    The geothermal commercialization potential in American Samoa was investigated. With geothermal energy harnessed in American Samoa, a myriad of possibilities would arise. Existing residential and business consumers would benefit from reduced electricity costs. The tuna canneries, demanding about 76% of the island's process heat requirements, may be able to use process heat from a geothermal source. Potential new industries include health spas, aquaculture, wood products, large domestic and transhipment refrigerated warehouses, electric cars, ocean nodule processing, and a hydrogen economy. There are no territorial statutory laws of American Samoa claiming or reserving any special rights (including mineral rights) to the territorial government, or other interests adverse to a land owner, for subsurface content of real property. Technically, an investigation has revealed that American Samoa does possess a geological environment conducive to geothermal energy development. Further studies and test holes are warranted.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments. Experts in the following disciplines traveled to American Samoa for on-island site assessments: (1) Energy Efficiency and Building Technologies; (2) Integrated Wind-Diesel Generation; (3) Transmission and Distribution; (4) Solar Technologies; and (5) Biomass and Waste-to-Energy. In addition to these core disciplines, team capabilities also included expertise in program analysis, project financing, energy policy and energy planning. The intent of the technical assessment was to provide American Samoa with a baseline energy assessment. From the baseline, various scenarios and approaches for deploying cost effective energy efficiency and renewable energy technologies could be created to meet American Samoa's objectives. The information provided in this energy assessment will be used as input in the development of a draft strategic plan and the development of scenarios and strategies for deploying cost-effective energy efficiency and renewable products.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

    Geothermal studies were carried out on the island of Sao Miguel, Azores to characterize the nature of the resource, to estimate its magnitude, and to identify target areas toward which exploration and developmental drilling might be directed. The main geothermal resource areas are Furnas, Agua de Pau, and Sete Cidades, three Quaternary silicic volcanic centers characterized by summit calderas beneath which magmatic heat sources provide thermal energy to overlying hydrothermal convection systems. For each of the systems, the studies have defined the size of the system, the subsurface temperature, the thermodynamic state of fluid in the system, the chemical composition of the fluid, and permeable parts of the system. 8 figs.     Our aim is investigating surface inhomogeneities of the young late-type star SAO51891, from photosphere to upper chromosphere, analyzing contemporaneous high-resolution spectra and broad-band photometry. The FOCES@CAHA spectral range is used to determine spectral classification and derive vsini and Vrad. The Li abundance is measured to estimate the age. The BVRIJHKs bands are used to construct the SED. The variations of our BV fluxes and Teff are used to infer the presence of photospheric spots and observe their behavior over time. The chromospheric activity is studied applying the spectral subtraction technique to Halpha, CaII H&K, Heps, and CaII IRT lines. We find SAO51891 to be a young K0-1V star with Li abundance close to the Pleiades upper envelope, confirming its youth (~100 Myr), also inferred from its kinematical membership to the Local Association.     We have conducted an LTE abundance analysis for SAO 40039, a warm post-AGB star whose spectrum is known to show surprisingly strong He I lines for its effective temperature and has been suspected of being H-deficient and He-rich. High-resolution optical spectra are analyzed using a family of model atmospheres with different He/H ratios. Atmospheric parameters are estimated from the ionization equilibrium set by neutral and singly ionized species of Fe and Mg, the excitation of Fe I and Fe II lines, and the wings of the Paschen lines. On the assumption that the He I lines are of photospheric and not chromospheric origin, a He/H ratio of approximately unity is found by imposing the condition that the adopted He/H ratio of the model atmosphere must equal the ratio derived from the observed He I triplet lines at 5876, 4471, and 4713 A, and singlet lines at 4922 and 5015 A. Using the model with the best-fitting atmospheric parameters for this He/H ratio, SAO 40039 is confirmed to exhibit mild dust-gas depletion, i.e., the star has an atmosphere deficient in elements of high condensation temperature. The star appears to be moderately metal-deficient with [Fe/H] = -0.4 dex. But the star's intrinsic metallicity as estimated from Na, S, and Zn, elements of a low condensation temperature, is [Fe/H]{sub o} {approx_equal} -0.2 ([Fe/H]{sub o} refers to the star's intrinsic metallicity). The star is enriched in N and perhaps O as well, changes reflecting the star's AGB past and the event that led to He enrichment.

