    Brookhaven National Laboratory was established in 1947 on the site of the former Army Camp Upton. Brookhaven is a multidisciplinary Laboratory that carries out basic and applied research in the physical, biomedical and environmental sciences, and in selected energy technologies. Associated Universities, Inc. managed the Laboratory, under contract with the US Department of Energy until April 30, 1998. On March 1, 1998, Brookhaven Science Associates LLC (BSA) was awarded a contract by the US Department of Energy to manage the Laboratory. Brookhaven Science Associates has taken responsibility for all aspects of the existing Royalty Use Program from the prior contractor, AUI. This report is limited to FY 1998 activities of the Royalty Use Program that were funded by royalty income from prior fiscal years. Any FY 1998 royalty income allocated in FY 1998 shall be reported in the FY 1999 Royalty Use Program Report.

    This article describes how a deferred minimum annual royalty provision can serve to meet conflicting economic demands without adverse tax consequences. A deferred minimum annual royalty provision is an economic hybrid of a production royalty and a lease bonus. To a lessor, it has the advantage of guaranteeing a minimum return without regard to production. It should also encourage prompt development of the lease since a lessee will desire to void incurring subsequent minimum annual royalties on unproductive acreage. To an accrual-basis lessee, it has greater tax advantages than a lease bonus because it is deductible in the year paid or incurred. Although it exposes the lessee to more economic risk, this risk can be reduced through proper planning. In appropriate circumstances, a deferred minimum annual-royalty provision may therefore be worthy of consideration by either or both parties in an oil- and gas-leasing transaction. 44 references.

    This volume contains the appendices for the ''Impact of Geothermal Technology Improvements on Royalty Collections on Federal Lands, Final Report, Volume I.'' The material in this volume supports the conclusions presented in Volume I and details each Known Geothermal Resource Area's (KGRA's) royalty estimation. Appendix A details the physical characteristics of each KGRA considered in Volume I. Appendix B supplies summary narratives on each state which has a KGRA. The information presented in Appendix C shows the geothermal power plant area proxies chosen for each KGRA considered within the report. It also provides data ranges which fit into the IMGEO model for electric energy cost estimates. Appendix D provides detailed cost information from the IMGEO model if no Geothermal Program RandD goals were completed beyond 1987 and if all the RandD goals were completed by the year 2000. This appendix gives an overall electric cost and major system costs, which add up to the overall electric cost. Appendix E supplies information for avoided cost projections for each state involved in the study that were used in the IMGEO model run to determine at what cost/kWh a 50 MWe plant could come on line. Appendix F supplies the code used in the determination of royalty income, as well as, tabled results of the royalty runs (detailed in Appendix G). The tabled results show royalty incomes, assuming a 10% discount rate, with and without RandD and with and without a $0.01/kWh transmission cost. Individual data sheets for each KGRA royalty income run are presented in Appendix G.

New graphical rules which resemble those for Dirac fermions in their natural association of momentum and fermion flows are proposed that have only those signature problems normally expected for fermions. The new rules utilize only the conventional fermion propagator and involve vertices without appended charge-conjugation matrices. The number of two-Majorana--boson vertices is reduced from six to two.

    Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    During the 2002 Fiscal year, funds from the DOE matching grant program, along with matching funds from the industrial sponsors, have been used to support research in the area of thermal-hydraulics. Both experimental and numerical research projects have been performed. Experimental research focused on two areas: (1) Identification of the root cause mechanism for axial offset anomaly in pressurized water reactors under prototypical reactor conditions, and (2) Fluid dynamic aspects of thin liquid film protection schemes for inertial fusion reactor chambers. Numerical research focused on two areas: (1) Multi-fluid modeling of both two-phase and two-component flows for steam conditioning and mist cooling applications, and (2) Modeling of bounded Rayleigh-Taylor instability with interfacial mass transfer and fluid injection through a porous wall simulating the ''wetted wall'' protection scheme in inertial fusion reactor chambers. Details of activities in these areas are given.

    A parallel processing system for production rule programs utilizes a host processor for storing production rule right hand sides (RHS) and a plurality of rule processors for storing left hand sides (LHS). The rule processors operate in parallel in the recognize phase of the system recognize -Act Cycle to match their respective LHS's against a stored list of working memory elements (WME) in order to find a self consistent set of WME's. The list of WME is dynamically varied during the Act phase of the system in which the host executes or fires rule RHS's for those rules for which a self-consistent set has been found by the rule processors. The host transmits instructions for creating or deleting working memory elements as dictated by the rule firings until the rule processors are unable to find any further self-consistent working memory element sets at which time the production rule system is halted.

