In June, the team held a workshop on ''Low Carbon Sustainable Rural Electrification'' in Salima, Malawi. Co-organized with the Government of Malawi's Department of Energy, this event gathered participants from the energy, telecom, non-profit, banking sectors as well as from governmental and international agencies to discuss the potential development of private led off-grid electrification in Malawi where only 9% of the population has currently access to electricity. A very active participation provided us with insightful feedback and valuable recommendations.

Rural electrification: Waste biomass Russian northern territories. Final report  

SciTech Connect (OSTI)

The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

No shortage of things to do re truckstop--+ truck!-- electrification; Better that government and industry should put many eggs in lots of baskets vs. all in one or few; Best concepts will surface as most viable; Economic appeal better than regulation or brute force; Launch Ground Freight Partnership and give it a chance to work; Demonstration is an effective means to educate, and learn from, customers--learning is a two way street; Research, Development, Demonstration, and Deployment (RD 3) are all important but only deployment gets results; TSE can start small in numbers of spaces to accommodate economically inspired growth but upfront plans should be made for expansion if meaningful idle reduction is to follow via TE; 110VAC 15A service/ parking space is minimal--if infrastructure starts like this, upfront plans must be made to increase capacity; Increased electrification of truckstop and truck alike will result in much better life on the road; Improved sleep will improve driver alertness and safety; Reduced idling will significantly reduce fuel use and emissions; Universal appeal for DOD, DOE, DOT, EPA, OEMs, and users alike; Clean coal, gas, hydro, nuclear, or wind energy sources are all distinctly American means by which to generate electricity; Nothing can compete with diesel fuel to serve mobile truck needs; stationary trucks are like power plants--they don't move and should NOT be powered by petroleum products whenever possible; Use American fueled power plants--electricity--to serve truck idling needs wherever practical to do so; encourage economic aspect; Create and reward industry initiatives to reduce fuel use; Eliminate FET on new trucks, provide tax credits (non highway fuel use and investment), provide incentives based on results; Encourage newer/ cleaner truck use; solicit BAAs with mandatory OEM/ fleet participation/ lead; and A gallon saved is a gallon earned-- start NOW, not later.

This project will begin to determine the forces and dimensions in rural energy-use patterns and begin to address policy and implementation needs for the future. This entails: Forecasting the social and economic benefits that electrification is assumed to deliver regarding education and women's lives; Assessing negative perceptions of users, which have been established through the slow uptake of electricity; Making recommendations as to how these perceptions could be addressed in policy development and in the continuing electrification program; Making recommendations to policy makers on how to support and make optimal use of current energy-use practices where these are socio-economically sound; Identifying misinformation and wasteful practices; and Other recommendations, which will significantly improve the success of the rural electrification program in a socio-economically sound manner, as identified in the course of the work.

Runaway electrification of friable self-replicating granular matter

We establish that the nonlinear dynamics of collisions between particles favors the charging of a insulating, friable, self-replicating granular material that undergoes nucleation, growth, and fission processes; we demonstrate with a minimal dynamical model that secondary nucleation produces a positive feedback in an electrification mechanism that leads to runaway charging. We discuss ice as an example of such a self-replicating granular material: We confirm with laboratory experiments in which we grow ice from the vapor phase in situ within an environmental scanning electron microscope that charging causes fast-growing and easily breakable palm-like structures to form, which when broken off may form secondary nuclei. We propose that thunderstorms, both terrestrial and on other planets, and lightning in the solar nebula are instances of such runaway charging arising from this nonlinear dynamics in self-replicating granular matter.