    We present high-resolution, H-band imaging observations, collected with Subaru/HiCIAO, of the scattered light from the transitional disk around SAO 206462 (HD 135344B). Although previous sub-mm imagery suggested the existence of a dust-depleted cavity at r {<=} 46 AU, our observations reveal the presence of scattered light components as close as 0.''2 ({approx} 28 AU) from the star. Moreover, we have discovered two small-scale spiral structures lying within 0.''5 ({approx} 70 AU). We present models for the spiral structures using the spiral density wave theory, and derive a disk aspect ratio of h {approx} 0.1, which is consistent with previous sub-mm observations. This model can potentially give estimates of the temperature and rotation profiles of the disk based on dynamical processes, independently from sub-mm observations. It also predicts the evolution of the spiral structures, which can be observable on timescales of 10-20 years, providing conclusive tests of the model. While we cannot uniquely identify the origin of these spirals, planets embedded in the disk may be capable of exciting the observed morphology. Assuming that this is the case, we can make predictions on the locations and, possibly, the masses of the unseen planets. Such planets may be detected by future multi-wavelength observations.

Section 313 of the Emergency Planning and Community Right-to- Know Act (also known as Title III) of the Superfund Amendments and Reauthorization Act (SARA) of 1986 (Public Law 99-499) requires EPA to establish an inventory of toxic chemical emissions from certain facilities. Section 313 informs the public of the presence of chemicals in their communities and releases of these chemicals into the community. With this information, States and communities, working with industrial facilities required to comply with this law, will be better able to protect public health and the environment. The TRI data on diskette includes (1) the names, addresses, counties, and public contacts of facilities manufacturing, processing or using the reported chemicals; (2) the SIC code for the plants; (3) the chemical involved; and (4) the estimated quantity emitted into the air (point and non-point emissions), discharged into bodies of water, injected underground, released to land, or released to publicly owned treatment works. Beginning with the 1991 reports, facilities also are required to provide information about pollution prevention and source reduction activities. New data elements include quantities of the listed chemical recycled and used for energy recovery on-site; quanties transferred off- site for recycling and energy recovery. Source reduction activities, and methods used to indentify those activities. All releases are in pounds per year. Also provided is the FIPS code corresponding to the facility state and county; the unique ID number assigned by Dun and Bradstreet to the parent company of the reporting facility as well as the name of the corporation or other business entity that owns or controls the reporting facility.

    We have used gamma-ray spectrometry to study the distribution of natural radiation from soils of southeastern Brazil: Billings reservoir, Sao Bernardo do Campo Parks, Diadema Parks, Interlagos region, Sao Paulo, and soil from Sao Paulo and Rio de Janeiro beaches. In most of the regions studied we have found that the dose due the external exposure to gamma-rays, proceeding from natural terrestrial elements, are between the values 0.3 and 0.6 mSv/year, established by the United Nations Scientific Committee on the Effects of Atomic Radiation.

    This paper reviews and compares the condition of the environmental impact assessment (EIA) system in three countries in the East Africa region: Kenya, Rwanda and Tanzania. The criteria used for the evaluation and the comparison of each system are based on the elements of the legal, administrative and procedural frameworks, as well as the context in which they operate. These criteria are adapted from the evaluation and quality control criteria derived from a number of literature sources. The study reveals that the EIA systems of Kenya and Tanzania are at a similar stage in their development. The two countries, the first to introduce the EIA concept into their jurisdiction in this part of Africa, therefore have more experience than Rwanda in the practice of environmental impact assessment, where the legislation and process requires more time to mature both from the governmental and societal perspective. The analysis of the administrative and procedural frameworks highlights the weakness in the autonomy of the competent authority, in all three countries. Finally a major finding of this study is that the contextual set up i.e. the socio-economic and political situation plays an important role in the performance of an EIA system. The context in developing countries is very different from developed countries where the EIA concept originates. Interpreting EIA conditions in countries like Kenya, Rwanda and Tanzania requires that the analysis for determining the effectiveness of their systems should be undertaken within a relevant framework, taking into account the specific requirements of those countries.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

  4. Expanding the Discovery Potential of VERITAS via Moonlight Observations

    This grant partially supported the base research efforts of the Smithsonian Astrophysical Observatory (SAO), Very-High-Energy (VHE; E > 100 GeV) gamma-ray research group from 8/1/09 to 7/31/14. During the project period, the SAO gamma-ray group carried out a wide-range of research efforts, but focused on VHE observations of extragalactic sources with VERITAS. The SAO group led or co-lead nearly all VERITAS extragalactic working groups and the observations addressed themes in Particle Physics and Fundamental Laws, Cosmology, and Black Holes. The primary topics of this research were processes in exotic galaxies, especially active galactic nuclei and starburst galaxies, which have implications for cosmology and Lorentz invariance violation, as well as indirect dark matter detection via VERITAS observations of dwarf spheroidal galaxies. In addition, the SAO group let the development of unique capabilities for VERITAS to observe during all periods of moonlight. Overall, this has increased the VERITAS data yield by 60% and these data are both scientifically useful and regularly published. This grant funded research that led to contributions towards the publication of 51 refereed journal articles during the project period, including several led by, or with significant contributions from, the SAO group.

