Sierra/SolidMechanics (Sierra/SM) is a Lagrangian, three-dimensional code for the analysis of solids and structures. It provides capabilities for explicit dynamic and implicit quasistatic and dynamic analyses. The explicit dynamics capabilities allow for the efficient and robust solution of models subjected to large, suddenly applied loads. For implicit problems, Sierra/SM uses a multi-level iterative solver, which enables it to effectively solve problems with large deformations, nonlinear material behavior, and contact. Sierra/SM has a versatile library of continuum and structural elements, and an extensive library of material models. The code is written for parallel computing environments, and it allows for scalable solutions of very large problems for both implicit and explicit analyses. It is built on the SIERRA Framework, which allows for coupling with other SIERRA mechanics codes. This document describes the functionality and input structure for Sierra/SM.

Polymers and fiber-reinforced polymer matrix composites play an important role in many Defense Program applications. Recently an advanced nonlinear viscoelastic model for polymers has been developed and incorporated into ADAGIO, Sandia's SIERRA-based quasi-static analysis code. Standard linear elastic shell and continuum models for fiber-reinforced polymer-matrix composites have also been added to ADAGIO. This report details the use of these models for advanced adhesive joint and composites simulations carried out as part of an Advanced Simulation and Computing Advanced Deployment (ASC AD) project. More specifically, the thermo-mechanical response of an adhesive joint when loaded during repeated thermal cycling is simulated, the response of some composite rings under internal pressurization is calculated, and the performance of a composite container subjected to internal pressurization, thermal loading, and distributed mechanical loading is determined. Finally, general comparisons between the continuum and shell element approaches for modeling composites using ADAGIO are given.

    SciTech Connect (OSTI)

    Cisse, I.K.; Laquerbe, M.

    2000-01-01

To capitalize on the local materials of Senegal (agricultural and industrial wastes, residual fines from crushing process, sands from dunes, etc.), rise husk ash and residues of industrial and agricultural wastes have been used as additions in sandcretes. The mechanical resistance of sandcrete blocks obtained when unground ash (and notably the ground ash) is added reveals that there is an increase in performance over the classic mortar blocks. In addition, the use of unground rice husk ash enables production of a lightweight sandcrete with insulating properties, at a reduced cost. The ash pozzolanic reactivity explains the high strengths obtained.

    1980-08-01

The growth of agriculture, the mainstay of Senegal's economy, is contingent upon the acquisition of imported energy. This study examines the key constituents of the Senegalese food system in relation to energy supply and demand. The study first analyzes the food system (crop characteristics, and physical and institutional components) and the energy system (sources, costs, supply/conversion technologies, and consumption patterns). Next, energy-use profiles are provided on the production and distribution processes of millet/sorghum, rice, groundnuts, and fish. Household cooking practices are also discussed. Recommendations to improve irrigation, the second key to increasing food supplies, include funding for low-capacity photovoltaic and solar-thermal systems, setting up windmills in coastal areas, and designing large-capacity solar plants similar to those at Bakel. To save energy at the household level, wood or charcoal cooking stoves must be made more efficient and the use of biogas plants should be studied. To counter the serious depletion of fuelwood, Senegal's main indigenous energy resource, energy-efficient charcoal production should be developed, the charcoal industry reorganized, and afforestation and forest management programs expanded.

    SciTech Connect (OSTI)

    Hadley, O.L.; Corrigan, C.E.; Kirchstetter, T.W.; Cliff, S.S.; Ramanathan, V.

    2010-01-12

Modeling studies show that the darkening of snow and ice by black carbon deposition is a major factor for the rapid disappearance of arctic sea ice, mountain glaciers and snow packs. This study provides one of the first direct measurements for the efficient removal of black carbon from the atmosphere by snow and its subsequent deposition to the snow packs of California. The early melting of the snow packs in the Sierras is one of the contributing factors to the severe water problems in California. BC concentrations in falling snow were measured at two mountain locations and in rain at a coastal site. All three stations reveal large BC concentrations in precipitation, ranging from 1.7 ng/g to 12.9 ng/g. The BC concentrations in the air after the snow fall were negligible suggesting an extremely efficient removal of BC by snow. The data suggest that below cloud scavenging, rather than ice nuclei, was the dominant source of BC in the snow. A five-year comparison of BC, dust, and total fine aerosol mass concentrations at multiple sites reveals that the measurements made at the sampling sites were representative of large scale deposition in the Sierra Nevada. The relative concentration of iron and calcium in the mountain aerosol indicates that one-quarter to one-third of the BC may have been transported from Asia.

