BIOMONITORING OF HEAVY METAL POLLUTION NEAR COPPER SMELTER IN BOR (SERBIA) USING ACACIA

The correlations between sampling sites situated in the close vicinity of copper smelter (Bor, Serbia) based on heavy metal (Pb, Cu, Zn) content in plant parts and soil of acacia (Robinia pseudoacacia L.) were determined. Very strong correlations (R 2>0.9) were observed between the sites Town park and Hospital in the urban-industiral zone due to high air pollution in this sampling area. The performed cluster analysis confirmed these results by grouping the sites with high metal content in plant and soil material of Robinia pseudoacacia into the same clusters. Also, strong correlations were noted between less polluted sampling sites (Bor lake and Brestovac spa) with the control site (Sumrakovac).

Chemical composition and some trace element contents in coals and coal ash from Tamnava-Zapadno Polje Coal Field, Serbia

The chemical compositions and trace element contents (Zn, Cu, Co, Cr, Ni, Pb, Cd, As, B, Hg, Sr, Se, Be, Ba, Mn, Th, V, U) in coal and coal ash samples from Tamnava-Zapadno Polje coal field in Serbia were studied. The coal from this field belongs to lignite. This high volatility coal has high moisture and low S contents, moderate ash yield, and high calorific value. The coal ash is abundant in alumosilicates. Many trace elements such as Ni > Cd > Cr > B > As > Cu > Co > Pb > V > Zn > Mn in the coal and Ni > Cr > As > B > Cu > Co = Pb > V > Zn > Mn in the coal ash are enriched in comparison with Clarke concentrations.

Influence of coal ash and slag dumping on dump waste waters of the Kostolac power plants (Serbia)

The content of selected trace and major elements in the river water used for transport, as well as in the subcategories of the waste waters (overflow and drainage) were analyzed in order to establish the influence of transport and dumping of coal ash and slag from the 'Kostolac A' and 'Kostolac B' power plants located 100 km from Belgrade (Serbia). It was found that during transport of coal ash and slag to the dump, the water used for transport becomes enriched with manganese, nickel, zinc, chromium, vanadium, titanium, cobalt, arsenic, aluminum, and silicon, while more calcium, iron, cadmium, and lead are adsorbed by the ash and slag than is released from them. There is also an equilibrium between the release and adsorption processes of copper and magnesium during transport. The vertical penetration of the water used for transport results in a release of calcium, magnesium, manganese, and cadmium to the environment, while iron, nickel, zinc, chromium, copper, lead, vanadium, titanium, cobalt, and arsenic are adsorbed by the fractions of coal ash and slag in the dump.

This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

The importance of context in delivering effective EIA: Case studies from East Africa

This paper reviews and compares the condition of the environmental impact assessment (EIA) system in three countries in the East Africa region: Kenya, Rwanda and Tanzania. The criteria used for the evaluation and the comparison of each system are based on the elements of the legal, administrative and procedural frameworks, as well as the context in which they operate. These criteria are adapted from the evaluation and quality control criteria derived from a number of literature sources. The study reveals that the EIA systems of Kenya and Tanzania are at a similar stage in their development. The two countries, the first to introduce the EIA concept into their jurisdiction in this part of Africa, therefore have more experience than Rwanda in the practice of environmental impact assessment, where the legislation and process requires more time to mature both from the governmental and societal perspective. The analysis of the administrative and procedural frameworks highlights the weakness in the autonomy of the competent authority, in all three countries. Finally a major finding of this study is that the contextual set up i.e. the socio-economic and political situation plays an important role in the performance of an EIA system. The context in developing countries is very different from developed countries where the EIA concept originates. Interpreting EIA conditions in countries like Kenya, Rwanda and Tanzania requires that the analysis for determining the effectiveness of their systems should be undertaken within a relevant framework, taking into account the specific requirements of those countries.

