Worker Safety and Security Teams (WSSTs) are an effective way to promote safe workplaces. While WSSTs have a variety of structures and roles, they have one thing in common - employees and management collaborate to find ways to prevent accidents, injuries, and illnesses on the job. The benefits for all concerned are obvious in that employees have a safe place to work, employers save money on lost work time and workers compensation costs, and everyone returns home safe and healthy each day. A successful WSST will have the support and wholehearted participation of management and employees. LANL has a WSST at the institutional level (IWSST) and at all directorates and many divisions. The WSSTs are part of LANL's Voluntary Protection Program (VPP). The WSSTs meet at least monthly and follow an agenda covering topics such as safety shares, behavior based safety (BBS) observations, upcoming events or activities, issues, etc. A WSST can effectively influence safety programs and provide recommendations to managers, who have the resources and authority to implement changes in the workplace. WSSTs are effective because they combine the knowledge, expertise, perspective, enthusiasm, and effort of a variety of employees with diverse backgrounds. Those with experience in a specific job or work area know what the hazards or potential hazards are, and generally have ideas how to go about controlling them. Those who are less familiar with a job or area play a vital role too, by seeing what others may have overlooked or taken for granted. This booklet will cover the structure and operations of WSSTs, what needs to be done in order to be effective and successful, and how you can help, whether you're a WSST member or not.

    2013-05-03T23:59:59.000Z

The international Muon Ionization Cooling Experiment (MICE) is a large scale experiment which is presently assembled at the Rutherford Appleton Laboratory in Didcot, UK. The purpose of MICE is to demonstrate the concept of ionization cooling experimentally. Ionization cooling is an important accelerator concept which will be essential for future HEP experiments such as a potential Muon Collider or a Neutrino Factory. The MICE experiment will house up to 18 superconducting solenoids, all of which produce a substantial amount of magnetic flux. Recently it was realized that this magnetic flux leads to a considerable stray magnetic field in the MICE hall. This is a concern as technical equipment in the MICE hall may may be compromised by this. In July 2012 a concept called partial return yoke was presented to the MICE community, which reduces the stray field in the MICE hall to a safe level. This report summarizes the general concept, engineering considerations and the expected shielding performance.

The reactor safety research program in Canada not only recognizes the unique features of the CANDU reactor, but is supplemented by a strong interaction with the LWR research community. This is especially so in the area of severe accidents. We participate in international programs such as Phebus FP and CSARP to take advantage of cooperative efforts on phenomena that are generic to all reactors, but also have our distinct programs in Canada on severe fuel damage, fission product chemistry, aerosol behaviour and hydrogen combustion and mitigation. These programs address the characteristics of Canadian nuclear fuel and containment design, and our own series of severe accident scenarios. The scope of the R&D encompasses separate effects experiments, model development and code development, leading to validation testing in several large integral test facilities including the Radioiodine Test Facility and the Blowdown Test Facility in the NRU reactor. We also have extensive hydrogen combustion test facilities including the Large Scale Vented Combustion Test Facility now under construction. The essence of the program is described with examples from recent experiments and analysis.

Molecular motors transport various cargos along cytoskeletal filaments, analogous to trucks on roads. In contrast to vehicles, however, molecular motors do not work alone but in small teams. We describe a simple model for the transport of a cargo by one team of motors and by two teams of motors, which walk into opposite directions. The cooperation of one team of motors generates long-range transport, which we observed experimentally in vitro. Transport by two teams of motors leads to a variety of bidirectional motility behaviour and to dynamic instabilities reminiscent of spontaneous symmetry breaking. We also discuss how cargo transport by teams of motors allows the cell to generate robust long-range bidirectional transport.

