    Increasing the sustainability of nuclear energy is a longstanding road that requires a stepwise approach to successively tackle the following 3 objectives. First of all, optimize the consumption of natural resource to preserve them for future generations and hence guarantee the energetic independence of the countries (no uranium ore is needed anymore). The current twice-through cycle of Pu implemented by France, UK, Japan and soon China is a first step in this direction and already allows the development and optimization of the relevant industrial processes. It also allows a major improvement regarding the conditioning of the ultimate waste in a durable and robust nuclear glass. Secondly, the recycling of americium could be an interesting option for the future with the deployment of FR fleet to save the repository resource and optimize its use by allowing a denser disposal. It would limit the burden towards the future generations and the need for additional repositories before several centuries. Thirdly, the recycling of the whole minor actinides inventory could be an interesting option for the far-future for strongly decreasing the waste long-term toxicity, down to a few centuries. It would bring the waste issue back within the human history, which should promote its acceptance by the social opinion.

    While implementing a successful leasing program for land and facilities at the Department of Energy's Oak Ridge Operations Office in Oak Ridge, TN, the Department is now transitioning from a leasing program to one of title transfer. The program, called ''Reindustrialization'', is the result of a visionary idea to enable the use of excess resources to meet a community's needs in the wake of continued DOE downsizing. An established process included within the Comprehensive Environmental Response Compensation and Liability Act, tailored to meet DOE-ORO's objectives, was used to lease. Title transfer, using DOE's new 10 CFR 770 process, is being undertaken to meet a DOE-HQs directive to close the ORO facility where Reindustrialization is taking place. Title transfer is a key component of the closure effort. However, the process for title transfer is new, it is a DOE process, and it has not yet been completed for any facilities in the DOE complex. Making the transition from a known to an unknown has created opportunities in program design, as well as implementation, coordination and acceptance challenges in a variety of areas, and a host of lessons learned and learning.

    The Siletz Tribal Energy Program (STEP), housed in the Tribe’s Planning Department, will hire a data entry coordinator to collect, enter, analyze and store all the current and future energy efficiency and renewable energy data pertaining to administrative structures the tribe owns and operates and for homes in which tribal members live. The proposed data entry coordinator will conduct an energy options analysis in collaboration with the rest of the Siletz Tribal Energy Program and Planning Department staff. An energy options analysis will result in a thorough understanding of tribal energy resources and consumption, if energy efficiency and conservation measures being implemented are having the desired effect, analysis of tribal energy loads (current and future energy consumption), and evaluation of local and commercial energy supply options. A literature search will also be conducted. In order to educate additional tribal members about renewable energy, we will send four tribal members to be trained to install and maintain solar panels, solar hot water heaters, wind turbines and/or micro-hydro.

    Research reactors are required (in accordance with the Safeguards Agreement between the State and the IAEA) to maintain a system of nuclear material accounting and control for reporting quantities of nuclear material received, shipped, and held on inventory. Enhancements to the existing accounting and control system can be made at little additional cost to the facility, and these enhancements can make nuclear material accounting and control useful for nuclear security. In particular, nuclear material accounting and control measures can be useful in protecting against an insider who is intent on unauthorized removal or misuse of nuclear material or misuse of equipment. An enhanced nuclear material accounting and control system that responds to nuclear security is described in NSS-25G, Use of Nuclear Material Accounting and Control for Nuclear Security Purposes at Facilities, which is scheduled for distribution by the IAEA Department of Nuclear Security later this year. Accounting and control measures that respond to the insider threat are also described in NSS-33, Establishing a System for Control of Nuclear Material for Nuclear Security Purposes at a Facility During Storage, Use and Movement, and in NSS-41, Preventive and Protective Measures against Insider Threats (originally issued as NSS-08), which are available in draft form. This paper describes enhancements to existing material control and accounting systems that are specific to research reactors, and shows how they are important to nuclear security and protecting against an insider.

