    All of the major ophiolitic terranes (Angayucham, Tozitna, Innoko, Seventymile, and Goodnews terranes) in the northern and central Alaska belong to the Tethyan-type' of Moores (1982) and were obducted onto Paleozoic and Proterozoic continental and continental margin terranes in Mesozoic time. Tethyan-type' ophiolitic assemblages also occur in the Slide Mountain terrane in the Canadian Cordillera and extend from western Alaska into northeastern Russia. Although investigators have suggested widely different ages from their times of abduction onto the continent, these ophiolitic terranes display some remarkably similar features: (1) they consist of a stack of imbricated thrust slices dominated by ocean floor sediments, basalt, and high-level gabbro of late Paleozoic and Triassic age; (2) their mafic-ultramafic complexes generally are confined to the uppermost thrust sheets; (3) they lack the large tectonic melanges zones and younger accretionary flysch deposits associated with the ophiolitic terranes of southern Alaska and the Koryak region of northeastern Russia; (4) blueschist mineral assemblages occur in the lower part of these ophiolite terranes and (or) in the underlying continental terranes; and (5) they are bordered on their outboard' side by Mesozoic intraoceanic volcanic arc terranes. Recent geochemical and geologic studies of the mafic-ultramafic complexes in the Anagayucham and Tozitna terranes strongly suggest they were generated in a supra-subduction zone (SSZ) and that they are directly overlain by volcanic rocks of the Koyukuk terrane.

    Azerbaijan, the oldest known oil producing region in the world, still holds great potential for new discoveries and increased production. A multi-billion dollar production sharing agreement was recently signed with a consortium of primarily western oil companies to develop three oil fields in the Caspian Sea. Soon, Azerbaijan will offer new exploration acreage both offshore and onshore. This paper describes the history of oil production in Azerbaijan, offshore developments, tectonics, stratigraphy, petroleum traps, mud volcanoes, and short summaries of several oil producing areas. Current production is about 9 million tons/yr of oil and 7 billion cu m/yr of natural gas.

    This presentation will describe the Safety Management System that Azerbaijan International Operating Company (AIOC) has structured to assure that Company activities are performed in a manner that protects the public, the environment, contractors and AIOC employees. The Azerbaijan International Oil Company is a consortium of oil companies that includes Socar, the state oil company of Azerbaijan, a number of major westem oil companies, and companies from Russia, Turkey and Saudi Arabia. The Consortium was formed to develop and produce a group of large oil fields in the Caspian Sea. The Management of AIOC, in starting a new operation in Azerbaijan, recognized the need for a formal HSE management system to ensure that their HSE objectives for AIOC activities were met. As a consortium of different partners working together in a unique operation, no individual partner company HSE Management system was appropriate. Accordingly AIOC has utilized the E & P Forum {open_quotes}Guidelines for the Development and Application of Health Safety and Environmental Management Systems{close_quotes} as the framework document for the development of the new AIOC system. Consistent with this guideline, AIOC has developed 19 specific HSE Management System Expectations for implementing its HSE policy and objectives. The objective is to establish and continue to maintain operational integrity in all AIOC activities and site operations. An important feature is the use of structured Safety Cases for the design engineering activity. The basis for the Safety Cases is API RP 75 and 14 J for offshore facilities and API RP 750 for onshore facilities both complimented by {open_quotes}Best International Oilfield Practice{close_quotes}. When viewed overall, this approach provides a fully integrated system of HSE management from design into operation.

