    Tampa Bay is Florida's largest open-water estuary and one of the most highly urbanized. This report summarizes and synthesizes many years of scientific investigation into Tampa Bay's geology, hydrology and hydrography, water chemistry, and biotic components. The estuary is a phytoplankton-based system, with mangroves being the second most important primary producer. Benthic organisms are abundant and diverse, although in parts of the bay the benthos consists of a relatively few opportunistic and pollution indicator species. The estuary provides habitat for the juveniles and adults of a number of commercial and recreational fishery species. Significant changes occurring as a result of urbanization and industrialization include significant declines in intertidal wetlands and seagrass meadows, changes in circulation and flushing, and degradation of water quality. Important management issues include dredge and fill operations, restoration of fisheries, increasing freshwater flow to the bay, and eutrophication. 257 refs., 85 figs., 27 tabs.

    Ten past restoration projects in Tampa Bay were evaluated. Habitats included Spartina marsh, mangrove forests, Juncus marsh, and subtidal habitat. Success was difficult to determine because goals for each project had not been defined. In-kind losses of habitat occurred in all but one project. Permanent losses occurred in at least three projects. Restoration of Spartina and Juncus marshes was recommended. Mangroves will recruit into Spartina marshes, provided a seed source is available; planting of mangroves alone is not recommended. Seagrass restoration is not recommended at this time. Twelve sites, most less than 50 ha, were identified as potential restoration sites to give 344 ha of subtidal habitat to be made shallower and 176 ha of uplands to be scraped down. The current management program's legal and policy needs for improving environmental management, the role of mitigation, and the information needed to develop mitigation plans are discussed. This report will be useful to decisionmakers concerned with wetland habitat loss and restoration in Tampa Bay, Florida, and other areas with similar habitats.

    As the title indicates, the purpose of this paper is to relate how and why Tampa Electric Company decided to select the Integrated Gasification Combined Cycle (IGCC) for their next capacity addition at Polk Power Station, Polk Unit No. 1. For a complete understanding of this process, it is necessary to review the history related to the initial formulation of the IGCC concept as it was proposed to the Department of Energy (DOE) Clean Coal Initiative Round Three. Further, it is important to understand the relationship between Tampa Electric Company and TECO Pay Services Corporation (TPS). TECO Energy, Inc. is an energy related holding company with headquarters in Tampa, Florida. Tampa Electric Company is the principal, wholly-owned subsidiary of TECO Energy, Inc. Tampa Electric Company is an investor-owned electric utility with about 3200 MW of generation capacity of which 97% is coal fired. Tampa Electric Company serves about 2,000 square miles and approximately 470,000 customers, in west central Florida, primarily in and around Hillsborough County and Tampa, Florida. Tampa Electric Company generating units consist of coal fired units ranging in size from a 110 MW coal fired cyclone unit installed in 1957 to a 450 MW pulverized coal unit with wet limestone flue gas desulfurization installed in 1985. In addition, Tampa Electric Company has six (6) No. 6 oil fired steam units totaling approximately 220 MW. Five (5) of these units, located at the Hookers Point Station, were installed in the late 1940's and early 1950's. Tampa Electric also has about 150 MW of No. 2 oil fired start-up and peaking combustion turbines. The company also owns a 1966 vintage 12 MW natural gas fired steam plant (Dinner Lake) and two nO. 6 oil fired diesel units with heat recovery equipment built in 1983 (Phillips Plant).

    Over the last ten years, Tampa Electric Company (TEC) has taken the Polk Power Station from a concept to a reality. The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station achieved first fire of the gasification system on schedule in mid-July, 1996. It was placed in commercial operation on September 30, 1996. Since start-up in July, 1996, significant advances have occurred in the design and operation of the entire IGCC train. This presentation will feature an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Several different coal feedstocks have been tested and the resulting performance will be compared to that achieved on the base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

