    KENO V.a has been certified. KENO V.a is a multigroup Monte Carlo criticality program used to calculate the k-effective of a 3-D system. It is part of the SCALE modular code system for performing Standardized Computer Analyses for Licensing Evaluation. SCALE was developed for the Nuclear Regulatory Commission to satisfy a need for a standardized method of analysis for the evaluation of nuclear fuel facility and package designs. In its present form, the system has the capability to perform criticality, shielding, and heat transfer analyses using well established functional modules tailored to the SCALE system. KENO V.a will be used at SRS to perform critical calculations related to nuclear criticality safety.

    Mass-varying neutrino (MaVaN) models propose a source of dark energy in a new scalar field called the acceleron. Recent work has shown that nonrelativistic neutrino fields in these theories are unstable to inhomogeneous fluctuations, and form structures that no longer behave as dark energy. One might expect that in multiple-neutrino models, the lighter species could continue to act as a source for the acceleron, generating dark energy without the help of heavier species. This paper shows that by considering the evolution of the acceleron field for a large class of models, the result of any neutrino component becoming unstable is that all components become unstable within a short time on cosmological scales. An alternate model employing a second scalar field in a hybrid potential is shown to have stable MaVaN dark energy even in the presence of unstable heavier components.

    KaVA (KVN and VERA Array) is a new combined VLBI array with KVN (Korean VLBI Network) and VERA (VLBI Exploration of Radio Astrometry). First, we briefly review the imaging capabilities of KaVA array which actually achieves more than three times better dynamic range than that achieved by VERA alone. The KaVA images clearly show detailed structures of extended radio jets in AGNs. Next, we represent the key science program to be led by KaVA AGN sub working group. We will conduct the monitoring observations of Sgr A* and M87 because of the largeness of their central super-massive black hole angular sizes. The main science goals of the program are (i) testing magnetically-driven-jet paradigm by mapping velocity fields of the M87 jet, and (ii) obtaining tight constraints on physical properties of radio emitting region in Sgr A*.

    The disparity between microprocessor clock frequencies and memory latency is a primary reason why many demanding applications run well below peak achievable performance. Software controlled scratchpad memories, such as the Cell local store, attempt to ameliorate this discrepancy by enabling precise control over memory movement; however, scratchpad technology confronts the programmer and compiler with an unfamiliar and difficult programming model. In this work, we present the Virtual Vector Architecture (ViVA), which combines the memory semantics of vector computers with a software-controlled scratchpad memory in order to provide a more effective and practical approach to latency hiding. ViVA requires minimal changes to the core design and could thus be easily integrated with conventional processor cores. To validate our approach, we implemented ViVA on the Mambo cycle-accurate full system simulator, which was carefully calibrated to match the performance on our underlying PowerPC Apple G5 architecture. Results show that ViVA is able to deliver significant performance benefits over scalar techniques for a variety of memory access patterns as well as two important memory-bound compact kernels, corner turn and sparse matrix-vector multiplication -- achieving 2x-13x improvement compared the scalar version. Overall, our preliminary ViVA exploration points to a promising approach for improving application performance on leading microprocessors with minimal design and complexity costs, in a power efficient manner.

    In February 2006, Jefferson Laboratory in Newport News, VA, received â Critical Decision 1â (CD-1) approval to proceed with the engineering and design of the long anticipated upgrade to increase the beam energy of CEBAF, the Continuous Electron Beam Accelerator Facility, from 6 GeV to 12 GeV. This will require the installation of 10 new cryomodules, and additional 2.1-K refrigeration beyond the available 4600 W to handle the increased heat loads. Additionally, a new experimental hall, Hall D, is planned that will require the installation of a small, available refrigerator. This paper will present an overview of the integration of the new proposed refrigeration system into CEBAF, the installation of the available refrigerator for Hall D, and includes planned work scope, current schedule plans and project status.

Included are the quantities of energy produced and consumed, estimates of fuel reserves, the value of nonrenewable fuels produced by type, energy expenditures, and consumer prices. Also provided for each state are selected demographic and energy-related information that have been ranked and expressed as a percent of the national total. This overview provides a ready reference and a quick access to selected state energy information and state rankings for various socioeconomic and energy items. The State Energy Overview is arranged in five sections. The first section presents United States totals and an overview of state rankings. The second depicts data for the 50 states and the District of Columbia. The glossary presents definitions germane to this publication and the fourth section describes methodology and includes remarks concerning the information and methods used to estimate 1982 consumption numbers. The fifth section presents sources of data and information for this publication. A summary of each section is included.