Electricity distribution industry restructuring, electrification, and competition in South Africa

This paper reviews the status of the South African electricity supply industry (ESI) and proposals for reorienting and restructuring it. South Africa has been intensely examining its ESI for more than 4 years in an effort to determine whether and how it should be restructured to best support the country`s new economic development and social upliftment goals. The debate has been spirited and inclusive of most ESI stakeholders. The demands on and expectations for the ESI are many and varied. The debate has reflected this diversity of interests and views. In essence, however, there is a consensus on what is expected of the industry, namely, to extend provision of adequate, reliable, and affordable electricity service to all citizens and segments of the economy. This means a large-scale electrification program to reach as many of the nearly 50% of households currently without electricity service as soon as possible, tariff reform to promote equity and efficiency, and the upgrading of service quality now being provided by some of the newly consolidated municipal authorities. The issues involved are how best to achieve these results within the context of the national Reconstruction and Development Program, while accounting for time and resource constraints and balancing the interests of the various parties.

Transportation Electrification Load Development For a Renewable Future Analysis

Electrification of the transportation sector offers the opportunity to significantly reduce petroleum consumption. The transportation sector accounts for 70% of US petroleum consumption. The transition to electricity as a transportation fuel will create a new load for electricity generation. In support of a recent US Department of Energy funded activity that analyzed a future generation scenario with high renewable energy technology contributions, a set of regional hourly load profiles for electrified vehicles were developed for the 2010 to 2050 timeframe. These load profiles with their underlying assumptions will be presented in this paper. The transportation electrical energy was determined using regional population forecast data, historical vehicle per capita data, and market penetration growth functions to determine the number of plug-in electric vehicles (PEVs) in each analysis region. Two market saturation scenarios of 30% of sales and 50% of sales of PEVs consuming on average {approx}6 kWh per day were considered. Results were generated for 3109 counties and were consolidated to 134 Power Control Areas (PCA) for the use NREL's's regional generation planning analysis tool ReEDS. PEV aggregate load profiles from previous work were combined with vehicle population data to generate hourly loads on a regional basis. A transition from consumer-controlled charging toward utility-controlled charging was assumed such that by 2050 approximately 45% of the transportation energy demands could be delivered across 4 daily time slices under optimal control from the utility perspective. No other literature has addressed the potential flexibility in energy delivery to electric vehicles in connection with a regional power generation study. This electrified transportation analysis resulted in an estimate for both the flexible load and fixed load shapes on a regional basis that may evolve under two PEV market penetration scenarios. Transportation Electrification Education Partnership for Green Jobs and Sustainable Mobility

This collaborative educational project between the University of MichiganAnn Arbor, University of MichiganDearborn and the Kettering University successfully executed almost all the elements we proposed to do. In the original proposal, we proposed to develop four graduate courses, six undergraduate courses, four professional short courses, a K?12 electric vehicle education kit, a Saturday morning seminar series, and a set of consumer education material to support the advancement of transportation electrification. The first four deliverables were all successfully developed and offered. When we held the kick?off meeting in NETL in Morgantown back in early 2010 with all the ten ARRA education teams, however, it quickly became clear that among the ten ARRA education grantee teams, our proposed consume education activities are not better or with the potential to create bigger impact than some of activities proposed in other teams. For example, the Odyssey 2010 event held by the West Virginia University team had planned and successfully reached to more than 230,000 attendees, which is way more than what our proposed 100k event could ever reach. It was under the suggestion of Joseph Quaranta, the ARRA education Program Director at that time, that we should coordinate and eliminate redundancy. The resources should then be focused on activities that have less overlap. Therefore, the originally proposed activities: Saturday morning seminar series, and a set of consumer education material were dropped from our scope. We expanded the scope of our education kit activity to include some educational materials, mainly in the form of videos. The target audience also changed from general public to K?12 students. The majority of the project cost (~70%) goes toward the establishment of three undergraduate laboratories, which provides critically needed hands?on learning experience for next?generation green mobility engineers. We are very proud that the ARRA money, which was distributed as part of the economy stimulus package back in 2009, was used to invest in laboratories which are already impacting the learning experience of our undergraduate and graduate students, and will continue to do so in the coming decades. The offering and enrollments of the ten undergraduate and graduate courses developed under the support of this educational grant is summarized in the table below. The grant was finalized in September 2009, and four new courses were developed and offered soon after in Winter 2010. The other six courses were developed thereafter. The total number of students who took these new courses over the duration of this grant is just over 1,000. In the first 2 years, under the DOE funding, the courses are offered more regularly. After that, the courses were considered together with other existing courses in the planning of teaching schedule and may not be offered each year. Almost all of the 10 courses have healthy enrollments and we do expect them to be offered continuously in the future. The graduate courses perhaps will be offered every 2?3 years, and the undergraduate courses most likely on a yearly basis.

