    This report summarizes the integrated resource planning (IRP) practices of US rural electric cooperatives and the IRP policies which influence these practices. It was prepared by the National Renewable Energy Laboratory (NREL) and its subcontractor Garrick and Associates to assist the US Department of Energy (DOE) in satisfying the reporting requirements of Title 1, Subtitle B, Section 111(e)(3) of the Energy Policy Act of 1992 (EPAct), which states: (e) Report--Not later than 2 years after the date of the enactment of this Act, the Secretary (of the US Department of Energy) shall transmit a report to the President and to the Congress containing--(the findings from several surveys and evaluations, including:); (3) a survey of practices and policies under which electric cooperatives prepare IRPs, submit such plans to REA, and the extent to which such integrated resource planning is reflected in rates charged to customers.

    This paper aims at providing the comparative economics from a national perspective (economic analysis) and a users perspective (financial analysis) of low capacity (5-15 KW) electrical add-on systems and medium capacity (25-50 KW) electrical systems to provide electrical energy from various energy sources at three villages of Nepal, each from a different physiographic zone. In general, the increasing economic price of traditional energies coupled with deforestation in rural areas of developing countries and the increasing need for foreign exchange for import of fossil fuels, favors the judicial exploitation of renewable energy for electricity generation. The load factor is one of the most important factors that dictate the economic and financial supply price of electricity production and distribution. It is recommended that a detailed site-specific electricity demand analysis be carried out with appropriate end-use planning for decentralized rural electrification schemes.

    This paper describes a project whose goals include the establishment of a pilot renewable energy-based rural energy services enterprise to serve communities in the Mamprusi East District, focused on: economically productive activities; community services; household non-thermal energy. The program also seeks to establish the technical, economic, financial, institutional, and socio-cultural requirements for sustainability, to demonstrate bankability and financial sustainability, as a pre-investment prelude to commercial growth of such projects, and to establish technical, financial, and service performance standards for private sector rural energy service companies. This project is being implemented now because the government is undergoing structural reform, including privatization of the power sector, there is active foreign capital available for international development, and the government and people are committed to and able to pay for renewable energy services.

    This study investigates the feasibility of establishing and maintaining a system of compact IP behavioral profiles as a robust means of computer anomaly definition and detection. These profiles are based upon the degree to which a system's (IP's) network traffic is distributed among stable characteristic clusters derived of the aggregate session traffic generated by each of the major network services. In short, an IP's profile represents its degree of membership in these derived service clusters. The goal is to quantify and rank behaviors that are outside of the statistical norm for the services in question, or present significant deviation from profile for individual client IPs. Herein, we establish stable clusters for accessible features of common session traffic, migrate these clusters over time, define IP behavior profiles with respect to these clusters, migrate individual IP profiles over time, and demonstrate the detection of IP behavioral changes in terms of deviation from profile.

    The open clusters fundamental physical parameters are important tools to understand the formation and evolution of the Galactic disk and as grounding tests for star formation and evolution models. However only a small fraction of the known open clusters in the Milky Way has precise determination of distance, reddening, age, metallicity, radial velocity and proper motion. One of the major problems in determining these parameters lies on the difficulty to separate cluster members from field stars and to assign membership. We propose a decontamination method by employing 2MASS data in the encircling region of the clusters NGC1981, NGC2516, NGC6494 and M11. We present a decontaminated CMD of these objects showing the membership probabilities and structural parameters as derived from King profile fitting.

    The study concludes that while the diversification into nonutility activities by the Rural Electric Cooperatives and the Rural Telephone Cooperatives has been expanding, the regulatory activities by the Rural Electrification Administration and the state public utility commissions have been inadequate to guard against cross-subsidization. In fact, there generally exist no data to identify and investigate illegal cross-subsidization activities of cooperatives. Increasing the regulatory functions of state public utility commissions and the REA was recommended.

