    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

    Our aim is investigating surface inhomogeneities of the young late-type star SAO51891, from photosphere to upper chromosphere, analyzing contemporaneous high-resolution spectra and broad-band photometry. The FOCES@CAHA spectral range is used to determine spectral classification and derive vsini and Vrad. The Li abundance is measured to estimate the age. The BVRIJHKs bands are used to construct the SED. The variations of our BV fluxes and Teff are used to infer the presence of photospheric spots and observe their behavior over time. The chromospheric activity is studied applying the spectral subtraction technique to Halpha, CaII H&K, Heps, and CaII IRT lines. We find SAO51891 to be a young K0-1V star with Li abundance close to the Pleiades upper envelope, confirming its youth (~100 Myr), also inferred from its kinematical membership to the Local Association.   4. LARGE-SCALE ASYMMETRIES IN THE TRANSITIONAL DISKS OF SAO 206462 AND SR 21

    We present Atacama Large Millimeter/submillimeter Array (ALMA) observations in the dust continuum (690 GHz, 0.45 mm) and {sup 12}CO J = 6-5 spectral line emission of the transitional disks surrounding the stars SAO 206462 and SR 21. These ALMA observations resolve the dust-depleted disk cavities and extended gaseous disks, revealing large-scale asymmetries in the dust emission of both disks. We modeled these disk structures with a ring and an azimuthal Gaussian, where the azimuthal Gaussian is motivated by the steady-state vortex solution from Lyra and Lin. Compared to recent observations of HD 142527, Oph IRS 48, and LkH? 330, these are low-contrast (? 2) asymmetries. Nevertheless, a ring alone is not a good fit, and the addition of a vortex prescription describes these data much better. The asymmetric component encompasses 15% and 28% of the total disk emission in SAO 206462 and SR 21, respectively, which corresponds to a lower limit of 2 M {sub Jup} of material within the asymmetry for both disks. Although the contrast in the dust asymmetry is low, we find that the turbulent velocity inside it must be large (?20% of the sound speed) in order to drive these azimuthally wide and radially narrow vortex-like structures. We obtain residuals from the ring and vortex fitting that are still significant, tracing non-axisymmetric emission in both disks. We compared these submillimeter observations with recently published H-band scattered light observations. For SR 21 the scattered light emission is distributed quite differently from the submillimeter continuum emission, while for SAO 206462 the submillimeter residuals are suggestive of spiral-like structure similar to the near-IR emission.

    We have conducted an LTE abundance analysis for SAO 40039, a warm post-AGB star whose spectrum is known to show surprisingly strong He I lines for its effective temperature and has been suspected of being H-deficient and He-rich. High-resolution optical spectra are analyzed using a family of model atmospheres with different He/H ratios. Atmospheric parameters are estimated from the ionization equilibrium set by neutral and singly ionized species of Fe and Mg, the excitation of Fe I and Fe II lines, and the wings of the Paschen lines. On the assumption that the He I lines are of photospheric and not chromospheric origin, a He/H ratio of approximately unity is found by imposing the condition that the adopted He/H ratio of the model atmosphere must equal the ratio derived from the observed He I triplet lines at 5876, 4471, and 4713 A, and singlet lines at 4922 and 5015 A. Using the model with the best-fitting atmospheric parameters for this He/H ratio, SAO 40039 is confirmed to exhibit mild dust-gas depletion, i.e., the star has an atmosphere deficient in elements of high condensation temperature. The star appears to be moderately metal-deficient with [Fe/H] = -0.4 dex. But the star's intrinsic metallicity as estimated from Na, S, and Zn, elements of a low condensation temperature, is [Fe/H]{sub o} {approx_equal} -0.2 ([Fe/H]{sub o} refers to the star's intrinsic metallicity). The star is enriched in N and perhaps O as well, changes reflecting the star's AGB past and the event that led to He enrichment.

