    A seal arrangement is provided for preventing gas leakage along a reciprocating piston rod or other reciprocating member passing through a wall which separates a high pressure gas chmber and a low pressure gas chamber. Liquid lubricant is applied to the lower pressure side of a sealing gland surrounding the piston rod to prevent the escape of gas between the rod and the gland. The sealing gland is radially forced against the piston rod by action of a plurality of axially stacked O-rings influenced by an axially acting spring as well as pressure from the gas.

    State legislatures and state utility commissions trying to attract renewable energy projects are considering feed-in tariffs, which obligate retail utilities to purchase electricity from renewable producers under standard arrangements specifying prices, terms, and conditions. The use of feed-in tariffs simplifies the purchase process, provides revenue certainty to generators, and reduces the cost of financing generating projects. However, some argue that federal law--including the Public Utility Regulatory Policies Act of 1978 (PURPA) and the Federal Power Act of 1935 (FPA)--constrain state-level feed-in tariffs. This report seeks to reduce the legal uncertainties for states contemplating feed-in tariffs by explaining the constraints imposed by federal statutes. It describes the federal constraints, identifies transaction categories that are free of those constraints, and offers ways for state and federal policymakers to interpret or modify existing law to remove or reduce these constraints. This report proposes ways to revise these federal statutes. It creates a broad working definition of a state-level feed-in tariff. Given this definition, this report concludes there are paths to non-preempted, state-level feed-in tariffs under current federal law.

    Much of the work done in energy research involves ananalysis of the costs and benefits of energy-saving technologies andother measures from the perspective of the consumer. The economic valuein particular depends on the price of energy (electricity, gas or otherfuel), which varies significantly both for different types of consumers,and for different regions of the country. Ideally, to provide accurateinformation about the economic value of energy savings, prices should becomputed directly from real tariffs as defined by utility companies. Alarge number of utility tariffs are now available freely over the web,but the complexity and diversity of tariff structures presents aconsiderable barrier to using them in practice. The goal of the TariffAnalysis Project (TAP) is to collect andarchive a statistically completesample of real utility tariffs, and build a set of database and web toolsthat make this information relatively easy to use in cost-benefitanalysis. This report presentsa detailed picture of the current TAPdatabase structure and web interface. While TAP has been designed tohandle tariffs for any kind of utility service, the focus here is onelectric utilities withinthe United States. Electricity tariffs can bevery complicated, so the database structures that have been built toaccommodate them are quite flexible and can be easily generalized toother commodities.

    In a nuclear fuel reactor core, fuel elements are arranged in a closely packed hexagonal configuration, each fuel element having diametrically opposed vents permitting 180.degree. rotation of the fuel elements to counteract bowing. A grid plate engages the fuel elements and forms passages for communicating sets of three, four or six individual vents with respective monitor lines in order to communicate vented radioactive gases from the fuel elements to suitable monitor means in a manner readily permitting detection of leakage in individual fuel elements.

    An embodiment of the present invention is an imaging arrangement that includes imaging optics, a fiducial light source, and a control system. In operation, the imaging optics separate light into first and second tight by wavelength and project the first and second light onto first and second areas within first and second detector regions, respectively. The imaging optics separate fiducial light from the fiducial light source into first and second fiducial light and project the first and second fiducial light onto third and fourth areas within the first and second detector regions, respectively. The control system adjusts alignment of the imaging optics so that the first and second fiducial light projected onto the first and second detector regions maintain relatively constant positions within the first and second detector regions, respectively. Another embodiment of the present invention is a microscope that includes the imaging arrangement.

    This paper describes a suggested tariff or payment for the local supply of reactive power from distributed energy resources. The authors consider four sample customers, and estimate the cost of supply of reactive power for each customer. The power system savings from the local supply of reactive power are also estimated for a hypothetical circuit. It is found that reactive power for local voltage regulation could be supplied to the distribution system economically by customers when new inverters are installed. The inverter would be supplied with a power factor of 0.8, and would be capable of local voltage regulation to a schedule supplied by the utility. Inverters are now installed with photovoltaic systems, fuel cells and microturbines, and adjustable-speed motor drives.