    We have made a new compilation of observations of maximum stellar mass versus cluster membership number from the literature, which we analyse for consistency with the predictions of a simple random drawing hypothesis for stellar mass selection in clusters. Previously, Weidner and Kroupa have suggested that the maximum stellar mass is lower, in low mass clusters, than would be expected on the basis of random drawing, and have pointed out that this could have important implications for steepening the integrated initial mass function of the Galaxy (the IGIMF) at high masses. Our compilation demonstrates how the observed distribution in the plane of maximum stellar mass versus membership number is affected by the method of target selection; in particular, rather low n clusters with large maximum stellar masses are abundant in observational datasets that specifically seek clusters in the environs of high mass stars. Although we do not consider our compilation to be either complete or unbiased, we discuss the method by which such data should be statistically analysed. Our very provisional conclusion is that the data is not indicating any striking deviation from the expectations of random drawing.

    This study on the role of energy in the development of rural areas was originally conducted in the spring and summer of 1985. It was intended to serve as a background paper for the preparation of a program plan for the Office of Energy of the United States Agency for International Development. As such it begins with a brief overview of how rural development fits into national development, then offers a comprehensive framework for thinking about rural development in particular and the energy implications of the various components of rural development. Agriculture naturally comes to mind when rural areas are mentioned, but industry is an important component of rural activity as well. Consequently, both agricultural and nonagricultural energy use is discussed. Modernization of rural areas will change household, as well as production, energy use. However, household energy use is a veritable subject in its own right, with a large literature. Consequently, that topic is discussed in less detail than the production energy topics.

    In order to study the galaxy population of galaxy clusters with photometric data one must be able to accurately discriminate between cluster members and non-members. The redMaPPer cluster finding algorithm treats this problem probabilistically. Here, we utilize SDSS and GAMA spectroscopic membership rates to validate the redMaPPer membership probability estimates for clusters with $z\\in[0.1,0.3]$. We find small - but correctable - biases, sourced by three different systematics. The first two were expected a priori, namely blue cluster galaxies and correlated structure along the line of sight. The third systematic is new: the redMaPPer template fitting exhibits a non-trivial dependence on photometric noise, which biases the original redMaPPer probabilities when utilizing noisy data. After correcting for these effects, we find exquisite agreement ($\\approx 1\\%$) between the photometric probability estimates and the spectroscopic membership rates, demonstrating that we can robustly recover cluster membership est...

    A project definition study was completed for a 500 kWe to 1 MWe FBC power plant for electrical and process heat production in a remote Alaskan application. The plant will utilize advanced atmospheric fluidized bed combustion technology as the primary steam generator co-firing an Alaskan subbituminous coal, local limestone and municipal solid waste. To develop FBC performance characteristics for input to the performance modeling and project definition study, test firing of Little Tonzona coal and McGrath limestone in an atmospheric fluidized bed combustor of a scale suitable for incorporation into a small power plant facility was completed. The test data generated includes primary emissions analyses, bed and fly ash analyses, and test unit operational conditions (pressure, bed height, gas velocity and bed temperature). Combustion efficiency as carbon conversion, SO{sub 2} removal efficiency, and limestone utilization were then estimated from the above data. To ensure site conditions would model those found in Alaska, the town of McGrath, Alaska in the region of the upper Kushokwim river valley was selected as a potential plant site. McGrath, like many remote Alaskan villages is dependent upon costly oil-fired diesel power generation and annual subsidy payment from the State of Alaska, through the Power Cost Equalization Program (PCE), to provide village residents with affordable electricity. In the near future rural village utilities will be faced with increased cost of electricity due to transportation, handling, and storage costs of diesel fuel and reduction of funds from the PCE.

    Rural buildings in China now account for more than half of China’s total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on China’s success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    The focus of this paper is to design control strategies for distributed energy resources (DERs) to maximize the use of wind power in a rural microgrid. In such a system, it may be economical to harness wind power to reduce the consumption of fossil fuels for electricity production. In this work, we develop control strategies for DERs, including diesel generators, energy storage and demand response, to achieve high penetration of wind energy in a rural microgrid. Combinations of centralized (direct control) and decentralized (autonomous response) control strategies are investigated. Detailed dynamic models for a rural microgrid are built to conduct simulations. The system response to large disturbances and frequency regulation are tested. It is shown that optimal control coordination of DERs can be achieved to maintain system frequency while maximizing wind power usage and reducing the wear and tear on fossil fueled generators.

