    The author discusses the worldwide problem and need for rural electrification to support development. He points out that rural areas will pay high rates to receive such services, but cannot afford the capital cost for conventional services. The author looks at this problem from the point of energy choices, subsides, initial costs, financing, investors, local involvement, and governmental actions. In particular he is concerned with ways to make better use of biofuels, to promote sustainable harvesting, and to encourage development of more modern fuels.

    The per capita per year fuel consumption in Bangladesh is only 56 kg oil equivalent. The supply of electricity by Bangladesh power development board (BPDB) and Dhaka electricity supply authority (DESA) is mainly confined to cities and towns. Rural Electrification Board (REB) distributes electricity to the rural people through cooperatives. The rural cooperatives cover only 10% of the total population. Only about 15% of the total population is directly connected to the electricity. In order to meet the increasing energy demand for development of agriculture and industry and for the generation of better employment opportunities, it will be necessary to harness all the available alternative sources of energy immediately.

    This paper describes a project whose goals include the establishment of a pilot renewable energy-based rural energy services enterprise to serve communities in the Mamprusi East District, focused on: economically productive activities; community services; household non-thermal energy. The program also seeks to establish the technical, economic, financial, institutional, and socio-cultural requirements for sustainability, to demonstrate bankability and financial sustainability, as a pre-investment prelude to commercial growth of such projects, and to establish technical, financial, and service performance standards for private sector rural energy service companies. This project is being implemented now because the government is undergoing structural reform, including privatization of the power sector, there is active foreign capital available for international development, and the government and people are committed to and able to pay for renewable energy services.

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

The emphasis is firmly on the service provided, with the aim being provision of basic needs as a part of rural development. ODA plays a role in this task on a number of fronts: research and development; support for NGO`s; aid in a bilateral or multilateral form. The view of ODA is that even rural energy projects must emphasize the service provided and must be economically sustainable. Within its sphere of influence, there is a clearly growing position for the employment of rural energy programs.

    Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    The Biomass Energy Systems and Technology project (BEST) seeks to integrate natural resources, private sector expertise, and financial support in order to convert biomass into marketable energy products at existing agro-processing facilities.     The goal of this report is to inform investors about the potential of solar minigrid technologies to serve India's rural market. Under the US-India Energy Dialogue, the US Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) is supporting the Indian Ministry of New and Renewable Energy (MNRE)'s Jawaharlal Nehru National Solar Mission (JNNSM) in performing a business-case and policy-oriented analysis on the deployment of solar minigrids in India. The JNNSM scheme targets the development of 2GW of off-grid solar power by 2022 and provides large subsidies to meet this target. NREL worked with electricity capacity and demand data supplied by the Ladakh Renewable Energy Development Agency (LREDA) from Leh District, to develop a technical approach for solar minigrid development. Based on the NREL-developed, simulated solar insolation data for the city of Leh, a 250-kW solar photovoltaic (PV) system can produce 427,737 kWh over a 12-month period. The business case analysis, based on several different scenarios and JNNSM incentives shows the cost of power ranges from Rs. 6.3/kWh (US$0.126) to Rs. 9/kWh (US$0.18). At these rates, solar power is a cheaper alternative to diesel. An assessment of the macro-environment elements--including political, economic, environmental, social, and technological--was also performed to identify factors that may impact India?s energy development initiatives.

    Rural areas in developing countries use wood as their main source of energy. Previously, wood has been obtained free from natural forests and woodlands. The pressure of increased demand through population growth, and the fact that natural trees take longer to grow, has made this resource scarce. Thus, raising trees in woodlots has been adopted as the solution to its shortage in the wild. However, growing trees in woodlots will inevitably require resources in terms of capital, land and manpower. Economic evaluation becomes necessary to ascertain that these resources are used economically. This paper dwells on some of the salient features of the economic evaluation of woodlots, such as interest rates, shadow prices of factors of production, social opportunity, cost of capital and sensitivity analysis of such woodlots in a developing country such as Tanzania. 19 refs., 5 tabs.

