Worker Safety and Security Teams (WSSTs) are an effective way to promote safe workplaces. While WSSTs have a variety of structures and roles, they have one thing in common - employees and management collaborate to find ways to prevent accidents, injuries, and illnesses on the job. The benefits for all concerned are obvious in that employees have a safe place to work, employers save money on lost work time and workers compensation costs, and everyone returns home safe and healthy each day. A successful WSST will have the support and wholehearted participation of management and employees. LANL has a WSST at the institutional level (IWSST) and at all directorates and many divisions. The WSSTs are part of LANL's Voluntary Protection Program (VPP). The WSSTs meet at least monthly and follow an agenda covering topics such as safety shares, behavior based safety (BBS) observations, upcoming events or activities, issues, etc. A WSST can effectively influence safety programs and provide recommendations to managers, who have the resources and authority to implement changes in the workplace. WSSTs are effective because they combine the knowledge, expertise, perspective, enthusiasm, and effort of a variety of employees with diverse backgrounds. Those with experience in a specific job or work area know what the hazards or potential hazards are, and generally have ideas how to go about controlling them. Those who are less familiar with a job or area play a vital role too, by seeing what others may have overlooked or taken for granted. This booklet will cover the structure and operations of WSSTs, what needs to be done in order to be effective and successful, and how you can help, whether you're a WSST member or not.

It collects the annular flow of returned drilling mud and directs mud to an incorporated, radially directed connective nipple. It enables the blowout preventer to be adjusted in location relative to the drilling rig and further accommodates a variable level of drilling mud in the annular space. The radial nipple connects with a mud line extending at some radial direction with a slope causing the mud to flow by gravity from the annular space to remote located mud tanks.

The international Muon Ionization Cooling Experiment (MICE) is a large scale experiment which is presently assembled at the Rutherford Appleton Laboratory in Didcot, UK. The purpose of MICE is to demonstrate the concept of ionization cooling experimentally. Ionization cooling is an important accelerator concept which will be essential for future HEP experiments such as a potential Muon Collider or a Neutrino Factory. The MICE experiment will house up to 18 superconducting solenoids, all of which produce a substantial amount of magnetic flux. Recently it was realized that this magnetic flux leads to a considerable stray magnetic field in the MICE hall. This is a concern as technical equipment in the MICE hall may may be compromised by this. In July 2012 a concept called partial return yoke was presented to the MICE community, which reduces the stray field in the MICE hall to a safe level. This report summarizes the general concept, engineering considerations and the expected shielding performance.

The prediction of wind speed is very important when dealing with the production of energy through wind turbines. In this paper, we show a new nonparametric model, based on semi-Markov chains, to predict wind speed. Particularly we use an indexed semi-Markov model that has been shown to be able to reproduce accurately the statistical behavior of wind speed. The model is used to forecast, one step ahead, wind speed. In order to check the validity of the model we show, as indicator of goodness, the root mean square error and mean absolute error between real data and predicted ones. We also compare our forecasting results with those of a persistence model. At last, we show an application of the model to predict financial indicators like the Internal Rate of Return, Duration and Convexity.

PNNL 331 Building Arc Flash Team Investigation Report

On Friday, April 21, 2006, a PNNL electrician was performing repair of an electrical system for the 331 Building chilled water pump (CHWP) No.2, when an electrical arc flash occurred inside a 480V combination motor starter. The electrician was taken to the on-site medical provider for evaluation and was released for return to work without restriction. The electrician was not shocked, but did receive a minor, superficial (first degree) burn on the left wrist. This report, the result of a thorough review by the 331 Building Arc Flash Assessment Team, provides an in-depth look at the steps leading up to the arc-flash and recommendations and opportunities for improvement.

The U.S. Department of Energy (DOE) Headquarters EM-35, established a Performance Assessment Task Team (referred to as the Team) to integrate the activities of the sites that are preparing performance assessments (PAs) for disposal of new low-level waste, as required by Chapter III of DOE Order 5820.2A, {open_quotes}Low-Level Waste Management{close_quotes}. The intent of the Team is to achieve a degree of consistency among these PAs as the analyses proceed at the disposal sites. The Team`s purpose is to recommend policy and guidance to the DOE on issues that impact the PAs, including release scenarios and parameters, so that the approaches are as consistent as possible across the DOE complex. The Team has identified issues requiring attention and developed discussion papers for those issues. Some issues have been completed, and the recommendations are provided in this document. Other issues are still being discussed, and the status summaries are provided in this document. A major initiative was to establish a subteam to develop a set of test scenarios and parameters for benchmarking codes in use at the various sites. The activities of the Team are reported here through December 1993.