Black-Right-Pointing-Pointer The method applied could be useful for similar establishments. - Abstract: According to the Brazilian law, implementation of a Medical Waste Management Plan (MWMP) in health-care units is mandatory, but as far as we know evaluation of such implementation has not taken place yet. The purpose of the present study is to evaluate the improvements deriving from the implementation of a MWMP in a Primary Health-care Center (PHC) located in the city of Sao Paulo, Brazil. The method proposed for evaluation compares the first situation prevailing at this PHC with the situation 1 year after implementation of the MWMP, thus allowing verification of the evolution of the PHC performance. For prior and post-diagnosis, the method was based on: (1) application of a tool (check list) which considered all legal requirements in force; (2) quantification of solid waste subdivided into three categories: infectious waste and sharp devices, recyclable materials and non-recyclable waste; and (3) identification of non-conformity practices. Lack of knowledge on the pertinent legislation by health workers has contributed to non-conformity instances. The legal requirements in force in Brazil today gave origin to a tool (check list) which was utilized in the management of medical waste at the health-care unit studied. This tool resulted into an adequate and simple instrument, required a low investment, allowed collecting data to feed indicators and also conquered the participation of the unit whole staff. Several non-conformities identified in the first diagnosis could be corrected by the instrument utilized. Total waste generation increased 9.8%, but it was possible to reduce the volume of non-recyclable materials (11%) and increase the volume of recyclable materials (4%). It was also possible to segregate organic waste (7%), which was forwarded for production of compost. The rate of infectious waste generation in critical areas decreased from 0.021 to 0.018 kg/procedure. Many improvements have been observed, and now the PHC complies with most of legal requirements, offers periodic training and better biosafety conditions to workers, has reduced the volume of waste sent to sanitary landfills, and has introduced indicators for monitoring its own performance. This evaluation method might subsidize the creation and evaluation of medical waste management plans in similar heath institutions.

    We present first measurements of the degree of linear polarization of distant comets C/2010 S1 (LINEAR) and C/2010 R1 (LINEAR) at heliocentric distances r= 5.9 - 7.0 AU. Observations were carried out with the SCORPIO-2 focal reducer at the 6-m telescope of the SAO RAS. Both comets showed considerable level of activity beyond a zone where water ice sublimation is negligible (up to 5 AU). Significant spatial variations both in the intensity and polarization are found in both comets. The slope of radial profiles of intensity changes gradually with the distance from the photocenter: from - 0.7 near the nucleus up to about - 1.3 for larger distances (up to 100000 km). The variation in polarization profiles indicates the non uniformity in the polarization distribution over the coma. The polarization degree over the coma gradually increases (in absolute value) with increasing the photocentric distance from of about - 1.9% up to - 3% for comet C/2010 S1 (LINEAR), and from of about - 2.5% up to - 3.5% for comet C/2010...

    We present Lick line-index measurements of standard stars from the list of Worthey. The spectra were taken with the multi-slit unit of the SCORPIO spectrograph at the 6-m Special Astrophysical observatory telescope. We describe in detail our method of analysis and explain the importance of using the Lick index system for studying extragalactic globular clusters. Our results show that the calibration of our instrumental system to the standard Lick system can be performed with high confidence.

    A new methodbased on global climate model pressuregradients was developed for identifying coastal high-wind fire weatherconditions, such as the Santa Ana Occurrence (SAO). Application of thismethod for determining southern California Santa Ana wind occurrenceresulted in a good correlation between derived large-scale SAOs andobserved offshore winds during periods of low humidity. The projectedchange in the number of SAOs was analyzed using two global climatemodels, one a low temperature sensitivity and the other amiddle-temperature sensitivity, both forced with low and high emissionscenarios, for three future time periods. This initial analysis showsconsistent shifts in SAO events from earlier (September-October) to later(November-December) in the season, suggesting that SAOs may significantlyincrease the extent of California coastal areas burned by wildfires, lossof life, and property.

    This paper reviews and compares the condition of the environmental impact assessment (EIA) system in three countries in the East Africa region: Kenya, Rwanda and Tanzania. The criteria used for the evaluation and the comparison of each system are based on the elements of the legal, administrative and procedural frameworks, as well as the context in which they operate. These criteria are adapted from the evaluation and quality control criteria derived from a number of literature sources. The study reveals that the EIA systems of Kenya and Tanzania are at a similar stage in their development. The two countries, the first to introduce the EIA concept into their jurisdiction in this part of Africa, therefore have more experience than Rwanda in the practice of environmental impact assessment, where the legislation and process requires more time to mature both from the governmental and societal perspective. The analysis of the administrative and procedural frameworks highlights the weakness in the autonomy of the competent authority, in all three countries. Finally a major finding of this study is that the contextual set up i.e. the socio-economic and political situation plays an important role in the performance of an EIA system. The context in developing countries is very different from developed countries where the EIA concept originates. Interpreting EIA conditions in countries like Kenya, Rwanda and Tanzania requires that the analysis for determining the effectiveness of their systems should be undertaken within a relevant framework, taking into account the specific requirements of those countries.

