    SciTech Connect (OSTI)

Whicker, Jeffrey J [Los Alamos National Laboratory; Mcnaughton, Michael W [Los Alamos National Laboratory

    2009-01-01T23:59:59.000Z

Office workers are exposed to radon while at work and at home. Though there has been a multitude of studies reporting the measurements of radon concentrations and potential lung and effective doses associated with radon and progeny exposure in homes, similar studies on the concentrations and subsequent effective dose rates in the non-mine workplaces are lacking. Additionally, there are few, if any, comparative analyses of radon exposures at more 'typical' workplace with residential exposures within the same county. The purposes of this study were to measure radon concentrations in office and residential spaces in the same county and explore the radiation dose implications. Sixty-five track-etch detectors were deployed in office spaces and 47 were deployed in residences, all within Los Alamos County, New Mexico, USA. The sampling periods for these measurements were generally about three months. The measured concentrations were used to calculate and compare effective dose rates resulting from exposure while at work and at home. Results showed that full-time office workers receive on average about 8 times greater exposure at home than while in the office (2.3 mSv yr-! versus 0.3 mSv yr-!). The estimated effective dose rate for a more homebound person was about 3 mSv yr-!. Estimating effective doses from background radon exposure in the same county as Los Alamos National Laboratory, with thousands of'radiological workers,' highlights interesting contrasts in radiation protection standards that span public and occupational settings. For example, the effective dose rate from background radon exposure in unregulated office spaces ranged up to 1.1 mSv yr-!, which is similar to the 1 mSv yr-! threshold for regulation ofa 'radiological worker,' as defined in the Department of Energy regulations for occupational exposure. Additionally, the estimated average effective dose total of> 3 mSv yf! from radon background exposure in homes stands in contrast to the 0.1 mSv yr-! air pathway effective public dose limit regulated by the Environmental Protection Agency for radioactive air emissions.

    SciTech Connect (OSTI)

    Nekoogar, F; Martz, Jr., H E

    2009-09-23T23:59:59.000Z

The purpose of this statement of work is for third party collaborators to train, validate and have Lawrence Livermore National Security, LLC (LLNS) evaluate algorithms to detect liquid threats in digital radiography (DR)/TIP Ready X-ray (TRX) images that will be provided by LLNS through the Transportation and Security Administration (TSA). LLNS will provide a set of images with threat(s) to determine detection rates and non-threat images from airports to determine false alarm rates. A key including a bounding box showing the locations of the threats and non-threats will be provided for the images. It is expected that the Subcontractor shall use half of the images with their keys for training the algorithms and the other half shall be used for validation (third party evaluation) purposes. The Subcontractor shall not use the key to the second half of the data other than for the validation and reporting of the performance of its algorithm (not for training). The Subcontractor has 45 business days from the receipt of datasets and the Subcontract to: (1) Run their detection/classification algorithms on the data; (2) Deliver a final report describing their performance by generating Receiver Operator Characteristic (ROC) curves using their algorithm; and (3) Deliver a copy of the third party's executable software (already trained and validated by the datasets) to LLNL accompanied by a user manual. LLNS will evaluate the performance of the same algorithm on another separate set of data. LLNS evaluation of the Subcontractor's algorithm will be documented in a final report within 30 days of receiving the executable code. This report will be sent to TSA and the report may be disseminated to the Subcontract at TSA's discretion.

This document lists a set of (refereed and unrefereed) scientific publications based on data taken with the instruments of the Italian Telescopio Nazionale Galileo (TNG, mainly from the year 2000 onward) and the technical papers describing the development of the TNG project from the "phase A" (late '80s) until the end of year 2005. The collection is compiled by searching for publications on the internet. In particular, the search engines of the NASA Astrophysics Data System and Google Scholar are used. This work represents the first attempt to probe the scientific production of the TNG and will be updated regularly from year to year. Comments and suggestions are welcome.