A surface solar radiation parameterization based on deviations between 3-D and conventional plane-parallel radiative transfer models has been incorporated into the Weather Research and Forecasting (WRF) model to understand the solar insolation over mountain/snow areas and to investigate the impact of the spatial and temporal distribution and variation of surface solar fluxes on land-surface processes. Using the Sierra-Nevada in the western United States as a testbed, we show that mountain effect could produce up to ?50 to + 50Wm?2 deviations in the surface solar fluxes over the mountain areas, resulting in a temperature increase of up to 1 C on the sunny side. Upward surface sensible and latent heat fluxes are modulated accordingly to compensate for the change in surface solar fluxes. Snow water equivalent and surface albedo both show decreases on the sunny side of the mountains, indicating more snowmelt and hence reduced snow albedo associated with more solar insolation due to mountain effect. Soil moisture increases on the sunny side of the mountains due to enhanced snowmelt, while decreases on the shaded side. Substantial differences are found in the morning hours from 8-10 a.m. and in the afternoon around 3-5 p.m., while differences around noon and in the early morning and late afternoon are comparatively smaller. Variation in the surface energy balance can also affect atmospheric processes, such as cloud fields, through the modulation of vertical thermal structure. Negative changes of up to ?40 gm?2 are found in the cloud water path, associated with reductions in the surface insolation over the cloud region. The day-averaged deviations in the surface solar flux are positive over the mountain areas and negative in the valleys, with a range between ?12~12Wm?2. Changes in sensible and latent heat fluxes and surface skin temperature follow the solar insolation pattern. Differences in the domain-averaged diurnal variation over the Sierras show that the mountain

In this report we derive both time and frequency-domain methods for inverse identification of sources in elastodynamics and acoustics. The inverse/design problem is cast in a PDE-constrained optimization framework with efficient computation of gradients using the adjoint method. The implementation of source inversion in Sierra/SD is described, and results from both time and frequency domain source inversion are compared to actual experimental data for a weapon store used in captive carry on a military aircraft. The inverse methodology is advantageous in that it provides a method for creating ground based acoustic and vibration tests that can reduce the actual number of flight tests, and thus, saving costs and time for the program.

Remote sensing images provide useful physical information, revealing such features as geological structure, vegetation, drainage patterns, and variations in consolidated and unconsolidated lithologies. That technology has been applied to the failed Sierra Blanca (Faskin Ranch) shallow burial low-level radioactive waste disposal site selected by the Texas Low-Level Radioactive Waste Disposal Authority. It has been re-examined using data from LANDSAT satellite series. The comparison of the earlier LANDSAT V (5/20/86) (30-m resolution) with the later new, higher resolution ETM imagery (10/23/99) LANDSAT VII data (15-m resolution) clearly shows the superiority of the LANDSAT VII data. The search for surficial indications of evidence of fatal flaws at the Sierra Blanca site utilizing was not successful, as it had been in the case of the earlier remote sensing analysis of the failed Fort Hancock site utilizing LANDSAT V data. The authors conclude that the tectonic activity at the Sierra Blanca site is much less recent and active than in the previously studied Fort Hancock site. The Sierra Blanca site failed primarily on the further needed documentation concerning a subsurface fault underneath the site and environmental justice issues. The presence of this fault was not revealed using the newer LANDSAT VII data. Despite this fact, it must be remembered that remote sensing provides baseline documentation for determining future physical and financial remediation responsibilities. On the basis of the two sites examined by LANDSAT remote sensing imaging, it is concluded that it is an essential, cost-effective tool that should be utilized not only in site examination but also in all nuclear-related facilities.

The following report presents an assessment of existing capabilities in Sierra/Fuego applied to modeling several aspects of grid-to-rod-fretting (GTRF) including: fluid dynamics, heat transfer, and fluid-structure interaction. We compare the results of a number of Fuego simulations with relevant sources in the literature to evaluate the accuracy, efficiency, and robustness of using Fuego to model the aforementioned aspects. Comparisons between flow domains that include the full fuel rod length vs. a subsection of the domain near the spacer show that tremendous efficiency gains can be obtained by truncating the domain without loss of accuracy. Thermal analysis reveals the extent to which heat transfer from the fuel rods to the coolant is improved by the swirling flow created by the mixing vanes. Lastly, coupled fluid-structure interaction analysis shows that the vibrational modes of the fuel rods filter out high frequency turbulent pressure fluctuations. In general, these results allude to interesting phenomena for which further investigation could be quite fruitful.