    This paper reports that the authors have designed and fabricated a large-capacity superconducting cable for 1000k VA-class power transformers. The cable is a triply-stacked multi-strand (6 {times} 6 {times} 6) type. The elementary strand has 19,050 NbTi filaments of 0.63 mm thick in CuNi matrix. The test cable is installed as the secondary winding in a superconducting transformer with iron core in a room-temperature space. The primary winding is the second-level subcable of the secondary one and the turn ratio is nearly 14. The designed capacity of the test cable is 4.545 kA at the secondary voltage of 220V. The peak value of the current, 6.43kA (peak), is 78% of the critical current on the load line. The maximum current of the cable at 60Hz operation was 3.78kA (peak). The attained level of the secondary winding is 47% of the critical current. In the 60Hz operation of a small coil wound by the test cable, premature quench was initiated from the terminals of the cable connected with copper plates. It is suggested from the experimental results that the degradation in maximum current of the test cable is related to current transfer between the cable and the copper terminal plates.

    We demonstrate terahertz pulses with field amplitudes exceeding 0.2 V/A generated by coherent transition radiation. Femtosecond, relativistic electron bunches generated at the Linac Coherent Light Source are passed through a beryllium foil, and the emitted radiation is characterized as a function of the bunch duration and charge. Broadband pulses centered at a frequency of 10 THz with energies of 140 {mu}J are measured. These far-below-bandgap pulses drive a nonlinear optical response in a silicon photodiode, with which we perform nonlinear autocorrelations that yield information regarding the terahertz temporal profile. Simulations of the spatiotemporal profile agree well with experimental results.

    This paper describes the validation in accordance with ANSI/ANS-8.1-1983(R1988) of KENO V.a using the 27-group ENDF/B-IV cross-section library for systems containing highly-enriched uranium, carbon, and hydrogen and for systems containing highly-enriched uranium and carbon with high carbon to uranium (C/U) atomic ratios. The validation has been performed for two separate computational platforms: an IBM 3090 mainframe and an HP 9000 Model 730 workstation, both using the Oak Ridge Y-12 Plant Nuclear Criticality Safety Software (NCSS) code package. Critical experiments performed at the Oak Ridge Critical Experiments Facility, in support of the Rover reactor program, and at the Pajarito site at Los Alamos National Laboratory were identified as having the constituents desired for this validation as well as sufficient experimental detail to allow accurate construction of KENO V.a calculational models. Calculated values of k{sub eff} for the Rover experiments, which contain uranium, carbon, and hydrogen, are between 1.0012 {+-} 0.0026 and 1.0245 {+-} 0.0023.     This paper presents an overview of recent experimental progress towards understanding H-mode transition physics and scaling. Terminology and techniques for studying H-mode are reviewed and discussed. The model of shear E x B flow stabilization of edge fluctuations at the L-H transition is gaining wide acceptance and is further supported by observations of edge rotation on a number of new devices. Observations of poloidal asymmetries of edge fluctuations and dephasing of density and potential fluctuations after the transition pose interesting challenges for understanding H-mode physics. Dedicated scans to determine the scaling of the power threshold have now been performed on many machines. A dear B{sub t} dependence is universally observed but dependence on the line averaged density is complicated. Other dependencies are also reported. Studies of the effect of neutrals and error fields on the power threshold are under investigation. The ITER threshold database has matured and offers guidance to the power threshold scaling issues relevant to next-step devices.