    Final Report for ''Harvesting a New Wind Crop: Innovative Economic Approaches for Rural America'': This project, ''Harvesting a New Wind Crop'', helped stimulate wind development by rural electric cooperatives and municipal utilities in Colorado. To date most of the wind power development in the United States has been driven by large investor-owned utilities serving major metropolitan areas. To meet the 5% by 2020 goal of the Wind Powering America program the 2,000 municipal and 900 rural electric cooperatives in the country must get involved in wind power development. Public power typically serves rural and suburban areas and can play a role in revitalizing communities by tapping into the economic development potential of wind power. One barrier to the involvement of public power in wind development has been the perception that wind power is more expensive than other generation sources. This project focused on two ways to reduce the costs of wind power to make it more attractive to public power entities. The first way was to develop a revenue stream from the sale of green tags. By selling green tags to entities that voluntarily support wind power, rural coops and munis can effectively reduce their cost of wind power. Western Resource Advocates (WRA) and the Community Office for Resource Efficiency (CORE) worked with Lamar Light and Power and Arkansas River Power Authority to develop a strategy to use green tags to help finance their wind project. These utilities are now selling their green tags to Community Energy, Inc., an independent for-profit marketer who in turn sells the tags to consumers around Colorado. The Lamar tags allow the University of Colorado-Boulder, the City of Boulder, NREL and other businesses to support wind power development and make the claim that they are ''wind-powered''. This urban-rural partnership is an important development for the state of Colorado's rural communities get the economic benefits of wind power and urban businesses are able to claim the environmental benefits. The second method to reduce the cost of wind power we investigated involved access to cheap capital. Municipal utilities and rural electric cooperatives have access to low-interest loan programs and frequently finance projects through the sale of revenue bonds, but we were interested in the possibility for small businesses and community banks to provide equity and debt for wind projects. We worked with Boulder Community Hospital to explore their interest in partnering with other businesses and individuals to help catalyze the first community-owned wind project in Colorado. We also met with and gained interest from the independent community banks for the idea of wind power. These small banks may be restricted by lending limits, but are an integral part of rural communities and are very interested in the economic development opportunities wind power presents for small towns. This project was successful in getting six rural electric cooperatives and municipal utilities to purchase more than 25 MW of wind power in Colorado, Wyoming and Nebraska. These utilities also announced plans to explore an additional 100 MW or more of wind power development over the next few years. Finally, munis and coops in New Mexico began exploring wind power by offering small green power programs to their customers. WRA believes the lessons learned from this project will assist other municipal utilities and rural electric cooperatives as they develop wind projects.

How can we model the behavioral transition patterns of nodes? We propose a temporal behavior model that captures the 'roles' of nodes in the graph and how they evolve over time. The proposed dynamic behavioral mixed-membership model (DBMM) is scalable, fully automatic (no user-defined parameters), non-parametric/data-driven (no specific functional form or parameterization), interpretable (identifies explainable patterns), and flexible (applicable to dynamic and streaming networks). Moreover, the interpretable behavioral roles are generalizable, computationally efficient, and natively supports attributes. We applied our model for (a) identifying patterns and trends of nodes and network states based on the temporal behavior, (b) predicting future structural changes, and (c) detecting unusual temporal behavior transitions. We use eight large real-world datasets from different time-evolving settings (dynamic and streaming). In particular, we model the evolving mixed-memberships and the corresponding behavioral transitions of Twitter, Facebook, IP-Traces, Email (University), Internet AS, Enron, Reality, and IMDB. The experiments demonstrate the scalability, flexibility, and effectiveness of our model for identifying interesting patterns, detecting unusual structural transitions, and predicting the future structural changes of the network and individual nodes.

