,” through a variety of educational and business assistance programs. Further, technical innovations planned for the MARET facility and its applied research activities will advance the Solar Program strategic goals to “reduce the cost of solar energy to the point it becomes competitive in relevant energy markets (e.g., buildings, power plants) and for solar technology to enable a sustainable solar industry.” Overarching Goals relative to program needs, future expansion, flexibility, quality of materials, and construction and operational costs:; Experimental: The structure and systems of the building operate as an educational resource.