    An overview on recent developments in thermal interfaces is given with a focus on a novel thermal interface technology that allows the formation of 2-3 times thinner bondlines with strongly improved thermal properties at lower assembly pressures.     LiFeBATT has concentrated its recent testing and evaluation on the safety of its batteries. There appears to be a good margin of safety with respect to overheating of the cells and the cases being utilized for the batteries are specifically designed to dissipate any heat built up during charging. This aspect of LiFeBATT’s products will be even more fully investigated, and assuming ongoing positive results, it will become a major component of marketing efforts for the batteries. LiFeBATT has continued to receive prismatic 20 Amp hour cells from Taiwan. Further testing continues to indicate significant advantages over the previously available 15 Ah cells. Battery packs are being assembled with battery management systems in the Danville facility. Comprehensive tests are underway at Sandia National Laboratory to provide further documentation of the advantages of these 20 Ah cells. The company is pursuing its work with Hybrid Vehicles of Danville to critically evaluate the 20 Ah cells in a hybrid, armored vehicle being developed for military and security applications. Results have been even more encouraging than they were initially. LiFeBATT is expanding its work with several OEM customers to build a worldwide distribution network. These customers include a major automotive consulting group in the U.K., an Australian maker of luxury off-road campers, and a number of makers of E-bikes and scooters. LiFeBATT continues to explore the possibility of working with nations that are woefully short of infrastructure. Negotiations are underway with Siemens to jointly develop a system for using photovoltaic generation and battery storage to supply electricity to communities that are not currently served adequately. The IDA has continued to monitor the progress of LiFeBATT’s work to ensure that all funds are being expended wisely and that matching funds will be generated as promised. The company has also remained current on all obligations for repayment of an IDA loan and lease payments for space to the IDA. A commercial venture is being formed to utilize the LiFeBATT product for consumer use in enabling photovoltaic powered boat lifts. Field tests of the system have proven to be very effective and commercially promising. This venture is expected to result in significant sales within the next six months.

    This presentation provides an overview of the Built Environment Energy Analysis Tool, which is designed to assess impacts of future land use/built environment patterns on transportation-related energy use and greenhouse gas (GHG) emissions. The tool can be used to evaluate a range of population distribution and urban design scenarios for 2030 and 2050. This tool was produced as part of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.

    Because of its unique properties as a lightweight metal with high tensile strength, beryllium is widely used in applications including cell phones, golf clubs, aerospace, and nuclear weapons. Beryllium is also encountered in industries such as aluminium manufacturing, and in environmental remediation projects. Workplace exposure to beryllium particulates is a growing concern, as exposure to minute quantities of anthropogenic forms of beryllium may lead to sensitization and to chronic beryllium disease, which can be fatal and for which no cure is currently known. Furthermore, there is no known exposure-response relationship with which to establish a 'safe' maximum level of beryllium exposure. As a result, the current trend is toward ever lower occupational exposure limits, which in turn make exposure assessment, both in terms of sampling and analysis, more challenging. The problems are exacerbated by difficulties in sample preparation for refractory forms of beryllium, such as beryllium oxide, and by indications that some beryllium forms may be more toxic than others. This chapter provides an overview of sources and uses of beryllium, health risks, and occupational exposure limits. It also provides a general overview of sampling, analysis, and data evaluation issues that will be explored in greater depth in the remaining chapters. The goal of this book is to provide a comprehensive resource to aid personnel in a wide variety of disciplines in selecting sampling and analysis methods that will facilitate informed decision-making in workplace and environmental settings.

Databases included in this summary are 3D-ALI, Berlin RNA databank, Blocks, DSSP, EMBL Nucleotide Database, EMP, ENZYME, FSSP, GDB, GenBank, HSSP, LiMB, PDB, PIR, PKCDD, ProSite, and SWISS-PROT. The goal is to provide a starting point for researchers who wish to take advantage of the myriad available databases. Rather than providing a complete explanation of each database, we present its content and form by explaining the details of typical entries. Pointers to more complete ``user guides`` are included, along with general information on where to search for a new database.

    This is an overview report to document and illustrate methods used in a project entitled “Normal and Emergency Operations Visualization” for a utility company, conducted in 2009-2010 timeframe with funding from the utility company and the U.S. Department of Energy. The original final report (about 180 pages) for the project is not available for distribution because it alludes to findings that assessed the design of an operational system that contained proprietary information; this abridged version contains descriptions of methods and some findings to illustrate the approach used, while avoiding discussion of sensitive or proprietary information. The client has approved this abridged version of the report for unlimited distribution to give researchers and collaborators the benefit of reviewing the research concepts and methods that were applied in this study.

    An overview of several aspects of the weathering of roofing materials is presented. Degradation of materials initiated by ultraviolet radiation is discussed for plastics used in roofing, as well as wood and asphalt. Elevated temperatures accelerate many deleterious chemical reactions and hasten diffusion of material components. Effects of moisture include decay of wood, acceleration of corrosion of metals, staining of clay, and freeze-thaw damage. Soiling of roofing materials causes objectionable stains and reduces the solar reflectance of reflective materials. (Soiling of non-reflective materials can also increase solar reflectance.) Soiling can be attributed to biological growth (e.g., cyanobacteria, fungi, algae), deposits of organic and mineral particles, and to the accumulation of flyash, hydrocarbons and soot from combustion.