    The author summarizes changes which have occurred in Bolivia in the past year which have had an impact on renewable energy source development. Political changes have included the privatization of power generation and power distribution, and resulted in a new role for state level government and participation by the individual. A National Rural Electrification Plan was adopted in 1996, which stresses the use of GIS analysis and emphasizes factors such as off grid, economic index, population density, maintenance risk, and local organizational structure. The USAID program has chosen to stress economic development, environmental programs, and health over village power programs. The national renewables program has adopted a new development direction, with state projects, geothermal projects, and private sector involvement stressed.

    The focus of this paper is to design control strategies for distributed energy resources (DERs) to maximize the use of wind power in a rural microgrid. In such a system, it may be economical to harness wind power to reduce the consumption of fossil fuels for electricity production. In this work, we develop control strategies for DERs, including diesel generators, energy storage and demand response, to achieve high penetration of wind energy in a rural microgrid. Combinations of centralized (direct control) and decentralized (autonomous response) control strategies are investigated. Detailed dynamic models for a rural microgrid are built to conduct simulations. The system response to large disturbances and frequency regulation are tested. It is shown that optimal control coordination of DERs can be achieved to maintain system frequency while maximizing wind power usage and reducing the wear and tear on fossil fueled generators.

    This paper discusses issues related to rural electrification in China, with emphasis on a pilot project in Mongolia to implement small scale renewable energy sources. These projects consist of photovoltaic systems, wind electric systems, photovoltaic/wind hybrid systems, and wind/gasoline generator sets. These systems are small enough to implement in rural environments, more cost effective than grid type systems, and have lower cost than standard generator sets alone because of the improved reliability. The author also discusses the use of such systems for village power sources. A number of factors are contributing to the increase in such systems. Individuals are able and willing to pay for such systems, lending institutions are willing to fund such small-scale projects, they provide reliable, high quality services which support social and economic development.

    The development of third world rural areas depends largely on the availability of energy and for an improvement in agricultural production; an increase in energy consumption is required. It seems attractive to replace the fossil liquid fuels needed for machinery by locally produced fuels. The thermal gasification of agricultural waste which produces gas that can be used directly to drive engines is suggested. A study to identify the social and economic advantages of this process and its applicability in rural areas of Tanzania has been made.

    The Arctic Energy Technology Development Laboratory was created by the University of Alaska Fairbanks in response to a congressionally mandated funding opportunity through the U.S. Department of Energy (DOE), specifically to encourage research partnerships between the university, the Alaskan energy industry, and the DOE. The enabling legislation permitted research in a broad variety of topics particularly of interest to Alaska, including providing more efficient and economical electrical power generation in rural villages, as well as research in coal, oil, and gas. The contract was managed as a cooperative research agreement, with active project monitoring and management from the DOE. In the eight years of this partnership, approximately 30 projects were funded and completed. These projects, which were selected using an industry panel of Alaskan energy industry engineers and managers, cover a wide range of topics, such as diesel engine efficiency, fuel cells, coal combustion, methane gas hydrates, heavy oil recovery, and water issues associated with ice road construction in the oil fields of the North Slope. Each project was managed as a separate DOE contract, and the final technical report for each completed project is included with this final report. The intent of this process was to address the energy research needs of Alaska and to develop research capability at the university. As such, the intent from the beginning of this process was to encourage development of partnerships and skills that would permit a transition to direct competitive funding opportunities managed from funding sources. This project has succeeded at both the individual project level and at the institutional development level, as many of the researchers at the university are currently submitting proposals to funding agencies, with some success.