    The US Supreme Court held in Commissioner v. Engle that the percentage depletion allowances for oil and gas does not require current production. This makes it available against advance royalty and/or bonus income received in consideration for assigning or leasing oil and gas interests even if there was no production. The authors discuss the circumstances of that position and the implication in the decision for the computation of the depletion deduction. The example demonstrates that an allocated portion of the taxes paid as a bonus with respect to mineral property must be included in determining the gross income in order to compute the limitation on the percentage depletion allowance of 50% of taxable income computed without the allowance for depletion.

    A new pipeline safety rule requires that all individuals who operate and maintain pipeline facilities in the US be qualified to do so. Pipeline Safety: Qualification of Pipeline Personnel (DOT 49 Code of Federal Regulations 49 CFR Parts 192 and 195)-known as the Operator Qualification Rule or the OQ-Rule-went into effect on October 26, 1999. The US Department of Transportation's (DOT) Research and Special Programs Administration (RSPA) enacted the regulation with the intent of ensuring a qualified workforce by the year 2002. Under the OQ Rule, the natural gas and liquid pipeline industry is required to train, test, and maintain records for its workforce. Operators must develop a written qualification program by April 27, 2001, and complete the qualification of individuals performing covered tasks by October 29, 2002. The written qualification program must evaluate workers' ability to perform covered tasks-activities that directly impact the pipeline facility-and to recognize and be able to react to abnormal operating conditions.

    Many computational intelligence techniques for anomaly based network intrusion detection can be found in literature. Translating a newly discovered intrusion recognition criteria into a distributable rule can be a human intensive effort. This paper explores a multi-modal genetic algorithm solution for autonomous rule creation. This algorithm focuses on the process of creating rules once an intrusion has been identified, rather than the evolution of rules to provide a solution for intrusion detection. The algorithm was demonstrated on anomalous ICMP network packets (input) and Snort rules (output of the algorithm). Output rules were sorted according to a fitness value and any duplicates were removed. The experimental results on ten test cases demonstrated a 100 percent rule alert rate. Out of 33,804 test packets 3 produced false positives. Each test case produced a minimum of three rule variations that could be used as candidates for a production system.

    The Gerasimov-Drell-Hearn sum rule and related dispersive integrals connect real and virtual Compton scattering to inclusive photo- and electroproduction. Being based on universal principles as causality, unitarity, and gauge invariance, these relations provide a unique testing ground to study the internal degrees of freedom that hold a system together. The present contribution reviews the spin-dependent sum rules and cross sections of the nucleon. At small momentum transfer, the data sample information on the long range phenomena (Goldstone bosons and collective resonances), whereas the primary degrees of freedom (quarks and gluons) become visible at large momentum transfer (short distance). The rich body of new data covers a wide range of phenomena from coherent to incoherent processes, and from the generalized spin polarizabilities on the low-energy side to higher twist effects in deep inelastic scattering.

    To help meet legislatively mandated and programmatic mission requirements, the Department of Energy (DOE) awards grants to colleges and universities, state and local governments, individuals, small businesses, and non-profit corporations. As of July 15, 1996, the DOE was responsible for administering over 7,400 grants with purposes ranging from basic research to weatherizing homes. The Government`s share of these grants was about $8 billion. The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

    Grants totaling $1,290,837 were awarded during FY 1979 to 60 program participants in Illinois, Indiana, Michigan, Minnesota, Ohio and Wisconsin. Review showed that some grantees misused grant monies and did not comply with grant provisions primarily due to insufficient on-site monitoring of the grantees' progress and expenditures. Recommendations to achieve the objectives of the program were: more timely and systematic monitoring; curtail or stop funds for grant projects with unsatisfactory progress or of questionable merit; substantiate expenditures by grantees before disbursing grant funds; and consider increasing program management capability by staffing alternatives. Corrective action taken or planned by the Manager/Regional Representative is identified in an appendix. (PSB)

    We extend QCD sum rule analysis to moderate energy fixed angle Compton scattering. In this kinematic region there is a strong similarity to the sum rule treatment of electromagnetic form factors, although the four-point amplitude requires a modification of the Borel transform. To illustrate our method, we derive the sum rules for helicity amplitudes in pion Compton scattering and estimate their large-$t$ behavior in the local duality approximation.

    We present flavor SU(3) sum rules for $D \\to PP$ and $D \\to PV$ decay amplitudes, that are valid to second order in symmetry breaking by the strange quark mass spurion. Decay rate sum rules are also computed to this order. Particular attention is given to sum rules arising from the isospin and U-spin subgroups, the former providing sensitive tests for alternative sources of SU(3) breaking. We apply the latter together with the postulated $\\Delta U = 0$ rule for the large penguin picture to predict the ratio and difference of the direct CP asymmetries for $D \\to KK^*$ and $D \\to \\pi \\rho$.