    The following presentation contains an overview of HPM effects in modern electronics. HPM effects can be categorized into two basic level of effects, which are damaging and non-damaging. Damaging effects include junction breakdowns, dielectric breakdowns, and latch-up. These types of effects render a system inoperable until repaired. With non-damaging effects, HPM signals couple to into system components generating circuit responses that can overwhelm normal operation. Non-damaging effects can temporarily render a system inoperable or cause a system to lock and require a restart. Since modern systems are so complex, fundamental mechanisms of upset in circuit primitives are studied. All topics covered and all figured contained within are found in open literature. All data plots presented were obtained from experimental measurements conducted at the University of Maryland College Park and are also found in the open literature.

    This overview provides a frame of reference for the Morgantown Energy Technology Center`s (METC`S) on-going hot gas desulfurization research. Although there are several methods to separate contaminant gases from fuel gases, that method receiving primary development is absorption through the use of metal oxides. Research into high-temperature and high-pressure control of sulfur species includes primarily those sorbents made of mixed-metal oxides, which offer the advantages of regenerability. These are predominantly composed of zinc and are made into media that can be utilized in reactors of either fixed-bed, moving-bed, fluidized-bed, or transport configurations. Zinc Ferrite (ZnO-Fe{sub 2}O{sub 3}), Zinc Titanate (ZnO-TiO{sub 2}), Z-SORP{reg_sign}, and METC-2/METC-6 are the current mixed-metal sorbents being investigated. The METC desulfurization program is composed of three major components: bench-scale research, pilot-plant operation, and demonstration that is a portion of the Clean Coal Demonstration projects.

    The New Horizons mission was launched on 2006 January 19, and the spacecraft is heading for a flyby encounter with the Pluto system in the summer of 2015. The challenges associated with sending a spacecraft to Pluto in less than 10 years and performing an ambitious suite of scientific investigations at such large heliocentric distances (> 32 AU) are formidable and required the development of lightweight, low power, and highly sensitive instruments. This paper provides an overview of the New Horizons science payload, which is comprised of seven instruments. Alice provides spatially resolved ultraviolet spectroscopy. The Ralph instrument has two components: the Multicolor Visible Imaging Camera (MVIC), which performs panchromatic and color imaging, and the Linear Etalon Imaging Spectral Array (LEISA), which provides near-infrared spectroscopic mapping capabilities. The Radio Experiment (REX) is a component of the New Horizons telecommunications system that provides both occultation and radiometry capabilities. The Long Range Reconnaissance Imager (LORRI) provides high sensitivity, high spatial resolution optical imaging capabilities. The Solar Wind at Pluto (SWAP) instrument measures the density and speed of solar wind particles. The Pluto Energetic Particle Spectrometer Science Investigation (PEPSSI) measures energetic protons and CNO ions.     A historical overview is given on the basic results which appeared by the year 1926 concerning Einstein's fluctuation formula of black-body radiation, in the context of light-quanta and wave-particle duality. On the basis of the original publications (from Planck's derivation of the black-body spectrum and Einstein's introduction of the photons up to the results of Born, Heisenberg and Jordan on the quantization of a continuum) a comparative study is presented on the first line of thoughts that led to the concept of quanta. The nature of the particle-like fluctuations and the wave-like fluctuations are analysed by using several approaches. With the help of the classical probability theory, it is shown that the infinite divisibility of the Bose distribution leads to the new concept of classical poissonian photo-multiplets or to the binary photo-multiplets of fermionic character. As an application, Einstein's fluctuation formula is derived as a sum of fermion type fluctuations of the binary photo-multiplets.

    An overview of the recent results obtained at the Thomas Jefferson Laboratory on the study of the nucleon internal structure is presented, with main focus on the CLAS measurements of the Transverse Momentum Dependent partonic functions. The JLab with its CEBAF accelerator and the three experimentals halls is a Laboratory dedicated to the study of the hadronic physics with electromagnetic probes in a large variety of aspects. The physics program extends from typical nuclear effects like long range correlations in nuclei to the study of the short distance vacuum structure in parity violating experiments. In recent years, a big part of the physics program was devoted to the study of the Transverse Momentum Dependent distribution functions, new functions introduced to describe the internal structure of the nucleon. Studies of TMDs at JLab and in other laboratories have shown sizeable effects due to transverse motion of the quarks inside the nucleon, but also have open questions. These questions need to be addressed in a new generation of experiments, poviding higher precisions experimental data, and with new analysis techniques, necessary to unfold fundamental properties from the measured obsevables.

