    In order to comply with the Environmental Protection Agency’s Clean Power Plan, states are required to reduce greenhouse gas emissions. One option for compliance is replacing retiring fossil generation with solar-generated electricity. Currently, 29 states, three territories, and Washington, D.C. have renewable portfolio standards (RPS), which have proven to be an effective regulatory means of expanding solar and other clean energy. More than half of the RPSs will reach their peak by 2020, which is driving states to update or create new solar targets. The purpose of this RFI is to solicit feedback from state-level entities, utilities, the solar industry, energy companies, academia, research laboratories, and other stakeholders on issues related to the development of new solar energy targets and deployment strategies at the state level.

    Annual Energy Outlook 2006 provided a review of renewable energy programs that were in effect in 23 states at the end of 2005. Since then (as of September 1, 2006), no new state programs have been adopted; however, several states with renewable energy programs in place have made changes as they have gained experience and identified areas for improvement. Revisions made over the past year range from clarification or modification of program definitions, such as which resources qualify, to substantial increases in targets for renewable electricity generation or capacity. The following paragraphs provide an overview of substantive changes in the design or implementation of state renewable energy programs.

    Tax incentives have been an important factor in the growth of renewable generation over the past decade, and they could continue to be important in the future. The Energy Tax Act of 1978 (Public Law 95-618) established ITCs for wind, and EPACT92 established the Renewable Electricity Production Credit (more commonly called the PTC) as an incentive to promote certain kinds of renewable generation beyond wind on the basis of production levels. Specifically, the PTC provided an inflation-adjusted tax credit of 1.5 cents per kilowatthour for generation sold from qualifying facilities during the first 10 years of operation. The credit was available initially to wind plants and facilities that used closed-loop biomass fuels and were placed in service after passage of the Act and before June 1999.

    This report describes the Western Renewable Energy Zones (WREZ) Initiative Phase 1 Qualified Resource Area identification process, including the identification and economic analysis of Qualified Resource Areas (QRAs) and 'non-REZ' resources. These data and analyses will assist the Western US in its renewable energy transmission planning goals. The economic analysis in this report produced the input data for the WREZ Generation and Transmission model, which is a screening-level model to determine the optimal routing for and cost of delivering renewable energy from QRAs to load centers throughout the Western Interconnection. In June 2009, the Western Governors' Association accepted the Western Governors' Association WREZ Phase 1 Report in which the QRAs were mapped and the entire WREZ Phase 1 process was explained in general. That same month the Lawrence Berkeley National Laboratory released the WREZ Generation and Transmission Model (GTM), which was also developed by Black & Veatch. This report details the assumptions and methodologies that were used to produce the maps and resource analyses in the WGA report as well as the economic data used by the WREZ GTM.     The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. This booklet provides an overview of the renewable energy programs and their plans for FY 1990. Sources of additional information are listed at the back of the booklet. 48 figs., 4 tabs.