    Enrico Fermi was one of the greater physicists of the XX century. In 1934, he gave several lectures in Brazil. Invited by Theodoro Ramos to work in S\\~ao Paulo, he preferred to stay in Rome and went to the USA in 1938. However, Fermi recommended Gleb Wataghin to come in his place. Wataghin made history in Brazil, becoming one of the first Professors of the future S\\~ao Paulo University. Besides his relevance to the History of Science, Fermi eventually leaved an indelible mark on the creation and institutionalization of national scientific research due to the indication of Wataghin. Despite this fact, very little is known about Fermi's trip to Brazil. This work tries to reconstruct the fullest possible steps of the famous Italian physicist in our lands.

    Using Neutron Activation Analysis Zn concentrations were determined in blood of horses (Creole breed). No significant difference was observed between male (0.0029{+-}.0007 gL{sup -1}) and female (0.0031{+-}.0011 gL{sup -1}) animals. These data are an important support to understand the physiological functions of Zn in blood during the process of sera production at Butantan Institute (Sao Paulo, Brazil) using horses.

    A portion of each filtrate sample was freeze-dried and the resulting solids were analyzed for ash content. Adsorption experiments with calcium and barium were carried at 70{degrees}C in a temperature controlled incubator under continuous mixing in order to simulate the environment experienced by brownstock as it moves through the Q stage. In the calcium experiments, it was difficult to accurately determine the calcium adsorbed on the pulp by measuring the depletion of calcium in the aqueous phase. Consequently, the technique was modified. In the modified technique, the calcium-adsorbed pulp is acid washed again to release the calcium. The calcium concentration in the washings is measured, and the calcium adsorbed on the pulp is estimated by material balance. Measurement of calcium adsorption on the brownstock pulp fibers from the L-P/Samoa mill have been obtained.

    The Department of Energy (DOE) distributes small grants for alternative energy projects through their Appropriate Energy Technology (AET) Grants Program. This program extends to the western Pacific, where DOE has given 15 grants for projects in American Samoa the Commonwealth of the Mariana Islands, (CMI), Guam, and the Trust Territory of the Paclfic. Average grant size is $12.5K. Projects in Guam and the CMI include two solar systems for hot water heating, a typhoon-proof greenhouse, and a methane digester in Guam, and three educational projects for solar water heating and distilling, wind water pumping, and methane generating in the CMI. Some of the projects are succesful but others are having difficulties because of particular regional engineering problems (corrosion, typhoons, construction logistics, materials, lack of technicians). Historically, federal grants are not always in harmony with western Pacific cultures, and AET grants should be distributed with a sensitivity toward long range effects.

    The United States Department of Energy's (DOE) Atmospheric Radiation Measurement (ARM) Program began operations in its Tropical Western Pacific (TWP) locale in October 1996 when the first Atmospheric Radiation and Cloud Station (ARCS) began collecting data on Manus Island in Papua New Guinea (PNG). Two years later, in November 1998, a second ARCS began operations on the island of Nauru in the Central Pacific. Now a third ARCS has begun collecting data in Darwin, Australia. The Manus, Nauru, and Darwin sites are operated through collaborative agreements with the PNG National Weather Service, The Nauru Department of Industry and Economic Development (IED), and the Australian Bureau of Meteorology's (BOM) Special Services Unit (SSU) respectively. All ARM TWP activities in the region are coordinated with the South Pacific Regional Environment Programme (SPREP) based in Apia, Samoa. The Darwin ARM site and its role in the ARM TWP Program are discussed.

    We have studied the kinematics of the ionized gas and stellar component in Mrk334 using methods of panoramic (3D) spectroscopy. The observations were performed at the prime focus of the SAO RAS 6-m telescope with the integral-field spectrograph MPFS (Afanasiev et al. 2001) and with a scanning Fabry-Perot interferometer (FPI), installed on the multimode device SCORPIO (Afanasiev & Moiseev 2005). Based on these data, the monochromatic maps and velocity fields in different emission lines of the ionized gas were constructed. The diagnostic diagrams have been made based on the emission lines ratios.