Active biomonitoring of air quality in Belgrade, Serbia, was performed using the moss Sphagnum girgensohnii. Moss bags were exposed in parallel with and without irrigation respectively for four consecutive 3-month periods at three urban sites. Twenty-nine elements were determined in the exposed moss samples by ENAA and three (Cu, Cd, and Pb) by AAS. The relative accumulation factor (RAF) was greater than 1 for the majority of elements. Elements such as Cl, K, Rb and Cs, however, leached from the moss tissue during the exposure time. For all exposure periods, higher uptake in the irrigated moss bags was evident for Al, Cr, Fe, Cu, Zn, Sr, Pb, and Cd.

The radiation exposure of the public in the vicinity of a coal-fired power plant has been studied. The experimental data on uranium, thorium, and potassium content in selected coals from Serbia and Bosnia have been used to calculate the release rates of natural radionuclides from the power plant. A generalized model for analysis of radiological impact of an energy source that includes the two-dimensional version of the cloud model simulates the transport of radionuclides released to the atmosphere. The inhalation dose rates are assessed for various meteorological conditions.

Since 1987. A.I.D.'s Development Fund for Africa (DFA) has provided over $300 million to programs supporting environmentally sound development in Africa. The programs have focused on three priority areas -- sustainable agriculture, tropical forestry, and biodiversity -- and have been directed not, as in the past, at helping individual farmers but at promoting the systemic institutional, technical, economic, and political changes needed to support improved natural resource management. The report outlines and exemplifies experiences and successes to date under the DFA and the Africa Bureau's Plan for Supporting Natural Resources in Sub-Saharan Africa. The programs support the work of PVO's at the community level, provide technical assistance to government agencies and others involved in managing the natural resource base, support host-country initiatives in natural resource planning and management, and provide incentives for changing underlying policies such as land tenure. A major initiative has been support for the National Environmental Action Plan (NEAP) process in Madagascar, Uganda, The Gambia, and Rwanda. The report also notes work underway to support other U.S. concerns such as the protection of elephant habitats and the mitigation of global climate change.

pH-dependent leaching of dump coal ash - retrospective environmental analysis

Trace and major elements in coal ash particles from dump of 'Nikola Tesla A' power plant in Obrenovac near Belgrade (Serbia) can cause pollution, due to leaching by atmospheric and surface waters. In order to assess this leaching potential, dump ash samples were subjected to extraction with solutions of decreasing pH values (8.50, 7.00, 5.50, and 4.00), imitating the reactions of the alkaline ash particles with the possible alkaline, neutral, and acidic (e.g., acid rain) waters. The most recently deposited ash represents the greatest environmental threat, while 'aged' ash, because of permanent leaching on the dump, was shown to have already lost this pollution potential. On the basis of the determined leachability, it was possible to perform an estimation of the acidity of the regional rainfalls in the last decades.

Phenolic acids as bioindicators of fly ash deposit revegetation

The floristic composition, the abundance, and the cover of pioneer plant species of spontaneously formed plant communities and the content of total phenolics and phenolic acids, as humus constituents, of an ash deposit after 7 years of recultivation were studied. The restoration of both the soil and the vegetation on the ash deposits of the 'Nikola Tesla-A' thermoelectric power plant in Obrenovac (Serbia) is an extremely slow process. Unfavorable physical and chemical characteristics, the toxicity of fly ash, and extreme microclimatic conditions prevented the development of compact plant cover. The abundance and cover of plants increased from the central part of the deposit towards its edges. Festuca rubra L., Crepis setosa Hall., Erigeron canadensis L., Cirsium arvense (L.) Scop., Calamagrostis epigeios (L.) Roth., and Tamarix gallica L. were the most abundant species, thus giving the highest cover. Humus generated during the decomposition process of plant remains represents a completely new product absent in the ash as the starting material. The amount of total phenolics and phenolic acids in fly ash increased from the center of the deposit towards its edges in correlation with the increase in plant abundance and cover. The presence of phenolic acids indicates the ongoing process of humus formation in the ash, in which the most abundant pioneer plants of spontaneously formed plant communities play the main role. Phenolic compounds can serve as reliable bioindicators in an assessment of the success of the recultivation process of thermoelectric power plants' ash deposits.