    Uncertainty evaluation constitutes a key feature of BEPU (Best Estimate Plus Uncertainty) process. The uncertainty can be the result of a Monte Carlo type analysis involving input uncertainty parameters or the outcome of a process involving the use of experimental data and connected code calculations. Those uncertainty methods are discussed in several papers and guidelines (IAEA-SRS-52, OECD/NEA BEMUSE reports). The present paper aims at discussing the role and the depth of the analysis required for merging from one side suitable experimental data and on the other side qualified code calculation results. This aspect is mostly connected with the second approach for uncertainty mentioned above, but it can be used also in the framework of the first approach. Namely, the paper discusses the features and structure of the database that includes the following kinds of documents: 1. The' RDS-facility' (Reference Data Set for the selected facility): this includes the description of the facility, the geometrical characterization of any component of the facility, the instrumentations, the data acquisition system, the evaluation of pressure losses, the physical properties of the material and the characterization of pumps, valves and heat losses; 2. The 'RDS-test' (Reference Data Set for the selected test of the facility): this includes the description of the main phenomena investigated during the test, the configuration of the facility for the selected test (possible new evaluation of pressure and heat losses if needed) and the specific boundary and initial conditions; 3. The 'QR' (Qualification Report) of the code calculation results: this includes the description of the nodalization developed following a set of homogeneous techniques, the achievement of the steady state conditions and the qualitative and quantitative analysis of the transient with the characterization of the Relevant Thermal-Hydraulics Aspects (RTA); 4. The EH (Engineering Handbook) of the input nodalization: this includes the rationale adopted for each part of the nodalization, the user choices, and the systematic derivation and justification of any value present in the code input respect to the values as indicated in the RDS-facility and in the RDS-test.     Renewal-anomalous-heterogeneous files are solved. A simple file is made of Brownian hard spheres that diffuse stochastically in an effective 1D channel. Generally, Brownian files are heterogeneous: the spheres' diffusion coefficients are distributed and the initial spheres' density is non-uniform. In renewal-anomalous files, the distribution of waiting times for individual jumps is exponential as in Brownian files, yet obeys: {\\psi}_{\\alpha} (t)~t^(-1-{\\alpha}), 0renewal as all the particles attempt to jump at the same time. It is shown that the mean square displacement (MSD) in a renewal-anomalous-heterogeneous file, , obeys, ~[_{nrml}]^{\\alpha}, where _{nrml} is the MSD in the corresponding Brownian file. This scaling is an outcome of an exact relation (derived here) connecting probability density functions of Brownian files and renewal-anomalous files. It is also shown that non-renewal-anomalous files are slower than the corresponding renewal ones.

    An apparatus and method for monitoring a process involve development and application of a statistically qualified neuro-analytic (SQNA) model to accurately and reliably identify process change. The development of the SQNA model is accomplished in two stages: deterministic model adaption and stochastic model modification of the deterministic model adaptation. Deterministic model adaption involves formulating an analytic model of the process representing known process characteristics, augmenting the analytic model with a neural network that captures unknown process characteristics, and training the resulting neuro-analytic model by adjusting the neural network weights according to a unique scaled equation error minimization technique. Stochastic model modification involves qualifying any remaining uncertainty in the trained neuro-analytic model by formulating a likelihood function, given an error propagation equation, for computing the probability that the neuro-analytic model generates measured process output. Preferably, the developed SQNA model is validated using known sequential probability ratio tests and applied to the process as an on-line monitoring system. Illustrative of the method and apparatus, the method is applied to a peristaltic pump system.

    State renewable portfolio standards (RPS) programs continue to play an important role in Annual Energy Outlook 2009, growing in number while existing programs are modified with more stringent targets. In total, 28 states and the District of Columbia now have mandatory RPS programs, and at least 4 other states have voluntary renewable energy programs. In the absence of a federal renewable electricity standard, each state determines its own levels of generation, eligible technologies, and noncompliance penalties. The growth in state renewable energy requirements has led to an expansion of renewable energy credit (REC) markets, which vary from state to state. Credit prices depend on the state renewable requirements and how easily they can be met.