    This article presents the methodological guidelines used to assess rural energy resources with an example of its application in three villages each from different physiographic zones of Nepal. Existing energy demand patterns of villages are compared with estimated resource availability, and rural energy planning issues are discussed. Economics and financial supply price of primary energy resources are compared, which provides insight into defective energy planning and policy formulation and implication in the context of rural areas of Nepal. Though aware of the formidable consequences, the rural populace continues to exhaust the forest as they are unable to find financially cheaper alternatives. Appropriate policy measures need to be devised by the government to promote the use of economically cost-effective renewable energy resources so as to change the present energy usage pattern to diminish the environmental impact caused by over exploitation of forest resources beyond their regenerative capacity.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Today, 35-77 million Bangladeshis drink arsenic-contaminated groundwater from shallow tube wells. Arsenic remediation efforts have focused on the development and dissemination of household filters that frequently fall into disuse due to the amount of attention and maintenance that they require. A community scale clean water center has many advantages over household filters and allows for both chemical and electricity-based technologies to be beneficial to rural areas. Full cost recovery would enable the treatment center to be sustainable over time. ElectroChemical Arsenic Remediation (ECAR) is compatible with community scale water treatment for rural Bangladesh. We demonstrate the ability of ECAR to reduce arsenic levels> 500 ppb to less than 10 ppb in synthetic and real Bangladesh groundwater samples and examine the influence of several operating parameters on arsenic removal effectiveness. Operating cost and waste estimates are provided. Policy implication recommendations that encourage sustainable community treatment centers are discussed.

    The rapid rural growth rate since 1970 in 14 western states (Arizona, Colorado, Kansas, Idaho, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Utah, and Wyoming) was stimulated by recreation, resource development, manufacturing, commuting, institutional employment, and retirement. The eight Rocky Mountain States had significantly greater rural growth than the six Great Plains States. Other factors correlated with in-migration are population growth during the 1960's, presence of an interstate highway, adjacency to a metropolitan area, high per capita income, high population density, and absence of rural farm population. The presence of a central city with a population of over 20,000 or of a military base does not appear to be significantly related to net in-migration. An overview of regional growth patterns and of the factors related to rural in-migration is included, followed by an examination of these factors for each of the counties that experienced high in-migration in the 14 states.

    The goal of this report is to inform investors about the potential of solar minigrid technologies to serve India's rural market. Under the US-India Energy Dialogue, the US Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) is supporting the Indian Ministry of New and Renewable Energy (MNRE)'s Jawaharlal Nehru National Solar Mission (JNNSM) in performing a business-case and policy-oriented analysis on the deployment of solar minigrids in India. The JNNSM scheme targets the development of 2GW of off-grid solar power by 2022 and provides large subsidies to meet this target. NREL worked with electricity capacity and demand data supplied by the Ladakh Renewable Energy Development Agency (LREDA) from Leh District, to develop a technical approach for solar minigrid development. Based on the NREL-developed, simulated solar insolation data for the city of Leh, a 250-kW solar photovoltaic (PV) system can produce 427,737 kWh over a 12-month period. The business case analysis, based on several different scenarios and JNNSM incentives shows the cost of power ranges from Rs. 6.3/kWh (US$0.126) to Rs. 9/kWh (US$0.18). At these rates, solar power is a cheaper alternative to diesel. An assessment of the macro-environment elements--including political, economic, environmental, social, and technological--was also performed to identify factors that may impact India?s energy development initiatives.