This project is being partially funded under the Department of Energy`s Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station uses oxygen-blown, entrained-flow coal gasification technology licensed from Texaco Development Corporation in conjunction with a General Electric combined cycle with an advanced combustion turbine. This IGCC configuration demonstrates significant reductions of SO{sub 2} and NOx emissions when compared to existing and future conventional coal-fired power plants. The Polk Power Station achieved ``first fire`` of the gasification system on schedule in mid-July, 1996. It was placed into commercial operation on September 30, 1996. Since that time, significant advances have occurred in the operation of the entire IGCC train. The presentation features an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Tests of four alternate feedstocks were conducted, and the resulting performance is compared to that achieved on their base coal. This paper addresses the operating experiences which occurred in the start-up and shakedown phase of the plant. Also, with the plant being declared in commercial operation as of September 30, 1996, the paper discusses the challenges encountered in the early phases of commercial operation. Finally, the future plans for improving the reliability and efficiency of the Unit in the first quarter of 1997 and beyond, as well as plans for future alternate fuel test burns, are detailed. The presentation features an up-to-the-minute update on actual performance parameters achieved by the Polk Power Station. These parameters include overall Unit capacity, heat rate, and availability. In addition, the current status of the start-up activities for the HGCU portion of the plant is discussed.

    Directional drilling has begun this fall for a $68.5 million, approximately 110,000 b/d expansion of Central Florida Pipeline Co.`s refined products line from Tampa to Orlando. The drilling started in August and is scheduled to conclude this month, crossing under seven water bodies in Hillsborough, Polk, and Osceola counties. The current 6 and 10-in. system provides more than 90% of the petroleum products used in Central Florida, according to Central Florida Pipeline. Its additional capacity will meet the growing region`s demand for gasoline, diesel, and jet fuel. The new pipeline, along with the existing 10-in. system, will increase total annual capacity from 30 million bbl (82,192 b/d) to approximately 70 million bbl (191,781 b/d). The older 6-in. line will be shutdown when the new line is operating fully. The steps of pipeline installation are described.

    Tampa Electric Company (TEC) is in the construction phase of its new Polk Power Station Unit No. 1. This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    This is the quarterly report for 1995 of the Tampa Electric Company integrated gasification combined-cycle project at Polk Power Station. As of the end of the third quarter of 1995, engineering is essentially complete; construction is about 50% complete. The project is on schedule for the Target Project Completion Date of September 15, 1996. The work force at the site now stands at 1,300 people. Recently the project was recognized for reaching 1 million man-hours without a lost time injury. The report discusses engineering issues, project management issues, construction issues, and accomplishments of each.

    Tampa Electric Company continued efforts to complete construction and start-up of the Polk Power Station, Unit {number_sign}1 which will use Integrated Gasification Combined Cycle (IGCC) technology for power generation. From an overall standpoint, the Project continues to track well. The completion of construction system turnovers to Start-up is encouraging. Start-up will accept responsibility of the plant until turnover to operations. The major focus continues to be on the production of first Syngas, scheduled for July 17. All construction, engineering, and start-up activities are in support of Syngas production. Key activities toward this goal include final checkout and startup of remaining gasification systems, completion of punch list items required for first syngas, finalization of operating procedures, preparation of site and area access control plans, site- wide safety training, and other Process Safety management (PSM) requirements.

    This report satisfies the requirements of Cooperative Agreement DE-FC21-91MC27363, novated as of March 5, 1992, to provide an annual update report on the year`s activities associated with Tampa Electric Company`s 250 MW IGCC demonstration project for the year 1993. Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Approximately 50% of the raw, hot syngas is cooled to 900 F and passed through a moving bed of zinc-based sorbent which removes sulfur containing compounds from the syngas. The remaining portion of the raw, hot syngas is cooled to 400 F for conventional acid gas removal. Sulfur-bearing compounds from both cleanup systems are sent to a conventional sulfuric acid plant to produce a marketable, high-purity sulfuric acid by-product. The cleaned medium-BTU syngas from these processes is routed to the combined cycle power generation system where it is mixed with air and burned in the combustion section of the combustion turbine. Heat is extracted from the expanded exhaust gases in a heat recovery steam generator (HRSG) to produce steam at three pressure levels for use throughout the integrated process. A highly modular, microprocessor-based distributed control system (DCS) is being developed to provide continuous and sequential control for most of the equipment on PPS-1.

    Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project uses a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal to syngas. The gasification plant is coupled with a combined cycle power block to produce a net 250 MW electrical power output. Coal is slurried in water, combined with 95% pure oxygen from an air separation unit, and sent to the gasifier to produce a high temperature, high pressure, medium-Btu syngas with a heat content of about 250 BTUs/cf (HHV). The syngas then flows through a high temperature heat recovery unit which cools the syngas prior to its entering the cleanup systems. Molten coal ash flows from the bottom of the high temperature heat recovery unit into a water-filled quench chamber where it solidifies into a marketable slag by-product. Approximately 10% of the raw, hot syngas at 900 F is designed to pass through an intermittently moving bed of metal-oxide sorbent which removes sulfur-bearing compounds from the syngas. PPS-1 will be the first unit in the world to demonstrate this advanced metal oxide hot gas desulfurization technology on a commercial unit. The emphasis during 1996 centered around start-up activities.

    As part of the Tampa Electric Polk Power Unit No. 1, a Texaco pressurized, oxygen-blown entrained-flow coal gasifier will convert approximately 2300 tons per day of coal (dry basis) into a medium-BTU fuel gas with a heat content of about 250 BTU/scf (LHV). Syngas produced in the gasifier flows through a high-temperature heat recovery unit which cools the gases prior to entering two parallel clean-up areas. A portion (up to 50%) of the hot syngas is cooled to 1000{degrees}F and passed through a moving bed of zinc titanate sorbent which removed sulfur containing components of the fuel gas. The project will be the first in the world to demonstrate this advanced metal oxide hot gas desulfurization technology at a commercial scale. The remaining portion of the syngas is cooled to 400{degrees}F for conventional acid gas removal. This portion of the plant is capable of processing between 50% and 100% of the dirty syngas. The cleaned low-BTU syngas is then routed to the combined cycle power generation system where it is mixed with air and burned in the gas turbine combustor. Heat is extracted from the expanded exhaust gases by a heat recovery steam generator to produce high pressure steam. This steam, along with the steam generated in the gasification process, drives a steam turbine to generate an additional 132MW of power. Internal process power consumption is approximately 62MW, and includes power for coal grinding, air separation, and feed pumps. Net output from the IGCC demonstration plant will be 260MW.

    The U.S. DOE GATEWAY Demonstration Program supports demonstrations of high-performance solid-state lighting (SSL) products in order to develop empirical data and experience with the in-the-field applications of this advanced lighting technology. This report describes the process and results of the 2013 - 2014 GATEWAY demonstration of SSL technology in the Nadine McGuire Theatre and Dance Pavilion at the University of Florida, Gainesville, FL. The LED solutions combined with dimming controls utilized in four interior spaces - the Acting Studio, Dance Studio, Scene Shop, and Dressing Room - received high marks from instructors, students/performers, and reduced energy use in all cases. The report discusses in depth and detail of each project area including specifications, energy savings, and user observations. The report concludes with lessons learned during the demonstration.

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

    A small research group at the Florida Solar Energy Center has been working for several years to perform research and other work in support of U.S. Department of Energy and State of Florida energy efficiency objectives in the area of windows, skylights, clerestories, and other glazed apertures in buildings, generically called fenestrations. This work includes not only thermal energy transfer through fenestration systems but also the controlled introduction of daylight illumination for the displacement of electric lighting energy. Work in the last few years has focused almost entirely on providing technical support to the National Fenestration Rating Council`s program to introduce energy performance rating and labelling of windows into the United States. This work has included a variety of activities. (1) Annual energy performance simulations aimed at determining the relative performances of a variety of residential window and glazing options for different climates. (2) Evaluation of Lawrence Berkeley Laboratory reports and software products in the area of fenestrations. (3) Development of better computational tools for predicting the solar spectral irradiance incident on fenestration systems and contributing to solar radiant heat gain, and the effects of exterior shading. (4) Service on various committees and task groups of the NFRC as well as participation in and technical support for ASHRAE`s technical committee 4.5 on fenestrations. (5) Evaluation of the daylighting potential of commercial buildings in hot humid climates.

    The water-bearing units of the intermediate aquifer consist of discontinuous sand, gravel, shell, and limestone and dolomite beds in the Tamiami Formation of late Miocene age and the Hawthorn Formation of middle Miocene age. Within parts of Polk, Manatee, Hardee, De Soto, Sarasota, and Charlotte Counties, sand and clay beds within the Tampa Limestone that are hydraulically connected to the Hawthorn Formation are also included in the intermediate aquifer. 15 refs.