    SCALE is an industry-leading suite of tools for nuclear systems modeling and simulation that provides comprehensive, verified and validated, user-friendly capabilities for criticality safety, reactor physics, radiation shielding, and sensitivity and uncertainty analysis. For more than 30 years, regulators, licensees, and research institutions around the world have used SCALE for nuclear safety analysis and design. SCALE provides a plug-and-play framework that includes three deterministic and three Monte Carlo radiation transport solvers that are selected based on the desired solution. SCALE includes the latest nuclear data libraries for continuous-energy and multigroup radiation transport as well as activation, depletion, and decay calculations.     Gas hydrates are crystalline, ice-like compounds of gas and water molecules that are formed under certain thermodynamic conditions. Hydrate deposits occur naturally within ocean sediments just below the sea floor at temperatures and pressures existing below about 500 meters water depth. Gas hydrate is also stable in conjunction with the permafrost in the Arctic. Most marine gas hydrate is formed of microbially generated gas. It binds huge amounts of methane into the sediments. Worldwide, gas hydrate is estimated to hold about 1016 kg of organic carbon in the form of methane (Kvenvolden et al., 1993). Gas hydrate is one of the fossil fuel resources that is yet untapped, but may play a major role in meeting the energy challenge of this century. In June 2002, Westport Technology Center was requested by the Department of Energy (DOE) to prepare a ''Best Practices Manual on Gas Hydrate Coring, Handling and Analysis'' under Award No. DE-FC26-02NT41327. The scope of the task was specifically targeted for coring sediments with hydrates in Alaska, the Gulf of Mexico (GOM) and from the present Ocean Drilling Program (ODP) drillship. The specific subjects under this scope were defined in 3 stages as follows: Stage 1: Collect information on coring sediments with hydrates, core handling, core preservation, sample transportation, analysis of the core, and long term preservation. Stage 2: Provide copies of the first draft to a list of experts and stakeholders designated by DOE. Stage 3: Produce a second draft of the manual with benefit of input from external review for delivery. The manual provides an overview of existing information available in the published literature and reports on coring, analysis, preservation and transport of gas hydrates for laboratory analysis as of June 2003. The manual was delivered as draft version 3 to the DOE Project Manager for distribution in July 2003. This Final Report is provided for records purposes.

The basic philosophy of the course is for students to observe, experiment, record, question, seek additional information, and, through creative and insightful thinking, solve problems related to materials science and technology. The MST Teacher Handbook contains a course description, philosophy, student learning objectives, and instructional approach and processes. Science and technology teachers can collaborate to build the course from their own interests, strengths, and experience while incorporating existing school and community resources.     The Systems Analysis Programs for Hands-on Integrated Reliability Evaluations (SAPHIRE) is a software application developed for performing a complete probabilistic risk assessment (PRA) using a personal computer (PC) running the Microsoft Windows operating system. SAPHIRE Version 8 is funded by the U.S. Nuclear Regulatory Commission (NRC) and developed by the Idaho National Laboratory (INL). INL's primary role in this project is that of software developer and tester. However, INL also plays an important role in technology transfer by interfacing and supporting SAPHIRE users, who constitute a wide range of PRA practitioners from the NRC, national laboratories, the private sector, and foreign countries. SAPHIRE can be used to model a complex system’s response to initiating events and quantify associated consequential outcome frequencies. Specifically, for nuclear power plant applications, SAPHIRE 8 can identify important contributors to core damage (Level 1 PRA) and containment failure during a severe accident which leads to releases (Level 2 PRA). It can be used for a PRA where the reactor is at full power, low power, or at shutdown conditions. Furthermore, it can be used to analyze both internal and external initiating events and has special features for managing models such as flooding and fire. It can also be used in a limited manner to quantify risk in terms of release consequences to the public and environment (Level 3 PRA). In SAPHIRE 8, the act of creating a model has been separated from the analysis of that model in order to improve the quality of both the model (e.g., by avoiding inadvertent changes) and the analysis. Consequently, in SAPHIRE 8, the analysis of models is performed by using what are called Workspaces. Currently, there are Workspaces for three types of analyses: (1) the NRC’s Accident Sequence Precursor program, where the workspace is called “Events and Condition Assessment (ECA);” (2) the NRC’s Significance Determination Process (SDP); and (3) the General Analysis (GA) workspace. Workspaces are independent of each other and modifications or calculations made within one workspace will not affect another. In addition, each workspace has a user interface and reports tailored for their intended uses. This report provides an overview of the functions and features available in SAPHIRE 8 and presents general instructions for using the software. Since SAPHIRE 8 expands upon Version 7, new and improved features will be discussed.

