  2. Climate Effects of Global Land Cover Change

    There are two competing effects of global land cover change on climate: an albedo effect which leads to heating when changing from grass/croplands to forest, and an evapotranspiration effect which tends to produce cooling. It is not clear which effect would dominate in a global land cover change scenario. We have performed coupled land/ocean/atmosphere simulations of global land cover change using the NCAR CAM3 atmospheric general circulation model. We find that replacement of current vegetation by trees on a global basis would lead to a global annual mean warming of 1.6 C, nearly 75% of the warming produced under a doubled CO{sub 2} concentration, while global replacement by grasslands would result in a cooling of 0.4 C. These results suggest that more research is necessary before forest carbon storage should be deployed as a mitigation strategy for global warming. In particular, high latitude forests probably have a net warming effect on the Earth's climate.

  5. ``White Land``...new Russian closed-cycle nuclear technology for global deployment

    A Russian technology called ``White Land`` is being pursued which is based on their heavy-metal-cooled fast spectrum reactor technology developed to power their super-fast Alpha Class submarines. These reactors have important safety advantages over the more conventional sodium-cooled fast breeder reactors but preserve some of the attractive operational features of the fast spectrum systems. Perhaps chief among these advantages in the current political milieu is their ability to generate energy from any nuclide heavier than thorium including HEU, weapons plutonium, commercial plutonium, neptunium, americium, and curium. While there are several scenarios for deployment of these systems, the most attractive perhaps is containment in submarine-like enclosures to be placed underwater near a coastal population center. A Russian organization named the Alphabet Company would build the reactors and maintain title to them. The company would be paid on the basis of kilowatt-hours delivered. The reactors would not require refueling for 10--15 years and no maintenance violating the radiation containment would be required or would be carried out at the deployment site. The host country need not develop any nuclear technology or accept any nuclear waste. When the fuel load has been burned, the entire unit would be towed to Archangel, Russia for refueling. The fission product would be removed from the fuel by ``dry`` molten salt technology to minimize the waste stream and the fissile material would be returned to the reactor for further burning. The fission product waste would be stored at New Land Island, their current nuclear test site in the Arctic. If concerns over fission product justify it, the long-lived species will be transmuted in an accelerator-driven system. Apparently this project is backed at the highest levels of MINATOM and the Alphabet Company has the funding to proceed.

  6. EVALUATION OF LAND USE/LAND COVER DATASETS FOR URBAN WATERSHED MODELING

    Land use/land cover (LULC) data are a vital component for nonpoint source pollution modeling. Most watershed hydrology and pollutant loading models use, in some capacity, LULC information to generate runoff and pollutant loading estimates. Simple equation methods predict runoff and pollutant loads using runoff coefficients or pollutant export coefficients that are often correlated to LULC type. Complex models use input variables and parameters to represent watershed characteristics and pollutant buildup and washoff rates as a function of LULC type. Whether using simple or complex models an accurate LULC dataset with an appropriate spatial resolution and level of detail is paramount for reliable predictions. The study presented in this paper compared and evaluated several LULC dataset sources for application in urban environmental modeling. The commonly used USGS LULC datasets have coarser spatial resolution and lower levels of classification than other LULC datasets. In addition, the USGS datasets do not accurately represent the land use in areas that have undergone significant land use change during the past two decades. We performed a watershed modeling analysis of three urban catchments in Los Angeles, California, USA to investigate the relative difference in average annual runoff volumes and total suspended solids (TSS) loads when using the USGS LULC dataset versus using a more detailed and current LULC dataset. When the two LULC datasets were aggregated to the same land use categories, the relative differences in predicted average annual runoff volumes and TSS loads from the three catchments were 8 to 14% and 13 to 40%, respectively. The relative differences did not have a predictable relationship with catchment size.

  7. Land cover classification in multispectral imagery using clustering of sparse approximations over learned feature dictionaries

    We present results from an ongoing effort to extend neuromimetic machine vision algorithms to multispectral data using adaptive signal processing combined with compressive sensing and machine learning techniques. Our goal is to develop a robust classification methodology that will allow for automated discretization of the landscape into distinct units based on attributes such as vegetation, surface hydrological properties, and topographic/geomorphic characteristics. We use a Hebbian learning rule to build spectral-textural dictionaries that are tailored for classification. We learn our dictionaries from millions of overlapping multispectral image patches and then use a pursuit search to generate classification features. Land cover labelsmore » are automatically generated using unsupervised clustering of sparse approximations (CoSA). We demonstrate our method on multispectral WorldView-2 data from a coastal plain ecosystem in Barrow, Alaska. We explore learning from both raw multispectral imagery and normalized band difference indices. We explore a quantitative metric to evaluate the spectral properties of the clusters in order to potentially aid in assigning land cover categories to the cluster labels. In this study, our results suggest CoSA is a promising approach to unsupervised land cover classification in high-resolution satellite imagery.« less

  9. Application of satellite and GIS technologies for land-cover and land-use mapping at the rural-urban fringe - A case study

    SPOT HRV multispectral and panchromatic data were recorded and coregistered for a portion of the rural-urban fringe of Toronto, Canada. A two-stage digital analysis algorithm incorporating a spectral-class frequency-based contextual classification of eight land-cover and land-use classes resulted in an overall Kappa coefficient of 82.2 percent for training-area data and a Kappa coefficient of 70.3 percent for test-area data. A matrix-overlay analysis was then performed within the geographic information system (GIS) to combine the land-cover and land-use classes generated from the SPOT digital classification with zoning information for the area. The map that was produced has an estimated interpretation accuracy of 78 percent. Global Positioning System (GPS) data provided a positional reference for new road networks. These networks, in addition to the new land-cover and land-use map derived from the SPOT HRV data, provide an up-to-date synthesis of change conditions in the area. 51 refs.

    Climate projections depend on scenarios of fossil fuel emissions and land use change, and the IPCC AR5 parallel process assumes consistent climate scenarios across Integrated Assessment and Earth System Models (IAMs and ESMs). To facilitate consistency, CMIP5 used a novel land use harmonization to provide ESMs with seamless, 1500-2100 land use trajectories generated by historical data and four IAMs. However, we have identified and partially addressed a major gap in the CMIP5 land coupling design. The CMIP5 Community ESM (CESM) global afforestation is only 22% of RCP4.5 afforestation from 2005 to 2100. Likewise, only 17% of the Global Change Assessment Models (GCAMs) 2040 RCP4.5 afforestation signal, and none of the pasture loss, were transmitted to CESM within a newly integrated model. This is a critical problem because afforestation is necessary for achieving the RCP4.5 climate stabilization. We attempted to rectify this problem by modifying only the ESM component of the integrated model, enabling CESM to simulate 66% of GCAMs afforestation in 2040, and 94% of GCAMs pasture loss as grassland and shrubland losses. This additional afforestation increases vegetation carbon gain by 19 PgC and decreases atmospheric CO2 gain by 8 ppmv from 2005 to 2040, implying different climate scenarios between CMIP5 GCAM and CESM. Similar inconsistencies likely exist in other CMIP5 model results, primarily because land cover information is not shared between models, with possible contributions from afforestation exceeding model-specific, potentially viable forest area. Further work to harmonize land cover among models will be required to adequately rectify this problem.

    Research on human impacts or natural processes that operate over broad geographic areas must explicitly address issues of scale and spatial heterogeneity. While the tropical forests of Southeast Asia and Mexico have been occupied and used to meet human needs for thousands of years, traditional forest management systems are currently being transformed by rapid and far-reaching demographic, political, economic, and environmental changes. The dynamics of population growth, migration into the remaining frontiers, and responses to national and international market forces result in a demand for land to produce food and fiber. These results illustrate some of the mechanisms that drive current land use changes, especially in the tropical forest frontiers. By linking the outcome of individual land use decisions and measures of landscape fragmentation and change, the aggregated results shows the hierarchy of temporal and spatial events that in summation result in global changes to the most complex and sensitive biome -- tropical forests. By quantifying the spatial and temporal patterns of tropical forest change, researchers can assist policy makers by showing how landscape systems in these tropical forests are controlled by physical, biological, social, and economic parameters.

    Projections of land cover change generated from Integrated Assessment Models (IAM) and other economic-based models can be applied for analyses of environmental impacts at subregional and landscape scales. For those IAM and economic models that project land use at the sub-continental or regional scale, these projections must be downscaled and spatially distributed prior to use in climate or ecosystem models. Downscaling efforts to date have been conducted at the national extent with relatively high spatial resolution (30m) and at the global extent with relatively coarse spatial resolution (0.5 degree).