    Mercury concentrations in the sediments of south Florida wetlands have increased three fold in the last century. Because south Florida is home to many endemic and endangered species, it is important to understand the potential impacts of mercury in this ecosystem`s food web. Recent research by Malley et al. has shown mollusks to be sensitive indicators of methyl mercury which can reflect small differences in background methyl mercury concentrations. In this study, we attempted to determine if the apple snail (Pomacea paludosa) or its eggs are good indicators of bioavailable mercury. Then, using the apple snail as an indicator, we attempted to determine geographic differences in the concentrations of mercury in south Florida. 12 refs., 1 fig., 1 tab.

    Fluctuations in sea level and impending development on the west coast of Florida have aroused concern for the relatively pristine tidal marshes of the Big Bend. Landsat Thematic Mapper (TM) images for 1986 and 1995 are processed and evaluated for signs of change. The images cover 250 km of Florida`s Big Bend Gulf Coast, encompassing 160,000 acres of tidal marshes. Change is detected using the normalized difference vegetation index (NDVI) and land cover classification. The imagery shows negligible net loss or gain in the marsh over the 9-year period. However, regional changes in biomass are apparent and are due to natural disturbances such as low winter temperatures, fire, storm surge, and the conversion of forest to marsh. Within the marsh, the most prominent changes in NDVI and in land cover result from the recovery of mangroves from freezes, a decline of transitional upland vegetation, and susceptibility of the marsh edge and interior to variations in tidal flooding.

    Central Florida Pipeline Company (CFPL), a subsidiary of GATX Terminals Corp., Tampa, FL, has used directional drilling under seven water bodies in Hillsborough, Polk and Osceola Counties in constructing its new pipeline from Tampa to Orlando. Primary reason for using directional drilling is to protect the environment by minimizing water turbidity while the 16-inch diameter, 109-mile refined petroleum products pipeline is being installed. Total cost of the project is pegged at $68.5 million. Directional drilling enabled the pipe to be placed about 20 feet below the bottom of: The Alafia River in Riverview with 999 feet drilled; Port Sutton Channel near the Port of Tampa with 2,756 feet drilled; Reedy Creek Swamp at the intersection of Interstate 4 and Highway 192 which had 1,111 feet drilled; Wetland {number_sign}70 southwest of Lake Wales with 1,575 feet drilled; Peace River south of Bartow had 2,470 feet drilled; Bonnet Creek west of Kissimmee had 693 feet drilled. Shingle Creek near the borders of Osceola and Orange Counties with 1,700 feet drilled. This paper reviews the design plans for construction and the emergency response plans should a rupture occur in the line.

    The American Academy of Microbiology convened a colloquium November 6-7, 2003, in Key Largo, Florida, to discuss the application of genomic methods to the study of pathogenesis. Professionals in the fields of genomics, bacteriology, virology, eukaryotic microbiology, medicine, clinical diagnostics, bioinformatics, and forensics contributed their expertise to discussions on the recent advancements in the field and the outlook for future research. A number of recommendations were made for ensuring that progress in the field continues. The availability of genome sequences from pathogenic bacteria, viruses, and fungi and other eukaryotes has opened new horizons for the field of pathogenesis. The genomes of over 100 bacterial pathogens have been fully sequenced, and scientists are busy investigating the mechanisms that regulate the diversity of bacterial pathogens and their myriad abilities to evade host defenses. Close to 1,200 viral genomes have been sequenced, and virologists are now beginning to examine the genomes of those viruses that cause undetected, cryptic infections. These virus-host interactions can serve as a reservoir of viral genes that later emerge in novel pathogens with the potential to infect humans, economically important animals, or crops. A number of eukaryotic microbes, including several pathogenic fungi, have also been sequenced, revealing unimagined diversity among these important pathogens. Certain themes have emerged from analyses of pathogen genome sequences, and the possibility exists that a sequence-based common thread may be found linking pathogens from different taxa. The results of genome sequencing efforts have also informed the study of pathogenesis, helping to identify the ways in which pathogens bring about disease. The advances of the past several years have been great, and we are closer than ever to a comprehensive understanding of pathogenesis, but much work lies ahead.     In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012. ​