    Developing commercial energy crops for power generation by the year 2000 is the focus of the DOE/USDA sponsored Biomass Power for Rural Development project. The New York based Salix Consortium project is a multi-partner endeavor, implemented in three stages. Phase-I, Final Design and Project Development, will conclude with the preparation of construction and/or operating permits, feedstock production plans, and contracts ready for signature. Field trials of willow (Salix) have been initiated at several locations in New York (Tully, Lockport, King Ferry, La Facette, Massena, and Himrod) and co-firing tests are underway at Greenidge Station (NYSEG). Phase-II of the project will focus on scale-up of willow crop acreage, construction of co-firing facilities at Dunkirk Station (NMPC), and final modifications for Greenidge Station. There will be testing of the energy crop as part of the gasification trials expected to occur at BED`s McNeill power station and potentially at one of GPU`s facilities. Phase-III will represent full-scale commercialization of the energy crop and power generation on a sustainable basis. Willow has been selected as the energy crop of choice for many reasons. Willow is well suited to the climate of the Northeastern United States, and initial field trials have demonstrated that the yields required for the success of the project are obtainable. Like other energy crops, willow has rural development benefits and could serve to diversify local crop production, provide new sources of income for participating growers, and create new jobs. Willow could be used to put a large base of idle acreage back into crop production. Additionally, the willow coppicing system integrates well with current farm operations and utilizes agricultural practices that are already familiar to farmers.

    This paper examines the various energy sources, renewable and nonrenewable, in the context of developing and industrialised countries. Particular experiences and technical data are mentioned regarding the United States' experience in this area and the Public Utilities Commissions of various states. The author has gathered various technical information on energy generation and public policies on energy issues while associated with the Public Utility Commission as a staff member and having testified as expert witness in a number of electric energy rate cases in Pennsylvania, North Carolina and West Virginia. This paper surveys the available alternate energy technologies to meet the energe needs at the village level, with particular reference to their application in Pakistan. This paper concludes after analysing the various energy choices as to the resources, policies and energy education development. The author has proposed small workshops at the high school level for students and teachers, based on the same concepts developed by the Department of Energy. Development of advanced research and cooperation in ''renewable energy resources'' through A.I.D. programs is recommended.

    The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner.     The project undertaken by the Salix Consortium is a multi-phased, multi-partner endeavor. Phase-1 focused on initial development and testing of the technology and agreements necessary to demonstrate commercial willow production in Phase-2. The Phase-1 objectives have been successfully completed: preparing final design plans for two utility pulverized coal boilers, developing fuel supply plans for the project, obtaining power production commitments from the power companies for Phase-2, obtaining construction and environmental permits, and developing an experimental strategy for crop production and power generation improvements needed to assure commercial success. The R and D effort also addresses environmental issues pertaining to introduction of the willow energy system. Beyond those Phase-1 requirements the Consortium has already successfully demonstrated cofiring at Greenidge Station and developed the required nursery capacity for acreage scale-up. This past summer 105 acres were prepared in advance for the spring planting in 1998. Having completed the above tasks, the Consortium is well positioned to begin Phase-2. In phase-2 every aspect of willow production and power generation from willow will be demonstrated. The ultimate objective of Phase-2 is to transition the work performed under the Rural Energy for the Future project into a thriving, self-supported energy crop enterprise.