  2. Infrared and visual lunar occultations measurements of stellar diameters and new binary stars detections at the Calar Alto 1.5m telescope

    We present a program of routine lunar occultations, at optical and near-IR wavelengths, recently started at the 1.5m Spanish telescope at the Calar Alto Observatory. Both a CCD and an infrared array detector are used. The program is aimed mainly at the detection and investigation of binary systems, although results in other areas of stellar research are also anticipated. Occultations are reported for a total of 40 stars. Among these, SAO 164567, SAO 78258 and AG+24 788 have been discovered to be binaries, with projected separations as small as 0.006". Furthermore, binarity is suspected in the case of SAO 78119 and SAO 79251. Additionally, the angular diameter of the late-type giant 30 Psc and of the infrared star V349 Gem have been accurately measured, this latter for the first time. We finally evaluate the instrumentation performance in terms of limiting magnitude and angular resolution, and discuss applications to larger telescopes.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

    This grant partially supported the base research efforts of the Smithsonian Astrophysical Observatory (SAO), Very-High-Energy (VHE; E > 100 GeV) gamma-ray research group from 8/1/09 to 7/31/14. During the project period, the SAO gamma-ray group carried out a wide-range of research efforts, but focused on VHE observations of extragalactic sources with VERITAS. The SAO group led or co-lead nearly all VERITAS extragalactic working groups and the observations addressed themes in Particle Physics and Fundamental Laws, Cosmology, and Black Holes. The primary topics of this research were processes in exotic galaxies, especially active galactic nuclei and starburst galaxies, which have implications for cosmology and Lorentz invariance violation, as well as indirect dark matter detection via VERITAS observations of dwarf spheroidal galaxies. In addition, the SAO group let the development of unique capabilities for VERITAS to observe during all periods of moonlight. Overall, this has increased the VERITAS data yield by 60% and these data are both scientifically useful and regularly published. This grant funded research that led to contributions towards the publication of 51 refereed journal articles during the project period, including several led by, or with significant contributions from, the SAO group.

    A description of the double solenoid system (RIBRAS) operating since 2004 in one of the beam lines of the Pelletron Laboratory of the Institute of Physics of the University of Sao Paulo is presented.     Enrico Fermi was one of the greater physicists of the XX century. In 1934, he gave several lectures in Brazil. Invited by Theodoro Ramos to work in S\\~ao Paulo, he preferred to stay in Rome and went to the USA in 1938. However, Fermi recommended Gleb Wataghin to come in his place. Wataghin made history in Brazil, becoming one of the first Professors of the future S\\~ao Paulo University. Besides his relevance to the History of Science, Fermi eventually leaved an indelible mark on the creation and institutionalization of national scientific research due to the indication of Wataghin. Despite this fact, very little is known about Fermi's trip to Brazil. This work tries to reconstruct the fullest possible steps of the famous Italian physicist in our lands.

    In 2009, we used the Subaru telescope to observe all the faint irregular satellites of Neptune for the first time since 2004. These observations extend the data arcs for Halimede, Psamathe, Sao, Laomedeia, and Neso from a few years to nearly a decade. We also report on a search for unknown Neptune satellites in a half-square degree of sky and a limiting magnitude of 26.2 in the R band. No new satellites of Neptune were found. We numerically integrate the orbits for the five irregulars and summarize the results of the orbital fits in terms of the state vectors, post-fit residuals, and mean orbital elements. Sao and Neso are confirmed to be Kozai librators, while Psamathe is a 'reverse circulator'. Halimede and Laomedeia do not seem to experience any strong resonant effects.

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

    A CCD drift-scanning technique for lunar occultation (LO) observations is presented. While this approach has been addressed before by Sturmann (1994) for the case of large telescopes, the technical validity has never been discussed for sub-meter class telescopes. In contrast to Sturmann's scheme, the proposed technique places the CCD in the image plane of the telescope. This does not represent a problem in the case of small telescopes, where the practical angular resolution attainable by LO is not limited by aperture smoothing. Photon-generated charge is read out at millisecond rate on a column-per-column basis, as the diffraction pattern of the occulted star is being tracked. Two LO events (SAO 79031 and SAO 77911) were observed to demonstrate the feasibility of the method. Data analysis was carried out and no angular diameter the observed stars were resolved. We show, however, that the technique could be useful for close binary detections with small telescopes. A discussion of the limiting resolution and magnitude imposed by our instrumentation is carried out, showing that drift-scanning technique could be extended to 1-2m telescopes for stellar diameter determination purposes. Finally, we point out that the technical demands required by this technique can be easily met by most small professional observatories and advanced amateurs.