    Although PV water pumping systems have high initial costs, they require virtually no maintenance, require no fuel and thus save foreign exchange. They are easy to install and operate, have no moving parts and hence are highly reliable and durable and are modular in nature for future expansion, PV systems are found to be competitive with conventional diesel generator systems. Despite the above mentioned facts policy makers are still not convinced that solar PV water pumping systems can support rural development. This paper gives reasons for the failures of some solar PV water pumping projects in Nepal. Development of solar electricity totaling about 800 KWp in Nepal is briefly highlighted. Basic preconditions are identified for the successful operation of solar PV water pumping systems. The findings of successful solar PV water pumping systems are highlighted with specific reference to socio-economic impacts in the rural society. Subsidy policy of the government on solar PV water pumping systems is analyzed. Development of a spontaneous market for community solar PV water pumping system is analyzed. Suggestions are given on how solar PV water pumping system can be made more affordable by village people. Typical Nepalese rural areas are found to be suitable and economical for SPVWPS. Site evaluation procedure is given. Finally, the paper indicates the important of training for the local people in installation, operation and routine maintenance to ensure the reliability of the SPVWPS. The paper emphasizes the involvement of end-users from the very beginning of planning stage of SPVWPS. Detail comparison between a SPVWPS and an equivalent diesel generator is also indicated in the paper.

    The status of electric power supply, generating facility expansion, and electric power equipment manufacture is presented for 1979 on the basis of an industry survey covering investor-owned systems, public systems, and rural electric cooperatives as well as industrial installations which are interconnected with and supply power to utility systems. A 3.2 increase in generating capacity brought the total to 576.2 million kilowatts, 86 percent of which is thermal and the remainder hydro. Survey data for Hawaii is shown separately. December and summer peak capabilities, peak loads, and capability margins are presented for each of the nine regions. Their relationships to each other, to annual load factor, and to annual kilowatt hour requirements are also shown.     The open cluster NGC 6791 has been the focus of much recent study due to its intriguing combination of old age and high metallicity (?8 Gyr, [Fe/H] = +0.30), as well as its location within the Kepler field. As part of the WIYN Open Cluster Study, we present precise (? = 0.38 km s{sup –1}) radial velocities for proper motion candidate members of NGC 6791 from Platais et al. Our survey, extending down to g' ? 16.8, is comprised of the evolved cluster population, including blue stragglers, giants, and horizontal branch stars. Of the 280 proper-motion-selected stars above our magnitude limit, 93% have at least one radial velocity measurement and 79% have three measurements over the course of at least 200 days, sufficient for secure radial-velocity-determined membership of non-velocity-variable stars. The Platais et al. proper motion catalog includes 12 anomalous horizontal branch candidates blueward of the red clump, of which we find only 4 to be cluster members. Three fall slightly blueward of the red clump and the fourth is consistent with being a blue straggler. The cleaned color-magnitude diagram shows a richly populated red giant branch and a blue straggler population. Half of the blue stragglers are in binaries. From our radial velocity measurement distribution, we find the cluster's radial velocity dispersion to be ? {sub c} = 0.62 ± 0.10 km s{sup –1}. This corresponds to a dynamical mass of ?4600 M {sub ?}.

    The number, scope, effects, and costs of electric-utility demand-site management programs are growing rapidly in the United States. Utilities, their regulators, and energy policy makers need reliable information on the costs of, participation in, and energy and load effects of these programs to make informed decisions. In particular, information is needed on the ability of these programs to cost-effectively provide energy and capacity resources that are alternatives to power plants. This handbook addresses the need for additional and better information in two ways. First, it discusses the key concepts associated with DSM-program types, participation, energy and load effects, and costs. Second, the handbook offers definitions and a sample reporting form for utility DSM programs. The primary purpose in developing these definitions and this form is to encourage consistency in the collection and reporting of data on DSM programs. To ensure that the discussions, reporting formats, and definitions will be useful and used, development of this handbook was managed by a committee, with membership from electric utilities, state regulatory commissions, and the US Department of Energy. Also, this data-collection form was pretested by seven people from six utilities, who completed the form for nine DSM programs.