    A solar heating panel arrangement and method are disclosed wherein a plurality of spherical lenses transmit and focus solar radiation onto the upper surface of a fluid passage for various relative positions of the sun. The upper surface of the passage is in heat transfer proximity to the fluid therein, causing solar radiation focused thereon to be transferred to the fluid in the form of heat. Solar radiation not directly incident on the lenses may be reflected onto them to increase the amount of solar energy available for transfer to the fluid. A supplementary insulating flow of fluid may also be provided above the passage to absorb heat passing upwardly therefrom and retain the heat within the system.

    For many years, electricity, gas and district heating tariffs for residential consumers were very low in Ukraine; until recently, they were even lower than in neighbouring countries such as Russia. The increases in gas and electricity tariffs, implemented in 2006, are an important step toward sustainable pricing levels; however, electricity and natural gas (especially for households) are still priced below the long-run marginal cost. The problem seems even more serious in district heating and nuclear power. According to the Ministry of Construction, district heating tariffs, on average, cover about 80% of costs. Current electricity prices do not fully include the capital costs of power stations, which are particularly high for nuclear power. Although the tariff for nuclear electricity generation includes a small decommissioning charge, it has not been sufficient to accumulate necessary funds for nuclear plants decommissioning.

    This paper presents the results of a survey and analysis ofelectricity tariffs and marginal electricity prices for commercialbuildings. The tariff data come from a survey of 90 utilities and 250tariffs for non-residential customers collected in 2004 as part of theTariff Analysis Project at LBNL. The goals of this analysis are toprovide useful summary data on the marginal electricity prices commercialcustomers actually see, and insight into the factors that are mostimportant in determining prices under different circumstances. We providea new, empirically-based definition of several marginal prices: theeffective marginal price and energy-only anddemand-only prices, andderive a simple formula that expresses the dependence of the effectivemarginal price on the marginal load factor. The latter is a variable thatcan be used to characterize the load impacts of a particular end-use orefficiency measure. We calculate all these prices for eleven regionswithin the continental U.S.

    An improved filtered air exhaust system which may be continually operated during the replacement of the filters without the escape of unfiltered air is described. This is accomplished by hermetically sealing the box like filter containers in a rectangular tunnel with neoprene covered sponge rubber sealing rings coated with a silicone impregnated pneumatic grease. The tunnel through which the filters are pushed is normal to the exhaust air duct. A number of unused filters are in line behind the filters in use, and are moved by a hydraulic ram so that a fresh filter is positioned in the air duct. The used filter is pushed into a waiting receptacle and is suitably disposed. This device permits a rapid and safe replacement of a radiation contaminated filter without interruption to the normal flow of exhaust air.

    The on-site generation of electricity can offer buildingowners and occupiers financial benefits as well as social benefits suchas reduced grid congestion, improved energy efficiency, and reducedgreenhouse gas emissions. Combined heat and power (CHP), or cogeneration,systems make use of the waste heat from the generator for site heatingneeds. Real-time optimal dispatch of CHP systems is difficult todetermine because of complicated electricity tariffs and uncertainty inCHP equipment availability, energy prices, and system loads. Typically,CHP systems use simple heuristic control strategies. This paper describesa method of determining optimal control in real-time and applies it to alight industrial site in San Diego, California, to examine: 1) the addedbenefit of optimal over heuristic controls, 2) the price elasticity ofthe system, and 3) the site-attributable greenhouse gas emissions, allunder three different tariff structures. Results suggest that heuristiccontrols are adequate under the current tariff structure and relativelyhigh electricity prices, capturing 97 percent of the value of thedistributed generation system. Even more value could be captured bysimply not running the CHP system during times of unusually high naturalgas prices. Under hypothetical real-time pricing of electricity,heuristic controls would capture only 70 percent of the value ofdistributed generation.

    An individual phase winding arrangement having a sixty electrical degree phase belt width for use with a three phase motor armature includes a delta connected phase winding portion and a wye connected phase winding portion. Both the delta and wye connected phase winding portions have a thirty electrical degree phase belt width. The delta and wye connected phase winding portions are each formed from a preselected number of individual coils each formed, in turn, from an unequal number of electrical conductor turns in the approximate ratio of {radical}3. The individual coils of the delta and wye connected phase winding portions may either be connected in series or parallel. This arrangement provides an armature winding for a three phase motor which retains the benefits of the widely known and utilized thirty degree phase belt concept, including improved mmf waveform and fundamental distribution factor, with consequent reduced vibrations and improved efficiency. 4 figs.