    The Radioactive Ion Beams Facility (RIBRAS) is in operation since 2004 at the Pelletron Accelerator Laboratory of the University of Sao Paulo and consists of two superconducting solenoids capable of producing low energy secondary beams of light exotic nuclei.     This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

    Quasielastic excitation functions for the {sup 16,18}O + {sup 60}Ni systems were measured at energies near and below the Coulomb barrier, at the backward angle {theta}{sub LAB} = 161 deg. The corresponding quasielastic barrier distributions were derived. The data were compared with predictions from coupled channel calculations using a double-folding potential as a bare potential. For the {sup 16}O-induced scattering, good agreement was obtained for the barrier distribution by using the projectile default nuclear matter diffuseness obtained from the Sao Paulo potential systematic, that is, 0.56 fm. However, for the {sup 18}O-induced scattering, good agreement was obtained only when the projectile nuclear matter diffuseness was changed to 0.62 fm. Therefore, in this paper we show how near-barrier quasielastic scattering can be used as a sensitive tool to derive nuclear matter diffuseness.

  17. The R/V Discoverer cruise to Manus Island. The BNL Portable Radiometer Package (PRP) evaluation

    Brookhaven National Laboratory installed and operated a Portable Radiation Package (PRP) on the NOAA ship R/V DISCOVERER as part of the Combined Sensor Program cruise in the Tropical Western Pacific Ocean. The DISCOVERER transported a collection of radiation and atmospheric instrumentation to positions offshore of manus Island to compare cloud and radiation fields to like instruments measured from a station on the island. The ship sailed NW from Pago Pago, American Samoa, on 14 March 1996 to a latitude of 1{degree}S then due West until it approached manus Island (2{degree}S and 148{degree}E) on approximately 7 April. The ship then turned SW and approached Manus Island in three steps. This route was reversed during the ship`s return to Hawaii. The PRP package is a compact low-power integration of simple sensors that measure long- and short-wave irradiance from moving platforms. A rapid rotating shadowband radiometer that is designed to provide good estimates of diffuse (sky) radiation even from moving buoys or ships was being evaluated. The PRP provided the only means of making diffuse (sky) radiation measurements from the ship. The CSP cruise provided an excellent opportunity to intercompare the PRP with other like instruments in the TWP locale. The unit was located on the starboard flying bridge which was fully exposed to direct sunlight during the ship`s westward transit. When the ship was at its closest approach to manus, the PRP was moved to the island where careful intercomparison with the Manus instrumentation was conducted.

    The study, Energy Vulnerability Assessment of the US Pacific Islands, was mandated by the Congress of the United States as stated in House Resolution 776-220 of 1992, Section 1406. The resolution states that the US Secretary of Energy shall conduct a study of the implications of the unique vulnerabilities of the insular areas to an oil supply disruption. Such study shall outline how the insular areas shall gain access to vital oil supplies during times of national emergency. The resolution defines insular areas as the US Virgin Islands, Puerto Rico, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and Palau. The US Virgin Islands and Puerto Rico are not included in this report. The US Department of Energy (USDOE) has broadened the scope of the study contained in the House Resolution to include emergency preparedness and response strategies which would reduce vulnerability to an oil supply disruption as well as steps to ameliorate adverse economic consequences. This includes a review of alternative energy technologies with respect to their potential for reducing dependence on imported petroleum. USDOE has outlined the four tasks of the energy vulnerability assessment as the following: (1) for each island, determine crude oil and refined product demand/supply, and characterize energy and economic infrastructure; (2) forecast global and regional oil trade flow patterns, energy demand/supply, and economic activities; (3) formulate oil supply disruption scenarios and ascertain the general and unique vulnerabilities of these islands to oil supply disruptions; and (4) outline emergency preparedness and response options to secure oil supplies in the short run, and reduce dependence on imported oil in the longer term.

    Purpose: The purpose of the project was to retrofit the front end (pulp house) of a commercial kraft pulping mill to accommodate a mill green liquor (GL) impregna-tion/soak/exposure and accrue downstream physical and chemical benefits while prin-cipally reducing the energy footprint of the mill. A major player in the mill contrib-uting to excessive energy costs is the lime kiln. The project was intended to offload the energy (oil or natural gas) demands of the kiln by by-passing the causticization/slaking site in the recovery area and directly using green liquor as a pulping medium for wood. Scope: The project was run in two distinct, yet mutually compatible, phases: Phase 1 was the pre-commercial or laboratory phase in which NC State University and the Insti-tute of Paper Science and Technology (at the Georgia Institute of Technology) ran the pulping and associated experiments, while Phase 2 was the mill scale trial. The first tri-al was run at the now defunct Evergreen Pulp Mill in Samoa, CA and lead to a partial retrofit of the mill that was not completed because it went bankrupt and the work was no longer the low-hanging fruit on the tree for the new management. The second trial was run at the MeadWestvaco Pulp Mill in Evedale, TX which for all intents and pur-poses was a success. They were able to fully retrofit the mill, ran the trial, studied the pulp properties, and gave us conclusions.

