The article presents research data using arhaeoastronomical methods of Levinsadovka settlement sacrificial complex in Northern Black Sea coast. In this work, new method of accounting terrain elevations using topographic maps was developed in arhaeoastronomical studies. Calculations of azimuths of the sun and moon rise and set in the astronomically significant moments of the year were made and astronomical regularities in the organization of the sacrificial complex identified. Related to the moon directions, as the most dedicated, identified. Revealed that the stone tools and fragments, used as sacrifices, mark the direction to the northern minor standstill moonrise. A similar situation was found on two archaeological sites: in Bezymennoye II settlement South sanctuary and in Pustynka settlement religious building. Drawing on ethnographic and folklore data, it is concluded about semiotic connection of stone tools, found in these religious constructions, with the "thunderstones" and meteorites.

Ambient aromatic hydrocarbon measurements at Welgegund, South Africa

Aromatic hydrocarbons are associated with direct adverse human health effects and can have negative impacts on ecosystems due to their toxicity, as well as indirect negative effects through the formation of tropospheric ozone and secondary organic aerosol that affect human health, crop production and regional climate. Measurements were conducted at the Welgegund measurement station (South Africa) that is considered to be a regionally representative background site. However, the site is occasionally impacted by plumes from major anthropogenic source regions in the interior of South Africa, which include the western Bushveld Igneous Complex (e.g. platinum, base metal and ferrochrome smelters), the eastern Bushveld Igneous Complex (platinum and ferrochrome smelters), the Johannesburg-Pretoria metropolitan conurbation (>10 million people), the Vaal Triangle (e.g. petrochemical and industries), the Mpumalanga Highveld (e.g. coal-fired power plants and petrochemical industry) and also a region of anti-cyclonic recirculation of air mass over the interior of South Africa. The aromatic hydrocarbon measurements were conducted with an automated sampler on Tenax-TA and Carbopack-B adsorbent tubes with heated inlet for one year. Samples were collected twice a week for two hours during daytime and two hours 1 during night-time. A thermal desorption unit, connected to a gas chromatograph and a mass 2 selective detector was used for sample preparation and analysis. Results indicated that the 3 monthly median total aromatic hydrocarbon concentrations ranged between 0.01 to 3.1 ppb. 4 Benzene levels did not exceed local air quality standards. Toluene was the most abundant 5 species, with an annual median concentration of 0.63 ppb. No statistically significant 6 differences in the concentrations measured during daytime and night-time were found and no distinct seasonal patterns were observed. Air mass back trajectory analysis proved that the lack of seasonal cycles could be attributed to patterns determining the origin of the air masses sampled. Aromatic hydrocarbon concentrations were in general significantly higher in air masses that passed over anthropocentrically impacted regions. Interspecies correlations and ratios gave some indications of the possible sources for the different aromatic hydrocarbons in the source regions defined in the paper. The highest contribution of aromatic hydrocarbon concentrations to ozone formation potential was also observed in plumes passing over anthropocentrically impacted regions.

Assessing the performance of SIA in the EIA context: A case study of South Africa

This article, a theoretical perspective based on a literature study, is a critical evaluation of SIA as part of the EIA process in South Africa against the background of international guidelines and best practices. It includes sections on the historical background of the development of SIA in South Africa, the legal status and requirements of SIA in the country, and a critical evaluation of SIA regulation in South Africa. The conclusion reached in the article is that the persistent problems of SIA practice, experienced in other parts of the world, are also evident in South Africa. Apart from institutional, financial and professional constraints, there are also serious problems associated with approach and methods. This conclusion confirms the findings of empirical studies that SIA in South Africa is neglected, that the practice of SIA in South Africa is not yet on a sound footing, and that it does not receive the professional attention it deserves in a country beset by enormous social challenges. To conclude the article recommendations are made to improve the level of SIA practice in South Africa, and the possible significance of this national case study for international practice is indicated.

