    The author discusses the worldwide problem and need for rural electrification to support development. He points out that rural areas will pay high rates to receive such services, but cannot afford the capital cost for conventional services. The author looks at this problem from the point of energy choices, subsides, initial costs, financing, investors, local involvement, and governmental actions. In particular he is concerned with ways to make better use of biofuels, to promote sustainable harvesting, and to encourage development of more modern fuels.

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    Rural buildings in China now account for more than half of Chinaís total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinaís success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    The Overseas Development Administration has as a goal `to improve the quality of life of people in poorer countries by contributing to sustainable development and reducing poverty and suffering.` Rural energy fits into this goal as a means to an end. The emphasis is firmly on the service provided, with the aim being provision of basic needs as a part of rural development. ODA plays a role in this task on a number of fronts: research and development; support for NGO`s; aid in a bilateral or multilateral form. The view of ODA is that even rural energy projects must emphasize the service provided and must be economically sustainable. Within its sphere of influence, there is a clearly growing position for the employment of rural energy programs.

    The per capita per year fuel consumption in Bangladesh is only 56 kg oil equivalent. The supply of electricity by Bangladesh power development board (BPDB) and Dhaka electricity supply authority (DESA) is mainly confined to cities and towns. Rural Electrification Board (REB) distributes electricity to the rural people through cooperatives. The rural cooperatives cover only 10% of the total population. Only about 15% of the total population is directly connected to the electricity. In order to meet the increasing energy demand for development of agriculture and industry and for the generation of better employment opportunities, it will be necessary to harness all the available alternative sources of energy immediately.

The first part of this paper deals with the progress in energy conservation since the oil embargo in 1973. Assuming the prospect that the petroleum supply will peak within this century and then will go down, and that the limit of energy conservation of the present energy systems will be achieved during the same period, the possible and desirable image is discussed of the future energy system. 5 refs.

    Emphasis has been on combustion and flame propagation. The research program was on modeling, analysis and computation of combustion phenomena, with emphasis on transition from laminar to turbulent combustion. Nonlinear dynamics and pattern formation were investigated in the transition. Stability of combustion waves, and transitions to complex waves are described. Combustion waves possess large activation energies, so that chemical reactions are significant only in thin layers, or reaction zones. In limit of infinite activation energy, the zones shrink to moving surfaces, (fronts) which must be found during the analysis, so that (moving free boundary problems). The studies are carried out for limiting case with fronts, while the numerical studies are carried out for finite, though large, activation energy. Accurate resolution of the solution in the reaction zones is essential, otherwise false predictions of dynamics are possible. Since the the reaction zones move, adaptive pseudo-spectral methods were developed. The approach is based on a synergism of analytical and computational methods. The numerical computations build on and extend the analytical information. Furthermore, analytical solutions serve as benchmarks for testing the accuracy of the computation. Finally, ideas from analysis (singular perturbation theory) have induced new approaches to computations. The computational results suggest new analysis to be considered. Among the recent interesting results, was spatio-temporal chaos in combustion. One goal is extension of the adaptive pseudo-spectral methods to adaptive domain decomposition methods. Efforts have begun to develop such methods for problems with multiple reaction zones, corresponding to problems with more complex, and more realistic chemistry. Other topics included stochastics, oscillators, Rysteretic Josephson junctions, DC SQUID, Markov jumps, laser with saturable absorber, chemical physics, Brownian movement, combustion synthesis, etc.

    This paper discusses issues related to rural electrification in China, with emphasis on a pilot project in Mongolia to implement small scale renewable energy sources. These projects consist of photovoltaic systems, wind electric systems, photovoltaic/wind hybrid systems, and wind/gasoline generator sets. These systems are small enough to implement in rural environments, more cost effective than grid type systems, and have lower cost than standard generator sets alone because of the improved reliability. The author also discusses the use of such systems for village power sources. A number of factors are contributing to the increase in such systems. Individuals are able and willing to pay for such systems, lending institutions are willing to fund such small-scale projects, they provide reliable, high quality services which support social and economic development.

