    While the Court's objections to Mississippi's ratable-take rules as applied to interstate pipelines are clear, conservation lawyers have concerns about the impact of the Transco decision upon state interests in oil and gas conservation and because the decision does not clarify the limits of preemption of state conservation legislation. A variety of state regulatory legislation challenges will likely result in different contexts.     Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    This Final Technical Report provides a concise retrospective and summary of all facets of the Sheldon Jackson College electrical Infrastructure Renovation portion of the Indian River Hydroelectric Project Grant of the City and Borough of Sitka, Alaska. The Project Overview describes the origins of the project, the original conditions that provided the impetus for the grant funding, how the grant amendment was developed, the conceptual design development, and the actual parameters of the final project as it went out to bid. The Project Overview also describes the ''before and after'' conditions of the project. The Objectives division of this Final Technical Report describes the amendment-funded goals of the project. It also describes the milestones of project development and implementation, as well as, the rationale behind the milestone array. The Description of Activities Performed division of this report provides an in-depth chronological analysis of progressive project implementation. Photographs will provide further illustration of particular functional aspects of the renovation project within project parameters. The Conclusions and Recommendations division of this report provides a comprehensive retrospective analysis of the project.

    Lorentz ordering (causality) implies the following rule: for any given energy p0 of a system there is a certain interval c0 on x0 so that their product is the Lorentz ordering constant L It means p0c0 = L. The constant L=hc. Hence Planck constant h in a similar way as c are both consequences of Lorentz metric. The basic ideas are: 1. Lorentz metric implies that x0 must represent a length like the other components of x in X 2. The dual metric space X* is well defined since the Lorentz metric tensor is not singular. The components of the vectors p in X*are interpreted as representing energy. The properties of the physical systems that are direct consequences of the detailed structure of X and X*, and so expressed through the Lorentz Limit L are presented.

    The Residential Solar Data Center project staff in the Center for Building Technology, National Bureau of Standards, has been responsible for the establishment and operation of a computerized data base containing non-instrumented residential data generated by the Solar Heating and Cooling Demonstration Program sponsored by the Department of Energy (DoE) and the Department of Housing and Urban Development (HUD).     A parallel processing system for production rule programs utilizes a host processor for storing production rule right hand sides (RHS) and a plurality of rule processors for storing left hand sides (LHS). The rule processors operate in parallel in the recognize phase of the system recognize -Act Cycle to match their respective LHS's against a stored list of working memory elements (WME) in order to find a self consistent set of WME's. The list of WME is dynamically varied during the Act phase of the system in which the host executes or fires rule RHS's for those rules for which a self-consistent set has been found by the rule processors. The host transmits instructions for creating or deleting working memory elements as dictated by the rule firings until the rule processors are unable to find any further self-consistent working memory element sets at which time the production rule system is halted.

The objective of this audit was to determine whether the DOE received final deliverables, detailing grantee accomplishments and expenditure of funds, in accordance with Federal and Departmental policies and procedures. The Code of Federal Regulations requires that grants benefit the general public. This is demonstrated through technical and/or financial reports that each grantee is usually required to deliver. These reports describe the final results of the grant effort. In spite of this requirement, many grantees did not provide final technical and/or financial reports. For example, at the five procurement offices audited, it is projected that the Department had not received final deliverables on 718 inactive grants valued at about $232 million. In other cases, officials inappropriately extended performance periods so that the grant instrument would continue to be classified as active. This non-reporting occurred because the Department did not effectively implement existing procedures or establish other monitoring procedures that ensured grantees fulfilled their grant obligations. Specifically, the Department did not establish procedures to withhold payment if a grantee failed to comply with grant terms and conditions. In addition, the Department did not defer additional awards to grantees that had not met the tenons and conditions of prior grants and inappropriately extended grant performance periods for excessive periods of time. Further, Departmental personnel waived reporting requirements in order to close out grant awards.