  20. Coal as an option for power generation in US territories of the Pacific

    A survey of general considerations relating to the use of coal in US territories and trust territories of the Pacific suggests that coal is a viable option for power generation. Future coal supplies, principally from Australia and the west coast of America, promise to be more than adequate, but large bulk carriers will probably not be able to land coal directly because of inadequate port facilities. Hence, smaller than Panamax-class vessels (60,000 dwt) or some arrangement utilizing self-loading barges or lighters would have to be used. Except for Guam, with peak power requirements on the order of 175 MW/sub e/, most territories have current, albeit inadequate, installations of 1 to 25 MW/sub e/ Turnkey, conventional-coal-fired, electrical-power generating systems are available in that size range. US environmental laws are now applicable to Guam and American Samoa; the trust territories are exempt. However, the small power requirements of many small islands will qualify for exemption from the New Source Performance Standards called for in the Clean Air Act. The principal problems with coal use in the territories, apart from the shallow draft of most harbors, are the limited amount of land available and the high capital costs associated with conversion. Ocean dumping of ash and sludge can be permitted under existing Environmental Protection Agency regulations, and barge-mounted power installations are not out of the question. The feasibility of converting from oil-fired to coal-fired electrical-power generating systems must be determined with site-specific information.

    The end of the Cold War seemed to create a more peaceful international environment. September 11 reminded us of the dangers of complacency. Indeed, even before September 11 US forces had intervened in a number of wars and crises, including Panama, the Persian Gulf War, Somalia, Rwanda, Bosnia, Kosovo, several Taiwan Straits crises, the North Korea nuclear weapons crisis, and most recently Afghanistan. US ability to intervene in remote areas of the world is often dependent on the Navy's ability to project power ashore. As a result, US ability to influence events in crisis situations, especially between or among nuclear powers, may become more difficult along with our ability to conduct littoral warfare. Although the numbers of potentially hostile submarines have declined with the end of the Cold War, US anti-submarine warfare capabilities have also declined. Moreover, foreign submarines and related technologies are likely to diffuse globally. New technologies like Air Independent Propulsion (AIP), improved weapons and sensors will make conventional submarines more dangerous, and the spread of nuclear submarines even to a few more countries raise political, military, environmental, and safety concerns. Submarines are one of the key weapon systems used alone or in combination with other weapon systems such as coastal defense missiles, aircraft, and other sea-based missile platforms to deny US ability to project power ashore, Thus, other countries who wish to deny the US the ability to interfere with their regional or even global ambitions may emphasize the acquisition and/or development of submarines. As the world become more multipolar over the longer term, as the Chinese believe it will, countries such as Russia, China. etc., may be able to acquire the submarine capabilities to challenge us not just regionally, but in blue waters. To the extent that our alliance relationships require US naval access or superiority to sustain them, then our erstwhile friendly allies such as Japan, South Korea, ASEAN states, Taiwan, etc., may seek their own arrangements with other powers for their protection or seek WMD capabilities to offset the former reliance on the US.     We present Iris, the VAO (Virtual Astronomical Observatory) application for analyzing SEDs (spectral energy distributions). Iris is the result of one of the major science initiatives of the VAO, and the first version was released in September 2011. Iris combines key features of several existing software applications to streamline and enhance SED analysis. With Iris, users may read and display SEDs, select data ranges for analysis, fit models to SEDs, and calculate confidence limits on best-fit parameters. SED data may be uploaded into the application from IVOA-compliant VOTable and FITS format files, or retrieved directly from NED. Data written in unsupported formats may be converted using SedImporter, a new application provided with Iris. The components of Iris have been contributed by members of the VAO.     We describe the current status of CATS, a publicly accessible database (web-server http://cats.sao.ru) allowing one to search in hundreds of catalogs of astronomical objects discovered all along the electromagnetic spectrum. Our emphasis is mainly laid on catalogs of radio continuum sources observed from 30 to 15000 MHz, secondly on catalogs of objects such as radio and active stars, planetary nebulae, HII regions, supernova remnants (SNR), pulsars, nearby galaxies, AGN and quasars. CATS also includes the catalogs from the largest extragalactic surveys, like NVSS, FIRST, WENSS, VLSS, TXS, GB6, SUMSS, IRAS, 2MASS, SDSS, ROSAT, PGC, MCG, etc. In 2004 CATS comprised a total of $\\sim10^9$ records from over 400 catalogs in the radio, IR, optical and X-ray windows, including most of RATAN--600 catalogs. CATS is being expanded and updated, both with newly published catalogs as well as older ones which we have created in electronic form for the first time. We describe the principles of organization of the database of astrophysical catalogs and the main functions of CATS.