    The focus of this paper is to design control strategies for distributed energy resources (DERs) to maximize the use of wind power in a rural microgrid. In such a system, it may be economical to harness wind power to reduce the consumption of fossil fuels for electricity production. In this work, we develop control strategies for DERs, including diesel generators, energy storage and demand response, to achieve high penetration of wind energy in a rural microgrid. Combinations of centralized (direct control) and decentralized (autonomous response) control strategies are investigated. Detailed dynamic models for a rural microgrid are built to conduct simulations. The system response to large disturbances and frequency regulation are tested. It is shown that optimal control coordination of DERs can be achieved to maintain system frequency while maximizing wind power usage and reducing the wear and tear on fossil fueled generators.

    This paper examines the various energy sources, renewable and nonrenewable, in the context of developing and industrialised countries. Particular experiences and technical data are mentioned regarding the United States' experience in this area and the Public Utilities Commissions of various states. The author has gathered various technical information on energy generation and public policies on energy issues while associated with the Public Utility Commission as a staff member and having testified as expert witness in a number of electric energy rate cases in Pennsylvania, North Carolina and West Virginia. This paper surveys the available alternate energy technologies to meet the energe needs at the village level, with particular reference to their application in Pakistan. This paper concludes after analysing the various energy choices as to the resources, policies and energy education development. The author has proposed small workshops at the high school level for students and teachers, based on the same concepts developed by the Department of Energy. Development of advanced research and cooperation in ''renewable energy resources'' through A.I.D. programs is recommended.

  1. Economic penalties of problems and errors in solar energy systems

    Experience with a large number of installed solar energy systems in the HUD Solar Program has shown that a variety of problems and design/installation errors have occurred in many solar systems, sometimes resulting in substantial additional costs for repair and/or replacement. In this paper, the effect of problems and errors on the economics of solar energy systems is examined. A method is outlined for doing this in terms of selected economic indicators. The method is illustrated by a simple example of a residential solar DHW system. An example of an installed, instrumented solar energy system in the HUD Solar Program is then discussed. Detailed results are given for the effects of the problems and errors on the cash flow, cost of delivered heat, discounted payback period, and life-cycle cost of the solar energy system. Conclusions are drawn regarding the most suitable economic indicators for showing the effects of problems and errors in solar energy systems. A method is outlined for deciding on the maximum justifiable expenditure for maintenance on a solar energy system with problems or errors.

    We study the dynamical behaviour of the interacting holographic dark energy model whose interaction term is Q = 3H({lambda}{sub d}{rho}{sub d}+{lambda}{sub c}{rho}{sub c}), where {rho}{sub d} and {rho}{sub c} are the energy densities of dark energy and cold dark matter respectively. To satisfy the observational constraints from type Ia supernovae, the cosmic microwave background shift parameter and baryon acoustic oscillation measurements, if {lambda}{sub c} = {lambda}{sub d} or {lambda}{sub d},{lambda}{sub c}>0, the cosmic evolution will only reach the attractor in the future and the ratio {rho}{sub c}/{rho}{sub d} cannot be slowly varying at present. Since the cosmic attractor can be reached in the future even when the present values of the cosmological parameters do not satisfy the observational constraints, the coincidence problem is not really alleviated in this case. However, if {lambda}{sub c}{ne}{lambda}{sub d} and they are allowed to be negative, the ratio {rho}{sub c}/{rho}{sub d} can be slowly varying at present and the cosmic attractor can be reached near the present epoch. Hence, the alleviation of the coincidence problem is attainable in this case. The alleviation of the coincidence problem in this case is still attainable when confronting this model with Sloan Digital Sky Survey data.

    The overall objective of this work is to improve the holistic value of energy development strategies by integrating management criteria for water availability, water quality, and ecosystem health into the energy system planning process. The Snake River Basin (SRB) in southern Idaho is used as a case study to show options for improving full economic utilization of aquatic resources given multiple scenarios such as changing climate, additional regulations, and increasing population. Through the incorporation of multiple management criteria, potential crosscutting solutions to energy and water issues in the SRB can be developed. The final result of this work will be a multi-criteria decision support tool - usable by policy makers and researchers alike - that will give insight into the behavior of the management criteria over time and will allow the user to experiment with a range of potential solutions. Because several basins in the arid west are dealing with similar water, energy, and ecosystem issues, the tool and conclusions will be transferable to a wide range of locations and applications. This is a very large, multi-year project to be completed in phases. This paper deals with interactions between the hydrologic system and water use at a basin level. Future work will include the interdependency between energy use and water use in these systems.