  14. Environmental assessment of USAID housing projects in the Russian Federation

    Parsons was selected by the United States Agency for International Development (USAID) as the general contractor for construction management for the construction of 2,500 housing units within the Russian Federation. These housing units, to be occupied by Russian officers returning from the Baltic States, are under construction on 15 sites, selected from an initial list of 200, based on habitability, capability of successful final construction. Cost meeting USAID guidelines, and impacts on the environment. USAID fulfilled NEPA requirements by preparing, with assistance of Parsons Engineering Science, a Programmatic Environmental Assessment and 15 site specific Environmental Assessments for the project. The sites were scattered over the entire Russian Federation west of the Ural Mountains. The site offerors completed an environmental checklist covering a broad range of possible impacts. Significant environmental issues and concerns were further identified during scoping meetings held at the site locations. The most important issues discussed were: soil contamination; gaseous, liquid, and solid pollutants to which the site may be exposed; incompatible adjacent land uses; ready access to utilities and social services; and socioeconomic situation favorable to resettlement of Russian military officers. No major environmental issues or concerns were identified for the 15 selected sites. Certificates indicating the absence of chemical and radiological surface and subsurface contamination at the proposed sites were provided by the local environmental officers. Polynuclear aromatic hydrocarbons were found present at one of the sites considered in a preliminary selection, and later rejected due to the failure of contractual negotiations. The environmental assessments included mitigation and monitoring measures for construction and operation (occupancy) impacts.

    The strategy for disposal of low-level radioactive waste in Russia differs from that employed in the US. In Russia, there are separate authorities and facilities for wastes generated by nuclear power plants, defense wastes, and hospital/small generator/research wastes. The reactor wastes and the defense wastes are generally processed onsite and disposed of either onsite, or nearby. Treating these waste streams utilizes such volume reduction techniques as compaction and incineration. The Russians also employ methods such as bitumenization, cementation, and vitrification for waste treatment before burial. Shallow land trench burial is the most commonly used technique. Hospital and research waste is centrally regulated by the Moscow Council of Deputies. Plans are made in cooperation with the Ministry of Atomic Energy. Currently the former Soviet Union has a network of low-level disposal sites located near large cities. Fifteen disposal sites are located in the Federal Republic of Russia, six are in the Ukraine, and one is located in each of the remaining 13 republics. Like the US, each republic is in charge of management of the facilities within their borders. The sites are all similarly designed, being modeled after the RADON site near Moscow.

    This paper examines the factors that threaten the future of the Russian Federation (RF). The observations are based on a study that focused on eight republics: Mordova, Udmurtia, Tatarstan, Mari El, Bashkortostan, Kabardino-Balkaria, Buryatia, and Altay Republic. These republics were selected for their geographic and economic significance to the RF. Tatarstan, Bashkortostan, Udmurtia, and Mari El are located on important supply routes, such as the Volga River and the trans-Siberian railroad. Some of these republics are relatively wealthy, with natural resources such as oil (e.g., Tatarstan and Bashkortostan), and all eight republics play significant roles in the military-industrial complex. The importance of these republics to the RF contrasts to the relative insignificance of the independence-minded Northern Caucasus area. The author chose not to examine the Northern Caucasus region (except Kabardino-Balkaria) because these republics may have only a minor impact on the rest of the RF if they secede. Their impact would be minimized because they lie on the frontiers of the RF. Many Russians believe that {open_quotes}it might be best to let such a troublesome area secede.{close_quotes}

  10. Russian research capabilities: Findings of site visits

    In June 1993, a proposal was presented to the International Environmental Institute (IEI) in Kennewick, Washington, to establish cooperation and coordination to further pursue the interests of the United States of America and the Republic of Russia in the application and promotion of environmental technology; characterization, treatment, handling, isolation, and disposal of hazardous and radioactive materials; conversion of defense sites to other purposes; and technology transfer, cooperative programs, joint technology development and contractual research. In response to this proposal, IEI and Pacific Northwest Laboratory (PNL) jointly provided funding to send Dr. Dennis W. Wester on a fact-finding mission to Novosibirsk, Moscow, and St. Petersburg, Russia. The trip covered a period of eight weeks, six of which were spent in Novosibirsk and adjoining or related cities and one of which was spent in each of Moscow and St. Petersburg. The general objectives of the trip were to establish a basis for cooperation between IEI and the Russian Academy of Sciences (RAS) for future coordination of mutual interests and objectives such as technology acquisition, development, demonstration, application, and commercialization; use of capabilities and assets developed by the U.S. Department of Energy (DOE) and the RAS; and expediting of cooperative agreements, personnel exchanges, joint ventures and other contractual relationships. The particular objectives of this trip were to evaluate the capabilities of the RAS to satisfy the technology needs associated with the cleanup of the Hanford Site and similar sites in the U.S. and to evaluate the expediency of establishing an IEI presence in Russia.

    The United States (U.S.) is proposing to purchase plutonium-238 (Pu-238) from the Russian Federation (Russia) for use in the Nations`s space program. The National Environmental Policy Act of 1969 (NEPA), as amended, requires the assessment of environmental consequences of all major Federal actions that may significantly affect the quality of the human environment. Accordingly, the US Department of Energy (DOE) prepared this Environmental Assessment (EA) to identify and evaluate the environmental consequences of importing Pu-238 fuel from Russia, and of the initial transport and processing of such fuel within the US., as necessary, to add the fuel to the existing US inventory. Since the proposed action involves ocean transport, DOE also considered the environmental consequences of this action on the global commons in accordance with Executive Order 12114 and DOE Guidelines for Compliance with Executive Order 12114. During the transportation sequence from point of origin in Russia to the US, and within the US from the port of entry to either SRS or LANL, various environments could be affected by the proposed action. These potentially affected environments include the Russian land and port environments, the marine environment, the US port locale, highway routes, LANL, and SRS. Each of these is discussed below the connection with the proposed action.

    The development of new or the upgrade of existing physical protection systems (PPS) for nuclear facilities involves a multi-step and multidimensional process. The process consists of conceptual design, design, and commissioning stages. The activities associated with each of these stages are governed by Russian government and agency regulations. To ensure a uniform approach to development or upgrading of PPS at Russian nuclear facilities, the development of a range of regulatory and methodological documents is necessary. Some issues of PPS development are covered by the regulatory documents developed by Rosatom, as well as other Russian agencies with nuclear facilities under their control. This regulatory development has been accomplished as part of the U.S.-Russian MPC&A cooperation or independently by the Russian Federation. While regulatory coverage is extensive, there are a number of issues such as vulnerability analysis, effectiveness assessment, upgrading PPS, and protection of information systems for PPS that require additional regulations be developed. This paper reports on the status of regulatory coverage for PPS development or upgrade, and outlines a new approach to regulatory document development. It describes the evolutionary process of regulatory development through experience gained in the design, development and implementation of PPS as well as experience gained through the cooperative efforts of Russian and U.S. experts involved the development of MPC&A regulations.

    A great part of Russian territory is characterized by climate discomfort of life. In winter cold stress covers nearly all territory. The purpose of this work is to learn how the climatic discomfort of life is affected by climate change. The effect of global warming for the period 1981--1990 on geographical distribution of bioclimatic indexes by seasons (compared with average figures) is analyzed. Indexes of enthalpy, dry cooling, wind chill, wet cooling, effective temperature, physiological deficit index for monthly average figures were calculated and the data bank for the period 1981--1990 was made up. The indexes of enthalpy, wet cooling, and dry cooling according to Bodman were chosen as the most informative and independent. Maps of the climatic indexes taking into account temperature, humidity and wind speed were made up on the basis of the calculated figures.

This paper develops a regional anthropogenic black carbon (BC) emission inventory for the Russian Federation, the largest country by land area in the Arctic Council. Activity data from combination of local Russia information and international resources, emission factors based on either Russian documents or adjusted values for local conditions, and other emission source data are used to approximate the BC emissions. Emissions are gridded at a resolution of 0.1° × 0.1° and developed into a monthly temporal profile.more » Total anthropogenic BC emission of Russia in 2010 is estimated to be around 224 Gg.     A multiple layer insulation cover for preventing heat loss in, for example, a greenhouse, is disclosed. The cover is comprised of spaced layers of thin foil covered fabric separated from each other by air spaces. The spacing is accomplished by the inflation of spaced air bladders which are integrally formed in the cover and to which the layers of the cover are secured. The bladders are inflated after the cover has been deployed in its intended use to separate the layers of the foil material. The sizes of the material layers are selected to compensate for sagging across the width of the cover so that the desired spacing is uniformly maintained when the cover has been deployed. The bladders are deflated as the cover is stored thereby expediting the storage process and reducing the amount of storage space required.