Federal R and D must be principally focused on solving public problems that the marketplace is failing to address. With few exceptions programs must be supported by roadmaps that show how the R and D is linked to public outcomes. Federal R and D and those who perform it must be judged in terms of the public outcomes. The overarching issues of federal R and D policy, what it should address, how to manage it, who should perform it, how to perform it, what works best, etc. are highly complex and lack a strong theoretical foundation. (In fact, the linear, assembly-line model used by policymakers is wrong.) It is time that policymakers recognize and acknowledge the uncertainty of their work and conduct a wide array of policy experiments (the authors consider SEMATECH such an experiment) that are supported by public outcome metrics. In addition to making federal R and D better address public needs, such an approach to policy making could raise the public`s interest in T and S policy. Of course, as in any experiment the results may be measured and if failures aren`t observed, it is likely that policies lack vision and imagination. It is time to abandon the budget driven federal R and D system where performers of federal R and D are treated as constituents, and replace it with a public problem--public outcome driven system where public problems are prioritized and the budget is distributed to agencies according to these priorities.

Terwilliger, Thomas C. [Los Alamos National Laboratory

    2012-06-04T23:59:59.000Z

Within the ICSTI Insights Series we offer three articles on the 'living publication' that is already available to practitioners in the important field of crystal structure determination and analysis. While the specific examples are drawn from this particular field, we invite readers to draw parallels in their own fields of interest. The first article describes the present state of the crystallographic living publication, already recognized by an ALPSP (Association of Learned and Professional Society Publishers) Award for Publishing Innovation in 2006. The second article describes the potential impact on the record of science as greater post-publication analysis becomes more common within currently accepted data deposition practices, using processed diffraction data as the starting point. The third article outlines a vision for the further improvement of crystallographic structure reports within potentially achievable enhanced data deposition practices, based upon raw (unprocessed) diffraction data. The IUCr in its Commissions and Journals has for many years emphasized the importance of publications being accompanied by data and the interpretation of the data in terms of atomic models. This has been followed as policy by numerous other journals in the field and its cognate disciplines. This practice has been well served by databases and archiving institutions such as the Protein Data Bank (PDB), the Cambridge Crystallographic Data Centre (CCDC), and the Inorganic Crystal Structure Database (ICSD). Normally the models that are archived are interpretations of the data, consisting of atomic coordinates with their displacement parameters, along with processed diffraction data from X-ray, neutron or electron diffraction studies. In our current online age, a reader can not only consult the printed word, but can display and explore the results with molecular graphics software of exceptional quality. Furthermore, the routine availability of processed diffraction data allows readers to perform direct calculations of the electron density (using X-rays and electrons as probes) or the nuclear density (using neutrons as probe) on which the molecular models are directly based. This current community practice is described in our first article. There are various ways that these data and tools can be used to further analyze the molecules that have been crystallized. Notably, once a set of results is announced via the publication, the research community can start to interact directly with the data and models. This gives the community the opportunity not only to read about the structure, but to examine it in detail, and even generate subsequent improved models. These improved models could, in principle, be archived along with the original interpretation of the data and can represent a continuously improving set of interpretations of a set of diffraction data. The models could improve both by correction of errors in the original interpretation and by the use of new representations of molecules in crystal structures that more accurately represent the contents of a crystal. These possible developments are described in our second article. A current, significant, thrust for the IUCr is whether it would be advantageous for the crystallographic community to require, rather than only encourage, the archiving of the raw (unprocessed) diffraction data images measured from a crystal, a fibre or a solution. This issue is being evaluated in detail by an IUCr Working Group (see http://forums.iucr.org). Such archived raw data would be linked to and from any associated publications. The archiving of raw diffraction data could allow as yet undeveloped processing methods to have access to the originally measured data. The debate within the community about this much larger proposed archiving effort revolves around the issue of 'cost versus benefit'. Costs can be minimized by preserving the raw data in local repositories, either at centralized synchrotron and neutron research institutes, or at research universities. Archiving raw data is also perceived as bein