    An individual phase winding arrangement having a sixty electrical degree phase belt width for use with a three phase motor armature includes a delta connected phase winding portion and a wye connected phase winding portion. Both the delta and wye connected phase winding portions have a thirty electrical degree phase belt width. The delta and wye connected phase winding portions are each formed from a preselected number of individual coils each formed, in turn, from an unequal number of electrical conductor turns in the approximate ratio of .sqroot.3. The individual coils of the delta and wye connected phase winding portions may either be connected in series or parallel. This arrangement provides an armature winding for a three phase motor which retains the benefits of the widely known and utilized thirty degree phase belt concept, including improved mmf waveform and fundamental distribution factor, with consequent reduced vibrations and improved efficiency.

A tubular seal includes integral spaced lips which circumferentially engage the metallic tubes. The lips plastically deform the metallic tubes by mechanical forces resulting from a martensite to austenite transformation of the tubular seal upon application of a predetermined temperature. The sealing force is released upon application of another temperature which causes a transformation from the stronger austenite to the weaker martensite. Use of a dual acting sealing ring and driving ring circumferentially contacting the sealing ring is particularly applicable to sealing larger diameter concentric metallic members.

These include land-access permits, drilling permits, seismic survey permits, underground injection control permits, and any number of local and state permits, depending on the location of the project. For the “Characterization of Most Promising Sequestration Formations in the Rocky Mountain Region” (RMCCS) project in particular, critical permits included site access permits, seismic survey permits, and drilling permits for the characterization well. Permits for these and other activities were acquired either prior to or during the project.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    The California Energy Commission is cost-sharing research with the Department of Energy through the National Renewable Energy Laboratory to address distributed energy resources (DER) topics. These efforts include developing interconnection and power management technologies, modeling the impacts of interconnecting DER with an area electric power system, and evaluating possible modifications to rate policies and tariffs. As a result, a DER interconnection device has been developed and tested. A workshop reviewed the status and issues of advanced power electronic devices. Software simulations used validated models of distribution circuits that incorporated DER, and tests and measurements of actual circuits with and without DER systems are being conducted to validate these models. Current policies affecting DER were reviewed and rate making policies to support deployment of DER through public utility rates and policies were identified. These advancements are expected to support the continued and expanded use of DER systems.

The cooling arrangement advantageously provides a higher degree of cooling to the most highly stressed radially inner portion of the blade, while providing a lower degree of cooling to the less highly stressed radially outer portion of the blade. The cooling arrangement can be implemented with known casting techniques, thereby facilitating its use on highly tapered, highly twisted Row 4 industrial gas turbine blades that could not be cooled with prior art cooling arrangements.

    While an export tariff is only one element of a larger regulatory framework for distributed generation, we choose to focus on tariff design because of the significant impact this program design component has on the various flows of value among power sector stakeholders. In that context, this paper is organized into a series of steps that can be taken during the design of a DGPV export tariff design. To that end this paper outlines a holistic, high-level approach to the complex undertaking of DGPV tariff design, the crux of which is an iterative cost-benefit analysis process. We propose a multi-step progression that aims to promote transparent, focused, and informed dialogue on CBA study methodologies and assumptions. When studies are completed, the long-run marginal avoided cost of the DGPV program should be compared against the costs imposed on utilities and non-participating customers, recognizing that these can be defined differently depending on program objectives. The results of this comparison can then be weighed against other program objectives to formulate tariff options. Potential changes to tariff structures can be iteratively fed back into established analytical tools to inform further discussions.

However, concerns over escalating costs in jurisdictions with FIT policies have led to increased attention on cost control in renewable energy policy design. In recent years, policy mechanisms for containing FIT costs have become more refined, allowing policymakers to exert greater control on policy outcomes and on the resulting costs to ratepayers. As policymakers and regulators in the United States begin to explore the use of FITs, careful consideration must be given to the ways in which policy design can be used to balance the policies' advantages while bounding its costs. This report explores mechanisms that policymakers have implemented to limit FIT policy costs. If designed clearly and transparently, such mechanisms can align policymaker and market expectations for project deployment. Three different policy tools are evaluated: (1) caps, (2) payment level adjustment mechanisms, and (3) auction-based designs. The report employs case studies to explore the strengths and weaknesses of these three cost containment tools. These tools are then evaluated with a set of criteria including predictability for policymakers and the marketplace and the potential for unintended consequences.