Recovery Act - An Interdisciplinary Program for Education and Outreach in Transportation Electrification

1) How the project adds to the education of engineering students in the area of vehicle electrification: This project created and implemented a significant interdisciplinary curriculum in HEV engineering that includes courses focused on the major components (engines, battery cells, e?machines, and power electronics). The new curriculum, rather uniquely, features two new classes and two new labs that emphasize a vehicle level integration of a hybrid electric powertrain that parallels the vehicle development process used by the OEMs ? commercial grade software is used to design a hybrid electric vehicle, hardware?in?the?loop testing is performed on each component until the entire powertrain is optimized, the calibration is flashed to a vehicle, ride?and?drives are executed including on board data acquisition. In addition, nine existing courses were modified by adding HEV material to the courses. 2) The educational effectiveness and economic feasibility of the new curriculum: The new courses are offered at both the undergraduate and graduate levels. They are listed across the college in mechanical, chemical, electrical, and materials science and engineering. They are offered both on campus and to distance learning students. Students across the college of engineering and at all degree levels are integrating these courses into their degree programs. Over the three year project the course enrollments on?campus has totaled 1,249. The distance learning enrollments has totaled 315. With such robust enrollments we absolutely expect that these courses will be in the curriculum for the long run. 3) How the project is otherwise of benefit to the public: One outcome of the project is the construction of the Michigan Tech Mobile Lab. Two complete HEV dynamometer test cells, and four work stations are installed in the 16.2 meter Mobile Laboratory and hauled by a class 8 truck. The Mobile Lab is used to teach the university courses. It is also used to deliver short courses to industry, K?12 outreach, and public education. In 2012 the Mobile Lab participated in 22 outreach events, locally, throughout Michigan, and including events in Washington DC, Illinois, and Wisconsin. The Mobile Lab is a hit wherever it goes. In 2013 we will partner with the US Army TARDEC and be featured in their Green Warrior Convoy, a ten city tour starting in Detroit and finishing in Washington DC.

Sustainable fuelwood use in rural Mexico. Volume 1: Current patterns of resource use

The present report summarizes the results of the first phase of a project of cooperation between the Mexican National Commission for Energy Conservation (CONAE) and the United States Environmental Protection Agency (U.S. EPA) on sustainable biofuel use in rural Mexico. This first phase has been devoted to (i) conducting an in-depth review of the status of fuelwood use in rural and peri-urban areas of Mexico, (ii) providing improved estimates of biomass energy use, (iii) assessing the socioeconomic and environmental impacts of fuelwood use, and (iv) identifying preliminary potential lines of action to improve the patterns of biomass energy use in Mexico; in particular, identifying those interventions that, by improving living conditions for rural inhabitants, can result in global benefits (such as the reduction in greenhouse gas emissions). A comprehensive review of the existing documentation of biofuel use in rural and peri-urban Mexico was conducted. Reports from official, academic, and non-governmental organizations were gathered and analyzed. A computerized rural energy database was created by re-processing a national rural energy survey. Because of the paucity of information about biofuel use in small rural industries, most of the analysis is devoted to the household sector.