    The Russian - United States Environmental Restoration Workshop, held in Washington, D.C., and Richland, Washington, from April 5 through 18, 1993, was the first extended collaborative information exchange between the US Department of Energy (DOE) and Russian scientists at the site level. In addition to the Russian scientists, workshop participants included scientists and staff from DOE, Pacific Northwest Laboratory (PNL), Westinghouse Hanford Company (WHC), the US Environmental Training Institute (USETI), universities, and the private sector. The first week (April 5 through 10) of the workshop took place in Washington, D.C., where the Russian and US participants were presented with a US perspective on environmental restoration and remediation issues from representatives in DOE and the US Environmental Protection Agency (EPA). The second week (April 11 through 18) occurred in Richland, Washington, where the participants were presented with site-specific environmental restoration and remediation issues related to Hanford Site cleanup. This report is a compilation of the presentations, discussions, and experiences shared during the second week of the workshop in Richland, Washington.

    The U.S. has signed an agreement with the Russian Federation for the purchase of 500 metric tons of highly-enriched uranium (HEU) taken from dismantled nuclear weapons. The HEU will be blended down to low-enriched uranium and will be transported to the U.S. to be used by fuel fabricators to make fuel for commercial nuclear power plants. Both the U.S. and Russia have been preparing to institute transparency measures to provide assurance that nonproliferation and arms control objectives specified in the agreement are met. This paper provides background information on the original agreement and on subsequent negotiations with the Russians, as well as discussion of technical aspects of developing transparency measures suited to the facilities and processes which are expected to be involved. Transparency has been defined as those agreed-upon measures which build confidence that arms control and non-proliferation objectives shared by the parties are met. Transparency is a departure from exhaustive, detailed arms control verification regimes of past agreements, which were based on a presumption of detecting transgressions as opposed to confirming compliance.

    The Polyarninsky Shipyard (sometimes called Navy Yard No. 10 or the Shkval Shipyard) has been designated as the recipient for Solid Radioactive Waste (SRW) management facilities under the Arctic Military Environmental Cooperation (AMEC) Program. The existing SRW storage site at this shipyard is filled to capacity, which is forcing the shipyard to reduce its submarine dismantlement activities. The Polyarninsky Shipyard Waste Management Installation is planned as a combination of several AMEC projects. It will have several elements, including a set of hydraulic metal cutting tools, containers for transport and storage, the Mobile Pretreatment Facility (MPF) for Solid Radioactive Waste, the PICASSO system for radiation monitoring, and a Waste Storage Facility. Hydraulically operated cutting tools can cut many metal items via shearing so that dusts or particulates are not generated. The AMEC Program procured a cutting tool system, consisting of a motor and hydraulic pumping unit, a 38-mm conduit-cutting tool, a 100- mm pipe-cutting tool, and a spreading tool all mounted on a wheeled cart. The vendor modified the tool system for extremely cold conditions and Russian electrical standards, then delivered the tool system to the Polyarninsky shipyard. A new container for transportation and storage of SRW and been designed and fabricated. The first 400 of these containers have been delivered to the Northern Fleet of the Russian Navy for use at the Polyarninsky Shipyard Waste Management Installation. These containers are cylindrical in shape and can hold seven standard 200-liter drums. They are the first containers ever certified in Russia for the offsite transport of military SRW. These containers can be transported by truck, rail, barge, or ship. The MPF will be the focal point of the Polyarninsky Shipyard Waste Management Installation and a key element in meeting the nuclear submarine dismantlement and waste processing needs of the Russian Federation.   14. Scenarios of forestry carbon sequestration measures in the Russian Federation and priorities for action plan

    Development of forestry mitigation strategy under Russian transition economy conditions has many difficulties and specific features. The most important factors are: shortage in funds; absence of well defined legislation, rules and standards; absence of adequate control systems; weak transport infrastructure and export problems. Assessment of economic possibilities, potential, short- and middle-term measures show that strategies have to be focused on improvement and promotion of current carbon sequestration activity. Five baseline forestry scenario (No. 1) and four other scenarios (No. 2 - No. 5) for 2000-2040 were developed. Each scenario covers all forested area but provides separate analysis of 30 `forestry ecoregions`. Three types of forestry management were included in scenarios: clear-cut logging and reforestation (by scenarios No. 2 and No. 3); selective logging and thinning (No. 4); measures to prevent and manage fires (No. 5). The baseline scenario results in a constant net-sink of about 150 MtC/yr. An increase in clear-cut logging on the basis of current forestry practice will cause a rapid drop of net-sink. Implementation of a modest increase in clear-cut logging with active forest fire and selective logging measures could provide with a slight increase of net-sink. Consideration of scenarios helps identify regional forestry priorities for Russian Climate Change Action Plan. The priorities by region include: European-Ural: (1) creation of economy mechanism to increase forestry effectiveness on the same cutting areas, (2) assistance to natural reforestation. Central and North-East Siberia: promotion of forest fire protection system. South Siberia and Primorie and Priamurie: limit of clear-cut logging and creation market situation for better forestry efficiency. The proposed Joint Implementation Vologda reforestation project which is being considered now by special bodies of the USA and the Russian Federation is in good agreement with these priorities.

    Through the use of content analysis, this paper attempts to paint a picture of the Russian military in the year 2000 and its impact on the US national security strategy. The research begins by defining the origin of Russian national security policy and how that translates into military policy and doctrine. A framework for evaluating Russian military doctrines is provided with a chronology of the military reform process and the related doctrinal reforms that has its birth in the 1987 announcement of a defensive-defense. Following from the doctrinal variant framework the new strategic missions of the 1992 draft military doctrine are presented with an analysis that shows they are a clear departure from the past and truly represent a defensive-defense type doctrine. Additionally, a comparison is made with the current military reform ongoing in Russia with the historical precedent of the Russian military reform of 1924-25. A rough outline of the separate branches of the Russian military both present and future is provided based on the ongoing trends in the reform process. This thumbnail sketch of the Russian military then assists in the analysis and conclusion that even after a possible 50% cutback in US military spending, in the year 2000 the Russian military will not pose a threat to US national security.     The Russian district heating has a large energy-saving potential, and, therefore, need for investments. The scale of needed investments is significant: the government estimates that 70 percent of the district heating infrastructure needs replacement or maintenance, a reflection of decades of under investment. Government budgets will be unable to cover them, and iInvolvingement ofthe private industry will be critical to attracting the necessary investementis necessary. For private parties to invest in district heating facilities across Russia, and not only in pockets of already successful enterprises, regulators have to develop a comprehensive policy that works district heating systems under various conditionscost-reflective tariffs, metering, incentives for efficiency and social support for the neediest (instead of subsidies for all).

    The Russian Shipyard ''Zvyozdochka'' has designed a new container for transportation and storage of solid radioactive wastes. The PST1A-6 container is cylindrical shaped and it can hold seven standard 200-liter (55-gallon) drums. The steel wall thickness is 6 mm, which is much greater than standard U.S. containers. These containers are fully certified to the Russian GOST requirements, which are basically identical to U.S. and IAEA standards for Type A containers. They can be transported by truck, rail, barge, ship, or aircraft and they can be stacked in 6 layers in storage facilities. The first user of the PST1A-6 containers is the Northern Fleet of the Russian Navy, under a program sponsored jointly by the U.S. DoD and DOE. This paper will describe the container design and show how the first 400 containers were fabricated and certified.