In the European Union (EU), FIT policies have led to the deployment of more than 15,000 MW of solar photovoltaic (PV) power and more than 55,000 MW of wind power between 2000 and the end of 2009. In total, FITs are responsible for approximately 75% of global PV and 45% of global wind deployment. Countries such as Germany, in particular, have demonstrated that FITs can be used as a powerful policy tool to drive RE deployment and help meet combined energy security and emissions reductions objectives. This policymaker's guide provides a detailed analysis of FIT policy design and implementation and identifies a set of best practices that have been effective at quickly stimulating the deployment of large amounts of RE generation. Although the discussion is aimed primarily at decision makers who have decided that a FIT policy best suits their needs, exploration of FIT policies can also help inform a choice among alternative renewable energy policies.

    As part of the West Coast Regional Carbon Sequestration Partnership (WESTCARB), Terralog Technologies USA, Inc., reviewed current state and federal regulations related to carbon dioxide capture and storage within geologic formations and enhanced carbon uptake in terrestrial ecosystems. We have evaluated and summarized the current and possible future permitting requirements for the six states that comprise the West Coast Regional Partnership. Four options exist for CO{sub 2} injection into appropriate geologic formations, including storage in: (1) oil and gas reservoirs, (2) saline formations, (3) unmineable coal beds, and (4) salt caverns. Terrestrial CO{sub 2} sequestration involves improved carbon conservation management (e.g. reduction of deforestation), carbon substitution (e.g., substitution for fossil fuel-based products, energy conservation through urban forestry, biomass for energy generation), and improved carbon storage management (e.g., expanding the storage of carbon in forest ecosystems). The primary terrestrial options for the West Coast Region include: (1) reforestation of under-producing lands (including streamside forest restoration), (2) improved forest management, (3) forest protection and conservation, and (4) fuel treatments for the reduction of risk of uncharacteristically severe fires (potentially with associated biomass energy generation). The permits and/or contracts required for any land-use changes/disturbances and biomass energy generation that may occur as part of WESTCARB's activities have been summarized for each state.

  11. Impact of Large Scale Energy Efficiency Programs On Consumer Tariffs and Utility Finances in India

    Large-scale EE programs would modestly increase tariffs but reduce consumers' electricity bills significantly. However, the primary benefit of EE programs is a significant reduction in power shortages, which might make these programs politically acceptable even if tariffs increase. To increase political support, utilities could pursue programs that would result in minimal tariff increases. This can be achieved in four ways: (a) focus only on low-cost programs (such as replacing electric water heaters with gas water heaters); (b) sell power conserved through the EE program to the market at a price higher than the cost of peak power purchase; (c) focus on programs where a partial utility subsidy of incremental capital cost might work and (d) increase the number of participant consumers by offering a basket of EE programs to fit all consumer subcategories and tariff tiers. Large scale EE programs can result in consistently negative cash flows and significantly erode the utility's overall profitability. In case the utility is facing shortages, the cash flow is very sensitive to the marginal tariff of the unmet demand. This will have an important bearing on the choice of EE programs in Indian states where low-paying rural and agricultural consumers form the majority of the unmet demand. These findings clearly call for a flexible, sustainable solution to the cash-flow management issue. One option is to include a mechanism like FAC in the utility incentive mechanism. Another sustainable solution might be to have the net program cost and revenue loss built into utility's revenue requirement and thus into consumer tariffs up front. However, the latter approach requires institutionalization of EE as a resource. The utility incentive mechanisms would be able to address the utility disincentive of forgone long-run return but have a minor impact on consumer benefits. Fundamentally, providing incentives for EE programs to make them comparable to supply-side investments is a way