    A recent cross-correlation between the Sloan Digital Sky Survey (SDSS) Data Release 7 White Dwarf Catalog with the Wide-Field Infrared Survey Explorer (WISE) all-sky photometry at 3.4, 4.6, 12, and 22 ?m performed by Debes et al. resulted in the discovery of 52 candidate dusty white dwarfs (WDs). However, the 6'' WISE beam allows for the possibility that many of the excesses exhibited by these WDs may be due to contamination from a nearby source. We present MMT+SAO Wide-Field InfraRed Camera J- and H-band imaging observations (0.''5-1.''5 point spread function) of 16 of these candidate dusty WDs and confirm that four have spectral energy distributions (SEDs) consistent with a dusty disk and are not accompanied by a nearby source contaminant. The remaining 12 WDs have contaminated WISE photometry and SEDs inconsistent with a dusty disk when the contaminating sources are not included in the photometry measurements. We find the frequency of disks around single WDs in the WISE ? SDSS sample to be 2.6%-4.1%. One of the four new dusty WDs has a mass of 1.04 M {sub ?} (progenitor mass 5.4 M {sub ?}) and its discovery offers the first confirmation that massive WDs (and their massive progenitor stars) host planetary systems.

    The development of an oil shale industry in the United States will require the solution of a variety of technical, economic, environmental, and health and safety problems. This assessment investigates whether US oil shale developers might benefit from the experience gained by the Brazilians in the operation of their Usina Prototipo do Irati oil shale demonstration plant at Sao Mateus do Sul, and from the data generated from their oil shale research and development programs. A chapter providing background information on Brazil and the Brazilian oil shale deposits is followed by an examination of the potential recovery processes applicable to Brazilian oil shale. The evolution of the Brazilian retorting system is reviewed and compared with the mining and retorting proposed for US shales. Factors impacting on the economics of shale oil production in Brazil are reviewed and compared to economic analyses of oil shale production in the US. Chapters examining the consequences of shale development in terms of impact on the physical environment and the oil shale worker complete the report. Throughout the report, where data permits, similarities and differences are drawn between the oil shale programs underway in Brazil and the US. In addition, research areas in which technology or information transfer could benefit either or both countries' oil shale programs are identified.

  6. Optical and infrared emission of H II complexes as a clue to PAHs lifecycle

    We present an analysis of optical spectroscopy and infrared aperture photometry of more than 100 H II complexes in nine galaxies. Spectra obtained with the 6-m telescope of SAO RAS are used along with archival data from Spitzer and several ground-based telescopes to infer a strength of polycyclic aromatic hydrocarbon (PAH) emission, age, properties of the UV radiation field, and metallicity of studied H II complexes. Physical properties (age, radiation field parameters, metallicity) are related to the $F_{8}/F_{24}$ ratio used as a proxy for the PAH abundance in order to reveal factors that may influence the PAH evolution in H II complexes. The well-known correlation between the $F_{8}/F_{24}$ ratio and metallicity is confirmed in the studied complexes. The infrared flux ratio also correlates with the [O III]$\\lambda 5007/\\mathrm{H\\beta}$ ratio which is often considered as an indicator of the radiation field hardness, but this correlation seems to be a mere reflection of a correlation between [O III]$\\lambda ...

    Results of optical and NIR spectral and photometric observations of a sample of candidate double-barred galaxies are presented. Velocity fields and velocity dispersion maps of stars and ionized gas, continuum and emission-line images were constructed from integral-field spectroscopy observations carried out at the 6m telescope (BTA) of SAO RAS, with the MPFS spectrograph and the scanning Fabry-Perot Interferometer.     The potential usefulness of {alpha}-particle radioimmunotherapy in the treatment of osteosarcoma was studied in vitro by using the monoclonal antibody TP-3 and cells of three human osteosarcoma cell lines (OHS, SAOS and KPDX) differing in antigen expression. Cell survival curves were established after treatment with (a) {sup 211}At-TP-3 of different specific activities, (b) {sup 211}At-labeled bovine serum albumin (BSA), (c) free {sup 211}At and (d) external-beam X rays. The three osteosarcoma cell lines showed similar survival curves, whether treated with external-beam X rays, {sup 211}At-BSA or free {sup 211}At. The D{sub o}`s were lower for free {sup 211}At than for {sup 211}At-BSA. The survival curves for {sup 211}At-TP-3 treatment, on the other hand, differed significantly among the cell lines, suggesting that sensitivity to {sup 211}At-TP-3 treatment was governed by cellular properties other than sensitivity to external-beam X rays. The cellular property most important for sensitivity to {sup 211}At-TP-3 treatment was the antigen expression. Cell inactivation after {sup 211}At-TP-3 treatment increased substantially with increasing specific activity of the {sup 211}At-TP-3. At high specific activities, the cytotoxic effect of {sup 211}At-TP-3 was significantly higher than that of {sup 211}At-BSA. In conclusion, {sup 211}At-TP-3 has the potential to give clinically favorable therapeutic ratios in the treatment of osteosarcoma. 39 refs., 5 figs., 2 tabs.