The city developed into a legendary cultural center, where some of the West`s leading commercial geniuses made substantial investments. Baku also was a city of diverse peoples, with its Azerbaijani core supplemented by substantial communities of Armenians, Germans, Russians and Swedes, not to mention merchant communities of other central Asian and Middle Eastern peoples.     Radionuclide uses in Azerbaijan are limited to peaceful applications in the industry, medicine, agriculture and research. The Baku Radioactive Waste Site (BRWS) 'IZOTOP' is the State agency for radioactive waste management and radioactive materials transport. The radioactive waste processing, storage and disposal facility is operated by IZOTOP since 1963 being significantly upgraded from 1998 to be brought into line with international requirements. The BRWS 'IZOTOP' is currently equipped with state-of-art devices and equipment contributing to the upgrade the radioactive waste management infrastructure in Azerbaijan in line with current internationally accepted practices. The IAEA supports Azerbaijan specialists in preparing syllabus and methodological materials for the Training Centre that is currently being organized on the base of the Azerbaijan BRWS 'IZOTOPE' for education of specialists in the area of safety management of radioactive waste: collection, sorting, processing, conditioning, storage and transportation.     So far no general view on the geodynamic evolution of the Black Sea to the Caspian Sea region is elaborated. This is associated with the geological and structural complexities of the region revealed by geophysical, geochemical, petrologic, structural, and other studies. A clash of opinions on geodynamic conditions of the Caucasus region, sometimes mutually exclusive, can be explained by a simplified interpretation of the seismic data. In this paper I analyze available data on earthquake occurrences in Azerbaijan and the adjacent Caspian Sea region. The results of the analysis of macroseismic and instrumental data, seismic regime, and earthquake reoccurrence indicate that a level of seismicity in the region is moderate, and seismic event are concentrated in the shallow part of the lithosphere. Seismicity is mostly intra-plate, and spatial distribution of earthquake epicenters does not correlate with the plate boundaries.

    Azerbaijan, the third-ranking oil-producing former Soviet republic, produced 10.3 million tons of crude in 1993. Output, although slowly dwindling since 1966 as major onshore deposits have been depleted, now accounts for roughly 2.5% of former Soviet production. Reserves, estimated by various sources as ranging from 137 to 960 million tons, have been the focus of considerable interest by Western oil companies, as the government of Azerbaijan has sought foreign expertise and equipment in the development of promising offshore fields in deeper waters of the Caspian Sea. This paper describes the geologic structure of Azerbaijan's major oil- and gas-bearing regions (Caspian-Kuban, Kura, and Apsheron-Balkhan) and outlines the development history of major fields. Major onshore deposits on the Apsheron Peninsula, which yielded over half the world's petroleum in 1900, have now been largely exhausted, with production and exploration activity shifting to offshore deposits along the Apsheron Sill, an anticlinal structure extending from the Peninsula across the Caspian into western Turkmenistan. A prolonged process of negotiations between Western companies and the Azerbaijan government over the rights to explore and develop particular fields is summarized and the status of plans to construct an export pipeline to service outside markets is discussed. 14 refs., 6 figs., 3 tabs.

    Seismic hazard assessment is an important factor in disaster management of Azerbaijan Republic. The Shaki-Ismayilli region is one of the earthquake-prone areas in Azerbaijan. According to the seismic zoning map, the region is located in intensity IX zone. Large earthquakes in the region take place along the active faults. The seismic activity of the Shaki-Ismayilli region is studied using macroseismic and instrumental data, which cover the period between 1250 and 2003. Several principal parameters of earthquakes are analyzed: maximal magnitude, energetic class, intensity, depth of earthquake hypocenter, and occurrence. The geological structures prone to large earthquakes are determined, and the dependence of magnitude on the fault length is shown. The large earthquakes take place mainly along the active faults. A map of earthquake intensity has been developed for the region, and the potential seismic activity of the Shaki-Ismayilli region has been estimated.