    Feed-in tariff (FIT) policies are implemented in more than 40 countries around the world and are cited as the primary reason for the success of the German and Spanish renewable energy markets. As a result of that success, FIT policy proposals are starting to gain traction in several U.S. states and municipalities. Experience from Europe is also beginning to demonstrate that properly designed FITs may be more cost-effective than renewable portfolio standards (RPS), which make use of competitive solicitations. This article explores the design and operation of feed-in tariff policies, including a FIT policy definition, payment-structure options, and payment differentiation.     Feed-in tariffs (FITs) have been used to promote renewable electricity development in over 40 countries throughout the past two decades. These policies generally provide guaranteed prices for the full system output from eligible generators for a fixed time period (typically 15-20 years). Due in part to the success of FIT policies in Europe, some jurisdictions in the United States are considering implementing similar policies, and a few have already put such policies in place. This report is intended to offer some guidance to policymakers and regulators on how generator interconnection procedures may affect the implementation of FITs and how state generator interconnection procedures can be formulated to support state renewable energy objectives.     Feed-in tariffs (FITs) have been used to promote renewable electricity development in over 40 countries throughout the past two decades. These policies generally provide guaranteed prices for the full system output from eligible generators for a fixed time period (typically 15–20 years). Due in part to the success of FIT policies in Europe, some jurisdictions in the United States are considering implementing similar policies, and a few have already put such policies in place. This report is intended to offer some guidance to policymakers and regulators on how generator interconnection procedures may affect the implementation of FITs and how state generator interconnection procedures can be formulated to support state renewable energy objectives. This report is based on a literature review of model interconnection procedures formulated by several organizations, as well as other documents that have reviewed, commented on, and in some cases, ranked state interconnection procedures.

    of outdated appliances, in California rental housing. Appliances in rental housing are on average older than those in owner occupied housing. More importantly, a substantial proportion of very old appliances are in rental housing. Having established that a very old stock of appliances exists in California rental housing, I discuss tariff financing as a policy option to reduce the impact of the remaining market and behavioral barriers. In a tariff financing program, the utility pays the initial cost of an appliance, and is repaid through subsequent utility bills. By eliminating upfront costs, tying repayment to the gas or electric meter, requiring a detailed energy audit, and relying upon utility bill payment history rather than credit score in determining participant eligibility, tariff financing largely overcomes many barriers to energy efficiency. Using California as a case study, I evaluate the feasibility of implementing tariff financing. For water heaters in particular, this appears to be a cost-effective strategy. Tariff financing from utilities is particularly valuable because it improves the ability of low-income renters to lower their utility bills, without burdening landlords with unrecoverable capital costs. To implement tariff financing country-wide, regulations in many states defining private loan-making institutions or the allowable use of public benefit funds may need to be modified. Tariff financing is relatively new and in most locations is only available as a pilot program or has only recently exited pilot phase. This preliminary evaluation suggests that tariff financing is a valuable future addition to the toolkit of policymakers who aim to increase the diffusion of efficient appliances. While regulatory approval is necessary in states that wish to pursue tariff financing, at this point, the major barrier to further implementation appears to be the newness of the financing mechanism.

    Mountain coal mining in the Central Appalachians faces increased challenge under the Clean Water Act (CWA). These challenges have included the US Environmental Protection Agency's (EPA) increased involvement in permitting under Section 404 of the CWA; active opposition by environmental groups to Section 404 permits; and proposed federal legislation to reduce the availability of these permits. These recent challenges culminated in a June 11, 2009, Memorandum of Understanding (MoU) between the PEA, the Department of Interior (DoI) and the Army Corps of Engineers (Corps) that will limit the use of general permits for mountaintop coal mining and increase the scrutiny applied to individual permits, while also providing a coordinated approach for reviewing the backlog of pending permit application. By entering into the MoU, the federal agencies aim to reduce the environmental impacts of mountaintop coal mining while increasing certainty and transparency for permit applications. Challenges to Section 404 permitting for mountaintop coal mining are dynamic and new developments occur almost daily. This article provides a snapshot of the current climate.