Trivelpiece and William Fulkerson who were part of a US delegation of ten individuals who visited the Soviet Union for two weeks as part of a joint activity between the US National Academy of Sciences (NAS) and the Academy of Sciences (AS) of the USSR. Trivelpiece headed the US delegation. The trip was sponsored by the NAS under a grant from the MacArthur Foundation. It consisted of three parts: (1) a tour of energy facilities and laboratories in Siberia, including the cities of Novosibirsk, Krasnoyarsk, Nazarovo, Achinsk, Bratsk, and Irkutsk; (2) a joint seminar in Moscow called Global Energy Development and Associated Ecological (Environmental) Impacts''; and (3) a workshop to discuss areas of potential future collaboration and cooperation.     The focus of the DOE/USDA sponsored biomass power for rural development project is to develop commercial energy crops for power generation by the year 2000. The New York based Salix Consortium project is a multi-partner endeavor, implemented in three stages. Phase-1, Final Design and Project Development, will conclude with the preparation of construction and/or operating permits, feedstock production plans, and contracts ready for signature. Field trials of willow (Salix) have been initiated at several locations in New York (Tully, Lockport, King Ferry, La Fayette, Massena, and Himrod) and co-firing tests are underway at Greenidge Station (NYSEG) and Dunkirk Station (NMPC). Phase-2 of the project will focus on scale-up of willow crop acreage, construction of co-firing facilities at Dunkirk Station (NMPC), and final modifications for Greenidge Station. Cofiring willow is also under consideration for GPU`s Seward Station where testing is underway. There will be an evaluation of the energy crop as part of the gasification trials occurring at BED`s McNeill power station. Phase-3 will represent fullscale commercialization of the energy crop and power generation on a sustainable basis. During the third quarter of 1997, much of the Consortium`s effort has focused on outreach activities, continued feedstock development, fuel supply planning, and fuel contract development, and preparation for 1998 scale-up activities. The Consortium also submitted a Phase-1 extension proposal during this period. A few of the more important milestones are outlined below. The fourth quarter of 1997 is expected to be dominated by Phase-II proposal efforts and planning for 1998 activities.

The goal was to provide a better understanding of the social, cultural, and economic implications of biofuels development, and to contribute to more informed policy development regarding bioenergy.Specific project objectives were: 1. To understand how the growth of biofuel production has affected and will affect Midwestern farmers and rural communities in terms of economic, demographic, and socio-cultural impacts; 2. To determine how state agencies, groundwater management districts, local governments and policy makers evaluate or manage bioenergy development in relation to competing demands for economic growth, diminishing water resources, and social considerations; 3. To determine the factors that influence the water management practices of agricultural producers in Kansas and Iowa (e.g. geographic setting, water management institutions, competing water-use demands as well as producers attitudes, beliefs, and values) and how these influences relate to bioenergy feedstock production and biofuel processing; 4. To determine the relative importance of social-cultural, environmental and/or economic factors in the promotion of biofuels development and expansion in rural communities; The research objectives were met through the completion of six detailed case studies of rural communities that are current or planned locations for ethanol biorefineries. Of the six case studies, two will be conducted on rural communities in Iowa and four will be conducted on rural communities in Kansas. A multi-method or mixed method research methodology was employed for each case study.

To be successful in supporting energy projects, these organizations generally exhibit certain characteristics: they are familiar with the end-use requirements; they are typically neutral to the technology; they emphasize training; they do not carry a large bureacratic structure, at home or in the field; they typically can adapt to do numerous functions; they can often attract other support. The author discusses several examples of such organizations who have been highly successful. The author sees a continuing role for such groups in developing renewable energy sources in the rural setting to include: continued development of new activity in rural areas; development of institutional framework for future market activity; an increased role in managing international development activities; more direct involvement with for-profit technical and financial organizations.

    The development of new and advanced energy systems often requires the tailoring of new alloys or alloy combinations to meet the novel and often stringent requirements of those systems. Longer life at higher temperatures and stresses in aggressive environments is the most common goal. Alloy theory helps in achieving this goal by suggesting uses of multiphase systems and intermediate phases, where solid solutions were traditionally used. However, the use of materials under non-equilibrium conditions is now quite common - as with rapidly solidified metals - and the application of alloy theory must be modified accordingly. Under certain conditions, as in a reactor core, the rate of approach to equilibrium will be modified; sometimes a quasi-equilibrium is established. Thus an alloy may exhibit enhanced general diffusion at the same time as precipitate particles are being dispersed and solute atoms are being carried to vacancy sinks. We are approaching an understanding of these processes and can begin to model these complex systems.