  19. Microscopic sub-barrier fusion calculations for the neutron star crust

    Fusion of very neutron rich nuclei may be important to determine the composition and heating of the crust of accreting neutron stars. Fusion cross sections are calculated using time-dependent Hartree-Fock theory coupled with density-constrained Hartree-Fock calculations to deduce an effective potential. Systems studied include 16O+16O, 16O+24O, 24O+24O, 12C+16O, and 12C+24O. We find remarkable agreement with experimental cross sections for the fusion of stable nuclei. Our simulations use the SLy4 Skyrme force that has been previously fit to the properties of stable nuclei, and no parameters have been fit to fusion data. We compare our results to the simple S\\~{a}o Paulo static barrier penetration model. For the asymmetric systems 12C+24O or 16O+24O we predict an order of magnitude larger cross section than those predicted by the S\\~{a}o Paulo model. This is likely due to the transfer of neutrons from the very neutron rich nucleus to the stable nucleus and dynamical rearrangements of the nuclear densities during the collision process. These effects are not included in potential models. This enhancement of fusion cross sections, for very neutron rich nuclei, can be tested in the laboratory with radioactive beams.

    The State Energy Conservation Program was established in 1975 to promote energy conservation and to help states develop and implement their own conservation programs. Base (5) and supplemental (3) programs required states to implement programs including: mandatory thermal-efficiency standards and insulation requirements for new and renovated buildings; mandatory lighting efficiency standards for public buildings; mandatory standards and policies affecting the procurement practices of the state and its political subdivisions; program measures to promote the availability and use of carpools, vanpools, and public transportation; a traffic law or regulation which permits a right turn-on-red; and procedures to carry out a continuing public education effort to increase awareness of energy conservation; procedures which promote effective coordination among local, state, and Federal energy conservation programs; and procedures for carrying out energy audits on buildings and industrial plants. All 50 states and Puerto Rico, Guam, the Virgin Islands, American Samoa, and the District of Columbia participated in the program. The total 1980 energy savings projected by the states is about 5.9 quadrillion Btu's or about 7% of the DOE projected 1980 baseline consumption of just under 83 quads. The detailed summary is presented on the following: information the SECP evaluation; DOE response to the SECP; DOE's role in the program management process; the effectiveness of the states in managing the SECP; the status of program measure implementation; innovative state energy conservation programs; and the evaluation methodology.

    Finding measures for research impact, be it for individuals, institutions, instruments or projects, has gained a lot of popularity. More papers than ever are being written on new impact measures, and problems with existing measures are being pointed out on a regular basis. Funding agencies require impact statistics in their reports, job candidates incorporate them in their resumes, and publication metrics have even been used in at least one recent court case. To support this need for research impact indicators, the SAO/NASA Astrophysics Data System (ADS) has developed a service which provides a broad overview of various impact measures. In this presentation we discuss how the ADS can be used to quench the thirst for impact measures. We will also discuss a couple of the lesser known indicators in the metrics overview and the main issues to be aware of when compiling publication-based metrics in the ADS, namely author name ambiguity and citation incompleteness.

  2. Astrophysical S-factors for fusion reactions involving C, O, Ne and Mg isotopes

    Using the Sao Paulo potential and the barrier penetration formalism we have calculated the astrophysical factor S(E) for 946 fusion reactions involving stable and neutron-rich isotopes of C, O, Ne, and Mg for center-of-mass energies E varying from 2 MeV to 18-30 MeV (covering the range below and above the Coulomb barrier). We have parameterized the energy dependence S(E) by an accurate universal 9-parameter analytic expression and present tables of fit parameters for all the reactions. We also discuss the reduced 3-parameter version of our fit which is highly accurate at energies below the Coulomb barrier, and outline the procedure for calculating the reaction rates. The results can be easily converted to thermonuclear or pycnonuclear reaction rates to simulate various nuclear burning phenomena, in particular, stellar burning at high temperatures and nucleosynthesis in high density environments.

  3. Investigation of saliva of patients with periodontal disease using NAA

    In this study the non-stimulated whole saliva of 26 healthy subjects (mean age 33.9 {+-} 11.0 years, range: 26 to 49 years) and 11 patients with periodontal disease (mean age 41.7 {+-} 11.5 years; range 29 to 55 years) was investigated using Neutron Activation Analysis (NAA) technique. The samples were obtained from donors at Sao Paulo city (Brazil). The analyses were performed in the nuclear reactor IEA-R1 (3.5-4.5MW, pool type) at IPEN/CNEN-SP (Brazil). Considerable changes in Ca and S saliva's level were identified in patients with periodontal disease suggesting they can be used as monitors of periodontal diseases.