    (abridged) We develop an algorithm for estimating parameters of a distribution sampled with contamination, employing a statistical technique known as ``expectation maximization'' (EM). Given models for both member and contaminant populations, the EM algorithm iteratively evaluates the membership probability of each discrete data point, then uses those probabilities to update parameter estimates for member and contaminant distributions. The EM approach has wide applicability to the analysis of astronomical data. Here we tailor an EM algorithm to operate on spectroscopic samples obtained with the Michigan-MIKE Fiber System (MMFS) as part of our Magellan survey of stellar radial velocities in nearby dwarf spheroidal (dSph) galaxies. These samples are presented in a companion paper and contain discrete measurements of line-of-sight velocity, projected position, and Mg index for ~1000 - 2500 stars per dSph, including some fraction of contamination by foreground Milky Way stars. The EM algorithm quantifies both dSph and contaminant distributions, returning maximum-likelihood estimates of the means and variances, as well as the probability that each star is a dSph member. Applied to our MMFS data, the EM algorithm identifies more than 5000 probable dSph members. We test the performance of the EM algorithm on simulated data sets that represent a range of sample size, level of contamination, and amount of overlap between dSph and contaminant velocity distributions. The simulations establish that for samples ranging from large (N ~3000) to small (N~30), the EM algorithm distinguishes members from contaminants and returns accurate parameter estimates much more reliably than conventional methods of contaminant removal (e.g., sigma clipping).

    The Energy Information Administration (EIA) prepares the Electric Power Monthly (EPM) for a wide audience including Congress, Federal and State agencies, the electric utility industry, and the general public. This publication provides monthly statistics for net generation, fossil fuel consumption and stocks, quantity and quality of fossil fuels, cost of fossil fuels, electricity sales, revenue, and average revenue per kilowatthour of electricity sold. Data on net generation, fuel consumption, fuel stocks, quantity and cost of fossil fuels are also displayed for the North American Electric Reliability Council (NERC) regions. The EIA publishes statistics in the EPM on net generation by energy source, consumption, stocks, quantity, quality, and cost of fossil fuels; and capability of new generating units by company and plant. The purpose of this publication is to provide energy decisionmakers with accurate and timely information that may be used in forming various perspectives on electric issues that lie ahead.

The connector is electrically connected to an electrical element embedded within the chip. An opening in the sheet is concentrically aligned with a pair of larger holes respectively bored through the nonconducting layers. The opening is also smaller than the diameter of an electrically conductive contact pin. However, the sheet is composed flexible material so that the opening adapts to the diameter of the pin when the pin is inserted therethrough. The periphery of the opening applies force to the sides of the pin when the pin is inserted, and thus holds the pin within the opening and in contact with the sheet, by friction. The pin can be withdrawn from the connector by applying sufficient axial force.

    Liquid marbles, which are droplets coated with a hydrophobic powder, were exposed to a uniform electric field. It was established that a threshold value of the electric field, 15 cgse, should be surmounted for deformation of liquid marbles. The shape of the marbles was described as a prolate spheroid. The semi-quantitative theory describing deformation of liquid marbles in a uniform electric field is presented. The scaling law relating the radius of the contact area of the marble to the applied electric field shows a satisfactory agreement with the experimental data.

    This report documents results of the accident investigation of an electrical shock received by two subcontractor employees on May 13, 1994, at the Pinellas Plant. The direct cause of the electrical shock was worker contact with a cut ``hot`` wire and a grounded panelboard (PPA) enclosure. Workers presumed that all wires in the enclosure were dead at the time of the accident and did not perform thorough Lockout/Tagout (LO/TO). Three contributing causes were identified. First, lack of guidance in the drawing for the modification performed in 1987 allowed the PPA panel to be used as a junction box. The second contributing cause is that Environmental, Safety and Health (ES&H) procedures do not address multiple electrical sources in an enclosure. Finally, the workers did not consider the possibility of multiple electrical sources. The root cause of the electrical shock was the inadequacy of administrative controls, including construction requirement and LO/TO requirements, and subcontractor awareness regarding multiple electrical sources. Recommendations to prevent further reoccurrence of this type of accident include revision of ES&H Standard 2.00, Electrical Safety Program Manual, to document requirements for multiple electrical sources in a single enclosure to specify a thorough visual inspection as part of the voltage check process. In addition, the formality of LO/TO awareness training for subcontractor electricians should be increased.

    This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.