    In addition to promoting energy efficiency, China has actively pursued alternative energy development as a strategy to reduce its energy demand and carbon emissions. One area of particular focus has been to raise the share of alternative energy in China’s rapidly growing electricity generation with a 2020 target of 15% share of total primary energy. Over the last ten years, China has established several major renewable energy regulations along with programs and subsidies to encourage the growth of non-fossil alternative energy including solar, wind, nuclear, hydro, geothermal and biomass power as well as biofuels and coal alternatives. This study thus seeks to examine China’s alternative energy in terms of what has and will continue to drive alternative energy development in China as well as analyze in depth the growth potential and challenges facing each specific technology. This study found that despite recent policies enabling extraordinary capacity and investment growth, alternative energy technologies face constraints and barriers to growth. For relatively new technologies that have not achieved commercialization such as concentrated solar thermal, geothermal and biomass power, China faces technological limitations to expanding the scale of installed capacity. While some alternative technologies such as hydropower and coal alternatives have been slowed by uneven and often changing market and policy support, others such as wind and solar PV have encountered physical and institutional barriers to grid integration. Lastly, all alternative energy technologies face constraints in human resources and raw material resources including land and water, with some facing supply limitations in critical elements such as uranium for nuclear, neodymium for wind and rare earth metals for advanced solar PV. In light of China’s potential for and barriers to growth, the resource and energy requirement for alternative energy technologies were modeled and scenario analysis

    Saint Francis University has developed curriculum in engineering and in business that is meeting the needs of students and employers (Task 1) as well as integrating wind energy throughout the curriculum. Through a variety of approaches, the University engaged in public outreach and education that reached over 2,000 people annually (Task 2). We have demonstrated, through the success of these programs, that students are eager to prepare for emerging jobs in alternative energy, that employers are willing to assist in developing employees who understand the broader business and policy context of the industry, and that people want to learn about wind energy.

    The US Army Corps of Engineers has retained Idaho National Laboratory (INL) to conduct a study of past INL experiences and complete a report that identifies the processes that are needed for the development of renewable energy projects on government properties. The INL has always maintained expertise in power systems and applied engineering and INL’s renewable energy experiences date back to the 1980’s when our engineers began performing US Air Force wind energy feasibility studies and development projects. Over the last 20+ years of working with Department of Defense and other government agencies to study, design, and build government renewable projects, INL has experienced the do’s and don’ts for being successful with a project. These compiled guidelines for government renewable energy projects could include wind, hydro, geothermal, solar, biomass, or a variety of hybrid systems; however, for the purpose of narrowing the focus of this report, wind projects are the main topic discussed throughout this report. It is our thought that a lot of what is discussed could be applied, possibly with some modifications, to other areas of renewable energy. It is also important to note that individual projects (regardless the type) vary to some degree depending on location, size, and need but in general these concepts and directions can be carried over to the majority of government renewable energy projects. This report focuses on the initial development that needs to occur for any project to be a successful government renewable energy project.

    Public concern about the environment, health and safety consequences of energy technology has been growing steadily for more than two decades in the United States. This concern forms an important boundary condition as the United States seeks to develop a new National Energy Strategy. Furthermore, the international aspects of the energy/environment interface such as acid rain global climate change and stratospheric ozone depletion are very prominent in US thinking. In fact, the energy systems of the world are becoming more closely coupled environmentally and otherwise. Now where is this coupling more important than that between the industrialized and developing world; the choices made by each will have profound effects on the other. The development of energy technologies compatible with both economic growth and improving and sustaining environmental quality represents a major R D challenge to the US and USSR. Decision about adoption of new technology and R D priorities can be improved by better measurements of how energy sources and uses are changing throughout the world and better methods to project the potential consequences of these decisions. Such projection require understanding relative risks of alternating existing and evolving technologies. All of these R D areas, technology improvement energy system monitoring and projection and comparative risk assessment are the topics of this seminar. Progress in each may be enhanced by collaboration and cooperation between our two countries. 7 refs., 27 figs., 5 tabs.