This paper reviews the status of the South African electricity supply industry (ESI) and proposals for reorienting and restructuring it. South Africa has been intensely examining its ESI for more than 4 years in an effort to determine whether and how it should be restructured to best support the country`s new economic development and social upliftment goals. The debate has been spirited and inclusive of most ESI stakeholders. The demands on and expectations for the ESI are many and varied. The debate has reflected this diversity of interests and views. In essence, however, there is a consensus on what is expected of the industry, namely, to extend provision of adequate, reliable, and affordable electricity service to all citizens and segments of the economy. This means a large-scale electrification program to reach as many of the nearly 50% of households currently without electricity service as soon as possible, tariff reform to promote equity and efficiency, and the upgrading of service quality now being provided by some of the newly consolidated municipal authorities. The issues involved are how best to achieve these results within the context of the national Reconstruction and Development Program, while accounting for time and resource constraints and balancing the interests of the various parties.

EIR quality review is one of the quality control functions contributing to EIA effectiveness within any EIA system, therefore the EIR quality review package developed by Lee and Colley was adapted and used to review the quality of a sample of 28 EIRs in the North West province of South Africa. Overall, 86% of the reports achieved satisfactory grades, with the descriptive and presentational elements of the EIRs more satisfactorily addressed, and the analytical components such as impact significance, addressed to a less satisfactory degree. EIR quality appears to be on par with international standards, but there are areas of distinct weakness. Further research is required to optimise quality review, and to reveal whether the new regulations have succeeded in addressing these weaknesses and made positive contributions to EIR quality, as a component of EIA effectiveness in South Africa.

The Research Unit in Bioinformatics at Rhodes University (RUBi), South Africa offers a Masters of Science in Bioinformatics. Growing demand for Bioinformatics qualifications results in applications from across Africa. Courses aim to bridge gaps in the diverse backgrounds of students who range from biologists with no prior computing exposure to computer scientists with no biology background. The programme is evenly split between coursework and research, with diverse modules from a range of departments covering mathematics, statistics, computer science and biology, with emphasis on application to bioinformatics research. The early focus on research helps bring students up to speed with working as a researcher. Does enhanced regulation improve EIA report quality? Lessons from South Africa

Recently, various EIA systems have been subjected to system review processes with a view to improve performance. Many of these reviews resulted in some form of legislative reform. The South African Environmental Impact Assessment (EIA) regulations were modified in 2006 with the express intent to improve EIA effectiveness. In order to evaluate to what extent the desired outcome was achieved, the quality of EIA reports produced under the 2006 regulations was investigated for comparative analysis with the preceding regime. A sample of EIA reports from the two legislative regimes was reviewed using an adapted version of a well established method known colloquially as the 'Lee and Colley' review package. Despite some improvements in certain aspects, overall report quality has decreased slightly from the 1997 EIA regime. It therefore appears that the modifications to the regulations, often heralded as the solution to improvements in performance have not resulted in improved quality of EIA reports. - Highlights: Black-Right-Pointing-Pointer EIA regulations in South Africa were revised and became more comprehensive in 2006. Black-Right-Pointing-Pointer The report quality of a sample of EIAs was reviewed using the Lee and Colley review package. Black-Right-Pointing-Pointer Report quality showed a slight decline from the previous regulatory regime. Black-Right-Pointing-Pointer EIA good practice needs flexibility rather than over-detailed regulation.

Joint implementation initiatives in South Africa: A case study of two energy-efficiency projects

This paper explores the issues pertinent to Joint Implementation (JI) in South Africa by examining two prototype potential projects on energy efficiency with the potential for reducing greenhouse gas (GHG) emissions. The first is an energy-efficient lighting project based on the public electricity utility, Eskom's plan for a compact fluorescent lighting program in the residential sector. The analysis indicates that the CFL program could avoid emissions of up to 243 thousand tons of carbon over the first five years, at negative cost (that is, with a positive economic return). The second project involves the delivery of passive solar, energy-efficient housing to a low-income township in the Western Cape Province, at an incremental capital cost of approximately $2.5m for the 6000 houses. In this case, the avoided GHG emissions over the first five years amount to between 14 and 20 tons of carbon, and over the 50 year life-span of the project it will result to 140 to 200 thousand tons of avoided emissions at a cost of $13 to $17 per ton. The housing project has significant non-GHG benefits such as savings on energy bills and health, which accrue to the low-income dwellers. A number of important JI-specific issues and concerns emerge with respect to the two projects, which can also be applied to other potential JI opportunities in the country generally. These include the issues of carbon credit sharing, for which a number of scenarios are suggested, as well as estimating unknown macroeconomic impacts, such as the effects of CFLs on the country's incandescent lighting industry. Findings from an examination of both potential projects conclude that capacity-building within the country is critical to ensure that the technology being transferred balances efficiency, cost and quality appropriate to the South African context. Finally, assessment and evaluation, monitoring and verification criteria and institutions are called for to guarantee measurable long-term environmental, economic and other non-GHG related benefits of potential JI projects.