    Waste streams from many energy-related technologies including coal, oil shale, tar sands, geothermal, oil and gas extraction, and nuclear power generation are reviewed with an emphasis on waste streams from coal and oil shale technologies. This study has two objectives. The first objective is to outline the available information on energy-related solid wastes. Data on chemical composition and hazardous biological characteristics are included, supplemented by regulatory reviews and data on legally designated hazardous waste streams. The second objective is to provide disposal and utilization options. Solid waste disposal and recovery requirements specified under the RCRA are emphasized. Information presented herein should be useful for policy, environmental control, and research and development decision making regarding solid and hazardous wastes from energy production.

    This paper presents a new hybrid method of continuous energy Monte Carlo (MC) and multi-group Method of Characteristics (MOC). For a continuous energy neutron transport analysis, the hybrid method employs a continuous energy MC for resonance energy range to treat the resonances accurately and a multi-group MOC for high and low energy ranges for efficiency. Numerical test with a model problem confirms that the hybrid method can produce consistent results with the reference continuous energy MC-only calculation as well as multi-group MOC-only calculation.     This report has examined the role of manufactured housing in the housing market, the energy impacts of three manufactured housing standards and three site-built standards in 13 cities, and the economic impacts of those standards in 6 cities. The three standards applied to manufactured housing are the HUD Title VI standard (Manufactured Housing Construction and Safety Standards, or MHCSS), the Hud Title II-E standard, and the existing FmHA Title V standard. Those applied to site-built homes are the HUD Minimum Property Standards (MPS), the ASHRAE 90A-80 standard, and the FmHA Title V standard. Based on energy consumption alone, these analyses show that the FmHA Title V standard is the most stringent standard for both housing types (a single-section menufactured home and a single-story detached ''ranch house''). The HUD Title VI standard is the least stringent for manufactured homes, while the HUD Minimum Property Standards are the least stringent for site-built homes. Cost-effectiveness comparisons required by the Act were made for the two prototypical homes. Results of this preliminary economic analysis indicate that none of the site-built standards reflect minimum life-cycle cost as a basic criterion of their development. For manufactured homes, both the FmHA standard and the HUD Title II-E standard reduce life-cycle cost and effect positive first-year cash flows in all cities analyzed when electric resistance heating is assumed. When natural gas heating is used, both standards pass the life-cycle cost test in all cities, but the FmHA standard fails the cash flow test in all but one city. However, in the worst case, net monthly expenditures in the first year are increased by less than $9.

  9. Application of wavelet scaling function expansion continuous-energy resonance calculation method to MOX fuel problem

    More and more MOX fuels are used in all over the world in the past several decades. Compared with UO{sub 2} fuel, it contains some new features. For example, the neutron spectrum is harder and more resonance interference effects within the resonance energy range are introduced because of more resonant nuclides contained in the MOX fuel. In this paper, the wavelets scaling function expansion method is applied to study the resonance behavior of plutonium isotopes within MOX fuel. Wavelets scaling function expansion continuous-energy self-shielding method is developed recently. It has been validated and verified by comparison to Monte Carlo calculations. In this method, the continuous-energy cross-sections are utilized within resonance energy, which means that it's capable to solve problems with serious resonance interference effects without iteration calculations. Therefore, this method adapts to treat the MOX fuel resonance calculation problem natively. Furthermore, plutonium isotopes have fierce oscillations of total cross-section within thermal energy range, especially for {sup 240}Pu and {sup 242}Pu. To take thermal resonance effect of plutonium isotopes into consideration the wavelet scaling function expansion continuous-energy resonance calculation code WAVERESON is enhanced by applying the free gas scattering kernel to obtain the continuous-energy scattering source within thermal energy range (2.1 eV to 4.0 eV) contrasting against the resonance energy range in which the elastic scattering kernel is utilized. Finally, all of the calculation results of WAVERESON are compared with MCNP calculation. (authors)