This description is based upon a compilation of data and hypotheses from published and unpublished sources. Information covered ranges from details of mangrove distribution, primary production, and diseases to asepcts of reproduction, biomass partitioning, and adaptations to stress. Mangrove ecosystems are considered in terms of zonation, succession, litter fall and decomposition, carbon export, and energy flow. Most of the components of mangrove communities are cataloged and discussed; these include mircoorganisms, plants other than mangroves, invertebrates, fishes, reptiles, amphibians, birds, and mammals. Finally, two sections summarize the value of mangrove ecosystems to man and present ways to manage this type of habitat. It is concluded that mangrove forests, which cover between 430,000 and 500,000 acres (174,000 to 202,000 ha) in Florida, are a resource of great value and should be protected and preserved wherever possible.

    Two results of Florida's continuing population growth are (1) a critical need for electricity, and (2) a solid-waste disposal crisis. During a recent winter cold snap, electric demand in one service territory surged 25% over generating capacity and 10% over net system capability. Rolling blackouts ensued. At the same time, Florida's fragile wetlands environment is suffering from years of unfettered development. Groundwater sources are contaminated, landfill space is scarce, and illegal tire dumps blight the landscape. The recently constructed Ridge generating station in Polk County, Fla. is addressing both the state's electrical and environmental needs. Ridge, which entered commercial operation in May, burns a unique mix of urban woodwaste and scrap tires to provide 45 MW of critically needed electricity while keeping large quantities of solid waste out of landfills. When pipeline construction at an adjacent landfill is completed, the facility also will burn the methane gases produced when garbage decomposes.

The effectiveness of the coordinated effort was measured by the number of violations resolved over a one year period, October 1989 to September 1990, and the costs of achieving those results were tracked by each organization participating in the project.

    St. Johns County, Florida is tackling its traffic-timing problem with a little help from an Energy Department Energy Efficiency and Conservation Block grant. The county will use the grant to improve traffic flow by re-synchronizing signals at five major road segments. In total, 23 traffic signals will be retimed and synchronized, resulting in lower fuel consumption, shorter travel times, increased travel speed, less stopping and less engine idling.

    Stormwater ponds are required in Central Florida when land is developed to treat the resulting stormwater. The St. Johns River Water Management District, the agency that regulates stormwater discharges in Central Florida, frequently approves plans that create habitat for fish and wildlife by planting desirable wetland and aquatic vegetation in the littoral zones of stormwater ponds to compensate for the loss of wetlands. The various species of fish that inhabit stormwater ponds serve as a food source to wildlife, especially wading birds. The objective of this study was to determine if fish that live in stormwater treatment ponds in Orlando, Florida contained significant concentrations of chromium. In order to determine if there were differences in chromium concentrations in fish with different foraging strategies, three species of sunfish (Centrarchidae) with substantially different foraging strategies were selected for this study: largemouth bass (Micropterus salmoides), a predator; redear sunfish (Lepomis microlophus), a bottom feeder; and bluegill sunfish (Lepomis macrochirus), an omnivore. Many researchers have shown that large quantities of chromium are found in urban runoff. Chromium sources are largely associates with the operation of motor vehicles. Several investigators have determined that chromium from urban runoff concentrates in the sediment of stormwater ponds. Sediments represent the most concentrated physical pool of metals in aquatic environments, and they are ingested by many types of aquatic organisms. Most fish are capable of accumulating heavy metals from their diet and from water through their gills. 17 refs., 1 fig., 3 tabs.

    The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic University’s South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMREC’s experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

    Ductwork installed in unconditioned attics can significantly increase the overall heating and cooling costs of residential buildings. In fact, estimated duct thermal losses for single-family residential buildings with ductwork installed in unconditioned attics range from 10% to 45%. In a study of three single-story houses in Florida, the Building America research team Consortium for Advanced Residential Buildings (CARB) investigated the strategy of using buried and/or encapsulated ducts (BED) to reduce duct thermal losses in existing homes. The BED strategy consists of burying ducts in loose-fill insulation and/or encapsulating them in closed cell polyurethane spray foam (ccSPF) insulation; specifically for use in humid climates.