The United Nations Framework Convention on Climate Change (UNFCCC) aims to reduce emissions of greenhouse gases (GHGs) in order to ''prevent dangerous anthropogenic interference with the climate system'' and promote sustainable development. The Kyoto Protocol, which was adopted in 1997 and appears likely to be ratified by 2002 despite the US withdrawing, aims to provide means to achieve this objective. The Clean Development Mechanism (CDM) is one of three ''flexibility mechanisms'' in the Protocol, the other two being Joint Implementation (JI) and Emissions Trading (ET). These mechanisms allow flexibility for Annex I Parties (industrialized countries) to achieve reductions by extra-territorial as well as domestic activities. The underlying concept is that trade and transfer of credits will allow emissions reductions at least cost. Since the atmosphere is a global, well-mixed system, it does not matter where greenhouse gas emissions are reduced. The CDM allows Annex I Parties to meet part of their emissions reductions targets by investing in developing countries. CDM projects must also meet the sustainable development objectives of the developing country. Further criteria are that Parties must participate voluntarily, that emissions reductions are ''real, measurable and long-term'', and that they are additional to those that would have occurred anyway. The last requirement makes it essential to define an accurate baseline. The remaining parts of section 1 outline the theory of baselines, emphasizing the balance needed between environmental integrity and reducing transaction costs. Section 2 develops an approach to multi-project baseline for the South African electricity sector, comparing primarily to near future capacity, but also considering recent plants. Five potential CDM projects are briefly characterized in section 3, and compared to the baseline in section 4. Section 5 concludes with a discussion of options and choices for South Africa regarding electricity sector baselines.

Pricing landfill externalities: Emissions and disamenity costs in Cape Town, South Africa

This results in a bias against alternatives such as recycling, which may be more expensive than landfilling from a purely financial perspective, but preferable from an environmental and social perspective. There is therefore a need to quantify external costs in monetary terms, so that different disposal options can be compared on the basis of their overall costs to society (financial plus external costs). This study attempts to estimate the external costs of landfilling in the City of Cape Town for different scenarios, using the benefits transfer method (for emissions) and the hedonic pricing method (for disamenities). Both methods (in particular the process of transferring and adjusting estimates from one study site to another) are described in detail, allowing the procedures to be replicated elsewhere. The results show that external costs are currently R111 (in South African Rands, or approximately US$16) per tonne of waste, although these could decline under a scenario in which energy is recovered, or in which the existing urban landfills are replaced with a new regional landfill.

Opportunities for market-based programs worldwide that reduce greenhouse gas emissions: Initial Observations from Missions to the Philippines, South Africa, and Mexico

Globally, governments and industries are implementing innovative voluntary programs to reduce greenhouse gas emissions. Often these programs encourage groups to use cost effective technologies that capture market-based forces. These programs are successful because they capitalize on existing opportunities where both the environment and the participants can benefit (i.e., win-win opportunities). This paper documents efforts to investigate these kinds of win-win opportunities in three developing countries: the Philippines, South Africa, and Mexico. Initial observations are provided as fresh information from the field, drawing on six missions during the last nine months. Utility costs, interest rates, and overall economic health appear to critically affect opportunities in each country. By contrast, details of heating, ventilating and air-conditioning (HVAC) design and local climate were often important differences between countries. These affect opportunities, for example, to achieve significant savings from cooling systems or not. Looking at the success of ESCOs was somewhat surprising. One might expect to see the most successful ESCO activity where utility costs are high and upgrade opportunities are plentiful (such as in the Philippines). This was not the case, however, as research in the Philippines did not reveal even one active ESCO contract yet. Design practices for new construction were in need of the same thing that helps US design teams do a better job of energy-efficient design, better communications between design team members. Finally, industrial firms were doing a variety of EE upgrades in each country, but this level of activity was relatively small compared to what should be cost effective.