    Elastic scattering angular distribution measurements of {sup 7}Be+{sup 27}Al system were performed at the laboratory energy of 15.6 MeV. The {sup 7}Be secondary beam was produced by the proton transfer reaction {sup 3}He({sup 6}Li,{sup 7}Be) and impinged on {sup 27}Al and {sup 197}Au targets, using the Radioactive Ion Beam (RIB) facility, RIBRAS. The elastic angular distribution was obtained within the angular range of 15{sup 0} - 80{sup 0} at the center of mass frame. Optical model calculations have been performed using the Woods- Saxon form factors and the Sao Paulo potential to fit the experimental data. The total reaction cross section was derived.

    The study, Energy Vulnerability Assessment of the US Pacific Islands, was mandated by the Congress of the United States as stated in House Resolution 776-220 of 1992, Section 1406. The resolution states that the US Secretary of Energy shall conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption. Such study shall outline how the insular areas shall gain access to vital oil supplies during times of national emergency. The resolution defines insular areas as the US Virgin Islands, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and Palau. The US Virgin Islands and Puerto Rico are not included in this report. The US Department of Energy (USDOE) has broadened the scope of the study contained in the House Resolution to include emergency preparedness and response strategies which would reduce vulnerability to an oil supply disruption as well as steps to ameliorate adverse economic consequences. This includes a review of alternative energy technologies with respect to their potential for reducing dependence on imported petroleum. USDOE has outlined the four tasks of the energy vulnerability assessment as the following: (1) for each island, determine crude oil and refined product demand/supply, and characterize energy and economic infrastructure; (2) forecast global and regional oil trade flow patterns, energy demand/supply, and economic activities; (3) formulate oil supply disruption scenarios and ascertain the general and unique vulnerabilities of these islands to oil supply disruptions; and (4) outline emergency preparedness and response options to secure oil supplies in the short run, and reduce dependence on imported oil in the longer term.

    Purpose: The purpose of the project was to retrofit the front end (pulp house) of a commercial kraft pulping mill to accommodate a mill green liquor (GL) impregna-tion/soak/exposure and accrue downstream physical and chemical benefits while prin-cipally reducing the energy footprint of the mill. A major player in the mill contrib-uting to excessive energy costs is the lime kiln. The project was intended to offload the energy (oil or natural gas) demands of the kiln by by-passing the causticization/slaking site in the recovery area and directly using green liquor as a pulping medium for wood. Scope: The project was run in two distinct, yet mutually compatible, phases: Phase 1 was the pre-commercial or laboratory phase in which NC State University and the Insti-tute of Paper Science and Technology (at the Georgia Institute of Technology) ran the pulping and associated experiments, while Phase 2 was the mill scale trial. The first tri-al was run at the now defunct Evergreen Pulp Mill in Samoa, CA and lead to a partial retrofit of the mill that was not completed because it went bankrupt and the work was no longer the low-hanging fruit on the tree for the new management. The second trial was run at the MeadWestvaco Pulp Mill in Evedale, TX which for all intents and pur-poses was a success. They were able to fully retrofit the mill, ran the trial, studied the pulp properties, and gave us conclusions.

  7. Coal as an option for power generation in US territories of the Pacific

    A survey of general considerations relating to the use of coal in US territories and trust territories of the Pacific suggests that coal is a viable option for power generation. Future coal supplies, principally from Australia and the west coast of America, promise to be more than adequate, but large bulk carriers will probably not be able to land coal directly because of inadequate port facilities. Hence, smaller than Panamax-class vessels (60,000 dwt) or some arrangement utilizing self-loading barges or lighters would have to be used. Except for Guam, with peak power requirements on the order of 175 MW/sub e/, most territories have current, albeit inadequate, installations of 1 to 25 MW/sub e/ Turnkey, conventional-coal-fired, electrical-power generating systems are available in that size range. US environmental laws are now applicable to Guam and American Samoa; the trust territories are exempt. However, the small power requirements of many small islands will qualify for exemption from the New Source Performance Standards called for in the Clean Air Act. The principal problems with coal use in the territories, apart from the shallow draft of most harbors, are the limited amount of land available and the high capital costs associated with conversion. Ocean dumping of ash and sludge can be permitted under existing Environmental Protection Agency regulations, and barge-mounted power installations are not out of the question. The feasibility of converting from oil-fired to coal-fired electrical-power generating systems must be determined with site-specific information.