Magnetically levitated passenger-transportation vehicles, using attractive and repulsive magnetic forces, are currently in the development or prototype-revenue stages in Japan and Germany. The basic principles of these technologies have been understood for several decades, but their practical applications awaited advances in high-power electronic devices, modern controls, superconducting magnets, and improvements in our transportation infrastructures. A considerable amount of work was devoted to magnetic-levitation (maglev) transportation system in the late 1960s and the 1970s. Detailed development was sustained primarily in Germany and Japan. This listing of publications was begun as the initial phase of a design study for a maglev development facility sponsored by the State of Illinois. The listing has been continually updated under programs sponsored by the Federal Railroad Administration and the US Army Corps of Engineers. In 1991, the National Maglev Initiative issued 27 contracts for the study of technical issues related to maglev and four contracts for the definition of maglev systems. In December 1991, the Intermodal Surface Transportation Efficiency Act was enacted, mandating the development of a US-designed maglev system in a six-year period. This listing is offered as an aid to those working on these projects, to help them locate technical papers on relevant technologies. The design and installation of a maglev transportation system will require the efforts of workers in many disciplines, from electronics to economics to safety. Accordingly, the references have been grouped in 14 different sections to expedite review of the listing. In many case, the references are annotated to indicate the general content of the papers. Abstracts are not available. A list of information services from which the listed documents might be obtained and an author index are provided.

As industries move forward with their daily activities or attempt to introduce new technologies or changes to their operations, they encounter a series of reactions from the regulatory community and the public. How a company approaches and deals with these factors that can influence the general perception of a situation can greatly affect the duration of the process and the severity of the reactions. One of the most critical components that can have impact this process is how you communicate with the public. From the experiences gained in the field, a method for communicating with the public has been developed that can assist a combustion facility in this effort.

All classified issuances are omitted - even those papers, themselves unclassified, which were published only as part of a classified document. If a paper was published more than once, all places of publication are included. The bibliography includes Los Alamos National Laboratory reports, papers released as non-Laboratory reports, journal articles, books, chapters of books, conference papers either published separately or as part of conference proceedings issued as books or reports, papers published in congressional hearings, theses, and US patents. Publications by Los Alamos authors that are not records of Laboratory-sponsored work are included when the Library becomes aware of them.

    2013-10-18T23:59:59.000Z

Sensors play a key role in detecting both charged particles and photons for all three frontiers in Particle Physics. The signals from an individual sensor that can be used include ionization deposited, phonons created, or light emitted from excitations of the material. The individual sensors are then typically arrayed for detection of individual particles or groups of particles. Mounting of new, ever higher performance experiments, often depend on advances in sensors in a range of performance characteristics. These performance metrics can include position resolution for passing particles, time resolution on particles impacting the sensor, and overall rate capabilities. In addition the feasible detector area and cost frequently provides a limit to what can be built and therefore is often another area where improvements are important. Finally, radiation tolerance is becoming a requirement in a broad array of devices. We present a status report on a broad category of sensors, including challenges for the future and work in progress to solve those challenges.

The National Ignition Facility, located at Lawrence Livermore National Laboratory, is the world's largest laser system... 192 huge laser beams in a massive building, all focused down at the last moment at a 2 millimeter ball containing frozen hydrogen gas. The goal is to achieve fusion... getting more energy out than was used to create it. It's never been done before under controlled conditions, just in nuclear weapons and in stars. We expect to do it within the next 2-3 years. The purpose is threefold: to create an almost limitless supply of safe, carbon-free, proliferation-free electricity; examine new regimes of astrophysics as well as basic science; and study the inner-workings of the U.S. stockpile of nuclear weapons to ensure they remain safe, secure and reliable without the need for underground testing. The Public Information Plan is intended to be used in conjunction with the U.S. Department of Energy (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project Public Participation Plan. The Public Participation Pion describes the DOE procedure for involving the public in the decision-making process related to the UMTRA Project during the stages at which public participation is required and solicited. This Public Information Plan describes the department`s procedure for communicating with the public about project policies, plans, and activities. Together, these complementary plans describe the DOE public affairs program for the UMTRA Project. This project was authorized by Congress in the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, (Public Law (PL) 95-6041), as amended. The Act provides for a cooperative effort with affected states and Indian tribes for the cleanup of designated abandoned or inactive uranium mill tailings sites, which are located in 10 states, 9 of them west of the Mississippi River. The public has a right to know about proposed government actions and to be heard in the planning of activities that influence their lives. The UMTRA Project is unclassified and the DOE provides accurate information about policy and project activities to interested stakeholders, including the news media, in a timely way. The DOE encourages states and local governments, as well as individuals, to join actively in the decision-making process. This is intended to ensure that the resulting decisions are made with full knowledge of the public`s views and that these decisions address the public`s concerns to the extent possible within the law. The DOE, through the implementation of the Public Information Plan, keeps the public informed on matters such as health concerns, environmental issues, remedial action construction plans, project costs, and specific site activities.