This guide is intended to be used with the worksheets provided in: 'The SPAR-H Human Reliability Analysis Method,' NUREG/CR-6883, dated August 2005. Each step in the process of producing a Human Error Probability (HEP) is discussed. These steps are: Step-1, Categorizing the HFE as Diagnosis and/or Action; Step-2, Rate the Performance Shaping Factors; Step-3, Calculate PSF-Modified HEP; Step-4, Accounting for Dependence, and; Step-5, Minimum Value Cutoff.     Step-by-step guidance was developed recently at Idaho National Laboratory for the US Nuclear Regulatory Commission on the use of the Standardized Plant Analysis Risk-Human Reliability Analysis (SPAR-H) method for quantifying Human Failure Events (HFEs). This work was done to address SPAR-H user needs, specifically requests for additional guidance on the proper application of various aspects of the methodology. This paper overviews the steps of the SPAR-H analysis process and highlights some of the most important insights gained during the development of the step-by-step directions. This supplemental guidance for analysts is applicable when plant-specific information is available, and goes beyond the general guidance provided in existing SPAR-H documentation.     The synthesis of complex and hybrid oxide microstructures is of fundamental interest and practical applications. However, the design and synthesis of such structures is a challenging task. We developed a solution phase process to synthesize complex silica and silica titania hybrid microstructures by exploiting the emulsion droplet based shape control and step by step growth. The strategy is robust and can be extended to make complex hybrid structures made of two or more materials while each having its own shape.

    A step-motion actuator using piezoelectric material to launch a flight mass which, in turn, actuates a drive pawl to progressively engage and drive a toothed wheel or rod to accomplish stepped motion. Thus, the piezoelectric material converts electrical energy into kinetic energy of the mass, and the drive pawl and toothed wheel or rod convert the kinetic energy of the mass into the desired rotary or linear stepped motion. A compression frame may be secured about the piezoelectric element and adapted to pre-compress the piezoelectric material so as to reduce tensile loads thereon. A return spring may be used to return the mass to its resting position against the compression frame or piezoelectric material following launch. Alternative embodiment are possible, including an alternative first embodiment wherein two masses are launched in substantially different directions, and an alternative second embodiment wherein the mass is eliminated in favor of the piezoelectric material launching itself.

    A stepped frequency ground penetrating radar system is described comprising an RF signal generating section capable of producing stepped frequency signals in spaced and equal increments of time and frequency over a preselected bandwidth which serves as a common RF signal source for both a transmit portion and a receive portion of the system. In the transmit portion of the system the signal is processed into in-phase and quadrature signals which are then amplified and then transmitted toward a target. The reflected signals from the target are then received by a receive antenna and mixed with a reference signal from the common RF signal source in a mixer whose output is then fed through a low pass filter. The DC output, after amplification and demodulation, is digitized and converted into a frequency domain signal by a Fast Fourier Transform. A plot of the frequency domain signals from all of the stepped frequencies broadcast toward and received from the target yields information concerning the range (distance) and cross section (size) of the target.

    The mission of the Center for Material Science of Nuclear Fuels (CMSNF) has been to develop a first-principles-based understanding of thermal transport in the most widely used nuclear fuel, UO2, in the presence of defect microstructure associated with radiation environments. The overarching goal within this mission was to develop an experimentally validated multiscale modeling capability directed toward a predictive understanding of the impact of radiation and fission-product induced defects and microstructure on thermal transport in nuclear fuel. Implementation of the mission was accomplished by integrating the physics of thermal transport in crystalline solids with microstructure science under irradiation through multi institutional experimental and computational materials theory teams from Idaho National Laboratory, Oak Ridge National Laboratory, Purdue University, the University of Florida, the University of Wisconsin, and the Colorado School of Mines. The Centers research focused on five major areas: (i) The fundamental aspects of anharmonicity in UO2 crystals and its impact on thermal transport; (ii) The effects of radiation microstructure on thermal transport in UO2; (iii) The mechanisms of defect clustering in UO2 under irradiation; (iv) The effect of temperature and oxygen environment on the stoichiometry of UO2; and (v) The mechanisms of growth of dislocation loops and voids under irradiation. The Center has made important progress in each of these areas, as summarized below.