    Project Goals: The funding provided by this contract supported the following activities: A) Test Site Development; B) Seed Grant Funded Technology Development; C) Stakeholder Activities The first year of funding was dedicated to the formation of the NE MREC University Consortium which was comprised of University of Massachusetts Dartmouth (UMD) and Amherst (UMA), Massachusetts Institute of Technology (MIT), Woods Hole Oceanographic Institution (WHOI), University of New Hampshire (UNH), and the University of Rhode Island (URI). The consortium worked together to encourage research and promote benefits of obtaining energy from ocean wind, waves, tides and currents. In addition, NE MREC’s goal was to fund projects aimed at potential test sites with the first year funding going to studies of the potential for tidal device testing in Muskeget Channel, at the General Sullivan Bridge in New Hampshire, and for wave device testing at the proposed National Offshore Renewable Energy Innovation Zone (NOREIZ) located off the Massachusetts coast. The project spanned 4.5 years and addressed three specific tasks that are interrelated but also served as independent investigations.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Growth in renewable energy in the U.S. over the past decade has been propelled by a number of forces, including rising fossil fuel prices, environmental concerns, and policy support at the state and federal levels. In this article, we review and discuss what are arguably the two most important types of state policies for supporting electricity generation from geothermal and other forms of renewable energy: renewables portfolio standards and utility integrated resource planning requirements. Within the Western U.S., where the vast majority of the nation's readily-accessible geothermal resource potential resides, these two types of state policies have been critical to the growth of renewable energy, and both promise to continue to play a fundamental role for the foreseeable future. In its essence, a renewables portfolio standard (RPS) requires utilities and other retail electricity suppliers to produce or purchase a minimum quantity or percentage of their generation supply from renewable resources. RPS purchase obligations generally increase over time, and retail suppliers typically must demonstrate compliance on an annual basis. Mandatory RPS policies are backed by various types of compliance enforcement mechanisms, although most states have incorporated some type of cost-containment provision, such as a cost cap or a cap on retail rate impacts, which could conceivably allow utilities to avoid (full) compliance with their RPS target. Currently, 27 states and the District of Columbia have mandatory RPS requirements. Within the eleven states of the contiguous Western U.S., all but three (Idaho, Utah, and Wyoming) now have a mandatory RPS legislation (Utah has a more-voluntary renewable energy goal), covering almost 80% of retail electricity sales in the region. Although many of these state policies have only recently been established, their impact is already evident: almost 1800 MW of new renewable capacity has been installed in Western states following the implementation of RPS policies. To date, wind energy has been the primary beneficiary of state RPS policies, representing approximately 83% of RPS-driven renewable capacity growth in the West through 2007. Geothermal energy occupies a distant second place, providing 7% of RPS-driven new renewable capacity in the West since the late 1990s, though geothermal's contribution on an energy (MWh) basis is higher. Looking to the future, a sizable quantity of renewable capacity beyond pre-RPS levels will be needed to meet state RPS mandates: about 25,000 MW by 2025 within the Western U.S. Geothermal energy is beginning to provide an increasingly significant contribution, as evidenced by the spate of new projects recently announced to meet state RPS requirements. Most of this activity has been driven by the RPS policies in California and Nevada, where the Geothermal Energy Association has identified 47 new geothermal projects, totaling more than 2,100 MW, in various stages of development. Additional geothermal projects in Arizona, New Mexico, Oregon, and Washington are also under development to meet those states RPS requirements. The other major state policy driver for renewable electricity growth, particularly in the West, is integrated resource planning (IRP). IRP was first formalized as a practice in the 1980s, but the practice was suspended in some states as electricity restructuring efforts began. A renewed interest in IRP has emerged in the past several years, however, with several Western states (California, Montana, and New Mexico) reestablishing IRP and others developing new rules to strengthen their existing processes. In its barest form, IRP simply requires that utilities periodically submit long-term resource procurement plans in which they evaluate alternative strategies for meeting their resource needs over the following ten to twenty years. However, many states have developed specific requirements for the IRP process that directly or indirectly support renewable energy. The most general of these is an explicit requirement that utilities evaluate renewables, and that

    We report the design and implementation of a complete electronics platform for conducting a quantum optics experiment that will be operated on board a 1U CubeSat (a 10 x 10 x 10 cm satellite). The quantum optics experiment is designed to produce polarization-entangled photon pairs using non-linear optical crystals and requires opto-electronic components such as a pump laser, single photon detectors and liquid crystal based polarization rotators in addition to passive optical elements. The platform provides mechanical support for the optical assembly. It also communicates autonomously with the host satellite to provide experiment data for transmission to a ground station. A limited number of commands can be transmitted from ground to the platform enabling it to switch experimental modes. This platform requires less than 1.5W for all operations, and is space qualified. The implementation of this electronics platform is a major step on the road to operating quantum communication experiments using nanosatellites.