Final Report for the NA22 Simulations, Algorithm and Modeling (SAM) Ontology Assessment Team's efforts from FY09-FY11. The Ontology Assessment Team began in May 2009 and concluded in September 2011. During this two-year time frame, the Ontology Assessment team had two objectives: (1) Assessing the utility of knowledge representation and semantic technologies for addressing nuclear nonproliferation challenges; and (2) Developing ontological support tools that would provide a framework for integrating across the Simulation, Algorithm and Modeling (SAM) program. The SAM Program was going through a large assessment and strategic planning effort during this time and as a result, the relative importance of these two objectives changed, altering the focus of the Ontology Assessment Team. In the end, the team conducted an assessment of the state of art, created an annotated bibliography, and developed a series of ontological support tools, demonstrations and presentations. A total of more than 35 individuals from 12 different research institutions participated in the Ontology Assessment Team. These included subject matter experts in several nuclear nonproliferation-related domains as well as experts in semantic technologies. Despite the diverse backgrounds and perspectives, the Ontology Assessment team functioned very well together and aspects could serve as a model for future inter-laboratory collaborations and working groups. While the team encountered several challenges and learned many lessons along the way, the Ontology Assessment effort was ultimately a success that led to several multi-lab research projects and opened up a new area of scientific exploration within the Office of Nuclear Nonproliferation and Verification.

We investigate scaling and memory effects in return intervals between price volatilities above a certain threshold $q$ for the Japanese stock market using daily and intraday data sets. We find that the distribution of return intervals can be approximated by a scaling function that depends only on the ratio between the return interval $\\tau$ and its mean $$. We also find memory effects such that a large (or small) return interval follows a large (or small) interval by investigating the conditional distribution and mean return interval. The results are similar to previous studies of other markets and indicate that similar statistical features appear in different financial markets. We also compare our results between the period before and after the big crash at the end of 1989. We find that scaling and memory effects of the return intervals show similar features although the statistical properties of the returns are different.

  12. THE RETURN OF THE ANDROMEDIDS METEOR SHOWER

    2013-03-15T23:59:59.000Z

The Andromedid meteor shower underwent spectacular outbursts in 1872 and 1885, producing thousands of visual meteors per hour and described as ''stars fell like rain'' in Chinese records of the time. The shower originates from comet 3D/Biela whose disintegration in the mid-1800's is linked to the outbursts, but the shower has been weak or absent since the late 19th century. This shower returned in 2011 December with a zenithal hourly rate of approximately 50, the strongest return in over a hundred years. Some 122 probable Andromedid orbits were detected by the Canadian Meteor Orbit Radar while one possible brighter Andromedid member was detected by the Southern Ontario Meteor Network and several single station possible Andromedids by the Canadian Automated Meteor Observatory. The shower outburst occurred during 2011 December 3-5. The radiant at R.A. +18 Degree-Sign and decl. +56 Degree-Sign is typical of the ''classical'' Andromedids of the early 1800s, whose radiant was actually in Cassiopeia. Numerical simulations of the shower were necessary to identify it with the Andromedids, as the observed radiant differs markedly from the current radiant associated with that shower. The shower's orbital elements indicate that the material involved was released before 3D/Biela's breakup prior to 1846. The observed shower in 2011 had a slow geocentric speed (V{sub G} = 16 km s{sup -1}) and was comprised of small particles: the mean measured mass from the radar is {approx}5 Multiplication-Sign 10{sup -7} kg, corresponding to radii of 0.5 mm at a bulk density of 1000 kg m{sup -3}. Numerical simulations of the parent comet indicate that the meteoroids of the 2011 return of the Andromedids shower were primarily ejected during 3D/Biela's 1649 perihelion passage. The orbital characteristics, radiant, and timing as well as the absence of large particles in the streamlet are all broadly consistent with simulations. However, simulations of the 1649 perihelion passage necessitate going back five Lyapunov times (which is only 25 yr for the highly perturbed parent). As a result, the stream evolution is somewhat uncertain and some discrepancy with the observations is to be expected: the radiant is 8 Degree-Sign off, the inclination 3 Degree-Sign higher, and the peak of the shower occurs a day earlier than predicted. Predictions are made regarding other appearances of the shower in the years 2000-2047 based on our numerical model. We note that the details of the 2011 return can, in principle, be used to better constrain the orbit of 3D/Biela prior to the comets first recorded return in 1772 and we address this issue briefly as well.

    SciTech Connect (OSTI)

    Van Aken, E.M.