    Recently (hep-th/9307183) we showed that for the case of the WZW- and the minimal models fusion can be understood as a certain ring-like tensor product of the symmetry algebra. In this paper we generalize this analysis to arbitrary chiral algebras. We define the tensor product of conformal field theory in the general case and prove that it is associative and symmetric up to equivalence. We also determine explicitly the action of the chiral algebra on this tensor product. In the second part of the paper we demonstrate that this framework provides a powerful tool for calculating restrictions for the fusion rules of chiral algebras. We exhibit this for the case of the $W_{3}$-algebra and the $N=1$ and $N=2$ NS superconformal algebras.

    Corrected trapezoidal rules are proved for $\\int_a^b f(x)\\,dx$ under the assumption that $f"\\in L^p([a,b])$ for some $1\\leq p\\leq\\infty$. Such quadrature rules involve the trapezoidal rule modified by the addition of a term $k[f'(a)-f'(b)]$. The coefficient $k$ in the quadrature formula is found that minimizes the error estimates. It is shown that when $f'$ is merely assumed to be continuous then the optimal rule is the trapezoidal rule itself. In this case error estimates are in terms of the Alexiewicz norm. This includes the case when $f"$ is integrable in the Henstock--Kurzweil sense or as a distribution. All error estimates are shown to be sharp for the given assumptions on $f"$. It is shown how to make these formulas exact for all cubic polynomials $f$. Composite formulas are computed for uniform partitions.

    We derive explicit expressions for the sum rules of the eigenvalues of inhomogeneous strings with arbitrary density and with different boundary conditions. We show that the sum rule of order N may be obtained in terms of a diagrammatic expansion, with (N?1)!/2 independent diagrams. These sum rules are used to derive upper and lower bounds to the energy of the fundamental mode of an inhomogeneous string; we also show that it is possible to improve these approximations taking into account the asymptotic behavior of the spectrum and applying the Shanks transformation to the sequence of approximations obtained to the different orders. We discuss three applications of these results. -- Highlights: •We derive an explicit expression for the sum rules of an inhomogeneous string. •We obtain a diagrammatic representation for the sum rules of a given order. •We obtain precise bounds on the lowest eigenvalue of the string.

    In this paper we explore and develop a simple set of rules that apply to cutting, pasting, and folding honeycomb lattices. We consider origami-like structures that are extinsically flat away from zero-dimensional sources of Gaussian curvature and one-dimensional sources of mean curvature, and our cutting and pasting rules maintain the intrinsic bond lengths on both the lattice and its dual lattice. We find that a small set of rules is allowed providing a framework for exploring and building kirigami -- folding, cutting, and pasting the edges of paper.

    A current trend in spectrum regulation is to incorporate spectrum sharing through the design of spectrum access rules that support Dynamic Spectrum Access (DSA). This paper develops a decision-theoretic framework for regulators to assess the impacts of different decision rules on both primary and secondary operators. We analyze access rules based on sensing and exclusion areas, which in practice can be enforced through geolocation databases. Our results show that receiver-only sensing provides insufficient protection for primary and co-existing secondary users and overall low social welfare. On the other hand, using sensing information between the transmitter and receiver of a communication link, provides dramatic increases in system performance. The performance of using these link end points is relatively close to that of using many cooperative sensing nodes associated to the same access point and large link exclusion areas. These results are useful to regulators and network developers in understanding in developing rules for future DSA regulation.

    A new technique has recently been developed, in which the Maximum Entropy Method is used to analyze QCD sum rules. This approach has the virtue of being able to directly generate the spectral function of a given operator, without the need of making an assumption about its specific functional form. To investigate whether useful results can be extracted within this method, we have first studied the vector meson channel, where QCD sum rules are traditionally known to provide a valid description of the spectral function. Our results show a significant peak in the region of the experimentally observed {rho}-meson mass, which is in agreement with earlier QCD sum rules studies and suggests that the Maximum Entropy Method is a strong tool for analyzing QCD sum rules.

    The first year's operation of the Small Grants Program at a national scale was evaluated. The purpose of this management evaluation is to provide the headquarters Office of Inventions and Small Scale Technology and the ten regional program managers with findings and recommendations which will be useful to more effectively administer in the future. These conclusions are based on responses to a questionnaire from 197 program participants as well as personal interviews and telephone conversations with roughly half of the respondents. This report presents a compilation of case studies of projects which were funded during FY 78 and FY 79. These case studies focus on code issues (e.g., building, zoning, planning) that grantees may have dealt with. Possible problems that may have been encountered and resolution actions that grantees may have taken were researched. The results are presented in the form of a brief discussion of code issues followed by the case studies of relevant projects. The technological areas of interest are: Utility interconnection case studies, grants in which electric power is produced by small scale wind and hydroelectric facilities and for which interconnection with a utility grid is possible; Biomass case studies, grants involving composting and small scale methane production; and Geothermal case studies, grants in which either groundwater or the earth's thermal energy is used as a source for heating and cooling. Each case study provides a brief overview of a grantee's project including its objective, description, and benefits.