    Master Limited Partnerships (MLPs) and Real Estate Investment Trusts (REITs) are two proposed investment vehicles which have the potential to lower renewable energy assets' high cost of capital; a critical factor in the Department of Energy's goal for renewable energy to achieve grid-parity with traditional sources of electric generation. Due to current U.S. federal income tax laws, regulations, and administrative interpretations, REITs and MLPs cannot finance a significant portion of the cost of renewable energy assets. Efforts are underway to alter these rules by changing the definition of 'real property' (REIT) and 'qualified income' (MLP). However, even with rule changes, both investment vehicles have structural challenges to efficiently finance renewable energy assets. Among them are 1) effectively utilizing the U.S. federal income tax incentives; 2) administratively structuring the investments to not be overly onerous or complicated, given the potential for pooling a relatively large amount of small assets; and 3) attracting and retaining a large enough investment community to participate in the funding opportunities. This report summarizes these challenges so that if proposed federal changes are made, stakeholders have an understanding of the possible outcomes.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    On June 27 and 28, 1989, the US Department of Energy (DOE) national laboratories were convened to discuss plans for the development of a National Energy Strategy (NES) and, in particular, the analytic needs in support of NES that could be addressed by the laboratories. As a result of that meeting, interlaboratory teams were formed to produce analytic white papers on key topics, and a lead laboratory was designated for each core laboratory team. The broad-ranging renewables assignment is summarized by the following issue statement from the Office of Policy, Planning and Analysis: to what extent can renewable energy technologies contribute to diversifying sources of energy supply What are the major barriers to greater renewable energy use and what is the potential timing of widespread commercialization for various categories of applications This report presents the results of the intensive activity initiated by the June 1989 meeting to produce a white paper on renewable energy. Evidence from leading states in renewable energy manufacturing suggests that economic development strategies that target renewable energy sector needs by adapting existing policies attract renewable energy manufacturing more than strategies that create new policies. Literature suggests that the states that are most able to attract direct investment and promote sustained economic development can leverage diverse sets of durable assets--like human capital and modern infrastructure--as well as low barriers to market entry.     Our current fossil-fuel-based system is causing potentially catastrophic changes to our planet. The quest for renewable, nonpolluting sources of energy requires us to understand, predict, and ultimately control matter and energy at the electronic, atomic, and molecular levels. Light-source facilities - the synchrotrons of today and the next-generation light sources of tomorrow - are the scientific tools of choice for exploring the electronic and atomic structure of matter.     This project examines renewable energy deployment in the United States using a version of the GCAM integrated assessment model with detailed a representation of renewables, the GCAM-RE. Electricity generation was modeled in four generation segments and 12-subregions. This level of regional and sectoral detail allows a more explicit representation of renewable energy generation. Wind, solar thermal power, and central solar PV plants are implemented in explicit resource classes with new intermittency parameterizations appropriate for each technology. A scenario analysis examines a range of assumptions for technology characteristics, climate policy, and long-distance transmission. We find that renewable generation levels grow over the century in all scenarios. As expected, renewable generation increases with lower renewable technology costs, more stringent climate policy, and if alternative low-carbon technology are not available. The availability of long distance transmission lowers policy costs and changes the renewable generation mix.

    Currently, 29 states, the District of Columbia, and Puerto Rico have instituted a renewable portfolio standard (RPS). An RPS sets a minimum threshold for how much renewable energy must be generated in a given year. Each state policy is unique, varying in percentage targets, timetables, and eligible resources. This paper examines state experience with implementing renewable portfolio standards that include energy efficiency, thermal resources, and non-renewable energy and explores compliance experience, costs, and how states evaluate, measure, and verify energy efficiency and convert thermal energy. It aims to gain insights from the experience of states for possible federal clean energy policy as well as to share experience and lessons for state RPS implementation.

    This is the second quarterly technical report for the RP-5 Renewable Energy Project. The report summarizes the work progress, effort and activities that took place during the period of October 1, 2002 to December 31, 2002. The report has been prepared in accordance with the Department of Energy (DOE) Guidelines. This technical report covers all meetings and discussions that were conducted in order to follow up on potential renewable energy technologies that were identified in the previous report; the technologies were analyzed for their feasibility, suitability and cost effectiveness for this project. This report covers the one-day conceptual design kickoff meeting that took place on November 4, 2002. The meeting was held to discuss the practicality and implementation of potential innovative technologies. Following the kickoff meeting, Inland Empire Utilities Agency (IEUA) and CH2M Hill, the Public Interest Energy Research (PIER) Consultant, held a meeting on December 2, 2002 to discuss the Conceptual Design Report outline and contents in order to clearly present each selected technology along with its evaluation, cost effectiveness and justification. A conference call also took place between the PIER Consultant and IEUA on December 13, 2002, to discuss the overall scope of work for this project. Major project activities in this period include expanded discussions on previous Energy Charrette decisions and recommendations, conceptual design kickoff meeting, conceptual design report, and deciding on the overall project scope of work.