    The Absheron Peninsula forms the extreme Eastern part of Azerbaijan and juts into the Caspian Sea. The region has a long history of oil and gas exploration, transport, and processing and includes a number of abandoned chemical plants that were used in the separation of iodine from formation waters. As a result of lax environmental standards during the Soviet era, the industrial activity has led to serious contamination from oils residues, heavy metals and naturally occurring radioactive materials (NORM). Radiometric surveys performed over a wide range of the Absheron Peninsula showed generally low NORM concentrations. However, radiation levels two to three orders of magnitude above background levels were detected at two abandoned iodine separation plants near the capital city, Baku. These elevated radiation levels are mainly due to Ra-226 and U-238 with lower contributions from Ra-228 and U-235. (authors)

    This article deals with the scientific and practical problems related to estimating oil and gas reserves in terrigenous reservoirs of the Productive Series of middle Pliocene and in Upper Cretaceous volcanic and sedimentary rocks. The deposits in question are spread over onshore Azerbaijan and adjacent offshore areas in the Caspian Sea and are approximately 6.5 km deep. This article presents lithologic, stratigraphic, and petrophysical criteria used for selecting prospects for reserve estimation. Also presented are information on structure of rocks and estimation of their lithologic and physical properties. New methods for the interpretation and application of petrophysical and logging data, as well as statistical estimation of reserves, in complex volcaniclastic reservoir rocks, are also discussed.

    The study of the crustal stress has a practical implication in hazard mitigation. Knowledge on stress-related ground motion may help to improve the stability of public and private buildings. The stress state of the crust in Azerbaijan is studied in this paper by means of focal mechanism analysis and using different methods to determine the principal stress orientations. Two types of stress states were revealed in the studied regions. The territory of Great and Lesser Caucasus and Talysh folded zone are characterized by near-horizontal compression. The territories of Caspian Sea and Kura depression are characterized by near-horizontal tension. For both types of stress state, the predominant stress axes are oriented perpendicular to the regional geological structures.

    The Neogene sediments of eastern Azerbaijan and western Turkmenistan contain significant hydrocarbon reserves in deltaic reservoirs. Sedimentary logging of these reservoirs at outcrop in Azerbaijan has outlined four facies associations that encompass a range of paleoenvironments, from alluvial braided river sandstones and conglomerates to delta-front siltstones and mudstones. The facies associations suggest a river-dominated braid delta and are arranged into an architecture controlled by base-level changes: parasequences, parasequence sets, and sequence boundaries are key elements. The facies associations and stratigraphic architecture, together with outcrop observations of cementation and faulting, are summarized in terms of four idealized reservoir models: fluvial, delta plain, proximal delta front, and distal delta front. Each reservoir model has distinctive grain-size and shale distributions. Comparison of nearby oil fields with the studied outcrops suggests that the outcrops form good analogs from which to model reservoir architecture, barriers and baffles to fluid flow, reservoir heterogeneity, and reservoir quality variations.

    Azerbaijan is a classic region for the study of mud volcanism. Of the 700 mud volcanoes known in the world, 220 are in Azerbaijan. These are of great interest, not least in relation to oil and gas exploration since they give information on subsurface sediments beyond the reach of drilling. Mud volcanoes are clearly visible on satellite images. They are confined to structural lineaments and associated fractures. Changes in the morphology of some mud volcanoes post-eruption can be detected from a series of images pre-dating and post-dating eruptions. Mud volcanoes are notable for gradients of temperature that are by an order of magnitude or a factor of 102 greater than the temperature gradients established elsewhere. The gases of mud volcanoes consist mainly of methane (95-100%). There are small amounts of C{sub 2-6}, CO{sub 2}, N{sub 2}, He and Ar. The isotopic composition of carbon (ICC) within the methane varies from -61.29. to -35.W{close_quotes} which is isotopically heavier than the methane from producing fields. The ICC of the CO{sub 2} has a very wide range (from -49.6% to +23.1%), indicating several sources of its formation. The isotopically superheavy CO{sub 2} (+5%) is especially interesting. Oils from mud volcanoes are typically severely biodegraded. Their ICC ranges from -24.76% to -28.2%. A relationship between {partial_derivative}{sup l3}C of oils and ages of accumulations has been established. Waters of mud volcanoes are lightly mineralised, containing chiefly bicarbonates and sodium. The hydrogen composition of the water is abnormally heavy. Ejected rocks from mud volcanoes range in age from Cretaceous - Pliocene. Their study suggests that deeply buried reservoirs maintain good poroperm characteristics because of relatively little catagenesis.