    We surveyed 113 astronomers and 82 psychologists active in applying for federally funded research on their grant-writing history between January, 2009 and November, 2012. We collected demographic data, effort levels, success rates, and perceived non-financial benefits from writing grant proposals. We find that the average proposal takes 116 PI hours and 55 CI hours to write; although time spent writing was not related to whether the grant was funded. Effort did translate into success, however, as academics who wrote more grants received more funding. Participants indicated modest non-monetary benefits from grant writing, with psychologists reporting a somewhat greater benefit overall than astronomers. These perceptions of non-financial benefits were unrelated to how many grants investigators applied for, the number of grants they received, or the amount of time they devoted to writing their proposals. In addition, the statement of work requested that a non-random selection of 20 grantees be developed. The non-random projects would be illustrated through case studies and would include examples of some of the Program's most successful projects. The study was to provide the Department with data to be used in preparing a report to Congress and the President containing the following: (1) an assessment of how well the Program achieved its objectives; (2) an assessment of how well the Program stimulated the overall use of appropriate technologies in various markets; (3) an overall energy savings impact of the Appropriate Technology Program, as well as other direct and indirect Program impacts including new technologies, products, devices, businesses, jobs, etc., developed as a result of the Program; (4) case studies of the 20 most successful grants and their actual or potential individual energy savings and other direct and indirect impacts; and (5) an identification and analyses of the factors that contributed to successful and unsuccessful grants, with recommendations for improvement of other similar governmental and non-governmental programs.

Unlike other model formats where text files need to be parsed, the information on the model is encoded into a Python module that can easily be linked to other computer codes.     We investigate the thermodynamics of melting for 74 distinct chemical elements including several actinides and rare earths. We find that the observed melting points are consistent with a linear relationship between the correlation entropy of the liquid and the Grueneisen constant of the solid, and that the Lindemann rule is well obeyed for the elements with simple structures and less well obeyed for the less symmetric more open structures. No special assumptions are required to explain the melting points of the rare earths or light actinides.

    Fusion rules in turbulence specify the analytic structure of many-point correlation functions of the turbulent field when a group of coordinates coalesce. We show that the existence of flux equilibrium in fully developed turbulent systems combined with a direct cascade induces universal fusion rules. In certain examples these fusion rules suffice to compute the multiscaling exponents exactly, and in other examples they give rise to an infinite number of scaling relations that constrain enormously the structure of the allowed theory.

    In a recent paper by Gomes and Adhikari (J.Phys B30 5987(1997)) a matrix formulation of the Bohr-Sommerfield quantization rule has been applied to the study of bound states in one dimension quantum wells. Here we study these potentials in the frame work of supersymmetric WKB (SWKB) quantization approximation and find that SWKB quantization rule is superior to the modified Bohr-Sommerfield or WKB rules as it exactly reproduces the eigenenergies.

    Many who speak of the end of the Cold War emphasize the warming of international relations when they speak of the momentous consequences of this event. According to this image, the half century since Trinity has been a period of sparse international communication during which the Eastern and Western blocs hibernated in their isolated dens of security alliances. Yet it is equally valid to consider the implications of the end of the war footing that has underlain the policies of all of the major military powers during the last fifty years. While meaningful international dialogue was in a state of relative lethargy during much of this period, the military establishments of the Great Powers were actively engaged in using as much force as possible in their efforts to control world affairs, short of triggering a nuclear holocaust. International discourse, at least in English, was rife with such military images as appeasement, containment, crisis stability, and tripwires. From the military posture of the U.S. and Russia a tense peace ironically emerged, but the terms by which decisions were made about controlling weapons of mass destruction (i.e., nuclear, chemical, and biological weapons) were the terms of war. The thesis of this paper is that the end of the Cold War marks a shift away from reliance on military might toward an international commitment to control weapons of mass destruction through the rule of law developed by John Rawls. The progression of agreements during this century to limit weapons of mass destruction testifies to this new development. A review of arms control agreements that the U.S. is a part of show clear growth of the rule of law as the world has left the Cold War.

    The Mississippi DOE EPSCoR planning grant committee identified three focus areas for a proposal submitted on January 25, 1995, to the US DOE: Human Resource Development, Environmental Synergisms from Fuel Mixtures of Tire Particles and Low Rank Coals, and Energy Efficient Heat Transfer Equipment and Materials. In the human resources are, efforts were undertaken to identify and develop linkages with educational institutions, national laboratories, and industries and to identify strategies for attracting and involving students in areas leading to technical careers. The fuel mixtures project was directed toward developing ways to combine scrap tire particles and lignite coal into a blended fuel that could be used in electric power generation. In the energy efficient heat transfer area, analytical and experimental investigations were planned to increase the efficiency of heat exchangers and insulating materials.