    Tritium issues will play a central role in the performance and operation of next-step deuterium-tritium (DT) burning plasma tokamaks and the safety aspects associated with tritium will attract intense public scrutiny. The orders-of-magnitude increase in duty cycle and stored energy will be a much larger change than the increase in plasma performance necessary to achieve high fusion gain and ignition. Erosion of plasma-facing components will scale up with the pulse length from being barely measurable on existing machines to centimeter scale. Magnetic Fusion Energy (MFE) devices with carbon plasma-facing components will accumulate tritium by co-deposition with the eroded carbon and this will strongly constrain plasma operations. We report on a novel laser-based method to remove co-deposited tritium from carbon plasma-facing components in tokamaks. A major fraction of the tritium trapped in a co-deposited layer during the deuterium-tritium (DT) campaign on the Tokamak Fusion Test Reactor (TFTR) was released by heating with a scanning laser beam. This technique offers the potential for tritium removal in a next-step DT device without the use of oxidation and the associated deconditioning of the plasma-facing surfaces and expense of processing large quantities of tritium oxide. The operational lifetime of alternative materials such as tungsten has significant uncertainties due to melt layer loss during disruptions. Production of dust and flakes will need careful monitoring and minimization, and control and accountancy of the tritium inventory will be critical issues. Many of the tritium issues in Inertial Fusion Energy (IFE) are similar to MFE, but some, for example those associated with the target factory, are unique to IFE. The plasma-edge region in a tokamak has greater complexity than the core due to lack of poloidal symmetry and nonlinear feedback between the plasma and wall.     Potential economic distortions are associated with rigid pricing and output contingency clauses in long term natural gas contracts. High take-or-pay provisions may give rise to sub-optimal production and consumption patterns and result in misallocation of resources. The inefficiency of existing inflexible take-or-pay contracts and the liabilities they have engendered have been recognized by FERC as a major impediment to competition. Assuming that market pressure will induce producers and pipelines to renegotiate their take-or-pay contracts, FERC relied on its certification authority and enforcement power to promote competition through the establishment of an open access transportation system. But because FERC's market approach to take-or-pay problems does not comport with its duty to protect consumers and pipelines, the Commission resorted to the prudence review process to achieve its dual goal of resolving take-or-pay problems and unbundling gas services. FERC's use of the prudence review process in a dispositive manner as well as an incentive to induce compliance with the new rules aimed at furthering competition raises many legal and policy questions. It lacks clearly established definitional, procedural, and substantive rules regarding the applicability of the prudence test to the pipelines' purchasing practices. Also lacking is a definition of the relationship between prudence, and price and output stipulations in non-jurisdictional producer-pipeline contracts. Consequently, the uncertainties concerning the application of prudence to the purchasing practices of the pipelines may be a significant factor in delaying commitments to the development of reserves for future natural gas supply. Furthermore, the current prudence practice may carry the risk of backdoor regulation of natural gas production.

    The identification of continental encroachment cycles and subcycles by using sequence stratigraphy can assist explorationists in locating source rocks. The continental encroachment cycles are associated with the breakup of the supercontinents and fit a smooth long-term eustatic curve. They are first order, with a duration greater than 50 m.y., and are composed of transgressive and regressive phases inducing major changes in shoreline. The limit between the transgressive and regressive phases corresponds to a major downlap surface, and major marine source rocks are often found in association with this surface, particularly in the northern hemisphere. Potential {open_quotes}secondary{close_quotes} source rock intervals can also be sought by sequence stratigraphy because each continental encroachment cycle is composed of several subcycles, and the same configuration of a regressive forestepping phase overlying a transgressive backstepping phase also creates a downlap surface that may correspond with organic-rich intervals. The stratigraphic distribution of source rocks and related reserves fits reasonably well with continental encroachment cycles and subcycles. For instance, source rocks of Silurian, Upper Jurassic, and Middle-Upper Cretaceous are associated with eustatic highs and bear witness to this relationship. The recognition and mapping of such downlap surfaces is therefore a useful step to help map source rocks. The interpretation of sequence stratigraphy from regional seismic lines, properly calibrated with geochernical data whenever possible, can be of considerable help in the process. Several examples from around the world illustrate the power of the method: off-shore of eastern Venezuela, coastal basin of Angola, western Africa, the North Sea, south Algeria, and the North Caucasian trough.