This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

We investigate 3-D mountain effects on solar flux distributions and their impact on surface hydrology over the Western United States, specifically the Rocky Mountains and Sierra Nevada using CCSM4 (CAM4/CLM4) global model with a 0.23° × 0.31° resolution for simulations over 6 years. In 3-D radiative transfer parameterization, we have updated surface topography data from a resolution of 1 km to 90 m to improve parameterization accuracy. 1995-11-01

This Environmental Impact Report/Environmental Impact Statement (EIR/S) describes the environmental setting and consequences of the construction and operation of the proposed Alturas Transmission Line Project. Sierra Pacific Power Company (SPPCo) has proposed this electric power transmission line to improve the existing operational capacity and reliability of its power transmission system and provide for anticipated growth in demand for electric power. This document was prepared by the California Public Utilities Commission (CPUC) and the U.S. Department of the Interior, Bureau of Land Management (BLM), pursuant to the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA), respectively. The purpose of this joint EIR/S is to report the results of the CPUC`s and BLM`s independent assessment of the potential environmental impacts that would result from the construction, operation, and maintenance of the proposed Alturas Transmission Line Project. The impact analysis is accompanied by the identification of feasible mitigation measures which, if incorporated into the project, would avoid or minimize impacts. This EIR/S also assesses alternatives to the Proposed Project and identifies those with the potential to eliminate or minimize impacts. This document considers comments made by agencies and the general public during the public scoping and Draft EIR/S comment periods.

Interest in small hydroelectric development (< 5 MW) has recently focused attention on steep streams and the resident trout populations they contain. High-gradient boulder-bed streams have been the sites of relatively few studies of salmonid spawning habitat, although they have geomorphic and hydraulic characteristics - and therefore gravel distributions - that are quite different from the more commonly described lower-gradient channels. The authors documented gravel distribution in seven high-gradient stream reaches in the eastern Sierra Nevada. Gravels occurred only in locations characterized by relatively low shear stress; they formed small pockets in sites of low divergence and larger deposits upstream of natural hydraulic controls. In 1986 (a wet year), all tracer gravels placed in gravel pockets at nine sites on four streams were completely swept away, and substantial scour, fill, and other channel changes occurred at many sites. In 1987 (a dry year), tracer gravels and the channel cross sections were generally stable. Periodic mobility of gravel may explain why brown trout Salmo trutta are more abundant than rainbow trout Oncorhychus mykiss in the study reaches, where high flows occur every May and June during snowmelt. Brown trout are fall spawners, and their fry emerge long before the high snowmelt flows, whereas rainbow trout are spring spawners whose eggs are in the gravel, and thus vulnerable to scour, during snowmelt flows.

    1992-01-01

Three-dimensional geologic outcrop studies which quantitatively describe the geologic architecture of deposits of a specific depositional environment are a necessary requirement for characterization of the permeability structure of an aquifer. The objective of this study is to address this need for quantitative, three-dimensional outcrop studies. For this study, a 10,000 m{sup 2} by 25 m high outcrop of Pliocene-Pleistocene Sierra Ladrones Formation located near Belen, New Mexico was mapped in detail, and the geologic architecture was quantified using geostatistical variogram analysis. In general, the information contained in this study should be useful for hydrologists working on the characterization of aquifers from similar depositional environments such as this one. However, for the permeability correlation study to be truly useful, the within-element correlation structure needs to be superimposed on the elements themselves instead of using mean log (k) values, as was done for this study. Such information is derived from outcrop permeability sampling such as the work of Davis (1990) and Goggin et al. (1988).