    Management of the uranium legacy is accompanied with environmental impact intensity of which depends on the amount of the waste generated, the extent of that waste localization and environmental spreading. The question is: how hazardous is such impact on the environment and human health? The criterion for safety assurance is adequate regulation of the uranium legacy. Since the establishment of the uranium industry, the well done regulatory system operates in the FMBA of Russia. Such system covers inter alia, the uranium legacy. This system includes the extent laboratory network of independent control and supervision, scientific researches, regulative practices. The current Russian normative and legal basis of the regulation and its application practice has a number of problems relating to the uranium legacy, connected firstly with the environmental remediation. To improve the regulatory system, the urgent tasks are: -To introduce the existing exposure situation into the national laws and standards in compliance with the ICRP system. - To develop criteria for site remediation and return, by stages, to uncontrolled uses. The similar criteria have been developed within the Russian-Norwegian cooperation for the purpose of remediation of the sites for temporary storage of SNF and RW. - To consider possibilities and methods of optimization for the remediation strategies under development. - To separate the special category - RW resulted from uranium ore mining and dressing. The current Russian RW classification is based on the waste subdivision in terms of the specific activities. Having in mind the new RW-specific law, we receive the opportunity to separate some special category - RW originated from the uranium mining and milling. Introduction of such category can simplify significantly the situation with management of waste of uranium mining and milling processes.     The goal of the Russian Navy Fuels Program is to incorporate nuclear fuel that is in the custody of the Russian Navy into a materials protection, control and accounting program. In addition to applying MPC and A upgrades to existing facilities, a program is underway to train site personnel in MPC and A activities. The goal is to assure that the upgraded facilities are managed, operated and maintained in an effective, sustainable manner. Training includes both the conceptual and necessary operational aspects of the systems and equipment. The project began with a Needs Assessment to identify priorities and objectives of required training. This led to the creation of a series of classes developed by Kurchatov Institute. One course was developed to allow attendees to get a general understanding of goals and objectives of nuclear MPC and A systems in the context of the Russian Navy. A follow-on course provided the detailed skills necessary for the performance of specialized duties. Parallel sessions with hands-on exercises provided the specific training needed for different personnel requirements. The courses were presented at KI facilities in Moscow. This paper reviews the work to date and future plans for this program.

    On December 8, 2007, the largest shipment of high-enriched uranium spent nuclear fuel was successfully made from a Russian-designed nuclear research reactor in the Czech Republic to the Russian Federation. This accomplishment is the culmination of years of planning, negotiations, and hard work. The United States, Russian Federation, and the International Atomic Energy Agency have been working together on the Russian Research Reactor Fuel Return (RRRFR) Program in support of the Global Threat Reduction Initiative. In February 2003, RRRFR Program representatives met with the Nuclear Research Institute in Rež, Czech Republic, and discussed the return of their high-enriched uranium spent nuclear fuel to the Russian Federation for reprocessing. Nearly 5 years later, the shipment was made. This paper discusses the planning, preparations, coordination, and cooperation required to make this important international shipment.

    The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

    There have been extensive studies of the current and potential environmental impact of Russian Northern fleet activities. However, despite the fact that the total number of ships in both fleets are comparable, there have been very few studies published in the open literature of the impact of the Pacific fleet. This study of the Pacific fleet's impact on neighboring countries was undertaken to partially remedy this lack of analysis. This study is focused on an evaluation of the inventory of major sources of radioactive material associated with the decommissioning of nuclear submarines, and an evaluation of releases to the atmosphere and their long-range (>100km) transboundary transport.

    Hydrogeology research has been very active in both Russia and the US because of the concerns for migration of radioactive and chemical contaminants in soils and geologic formations, as well as for water problems related to mining and other industrial operations. Russian hydrogeologists have developed various analysis and field testing techniques, sometimes in parallel with US counterparts. These Proceedings come out of a Seminar held to bring together a small group (about 15) of active Russian researchers in geologic flow and transport associated with the disposal of radioactive and chemical wastes either on the soils or through deep injection wells, with a corresponding group (about 25) of American hydrogeologists. The meeting was intentionally kept small to enable informal, detailed and in-depth discussions on hydrogeological issues of common interest. Out of this interaction, the authors hope that, firstly, they will have learned from each other and secondly, that research collaborations will be established where there is the opportunity. This proceedings presents the summaries and viewgraphs from the presentations. What cannot be conveyed here is the warm and cooperative atmosphere of these interactions, both inside and outside the formal sessions, which may well lead to future collaborations.

  1. Accelerating the Reduction of Excess Russian Highly Enriched Uranium

    This paper presents the latest information on one of the Accelerated Highly Enriched Uranium (HEU) Disposition initiatives that resulted from the May 2002 Summit meeting between Presidents George W. Bush and Vladimir V. Putin. These initiatives are meant to strengthen nuclear nonproliferation objectives by accelerating the disposition of nuclear weapons-useable materials. The HEU Transparency Implementation Program (TIP), within the National Nuclear Security Administration (NNSA) is working to implement one of the selected initiatives that would purchase excess Russian HEU (93% 235U) for use as fuel in U.S. research reactors over the next ten years. This will parallel efforts to convert the reactors' fuel core from HEU to low enriched uranium (LEU) material, where feasible. The paper will examine important aspects associated with the U.S. research reactor HEU purchase. In particular: (1) the establishment of specifications for the Russian HEU, and (2) transportation safeguard considerations for moving the HEU from the Mayak Production Facility in Ozersk, Russia, to the Y-12 National Security Complex in Oak Ridge, TN.

    Marginal land provides an alternative potential for food and bioenergy production in the face of limited land resources; however, effective assessment of marginal lands is not well addressed. Concerns over environmental risks, ecosystem services and sustainability for marginal land have been widely raised. The objective of this study was to develop a hierarchical marginal land assessment framework for land use planning and management. We first identified major land functions linking production, environment, ecosystem services and economics, and then classified land resources into four categories of marginal land using suitability and limitations associated with major management goals, including physically marginal land, biologically marginal land, environmental-ecological marginal land, and economically marginal land. We tested this assessment framework in south-western Michigan, USA. Our results indicated that this marginal land assessment framework can be potentially feasible on land use planning for food and bioenergy production, and balancing multiple goals of land use management. We also compared our results with marginal land assessment from the Conservation Reserve Program (CRP) and land capability classes (LCC) that are used in the US. The hierarchical assessment framework has advantages of quantitatively reflecting land functions and multiple concerns. This provides a foundation upon which focused studies can be identified in order to improve the assessment framework by quantifying high-resolution land functions associated with environment and ecosystem services as well as their criteria are needed to improve the assessment framework.

    If the Constraint Satisfaction framework has been extended to deal with Constraint Optimization problems, it appears that optimization is far more complex than satisfaction. One of the causes of the inefficiency of complete tree search methods, like Depth First Branch and Bound, lies in the poor quality of the lower bound on the global valuation of a partial assignment, even when using Forward Checking techniques. In this paper, we introduce the Russian Doll Search algorithm which replaces one search by n successive searches on nested subproblems (n being the number of problem variables), records the results of each search and uses them later, when solving larger subproblems, in order to improve the lower bound on the global valuation of any partial assignment. On small random problems and on large real scheduling problems, this algorithm yields surprisingly good results, which greatly improve as the problems get more constrained and the bandwidth of the used variable ordering diminishes.

    The Ministry of Atomic Energy of the Russian Federation (Minatom) is one of Russia's largest and most influential federal bodies. Throughout 1999 its head, Yevgeny Adamov, has worked to increase the Ministry's commercial competitiveness by consolidating redundant facilities and tightening control over subsidiary organizations. Economic difficulties and budget constraints, however, have hindered Minatom's ability to achieve many of its programs and goals. As a result, the Ministry has continued, renewed or initiated contracts with several countries possessing questionable commitments to nonproliferation and has sought to expand its role in international nuclear waste management and spent fuel reprocessing in order to raise new sources of revenue. While many of these programs are not likely to come to fruition, others raise significant nonproliferation and environmental concerns. This paper reviews select programs driving Minatom's efforts to raise funds, comments on their potential viability, and highlights areas likely to be of particular concern for the United States over the next three to five years.

    The paper compares hydrographic and terrain categories in the geospatial data standards of the US, Taiwan, and Russian Federation where the dominant languages used are from di erent language families. It aims to identify structural and semantic di erences between similar categories across three geospatial data standards. By formalizing the data standard structures and identifying the properties that di erentiate sibling categories in each geospatial data standard using well-known formal relations and quality universals, we develop a common basis on which hydrographic and terrain categories in the three data standards can be compared. The result suggests that all three data standards structure categories with a mixture of relations with di erent meaning even though most of them are well-known relations in top-level ontologies. Similar categories can be found across all three standards but exact match between similar categories are rare.

    Coal is an important fuel for the electric power industry of Russia, especially in Ural and the eastern part of the country. It is fired in boilers of large (200 – 800 MW) condensing power units and in many cogeneration power plants with units rated at 50 – 180 MW. Many coal-fired power plants have been operated for more than 40 – 50 years. Though serviceable, their equipment is obsolete and does not comply with the current efficiency, environmental, staffing, and availability standards. It is urgent to retrofit and upgrade such power plants using advanced equipment, engineering and business ideas. Russian power-plant engineering companies have designed such advanced power units and their equipment such as boilers, turbines, auxiliaries, process and environmental control systems similar to those produced by the world’s leading manufacturers. Their performance and ways of implementation are discussed.