  13. Spent Fuel Working Group Report. Volume 1

    SciTech Connect (OSTI)

    O`Toole, T.

    1993-11-01T23:59:59.000Z

The Department of Energy is storing large amounts of spent nuclear fuel and other reactor irradiated nuclear materials (herein referred to as RINM). In the past, the Department reprocessed RINM to recover plutonium, tritium, and other isotopes. However, the Department has ceased or is phasing out reprocessing operations. As a consequence, Department facilities designed, constructed, and operated to store RINM for relatively short periods of time now store RINM, pending decisions on the disposition of these materials. The extended use of the facilities, combined with their known degradation and that of their stored materials, has led to uncertainties about safety. To ensure that extended storage is safe (i.e., that protection exists for workers, the public, and the environment), the conditions of these storage facilities had to be assessed. The compelling need for such an assessment led to the Secretary`s initiative on spent fuel, which is the subject of this report. This report comprises three volumes: Volume I; Summary Results of the Spent Fuel Working Group Evaluation; Volume II, Working Group Assessment Team Reports and Protocol; Volume III; Operating Contractor Site Team Reports. This volume presents the overall results of the Working Group`s Evaluation. The group assessed 66 facilities spread across 11 sites. It identified: (1) facilities that should be considered for priority attention. (2) programmatic issues to be considered in decision making about interim storage plans and (3) specific vulnerabilities for some of these facilities.

This Current Year Work Plan presents a detailed description of the activities to be performed by the Joint Integration Office during FY87. It breaks down the activities into two major work areas: Program Management and Program Analysis. Program Management is performed by the JIO by providing technical planning and guidance for the development of advanced TRU waste management capabilities. This includes equipment/facility design, engineering, construction, and operations. These functions are integrated to allow transition from interim storage to final disposition. JIO tasks include program requirements identification, long-range technical planning, budget development, program planning document preparation, task guidance, task monitoring, information gathering and task reporting to DOE, interfacing with other agencies and DOE lead programs, integrating public involvement with program efforts, and preparation of program status reports for DOE. Program Analysis is performed by the JIO to support identification and assessment of alternatives, and development of long-term TRU waste program capabilities. This work plan includes: system analyses, requirements analyses, interim and procedure development, legislative and regulatory analyses, dispatch and traffic analyses, and data bases.

    2015-04-20T23:59:59.000Z

In recent years we have witnessed a concentrated effort to make sense of thermodynamics for small-scale systems. One of the main difficulties is that, at the nano-scale, thermal fluctuations of energy in general render it conceptually difficult to distinguish work from heat. Despite of several attempts to resolve this issue, many of which inspired by quantum information theory, there is still remarkable little consensus on it. In this work, we attempt to define work in a strictly operational way. In our resource-theoretic approach, agents wish to agree upon how much work needs to be invested to effect a transition from one state of an arbitrary quantum work-storage device to another. We introduce basic operational principles, and deduce from them a strict set of mathematical properties that any reasonable function quantifying such work has to fulfil. One of those generalises strong sub-additivity, a key property in quantum information theory, to the domain of thermodynamics. We show that one work quantifier fulfilling all the required properties is the difference of the non-equilibrium free energy of the initial and final state of the work-storage system. More generally, for any work quantifier fulfilling the stated properties, we can derive a quantitative second law in the sense of bounding the work that can be performed using some non-equilibrium resource by the work that is needed to create it. We furthermore discuss the role of path dependence for work quantifiers and the connection to the concept of probability-distributions of work. Our mathematical results can be formulated abstractly and carry over to other resource theories than quantum thermodynamics.