    We present a new method of analysis for determining the surface geometry of five protoplanetary disks observed with near-infrared imaging polarimetry using Subaru-HiCIAO. Using as inputs the observed distribution of polarized intensity (PI), disk inclination, assumed properties for dust scattering, and other reasonable approximations, we calculate a differential equation to derive the surface geometry. This equation is numerically integrated along the distance from the star at a given position angle. We show that, using these approximations, the local maxima in the PI distribution of spiral arms (SAO 206462, MWC 758) and rings (2MASS J16042165-2130284, PDS 70) are associated with local concave-up structures on the disk surface. We also show that the observed presence of an inner gap in scattered light still allows the possibility of a disk surface that is parallel to the light path from the star, or a disk that is shadowed by structures in the inner radii. Our analysis for rings does not show the presence of a vertical inner wall as often assumed in studies of disks with an inner gap. Finally, we summarize the implications of spiral and ring structures as potential signatures of ongoing planet formation.

    Optics for future X-ray telescopes will be characterized by very large aperture and focal length, and will be made of lightweight materials like glass or plastic in order to keep the total mass within acceptable limits. Optics based on thin slumped glass foils are currently in use in the NuSTAR telescope and are being developed at various institutes like INAF/OAB, aiming at improving the angular resolution to a few arcsec HEW. Another possibility would be the use of thin plastic foils, being developed at SAO and the Palermo University. Even if relevant progresses in the achieved angular resolution were recently made, a viable possibility to further improve the mirror figure would be the application of piezoelectric actuators onto the non-optical side of the mirrors. In fact, thin mirrors are prone to deform, so they require a careful integration to avoid deformations and even correct forming errors.     Stellar population and the interstellar gas-dust medium in the vicinity of the open star cluster vdB 130 are analysed using optical observations taken with the 6-m telescope of the SAO RAS and the 125-cm telescope of the SAI MSU along with the data of Spitzer and Herschel. Based on proper motions and BV and JHKs 2MASS photometric data, we select additional 36 stars as probable cluster members. Some stars in vdB 130 are classified as B stars. Our estimates of minimum colour excess, apparent distance modulus and the distance are consistent with young age (from 5 to 10 Myrs) of the cluster vdB 130. We suppose the large deviations from the conventional extinction law in the cluster direction, with $R_V$ ~ 4 - 5. The cluster vdB 130 appears to be physically related to the supershell around Cyg OB1, a cometary CO cloud, ionized gas, and regions of infrared emission.   11. The supergiant shell with triggered star formation in Irr galaxy IC 2574: neutral and ionized gas kinematics

    We analyse the ionized gas kinematics in the star formation regions of the supergiant shell (SGS) of the IC 2574 galaxy using observations with the Fabry-Perot interferometer at the 6-m telescope of SAO RAS; the data of the THINGS survey are used to analyze the neutral gas kinematics in the area. We perform the 'derotation' of the H-alpha and HI data cubes and show its efficiency in kinematics analysis. We confirm the SGS expansion velocity 25 km/s obtained by Walter & Brinks (1999) and conclude that the SGS is located at the far side of the galactic disc plane. We determine the expansion velocities, kinematic ages, and the required mechanical energy input rates for four star formation complexes in the walls of the SGS; for the remaining ones we give the limiting values of the above parameters. A comparison with the age and energy input of the complexes' stellar population shows that sufficient energy is fed to all HII regions except one.   12. Current status of the CATS database

    We describe the current status of CATS, a publicly accessible database (web-server http://cats.sao.ru) allowing one to search in hundreds of catalogs of astronomical objects discovered all along the electromagnetic spectrum. Our emphasis is mainly laid on catalogs of radio continuum sources observed from 30 to 15000 MHz, secondly on catalogs of objects such as radio and active stars, planetary nebulae, HII regions, supernova remnants (SNR), pulsars, nearby galaxies, AGN and quasars. CATS also includes the catalogs from the largest extragalactic surveys, like NVSS, FIRST, WENSS, VLSS, TXS, GB6, SUMSS, IRAS, 2MASS, SDSS, ROSAT, PGC, MCG, etc. In 2004 CATS comprised a total of $\\sim10^9$ records from over 400 catalogs in the radio, IR, optical and X-ray windows, including most of RATAN--600 catalogs. CATS is being expanded and updated, both with newly published catalogs as well as older ones which we have created in electronic form for the first time. We describe the principles of organization of the database of astrophysical catalogs and the main functions of CATS.