  1. A WRF Simulation of the Impact of 3-D Radiative Transfer on Surface Hydrology over the Rocky Mountains and Sierra Nevada

We investigate 3-D mountains/snow effects on solar flux distributions and their impact on surface hydrology over the western United States, specifically the Rocky Mountains and Sierra Nevada. The Weather Research and Forecasting (WRF) model, applied at a 30 km grid resolution, is used in conjunction with a 3-D radiative transfer parameterization covering a time period from 1 November 2007 to 31 May 2008, during which abundant snowfall occurred. A comparison of the 3-D WRF simulation with the observed snow water equivalent (SWE) and precipitation from Snowpack Telemetry (SNOTEL) sites shows reasonable agreement in terms of spatial patterns and daily and seasonal variability, although the simulation generally has a positive precipitation bias. We show that 3-D mountain features have a profound impact on the diurnal and monthly variation of surface radiative and heat fluxes, and on the consequent elevation dependence of snowmelt and precipitation distributions. In particular, during the winter months, large deviations (3-DPP, in which PP denotes the plane-parallel approach) of the monthly mean surface solar flux are found in the morning and afternoon hours due to shading effects for elevations below 2.5 km. During spring, positive deviations shift to the earlier morning. Over mountaintops higher than 3 km, positive deviations are found throughout the day, with the largest values of 40-60Wm?2 occurring at noon during the snowmelt season of April to May. The monthly SWE deviations averaged over the entire domain show an increase in lower elevations due to reduced snowmelt, which leads to a reduction in cumulative runoff. Over higher elevation areas, positive SWE deviations are found because of increased solar radiation available at the surface. Overall, this study shows that deviations of SWE due to 3-D radiation effects range from an increase of 18%at the lowest elevation range (1.5-2 km) to a decrease of 8% at the highest elevation range (above 3 km). Since lower

  11. The effect of elevated carbon dioxide on a Sierra-Nevadan dominant species: Pinus ponderosa

The impact of increasing atmospheric C0{sub 2} has not been fully evaluated on western coniferous forest species. Two year old seedlings of Pinusponderosa were grown in environmentally controlled chambers under increased C0{sub 2} conditions for 6 months. These trees exhibit morphological, physiological, and biochemical alterations when compared to our controls. Analysis of whole plant biomass distribution has shown no significant effect to the root to shoot ratios, however needles subjected to elevated C0{sub 2} exhibited an increased overall specific needle mass and a decreased total needle area. Morphological changes at the needle level included decreased mesophyll to vascular tissue 91 ratio and variations in starch storage in chloroplasts. The elevated CO{sub 2} increased internal CO{sub 2} concentrations and assimilation of carbon. Biochemical assays revealed that ribulose-bisphosphate carboxylase specific activities increased on per unit area basis with C0{sub 2} treatment levels. Sucrose phosphate synthase (SPS) activities exhibited an increase of 55% in the 700 uL L{sup {minus}1} treatment. These results indicate that the sink-source relationships of these trees have shifted carbon allocation toward above ground growth, possibly due to transport limitations.

The Nopal I site in the Pena Blanca uranium district has a number of geologic and hydrologic similarities to the proposed high-level radioactive waste repository at Yucca Mountain, making it a useful analogue to evaluate process models for radionuclide transport. The PB-1 well was drilled in 2003 at the Nopal I uranium deposit as part of a DOE-sponsored natural analogue study to constrain processes affecting radionuclide transport. The well penetrates through the Tertiary volcanic section down to Cretaceous limestone and intersects the regional aquifer system. The well, drilled along the margin of the Nopal I ore body, was continuously cored to a depth of 250 m, thus providing an opportunity to document the local stratigraphy. Detailed observations of these units were afforded through petrographic description and rock-property measurements of the core, together with geophysical logs of the well. The uppermost unit encountered in the PB-1 well is the Nopal Formation, a densely welded, crystal-rich, rhyolitic ash-flow tuff. This cored section is highly altered and devitrified, with kaolinite, quartz, chlorite, and montmorillonite replacing feldspars and much of the groundmass. Breccia zones within the tuff contain fracture fillings of hematite, limonite, goethite, jarosite, and opal. A zone of intense clay alteration encountered in the depth interval 17.45-22.30 m was interpreted to represent the basal vitrophyre of this unit. Underlying the Nopal Formation is the Coloradas Formation, which consists of a welded lithic-rich rhyolitic ash-flow tuff. The cored section of this unit has undergone devitrification and oxidation, and has a similar alteration mineralogy to that observed in the Nopal tuff. A sharp contact between the Coloradas tuff and the underlying Pozos Formation was observed at a depth of 136.38 m. The Pozos Formation consists of poorly sorted conglomerate containing clasts of subangular to subrounded fragments of volcanic rocks, limestone, and chert. Three thin (2-6 m) intervals of intercalated pumiceous tuffs were observed within this unit. The contact between the Pozos Formation and the underlying Cretaceous limestone basement was observed at a depth of 244.40 m. The water table is located at a depth of {approx}223 m. Several zones with elevated radioactivity in the PB-1 core are located above the current water table. These zones may be associated with changes in redox conditions that could have resulted in the precipitation of uraninite from downward flowing waters transporting U from the overlying Nopal deposit. All of the intersected units have low (typically submillidarcy) matrix permeability, thus fluid flow in this area is dominated by fracture flow. These stratigraphic and rock-property observations can be used to constrain flow and transport models for the Pena Blanca natural analogue.