    The document provides an overview of renewable resource potential at Fort Hood based primarily upon analysis of secondary data sources supplemented with limited on-site evaluations. The effort was funded by the U.S. Army Installation Management Command (IMCOM) as follow-on to the 2005 DoD Renewables Assessment. This effort focuses on grid-connected generation of electricity from renewable energy sources and also ground source heat pumps for heating and cooling buildings, as directed by IMCOM.

    The Renewable Electricity Futures (RE Futures) Study investigated the challenges and impacts of achieving very high renewable electricity generation levels in the contiguous United States by 2050. The analysis focused on the sufficiency of the geographically diverse U.S. renewable resources to meet electricity demand over future decades, the hourly operational characteristics of the U.S. grid with high levels of variable wind and solar generation, and the potential implications of deploying high levels of renewables in the future. RE Futures focused on technical aspects of high penetration of renewable electricity; it did not focus on how to achieve such a future through policy or other measures. Given the inherent uncertainties involved with analyzing alternative long-term energy futures as well as the multiple pathways that might be taken to achieve higher levels of renewable electricity supply, RE Futures explored a range of scenarios to investigate and compare the impacts of renewable electricity penetration levels (30%-90%), future technology performance improvements, potential constraints to renewable electricity development, and future electricity demand growth assumptions. RE Futures was led by the National Renewable Energy Laboratory (NREL) and the Massachusetts Institute of Technology (MIT).

    The generally acknowledged sources of renewable energy are wind, geothermal, biomass, solar, hydropower, and hydrogen. Renewable energy technologies are crucial to the production and utilization of energy from these regenerative and virtually inexhaustible sources. Furthermore, renewable energy technologies provide benefits beyond the establishment of sustainable energy resources. For example, these technologies produce negligible amounts of greenhouse gases and other pollutants in providing energy, and they exploit domestically available energy sources, thereby reducing our dependence on both the importation of fossil fuels and the use of nuclear fuels. The market price of renewable energy technologies does not reflect the economic value of these added benefits.

The magnetically permeable material is imbedded in a target base that is brazed, welded, or soldered to the sputter target, or is mechanically retained in the target material.     When electricity is generated - either from a renewable or non-renewable power plant - the electrons added to the grid are indistinguishable. So, on what basis can a consumer of electricity claim to be using renewables? In the United States, renewable energy certificates (RECs) were developed as states passed renewable portfolio standards (RPSs) and were requiring fuel mix disclosure labels. RECs are also used in the voluntary market, where customers are buying renewables to meet sustainability goals. The concept of RECs is used most widely in the United States, but international markets also have tradable renewable electricity certificates. This fact sheet reviews how to ensure that RECs are not double-counted, roles of electricity regulators, renewable generators and purchasers. It concludes with a discussion of the international use of RECs.

  11. Metrology Challenges for High Energy Density Science Target Manufacture

    Currently, High Energy Density Science (HEDS) experiments are used to support and qualify predictive physics models. These models assume ideal conditions such as energy (input) and device (target) geometry. The experiments rely on precision targets constructed from components with dimensions in the millimeter range, while having micrometer-scale, functional features, including planar steps, sine waves, and step-joint geometry on hemispherical targets. Future target designs will likely have features and forms that rival or surpass current manufacturing and characterization capability. The dimensional metrology of these features is important for a number of reasons, including qualification of sub-components prior to assembly, quantification of critical features on the as-built assemblies and as a feedback mechanism for fabrication process development. Variations in geometry from part to part can lead to functional limitations, such as unpredictable instabilities during an experiment and the inability to assemble a target from poorly matched sub-components. Adding to the complexity are the large number and variety of materials, components, and shapes that render any single metrology technique difficult to use with low uncertainty. Common materials include metal and glass foams, doped transparent and opaque plastics and a variety of deposited and wrought metals. A suite of metrology tools and techniques developed to address the many critical issues relevant to the manufacture of HEDS targets including interferometry, x-ray radiography and contact metrology are presented including two sided interferometry for absolute thickness metrology and low force probe technology for micrometer feature coordinate metrology.