    The Hawaiian Community Geothermal Technology Program is unique. Under its auspices, heat and other by-products of Hawaii's high-temperature HGP-A geothermal well and power plant are not wasted. Instead, they form the backbone of a direct-heat grant program that reaches into the local community and encourages community members to develop creative uses for geothermal energy. A by-product of this approach is a broadened local base of support for geothermal energy development. With the experimental and precommercial work completed, most of the original grantees are looking for ways to continue their projects on a commercial scale by studying the economics of using geothermal heat in a full-scale business and researching potential markets. A geothermal mini-park may be built near the research center. In 1988, a second round of projects was funded under the program. The five new projects are: Geothermal Aquaculture Project - an experiment with low-cost propagation of catfish species in geothermally heated tanks with a biofilter; Media Steam Sterilization and Drying - an application of raw geothermal steam to shredded, locally-available materials such as coconut husks, which would be used as certified nursery growing media; Bottom-Heating System Using Geothermal Power for Propagation - a continuation of Leilani Foliage's project from the first round of grants, focusing on new species of ornamental palms; Silica Bronze - the use of geothermal silica as a refractory material in casting bronze artwork; and Electro-deposition of Minerals in Geothermal Brine - the nature and possible utility of minerals deposited from the hot fluid.

    There have been many attempts to derive continuum models for dense granular flow, but a general theory is still lacking. Here, we start with Mohr-Coulomb plasticity for quasi-2D granular materials to calculate (average) stresses and slip planes, but we propose a "stochastic flow rule" (SFR) to replace the principle of coaxiality in classical plasticity. The SFR takes into account two crucial features of granular materials - discreteness and randomness - via diffusing "spots" of local fluidization, which act as carriers of plasticity. We postulate that spots perform random walks biased along slip-lines with a drift direction determined by the stress imbalance upon a local switch from static to dynamic friction. In the continuum limit (based on a Fokker-Planck equation for the spot concentration), this simple model is able to predict a variety of granular flow profiles in flat-bottom silos, annular Couette cells, flowing heaps, and plate-dragging experiments -- with essentially no fitting parameters -- although it is only expected to function where material is at incipient failure and slip-lines are inadmissible. For special cases of admissible slip-lines, such as plate dragging under a heavy load or flow down an inclined plane, we postulate a transition to rate-dependent Bagnold rheology, where flow occurs by sliding shear planes. With different yield criteria, the SFR provides a general framework for multiscale modeling of plasticity in amorphous materials, cycling between continuum limit-state stress calculations, meso-scale spot random walks, and microscopic particle relaxation.

    Borel transformed QCD sum rules conventionally use a real valued parameter (the Borel mass) for specifying the exponential weight over which hadronic spectral functions are averaged. In this paper, it is shown that the Borel mass can be generalized to have complex values and that new classes of sum rules can be derived from the resulting averages over the spectral functions. The real and imaginary parts of these novel sum rules turn out to have damped oscillating kernels and potentially contain a larger amount of information on the hadronic spectrum than the real valued QCD sum rules. As a first practical test, we have formulated the complex Borel sum rules for the phi meson channel and have analyzed them using the maximum entropy method, by which we can extract the most probable spectral function from the sum rules without strong assumptions on its functional form. As a result, it is demonstrated that, compared to earlier studies, the complex valued sum rules allow us to extract the spectral function with a significantly improved resolution and thus to study more detailed structures of the hadronic spectrum than previously possible.

Using some properties of a modified version of the Borel transform, we develop a method of calculation of the gluonic corrections which can be easily extended to other similar reactions, such as proton Compton scattering. A preliminary comparison of the new sum rule with the pion form factor sum rule is made.

    We present the first experimental tests of the recently derived fusion rules for Navier-Stokes (N-S) turbulence. The fusion rules address the asymptotic properties of many-point correlation functions as some of the coordinates coalesce, and form an important ingredient of the nonperturbative statistical theory of turbulence. Here we test the fusion rules when the spatial separations lie within the inertial range, and find good agreement between experiment and theory. An unexpected result is a simple linear law for the Laplacian of the velocity fluctuation conditioned on velocity increments across large separations.

    A sum rule which relates a stress-energy tensor correlator to thermodynamic functions is examined within the context of a simple nonconformal gravity dual. Such a sum rule was previously derived using AdS/CFT for conformal N=4 supersymmetric Yang-Mills theory, but we show that it does not generalize to the nonconformal theory under consideration. We provide a generalized sum rule and numerically verify its validity. A useful by-product of the calculation is the computation of the spectral density in a strongly coupled nonconformal theory. Qualitative features of the spectral densities and implications for lattice measurements of transport coefficients are discussed.

