    The International Thermonuclear Experimental Reactor (ITER) project is unique in that the work is divided among an international Joint Central Team and four Home Teams, with the overall responsibility for the quality of activities performed during the project residing with the ITER Director. The ultimate responsibility for the adequacy of work performed on tasks assigned to the U.S. Home Team resides with the U.S. Home Team Leader and the U.S. Department of Energy Office of Fusion Energy (DOE-OFE). This document constitutes the quality assurance plan for the ITER U.S. Home Team. This plan describes the controls exercised by U.S. Home Team management and the Performing Institutions to ensure the quality of tasks performed and the data developed for the Engineering Design Activities assigned to the U.S. Home Team and, in particular, the Research and Development Large Projects (7). This plan addresses the DOE quality assurance requirements of 10 CFR 830.120, "Quality Assurance." The plan also describes U.S. Home Team quality commitments to the ITER Quality Assurance Program. The ITER Quality Assurance Program is based on the principles described in the International Atomic Energy Agency Standard No. 50-C-QA, "Quality Assurance for Safety in Nuclear Power Plants and Other Nuclear Facilities." Each commitment is supported with preferred implementation methodology that will be used in evaluating the task quality plans to be submitted by the Performing Institutions. The implementing provisions of the program are based on guidance provided in American National Standards Institute/American Society of Mechanical Engineers NQA-1 1994, "Quality Assurance." The individual Performing Institutions will implement the appropriate quality program provisions through their own established quality plans that have been reviewed and found to comply with U.S. Home Team quality assurance plan commitments to the ITER Quality Assurance Program.     The Office Special Projects within the Office of Environment, Safety, and Health (EH) has the responsibility to conduct Tiger Team Assessments for the Secretary of Energy. This report presents the assessment of the buildings, facilities, and activities under the DOE/Rockwell Contract No. DE-AM03-76SF00700 for the Energy Technology Engineering Center (ETEC) and of other DOE-owned buildings and facilities at the Santa Susana Field Laboratory (SSFL) site in southeastern Ventura County, California, not covered under Contract No. DE-AM03-76SF00700, but constructed over the years under various other contracts between DOE and Rockwell International. ETEC is an engineering development complex operated for DOE by the Rocketdyne Division of Rockwell International Corporation. ETEC is located within SSFL on land owned by Rockwell. The balance of the SSFL complex is owned and operated by Rocketdyne, with the exception of a 42-acre parcel owned by the National Aeronautics and Space Administration (NASA). The primary mission of ETEC is to provide engineering, testing, and development of components related to liquid metals technology and to conduct applied engineering development of emerging energy technologies.

    This report highlights progress achieved during FY 1999 under the Light-duty Fuels Utilization R and D Program. The program is comprised of two elements: the Advanced Petroleum-Based APB Fuels Program which focused on developing and testing advanced fuels for use with compression-ignition direct-injection (CIDI) engines and fuel cells and the Alternative Fuels Program which focused on Natural gas and natural gas derived fuels. The report contains 17 summaries of industry and National Laboratory projects. Fuel efficient vehicles with very low emissions are essential to meet the challenges of climate change, energy security, and improved air quality. The authors anticipate cooperative efforts with the auto and energy industries to develop new and innovative technologies that will be used to make advanced transportation vehicles that are fuel efficient, clean, and safe.

    From 2007 until 2011, the National Association of Regulatory Utility Commissioners (NARUC) engaged in a partnership with the National Energy Technology Lab (NETL) to improve State-Federal coordination on electricity policy and energy assurance issues. This project allowed State Public Utility Commissioners and their staffs to engage on the most cutting-edge level in the arenas of energy assurance and electricity policy. Four tasks were outlined in the Statement of Performance Objectives: Task 1 - Training for Commissions on Critical Infrastructure Topics; Task 2 - Analyze and Implement Recommendations on Energy Assurance Issues; Task 3 - Ongoing liaison activities & outreach to build stronger networks between federal agencies and state regulators; and Task 4 - Additional Activities. Although four tasks were prescribed, in practice these tasks were carried out under two major activity areas: the critical infrastructure and energy assurance partnership with the US Department of Energy's Infrastructure Security and Emergency Response office, and the National Council on Electricity Policy, a collaborative which since 1994 has brought together State and Federal policymakers to address the most pressing issues facing the grid from restructuring to smart grid implementation. On Critical Infrastructure protection, this cooperative agreement helped State officials yield several important advances. The lead role on NARUC's side was played by our Committee on Critical Infrastructure Protection. Key lessons learned in this arena include the following: (1) Tabletops and exercises work - They improve the capacity of policymakers and their industry counterparts to face the most challenging energy emergencies, and thereby equip these actors with the capacity to face everything up to that point as well. (2) Information sharing is critical - Connecting people who need information with people who have information is a key success factor. However, exposure of critical infrastructure