We report findings from a national Internet survey and a subset of questions administered by telephone in mid-2011 on public assessments of contemporary and emerging interstate nuclear threats, support for strategic arms control, and preferences for responding to limited nuclear attacks on the United States. Additionally, we analyze public views of the threat of terrorism, including cyber attacks, assessments of progress in the struggle against terrorism, and preferences for responding to an act of radiological terrorism against the United States. Also, we report findings from an Internet survey and a subset of questions administered by telephone among the American public in mid-2011 on US energy and environmental security. Key areas of investigation include public views on energy requirements, preferences for energy sources, energy conservation versus development, energy independence, implications of events at Fukushima, Japan, for US public support of nuclear generation, preferences for managing used nuclear fuel, and trust in nuclear risk assessments from government and other public sources. Where possible, findings from each survey are compared with previous surveys in this series for analyses of trends.

In accordance with the Inspector General`s Strategic Planning Policy directive, the Office of Inspector General (OIG) annually updates its Strategic Plan with budgetary and program guidance for the next fiscal year. The program guidance identifies and establishes priorities for OIG coverage of important DOE issues and operations, provides the basis for assigning OIG resources, and is the source for issues covered in Assistant Inspectors General annual work plans. The Office of the Assistant Inspector General for Audits (AIGA) publishes an Annual Work Plan in September of each year. The plan includes the OIG program guidance and shows the commitment of resources necessary to accomplish the assigned work and meet our goals. The program guidance provides the framework within which the AIGA work will be planned and accomplished. Audits included in this plan are designed to help insure that the requirements of our stakeholders have been considered and blended into a well balanced audit program.

Pacific Northwest National Laboratory investigated the profitability of operating a Navy ship's generators (in San Diego) during high electricity price periods rather than the ships hooking up to the Base electrical system for power. Profitability is predicated on the trade-off between the operating and maintenance cost incurred by the Navy for operating the ship generators and the net profit associated with the sale of the electric power on the spot market. In addition, PNNL assessed the use of the ship's generators as a means to achieve predicted load curtailments, which can then be marketed to the California Independent System Operator.

Base Catalyzed Decomposition (BCD) is a chemical dehalogenation process designed for treating soils and other substrate contaminated with polychlorinated biphenyls (PCB), pesticides, dioxins, furans, and other hazardous organic substances. PCBs are heavy organic liquids once widely used in industry as lubricants, heat transfer oils, and transformer dielectric fluids. In 1976, production was banned when PCBs were recognized as carcinogenic substances. It was estimated that significant quantities (one billion tons) of U.S. soils, including areas on U.S. military bases outside the country, were contaminated by PCB leaks and spills, and cleanup activities began. The BCD technology was developed in response to these activities. This report details the evolution of the process, from inception to deployment in Guam, and describes the process and system components provided to the Navy to meet the remediation requirements. The report is divided into several sections to cover the range of development and demonstration activities. Section 2.0 gives an overview of the project history. Section 3.0 describes the process chemistry and remediation steps involved. Section 4.0 provides a detailed description of each component and specific development activities. Section 5.0 details the testing and deployment operations and provides the results of the individual demonstration campaigns. Section 6.0 gives an economic assessment of the process. Section 7.0 presents the conclusions and recommendations form this project. The appendices contain equipment and instrument lists, equipment drawings, and detailed run and analytical data.

Disclosed is a long working distance interference microscope suitable for three-dimensional imaging and metrology of MEMS devices and test structures on a standard microelectronics probe station. The long working distance of 10-30 mm allows standard probes or probe cards to be used. This enables nanometer-scale 3-D height profiles of MEMS test structures to be acquired across an entire wafer. A well-matched pair of reference/sample objectives is not required, significantly reducing the cost of this microscope, as compared to a Linnik microinterferometer.