    1992-12-31T23:59:59.000Z

In response to the significant challenges organizations face today, many managers have put in place continuous improvement efforts to help the organization on enhance its competitive position. A key element of continuous improvement efforts is employee involvement, and one of the most complex, mature, and effective forms of employee involvement is self-managing teams. A self-managing team is a group of employees, usually eight to fifteen, which is responsible for planning, implementing, controlling, and improving work processes. There are many characteristics of self-managing teams which are discussed frequently in the literature and are common topics of seminars and workshops on SMTs, including the role of the first-line supervisor, the structure of teams, the training necessary, and the pay system for SMTs. However, one area which has not been as widely researched is the role of information - what types of information do self-managing teams need? This paper addresses this question. Results from a multiple case study research project focusing on the information requirements of SMTs are presented. Specifically, seven types of information SMTs need are identified, as well as general characteristics of the information system. By information system, I mean very broadly, the system (both formal and informal) which provides information of any kind to a self-managing team. The results of this research can be thought of as ``design features`` for an information system to support SMTs. Practicing managers can use these design features in two ways: they can design them into beginning SMT efforts; or, for SMTs already established, managers can compare them to the existing information system and adjust accordingly.

Large government organizations such as the Department of Energy (DOE) are challenged with identifying and implementing best geospatial information management practices to ensure that operational needs are met and government objectives are achieved. Geographic Information System (GIS) professionals, complex wide within the Department, conduct spatial information management practices on a daily basis to complete a wide variety of science and engineering tasks. The DOE Office of the CIO recognized the wealth of geospatial information management knowledge within the DOE complex and formed the DOE GIS Core Team in 2001 as a result. The team is comprised of GIS experts-representing all major DOE labs, site facilities, and programs-who volunteer their time to address issues impacting the entire complex. These include the President's management agenda (with emphasis on the Geospatial One-Stop), homeland security, emergency response, site management, software and geospatial data licensing, and federal, national, and international standards governing the creation and dissemination of geospatial data. The strength of the DOE GIS Core Team is the wide diversity of GIS and scientific expertise represented on the team, which allows it to provide the DOE CIO's office with sound guidance on complex wide issues from a GIS practitioner's perspective. The Core Team's mission is 'to foster technical excellence and communication, to identify and advocate best business practices, and to provide sound recommendations on policy and standards.' As a first step toward identifying best practices the feam conducted a survey of all known GIS assets across the DOE complex. The survey identified each site's GIS expertise, operating systems architecture and software applications, major project areas supported, and a number of other metrics important to the operation of a GIS organization. Results of the survey will be discussed, along with the mission of the Core Team. A broad overview of best practices utilized by many of the leading GIS organizations across the complex will also be provided.

The North American Free Trade Agreement has become a hotly debated topic all over the world, but especially in the countries involved: Mexico, United States, and Canada. Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.

    Noble, Robert J.; /SLAC

    2009-07-14T23:59:59.000Z

The need to answer basic questions regarding the origin of the Solar System will motivate robotic sample return missions to destinations like Pluto, its satellite Charon, and objects in the Kuiper belt. To keep the mission duration short enough to be of interest, sample return from objects farther out in the Solar System requires increasingly higher return velocities. A sample return mission involves several complicated steps to reach an object and obtain a sample, but only the interplanetary return phase of the mission is addressed in this paper. Radioisotope electric propulsion is explored in this parametric study as a means to propel small, dedicated return vehicles for transferring kilogram-size samples from deep space to Earth. Return times for both Earth orbital rendezvous and faster, direct atmospheric re-entry trajectories are calculated for objects as far away as 100 AU. Chemical retro-rocket braking at Earth is compared to radioisotope electric propulsion but the limited deceleration capability of chemical rockets forces the return trajectories to be much slower.

The Idaho National Engineering and Environmental Laboratory (INEEL) and Utah State University?s Center for Self-Organizing and Intelligent Systems (CSOIS) have developed a team of autonomous robotic vehicles applicable to precision agriculture. A unique technique has been developed to plan, coordinate, and optimize missions in large structured environments for these autonomous vehicles in real-time. Two generic tasks are supported: 1) Driving to a precise location, and 2) Sweeping an area while activating on-board equipment. Sensor data and task achievement data is shared among the vehicles enabling them to cooperatively adapt to changing environmental, vehicle, and task conditions. This paper discusses the development of the autonomous robotic team, details of the mission-planning algorithm, and successful field demonstrations at the INEEL.