    The largely Pliocene Productive Series of eastern Azerbaijan contains about 26 billion barrels oil equivalent. It is well exposed in outcrops on the Apsheron Peninsula which a joint team from the GIA and the BP and Statoil Alliance have described. Detailed biostratigraphic and petrographic studies have subsequently been carried out. Productive Series deposition was initiated by a dramatic relative sea-level fall which left the South Caspian an isolated basin fed by deeply incised precursors to the modern Volga, Amu Darya, and Kura rivers. Five facies associations have been recognised within the Productive Series at outcrop, encompassing a range of palaeoenvironments from alluvial braided river sandstones and conglomerates to delta-front siltstones and mudstones. The facies associations suggest a river-dominated, braid delta. Four idealised reservoir models can be recognised: fluvial, delta-plain, proximal delta-front and distal delta-front. Each has distinct grain-size and shale distributions. Studies of nearby oilfields suggest that these models form useful subsurface analogues. Flow simulation models suggest that each reservoir type has dramatically different performance. Productive Series sediments are typically loosely cemented and smectite rich, which may result in clay swelling and sand control problems. Localised reduction in reservoir quality is caused by fault-associated calcite cements. Proximal facies of the upper Productive Series contain porosity occluding gypsum cements. Palynology and nannopalaeontology have been applied to the Neogene sediments of Azerbaijan for almost the first time, and have given encouraging results, at least in terms of a broad biozonation. Micropaleontological analyses have also provided useful palaeoenvironmental data.

    Recent increases in natural gas reserve estimates and advances in shale gas technology make natural gas a fuel with good prospects to serve a bridge to a low-carbon world. Russia is an important energy supplier as it holds the world largest natural gas reserves and it is the worlds largest exporter of natural gas. Energy was one of the driving forces of Russias recent economic recovery from the economic collapse of 1990s. These prospects have changed drastically with a global recession and the collapse of oil and gas prices from their peaks of 2008. An additional factor is an ongoing surge in a liquefied natural gas (LNG) capacity and a development of Central Asias and the Middle East gas supplies that can compete with Russian gas in its traditional (European) and potential (Asian) markets. To study the long-term prospects for Russian natural gas, we employ the MIT Emissions Prediction and Policy Analysis (EPPA) model, a computable general equilibrium model of the world economy. While we consider the updated reserve estimates for all world regions, in this paper we focus on the results for Russian natural gas trade. The role of natural gas is explored in the context of several policy assumptions: with no greenhouse gas mitigation policy and scenarios of emissions targets in developed countries.     Despite the development of positive institutional arrangements such as Russian participation in the NATO-led peacekeeping force in Bosnia and the NATO- Russia Permanent Joint Council, the strategic culture of Russia has not changed in any fundamental sense. Russian strategic culture has not evolved in ways that would make Russian policies compatible with those of NATO countries in the necessary economic, social, technological, and military spheres. On the domestic side, Russia has yet to establish a stable democracy and the necessary legal, judicial, and regulatory institutions for a free-market economy. Russia evidently lacks the necessary cultural traditions, including concepts of accountability and transparency, to make these adaptations in the short-term. Owing in part to its institutional shortcomings, severe socioeconomic setbacks have afflicted Russia. Russian conventional military strength has been weakened, and a concomitant reliance by the Russians on nuclear weapons as their ultimate line of defense has increased. The breakdown in the infrastructure that supports Russian early warning and surveillance systems and nuclear weapons stewardship defense, coupled with a tendency towards has exacerbated Russian anxiety and distrust toward NATO. Russia`s reliance on nuclear weapons as the ultimate line of defense, coupled with a tendency toward suspicion and distrust toward NATO, could lead to dangerous strategic miscalculation and nuclear catastrophe.