Three cases of inner polar disks in our sample (NGC2681, NGC3368 and NGC5850) are considered. We found ionized-gas counter-rotation in the central kiloparsec of the lenticular galaxy NGC3945. Seven galaxies (NGC470, NGC2273, NGC2681, NGC3945, NGC5566, NGC5905, and NGC6951) have inner mini-disks nested in large-scale bars. Minispiral structures occur often in these nuclear disks. It is interesting that the majority of the observed, morphological and kinematical, features in the sample galaxies can be explained without the secondary bar hypothesis. Thus we suggest that a dynamically independent secondary bar is a rarer phenomenon than follows from isophotal analysis of the images only.

  10. Structure of the Crust beneath Cameroon, West Africa, from the Joint Inversion of Rayleigh Wave Group Velocities and Receiver Functions

    The Cameroon Volcanic Line (CVL) is a major geologic feature that cuts across Cameroon from the south west to the north east. It is a unique volcanic lineament which has both an oceanic and a continental sector and consists of a chain of Tertiary to Recent, generally alkaline volcanoes stretching from the Atlantic island of Pagalu to the interior of the African continent. The oceanic sector includes the islands of Bioko (formerly Fernando Po) and Sao Tome and Principe while the continental sector includes the Etinde, Cameroon, Manengouba, Bamboutos, Oku and Mandara mountains, as well as the Adamawa and Biu Plateaus. In addition to the CVL, three other major tectonic features characterize the region: the Benue Trough located northwest of the CVL, the Central African Shear Zone (CASZ), trending N70 degrees E, roughly parallel to the CVL, and the Congo Craton in southern Cameroon. The origin of the CVL is still the subject of considerable debate, with both plume and non-plume models invoked by many authors (e.g., Deruelle et al., 2007; Ngako et al, 2006; Ritsema and Allen, 2003; Burke, 2001; Ebinger and Sleep, 1998; Lee et al, 1994; Dorbath et al., 1986; Fairhead and Binks, 1991; King and Ritsema, 2000; Reusch et al., 2010). Crustal structure beneath Cameroon has been investigated previously using active (Stuart et al, 1985) and passive (Dorbath et al., 1986; Tabod, 1991; Tabod et al, 1992; Plomerova et al, 1993) source seismic data, revealing a crust about 33 km thick at the south-western end of the continental portion of the CVL (Tabod, 1991) and the Adamawa Plateau, and thinner crust (23 km thick) beneath the Garoua Rift in the north (Stuart et al, 1985) (Figure 1). Estimates of crustal thickness obtained using gravity data show similar variations between the Garoua rift, Adamawa Plateau, and southern part of the CVL (Poudjom et al., 1995; Nnange et al., 2000). In this study, we investigate further crustal structure beneath the CVL and the adjacent regions in Cameroon using 1-D shear wave velocity models obtained from the joint inversion of Rayleigh wave group velocities and P-receiver functions for 32 broadband seismic stations. From the 1-D shear wave velocity models, we obtain new insights into the composition and structure of the crust and upper mantle across Cameroon. After briefly reviewing the geological framework of Cameroon, we describe the data and the joint inversion method, and then interpret variations in crustal structure found beneath Cameroon in terms of the tectonic history of the region.