Final Report for ''Harvesting a New Wind Crop: Innovative Economic Approaches for Rural America'': This project, ''Harvesting a New Wind Crop'', helped stimulate wind development by rural electric cooperatives and municipal utilities in Colorado. To date most of the wind power development in the United States has been driven by large investor-owned utilities serving major metropolitan areas. To meet the 5% by 2020 goal of the Wind Powering America program the 2,000 municipal and 900 rural electric cooperatives in the country must get involved in wind power development. Public power typically serves rural and suburban areas and can play a role in revitalizing communities by tapping into the economic development potential of wind power. One barrier to the involvement of public power in wind development has been the perception that wind power is more expensive than other generation sources. This project focused on two ways to reduce the costs of wind power to make it more attractive to public power entities. The first way was to develop a revenue stream from the sale of green tags. By selling green tags to entities that voluntarily support wind power, rural coops and munis can effectively reduce their cost of wind power. Western Resource Advocates (WRA) and the Community Office for Resource Efficiency (CORE) worked with Lamar Light and Power and Arkansas River Power Authority to develop a strategy to use green tags to help finance their wind project. These utilities are now selling their green tags to Community Energy, Inc., an independent for-profit marketer who in turn sells the tags to consumers around Colorado. The Lamar tags allow the University of Colorado-Boulder, the City of Boulder, NREL and other businesses to support wind power development and make the claim that they are ''wind-powered''. This urban-rural partnership is an important development for the state of Colorado's rural communities get the economic benefits of wind power and urban businesses are able to claim the environmental benefits. The second method to reduce the cost of wind power we investigated involved access to cheap capital. Municipal utilities and rural electric cooperatives have access to low-interest loan programs and frequently finance projects through the sale of revenue bonds, but we were interested in the possibility for small businesses and community banks to provide equity and debt for wind projects. We worked with Boulder Community Hospital to explore their interest in partnering with other businesses and individuals to help catalyze the first community-owned wind project in Colorado. We also met with and gained interest from the independent community banks for the idea of wind power. These small banks may be restricted by lending limits, but are an integral part of rural communities and are very interested in the economic development opportunities wind power presents for small towns. This project was successful in getting six rural electric cooperatives and municipal utilities to purchase more than 25 MW of wind power in Colorado, Wyoming and Nebraska. These utilities also announced plans to explore an additional 100 MW or more of wind power development over the next few years. Finally, munis and coops in New Mexico began exploring wind power by offering small green power programs to their customers. WRA believes the lessons learned from this project will assist other municipal utilities and rural electric cooperatives as they develop wind projects.

Cooper Pairs in Insulators?!

Nearly 50 years elapsed between the discovery of superconductivity and the emergence of the microscopic theory describing this zero resistance state. The explanation required a novel phase of matter in which conduction electrons joined in weakly bound pairs and condensed with other pairs into a single quantum state. Surprisingly, this Cooper pair formation has also been invoked to account for recently uncovered high-resistance or insulating phases of matter. To address this possibility, we have used nanotechnology to create an insulating system that we can probe directly for Cooper pairs. I will present the evidence that Cooper pairs exist and dominate the electrical transport in these insulators and I will discuss how these findings provide new insight into superconductor to insulator quantum phase transitions.

ChargePoint America demonstrated the viability, economic and environmental benefits of an electric vehicle-charging infrastructure. Electric vehicles (EVs) and plug-in electric vehicles (PHEVs) arrived in late 2010, there was a substantial lack of infrastructure to support these vehicles. ChargePoint America deployed charging infrastructure in ten (10) metropolitan regions in coordination with vehicle deliveries targeting those same regions by our OEM partners: General Motors, Nissan, Fisker Automotive, Ford, smart USA, and BMW. The metropolitan regions include Central Texas (Austin/San Antonio), Bellevue/Redmond (WA), Southern Michigan, Los Angeles area (CA), New York Metro (NY), Central Florida (Orlando/Tampa), Sacramento (CA), San Francisco/San Jose (CA), Washington DC and Boston (MA). ChargePoint America installed more than 4,600 Level 2 (220v) SAE J1772 UL listed networked charging ports in home, public and commercial locations to support approximately 2000 program vehicles. ChargePoint collected data to analyze how individuals, businesses and local governments used their vehicles. Understanding driver charging behavior patterns will provide the DoE with critical information as EV adoption increases in the United States.