    The Emergency Management Performance Grant (EMPG) Program provides federal funds to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. sect. 762) and the Robert T.     The cellular automata with local permutation invariance are considered. We show that in the two-state case the set of such automata coincides with the generalized Game of Life family. We count the number of equivalence classes of the rules under consideration with respect to permutations of states. This reduced number of rules can be efficiently generated in many practical cases by our C program. Since a cellular automaton is a combination of a local rule and a lattice, we consider also maximally symmetric two-dimensional lattices.     Corrected trapezoidal rules are proved for $\\int_a^b f(x)\\,dx$ under the assumption that $f"\\in L^p([a,b])$ for some $1\\leq p\\leq\\infty$. Such quadrature rules involve the trapezoidal rule modified by the addition of a term $k[f'(a)-f'(b)]$. The coefficient $k$ in the quadrature formula is found that minimizes the error estimates. It is shown that when $f'$ is merely assumed to be continuous then the optimal rule is the trapezoidal rule itself. In this case error estimates are in terms of the Alexiewicz norm. This includes the case when $f"$ is integrable in the Henstock--Kurzweil sense or as a distribution. All error estimates are shown to be sharp for the given assumptions on $f"$. It is shown how to make these formulas exact for all cubic polynomials $f$. Composite formulas are computed for uniform partitions.

    In this paper we explore and develop a simple set of rules that apply to cutting, pasting, and folding honeycomb lattices. We consider origami-like structures that are extinsically flat away from zero-dimensional sources of Gaussian curvature and one-dimensional sources of mean curvature, and our cutting and pasting rules maintain the intrinsic bond lengths on both the lattice and its dual lattice. We find that a small set of rules is allowed providing a framework for exploring and building kirigami -- folding, cutting, and pasting the edges of paper.

    A current trend in spectrum regulation is to incorporate spectrum sharing through the design of spectrum access rules that support Dynamic Spectrum Access (DSA). This paper develops a decision-theoretic framework for regulators to assess the impacts of different decision rules on both primary and secondary operators. We analyze access rules based on sensing and exclusion areas, which in practice can be enforced through geolocation databases. Our results show that receiver-only sensing provides insufficient protection for primary and co-existing secondary users and overall low social welfare. On the other hand, using sensing information between the transmitter and receiver of a communication link, provides dramatic increases in system performance. The performance of using these link end points is relatively close to that of using many cooperative sensing nodes associated to the same access point and large link exclusion areas. These results are useful to regulators and network developers in understanding in developing rules for future DSA regulation.

    The first year's operation of the Small Grants Program at a national scale was evaluated. The purpose of this management evaluation is to provide the headquarters Office of Inventions and Small Scale Technology and the ten regional program managers with findings and recommendations which will be useful to more effectively administer in the future. These conclusions are based on responses to a questionnaire from 197 program participants as well as personal interviews and telephone conversations with roughly half of the respondents. This report presents a compilation of case studies of projects which were funded during FY 78 and FY 79. These case studies focus on code issues (e.g., building, zoning, planning) that grantees may have dealt with. Possible problems that may have been encountered and resolution actions that grantees may have taken were researched. The results are presented in the form of a brief discussion of code issues followed by the case studies of relevant projects. The technological areas of interest are: Utility interconnection case studies, grants in which electric power is produced by small scale wind and hydroelectric facilities and for which interconnection with a utility grid is possible; Biomass case studies, grants involving composting and small scale methane production; and Geothermal case studies, grants in which either groundwater or the earth's thermal energy is used as a source for heating and cooling. Each case study provides a brief overview of a grantee's project including its objective, description, and benefits.

This formalism greatly facilitates the evaluation of amplitudes in the CHY representation at one-loop order, without the need to explicitly sum over the solutions to the loop-level scattering equations.

    The authors discuss how nuclear plants in the United States have taken actions to respond to the NRC Station Blackout Rule, 10CFR50.63. The rule requires that each light water cooled nuclear power plant licensed to operate must be able to withstand for a specified duration and recover from a station blackout. Station blackout is defined as the complete loss of a-c power to the essential and non-essential switch-gear buses in a nuclear power plant. A station blackout results from the loss of all off-site power as well as the on-site emergency a-c power system. There are two basic approaches to meeting the station blackout rule. One is to cope with a station blackout independent of a-c power. Coping, as it is called, means the ability of a plant to achieve and maintain a safe shutdown condition. The second approach is to provide an alternate a-c power source (AAC).

    The scope of this study included the selection of a random sample of 90 Appropriate Technology grant projects for review, which would ensure an overall, objective analysis of the Program. In addition, the statement of work requested that a non-random selection of 20 grantees be developed. The non-random projects would be illustrated through case studies and would include examples of some of the Program's most successful projects. The study was to provide the Department with data to be used in preparing a report to Congress and the President containing the following: (1) an assessment of how well the Program achieved its objectives; (2) an assessment of how well the Program stimulated the overall use of appropriate technologies in various markets; (3) an overall energy savings impact of the Appropriate Technology Program, as well as other direct and indirect Program impacts including new technologies, products, devices, businesses, jobs, etc., developed as a result of the Program; (4) case studies of the 20 most successful grants and their actual or potential individual energy savings and other direct and indirect impacts; and (5) an identification and analyses of the factors that contributed to successful and unsuccessful grants, with recommendations for improvement of other similar governmental and non-governmental programs.