    A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled 'Russia's Energy Policy' (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and 'Russia's Energy Policy: A Divergent View' (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs.     In 1993, the Russian Federation set out a new military doctrine that would determine the direction of its armed forces until President Putin set out the next doctrine in 2000. The Russian Federation creating the doctrine was new; the USSR had recently collapsed, Gorbachev - the creator of the predecessor to this doctrine in 1987 - was out of office, and the new Russian military had only been formed in May, 1992.1 The analysis of the 1993 doctrine is as follows: a definition of how doctrine is defined; a short history of Russian military doctrine leading up to the 1993 doctrine (officially the Basic Provisions of the Military Doctrine of the Russian Federation); and finally, what the doctrine established. An overview of the 1993 doctrine is: (1) Russia's 1993 doctrine was a return to older, more aggressive doctrine as a result of stability concerns surrounding the recent collapse of the USSR; (2) Russia turned from Gorbachev's 'defensive defense' in the 1987 doctrine to aggressive defense with the option of preempting or striking back against an aggressor; (3) Russia was deeply concerned about how nationalism would affect the former Soviet Republics, particularly in respect to the ethnic Russians still living abroad; and (4) Nuclear doctrine pledged to not be the first to use nuclear weapons but provided for the potential for escalation from a conventional to a nuclear war. The 2000 doctrine (officially the Russian Federation Military Doctrine) was created in a more stable world than the 1993 doctrine was. The Russian Federation had survived independence and the 'threat of direct military aggression against the Russian Federation and its allies' had diminished. It had secured all of the nuclear weapons from its neighbors Ukraine, Belarus, and Kazakhstan, and had elected a new president, Vladimir Putin, to replace Boris Yeltsin. Yet, even as the doctrine took more defensive tones than the 1993 doctrine, it expanded its nuclear options. Below are a new definition of what doctrine meant in 2000 and an outline of the 2000 doctrine. An overview of the 2000 doctrine is: (1) The 2000 doctrine was a return to a more defensive posture; the threat of nuclear retaliation, rather than that of preemptive force, would be its deterrence; (2) In order to strengthen its nuclear deterrence, Russia extended and redefined the cases in which nuclear weapons could be used to include a wider range of conflict types and a larger spectrum of attackers; and (3) Russia's threats changed to reflect its latest fear of engaging in a limited conflict with no prospect of the use of nuclear deterrence. In 2006, the defense minister and deputy prime minister Sergei Ivanov announced that the government was starting on a draft of a future doctrine. Four years later, in 2010, the Military Doctrine of the Russian Federation was put into effect with the intent of determining Russian doctrine until 2020. The 2010 doctrine, like all previous doctrines, was a product of the times in which it was written. Gone were many of the fears that had followed Russia for the past two decades. Below are an examination of the 2010 definition of doctrine as well as a brief analysis of the 2010 doctrine and its deviations from past doctrines. An overview of the 2010 doctrine is: (1) The new doctrine emphasizes the political centralization of command both in military policy and the use of nuclear weapons; (2) Nuclear doctrine remains the same in many aspects including the retention of first-use; (3) At the same time, doctrine was narrowed to using nuclear weapons only when the Russian state's existence is in danger; to continue strong deterrence, Russia also opted to follow the United States by introducing precision conventional weapons; (4) NATO is defined as Russia's primary external threat because of its increased global presence and its attempt to recruit states that are part of the Russian 'bloc'; and (5) The 2000 doctrine's defensive stance was left out of the doctrine; rumored options for use of nuclear weapons in local wars and in preemptive strikes were also left out.

    This article reports on the proposed development of three methyl tert-butyl ether (MTBE) plants in Canada. MTBE is used as an oxygenated fuel additive. The author discusses how demand for MTBE is increasing due to the regulation of leaded gasoline by the U.S. and Canadian governments. The exportation of MTBE from Canada to the U.S. is highlighted.