Final Report for the NA22 Simulations, Algorithm and Modeling (SAM) Ontology Assessment Team's efforts from FY09-FY11. The Ontology Assessment Team began in May 2009 and concluded in September 2011. During this two-year time frame, the Ontology Assessment team had two objectives: (1) Assessing the utility of knowledge representation and semantic technologies for addressing nuclear nonproliferation challenges; and (2) Developing ontological support tools that would provide a framework for integrating across the Simulation, Algorithm and Modeling (SAM) program. The SAM Program was going through a large assessment and strategic planning effort during this time and as a result, the relative importance of these two objectives changed, altering the focus of the Ontology Assessment Team. In the end, the team conducted an assessment of the state of art, created an annotated bibliography, and developed a series of ontological support tools, demonstrations and presentations. A total of more than 35 individuals from 12 different research institutions participated in the Ontology Assessment Team. These included subject matter experts in several nuclear nonproliferation-related domains as well as experts in semantic technologies. Despite the diverse backgrounds and perspectives, the Ontology Assessment team functioned very well together and aspects could serve as a model for future inter-laboratory collaborations and working groups. While the team encountered several challenges and learned many lessons along the way, the Ontology Assessment effort was ultimately a success that led to several multi-lab research projects and opened up a new area of scientific exploration within the Office of Nuclear Nonproliferation and Verification.

This report provides a methodology and requisite data to assess the potential Energy Return On Investment (EROI) for nuclear fuel cycle alternatives, and applies that methodology to a limited set of used fuel recycle scenarios. This paper is based on a study by Lawrence Livermore National Laboratory and a parallel evaluation by AREVA Federal Services LLC, both of which were sponsored by the DOE Fuel Cycle Technologies (FCT) Program. The focus of the LLNL effort was to develop a methodology that can be used by the FCT program for such analysis that is consistent with the broader energy modeling community, and the focus of the AREVA effort was to bring industrial experience and operational data into the analysis. This cooperative effort successfully combined expertise from the energy modeling community with expertise from the nuclear industry. Energy Return on Investment is one of many figures of merit on which investment in a new energy facility or process may be judged. EROI is the ratio of the energy delivered by a facility divided by the energy used to construct, operate and decommission that facility. While EROI is not the only criterion used to make an investment decision, it has been shown that, in technologically advanced societies, energy supplies must exceed a minimum EROI. Furthermore, technological history shows a trend towards higher EROI energy supplies. EROI calculations have been performed for many components of energy technology: oil wells, wind turbines, photovoltaic modules, biofuels, and nuclear reactors. This report represents the first standalone EROI analysis of nuclear fuel reprocessing (or recycling) facilities.

The need to answer basic questions regarding the origin of the Solar System will motivate robotic sample return missions to destinations like Pluto, its satellite Charon, and objects in the Kuiper belt. To keep the mission duration short enough to be of interest, sample return from objects farther out in the Solar System requires increasingly higher return velocities. A sample return mission involves several complicated steps to reach an object and obtain a sample, but only the interplanetary return phase of the mission is addressed in this paper. Radioisotope electric propulsion is explored in this parametric study as a means to propel small, dedicated return vehicles for transferring kilogram-size samples from deep space to Earth. Return times for both Earth orbital rendezvous and faster, direct atmospheric re-entry trajectories are calculated for objects as far away as 100 AU. Chemical retro-rocket braking at Earth is compared to radioisotope electric propulsion but the limited deceleration capability of chemical rockets forces the return trajectories to be much slower.

The NCMS PWB Surface Finishes Consortium is just about at the end of the five year program. Dozens of projects related to surface finishes and PWB solder-ability were performed by the team throughout the program, and many of them are listed in this paper. They are listed with a cross reference to where and when a technical paper was presented describing the results of the research. However, due to time and space constraints, this paper can summarize the details of only three of the major research projects accomplished by the team. The first project described is an ``Evaluation of PWB Surface Finishes.`` It describes the solderability, reliability, and wire bondability of numerous surface finishes. The second project outlined is an ``Evaluation of PWB Solderability Test Methods.`` The third project outlined is the ``Development and Evaluation of Organic Solderability Preservatives.``

The Idaho National Engineering and Environmental Laboratory (INEEL) and Utah State University?s Center for Self-Organizing and Intelligent Systems (CSOIS) have developed a team of autonomous robotic vehicles applicable to precision agriculture. A unique technique has been developed to plan, coordinate, and optimize missions in large structured environments for these autonomous vehicles in real-time. Two generic tasks are supported: 1) Driving to a precise location, and 2) Sweeping an area while activating on-board equipment. Sensor data and task achievement data is shared among the vehicles enabling them to cooperatively adapt to changing environmental, vehicle, and task conditions. This paper discusses the development of the autonomous robotic team, details of the mission-planning algorithm, and successful field demonstrations at the INEEL.

