    The Project work was begun in January of 1995 and was completed in May of 1996. The authors performed a broad value engineering study to examine all parts and functions to lower costs, improve functioning and safety. The results of the Phase 1 work was a total redesign of the original Energy Saver resulting in two components instead of three, a weight of four pounds versus the original fourteen pounds and a reduction from 21 pieces to 10 pieces. The manufactured cost dropped from $350 to $175. Based on these improvements the Value Improvement Project has been successful. The second generation unit was named the BROIL-MASTER and has been registered under the Provisional Application (Patent) Program. The authors performed a technical analysis to determine the potential energy savings of applications identified and collect data on host product gas consumption, payback period, and other cost/saving relationships. The industrial search for energy project applications for the authors design was not successful. Seven Broil-Master demonstration projects have been successfully completed. The Broil-Master has received certification from the American Gas Association and UL approval is due by the end of July. The Restaurant Equipment Test Center of Pacific Gas and Electric is interested in testing the Broil-Master sometime in 1996. The Broil-Master was shown at an International Restaurant Equipment Show in September, 1995 and the National Restaurant Show in May, 1996. The authors now have under way four tests with chains and several other tests pending.

    The Home Energy Saver (HES, http://HomeEnergySaver.lbl.gov) is an interactive web site designed to help residential consumers make decisions about energy use in their homes. This report describes the underlying methods and data for estimating energy consumption. Using engineering models, the site estimates energy consumption for six major categories (end uses); heating, cooling, water heating, major appliances, lighting, and miscellaneous equipment. The approach taken by the Home Energy Saver is to provide users with initial results based on a minimum of user input, allowing progressively greater control in specifying the characteristics of the house and energy consuming appliances. Outputs include energy consumption (by fuel and end use), energy-related emissions (carbon dioxide), energy bills (total and by fuel and end use), and energy saving recommendations. Real-world electricity tariffs are used for many locations, making the bill estimates even more accurate. Where information about the house is not available from the user, default values are used based on end-use surveys and engineering studies. An extensive body of qualitative decision-support information augments the analytical results.

    The U.S. Department of Housing and Urban Development (HUD) recently announced the creation of a pilot loan program for home energy improvements. The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    The Department of Energy (DOE) Commercially Available LED Product Evaluation and Reporting (CALiPER) Program was established in 2006 to investigate the performance of light-emitting diode (LED) based luminaires and replacement lamps. To help users better compare LED products with conventional lighting technologies, CALiPER has also performed benchmark research and testing of traditional (i.e., non-LED) lamps and fixtures. This benchmark report addresses standard 4-foot fluorescent lamps (i.e., T12 and T8) and the 2-foot by 4-foot recessed troffers in which they are commonly used. This report also examines available LED replacements for T12 and T8 fluorescent lamps, and their application in fluorescent troffers. The construction and operation of linear fluorescent lamps and troffers are discussed, as well as fluorescent lamp and fixture performance, based on manufacturer data and CALiPER benchmark testing. In addition, the report describes LED replacements for linear fluorescent lamps, and compares their bare lamp and in situ performance with fluorescent benchmarks on a range of standard lighting measures, including power usage, light output and distribution, efficacy, correlated color temperature, and the color rendering index. Potential performance and application issues indicated by CALiPER testing results are also examined.

    The 1500 W helium refrigerator system utilizes two oil-injected screw compressors staged to feed a liquid nitrogen pre-cooled cold box. Refrigeration is provided by two Sulzer TGL-22 magnetic/gas bearing turbines. The refrigerator feeds six magnet test stands via a 10,000 L dewar and subcooler equipped distribution box. The design of the controls has permitted the system to be routinely operated 24 hours/day, seven days/week with only five operators. It has operated approximately 90% of the 4-1/2 years prior to shutting down in 1984 for a period of one year to move the compressor skid. Scheduled maintenance, failures, repairs and holidays are about equal to the 10% off time. The equipment described was used to test approximately 1200 superconducting magnets for the Fermilab accelerator ring. The seven year operating experience is presented as an equipment and technique review. Compressor hours currently exceed 42,000 and turbine hours exceed 39,000 each. Failure rates, causes, preventive maintenance, monitoring practices and equipment, and modifications are examined along with notes on some of the more successful applications of technique and equipment. 4 refs.