Global threat reduction initiative Russian nuclear material removal progress

In December 1999 representatives from the United States, the Russian Federation, and the International Atomic Energy Agency (IAEA) started discussing a program to return to Russia Soviet- or Russian-supplied highly enriched uranium (HEU) fuel stored at the Russian-designed research reactors outside Russia. Trilateral discussions among the United States, Russian Federation, and the International Atomic Energy Agency (IAEA) have identified more than 20 research reactors in 17 countries that have Soviet- or Russian-supplied HEU fuel. The Global Threat Reduction Initiative's Russian Research Reactor Fuel Return Program is an important aspect of the U.S. Government's commitment to cooperate with the other nations to prevent the proliferation of nuclear weapons and weapons-usable proliferation-attractive nuclear materials. To date, 496 kilograms of Russian-origin HEU have been shipped to Russia from Serbia, Latvia, Libya, Uzbekistan, Romania, Bulgaria, Poland, Germany, and the Czech Republic. Was Lepenski Vir an ancient Sun or Pleiades observatory?

In this work we consider some old hypotheses according to which remarkable mesolithic village Lepenski Vir (9500 -- 5500 BC) at the right (nearly west) Danube riverside in the Iron gate in Serbia was an ancient (one of the oldest) Sun observatory. We use method recently suggested by A. C. Sparavigna, concretely we use "freely available software" or local Sun radiation direction simulation computer programs. In this way we obtain and discuss pictures of the sunrise in the Lepenski Vir during winter and summer solstice and spring and autumn equinox in relation to position of the mountains, especially Treskavac (Trescovat) and Kukuvija at left (nearly east) Danube riverside (in Romania). While mountain Kukuvija represents really the marker for the Sun in date of the winter solstice, mountain Treskavac, in despite to usual opinions, does not represent a real marker for the Sun in date of the summer solstice. ICSBEP Benchmarks For Nuclear Data Applications

The International Criticality Safety Benchmark Evaluation Project (ICSBEP) was initiated in 1992 by the United States Department of Energy. The ICSBEP became an official activity of the Organization for Economic Cooperation and Development (OECD) -- Nuclear Energy Agency (NEA) in 1995. Representatives from the United States, United Kingdom, France, Japan, the Russian Federation, Hungary, Republic of Korea, Slovenia, Serbia and Montenegro (formerly Yugoslavia), Kazakhstan, Spain, Israel, Brazil, Poland, and the Czech Republic are now participating. South Africa, India, China, and Germany are considering participation. The purpose of the ICSBEP is to identify, evaluate, verify, and formally document a comprehensive and internationally peer-reviewed set of criticality safety benchmark data. The work of the ICSBEP is published as an OECD handbook entitled ''International Handbook of Evaluated Criticality Safety Benchmark Experiments.'' The 2004 Edition of the Handbook contains benchmark specifications for 3331 critical or subcritical configurations that are intended for use in validation efforts and for testing basic nuclear data. New to the 2004 Edition of the Handbook is a draft criticality alarm / shielding type benchmark that should be finalized in 2005 along with two other similar benchmarks. The Handbook is being used extensively for nuclear data testing and is expected to be a valuable resource for code and data validation and improvement efforts for decades to come. Specific benchmarks that are useful for testing structural materials such as iron, chromium, nickel, and manganese; beryllium; lead; thorium; and 238U are highlighted.