    On February 2, 2015 the Offices of High Energy Physics (HEP) and Basic Energy Sciences (BES) convened a Round Table discussion among a group of physicists on ‚ÄėCommon Problems in Condensed Matter and High Energy Physics‚Äô. This was motivated by the realization that both fields deal with quantum many body problems, share many of the same challenges, use quantum field theoretical approaches and have productively interacted in the past. The meeting brought together physicists with intersecting interests to explore recent developments and identify possible areas of collaboration.... Several topics were identified as offering great opportunity for discovery and advancement in both condensed matter physics and particle physics research. These included topological phases of matter, the use of entanglement as a tool to study nontrivial quantum systems in condensed matter and gravity, the gauge-gravity duality, non-Fermi liquids, the interplay of transport and anomalies, and strongly interacting disordered systems. Many of the condensed matter problems are realizable in laboratory experiments, where new methods beyond the usual quasi-particle approximation are needed to explain the observed exotic and anomalous results. Tools and techniques such as lattice gauge theories, numerical simulations of many-body systems, and tensor networks are seen as valuable to both communities and will likely benefit from collaborative development.

    The report is the first to study and discuss the effect of water supply problems of geothermal development. Geothermal energy resources have the potential of making a significant contribution to the U.S. energy supply situation, especially at the regional and local levels where the resources are located. A significant issue of concern is the availability and cost of water for use in a geothermal power operation primarily because geothermal power plants require large quantities of water for cooling, sludge handling and the operation of environmental control systems. On a per unit basis, geothermal power plants, because of their inherent high heat rejection rates, have cooling requirements several times greater than the conventional fossil fuel plants and therefore the supply of water is a critical factor in the planning, designing, and siting of geothermal power plants. However, no studies have been specifically performed to identify the water requirements of geothermal power plants, the underlying causes of water availability problems, and available techniques to alleviate some of these problems.     Emphasis has been on combustion and flame propagation. The research program was on modeling, analysis and computation of combustion phenomena, with emphasis on transition from laminar to turbulent combustion. Nonlinear dynamics and pattern formation were investigated in the transition. Stability of combustion waves, and transitions to complex waves are described. Combustion waves possess large activation energies, so that chemical reactions are significant only in thin layers, or reaction zones. In limit of infinite activation energy, the zones shrink to moving surfaces, (fronts) which must be found during the analysis, so that (moving free boundary problems). The studies are carried out for limiting case with fronts, while the numerical studies are carried out for finite, though large, activation energy. Accurate resolution of the solution in the reaction zones is essential, otherwise false predictions of dynamics are possible. Since the the reaction zones move, adaptive pseudo-spectral methods were developed. The approach is based on a synergism of analytical and computational methods. The numerical computations build on and extend the analytical information. Furthermore, analytical solutions serve as benchmarks for testing the accuracy of the computation. Finally, ideas from analysis (singular perturbation theory) have induced new approaches to computations. The computational results suggest new analysis to be considered.     This report describes the specification of a challenge problem and associated challenge milestones for the Waste Integrated Performance and Safety Codes (IPSC) supporting the U.S. Department of Energy (DOE) Office of Nuclear Energy Advanced Modeling and Simulation (NEAMS) Campaign. The NEAMS challenge problems are designed to demonstrate proof of concept and progress towards IPSC goals. The goal of the Waste IPSC is to develop an integrated suite of modeling and simulation capabilities to quantitatively assess the long-term performance of waste forms in the engineered and geologic environments of a radioactive waste storage or disposal system. The Waste IPSC will provide this simulation capability (1) for a range of disposal concepts, waste form types, engineered repository designs, and geologic settings, (2) for a range of time scales and distances, (3) with appropriate consideration of the inherent uncertainties, and (4) in accordance with robust verification, validation, and software quality requirements. To demonstrate proof of concept and progress towards these goals and requirements, a Waste IPSC challenge problem is specified that includes coupled thermal-hydrologic-chemical-mechanical (THCM) processes that describe (1) the degradation of a borosilicate glass waste form and the corresponding mobilization of radionuclides (i.e., the processes that produce the radionuclide source term), (2) the associated near-field physical and chemical environment for waste emplacement within a salt formation, and (3) radionuclide transport in the near field (i.e., through the engineered components - waste form, waste package, and backfill - and the immediately adjacent salt). The initial details of a set of challenge milestones that collectively comprise the full challenge problem are also specified.