    The development of an oil shale industry in the United States will require the solution of a variety of technical, economic, environmental, and health and safety problems. This assessment investigates whether US oil shale developers might benefit from the experience gained by the Brazilians in the operation of their Usina Prototipo do Irati oil shale demonstration plant at Sao Mateus do Sul, and from the data generated from their oil shale research and development programs. A chapter providing background information on Brazil and the Brazilian oil shale deposits is followed by an examination of the potential recovery processes applicable to Brazilian oil shale. The evolution of the Brazilian retorting system is reviewed and compared with the mining and retorting proposed for US shales. Factors impacting on the economics of shale oil production in Brazil are reviewed and compared to economic analyses of oil shale production in the US. Chapters examining the consequences of shale development in terms of impact on the physical environment and the oil shale worker complete the report. Throughout the report, where data permits, similarities and differences are drawn between the oil shale programs underway in Brazil and the US. In addition, research areas in which technology or information transfer could benefit either or both countries' oil shale programs are identified.

  14. Use of Brazilian sugarcane bagasse ash in concrete as sand replacement

    Sugarcane today plays a major role in the worldwide economy, and Brazil is the leading producer of sugar and alcohol, which are important international commodities. The production process generates bagasse as a waste, which is used as fuel to stoke boilers that produce steam for electricity cogeneration. The final product of this burning is residual sugarcane bagasse ash (SBA), which is normally used as fertilizer in sugarcane plantations. Ash stands out among agroindustrial wastes because it results from energy generating processes. Many types of ash do not have hydraulic or pozzolanic reactivity, but can be used in civil construction as inert materials. The present study used ash collected from four sugar mills in the region of Sao Carlos, SP, Brazil, which is one of the world's largest producers of sugarcane. The ash samples were subjected to chemical characterization, sieve analysis, determination of specific gravity, X-ray diffraction, scanning electron microscopy, and solubilization and leaching tests. Mortars and concretes with SBA as sand replacement were produced and tests were carried out: compressive strength, tensile strength and elastic modulus. The results indicated that the SBA samples presented physical properties similar to those of natural sand. Several heavy metals were found in the SBA samples, indicating the need to restrict its use as a fertilizer. The mortars produced with SBA in place of sand showed better mechanical results than the reference samples. SBA can be used as a partial substitute of sand in concretes made with cement slag-modified Portland cement.

    Bone adapts to mechanical load by osteosynthesis, suggesting that osteoblasts might respond to mechanical stimuli. We therefore investigated cell proliferation and phospholipase C (PLC) expression in osteoblasts. One Hertz uniaxial stretching at 4000 {mu}strains significantly increased the proliferation rates of human osteoblast-like osteosarcoma cell line MG-63 and primary human osteoblasts. However, U-2/OS, SaOS-2, OST, and MNNG/HOS cells showed no significant changes in proliferation rate. We investigated the expression pattern of different isoforms of PLC in these cell lines. We were able to detect PLC {beta}1, {beta}3, {gamma}1, {gamma}2, and {delta}1 in all cells, but PLC {beta}2 was only detectable in the mechanosensitive cells. We therefore investigated the possible role of PLC {beta}2 in mechanotransduction. Inducible antisense expression for 24 h inhibited the translation of PLC {beta}1 in U-2/OS cells by 35% and PLC {beta}2 in MG-63 by 29%. Fluid shear flow experiments with MG-63 lacking PLC {beta}2 revealed a significantly higher level of cells losing attachment to coverslips and a significantly lower number of cells increasing intracellular free calcium.

    A recent cross-correlation between the Sloan Digital Sky Survey (SDSS) Data Release 7 White Dwarf Catalog with the Wide-Field Infrared Survey Explorer (WISE) all-sky photometry at 3.4, 4.6, 12, and 22 ?m performed by Debes et al. resulted in the discovery of 52 candidate dusty white dwarfs (WDs). However, the 6'' WISE beam allows for the possibility that many of the excesses exhibited by these WDs may be due to contamination from a nearby source. We present MMT+SAO Wide-Field InfraRed Camera J- and H-band imaging observations (0.''5-1.''5 point spread function) of 16 of these candidate dusty WDs and confirm that four have spectral energy distributions (SEDs) consistent with a dusty disk and are not accompanied by a nearby source contaminant. The remaining 12 WDs have contaminated WISE photometry and SEDs inconsistent with a dusty disk when the contaminating sources are not included in the photometry measurements. We find the frequency of disks around single WDs in the WISE ? SDSS sample to be 2.6%-4.1%. One of the four new dusty WDs has a mass of 1.04 M {sub ?} (progenitor mass 5.4 M {sub ?}) and its discovery offers the first confirmation that massive WDs (and their massive progenitor stars) host planetary systems.