Russia’s Natural Gas Export Potential up to 2050

Recent increases in natural gas reserve estimates and advances in shale gas technology make natural gas a fuel with good prospects to serve a bridge to a low-carbon world. Russia is an important energy supplier as it holds the world largest natural gas reserves and it is the world’s largest exporter of natural gas. Energy was one of the driving forces of Russia’s recent economic recovery from the economic collapse of 1990s. These prospects have changed drastically with a global recession and the collapse of oil and gas prices from their peaks of 2008. An additional factor is an ongoing surge in a liquefied natural gas (LNG) capacity and a development of Central Asia’s and the Middle East gas supplies that can compete with Russian gas in its traditional (European) and potential (Asian) markets. To study the long-term prospects for Russian natural gas, we employ the MIT Emissions Prediction and Policy Analysis (EPPA) model, a computable general equilibrium model of the world economy. While we consider the updated reserve estimates for all world regions, in this paper we focus on the results for Russian natural gas trade. The role of natural gas is explored in the context of several policy assumptions: with no greenhouse gas mitigation policy and scenarios of emissions targets in developed countries. Nuclear weapons and NATO-Russia relations

Despite the development of positive institutional arrangements such as Russian participation in the NATO-led peacekeeping force in Bosnia and the NATO- Russia Permanent Joint Council, the strategic culture of Russia has not changed in any fundamental sense. Russian strategic culture has not evolved in ways that would make Russian policies compatible with those of NATO countries in the necessary economic, social, technological, and military spheres. On the domestic side, Russia has yet to establish a stable democracy and the necessary legal, judicial, and regulatory institutions for a free-market economy. Russia evidently lacks the necessary cultural traditions, including concepts of accountability and transparency, to make these adaptations in the short-term. Owing in part to its institutional shortcomings, severe socioeconomic setbacks have afflicted Russia. Russian conventional military strength has been weakened, and a concomitant reliance by the Russians on nuclear weapons as their ultimate line of defense has increased. The breakdown in the infrastructure that supports Russian early warning and surveillance systems and nuclear weapons stewardship defense, coupled with a tendency towards has exacerbated Russian anxiety and distrust toward NATO. Russia`s reliance on nuclear weapons as the ultimate line of defense, coupled with a tendency toward suspicion and distrust toward NATO, could lead to dangerous strategic miscalculation and nuclear catastrophe.

A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled 'Russia's Energy Policy' (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and 'Russia's Energy Policy: A Divergent View' (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs. In this context, he identifies three policy models - the old Soviet, the liberal or oligarchic, and the most recent state capitalist. The latter is currently supported by President Putin, who prioritizes diversification of the country's economy at the expense of diminished investments in the oil and gas sector.

The total area covered by petroleum rights in the six countries described in this paper increased by more than 17% in 1980 compared to 1979. Joint venture agreements were finalized for 19 blocks over 94,000 km/sup 2/ in the Algerian venture. Although official information is scarce for Algeria and Libya, seismic activity probably increased in 1980 compared to 1979. Exploration drilling activity increased with 121 wildcats drilled compared to 93 during the previous year. This effort led to 40 discoveries, a 34.5% success ratio. Chevron was especially successful in wildcatting, with 6 oil discoveries for 8 wells drilled in the interior basins of Sudan. One Moroccan discovery can be considered as a highlight: the BRPM Meskala 101 well in the Essaouira basin found an apparently large amount of gas in Triassic sandstones. This discovery deserves special attention, since the gas has been found in Triassic pays rather than in the usual Jurassic pays in the Essaouira basin. Oil production in North Africa decreased from about 13.5% in 1980, with about 3,405,000 barrels of oil per day compared to 3,939,500 barrels of oil per day in 1979. When oil output strongly decreased in Algeria (-16.4%) and Libya (-15.6%), Tunisian production peaked at 116,287 barrels of oil per day and Egypt production also peaked at 584,148 barrels of oil per day. Total gas production in 1980 strongly declined from 44%, mostly due to the decline of the Algerian gas production. 8 figures, 40 tables.