During routine inspections in March 1996, transuranic (TRU) waste drums stored at the Radioactive Waste Management Complex (RWMC) were found with pinholes and leaking fluid. These drums were overpacked, and further inspection discovered over 200 drums with similar corrosion. A task team was assigned to investigate the problem with four specific objectives: to identify any other drums in RWMC TRU storage with pinhole corrosion; to evaluate the adequacy of the RWMC inspection process; to determine the precise mechanism(s) generating the pinhole drum corrosion; and to assess the implications of this event for WIPP certifiability of waste drums. The task team investigations analyzed the source of the pinholes to be Hcl-induced localized pitting corrosion. Hcl formation is directly related to the polychlorinated hydrocarbon volatile organic compounds (VOCs) in the waste. Most of the drums showing pinhole corrosion are from Content Code-003 (CC-003) because they contain the highest amounts of polychlorinated VOCs as determined by headspace gas analysis. CC-001 drums represent the only other content code with a significant number of pinhole corrosion drums because their headspace gas VOC content, although significantly less than CC-003, is far greater than that of the other content codes. The exact mechanisms of Hcl formation could not be determined, but radiolytic and reductive dechlorination and direct reduction of halocarbons were analyzed as the likely operable reactions. The team considered the entire range of feasible options, ranked and prioritized the alternatives, and recommended the optimal solution that maximizes protection of worker and public safety while minimizing impacts on RWMC and TRU program operations.

A review is presented of the heavy oil upgrading industry in Canada. Up to now it has been based on the processing of bitumen extracted from oil sands mining operations at two sites, to produce a residue-free, low sulfur, synthetic crude. Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader, now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional products, also based on hydrogenation, will use ebullated bed catalyst systems: the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

Control of transformer losses in Canada  

SciTech Connect (OSTI)

A new standard issued by the Canadian Standards Association, CSA C802, imposes maximum losses on transformers 10 MVA and below. Included are Distribution Transformers, small Power Transformers, and Dry Types. Implementation will start though the publishing in mid 1994 of the Gazette by Ontario`s Ministry of Energy. The Gazette will call for conformance to C802 after a lead time of one year to eighteen months, depending on the type of transformer. Other provincial energy ministries have been awaiting this development and are expected to follow suit shortly thereafter. The federal department, Natural Resources Canada, is also attuned to these actions and is expected to issue supportive legislation which will control movement of transformers across provincial and national borders.

The Office Special Projects within the Office of Environment, Safety, and Health (EH) has the responsibility to conduct Tiger Team Assessments for the Secretary of Energy. This report presents the assessment of the buildings, facilities, and activities under the DOE/Rockwell Contract No. DE-AM03-76SF00700 for the Energy Technology Engineering Center (ETEC) and of other DOE-owned buildings and facilities at the Santa Susana Field Laboratory (SSFL) site in southeastern Ventura County, California, not covered under Contract No. DE-AM03-76SF00700, but constructed over the years under various other contracts between DOE and Rockwell International. ETEC is an engineering development complex operated for DOE by the Rocketdyne Division of Rockwell International Corporation. ETEC is located within SSFL on land owned by Rockwell. The balance of the SSFL complex is owned and operated by Rocketdyne, with the exception of a 42-acre parcel owned by the National Aeronautics and Space Administration (NASA). The primary mission of ETEC is to provide engineering, testing, and development of components related to liquid metals technology and to conduct applied engineering development of emerging energy technologies.

This report presents an evaluation of the Energy Return on Investment (EROI) from recycling an initial batch of 800 t/y of used nuclear fuel (UNF) through a Recycle Center under a number of different fuel cycle scenarios. The study assumed that apart from the original 800 t of UNF only depleted uranium was available as a feed. Therefore for each subsequent scenario only fuel that was derived from the previous fuel cycle scenario was considered. The scenarios represent a good cross section of the options available and the results contained in this paper and associated appendices will allow for other fuel cycle options to be considered.

TRANSPORTATION CASK RECEIPT AND RETURN FACILITY WORKER DOSE ASSESSMENT

The purpose of this design calculation is to estimate radiation doses received by personnel working in the Transportation Cask Receipt and Return Facility (TCRRF) of the repository including the personnel at the security gate and cask staging areas. This calculation is required to support the preclosure safety analysis (PCSA) to ensure that the predicted doses are within the regulatory limits prescribed by the U.S. Nuclear Regulatory Commission (NRC). The Cask Receipt and Return Facility receives NRC licensed transportation casks loaded with spent nuclear fuel (SNF) and high-level radioactive waste (HLW). The TCRRF operation starts with the receipt, inspection, and survey of the casks at the security gate and the staging areas, and proceeds to the process facilities. The transportation casks arrive at the site via rail cars or trucks under the guidance of the national transportation system. This calculation was developed by the Environmental and Nuclear Engineering organization and is intended solely for the use of Design and Engineering in work regarding facility design. Environmental and Nuclear Engineering personnel should be consulted before using this calculation for purposes other than those stated herein or for use by individuals other than authorized personnel in the Environmental and Nuclear Engineering organization.