To more fully understand the species compositions and environmental relationships of high-elevation terrestrial plant communities in the Los Alamos region, 30 plots in randomly selected, upland locations were sampled for vegetation, topographic, and soils characteristics. The locations of these plots were constrained to be above 2,134 m (7,000 ft) above mean sea level. The field results were summarized, analyzed, and incorporated into a previously developed classification of vegetation and land cover types. The revised and updated discussions of the environmental relationships at these sites and their associated species compositions are included in this report. A key to the major land cover types in the Los Alamos region was also revised in accordance with the new information and included herein its entirety.

  20. Uranium-series constraints on radionuclide transport and groundwater flow at the Nopal I uranium deposit, Sierra Pena Blanca, Mexico

    2009-10-01

Uranium-series data for groundwater samples from the Nopal I uranium ore deposit were obtained to place constraints on radionuclide transport and hydrologic processes for a nuclear waste repository located in fractured, unsaturated volcanic tuff. Decreasing uranium concentrations for wells drilled in 2003 are consistent with a simple physical mixing model that indicates that groundwater velocities are low ({approx}10 m/y). Uranium isotopic constraints, well productivities, and radon systematics also suggest limited groundwater mixing and slow flow in the saturated zone. Uranium isotopic systematics for seepage water collected in the mine adit show a spatial dependence which is consistent with longer water-rock interaction times and higher uranium dissolution inputs at the front adit where the deposit is located. Uranium-series disequilibria measurements for mostly unsaturated zone samples indicate that {sup 230}Th/{sup 238}U activity ratios range from 0.005-0.48 and {sup 226}Ra/{sup 238}U activity ratios range from 0.006-113. {sup 239}Pu/{sup 238}U mass ratios for the saturated zone are <2 x 10{sup -14}, and Pu mobility in the saturated zone is >1000 times lower than the U mobility. Saturated zone mobility decreases in the order {sup 238}U{approx}{sup 226}Ra > {sup 230}Th{approx}{sup 239}Pu. Radium and thorium appear to have higher mobility in the unsaturated zone based on U-series data from fractures and seepage water near the deposit.

Uranium-series data for groundwater samples from the vicinity of the Nopal I uranium ore deposit are used to place constraints on radionuclide transport and hydrologic processes at this site, and also, by analogy, at Yucca Mountain. Decreasing uranium concentrations for wells drilled in 2003 suggest that groundwater flow rates are low (< 10 m/yr). Field tests, well productivity, and uranium isotopic constraints also suggest that groundwater flow and mixing is limited at this site. The uranium isotopic systematics for water collected in the mine adit are consistent with longer rock-water interaction times and higher uranium dissolution rates at the front of the adit where the deposit is located. Short-lived nuclide data for groundwater wells are used to calculate retardation factors that are on the order of 1,000 for radium and 10,000 to 10,000,000 for lead and polonium. Radium has enhanced mobility in adit water and fractures near the deposit.

The performance and reliability of many mechanical and electrical components depend on the integrity of po lymer - to - solid interfaces . Such interfaces are found in adhesively bonded joints, encapsulated or underfilled electronic modules, protective coatings, and laminates. The work described herein was aimed at improving Sandia's finite element - based capability to predict interfacial crack growth by 1) using a high fidelity nonlinear viscoelastic material model for the adhesive in fracture simulations, and 2) developing and implementing a novel cohesive zone fracture model that generates a mode - mixity dependent toughness as a natural consequence of its formulation (i.e., generates the observed increase in interfacial toughness wi th increasing crack - tip interfacial shear). Furthermore, molecular dynamics simulations were used to study fundamental material/interfa cial physics so as to develop a fuller understanding of the connection between molecular structure and failure . Also reported are test results that quantify how joint strength and interfacial toughness vary with temperature.