    The information contained and/or referenced in this Annual Hanford Site Environmental Permitting Status Report (Status Report) addresses the State Environmental Policy Act (SEPA) of 1971 and Condition II.W. of the Resource Conservation and Recovery Act (RCRA) of 1976 Permit, Dangerous Waste Portion (DW Portion). Condition II.W. of the RCRA Permit specifies the Permittees are responsible for all other applicable federal, state, and local permits for the development and operation of the Hanford Facility. Condition II.W. of the RCRA Permit specifies that the Permittees are to use their best efforts to obtain such permits. For the purposes of permit condition, `best efforts` means submittal of documentation and/or approval(s) in accordance with schedules specified in applicable regulations, or as determined through negotiations with the applicable regulatory agencies. This Status Report includes information on all existing and anticipated environmental permitting. Environmental permitting required by RCRA, the Hazardous and Solid Waste Amendments (HSWA) of 1984, and non-RCRA permitting (solid waste handling, Clean Air Act Amendments of 1990, Clean Water Act Amendments of 1987, Washington State waste discharge, and onsite sewage system) is addressed. Information on RCRA and non-RCRA is current as of July 31, 1998. For the purposes of RCRA and the State of Washington Hazardous Waste Management Act of 1976 [as administered through the Dangerous Waste Regulations, Washington Active Code (WAC) 173-303], the Hanford Facility is considered a single facility. As such, the Hanford Facility has been issued one US Environmental Protection Agency (EPA)/State Identification Number (WA7890008967).     Title 5 of the 1990 Clean Air Act Amendments (CAAA) establishes a massive new operating permit program, which will be administered by state agencies in accordance with federal guidelines. Formal requirements regarding operating-permits were promulgated by the US Environmental Protection Agency (EPA) on July 21, 1992 (40 CFR 70). The Title 5 program will require many chemical manufacturing facilities to apply for and obtain operating permits that address air emissions from the entire facility. A major impact of the Title 5 program is that facilities will now be required to implement measures to routinely demonstrate that they are operating in compliance with the terms of the permit. Otherwise, facilities will be considered out of compliance. Once the new permits are in place, the burden will be on the facility to prove routine compliance to prevent any enforcement action. According to EPA, the new permits are not intended to impose any new regulatory requirements on a facility. Rather, they will serve as an enforcement tool.

    This document, Set 2, the Hanford Facility Dangerous Waste Part B Permit Application, consists of 15 chapters that address the content of the Part B checklists prepared by the Washington State Department of Ecology (Ecology 1987) and the US Environmental Protection Agency (40 CFR 270), with additional information requirements mandated by the Hazardous and Solid Waste Amendments of 1984 and revisions of WAC 173-303. For ease of reference, the Washington State Department of Ecology checklist section numbers, in brackets, follow the chapter headings and subheadings. This permit application contains umbrella- type'' documentation with overall application to the Hanford Facility. This documentation is broad in nature and applies to all TSD units that have final status under the Hanford Facility Permit.

  6. Dual capacity compressor with reversible motor and controls arrangement therefor

    A hermetic reciprocating compressor such as may be used in heat pump applications is provided for dual capacity operation by providing the crankpin of the crankshaft with an eccentric ring rotatably mounted thereon, and with the end of the connecting rod opposite the piston encompassing the outer circumference of the eccentric ring, with means limiting the rotation of the eccentric ring upon the crankpin between one end point and an opposite angularly displaced end point to provide different values of eccentricity depending upon which end point the eccentric ring is rotated to upon the crankpin, and a reversible motor in the hermetic shell of the compressor for rotating the crankshaft, the motor operating in one direction effecting the angular displacement of the eccentric ring relative to the crankpin to the one end point, and in the opposite direction effecting the angular displacement of the eccentric ring relative to the crankpin to the opposite end point, this arrangement automatically giving different stroke lengths depending upon the direction of motor rotation. The mechanical structure of the arrangement may take various forms including at least one in which any impact of reversal is reduced by utilizing lubricant passages and chambers at the interface area of the crankpin and eccentric ring to provide a dashpot effect. In the main intended application of the arrangement according to the invention, that is, in a refrigerating or air conditioning system, it is desirable to insure a delay during reversal of the direction of compressor operation. A control arrangement is provided in which the control system controls the direction of motor operation in accordance with temperature conditions, the system including control means for effecting operation in a low capacity direction or alternatively in a high capacity direction in response to one set, and another set, respectively, of temperature conditions and with timer means delaying a restart of the compressor

    A system comprises a particulate matter (PM) filter that comprises an upstream end for receiving exhaust gas and a downstream end. A zoned heater is arranged spaced from the upstream end and comprises N zones, where N is an integer greater than one, wherein each of the N zones comprises M sub-zones, where M is an integer greater than one. A control module selectively activates at least a selected one of the N zones to initiate regeneration in downstream portions of the PM filter from the one of the N zones and deactivates non-selected ones of the N zones.