    Evaluating vegetation cover is an important factor in understanding the sustainability of many ecosystems. Methods that have sufficient accuracy and improved cost efficiency could dramatically alter how biotic resources are monitored on both public and private lands. This will be of interest to land managers because there are rarely enough resource specialists or funds available for comprehensive ground evaluations. In this project, unmanned helicopters were used to collect still-frame imagery to assess vegetation cover during May, June, and July in 2005. The images were used to estimate percent cover for six vegetative cover classes (shrub, dead shrub, grass, forbs, litter, and bare ground). The field plots were located on the INL site west of Idaho Falls, Idaho. Ocular assessments of digital imagery were performed using a software program called SamplePoint, and the results were compared against field measurements collected using a point-frame method to assess accuracy. The helicopter imagery evaluation showed a high degree of agreement with field cover class values for litter, bare ground, and grass, and reasonable agreement for dead shrubs. Shrub cover was often overestimated and forbs were generally underestimated. The helicopter method took 45% less time than the field method to set plots and collect and analyze data. This study demonstrates that UAV technology provides a viable method for monitoring vegetative cover on rangelands in less time and with lower costs. Tradeoffs between cost and accuracy are critical management decisions that are important when managing vegetative conditions across vast sagebrush ecosystems throughout the Intermountain West.

    Agreements between the United States (U.S.) and the Russian Federation (R.F.) require the down-blending of highly enriched uranium (HEU) from dismantled Russian Federation nuclear weapons. The Blend Down Monitoring System (BDMS) was jointly developed by the Los Alamos National Laboratory (LANL) and the Oak Ridge National Laboratory (ORNL) to continuously monitor the enrichments and flow rates in the HEU blending operations at the R.F. facilities. A significant requirement of the implementation of the BDMS equipment in R.F. facilities concerned the certification of the BDMS equipment for use in a Russian nuclear facility. This paper discusses the certification of the BDMS for installation in R.F. facilities, and summarizes the lessons learned from the process that can be applied to the installation of other U.S. equipment in Russian nuclear facilities.

    The many ways that people have used and managed land throughout history has emerged as a primary cause of land-cover change around the world. Thus, land use and land management increasingly represent a fundamental source of change in the global environment. Despite their global importance, however, many decisions about the management and use of land are made with scant attention to ecological impacts. Thus, ecologists' knowledge of the functioning of Earth's ecosystems is needed to broaden the scientific basis of decisions on land use and management. In response to this need, the Ecological Society of America established a committee to examine the ways that land-use decisions are made and the ways that ecologists could help inform those decisions. This paper reports the scientific findings of that committee. Five principles of ecological science have particular implications for land use and can assure that fundamental processes of Earth's ecosystems are sustained. These ecological principles deal with time, species, place, dis- turbance, and the landscape. The recognition that ecological processes occur within a temporal setting and change over time is fundamental to analyzing the effects of land use. In addition, individual species and networks of interacting species have strong and far-reaching effects on ecological processes. Furthermore, each site or region has a unique set of organisms and abiotic conditions influencing and constraining ecological processes. Distur- bances are important and ubiquitous ecological events whose effects may strongly influence population, com- munity, and ecosystem dynamics. Finally, the size, shape, and spatial relationships of habitat patches on the landscape affect the structure and function of ecosystems. The responses of the land to changes in use and management by people depend on expressions of these fundamental principles in nature. These principles dictate several guidelines for land use.     This paper reviews select programs driving the Ministry of Atomic Energy of the Russian Federation's (Minatom) efforts to raise funds, comments on their potential viability, and highlights areas likely to be of particular concern for the US over the next three to five years. The paper's findings are: (1) Despite numerous cabinet displacements throughout the Yeltsin administration, Yevgeny Adamov was reappointed Minister on four occasions. With Boris Yeltsin's January 1, 2000 resignation, Adamov's long-term position as the head of the Ministry is more tenuous, but he will likely retain his position until at least the March 2000 elections. Acting President Vladimir Putin is unlikely to reorganize his cabinet prior to that date and there are no signs that Putin is dissatisfied with Adamov's leadership of Minatom. (2) Adamov's chief priorities are downsizing Minatom's defense sector, increasing the oversight of subsidiary bodies by the central bureaucracy and consolidating commercial elements of the Ministry within an umbrella organization called Atomprom. (3) Viktor Mikhaylov, Adamov's predecessor and critic of his reform efforts, has been relieved of his duties as First Deputy Minister. While he retains his positions as Chief of the Science Councils and Chief Scientist at Arzamas-16, his influence on Minatom's direction is greatly diminished. Adamov will likely continue his efforts to further marginalize Mikhaylov in the coming year. (4) Securing extra-budgetary sources of income continues to be the major factor guiding Minatom's international business dealings. The Ministry will continue to aggressively promote the sale of nuclear technology abroad, often to countries with questionable nonproliferation commitments.     The US Department of Energy`s (DOE) changing mission, coupled with the need to apply appropriate cleanup standards for current and future environmental restoration, prompted the need for a process to determine preferred Future Land Uses for DOE-owned sites. DOE began the ``Future Land Use`` initiative in 1994 to ensure that its cleanup efforts reflect the surrounding communities` interests in future land use. This plan presents the results of a study of stakeholder-preferred future land uses for the Brookhaven National Laboratory (BNL), located in central Long Island, New York. The plan gives the Laboratory`s view of its future development over the next 20 years, as well as land uses preferred by the community were BNL ever to cease operations as a national laboratory (the post-BNL scenario). The plan provides an overview of the physical features of the site including its history, topography, geology/hydrogeology, biological inventory, floodplains, wetlands, climate, and atmosphere. Utility systems and current environmental operations are described including waste management, waste water treatment, hazardous waste management, refuse disposal and ground water management. To complement the physical descriptions of the site, demographics are discussed, including overviews of the surrounding areas, laboratory population, and economic and non-economic impacts.

    Leakage occurs whenever actions to mitigate greenhouse gas emissions in one part of the world unleash countervailing forces elsewhere in the world so that reductions in global emissions are less than emissions mitigation in the mitigating region. While many researchers have examined the concept of industrial leakage, land-use policies can also result in leakage. We show that land-use leakage is potentially as large as or larger than industrial leakage. We identify two potential land-use leakage drivers, land-use policies and bioenergy. We distinguish between these two pathways and run numerical experiments for each. We also show that the land-use policy environment exerts a powerful influence on leakage and that under some policy designs leakage can be negative. International offsets are a potential mechanism to communicate emissions mitigation beyond the borders of emissions mitigating regions, but in a stabilization regime designed to limit radiative forcing to 3.7 2/m2, this also implies greater emissions mitigation commitments on the part of mitigating regions.

  13. Russian Pulsating Mixer Pump. Innovative Technology Summary Report

    This sludge mixing/mobilization system was developed in Russia. A prototype system was evaluated by the Tanks Focus Area (TFA) and Industry and University Programs (INDP). The Russian Pulsating Mixer Pump showed promise for mixing highly viscous sludges. This project is to refine the system design (especially the control subsystem) and manufacture the system in Russia in accordance with quality standards required for deployment in radioactive waste storage tanks. Specifications and requirements are being developed by the TFA and INDP. The requirements may call for two or three of the sludge mixing systems to be delivered to Oak Ridge. DOE-Oak Ridge and the Oak Ridge National Laboratory will deploy the pulsating mixing pump system in their Gunite Tanks. These tanks are being emptied and cleaned prior to closure. Oak Ridge has deployed a number of innovative technologies in these efforts. If successful at Oak Ridge, the pulsating mixing pump system has potential application at several other DOE sites, including Savannah River, Hanford, and Idaho.

    This report provides estimates of the amount of land required by past and future energy development in the United States and examines major federal legislation that regulates the impact of energy facilities on land use. An example of one land use issue associated with energy development - the potential conflict between surface mining and agriculture - is illustrated by describing the actual and projected changes in land use caused by coal mining in western Indiana. Energy activities addressed in the report include extraction of coal, oil, natural gas, uranium, oil shale, and geothermal steam; uranium processing; preparation of synfuels from coal; oil refineries; fossil-fuel, nuclear, and hydro-electric power plants; biomass energy farms; and disposal of solid wastes generated during combustion of fossil fuels. Approximately 1.1 to 3.3 x 10/sup 6/ acres were devoted to these activities in the United States in 1975. As much as 1.8 to 2.0 x 10/sup 6/ additional acres could be required by 1990 for new, nonbiomass energy development. The production of grain for fuel ethanol could require an additional 16.9 to 55.7 x 10/sup 6/ acres by 1990. Federal laws that directly or indirectly regulate the land-use impacts of energy facilities include the National Environmental Protection Act, Clean Air Act, Federal Water Pollution Control Act, Surface Mining Control and Reclamation Act, and Coastal Zone Management Act. The major provisions of these acts, other relevant federal regulations, and similar state and local regulatons are described in this report. Federal legislation relating to air quality, water quality, and the management of public lands has the greatest potential to influence the location and timing of future energy development in the United States.