    Romania successfully completed the worlds first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities for shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). This paper describes the planning, shipment preparations, equipment design, and license approvals that resulted in the safe and secure air shipment of this spent nuclear fuel.

    Russian public sector buildings tend to be very inefficient, which creates vast opportunities for savings. This paper reviews opportunities to implement energy efficiency projects in Russian public buildings, created by new Russian legislation and regulations. Given Russia's limited experience with energy performance contracts (EPCs), a pilot project can help test an implementation mechanism. The authors use Chelyabinsk Region as an example to discuss opportunities, challenges and solutions to financing and implementing an EPC in Russia, navigating through federal requirements and specific local conditions.

    Cultural development of new subpolar areas of Russia is associated with a need for detailed seismic research, including both mapping of regional seismicity and seismic monitoring of specific mining enterprises. Of special interest are the northern territories of European Russia, including shelves of the Kara and Barents Seas, Yamal Peninsula, and the Timan-Pechora region. Continuous seismic studies of these territories are important now because there is insufficient seismological knowledge of the area and an absence of systematic data on the seismicity of the region. Another task of current interest is the necessity to consider the seismic environment in the design, construction, and operation of natural gas extracting enterprises such as the construction of the North European Gas Pipeline. Issues of scientific importance for seismic studies in the region are the complex geodynamical setting, the presence of permafrost, and the complex tectonic structure. In particular, the Uralian Orogene (Fig. 1) strongly affects the propagation of seismic waves. The existing subpolar seismic stations [APA (67,57{sup o}N; 33,40{sup o}E), LVZ (67,90{sup o}N; 34,65{sup o}E), and NRIL (69,50{sup o}N; 88,40{sup o}E)] do not cover the extensive area between the Pechora and Ob Rivers (Fig. 1). Thus seismic observations in the Vorkuta area, which lies within the area of concern, represent a special interest. Continuous recording at a seismic station near the city of Vorkuta (67,50{sup o}N; 64,11{sup o}E) [1] has been conducted since 2005 for the purpose of regional seismic monitoring and, more specifically, detection of seismic signals caused by local mining enterprises. Current surveys of local seismic noise [7,8,9,11], are particularly aimed at a technical survey for the suitability of the site for installation of a small-aperture seismic array, which would include 10-12 recording instruments, with the Vorkuta seismic station as the central element. When constructed, this seismic array will considerably improve the recording capacity of regional and local seismic events. It will allow detection of signatures of seismic waves propagating in submeridional and sublatitudinal directions. The latter is of special interest not only to access the influence of the Urals on propagation patterns of seismic waves, but also to address other questions, such as the structure and dynamic characteristics of the internal dynamo of the Earth [9,13]. Recording seismic waves at low angular distances from seismically active subpolar zones will allow us to collect data on vortical and convective movements in subpolar lithosphere blocks and at the boundary of the inner core of the Earth, possibly giving essential clues to the modeling of the Earth's electromagnetic field [3,13]. The present study considers basic features of seismic noise at the Vorkuta station obtained through the analysis of seismic records from March, 2006 till December, 2007.

    The Russia-US joint program on the safe management of nuclear materials was initiated to address common technical issues confronting the US and Russia in the management of excess weapons grade nuclear materials. The program was initiated after the 1993 Tomsk-7 accident. This paper provides an update on program activities since 1996. The Fourth US Russia Nuclear Materials Safety Management Workshop was conducted in March 1997. In addition, a number of contracts with Russian Institutes have been placed by Lawrence Livermore National Laboratory (LLNL) and Sandia National Laboratories (SNL). These contracts support research related to the safe disposition of excess plutonium (Pu) and highly enriched uranium (HEU). Topics investigated by Russian scientists under contracts with SNL and LLNL include accident consequence studies, the safety of anion exchange processes, underground isolation of nuclear materials, and the development of materials for the immobilization of excess weapons Pu.