The safety of thousands could depend on such volatile factors as the psychological sensitivity of national leaders and the direction of the wind. A combination of engineering changes, use of alternative forms of energy to limit nuclear proliferation, and changes in international law could lessen these risks. Finally, Dr. Ramberg suggests specific national and international guidelines for monitoring nuclear exports.

    For many Monte Carlo codes cross sections are generally only created at a set of predetermined temperatures. This causes an increase in error as one moves further and further away from these temperatures in the Monte Carlo model. This paper discusses recent progress in the Scale Monte Carlo module KENO to create problem dependent, Doppler broadened, cross sections. Currently only broadening the 1D cross sections and probability tables is addressed. The approach uses a finite difference method to calculate the temperature dependent cross-sections for the 1D data, and a simple linear-logarithmic interpolation in the square root of temperature for the probability tables. Work is also ongoing to address broadening theS (alpha , beta) tables. With the current approach the temperature dependent cross sections are Doppler broadened before transport starts, and, for all but a few isotopes, the impact on cross section loading is negligible. Results can be compared with those obtained by using multigroup libraries, as KENO currently does interpolation on the multigroup cross sections to determine temperature dependent cross-sections. Current results compare favorably with these expected results.

    The present report summarizes the results of the first phase of a project of cooperation between the Mexican National Commission for Energy Conservation (CONAE) and the United States Environmental Protection Agency (U.S. EPA) on sustainable biofuel use in rural Mexico. This first phase has been devoted to (i) conducting an in-depth review of the status of fuelwood use in rural and peri-urban areas of Mexico, (ii) providing improved estimates of biomass energy use, (iii) assessing the socioeconomic and environmental impacts of fuelwood use, and (iv) identifying preliminary potential lines of action to improve the patterns of biomass energy use in Mexico; in particular, identifying those interventions that, by improving living conditions for rural inhabitants, can result in global benefits (such as the reduction in greenhouse gas emissions). A comprehensive review of the existing documentation of biofuel use in rural and peri-urban Mexico was conducted. Reports from official, academic, and non-governmental organizations were gathered and analyzed. A computerized rural energy database was created by re-processing a national rural energy survey. Because of the paucity of information about biofuel use in small rural industries, most of the analysis is devoted to the household sector.

    We consider a steady-state heat conduction problem P{sub {alpha}} with mixed boundary conditions for the Poisson equation depending on a positive parameter {alpha} , which represents the heat transfer coefficient on a portion {gamma} {sub 1} of the boundary of a given bounded domain in R{sup n} . We formulate distributed optimal control problems over the internal energy g for each {alpha}. We prove that the optimal control g{sub o}p{sub {alpha}} and its corresponding system u{sub go}p{sub {alpha}}{sub {alpha}} and adjoint p{sub go}p{sub {alpha}}{sub {alpha}} states for each {alpha} are strongly convergent to g{sub op},u{sub gop} and p{sub gop} , respectively, in adequate functional spaces. We also prove that these limit functions are respectively the optimal control, and the system and adjoint states corresponding to another distributed optimal control problem for the same Poisson equation with a different boundary condition on the portion {gamma}{sub 1} . We use the fixed point and elliptic variational inequality theories.

    The National Rural Electric Cooperative Association and its 1,000 member systems are involved in the research, development and utilization of many different types of supplemental and alternative energy resources. We share a strong commitment to the wise and efficient use of this country's energy resources as the ultimate answer to our national prosperity and economic growth. WRECA is indebted to the United States Department of Energy for funding the NRECA/DOE Geothermal Workshop which was held in San Diego, California in October, 1980. We would also like to express our gratitude to each of the workshop speakers who gave of their time, talent and experience so that rural electric systems in the Western U. S. might gain a clearer understanding of the geothermal potential in their individual service areas. The participants were also presented with practical, expert opinion regarding the financial and technical considerations of using geothermal energy for electric power production. The organizers of this conference and all of those involved in planning this forum are hopeful that it will serve as an impetus toward the full utilization of geothermal energy as an important ingredient in a more energy self-sufficient nation. The ultimate consumer of the rural electric system, the member-owner, expects the kind of leadership that solves the energy problems of tomorrow by fully utilizing the resources at our disposal today.