The impacts of extending electrification on the National Railroad Passenger Corporation's (Amtrak) Northeast Corridor (NEC) from New Haven, Connecticut to Boston, Massachusetts are of direct concern to the Federal Railroad Administration (FRA). To improve rail service and increase ridership between New York and Boston, Amtrak proposes the electrification of the NEC main line between New Haven, CT and Boston, MA using an overhead 2 x 25,000 volt - 60 hertz power system. The volume Number III contains the detailed technical studies that were performed in order to identify and evaluate the environmental impacts of the proposed project. Some of these studies have been included entirely in the Draft Environmental Impact Statements-draft (DEIS/R) (Volume 1). Building Energy Efficiency in Rural China

Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

The impacts of extending electrification on the National Railroad Passenger Corporation's (Amtrak) Northeast Corridor (NEC) from New Haven, Connecticut to Boston, Massachusetts are of direct concern to the Federal Railroad Administration (FRA). To improve rail service and increase ridership between New York and Boston, Amtrak proposes the electrification of the NEC main line between New Haven, CT and Boston, MA using an overhead 2 X 25,000 volt - 60 hertz power system. This volume considers impacts on the Human and Natural Environment utilizing guidance as outlined in CFR Part 1500, Council on Environmental Quality, Regulations for Implementing the Procedural Requirements of NEPA as amended and the Massachusetts Environmental Policy Act (MEPA) regulations (301 CMR 11:00). Impacts analyzed include changes in the natural environment (air quality, noise and vibration, energy, electromagnetic fields, natural resources, hazardous materials and visual/aesthetics), changes in the social environment (land use and recreation, transportation and traffic), impacts on historic and archaeological sites, changes in transit service and patronage, associated changes in highway and airport congestion, capital costs, operating and maintenance costs, and financial implications. Impacts are identified both for the proposed construction period and for the long-term operation of the alternatives.

The effects of cooperativity are studied within Go-Lennard-Jones models of proteins by making the contact interactions dependent on the proximity to the native conformation. The kinetic universality classes are found to remain the same as in the absence of cooperativity. For a fixed native geometry, small changes in the effective contact map may affect the folding times in a chance way and to the extent that is comparable to the shift in the folding times due to cooperativity. The contact order controlls folding scenarios: the average times necessary to bring pairs of amino acids into their near native separations depend on the sequential distances within the pairs. This dependence is largely monotonic, regardless of the cooperativity, and the dominant trend could be described by a single parameter like the average contact order. However, it is the deviations from the trend which are usually found to set the net folding times.

This document is an analysis of options for unilateral and cooperative action to improve the security of Jordan's borders. Sections describe the current political, economic, and social interactions along Jordan's borders. Next, the document discusses border security strategy for cooperation among neighboring countries and the adoption of confidence-building measures. A practical cooperative monitoring system would consist of hardware for early warning, command and control, communications, and transportation. Technical solutions can expand opportunities for the detection and identification of intruders. Sensors (such as seismic, break-wire, pressure-sensing, etc.) can warn border security forces of intrusion and contribute to the identification of the intrusion and help formulate the response. This document describes conceptual options for cooperation, offering three scenarios that relate to three hypothetical levels (low, medium, and high) of cooperation. Potential cooperative efforts under a low cooperation scenario could include information exchanges on military equipment and schedules to prevent misunderstandings and the establishment of protocols for handling emergency situations or unusual circumstances. Measures under a medium cooperation scenario could include establishing joint monitoring groups for better communications, with hot lines and scheduled meetings. The high cooperation scenario describes coordinated responses, joint border patrols, and sharing border intrusion information. Finally, the document lists recommendations for organizational, technical, and operational initiatives that could be applicable to the current situation.

