    The intent of this project was to expand Northern Virginia Community College's capability to offer training to support the Biotechnology Industry in the northern Virginia region. The general goal of this project was to create a College Biotechnology Program; specific goals of the project were to a) design curricula/courses to prepare students to become entry-level lab technicians, b) redesign and equip lab space to better suit the needs of the program, c) develop partnerships with the local industry through outreach and the formation on an advisory board, d) recruit students into the program, and e) provide instructional support for local high school teachers. At the end of the grant period, NOVA has successfully created two new curricula in biotechnology: an Associate of Applied Science (A.A.S.) in Biotechnology (initiated in Fall 2008) and a Career Studies Certificate for Biotechnology Lab Technicians (to be initiated in Fall 2010). These curricula were designed with advice from an external advisory committee which is comprised of representatives from industry, transfer institutions and high school administrators. To date, almost all courses have been designed and piloted; the equipment needed for the courses and the initial supplies were paid for by the grant as was the re-modeling of some lab space to be used for the biotech courses. In order to market the program, the NOVA Biotech Program has also established relationships with the local high schools. Presentations were given at several local high schools and on-site workshops were held for high school students and teachers. As a result, close to 1000 students have attended program open houses, presentations within the high schools, or workshops held in the summer. Over 100 teachers have received information and/or training in biotechnology. These outreach efforts as well as high quality curricula have started to attract a number of students to the program for example, there are currently 70 students enrolled in the A.A.S. program. The first students in the biotech program are expected to graduate in Spring 2011; already, students enrolled in the biotech program/courses have obtained jobs or internships in several local companies. Our current goal continues to be to foster the formation of a regional biotech education pipeline into the local industry which includes the recruitment of individuals into the NOVA Biotech Program, the training and graduation of highly-skilled lab technicians, and the placement of graduates in local biotech industry jobs.

    Colorado Northwestern Community College (CNCC) is working collaboratively with recipient vendor Chevron Energy Solutions, an energy services company (ESCO), to develop an innovative GHP project at the new CNCC Campus constructed in 2010/2011 in Craig, Colorado. The purpose of the CNCC Craig Campus Geothermal Program scope was to utilize an energy performance contracting approach to develop a geothermal system with a shared closed-loop field providing geothermal energy to each building's GHP mechanical system. Additional benefits to the project include promoting good jobs and clean energy while reducing operating costs for the college. The project has demonstrated that GHP technology is viable for new construction using the energy performance contracting model. The project also enabled the project team to evaluate several options to give the College a best value proposition for not only the initial design and construction costs but build high performance facilities that will save the College for many years to come. The design involved comparing the economic feasibility of GHP by comparing its cost to that of traditional HVAC systems via energy model, financial life cycle cost analysis of energy savings and capital cost, and finally by evaluating the compatibility of the mechanical design for GHP compared to traditional HVAC design. The project shows that GHP system design can be incorporated into the design of new commercial buildings if the design teams, architect, contractor, and owner coordinate carefully during the early phases of design. The public also benefits because the new CNCC campus is a center of education for the much of Northwestern Colorado, and students in K-12 programs (Science Spree 2010) through the CNCC two-year degree programs are already integrating geothermal and GHP technology. One of the greatest challenges met during this program was coordination of multiple engineering and development stakeholders. The leadership of Principle Investigator Pres. John Boyd of CNCC met this challenge by showing clear leadership in setting common goals and resolving conflicts early in the program.

    Southwestern Indian Polytechnic Institute (SIPI), was founded in 1971 and is located on 164 acres in northwest Albuquerque, New Mexico in the center of New Mexico`s agricultural and high-tech corridors. SIPI became accredited as a community college in 1993, serves Native Americans nationwide, and is governed by a nationally-tribally appointed Board of Regents (Jicarilla Apache, Joint Oklahoma Tribes, Mescalero Apache, Navajo Nation-Arizona, Navajo Nation-New Mexico, Ten Southern Pueblos, and Eight Northern Pueblos, Southern Ute, Inter-tribal Council of Arizona, and Oglala Sioux). In 1993, The US Department of Education, TRIO Programs no longer funded the Southwestern Indian Polytechnic Institute (SIPI) Summer Math and Science Enrichment Program. However, with US Department of Energy funding SIPI was able to continue service to the Native American community under the new title of College Bound American Indian Math and Science (AIMS) Enrichment Program. This new program continued the goals and objectives of the TRIO program with an expanded focus that included students from more Native American communities nationwide. The program also interfaced with a teacher enrichment program (Rural American Indian Science Education-RAISE) sponsored by the Bureau of Indian Affairs and Sandia National Labs (SNL). SIPI in collaboration with Sandia National Laboratories and Lawrence Livermore National (LLNL) Laboratory established a mathematics and science enrichment program at SIPI for students attending rural high schools serving predominantly Native American populations. The primary goal of the program was to provide 9th--12th grade students, mostly Native American, the skills and knowledge, interest and motivation, and strategies to remain in high school and pursue a college education in a math, science, or technology based field. Each year, the program included a six-week intensive residential summer program located at SIPI as well as academic year support activities at the student`s high school. A summary of the program activities during the grant period is given.