  16. Monitoring the performance of an alternative cover using caisson lysimeters

    The U.S. Department of Energy (DOE) office in Grand Junction, Colorado, and the U.S. Environmental Protection Agency (EPA), Region 8, collaborated on a series of field lysimeter studies to design and monitor the performance of an alternative cover for a uranium mill tailings disposal cell at the Monticello, Utah, Superfund Site. Because groundwater recharge is naturally limited at Monticello in areas with thick loess soils, DOE and EPA chose to design a cover for Monticello using local soils and a native plant community to mimic this natural soilwater balance. Two large drainage lysimeters fabricated of corrugated steel culvert lined with high-density polyethylene were installed to evaluate the hydrological and ecological performance of an alternative cover design constructed in 2000 on the disposal cell. Unlike conventional, lowpermeability designs, this cover relies on (1) the water storage capacity of a 163-cm soil “sponge” layer overlying a sand-and-gravel capillary barrier to retain precipitation while plants are dormant and (2) native vegetation to remove precipitation during the growing season. The sponge layer consists of a clay loam subsoil compacted to 1.65 g/cm2 in one lysimeter and a loam topsoil compacted to 1.45 g/cm2 in the other lysimeter, representing the range of as-built conditions constructed in the nearby disposal cell cover. About 0.1 mm of drainage occurred in both lysimeters during an average precipitation year and before they were planted, an amount well below the EPA target of <3.0 mm/yr. However, the cover with less compacted loam topsoil sponge had a 40% greater water storage capacity than the cover with overly compacted clay loam subsoil sponge. The difference is attributable in part to higher green leaf area and water extraction by plants in the loam topsoil.     Since January 2001, drainage lysimeter studies have been conducted at Yucca Flat, on the Nevada Test Site, in support of an evapotranspirative cover design. Yucca Flat has an arid climate with average precipitation of 16.5 cm annually. The facility consists of six drainage lysimeters 3 m in diameter, 2.4 m deep, and backfilled with a single layer of native soil. The bottom of each lysimeter is sealed and equipped with a small drain that enables direct measurement of saturated drainage. Each lysimeter has eight time-domain reflectometer probes to measure moisture content-depth profiles paired with eight heat-dissipation probes to measure soil-water potential depth profiles. Sensors are connected to dataloggers which are remotely accessed via a phone line. The six lysimeters have three different surface treatments: two are bare-soil; two were revegetated with native species (primarily shadscale, winterfat, ephedra, and Indian rice grass); and two were allowed to revegetate naturally with such species as Russian thistle, halogeton, tumblemustard and cheatgrass. Beginning in October 2003, one half of the paired cover treatments (one bare soil, one invader species, and one native species) were irrigated with an amount of water equal to two times the natural precipitation to achieve a three times natural precipitation treatment. From October 2003 through December 2005, all lysimeters received 52.8 cm precipitation, and the four irrigated lysimeters received an extra 105.6 cm of irrigation. No drainage has occurred from any of the nonirrigated lysimeters, but moisture has accumulated at the bottom of the bare-soil lysimeter and the native-plant lysimeter. All irrigated lysimeters had some drainage. The irrigated baresoil lysimeter had 48.3 cm of drainage or 26.4 percent of the combined precipitation and applied irrigation for the entire monitoring record.     The proliferation of several machine learning approaches makes it difficult to identify a suitable classification technique for analyzing high-resolution remote sensing images. In this study, ten classification techniques were compared from five broad machine learning categories. Surprisingly, the performance of simple statistical classification schemes like maximum likelihood and Logistic regression over complex and recent techniques is very close. Given that these two classifiers require little input from the user, they should still be considered for most classification tasks. Multiple classifier systems is a good choice if the resources permit.

    The Thermionic System Evaluation Test (TSET) is a ground test of an unfueled Russian TOPAZ-II in-core thermionic space reactor powered by electric heaters. The facility that will be used for testing of the TOPAZ-II systems is located at the New Mexico Engineering Research Institute (NMERI) complex in Albuquerque, NM. The reassembly of the Russian test equipment is the responsibility of International Scientific Products (ISP), a San Jose, CA, company and Inertek, a Russian corporation, with support provided by engineers and technicians from Phillips Laboratory (PL), Sandia National Laboratories (SNL), Los Alamos National Laboratory (LANL), and the University of New Mexico (UNM). This test is the first test to be performed under the New Mexico Strategic Alliance agreement. This alliance consist of the PL, SNL, LANL, and UNM. The testing is being funded by the Strategic Defense Initiative Organization (SDIO) with the PL responsible for project execution.

The drive to develop a U.S.-Russian defense system, however, faces a formidable obstacle-the 1972 Anti-Ballistic Missile (ABM) Treaty, which prohibits not only the deployment of territorial defenses against strategic missiles but the creation of an infrastructure (or `base`) for such a defense. If America and Russia hope to build a common defense against ballistic missiles, they first will have to remove ABM Treaty obstacles to expanded U.S.-Russian cooperation and missile defense.

    This report describes the test program for evaluating the Russian Retrieval Equipment fabricated by the Integrated Mining Chemical Company (IMCC) and delivered to the US by Radiochem Services Company (RCSC), both of Russia. The testing and fabrication of this equipment were sponsored by the US Department of Energy (DOE). The tests described in this report were conducted at the Pacific Northwest National Laboratory (PNNL) at the DOE Hanford Site by the Retrieval Process Development and Enhancement (RPD and E) team of the Tank Focus Area program (TFA). Tests were carried out jointly by Russian and US personnel for the purpose of evaluating the Russian Retrieval Equipment for potential deployment within the DOE complex. Section 1.0 of this report presents the objectives and a brief background for the test program. The Russian Equipment is described in Section 2.0. Section 3.0 describes the approach taken for testing the equipment. The results of the tests and an analysis of the data are described in Section 4.0. The results and observations obtained from the tests are discussed in Section 5.0. Recommendations and conclusions are presented in Section 6.0.

    The All Russian Institute of Technical Physics (VNIITF) is one of the major sites in the nuclear weapons complex in Russia. The site contains a number of research facilities which use nuclear material as well as assembly, disassembly, and testing of prototypes (pilot samples) of nuclear weapons. Chelyabinsk-70 (C-70) also has ties to the major nuclear materials production facilities in the Urals region of Russia. Under the U.S./Russian Materials Protection Control and Accounting (MPC&A) cooperative program, enhanced safeguards systems are being implemented, initially at a reactor test area that contains two pulse reactors and a nuclear material storage facility. Current year projects include site-wide improvements and next year, expansion of work into other facilities at the site. C-70 has developed an extensive computerized system that integrates the physical security alarm station with elements of the nuclear material control system. Under the MPC&A program, the existing systems have been augmented with Russian and US technologies. Additional facilities were added in 1997 to broaden the impact of the MPC&A program at the site. The integrated MPC&A system will be demonstrated to US and Russian audiences when completed in the spring, 1998. This paper describes the on-going activities and describe the cooperative effort between the Lawrence Livermore, Los Alamos, Sandia, Oak Ridge, Pacific Northwest, and Brookhaven US Department of Energy National Laboratories in support of VNIITF.

  12. LandCast 2030 High-Resolution Population Projection

    The LandCast 2030 data set is an empirically-informed spatial distribution of projected population of the contiguous U.S. for 2030 compiled on a 30" x 30" latitute/longitude grid. Population projections of county level numbers were developed using a modified version of the U.S. Census's projection methodology - with the U.S. Census's official projection as the benchmark. Projected census counts were apportioned to each grid cell based on locally adaptive likelihood coefficients, which are based on land cover, slope, road proximity, distances to larger cities, a moving average of current population, and other data sets. The LandCast 2030 data set was developed as part of Oak Ridge National Laboratory (ORNL) Global Population Project for estimating ambient populations at risk.