RETURN CURRENTS AND ENERGY TRANSPORT IN THE SOLAR FLARING ATMOSPHERE

According to the standard Ohmic perspective, the injection of accelerated electrons into the flaring region violates local charge equilibrium and therefore, in response, return currents are driven by an electric field to equilibrate such charge violation. In this framework, the energy loss rate associated with these local currents has an Ohmic nature and significantly shortens the accelerated electron path. In the present paper, we adopt a different viewpoint and, specifically, we study the impact of the background drift velocity on the energy loss rate of accelerated electrons in solar flares. We first utilize the Rutherford cross-section to derive the formula of the energy loss rate when the collisional target has a finite temperature and the background instantaneously and coherently moves up to equilibrate the electron injection. We then use the continuity equation for electrons and imaging spectroscopy data provided by RHESSI to validate this model. We show that this new formula for the energy loss rate provides a better fit of the experimental data with respect to the model based on the effects of standard Ohmic return currents.

The purpose of the Safety and Health (S H) Subteam assessment was to determine the effectiveness of representative safety and health programs at the Idaho National Engineering Laboratory (INEL) site. Four Technical Safety Appraisal (TSA) Teams were assembled for this purpose by the US Department of Energy (DOE), Deputy Assistant Secretary for Safety and Quality Assurance, Office of Safety Appraisals (OSA). Team No. 1 reviewed EG G Idaho, Inc. (EG G Idaho) and the Department of Energy Field Office, Idaho (ID) Fire Department. Team No. 2 reviewed Argonne National Laboratory-West (ANL-W). Team No. 3 reviewed selected contractors at the INEL; specifically, Morrison Knudsen-Ferguson of Idaho Company (MK-FIC), Protection Technology of Idaho, Inc. (PTI), Radiological and Environmental Sciences Laboratory (RESL), and Rockwell-INEL. Team No. 4 provided an Occupational Safety and Health Act (OSHA)-type compliance sitewide assessment of INEL. The S H Subteam assessment was performed concurrently with assessments conducted by Environmental and Management Subteams. Return currents and energy transport in the solar flaring atmosphere

According to a standard ohmic perspective, the injection of accelerated electrons into the flaring region violates local charge equilibrium and therefore, in response, return currents are driven by an electric field to equilibrate such charge violation. In this framework, the energy loss rate associated to these local currents has an ohmic nature and significantly shortens the acceleration electron path. In the present paper we adopt a different viewpoint and, specifically, we study the impact of the background drift velocity on the energy loss rate of accelerated electrons in solar flares. We first utilize the Rutherford cross-section to derive the formula of the energy loss rate when the collisional target has a finite temperature and the background instantaneously and coherently moves up to equilibrate the electron injection. In 1987, a US Department of Energy (DOE) supported task team was organized at the request of the DOE Idaho Field Office (DOE-ID) to provide support for safeguards and security (S S) designs of the Special Isotope Separation (SIS) facility. Prior to deferral of the project, the SIS facility was to be constructed at the Idaho National Engineering Laboratory (INEL) to produce weapons grade plutonium from DOE owned fuel grade plutonium. The task team was assembled to provide the resources necessary to assure that safeguards and security considerations were included as an integral part of the design of the facility, and that SIS designs would take advantage of available technology in the areas of physical security, measurements, accountability, and material and personnel tracking. The task team included personnel from DOE/Office of Safeguards and Security (DOE-OSS), DOE-ID, DOE contractors, and the national laboratories providing a wide range of expertise and experience. The team reviewed proposed designs and provided recommendations for safeguards and security features in each stage of the design process. The value of this approach to safeguards and security designs will be discussed with respect to benefits, lessons learned, and recommendations for future applications. 5 refs.

The issue was re-examined as part of the system-wide view to re-engineer the TRU waste program. Consequently, the National Transportation Program and the National TRU Waste Program, in a cooperative effort, made a commitment to EM-20 to examine the feasibility of using rail to transport TRU waste material to WIPP. In December of 1999 Mr. Philip Altomare assembled a team of subject matter experts (SME) to define initial concepts for a Type B package capable of shipping TRU waste by rail (see Attachment 1 for a list of team members). This same team of experts also provided input to a preliminary study to determine if shipping TRU waste by rail could offer cost savings or other significant advantages over the current mode of operation using TRUPACT-II packages loaded on truck. As part of the analysis, the team also identified barriers to implementing rail shipments to WIPP and outlined a path forward. This report documents the findings of the study and its initial set of recommendations. As the study progressed, it was expanded to include new packages for truck as well as rail in recognition of the benefits of shipping large boxes and contaminated equipment.