    The Florissant Valley Campus of the St. Louis, MO Community College was constructed during the late 1960s and early 1970s. The main campus consists of 11 classroom, laboratory, and instructional buildings comprising 411,000 ft{sup 2} (38 183 m{sup 2}). The Florissant Valley campus wanted to provide the maintenance staff with a state-of-the-art DDC building automation system which would eliminate manual control of HVAC systems and reduce maintenance. Several of the classrooms and laboratories have had changes in their occupancy and use from the original design intent, and, the campus has consistently been adding additional internal load to many of the spaces in the form of new computers, printers, and other electronic equipment. The original campus HVAC systems were not designed to meet the indoor air quality (IAQ) standards of today. The college specifically requested that the design team prepare the project within DOE guidelines so that ICP grant funds could be used. The college also wanted to have the design team prepare the project in a manner to be bid by Energy Savings Contractors (ESCO) using a Guaranteed Energy Service Contract to assure the college could pay back their investment in the time stated.

    This final report describes the work that has been accomplished over the past 5 years under the Community Petascale Project for Accelerator and Simulations (ComPASS) at Tech-X Corporation. Tech-X had been involved in the full range of ComPASS activities with simulation of laser plasma accelerator concepts, mainly in collaboration with LOASIS program at LBNL, simulation of coherent electron cooling in collaboration with BNL, modeling of electron clouds in high intensity accelerators, in collaboration with researchers at Fermilab and accurate modeling of superconducting RF cavity in collaboration with Fermilab, JLab and Cockcroft Institute in the UK.

    Innovations and 'aha' movements in renewable energy and energy efficiency, while exciting in the lab, only truly live up to their promise once they find a place in homes or business. Late last year President Obama issued a directive to all federal agencies to increase their efforts to transfer technologies to the private sector in order to achieve greater societal and economic impacts of federal research investments. The president's call to action includes efforts to establish technology transfer goals and to measure progress, to engage in efforts to increase the speed of technology transfer and to enhance local and regional innovation partnerships. But, even before the White House began its initiative to restructure the commercialization process, the National Renewable Energy Laboratory had a major effort underway designed to increase the speed and impact of technology transfer activities and had already made sure its innovations had a streamlined path to the private sector. For the last three years, NREL has been actively setting commercialization goals and tracking progress against those goals. For example, NREL sought to triple the number of innovations over a five-year period that began in 2009. Through best practices associated with inventor engagement, education and collaboration, NREL quadrupled the number of innovations in just three years. Similar progress has been made in patenting, licensing transactions, income generation and rewards to inventors. 'NREL is known nationally for our cutting-edge research and companies know to call us when they are ready to collaborate,' William Farris, vice president for commercialization and technology transfer, said. 'Once a team is ready to dive in, they don't want be mired in paperwork. We've worked to make our process for licensing NREL technology faster; it now takes less than 60 days for us to come to an agreement and start work with a company interested in our research.' While NREL maintains a robust patent portfolio, often companies are looking to do more than just license a technology. These relationships are invaluable in successfully moving technologies from NREL to the marketplace. 'We may generate new and potentially valuable innovations, but our commercialization partners do the heavy work of building a successful business around our technology,' Farris said. Tools such as CRADAs (Cooperative Research and Development Agreements) allow NREL to continue working with companies to refine and develop technologies. And, working with businesses is an area where NREL excels. NREL is responsible for one quarter of the CRADAs in the DOE system. 'When you look at the results of our CRADA program, you can demonstrate that we are actively engaged with companies in collaborating on research and moving technologies to market,' Farris said. NREL is first among DOE labs with 186 active CRADAs. And last year, NREL also was first with the number of new CRADAs signed. 'Part of the success in our working with industry goes back to NREL's mission to grow and support new industries,' Farris added. 'NREL has basic research capabilities, but we are never going to be the ultimate producer of a commercial product. That is the role of the private sector.' Farris also credits the advocacy and support that the Office of Energy Efficiency and Renewable Energy at DOE provides for these technology transfer activities. 'EERE's support is critical to our success,' Farris said. To assist the private sector in moving a technology from the lab to the manufacturing line, NREL has a number of programs in place to give that first, or even final, nudge toward commercialization. For instance, the Commercialization Assistance Program helps startups overcome technical barriers by granting free access to 40 hours of work at the lab. Through the Innovation and Entrepreneurship Center, NREL also helps clean energy businesses develop strong links with the financial community, as well as other key stakeholders in the commercialization process.     In the race to apply new technologies in ''high-tech'' facilities such as data centers, laboratories, and clean rooms, much emphasis has been placed on improving service, building capacity, and increasing speed. These facilities are socially and economically important, as part of the critical infrastructure for pharmaceuticals,electronics, communications, and many other sectors. With a singular focus on throughput, some important design issues can be overlooked, such as the energy efficiency of individual equipment (e.g., lasers, routers and switches) as well as the integration of high-tech equipment into the power distribution system and the building envelope. Among technology-based businesses, improving energy efficiency presents an often untapped opportunity to increase profits, enhance process control,maximize asset value, improve the work place environment, and manage a variety of business risks. Oddly enough, the adoption of energy efficiency improvements in this sector lags behind many others. As a result, millions of dollars are left on the table with each year ofoperation.