  14. Tropical Africa: Land use, biomass, and carbon estimates for 1980

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980 and describes a methodology that may be used to extend this data set to 1990 and beyond based on population and land cover data. The biomass data and carbon estimates are for woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with the possible magnitude of historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth`s land surface and includes those countries that for the most part are located in Tropical Africa. Countries bordering the Mediterranean Sea and in southern Africa (i.e., Egypt, Libya, Tunisia, Algeria, Morocco, South Africa, Lesotho, Swaziland, and Western Sahara) have maximum potential biomass and land cover information but do not have biomass or carbon estimate. The database was developed using the GRID module in the ARC/INFO{sup TM} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass-carbon values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

  15. US-Russian collaboration in MPC & A enhancements at the Elektrostal Uranium Fuel-Fabrication Plant

    Enhancement of the nuclear materials protection, control, and accounting of (MPC&A) at the Elektrostal Machine-Building Plant (ELEMASH) has proceeded in two phases. Initially, Elektrostal served as the model facility at which to test US/Russian collaboration and to demonstrate MPC&A technologies available for safeguards enhancements at Russian facilities. This phase addressed material control and accounting (MC&A) in the low-enriched uranium (LEU) fuel-fabrication processes and the physical protection (PP) of part of the (higher-enrichment) breeder-fuel process. The second phase, identified later in the broader US/Russian agreement for expanded MPC&A cooperation. includes implementation of appropriate MC&A and PP systems in the breeder-fuel fabrication processes. Within the past year, an automated physical protection system has been installed and demonstrated in building 274, and an automated MC&A system has been designed and is being installed and will be tested in the LEU process. Attention has now turned to assuring longterm sustainability for the first phase and beginning MPC&A upgrades for the second phase. Sustainability measures establish the infrastructure for operation, maintenance, and repair of the installed systems-with US support for the lifetime of the US/Russian Agreement, but evolving toward full Russian operation of the system over the long term. For phase 2, which will address higher enrichments, projects have been identified to characterize the facilities, design MPC&A systems, procure appropriate equipment, and install and test final systems. One goal in phase 2 will be to build on initial work to create shared, plant-wide MPC&A assets for operation, maintenance, and evaluation of all safeguards systems.

    Covering arrays relax the condition of orthogonal arrays by only requiring that all combination of levels be covered but not requiring that the appearance of all combination of levels be balanced. This allows for a much larger number of factors to be simultaneously considered but at the cost of poorer estimation of the factor effects. To better understand patterns between sets of columns and evaluate the degree of coverage to compare and select between alternative arrays, we suggest several new graphical methods that show some of the patterns of coverage for different designs.     The overall objective of this collaborative project is to integrate an existing general equilibrium energy-economic growth model with a biogeochemical cycles and biophysical models in order to more fully explore the potential contribution of land use-related activities to future emissions scenarios. Land cover and land use change activities, including deforestation, afforestation, and agriculture management, are important source of not only CO2, but also non-CO2 GHGs. Therefore, contribution of land-use emissions to total emissions of GHGs is important, and consequently their future trends are relevant to the estimation of climate change and its mitigation. This final report covers the full project period of the award, beginning May 2006, which includes a sub-contract to Brown University later transferred to the National Center for Atmospheric Research (NCAR) when Co-PI Brian O'Neill changed institutional affiliations.

    The use of marginal lands (MLs) for biofuel production has been contemplated as a promising solution for meeting biofuel demands. However, there have been concerns with spatial location of MLs, their inherent biofuel potential, and possible environmental consequences with the cultivation of energy crops. Here, we developed a new quantitative approach that integrates high-resolution land cover and land productivity maps and uses conditional probability density functions for analyzing land use patterns as a function of land productivity to classify the agricultural lands. We subsequently applied this method to determine available productive croplands (P-CLs) and non-crop marginal lands (NC-MLs) in a nine-county Southern Michigan. Furthermore, Spatially Explicit Integrated Modeling Framework (SEIMF) using EPIC (Environmental Policy Integrated Climate) was used to understand the net energy (NE) and soil organic carbon (SOC) implications of cultivating different annual and perennial production systems.

    1. Past land use can create altered soil conditions and plant communities that persist for decades, although the effects of these altered conditions on consumers are rarely investigated. 2. Using a large-scale field study at 36 sites in longleaf pine (Pinus palustris) woodlands, we examined whether historic agricultural land use leads to differences in the abundance and community composition of insect herbivores (grasshoppers, families Acrididae and Tettigoniidae). 3. We measured the cover of six plant functional groups and several environmental variables to determine whether historic agricultural land use affects the relationships between plant cover or environmental conditions and grasshopper assemblages. 4. Land-use history had taxa-specific effects and interacted with herbaceous plant cover to alter grasshopper abundances, leading to significant changes in community composition. Abundance of most grasshopper taxa increased with herbaceous cover in woodlands with no history of agriculture, but there was no relationship in post-agricultural woodlands. We also found that grasshopper abundance was negatively correlated with leaf litter cover. Soil hardness was greater in post-agricultural sites (i.e. more compacted) and was associated with grasshopper community composition. Both herbaceous cover and leaf litter cover are influenced by fire frequency, suggesting a potential indirect role of fire on grasshopper assemblages. 5. Our results demonstrate that historic land use may create persistent differences in the composition of grasshopper assemblages, while contemporary disturbances (e.g. prescribed fire) may be important for determining the abundance of grasshoppers, largely through the effect of fire on plants and leaf litter. Therefore, our results suggest that changes in the contemporary management regimes (e.g. increasing prescribed fire) may not be sufficient to shift the structure of grasshopper communities in post-agricultural sites towards communities in

    This volume of the progress report provides documentation of reactor physics and criticality safety studies conducted in the Russian Federation during fiscal year 1997 and sponsored by the Fissile Materials Disposition Program of the US Department of Energy. Descriptions of computational and experimental benchmarks for the verification and validation of computer programs for neutron physics analyses are included. All benchmarks include either plutonium, uranium, or mixed uranium and plutonium fuels. Calculated physics parameters are reported for all of the contaminated benchmarks that the United States and Russia mutually agreed in November 1996 were applicable to mixed-oxide fuel cycles for light-water reactors.

    Development and attestation of gamma-ray non-destructive assay measurement methodologies for use by inspectors of the Russian Federal Service for Environmental, Technological, and Nuclear Oversight (Rostekhnadzor, formerly Gosatomnadzor or GAN), as well as for use by Russian nuclear facilities, has been completed. Specifically, a methodology utilizing the gamma-ray multi group analysis (MGA) method for determining plutonium isotopic composition has been developed, while existing methodologies to determining uranium enrichment and isotopic composition have been revised to make them more appropriate to the material types and conditions present in nuclear facilities in the Russian Federation. This paper will discuss the development and revision of these methodologies, the metrological characteristics of the final methodologies, as well as the limitations and concerns specific to the utilization of these analysis methods in the Russian Federation.

  12. Reconstruction of Intensity From Covered Samples

    The safe handling of activated samples requires containment and covering the sample to eliminate any potential for contamination. Subsequent characterization of the surface with x-rays ideally necessitates a thin film. While many films appear visually transparent, they are not necessarily x-ray transparent. Each film material has a unique beam attenuation and sometimes have amorphous peaks that can superimpose with those of the sample. To reconstruct the intensity of the underlying activated sample, the x-ray attenuation and signal due to the film needs to be removed from that of the sample. This requires the calculation of unique deconvolution parameters for the film. The development of a reconstruction procedure for a contained/covered sample is described.

  13. Proposal for broader United States-Russian transparency of nuclear arms reductions

    During the January 1994 Summit Presidents Clinton and Yeltsin agreed on the goal of ensuring the ``transparency and irreversibility`` of the nuclear arms reduction process. As a result, negotiations are presently underway between the United States Government and the Russian Federation to confirm the stockpiles of plutonium and highly enriched uranium removed from nuclear weapons. In December 1994 the United States presented a paper to the Russian Federation proposing additional measures to provide broader transparency of nuclear arms reduction. The US Department of Energy is studying the implementation of these broader transparency measures at appropriate DOE facilities. The results of the studies include draft protocols for implementation, assessments of the implementation procedures and the impacts on the facilities and estimates of the cost to implement these measures at various facilities.

  14. Overview of transparency issues under the US-Russian highly enriched uranium purchase agreement

    The US has signed an Agreement with the Russian Federation for the purchase of 500 metric tons of highly enriched uranium (HEU) derived from dismantled Russian nuclear weapons. The BEU will be blended down to low-enriched uranium (LEU) in Russia and will be transported to the US to be used by fuel Fabricators to make fuel for commercial nuclear power plants. Both the United States and Russia have been preparing to institute transparency measures to provide confidence that the nonproliferation, physical protection, and material control and accounting requirements specified in the Agreement are met. This paper provides a background on the Agreement and subsequent on-going negotiations to develop transparency measures suited to the facilities and processes which are expected to be involved.