    This report reviews 84 projects conducted with DOE funding. The projects cover a number of energy-related topics, including biomass conversion, solar energy, wind energy, energy education, energy conservation, and recycling. In an effort to assist DOE-Chicago in analyzing what types of grantees were more successful and why, the projects were ranked and grouped by several variables. To determine if particular characteristics functioned to make one project more successful than another, several statistical tests were conducted. While the results of quantitative testing are somewhat offset by the subjective nature of the project rankings, some patterns did seem to develop: The overall distribution of the projects showed a normal division: 23% superior, 55% average, and 23% poor. No particular grantee type was significantly more successful than the others, but colleges and universities did have fewer highly ranked projects than any other group. Michigan had proportionately more superior projects; Illinois and Ohio proportionately fewer. Grant awards over $40,000 yielded fewer superior projects.

    Machine learning has emerged as a important tool for separating signal events from associated background in high energy particle physics experiments. This paper describes a new machine learning method based on ensembles of rules. Each rule consists of a conjuction of a small number of simple statements (''cuts'') concerning the values of individual input variables. These rule ensembles produce predictive accuracy comparable to the best methods. However their principal advantage lies in interpretation. Because of its simple form, each rule is easy to understand, as is its influence on the predictive model. Similarly, the degree of relevance of each of the respective input variables can be assessed. Graphical representations are presented that can be used to ascertain the dependence of the model jointly on the variables used for prediction.

    ELAN is a powerful language and environment for specifying and prototyping deduction systems in a language based on rewrite rules controlled by strategies. Timed automata is a class of continuous real-time models of reactive systems for which efficient model-checking algorithms have been devised. In this paper, we show that these algorithms can very easily be prototyped in the ELAN system. This paper argues through this example that rewriting based systems relying on rules and strategies are a good framework to prototype, study and test rather efficiently symbolic model-checking algorithms, i.e. algorithms which involve combination of graph exploration rules, deduction rules, constraint solving techniques and decision procedures.

    In system development life cycle (SDLC), a system model can be developed using Data Flow Diagram (DFD). DFD is graphical diagrams for specifying, constructing and visualizing the model of a system. DFD is used in defining the requirements in a graphical view. In this paper, we focus on DFD and its rules for drawing and defining the diagrams. We then formalize these rules and develop the tool based on the formalized rules. The formalized rules for consistency check between the diagrams are used in developing the tool. This is to ensure the syntax for drawing the diagrams is correct and strictly followed. The tool automates the process of manual consistency check between data flow diagrams.

    Thirty-eight winners and 45 losers of HUD solar water heater grants in the Florida panhandle were interviewed in 1978 concerning their experiences, and their solar installations were inspected. Operational problems were mostly attributable to control system failure. Grantees were generally pleased with the subsidy program. Grant recipients were not typical of the general public, in that they were mostly middle-aged, well-educated, reasonably affluent people who had a technical background, liked to do things on their own, and were fairly sophisticated so far as energy problems were concerned. It may be that the grant program is not having a great effect on solar energy commercialization, except perhaps in terms of publicity; the recipients generally would have installed systems without a grant, and most of the losers had gone ahead with a solar installation or were planning to do so.

    Lattice sum rules are checked using lattice perturbation theory. The action sum rule gives a relation between the quark-antiquark potential, its logarithmic derivative with respect to distance and the expectation value of the action; the energy sum rule expresses the potential as the sum of the energy in the gluon fields and of an anomalous term. Two different independent calculations of the quark-antiquark potential are presented, and the transversality of the gluonic vacuum polarization on the lattice is proven. The crucial part of the action sum rule is an identity whose explicit check using perturbation theory provides methods and results which are useful for checking the energy sum rule. Additionally, the gauge invariance of the expectation value of the Wilson loop up to next-to-leading order is proven. The possibility of restricting the expectation value of the action to one fixed time slice is discussed. The energy sum rule is checked perturbatively up to next-to-leading order and shown to be satisfied with good numerical accuracy. The various contributions to the quark-antiquark potential are analyzed, and the restriction of the expectation value of the sum over all spatial plaquettes (the energy in the magnetic fields) to one fixed time slice is examined.