    The nature of this project is to equip and support research in nanoengineered systems for biomedical, bioenvironmental, and bioenergy applications. Funds provided by the Department of Energy (DoE) under this Congressional Directive were used to support two ongoing research projects at Louisiana Tech University in biomedical, bioenvironmental, and bioenergy applications. Two major projects (Enzyme Immobilization for Large Scale Reactors to Reduce Cellulosic Ethanol Costs, and Nanocatalysts for Coal and Biomass Conversion to Diesel Fuel) and to fund three to five additional seed projects were funded using the project budget. The project funds also allowed the purchase and repair of sophisticated research equipment that will support continued research in these areas for many years to come. Project funds also supported faculty, graduate students, and undergraduate students, contributing to the development of a technically sophisticated work force in the region and the State. Descriptions of the technical accomplishments for each funded project are provided. Biofuels are an important part of the solution for sustainable transportation fuel and energy production for the future. Unfortunately, the country's appetite for fuel cannot be satisfied with traditional sugar crops such as sugar cane or corn. Emerging technologies are allowing cellulosic biomass (wood, grass, stalks, etc.) to also be converted into ethanol. Cellulosic ethanol does not compete with food production and it has the potential to decrease greenhouse gas (GHG) emissions by 86% versus current fossil fuels (current techniques for corn ethanol only reduce greenhouse gases by 19%). Because of these advantages, the federal government has made cellulosic ethanol a high priority. The Energy Independence and Security Act of 2007 (EISA) requires a minimum production of at least 16 billion gallons of cellulosic ethanol by 2022. Indeed, the Obama administration has signaled an ambitious commitment of achieving 2 billion gallons of cellulosic ethanol by 2013. Louisiana is well positioned to become a national contributor in cellulosic ethanol, with an excellent growing season, a strong pulp/paper industry, and one of the nation's first cellulosic ethanol demonstration plants. Dr. Palmer in Chemical Engineering at Louisiana Tech University is collaborating with Drs. Lvov and Snow in Chemistry and Dr. Hegab in Mechanical Engineering to capitalize on these advantages by applying nanotechnology to improve the cellulosic ethanol processes. In many of these processes, expensive enzymes are used to convert the cellulose to sugars. The nanotechnology processes developed at Louisiana Tech University can immobilize these enzymes and therefore significantly reduce the overall costs of the process. Estimates of savings range from approximately $32 million at each cellulosic ethanol plant, to $7.5 billion total if the 16 billion gallons of cellulosic ethanol is achieved. This process has the advantage of being easy to apply in a large-scale commercial environment and can immobilize a wide variety or mixture of enzymes for production. Two primary objectives with any immobilization technique are to demonstrate reusability and catalytic activity (both reuse of the immobilized enzyme and reuse of the polymer substrate). The scale-up of the layering-by-layering process has been a focus this past year as some interesting challenges in the surface chemistry have become evident. Catalytic activity of cellulase is highly dependent upon how the feed material is pretreated to enhance digestion. Therefore, efforts this year have been performed this year to characterize our process on a few of the more prevalent pretreatment methods.

    The Virginia Tech GATE Center for Automotive Fuel Cell Systems (CAFCS) achieved the following objectives in support of the domestic automotive industry: ? Expanded and updated fuel cell and vehicle technologies education programs; ? Conducted industry directed research in three thrust areas ?? development and characterization of materials for PEM fuel cells; performance and durability modeling for PEM fuel cells; and fuel cell systems design and optimization, including hybrid and plug-in hybrid fuel cell vehicles; ? Developed MS and Ph.D. engineers and scientists who are pursuing careers related to fuel cells and automotive applications; ? Published research results that provide industry with new knowledge which contributes to the advancement of fuel cell and vehicle systems commercialization. With support from the Dept. of Energy, the CAFCS upgraded existing graduate course offerings; introduced a hands-on laboratory component that make use of Virginia Tech??s comprehensive laboratory facilities, funded 15 GATE Fellowships over a five year period; and expanded our program of industry interaction to improve student awareness of challenges and opportunities in the automotive industry. GATE Center graduate students have a state-of-the-art research experience preparing them for a career to contribute to the advancement fuel cell and vehicle technologies.

    A building-integrated DC PV array has been constructed on the Georgia Tech campus. The array is mounted on the roof of the Georgia Tech Aquatic Center (GTAC), site of the aquatic events during the 1996 Paralympic and Olympic Games in Atlanta. At the time of its construction, it was the world`s largest roof-mounted photovoltaic array, comprised of 2,856 modules and rates at 342 kW. This section describes the electrical and physical layout of the PV system, and the associated data acquisition system (DAS) which monitors the performance of the system and collects measurements of several important meteorological parameters.