    The Pacific Northwest National Laboratory has researched how participating countries divide funding obligations under International Energy Agency (IEA) Implementing Agreements (IAs). This is part of a broader assessment evaluating the buildings-area IAs. This particular part of the analysis looked at 12 IAs funded by the U.S. Department of Energy. By selecting a range of agreements, we hoped to understand the types of arrangements and the range of funding formulas. PNNL asked the U.S. Executive Committee (ExCo) members how the total contribution for their IA and its Annexes were determined, and how the total was then divided between participating countries.

    The goal of this investigation was to characterize themanual and automated response of residential customers to high-price"critical" events dispatched under critical peak pricing tariffs testedin the 2003-2004 California Statewide Pricing Pilot. The 15-monthexperimental tariff gave customers a discounted two-price time-of-userate on 430 days in exchange for 27 critical days, during which the peakperiod price (2 p.m. to 7 p.m.) was increased to about three times thenormal time-of-use peak price. We calculated response by five-degreetemperature bins as the difference between peak usage on normal andcritical weekdays. Results indicatedthat manual response to criticalperiods reached -0.23 kW per home (-13 percent) in hot weather(95-104.9oF), -0.03 kW per home (-4 percent) in mild weather (60-94.9oF),and -0.07 kW per home (-9 percent) during cold weather (50-59.9oF).Separately, we analyzed response enhanced by programmable communicatingthermostats in high-use homes with air-conditioning. Between 90oF and94.9oF, the response of this group reached -0.56 kW per home (-25percent) for five-hour critical periods and -0.89 kW/home (-41 percent)for two-hour critical periods.

    The Clean Air Act Amendments of 1990, which amended the Federal Clean Air Act of 1977, required that the US Environmental Protection Agency develop a national Air Operating Permit Program, which in turn would require each state to develop an Air Operating Permit Program to identify all sources of ``regulated`` pollutants. Regulated pollutants include ``criteria`` pollutants (oxides of nitrogen, sulfur oxides, total suspended particulates, carbon monoxide, particulate matter greater than 10 micron, lead) plus 189 other ``Hazardous`` Air Pollutants. The Hanford Site, owned by the US Government and operated by the US Department of Energy, Richland Operations Office, is located in southcentral Washington State and covers 560 square miles of semi-arid shrub and grasslands located just north of the confluence of the Snake and Yakima Rivers with the Columbia River. This land, with restricted public access, provides a buffer for the smaller areas historically used for the production of nuclear materials, waste storage, and waste disposal. About 6 percent of the land area has been disturbed and is actively used. The Hanford Site Air Operating Permit Application consists of more than 1,100 sources and in excess of 300 emission points. Before January 1995, the maintenance and operations contractor and the environmental restoration contractor for the US Department of Energy completed an air emission inventory on the Hanford Site. The inventory has been entered into a database so that the sources and emission points can be tracked and updated information readily can be retrieved. The Hanford Site Air Operating Permit Application contains information current as of April 19, 1995.