UAV Cooperation Architectures for Persistent Sensing

With the number of small, inexpensive Unmanned Air Vehicles (UAVs) increasing, it is feasible to build multi-UAV sensing networks. In particular, by using UAVs in conjunction with unattended ground sensors, a degree of persistent sensing can be achieved. With proper UAV cooperation algorithms, sensing is maintained even though exceptional events, e.g., the loss of a UAV, have occurred. In this paper a cooperation technique that allows multiple UAVs to perform coordinated, persistent sensing with unattended ground sensors over a wide area is described. The technique automatically adapts the UAV paths so that on the average, the amount of time that any sensor has to wait for a UAV revisit is minimized. We also describe the Simulation, Tactical Operations and Mission Planning (STOMP) software architecture. This architecture is designed to help simulate and operate distributed sensor networks where multiple UAVs are used to collect data.

USDOE/EPRI BIOMASS COFIRING COOPERATIVE AGREEMENT

During the period of April 1, 2000 through June 30, 2000, alternatives for relocating the Seward Generating Station cofiring project were investigated. A test was conducted at Bailly Generating Station of Northern Indiana Public Service Co., firing a blend of Black Thunder (Powder River Basin) coal and Illinois basin coal, in cyclone boiler designed for Illinois basin coal. This test at Bailly was designed to determine the technical feasibility of cofiring at that station using PRB coals. This report summarizes the activities during the second calendar quarter in 2000 of the USDOE/EPRI Biomass Cofiring Cooperative Agreement. It focuses upon reporting the results of construction and testing activities at these generating stations.

Energetic Components of Cooperative Protein Folding

A new lattice protein model with a four-helix bundle ground state is analyzed by a parameter-space Monte Carlo histogram technique to evaluate the effects of an extensive variety of model potentials on folding thermodynamics. Cooperative helical formation and contact energies based on a 5-letter alphabet are found to be insufficient to satisfy calorimetric and other experimental criteria for two-state folding. Such proteinlike behaviors are predicted, however, by models with polypeptide-like local conformational restrictions and environment-dependent hydrogen bonding-like interactions.

Cooperative sentry vehicles and differential GPS leapfrog

As part of a project for the Defense Advanced Research Projects Agency, Sandia National Laboratories Intelligent Systems and Robotics Center is developing and testing the feasibility of using a cooperative team of robotic sentry vehicles to guard a perimeter, perform a surround task, and travel extended distances. This paper describes the authors most recent activities. In particular, this paper highlights the development of a Differential Global Positioning System (DGPS) leapfrog capability that allows two or more vehicles to alternate sending DGPS corrections. Using this leapfrog technique, this paper shows that a group of autonomous vehicles can travel 22.68 kilometers with a root mean square positioning error of only 5 meters.

Cooperative field test program for wind systems  

SciTech Connect (OSTI)

The objectives of the Federal Wind Energy Program, managed by the US Department of Energy (DOE), are (1) to assist industry and utilities in achieving a multi-regional US market penetration of wind systems, and (2) to establish the United States as the world leader in the development of advanced wind turbine technology. In 1984, the program conducted a series of planning workshops with representatives from the wind energy industry to obtain input on the Five-Year Research Plan then being prepared by DOE. One specific suggestion that came out of these meetings was that the federal program should conduct cooperative research tests with industry to enhance the technology transfer process. It was also felt that the active involvement of industry in DOE-funded research would improve the state of the art of wind turbine technology. DOE established the Cooperative Field Test Program (CFTP) in response to that suggestion. This program was one of the first in DOE to feature joint industry-government research test teams working toward common objectives.

We believe the electric field then separates positively from negatively charged ions prevailing within the water, which we believe to be hydronium and hydroxide ions, such that at the point of contact, positive ions of one insulator neutralize negative ions of the other one, charging both of them. This mechanism can explain for the first time the observation made four decades ago that wind-blown sand discharges in sparks if and only if a thunderstorm is nearby.