Changes in Russia's Military and Nuclear Doctrine

In 1993, the Russian Federation set out a new military doctrine that would determine the direction of its armed forces until President Putin set out the next doctrine in 2000. The Russian Federation creating the doctrine was new; the USSR had recently collapsed, Gorbachev - the creator of the predecessor to this doctrine in 1987 - was out of office, and the new Russian military had only been formed in May, 1992.1 The analysis of the 1993 doctrine is as follows: a definition of how doctrine is defined; a short history of Russian military doctrine leading up to the 1993 doctrine (officially the Basic Provisions of the Military Doctrine of the Russian Federation); and finally, what the doctrine established. An overview of the 1993 doctrine is: (1) Russia's 1993 doctrine was a return to older, more aggressive doctrine as a result of stability concerns surrounding the recent collapse of the USSR; (2) Russia turned from Gorbachev's 'defensive defense' in the 1987 doctrine to aggressive defense with the option of preempting or striking back against an aggressor; (3) Russia was deeply concerned about how nationalism would affect the former Soviet Republics, particularly in respect to the ethnic Russians still living abroad; and (4) Nuclear doctrine pledged to not be the first to use nuclear weapons but provided for the potential for escalation from a conventional to a nuclear war. The 2000 doctrine (officially the Russian Federation Military Doctrine) was created in a more stable world than the 1993 doctrine was. The Russian Federation had survived independence and the 'threat of direct military aggression against the Russian Federation and its allies' had diminished. It had secured all of the nuclear weapons from its neighbors Ukraine, Belarus, and Kazakhstan, and had elected a new president, Vladimir Putin, to replace Boris Yeltsin. Yet, even as the doctrine took more defensive tones than the 1993 doctrine, it expanded its nuclear options. Below are a new definition of what doctrine meant in 2000 and an outline of the 2000 doctrine. An overview of the 2000 doctrine is: (1) The 2000 doctrine was a return to a more defensive posture; the threat of nuclear retaliation, rather than that of preemptive force, would be its deterrence; (2) In order to strengthen its nuclear deterrence, Russia extended and redefined the cases in which nuclear weapons could be used to include a wider range of conflict types and a larger spectrum of attackers; and (3) Russia's threats changed to reflect its latest fear of engaging in a limited conflict with no prospect of the use of nuclear deterrence. In 2006, the defense minister and deputy prime minister Sergei Ivanov announced that the government was starting on a draft of a future doctrine. Four years later, in 2010, the Military Doctrine of the Russian Federation was put into effect with the intent of determining Russian doctrine until 2020. The 2010 doctrine, like all previous doctrines, was a product of the times in which it was written. Gone were many of the fears that had followed Russia for the past two decades. Below are an examination of the 2010 definition of doctrine as well as a brief analysis of the 2010 doctrine and its deviations from past doctrines. An overview of the 2010 doctrine is: (1) The new doctrine emphasizes the political centralization of command both in military policy and the use of nuclear weapons; (2) Nuclear doctrine remains the same in many aspects including the retention of first-use; (3) At the same time, doctrine was narrowed to using nuclear weapons only when the Russian state's existence is in danger; to continue strong deterrence, Russia also opted to follow the United States by introducing precision conventional weapons; (4) NATO is defined as Russia's primary external threat because of its increased global presence and its attempt to recruit states that are part of the Russian 'bloc'; and (5) The 2000 doctrine's defensive stance was left out of the doctrine; rumored options for use of nuclear weapons in local wars and in preemptive strikes were also left out.

Tropical Africa: Land use, biomass, and carbon estimates for 1980

This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980 and describes a methodology that may be used to extend this data set to 1990 and beyond based on population and land cover data. The biomass data and carbon estimates are for woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with the possible magnitude of historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth`s land surface and includes those countries that for the most part are located in Tropical Africa. Countries bordering the Mediterranean Sea and in southern Africa (i.e., Egypt, Libya, Tunisia, Algeria, Morocco, South Africa, Lesotho, Swaziland, and Western Sahara) have maximum potential biomass and land cover information but do not have biomass or carbon estimate. The database was developed using the GRID module in the ARC/INFO{sup TM} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass-carbon values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.