The NCMS PWB Surface Finishes Consortium is just about at the end of the five year program. Dozens of projects related to surface finishes and PWB solder-ability were performed by the team throughout the program, and many of them are listed in this paper. They are listed with a cross reference to where and when a technical paper was presented describing the results of the research. However, due to time and space constraints, this paper can summarize the details of only three of the major research projects accomplished by the team. The first project described is an ``Evaluation of PWB Surface Finishes.`` It describes the solderability, reliability, and wire bondability of numerous surface finishes. The second project outlined is an ``Evaluation of PWB Solderability Test Methods.`` The third project outlined is the ``Development and Evaluation of Organic Solderability Preservatives.``

    1988-06-01T23:59:59.000Z

A review is presented of the heavy oil upgrading industry in Canada. Up to now it has been based on the processing of bitumen extracted from oil sands mining operations at two sites, to produce a residue-free, low sulfur, synthetic crude. Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader, now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional products, also based on hydrogenation, will use ebullated bed catalyst systems: the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

During routine inspections in March 1996, transuranic (TRU) waste drums stored at the Radioactive Waste Management Complex (RWMC) were found with pinholes and leaking fluid. These drums were overpacked, and further inspection discovered over 200 drums with similar corrosion. A task team was assigned to investigate the problem with four specific objectives: to identify any other drums in RWMC TRU storage with pinhole corrosion; to evaluate the adequacy of the RWMC inspection process; to determine the precise mechanism(s) generating the pinhole drum corrosion; and to assess the implications of this event for WIPP certifiability of waste drums. The task team investigations analyzed the source of the pinholes to be Hcl-induced localized pitting corrosion. Hcl formation is directly related to the polychlorinated hydrocarbon volatile organic compounds (VOCs) in the waste. Most of the drums showing pinhole corrosion are from Content Code-003 (CC-003) because they contain the highest amounts of polychlorinated VOCs as determined by headspace gas analysis. CC-001 drums represent the only other content code with a significant number of pinhole corrosion drums because their headspace gas VOC content, although significantly less than CC-003, is far greater than that of the other content codes. The exact mechanisms of Hcl formation could not be determined, but radiolytic and reductive dechlorination and direct reduction of halocarbons were analyzed as the likely operable reactions. The team considered the entire range of feasible options, ranked and prioritized the alternatives, and recommended the optimal solution that maximizes protection of worker and public safety while minimizing impacts on RWMC and TRU program operations.

    D'Amico, Guglielmo

    2011-01-01T23:59:59.000Z

We study the high frequency price dynamics of traded stocks by a model of returns using a semi-Markov approach. More precisely we assume that the intraday return are described by a discrete time homogeneous semi-Markov process and the overnight returns are modeled by a Markov chain. Based on this assumptions we derived the equations for the first passage time distribution and the volatility autocorreletion function. Theoretical results have been compared with empirical findings from real data. In particular we analyzed high frequency data from the Italian stock market from first of January 2007 until end of December 2010. The semi-Markov hypothesis is also tested through a nonparametric test of hypothesis.

    Petersen, Alexander M; Semendeferi, Ioanna

    2014-01-01T23:59:59.000Z

The gradual crowding out of singleton and small team science by large team endeavors is challenging key features of research culture. It is therefore important for the future of scientific practice to reflect upon the scientists' ethical responsibilities within teams. To facilitate this reflection we show labor force trends in the US revealing a skewed growth in academic ranks and increased levels of competition for promotion within the system; we analyze teaming trends across disciplines and national borders demonstrating why it is becoming difficult to distribute credit and to avoid conflicts of interest; and we use more than a century of Nobel prize data to show how science is outgrowing its old institutions of singleton awards. Of particular concern within the large team environment is the weakening of the mentor-mentee relation, which undermines the cultivation of virtue ethics across scientific generations. These trends and emerging organizational complexities call for a universal set of behavioral norm...