    The present thesis is devoted to two broad subjects, planetary frost metamorphism and the terrestrial middle atmosphere, and consists of three papers. Paper 1 considers frost metamorphism on the surfaces of Triton and Mars. Based on an analysis of the microphysical processes involved in the pressureless sintering, it is concluded that fine-grained nitrogen and carbon dioxide frosts can undergo seasonal metamorphism into semitransparent layers on the surface of Triton and in the Martian seasonal polar caps, respectively. The presence of such layers explains a host of facts about Triton's surface and about the Martian seasonal caps. Paper 2 is devoted to elucidating a long-standing issue in the terrestrial middle atmosphere chemistry, the so-called 'ozone deficit problem.' Based on an analysis of data acquired by the Limb Infrared Monitor of the Stratosphere (LIMS) instrument between October 1978 and May 1979, it is concluded that current photochemical models systematically underestimate observed ozone abundances in the upper stratosphere and lower mesosphere. Three modifications to the accepted photochemical scheme, capable of providing a global solution to this problem, are proposed and discussed. Paper 3 differs from the other two in that it reports on results from an ongoing research effort. It considers the diabatic circulation in the stratosphere and lower mesosphere, using ozone and temperature measurements acquired by the Microwave Limb Sounder (MLS) instrument onboard the Upper Atmosphere Research Satellite (UARS). The present study extends past analyses of the diabatic circulation by considering a full annual cycle, November 1991-November 1992, and by taking advantage of the high vertical resolution of MLS data. In the tropical upper stratosphere and lower mesosphere, a semiannual oscillation (SAO) is observed in the computed circulation, with the region of downwelling reaching maximum spatial extent approximately 1 month before the equinox.

  18. Structure of the Crust beneath Cameroon, West Africa, from the Joint Inversion of Rayleigh Wave Group Velocities and Receiver Functions

    The Cameroon Volcanic Line (CVL) is a major geologic feature that cuts across Cameroon from the south west to the north east. It is a unique volcanic lineament which has both an oceanic and a continental sector and consists of a chain of Tertiary to Recent, generally alkaline volcanoes stretching from the Atlantic island of Pagalu to the interior of the African continent. The oceanic sector includes the islands of Bioko (formerly Fernando Po) and Sao Tome and Principe while the continental sector includes the Etinde, Cameroon, Manengouba, Bamboutos, Oku and Mandara mountains, as well as the Adamawa and Biu Plateaus. In addition to the CVL, three other major tectonic features characterize the region: the Benue Trough located northwest of the CVL, the Central African Shear Zone (CASZ), trending N70 degrees E, roughly parallel to the CVL, and the Congo Craton in southern Cameroon. The origin of the CVL is still the subject of considerable debate, with both plume and non-plume models invoked by many authors (e.g., Deruelle et al., 2007; Ngako et al, 2006; Ritsema and Allen, 2003; Burke, 2001; Ebinger and Sleep, 1998; Lee et al, 1994; Dorbath et al., 1986; Fairhead and Binks, 1991; King and Ritsema, 2000; Reusch et al., 2010). Crustal structure beneath Cameroon has been investigated previously using active (Stuart et al, 1985) and passive (Dorbath et al., 1986; Tabod, 1991; Tabod et al, 1992; Plomerova et al, 1993) source seismic data, revealing a crust about 33 km thick at the south-western end of the continental portion of the CVL (Tabod, 1991) and the Adamawa Plateau, and thinner crust (23 km thick) beneath the Garoua Rift in the north (Stuart et al, 1985) (Figure 1). Estimates of crustal thickness obtained using gravity data show similar variations between the Garoua rift, Adamawa Plateau, and southern part of the CVL (Poudjom et al., 1995; Nnange et al., 2000). In this study, we investigate further crustal structure beneath the CVL and the adjacent regions in Cameroon using 1-D shear wave velocity models obtained from the joint inversion of Rayleigh wave group velocities and P-receiver functions for 32 broadband seismic stations. From the 1-D shear wave velocity models, we obtain new insights into the composition and structure of the crust and upper mantle across Cameroon. After briefly reviewing the geological framework of Cameroon, we describe the data and the joint inversion method, and then interpret variations in crustal structure found beneath Cameroon in terms of the tectonic history of the region.