    Northwest and Far East Russia contain large quantities of unsecured spent nuclear fuel (SNF) from decommissioned submarines that potentially threaten the fragile environments of the surrounding Arctic and North Pacific regions. The majority of the SNF from the Russian Navy, including that from decommissioned nuclear submarines, is currently stored in on-shore and floating storage facilities. Some of the SNF is damaged and stored in an unstable condition. Existing Russian transport infrastructure and reprocessing facilities cannot meet the requirements for moving and reprocessing this amount of fuel. Additional interim storage capacity is required. Most of the existing storage facilities being used in Northwest Russia do not meet health and safety, and physical security requirements. The United States and Norway are currently providing assistance to the Russian Federation (RF) in developing systems for managing these wastes. If these wastes are not properly managed, they could release significant concentrations of radioactivity to these sensitive environments and could become serious global environmental and physical security issues. There are currently three closely-linked trilateral cooperative projects: development of a prototype dual-purpose transport and storage cask for SNF, a cask transshipment interim storage facility, and a fuel drying and cask de-watering system. The prototype cask has been fabricated, successfully tested, and certified. Serial production is now underway in Russia. In addition, the U.S. and Russia are working together to improve the management strategy for nuclear submarine reactor compartments after SNF removal.

    The region of Northwest Russia encompassing the Kola Peninsula and the Arctic seas to its north offers a lens through which to view the political, economic, ecological and cultural change occurring in the Russian Federation (RF) today. Amidst the upheaval that followed the collapse of the Soviet Union, this region was left to address the legacy of a Cold War history in which it was home to the Soviet (and now Russian) Navys Northern Fleet. This paper addresses the naval nuclear legacy from an ecological and environmental and perspective, first addressing the situation of radioactive contamination of the region. The focus then turns to one of the largest problems facing the RF today: the management and disposal of SNF and RW, much of which was produced by the Northern Fleet. Through the international programs to address these issues, and Russia's development of a national infrastructure to support spent nuclear fuel and waste management, the author discusses political, economic, environmental and cultural change in Russia.

Up to now it has been based on the processing of bitumen extracted from oil sands mining operations at two sites, to produce a residue-free, low sulfur, synthetic crude. Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader, now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional products, also based on hydrogenation, will use ebullated bed catalyst systems: the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

    A new standard issued by the Canadian Standards Association, CSA C802, imposes maximum losses on transformers 10 MVA and below. Included are Distribution Transformers, small Power Transformers, and Dry Types. Implementation will start though the publishing in mid 1994 of the Gazette by Ontario`s Ministry of Energy. The Gazette will call for conformance to C802 after a lead time of one year to eighteen months, depending on the type of transformer. Other provincial energy ministries have been awaiting this development and are expected to follow suit shortly thereafter. The federal department, Natural Resources Canada, is also attuned to these actions and is expected to issue supportive legislation which will control movement of transformers across provincial and national borders.

    Russian scientists and engineers have drilled the deepest holes in the world. It is recognized that this experience has given them an expertise in drilling superdeep holes, as well as other aspects of drilling, completions, and geophysics. More and more US oil and gas companies are vigorously expanding their exploration and development into Russia. It is important for them to identify and use Russian technology in drilling, completion, logging, and reservoir characterization to the extent possible, in order to both reduce drilling costs and help support the Russian economy. While these US companies are interested in becoming involved in and/or sponsoring research in Russia, they have been unsure as to which scientists and institutes are working on problems of interest. It was also important to determine in which areas Russian technology is farther advanced than in the West. Such technology could then be commercialized as part of the Industrial Partnering Program. In order to develop a clear understanding of these issues, two Sandia engineers with drilling and completions expertise and a geophysicist with expertise in reservoir analysis traveled to Russia to meet with Russian scientists and engineers to discuss their technologies and areas of interest. This report contains a summary of the information obtained during the visit.