    The year 2009 celebrates 10 years of safe operations at the Waste Isolation Pilot Plant (WIPP), the only nuclear waste repository designated to dispose defense-related transuranic (TRU) waste in the United States. Many elements contributed to the success of this one-of-the-kind facility. One of the most important of these is the chemistry of the actinides under WIPP repository conditions. A reliable understanding of the potential release of actinides from the site to the accessible environment is important to the WIPP performance assessment (PA). The environmental chemistry of the major actinides disposed at the WIPP continues to be investigated as part of the ongoing recertification efforts of the WIPP project. This presentation provides an overview of the actinide chemistry for the WIPP repository conditions. The WIPP is a salt-based repository; therefore, the inflow of brine into the repository is minimized, due to the natural tendency of excavated salt to re-seal. Reducing anoxic conditions are expected in WIPP because of microbial activity and metal corrosion processes that consume the oxygen initially present. Should brine be introduced through an intrusion scenario, these same processes will re-establish reducing conditions. In the case of an intrusion scenario involving brine, the solubilization of actinides in brine is considered as a potential source of release to the accessible environment. The following key factors establish the concentrations of dissolved actinides under subsurface conditions: (1) Redox chemistry - The solubility of reduced actinides (III and IV oxidation states) is known to be significantly lower than the oxidized forms (V and/or VI oxidation states). In this context, the reducing conditions in the WIPP and the strong coupling of the chemistry for reduced metals and microbiological processes with actinides are important. (2) Complexation - For the anoxic, reducing and mildly basic brine systems in the WIPP, the most important inorganic complexants are expected to be carbonate/bicarbonate and hydroxide. There are also organic complexants in TRU waste with the potential to strongly influence actinide solubility. (3) Intrinsic and pseudo-actinide colloid formation - Many actinide species in their expected oxidation states tend to form colloids or strongly associate with non actinide colloids present (e.g., microbial, humic and organic). In this context, the relative importance of actinides, based on the TRU waste inventory, with respect to the potential release of actinides from the WIPP, is greater for plutonium and americium, and to less extent for uranium and thorium. The most important oxidation states for WIPP-relevant conditions are III and IV. We will present an update of the literature on WIPP-specific data, and a summary of the ongoing research related to actinide chemistry in the WIPP performed by the Los Alamos National Laboratory (LANL) Actinide Chemistry and Repository Science (ACRSP) team located in Carlsbad, NM [Reed 2007, Lucchini 2007, and Reed 2006].

    Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots’ main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.

This overview provides the reader with an introduction to the US Department of Energy`s (DOE`s) T&D Technologies Program. It shows how the program is meeting the challenges being imposed on the T&D infrastructure by the changing electric power industry and how the Nation will benefit from its efforts. The overview describes the program`s ongoing projects and discusses the new projects being initiated in fiscal year (FY) 1995.

    Understanding the fate of biological agents in the environment will be critical to recovery and restoration efforts after a biological attack. Los Alamos National Laboratory (LANL) is conducting experiments in the Seattle, WA and Fairfax County, VA areas to study agent fate in urban environments. As part of their gypsy moth suppression efforts, Washington State and Fairfax County have sprayed Bacillus thuringiensis var. kurstaki (Btk), a common organic pesticide for decades. Many of the spray zones have been in or near urban areas. LANL has collected surface and bulk samples from historical Seattle spray zones to characterize how long Btk persists at detectable levels in the environment, and how long it remains viable in different environmental matrices. This work will attempt to address three questions. First, how long does the agent remain viable at detectable levels? Second, what is the approximate magnitude and duration of resuspension? And third, does the agent transport into buildings? Data designed to address the first question will be presented. Preliminary results indicate Btk remains viable in the environment for at least two years.