    1995-10-01T23:59:59.000Z

This FY 1996 Office of Inspector General (OIG) Annual Work Plan is a summary and distillation of information contained in annual work plans, and includes audits and inspections that are carried over from FY 1995 as well as audits and inspections scheduled to start during FY 1996. Audits and inspections included in this consolidated OIG Annual Work Plan will be performed by OIG staff. Specialized expertise available through a Certified Public Accounting firm will be used to assist in auditing the Department`s financial statements. As part of the OIG Cooperative Audit Strategy, additional audit coverage of the Department`s programs is provided by internal auditors of the Department`s integrated contractors. Through the Cooperative Audit Strategy, the OIG ensures that the internal auditors satisfy audit standards, provides planning guidance to the internal auditors, coordinates work to avoid duplication, and tracks the work of internal auditors to ensure that needed audits are performed. Applicable portions of the four annual work plans issued for Fiscal Year 1996 by the Deputy/Assistant Inspectors General have been combined to form a major part of this overall OIG Annual Work Plan. Also included are portions of the most recent OIG Semiannual Reports to Congress to give an overview of the OIG`s mission/organization, resource status, and the environment in which the OIG currently operates. The OIG Annual Work Plan also lists ongoing and planned audits and inspections, and it presents investigative statistics which have been previously reported in the two OIG Semiannual Reports to Congress which cover Fiscal Year 1995. Furthermore, included in this work plan are descriptions of several innovations developed by the OIG to streamline its operations and to conserve as much efficiency and economy as possible in a time of resource reductions.

Los Alamos evaluates covariances for nuclear data library, mainly for actinides above the resonance regions and light elements in the enUre energy range. We also develop techniques to evaluate the covariance data, like Bayesian and least-squares fitting methods, which are important to explore the uncertainty information on different types of physical quantities such as elastic scattering angular distribution, or prompt neutron fission spectra. This paper summarizes our current activities of the covariance evaluation work at LANL, including the actinide and light element data mainly for the criticality safety study and transmutation technology. The Bayesian method based on the Kalman filter technique, which combines uncertainties in the theoretical model and experimental data, is discussed.

    1995-09-30T23:59:59.000Z

In April 1994, the Department of Energy (DOE) Strategic Plan was issued. This Plan presents the Department`s strategic outlook in response to a changing world. It discusses the Department`s unique capabilities; its mission, vision, and core values; and key customer and stakeholder considerations. The DOE Strategic Plan lists business strategies and critical success factors which are intended to aid the Department in accomplishing its mission and reaching its vision of itself in the future. The Office of Inspector General (OIG) has an important role in carrying out the goals and objectives of the Secretary`s Strategic Plan. The ultimate goal of the OIG is to facilitate positive change by assisting its customers, responsible Government officials, in taking actions to improve programs and operations. The Inspector General annually issues his own Strategic Plan that contains program guidance for the next fiscal year. As part of its responsibility in carrying out the OIG mission, the Office of the Deputy Inspector General for Audit Services (Office of Audit Services) publishes an Annual Work Plan that sets forth audits that are planned for the next fiscal year. Selection of these audits is based on the overall budget of the Department, analyses of trends in Departmental operations, guidance contained in the agency`s strategic plans, statutory requirements, and the expressed needs and audit suggestions of Departmental program managers and OIG managers and staff. This work plan includes audits that are carried over from FY 1995 and audits scheduled to start during FY 1996. Audits included in the plan will be performed by OIG staff.

By cross-coupling two logistic maps a novel method is proposed for the public key steganography in JPEG image. Chaotic maps entail high complexity in the used algorithm for embedding secret data in a medium. In this paper, discrete cross- coupled chaotic maps are used to specifying the location of the different parts of the secret data in the image. Modifying JPEG format during compressing and decompressing, and also using public key enhanced difficulty of the algorithm. Simulation results show that in addition to excessive capacity, this method has high robustness and resistance against hackers and can be applicable in secret communication. Also the PSNR value is high compared to the other works.