    In July 2008, the Global Threat Reduction Initiative and the IRT 2000 research reactor in Sofia, Bulgaria, operated by the Institute for Nuclear Research and Nuclear Energy (INRNE), safely shipped 6.4 kilograms of Russian origin highly enriched uranium (HEU) spent nuclear fuel (SNF) to the Russian Federation. The shipment, which resulted in the removal of all HEU from Bulgaria, was conducted by truck, barge, and rail modes of transport across two transit countries before reaching the final destination at the Production Association Mayak facility in Chelyabinsk, Russia. This paper describes the work, equipment, organizations, and approvals that were required to complete the spent fuel shipment and provides lessons learned that might assist other research reactor operators with their own spent nuclear fuel shipments.

    This paper documents the status of the technical design for the upgrade and expansion to the existing Low-level Liquid Radioactive Waste (LLLRW) treatment facility in Murmansk, the Russian Federation. This facility, owned by the Ministry of Transportation and operated by the Russian company RTP Atomflot in Murmansk, Russia, has been used by the Murmansk Shipping Company (MSCo) to process low-level liquid radioactive waste generated by the operation of its civilian icebreaker fleet. The purpose of the new design is to enable Russia to permanently cease the disposal at sea of LLLRW in the Arctic, and to treat liquid waste and high saline solutions from both the Civil and North Navy Fleet operations and decommissioning activities. Innovative treatments are to be used in the plant which are discussed in this paper.

    In 1993 the US and the Russian Federation signed an agreement allowing the US to purchase highly enriched uranium (HEU) from Russia over a 20-year period. This Highly Enriched Uranium Purchase Agreement permits the purchase of 500 metric tons of HEU from dismantled Russian nuclear weapons in the form of low-enriched uranium (LEU) for use as power reactor fuel in the US. Under the HEU Agreement, the US and Russia are cooperating in a ''Transparency Program'' to ensure that arms control and nonproliferation objectives are being met. The Transparency Program measures, which are a departure from traditional, intrusive measures of verification, include sending individuals from the US to Russia to monitor the processing of the HEU.

    In March 1995, the Russian Navy contacted safeguards experts at the Kurchatov Institute (KI) and proposed the initiation of work to enhance nuclear materials protection, control, and accounting (MPC and A) at Russian Navy facilities. Because of KI`s successful experience in laboratory-to-laboratory MPC and A cooperation with US Department of Energy Laboratories, the possibility of US participation in the work with the Russian Navy was explored. Several months later, approval was received from the US Government and the Russian Navy to proceed with this work on a laboratory-to-laboratory basis through Kurchatov Institute. As a first step in the cooperation, a planning meeting occurred at KI in September, 1995. Representatives from the US Department of Energy (DOE), the US Department of Defense (DOD), the Russian Navy, and KI discussed several areas for near-term cooperative work, including a vulnerability assessment workshop and a planning study to identify and prioritize near-term MPC and A enhancements that might be implemented at Russian facilities which store or handle unirradiated highly enriched uranium fuel for naval propulsion applications. In subsequent meetings, these early proposals have been further refined and extended. This MPC and A cooperation will now include enhanced protection and control features for storage facilities and refueling service ships, computerized accounting systems for naval fuel, methods and equipment for rapid inventories, improved security of fresh fuel during truck transportation, and training. This paper describes the current status and future plans for MPC and A cooperation for naval nuclear materials.

  16. Energy strategy and mitigation potential in energy sector of the Russian federation

    This paper describes the mitigation potential in the Russian energy sector and presents CO{sub 2} - emission scenarios. Based on the Russian energy strategy, energy conservation potential has been estimated and three groups of energy conservation measures have been pointed out. Taking into account the economic development scenarios and the scenarios of energy consumption and energy conservation, future CO{sub 2} emission scenarios for 2000 and 2010 have been prepared. Some important characteristics of these scenarios have been presented and discussed. For the period 2000-2010 annual growth rates for CO{sub 2} emission in the Russian energy sector will not exceed 0.9-1.3 %, and emission levels in 2000 make up - 75-78 %, and in 2010 - 81-88 % of the 1990 level. For the probable scenario the CO{sub 2} emission reducing will make up about 6% and 25% (for the optimistic scenario about 16% and 31%) of CO{sub 2} emission for reference scenario in 2000 and 2010 respectively. Additional CO{sub 2} emission reducing (3-5% of domestic CO{sub 2} emission) will result from increasing share of natural gas consumption.

  17. Environmental security benefits arising from Russian/Norwegian/US cooperation in the high Arctic

    Past practices associated with the civilian and military use of nuclear power in NW Russia present large environmental security risks of international concern. These risks arise from a variety of practices associated with weapons production, testing, power production and waste management. The threats presented by these activities are multimedia in nature, span political boundaries and cannot be simply or inexpensively remediated. Today, cooperative efforts are being undertaken to improve environmental security by remediating existing and potential emission sources. Initial efforts focused on the upgrade and expansion of the Murmansk Low-level Liquid Waste Treatment Facility, Murmansk, Russia. This facility handles wastes generated during the decommissioning of Russian Nuclear Navy submarines and from the operation of the Russian commercial nuclear-powered icebreaker fleet. This upgraded facility is now being constructed and is expected to be completed by March 1998. Completion of this facility will result in the cessation of any future dumping of liquid radioactive wastes into the Barents and Kara Seas. Another large environmental security risk is the LEPSE. The LEPSE is a ship docked in Murmansk, Russia, that contains {approximately}650 spent fuel elements as well as other solid and liquid wastes from Russian nuclear vessels. International efforts are now being mounted to remove the spent and damaged fuel from this ship, including the safe removal and storage/disposal of the fuel elements. This paper will summarize the environmental security problems presented by these different sources and the likely environmental security benefits associated with their remediation. 5 refs., 1 fig., 1 tab.

  18. Russian surety research projects in the Sandia National Laboratories Cooperative Measures Program

    Over forty safety and security related research and development projects have been initiated between Sandia National Laboratories and the Russian nuclear weapons laboratories VNIIEF and VNIITF. About half of these projects have been completed. All relate to either safety or security methodology development, processes, accident environment analysis and testing, accident databases, assessments or product design of devices. All projects have a potential benefit to various safety or security programs and some may directly have commercial applications. In general, these projects could benefit risk assessments associated with systems that could result in accidents or incidents having high public consequences. These systems typically have already been engineered to have very low assessed probabilities of occurrence of such accidents or incidents. This paper gives an overview of the Sandia surety program with a focus on the potential for future collaboration between Sandia, three Russian Institutes; VNIIEF, VNIITF and VNIIA, and other industry and government organizations. The intent is to serve as an introduction to a roundtable session on Russian Safety Collaboration at the 14th International System Safety Conference. The current Sandia collaboration program scope and rationale is presented along with the evolved program focus. An overview of the projects is given and a few specific projects are briefly highlighted with tangible results to date.

  6. Using Unmanned Aerial Vehicles to Assess Vegetative Cover in Sagebrush Steppe Ecosytstems

    The Idaho National Laboratory (INL), in conjunction with the University of Idaho, is evaluating novel approaches for using unmanned aerial vehicles (UAVs) as a quicker and safer method for monitoring biotic resources. Evaluating vegetative cover is an important factor in understanding the sustainability of many ecosystems. In assessing vegetative cover, methods that improve accuracy and cost efficiency could revolutionize how biotic resources are monitored on western federal lands. Sagebrush steppe ecosystems provide important habitat for a variety of species, some of which are important indicator species (e.g., sage grouse). Improved methods are needed to support monitoring these habitats because there are not enough resource specialists or funds available for comprehensive ground evaluation of these ecosystems. In this project, two types of UAV platforms (fixed wing and helicopter) were used to collect still-frame imagery to assess cover in sagebrush steppe ecosystems. This paper discusses the process for collecting and analyzing imagery from the UAVs to (1) estimate total percent cover, (2) estimate percent cover for six different types of vegetation, and (3) locate sage grouse based on representative decoys. The field plots were located on the INL site west of Idaho Falls, Idaho, in areas with varying amounts and types of vegetative cover. A software program called SamplePoint developed by the U.S. Department of Agriculture, Agricultural Research Service (USDA-ARS) was used to evaluate the imagery for percent cover for the six vegetation types (bare ground, litter, shrubs, dead shrubs, grasses, and forbs). Results were compared against standard field measurements to assess accuracy.