  11. Preliminary assessment of potential CDM early start projects in Brazil

    The Brazil/US Aspen Global Forum on Climate Change Policies and Programs has facilitated a dialogue between key Brazil and US public and private sector leaders on the subject of the Clean Development Mechanism (CDM). With support from the US government, a cooperative effort between Lawrence Berkeley National Laboratory and the University of Sao Paulo conducted an assessment of a number of projects put forth by Brazilian sponsors. Initially, we gathered information and conducted a screening assessment for ten projects in the energy sector and six projects in the forestry sector. Some of the projects appeared to offer greater potential to be attractive for CDM, or had better information available. We then conducted a more detailed assessment of 12 of these projects, and two other projects that were submitted after the initial screening. An important goal was to assess the potential impact of Certified Emission Reductions (CERs) on the financial performance of projects. With the exception of the two forestry-based fuel displacement projects, the impact of CERs on the internal rate of return (IRR) is fairly small. This is true for both the projects that displace grid electricity and those that displace local (diesel-based) electricity production. The relative effect of CERs is greater for projects whose IRR without CERs is low. CERs have a substantial effect on the IRR of the two short-rotation forestry energy substitution projects. One reason is that the biofuel displaces coke and oil, both of which are carbon-intensive. Another factor is that the product of these projects (charcoal and woodfuel, respectively) is relatively low value, so the revenue from carbon credits has a strong relative impact. CERs also have a substantial effect on the NPV of the carbon sequestration projects. Financial and other barriers pose a challenge for implementation of most of the projects. In most cases, the sponsor lacks sufficient capital, and loans are available only at high interest rate and with substantial guarantee. A few of the projects might go ahead without the benefit of CERs, but most probably would not. Whether the projected revenue from CERs would be sufficient to induce sponsors to proceed with the projects is an important issue that requires further investigation. All of the projects contribute to economic development in Brazil. The forestry projects in particular would create a significant number of rural jobs, and contribute income to rural communities. Some of the carbon sequestration projects would provide environmental benefits with respect to protection of biodiversity and soil.

  12. LIBS Spectral Data for a Mixed Actinide Fuel Pellet Containing Uranium, Plutonium, Neptunium and Americium

    Laser-induced breakdown spectroscopy (LIBS) was used to analyze a mixed actinide fuel pellet containing 75% UO{sub 2}/20% PuO{sub 2}/3% AmO{sub 2}/2% NpO{sub 2}. The preliminary data shown here is the first report of LIBS analysis of a mixed actinide fuel pellet, to the authors knowledge. The LIBS spectral data was acquired in a plutonium facility at Los Alamos National Laboratory where the sample was contained within a glove box. The initial installation of the glove box was not intended for complete ultraviolet (UV), visible (VIS) and near infrared (NIR) transmission, therefore the LIBS spectrum is truncated in the UV and NIR regions due to the optical transmission of the window port and filters that were installed. The optical collection of the emission from the LIBS plasma will be optimized in the future. However, the preliminary LIBS data acquired is worth reporting due to the uniqueness of the sample and spectral data. The analysis of several actinides in the presence of each other is an important feature of this analysis since traditional methods must chemically separate uranium, plutonium, neptunium, and americium prior to analysis. Due to the historic nature of the sample fuel pellet analyzed, the provided sample composition of 75% UO{sub 2}/20% PuO{sub 2}/3% AmO{sub 2}/2% NpO{sub 2} cannot be confirm without further analytical processing. Uranium, plutonium, and americium emission lines were abundant and easily assigned while neptunium was more difficult to identify. There may be several reasons for this observation, other than knowing the exact sample composition of the fuel pellet. First, the atomic emission wavelength resources for neptunium are limited and such techniques as hollow cathode discharge lamp have different dynamics than the plasma used in LIBS which results in different emission spectra. Secondly, due to the complex sample of four actinide elements, which all have very dense electronic energy levels, there may be reactions and interactions occurring within the plasma, such as collisional energy transfer, that might be a factor in the reduction in neptunium emission lines. Neptunium has to be analyzed alone using LIBS to further understand the dynamics that may be occurring in the plasma of the mixed actinide fuel pellet sample. The LIBS data suggests that the emission spectrum for the mixed actinide fuel pellet is not simply the sum of the emission spectra of the pure samples but is dependent on the species present in the plasma and the interactions and reactions that occur within the plasma. Finally, many of the neptunium lines are in the near infrared region which is drastically reduced in intensity by the current optical setup and possibly the sensitivity of the emission detector in the spectral region. Once the optics are replaced and the optical collection system is modified and optimized, the probability of observing emission lines for neptunium might be increased significantly. The mixed actinide fuel pellet was analyzed under the experimental conditions listed in Table 1. The LIBS spectra of the fuel pellet are shown in Figures 1-49. The spectra are labeled with the observed wavelength and atomic species (both neutral (I) and ionic (II)). Table 2 is a complete list of the observed and literature based emission wavelengths. The literature wavelengths have references including NIST Atomic Spectra Database (NIST), B.A. Palmer et al. 'An Atlas of Uranium Emission Intensities in a Hollow Cathode Discharge' taken at the Kitt Peak National Observatory (KPNO), R.L.