    This report covers the work completed during Year One (Year One has a 16 month project period) of a five- year Cooperative Agreement (DE-FC26-03NT41895) between the International Union of Operating Engineers (IUOE) National Hazmat Program (OENHP) and the U. S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). This final technical report is being submitted, as required by the Cooperative Agreement, within 90 (calendar) days after the project period ends (December 31, 2004). The resources allocated to Year One of the Cooperative Agreement were adequate for the completion of the required deliverables. All deliverables have been completed and sent to AAD Document Control as directed in the cooperative agreement. The allocation for Year One required 20-25 trainers to be trained in each of five Train-the-Trainer courses and a total of 6,000 workers trained throughout the country. Through cost savings employed for the scheduling and conduct of Train-the-Trainer, instructor refreshers, and direct training classes, 3171 workers have been trained to date. This total incorporates 159 trainers and members from management, local, county, state and federal organizations identified in the Strategic Plan. The largest percentage of personnel trained is heavy equipment operators, and building engineers, which is the largest targeted population identified under this cooperative agreement. The OENHP, using existing curriculum as appropriate, has modified and developed new training modules that have been used to establish four different levels of training courses. The four courses are: (1) EA 500 Energy Assurance Train-the-Trainer, (2) EA 400 Energy Assurance Instructor Refresher, (3) EA 300 Energy Assurance, and (4) EA 100 Energy Assurance Awareness. Training modules cover topics, such as, but not limited to, facility vulnerability and vulnerability assessment, physical security- heating, ventilation, air conditioning, terrorism awareness, weapons of mass

    The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings

    Destructive analysis is used by the International Atomic Energy Agency (IAEA) through its Safeguards Analytical Laboratory (SAL) to verify, in part, the inventory of nuclear materials at nuclear facilities. The reliability and quality of these meassurements must be assured in a systematic manner. The Division of Safeguards Evaluation, IAEA, required assistance in developing and implementing the quality assurance measures for the analytical procedures used in the destructive analysis of these safeguards samples. To meet these needs an ISPO POTAS Task D.53 was instituted in which consultants would review with IAEA staff the procedures used (or proposed) at SAL for the destructive analysis of safeguards samples and the statistical evaluation of the resulting measurement data at Headquarters. The procedures included analytical methods, qualtiy control measures, and the treatment of data from these activities. Based on this review, modifications to the system, if required, would be recommended which would provide routine assurance to management that these procedures are functioning properly to achieve safeguards objectives. In the course of this review, the sample handling procedures, measurement control activities, analytical methods, reference materials, calibration procedures, statistical analysis of data, and data management system were studied and evaluated. The degree to which SAL (as a total system) achieved laboratory quality assurance was assessed by comparison to accepted standards of quality assurance. 22 refs., 1 fig.

    The North American power network has been called the world s largest, most complex machine. This network represents an enormous continent-wide investment, including over 15,000 generators in 10,000 power plants, and miles of transmission lines, distribution networks, and control systems. It has long been recognized that existing power-delivery systems are vulnerable to natural disasters and adversarial attack. The next generation of control systems must simultaneously protect against these disruptions while integrating new generation sources and maintaining active, automated control of the grid. The grid s interconnectedness needed to provide smart grid control also increases its vulnerability to interconnect-wide disruptions that are initiated locally. While strong centralized control is essential to reliable operations, this control requires multiple, high-data-rate, two-way communication links, a powerful central computing facility, and an elaborate operation-control center, all of which present vulnerabilities. It is clearly impossible to completely protect such a widespread and complex system. The key to maintaining the integrity of this network lies in the ability to identify its critical elements and to then effectively protect these elements. This identification and targeted protection will enable parts of the network to remain operational and even automatically reconfigure in the event of local failures or threats of failure, providing dependable continuity of service. The bold concept proposed here is the communication, predictive models and fast controls that eliminate the need to protect all components from emergent contingencies, but to reconfigure actively to maintain critical functions. The transformation from laboratory applications to larger than micro grid areas will require the next generation of energy technologies.

    We present and apply a new method for analyzing the significance of advanced technology for achieving two important national energy goals: climate protection and energy security. Quantitative metrics for U.S. greenhouse gas emissions in 2050 and oil independence in 2030 are specified, and the impacts of 11 sets of energy technologies are analyzed using a model that employs the Kaya identity and incorporates the uncertainty of technological breakthroughs. The goals examined are a 50% to 80% reduction in CO2 emissions from energy use by 2050 and increased domestic hydrocarbon fuels supply and decreased demand that sum to 11 mmbd by 2030. The latter is intended to insure that the economic costs of oil dependence are not more than 1% of U.S. GDP with 95% probability by 2030. Perhaps the most important implication of the analysis is that meeting both energy goals requires a high probability of success (much greater than even odds) for all 11 technologies. Two technologies appear to be indispensable for accomplishment of both goals: carbon capture and storage, and advanced fossil liquid fuels. For reducing CO2 by more than 50% by 2050, biomass energy and electric drive (fuel cell or battery powered) vehicles also appear to be necessary. Every one of the 11 technologies has a powerful influence on the probability of achieving national energy goals. From the perspective of technology policy, conflict between the CO2 mitigation and energy security is negligible.