    The sandstones in the Brushy Basin Member of the Morrison Formation (Jurassic) are the ore-bearing horizons of the eastern Smith Lake area. The Brushy Basin Member in this district consists of three sandstones with interbedded mudstones. Only the lower two sandstones contain ore. The sandstones are fine to coarse grained, well rounded, and arkosic, representing continental stream sediments. The lower sandstone contains rollfront ore. The redox interface is laterally extensive and well defined, extending at least 7 mi (11 km) west of the Bluewater fault zone. The ore generally occurs at the redox boundary but occasionally will be up to 1500 ft (450 m) updip. Limonitic alteration, where present, is downdip from the hematitic zone and is 100-1,500 ft (30 to 450 m) wide. The middle sandstone contains both trend ore and roll-front ore. The trend ore occurs downdip from the redox front in unoxidized ground. The redox front in the middle sand is also laterally extensive but displays a wedge shape, rather than a C shape. The clay assemblages of the two types of ore are different: the trend ore occurs in sands with the pore spaces filled with kaolinite; the roll-front ore is associated with altered illite-montmorillonite as grain coatings. Hematitic alteration is asociated with the latter. A second stage of kaolinite coats the illite-montmorillonite. Two periods of mineralization are suggested, but no absolute dates are known. The trend ore is the oldest (Jurassic) and is similar to the ore found in unoxidized ground elsewhere in the Grants region. The rollfront ore could be Laramide or post-Laramide because of its association with local Laramide structures.

    The Law of Corresponding States has been demonstrated for a number of pure substances and binary mixtures, and provides evidence that the transport properties viscosity and diffusion can be determined from a molecular shape function, often taken to be a Lennard-Jones 12-6 potential, that requires two scaling parameters: a well depth {var_epsilon}{sub ij} and a collision diameter {sigma}{sub ij}, both of which depend on the interacting species i and j. We obtain estimates for {var_epsilon}{sub ij} and {sigma}{sub ij} of interacting species by finding the values that provide the best fit to viscosity data for binary mixtures, and compare these to calculated parameters using several 'combining rules' that have been suggested for determining parameter values for binary collisions from parameter values that describe collisions of like molecules. Different combining rules give different values for {sigma}{sub ij} and {var_epsilon}{sub ij} and for some mixtures the differences between these values and the best-fit parameter values are rather large. There is a curve in ({var_epsilon}{sub ij}, {sigma}{sub ij}) space such that parameter values on the curve generate a calculated viscosity in good agreement with measurements for a pure gas or a binary mixture. The various combining rules produce couples of parameters {var_epsilon}{sub ij}, {sigma}{sub ij} that lie close to the curve and therefore generate predicted mixture viscosities in satisfactory agreement with experiment. Although the combining rules were found to underpredict the viscosity in most of the cases, Kong's rule was found to work better than the others, but none of the combining rules consistently yields parameter values near the best-fit values, suggesting that improved rules could be developed.

    The analysis presented in this paper verifies which of the mixing rules are best for real components of interstellar dust in possible wide range of wavelengths.The DDA method with elements of different components with various volume fractions has been used. We have considered 6 materials: ice, amorphous carbon, graphite, SiC, silicates and iron, and the following mixing rules: Maxwell-Garnett, Bruggeman, Looyenga, Hanay and Lichtenecker which must satisfy rigorous bounds. The porous materials have also been considered. We have assumed simplified spatial distribution, shape and size of inclusions. The criteria given by \\citet{draine1988} have been used to determine the range of wavelengths for the considered mixtures in order to calculate the ${\\rm Q_{ext}}$ using the DDA. From all chosen mixing rules for the examined materials in majority of cases (13 out of 20) the best results have been obtained using the Lichtenecker mixing rule. In 5 cases this rule is better for some volume fraction of inclusions.

    On February 8, 2008, a three-judge panel on the D.C. Circuit of the U.S. Court of Appeals issued a decision to vacate the Clean Air Mercury Rule (CAMR). In its ruling, the panel cited the history of hazardous air pollutant regulation under Section 112 of the Clean Air Act (CAA). Section 112, as written by Congress, listed emitted mercury as a hazardous air pollutant that must be subject to regulation unless it can be proved harmless to public welfare and the environment. In 2000, the Environmental Protection Agency ruled that mercury was indeed hazardous and must be regulated under Section 112 and, therefore, subjected to the best available control technology for mitigation.

    We derive a sum rule relating various electromagnetic properties of a spin-1/2 particle and consider its empirical implications for the proton. Given the measured values of the proton anomalous magnetic moment, electric and magnetic charge radii, the slope of the first moment of the spin structure function $g_1$, and the recently determined proton spin polarizability $\\gamma_{E1M2}$, the sum rule yields a constraint on the low-momentum behavior of a generalized polarizability appearing in virtual Compton scattering. With the help of the presently ongoing measurements of different electromagnetic observables at the MAMI, Jefferson Lab, and HI$\\gamma$S facilities, the sum rule will provide a model-independent test of the low-energy spin structure of the nucleon.

    We find the fusion rules for the c_{p,1} series of logarithmic conformal field theories. This completes our attempts to generalize the concept of rationality for conformal field theories to the logarithmic case. A novelty is the appearance of negative fusion coefficients which can be understood in terms of exceptional quantum group representations. The effective fusion rules (i.e. without signs and multiplicities) resemble the BPZ fusion rules for the virtual minimal models with conformal grid given via c = c_{3p,3}. This leads to the conjecture that (almost) all minimal models with c = c_{p,q}, gcd(p,q) > 1, belong to the class of rational logarithmic conformal field theories.