Studies of uranium-series (U-series) disequilibria within and around ore deposits provide valuable information on the extent and timing of actinide mobility, via mineral-fluid interaction, over a range of spatial and temporal scales. Such information is useful in studies of analogs of high-level nuclear-waste repositories, as well as for mining and mineral extraction sites, locations of previous nuclear weapons testing, and legacy nuclear waste contamination. In this study we present isotope dilution mass spectrometry U-series measurements for fracture-fill materials (hematite, goethite, kaolinite, calcite, dolomite and quartz) from one such analog; the Nopal I uranium ore deposit situated at Peña Blanca inmore » the Chihuahua region of northern Mexico. The ore deposit is located in fractured, unsaturated volcanic tuff and fracture-fill materials from surface fractures as well as fractures in a vertical drill core have been analyzed. High uranium concentrations in the fracture-fill materials (between 12 and 7700 ppm) indicate uranium mobility and transport from the deposit. Furthermore, uranium concentrations generally decrease with horizontal distance away from the deposit but in this deposit there is no trend with depth below the surface.« less

  4. CO{sub 2} emissions from developing countries: Better understanding the role of energy in the long term. Volume 4, Ghana, Sierra Leone, Nigeria and the Gulf Cooperation Council (GCC) countries

    SciTech Connect (OSTI)

    Sathaye, J.; Goldman, N.

    1991-07-01

Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist, energy demand in developing nations will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. A combined study was carried out for the countries of the Gulf Cooperation Council (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates).

  4. The importance of context in delivering effective EIA: Case studies from East Africa

    SciTech Connect (OSTI)

Marara, Madeleine; Okello, Nick; Kuhanwa, Zainab; Douven, Wim; Beevers, Lindsay Leentvaar, Jan

    2011-04-15

This paper reviews and compares the condition of the environmental impact assessment (EIA) system in three countries in the East Africa region: Kenya, Rwanda and Tanzania. The criteria used for the evaluation and the comparison of each system are based on the elements of the legal, administrative and procedural frameworks, as well as the context in which they operate. These criteria are adapted from the evaluation and quality control criteria derived from a number of literature sources. The study reveals that the EIA systems of Kenya and Tanzania are at a similar stage in their development. The two countries, the first to introduce the EIA concept into their jurisdiction in this part of Africa, therefore have more experience than Rwanda in the practice of environmental impact assessment, where the legislation and process requires more time to mature both from the governmental and societal perspective. The analysis of the administrative and procedural frameworks highlights the weakness in the autonomy of the competent authority, in all three countries. Finally a major finding of this study is that the contextual set up i.e. the socio-economic and political situation plays an important role in the performance of an EIA system. The context in developing countries is very different from developed countries where the EIA concept originates. Interpreting EIA conditions in countries like Kenya, Rwanda and Tanzania requires that the analysis for determining the effectiveness of their systems should be undertaken within a relevant framework, taking into account the specific requirements of those countries.

    Anderson, D.M.; Godoy-Kain, P.; Gu, A.Y.; Ulibarri, C.A.

    1996-11-01

The Western Area Power Administration (Western) was founded by the Department of Energy Organization Act of 1977 to market and transmit federal hydroelectric power in 15 western states outside the Pacific Northwest, which is served by the Bonneville Power Administration. Western is divided into four independent Customer Service Regions including the Sierra Nevada Region (Sierra Nevada), the focus of this report. The Central Valley Project (CVP) and the Washoe Project provide the primary power resources marketed by Sierra Nevada. Sierra Nevada also purchases and markets power generated by the Bonneville Power Administration, Pacific Gas and Electric (PG&E), and various power pools. Sierra Nevada currently markets approximately 1,480 megawatts of power to 77 customers in northern and central California. These customers include investor-owned utilities, public utilities, government agencies, military bases, and irrigation districts. Methods and conclusions from an economic analysis are summarized concerning distributional effects of alternative actions that Sierra Nevada could take with it`s new marketing plan.

This paper discusses the international aspects of the petroleum industry. Most who work in the industry agree that the possibilities for huge are found largely in international regions. Something that is helping fuel that possibility is the way countries are increasingly opening their doors to US oil industry involvement. Listed in this paper is a partial list of the reported projects now underway around the world involving US companies. It is not intended to be comprehensive, but rather an indication of how work continues despite a general lull atmosphere for the oil industry. These include Albania, Bulgaria, Congo, Czechoslovakia, Dominican Republic, Ethiopia, Ireland, Malta, Madagascar, Mongolia, Mozambique, Nigeria, Panama, Paraquay, and Senegal.