    Important new changes to the Hazardous Waste Facility Permit (HWFP) were implemented during 2007. The challenge was to implement these changes without impacting shipping schedules. Many of the changes required advanced preparation and coordination in order to transition to the new waste analysis paradigm, both at the generator sites and at the WIPP without interrupting the flow of waste to the disposal facility. Not only did aspects of waste characterization change, but also a new Permittees' confirmation program was created. Implementing the latter change required that new equipment and facilities be obtained, personnel hired, trained and qualified, and operating procedures written and approved without interruption to the contact-handled (CH) transuranic (TRU) waste shipping schedule. This was all accomplished successfully with no delayed or cancelled shipments. Looking forward to 2008 and beyond, proposed changes that will deal with waste in the DOE TRU waste complex is larger than the TRUPACT-IIs can handle. Size reduction of the waste would lead to unnecessary exposure risk and ultimately create more waste. The WIPP is working to have the Nuclear Regulatory Commission (NRC) certify the TRUPACT-III. The TRUPACT-III will be able to accommodate larger sized TRU mixed waste. Along with this new NRC-certified shipping cask, a new disposal container, the Standard Large Box, must be proposed in a permit modification. Containers for disposal of TRU mixed waste at the WIPP must meet the DOT 7A standards and be filtered. Additionally, as the TRUPACT-III/Standard Large Box loads and unloads from the end of the shipping cask, the proposed modification will add horizontal waste handling techniques to WIPP's vertical CH TRU waste handling operations. Another major focus will be the Hazardous Waste Facility Permit reapplication. The WIPP received its HWFP in October of 1999 for a term of ten years.     In accordance with the Southern States Energy Board (SSEB) proposal, as incorporated into NETL/DE-FC26-97FT34199, the objective of this agreement is to streamline the environmental technology permitting process site-to-site, state-to-state, and industry-to-industry to achieve remediation and waste processing faster, better and cheaper. SSEB is working with member Governors, legislators and regulators to build consensus on streamlining the permitting process for new and innovative technologies for addressing the legacy of environmental problems from 50 years of weapons research, development and production. This report reviews mechanisms whereby industry consortiums and the Department of Energy (DOE) have been working with State regulators and other officials in technology deployment decisions within the DOE complex. The historic development of relationships with State regulators is reviewed and the current nature of the relationships examined. The report contains observations from internal DOE reviews as well as recommendations from the General Accounting Office (GAO) and other external organizations. The report discusses reorganization initiatives leading up to a DOE Top-to-Bottom review of the Environmental Management (EM) Program and highlights points of consideration for maintaining effective linkages with State regulators. It notes how the proposed changes will place new demands upon the National Energy Technology Laboratory (NETL) and how NETL can leverage its resources by refocusing existing EM efforts specifically to states that have DOE facilities within their borders (host-states). Finally, the report discusses how SSEB's Permitting Leadership in the United States (PLUS) program can provide the foundation for elements of NETL's technical assistance program that are delivered to regulators and other decision- makers in host-states.     Disclosed is an arrangement, dopant source and method used in the fabrication of photocells that minimize handling of cell wafers and involve a single furnace step. First, dopant sources are created by depositing selected dopants onto both surfaces of source wafers. The concentration of dopant that is placed on the surface is relatively low so that the sources are starved sources. These sources are stacked with photocell wafers in alternating orientation in a furnace. Next, the temperature is raised and thermal diffusion takes place whereby the dopant leaves the source wafers and becomes diffused in a cell wafer creating the junctions necessary for photocells to operate. The concentration of dopant diffused into a single side of the cell wafer is proportional to the concentration placed on the respective dopant source facing the side of the cell wafer. Then, in the same thermal cycle, a layer of oxide is created by introducing oxygen into the furnace environment after sufficient diffusion has taken place. Finally, the cell wafers receive an anti-reflective coating and electrical contacts for the purpose of gathering electrical charge.

    A recent publication [K. Lan et al., Phys. Plasmas 21, 010704 (2014)] proposed a spherical hohlraum with six laser entrance holes of octahedral symmetry at a specific hohlraum-to-capsule radius ratio of 5.14 for inertial fusion study, which has robust high symmetry during the capsule implosion and superiority on low backscatter without supplementary technology. This paper extends the previous one by studying the laser arrangement and constraints of octahedral hohlraum in detail. As a result, it has serious beam crossing at θ{sub L}≤45°, and θ{sub L}=50° to 60° is proposed as the optimum candidate range for the golden octahedral hohlraum, here θ{sub L} is the opening angle that the laser quad beam makes with the Laser Entrance Hole (LEH) normal direction. In addition, the design of the LEH azimuthal angle should avoid laser spot overlapping on hohlraum wall and laser beam transferring outside hohlraum from a neighbor LEH. The octahedral hohlraums are flexible and can be applicable to diverse inertial fusion drive approaches. This paper also applies the octahedral hohlraum to the recent proposed hybrid indirect-direct drive approach.

    For a number of years, concerns have been raised about the length of time and the complexity involved in obtaining required permits in order to develop the geothermal resource at the Geysers. Perhaps the most important factor is jurisdiction. At the Geysers, all three levels of government - local, state, and federal - exercise significant authority over various aspects of geothermal development. In addition, several agencies within each governmental level play an active role in the permitting process. The present study is concerned primarily with the local permitting process, and the ways in which this process could be expedited. This report begins by looking at the local role in the overall permitting process, and then reviews the findings and conclusions that have been reached in other studies of the problem. This is followed by a case study evaluation of recent permitting experience in the four Geysers-Calistoga KGRA counties, and the report concludes by outlining several approaches to expediting the local permitting process.