The Enemy Below - The Global Diffusion of Submarines and Related Technology

The end of the Cold War seemed to create a more peaceful international environment. September 11 reminded us of the dangers of complacency. Indeed, even before September 11 US forces had intervened in a number of wars and crises, including Panama, the Persian Gulf War, Somalia, Rwanda, Bosnia, Kosovo, several Taiwan Straits crises, the North Korea nuclear weapons crisis, and most recently Afghanistan. US ability to intervene in remote areas of the world is often dependent on the Navy's ability to project power ashore. As a result, US ability to influence events in crisis situations, especially between or among nuclear powers, may become more difficult along with our ability to conduct littoral warfare. Although the numbers of potentially hostile submarines have declined with the end of the Cold War, US anti-submarine warfare capabilities have also declined. Moreover, foreign submarines and related technologies are likely to diffuse globally. New technologies like Air Independent Propulsion (AIP), improved weapons and sensors will make conventional submarines more dangerous, and the spread of nuclear submarines even to a few more countries raise political, military, environmental, and safety concerns. Submarines are one of the key weapon systems used alone or in combination with other weapon systems such as coastal defense missiles, aircraft, and other sea-based missile platforms to deny US ability to project power ashore, Thus, other countries who wish to deny the US the ability to interfere with their regional or even global ambitions may emphasize the acquisition and/or development of submarines. As the world become more multipolar over the longer term, as the Chinese believe it will, countries such as Russia, China. etc., may be able to acquire the submarine capabilities to challenge us not just regionally, but in blue waters. To the extent that our alliance relationships require US naval access or superiority to sustain them, then our erstwhile friendly allies such as Japan, South Korea, ASEAN states, Taiwan, etc., may seek their own arrangements with other powers for their protection or seek WMD capabilities to offset the former reliance on the US. In addition to a loss of unchallenged regional access, the US may have to devote greater resources for protecting its homeland, and perhaps its sea-based deterrent, from hostile submarine forces.

Water Chemistry Control System for Recovery of Damaged and Degraded Spent Fuel

The International Atomic Energy Agency (IAEA) and the government of Serbia have led the project cosponsored by the U.S, Russia, European Commission, and others to repackage and repatriate approximately 8000 spent fuel elements from the RA reactor fuel storage basins at the VIN?A Institute of Nuclear Sciences to Russia for reprocessing. The repackaging and transportation activities were implemented by a Russian consortium which includes the Sosny Company, Tekhsnabeksport (TENEX) and Mayak Production Association. High activity of the water of the fuel storage basin posed serious risk and challenges to the fuel removal from storage containers and repackaging for transportation. The risk centered on personnel exposure, even above the basin water, due to the high water activity levels caused by Cs-137 leached from fuel elements with failed cladding. A team of engineers from the U.S. DOE-NNSA's Global Threat Reduction Initiative, the Vinca Institute, and the IAEA performed the design, development, and deployment of a compact underwater water chemistry control system (WCCS) to remove the Cs-137 from the basin water and enable personnel safety above the basin water for repackaging operations. Key elements of the WCCS system included filters, multiple columns containing an inorganic sorbent, submersible pumps and flow meters. All system components were designed to be remotely serviceable and replaceable. The system was assembled and successfully deployed at the Vinca basin to support the fuel removal and repackaging activities. Following the successful operations, the Cs-137 is now safely contained and consolidated on the zeolite sorbent used in the columns of the WCCS, and the fuel has been removed from the basins. This paper reviews the functional requirements, design, and deployment of the WCCS.

Immobilization of uranium in contaminated soil by natural apatite addition

Full text of publication follows: The goal of this study was to evaluate the effectiveness of Serbian natural mineral apatite as soil additive for reducing the migration of uranium from contaminated sediments. In laboratory study we investigated the sorption properties of domestic apatite upon different experimental conditions, such as pH, adsorbent mass, reaction period, concentration of P{sub 2}O{sub 5} in apatite, solid/liquid ratio. In second part of study, we did the quantification of uranium in soil samples, taken from uranium mine site 'Kalna', by sequential extraction method. The same procedure was, also, used for uranium determination in contaminated soil samples after apatite addition, in order to determine the changes in U distribution in soil fraction. The obtained results showed the significant level of immobilization (96.7%) upon certain conditions. Increase of %P{sub 2}O{sub 5} in apatite and process of mechano-chemical activation led to increase of immobilization capacity from 17.50% till 91.64%. The best results for uranium binding were obtained at pH 5.5 and reaction period 60 days (98.04%) The sequential extraction showed the presence of uranium (48.2%) in potentially available soil fractions, but with the apatite addition uranium content in these fractions decreased (30.64%), what is considering environmental aspect significant fact. In situ immobilization of radionuclide using inexpensive sequestering agents, such as apatite, is very adequate for big contaminated areas of soil with low level of contamination. This investigation study on natural apatite from deposit 'Lisina' Serbia was the first one of this type in our country. Key words: apatite, uranium, immobilization, soil, contamination. (authors)