    We calculate the effect on phonon transport of substrate-induced bends in graphene. We consider bending induced by an abrupt kink in the substrate, and provide results for different step-heights and substrate interaction strengths. We find that individual substrate steps reduce thermal conductance in the range between 5% and 47%. We also consider the transmission across linear kinks formed by adsorption of atomic hydrogen at the bends and find that individual kinks suppress thermal conduction substantially, especially at high temperatures. Our analysis show that substrate irregularities can be detrimental for thermal conduction even for small step heights.

    This paper will complement that delivered by Thomas root by following his historical analysis of the Fifth Amendment through recent case law with an analysis of regulatory taking through environmental statutes. The discussion will center on takings of water rights through application of the Clean Water Act and the Threatened and Endangered Species Act. Although the examples used will be hypothetical, they will be based upon factual situations. Some of the issues presented for consideration will be an examination of standing of municipalities and corporations under the Fifth Amendment, federal and state legislation impacting the judicial trend toward reviving the Fifth Amendment, budgetary considerations, and convergence from focus on real property to other types of property.     If HIA is to be an effective instrument for optimising health interests in the policy making process it has to recognise the different contests in which policy is made and the relevance of both technical rationality and political rationality. Policy making may adopt a rational perspective in which there is a systematic and orderly progression from problem formulation to solution or a network perspective in which there are multiple interdependencies, extensive negotiation and compromise, and the steps from problem to formulation are not followed sequentially or in any particular order. Policy problems may be simple with clear causal pathways and responsibilities or complex with unclear causal pathways and disputed responsibilities. Network analysis is required to show which stakeholders are involved, their support for health issues and the degree of consensus. From this analysis three models of HIA emerge. The first is the phases model which is fitted to simple problems and a rational perspective of policymaking. This model involves following structured steps. The second model is the rounds (Echternach) model that is fitted to complex problems and a network perspective of policymaking. This model is dynamic and concentrates on network solutions taking these steps in no particular order. The final model is the 'garbage can' model fitted to contexts which combine simple and complex problems. In this model HIA functions as a problem solver and signpost keeping all possible solutions and stakeholders in play and allowing solutions to emerge over time. HIA models should be the beginning rather than the conclusion of discussion the worlds of HIA and policymaking.

The dependence of the ideal ballooning {beta} limit on aspect ratio, A, and elongation {kappa} is systematically explored for nearly 100% bootstrap current driven tokamak equilibria in a wide range of the shape parameters (A = 1.2-7.0, {kappa} = 1.5-6.0 with triangularity {delta} = 0.5). The critical {beta}{sub N} is shown to be optimal at {kappa} = 3.0-4.0 for all A studied and increases as A decreases with a dependence close to A{sup -0.5}. The results obtained can be used as a theoretical basis for the choice of optimum aspect ratio and elongation of next step burning plasma tokamaks or tokamak reactors.

    The imaginary time step (ITS) method is applied to solve the Dirac equation with nonlocal potentials in coordinate space. Taking the nucleus {sup 12}C as an example, even with nonlocal potentials, the direct ITS evolution for the Dirac equation still meets the disaster of the Dirac sea. However, following the recipe in our former investigation, the disaster can be avoided by the ITS evolution for the corresponding Schroedinger-like equation without localization, which gives the convergent results exactly the same with those obtained iteratively by the shooting method with localized effective potentials.

    Growth of InAs/AlAs short-period superlattices on appropriately miscut (001) InP substrates is shown to alter the microstructure of composition modulation from a 2D organization of short compositionally enriched wires to a single dominant modulation direction and wire lengths up to {approximately}1 {micro}m. The effects of miscut are interpreted in terms of surface step orientation and character. The material is strongly modulated and exhibits intense optical emission. The 1D modulations appear potentially useful for new devices that take advantage of the preferred direction formed in the growth plane.