    Fusion rules in turbulence address the asymptotic properties of many-point correlation functions when some of the coordinates are very close to each other. Here we put to experimental test some non-trivial consequences of the fusion rules for scalar correlations in turbulence. To this aim we examine passive turbulent advection as well as convective turbulence. Adding one assumption to the fusion rules one obtains a prediction for universal conditional statistics of gradient fields. We examine the conditional average of the scalar dissipation field $\\left$ for $R$ in the inertial range, and find that it is linear in $T(\\B.r+\\B.R)-T(\\B.r)$ with a fully determined proportionality constant. The implications of these findings for the general scaling theory of scalar turbulence are discussed.

    We study the spectra of the hybrid mesons containing one heavy quark ($q\\bar{Q}g$) within the framework of QCD sum rules in the heavy quark limit. The derived sum rules are stable with the variation of the Borel parameter within their corresponding working ranges. The extracted binding energy for the heavy hybrid doublets $H^h(S^h)$ and $M^h(T^h)$ is almost degenerate. We also calculate the pionic couplings between these heavy hybrid and the conventional heavy meson doublets using the light-cone QCD sum rule method. The extracted coupling constants are rather small as a whole. With these couplings we make a rough estimate of the partial widths of these pionic decay channels.

    We derive non-perturbative sum rules in SU($N$) lattice gauge theory at finite temperature. They relate the susceptibilities of the trace anomaly and energy-momentum tensor to temperature derivatives of the thermodynamic potentials. Two of them have been derived previously in the continuum and one is new. In all cases, at finite latttice spacing there are important corrections to the continuum sum rules that are only suppressed by the bare coupling $g_0^2$. We also show how the discretization errors affecting the thermodynamic potentials can be controlled by computing these susceptibilities.

    The generalization to N=1 superconformal minimal models of the relation between the modular transformation matrix and the fusion rules in rational conformal field theories, the Verlinde theorem, is shown to provide complete information about the fusion rules, including their fermionic parity. The results for the superconformal Tricritical Ising and Ashkin-Teller models agree with the known rational conformal formulation. The Coulomb gas description of correlation functions in the Ramond sector of N=1 minimal models is also discussed and a previous formulation is completed.

    On June 29, 2004, the Environmental Protection Agency issued a comprehensive final rule regulating emissions from nonroad diesel engines and sulfur content in nonroad diesel fuel. The nonroad fuel market makes up more than 18% of the total distillate pool. The rule applies to new equipment covering a broad range of engine sizes, power ratings, and equipment types. There are currently about 6 million pieces of nonroad equipment operating in the United States, and more than 650,000 new units are sold each year.

    Productions of waste containers, waste forms and, consequently, waste packages are based on the regulations issued by the German Federal Ministry for the Environment and on the repository storage criteria of the Federal Office for Radiation Protection. Waste treatment facilities must install quality assurance systems and introduce detailed conditioning rules in order to verify these requirements. The conditioning rules incorporate descriptions of all conditioning steps as well as instructions to operators; they are laid down in conditioning manuals. By way of example, the procedure for evaporator concentrate cementation is outlined.

    For inhomogeneous classical Coulomb fluids in thermal equilibrium, like the jellium or the two-component Coulomb gas, there exists a variety of exact sum rules which relate the particle one-body and two-body densities. The necessary condition for these sum rules is that the Coulomb fluid possesses good screening properties, i.e. the particle correlation functions or the averaged charge inhomogeneity, say close to a wall, exhibit a short-range (usually exponential) decay. In this work, we study equilibrium statistical mechanics of an electric double layer with counter-ions only, i.e. a globally neutral system of equally charged point-like particles in the vicinity of a plain hard wall carrying a fixed uniform surface charge density of opposite sign. At large distances from the wall, the one-body and two-body counter-ion densities go to zero slowly according to the inverse-power law. In spite of the absence of screening, all known sum rules are shown to hold for two exactly solvable cases of the present system: in the weak-coupling Poisson-Boltzmann limit (in any spatial dimension larger than one) and at a special free-fermion coupling constant in two dimensions. This fact indicates an extended validity of the sum rules and provides a consistency check for reasonable theoretical approaches.

The report also presents historical data on Federally assisted noise compatibility projects and funding levels in fiscal years 1982 - 1987. A literature search was conducted and parties involved with airport-noise compatibility planning and project implementation were consulted to identify proposals currently not eligible for grant assistance and the reasons for their ineligibility. The report concludes with recommendations to make eligibility criteria more flexible and to provide clearer guidance to parties involved with noise compatibility project formulation, evaluation and implementation.