    The National Association of Counties Research, Inc. (NACoR) energy team developed a questionnaire on the Institutional Buildings Grant Program (IBGP) and distributed it to every county government in the country. Responses were received from approximately 600 counties in 47 states (a response rate of about 20%). After completing a preliminary review of the questionnaire findings, NACoR conducted six case studies to identify the various methods state energy offices and county governments used to implement the IBGP. The case studies presented here are divided into two groups: examples of successful state IBGP's - New York, Washington, and Wisconsin; and examples of unsuccessful state IBGP's - California, North Carolina, and South Carolina.     Many who speak of the end of the Cold War emphasize the warming of international relations when they speak of the momentous consequences of this event. According to this image, the half century since Trinity has been a period of sparse international communication during which the Eastern and Western blocs hibernated in their isolated dens of security alliances. Yet it is equally valid to consider the implications of the end of the war footing that has underlain the policies of all of the major military powers during the last fifty years. While meaningful international dialogue was in a state of relative lethargy during much of this period, the military establishments of the Great Powers were actively engaged in using as much force as possible in their efforts to control world affairs, short of triggering a nuclear holocaust. International discourse, at least in English, was rife with such military images as appeasement, containment, crisis stability, and tripwires. From the military posture of the U.S. and Russia a tense peace ironically emerged, but the terms by which decisions were made about controlling weapons of mass destruction (i.e., nuclear, chemical, and biological weapons) were the terms of war. The thesis of this paper is that the end of the Cold War marks a shift away from reliance on military might toward an international commitment to control weapons of mass destruction through the rule of law developed by John Rawls. The progression of agreements during this century to limit weapons of mass destruction testifies to this new development. A review of arms control agreements that the U.S. is a part of show clear growth of the rule of law as the world has left the Cold War.

DOE also proposed changes to narrow acceptable payback periods and to deny coverage of certain types of equipment or alternatives to energy audits. The requirement that users take title to equipment installed is a problem for energy service companies and investors who want the tax benefits of ownership. It is also difficult to meet the requirement to state final savings at the start of a project. DOE seeks comments on savings-based financing.

    The Hawaiian Community Geothermal Technology Program is unique. Under its auspices, heat and other by-products of Hawaii's high-temperature HGP-A geothermal well and power plant are not wasted. Instead, they form the backbone of a direct-heat grant program that reaches into the local community and encourages community members to develop creative uses for geothermal energy. A by-product of this approach is a broadened local base of support for geothermal energy development. With the experimental and precommercial work completed, most of the original grantees are looking for ways to continue their projects on a commercial scale by studying the economics of using geothermal heat in a full-scale business and researching potential markets. A geothermal mini-park may be built near the research center. In 1988, a second round of projects was funded under the program. The five new projects are: Geothermal Aquaculture Project - an experiment with low-cost propagation of catfish species in geothermally heated tanks with a biofilter; Media Steam Sterilization and Drying - an application of raw geothermal steam to shredded, locally-available materials such as coconut husks, which would be used as certified nursery growing media; Bottom-Heating System Using Geothermal Power for Propagation - a continuation of Leilani Foliage's project from the first round of grants, focusing on new species of ornamental palms; Silica Bronze - the use of geothermal silica as a refractory material in casting bronze artwork; and Electro-deposition of Minerals in Geothermal Brine - the nature and possible utility of minerals deposited from the hot fluid.

    Considerable effort has been devoted to deriving the Born rule (e.g. that $|\\psi(x)|^2 dx$ is the probability of finding a system, described by $\\psi$, between $x$ and $x + dx$) in quantum mechanics. Here we show that the Born rule is not solely quantum mechanical; rather, it arises naturally in the Hilbert space formulation of {\\it classical} mechanics as well. These results provide new insights into the nature of the Born rule, and impact on its understanding in the framework of quantum mechanics.

    ELAN is a powerful language and environment for specifying and prototyping deduction systems in a language based on rewrite rules controlled by strategies. Timed automata is a class of continuous real-time models of reactive systems for which efficient model-checking algorithms have been devised. In this paper, we show that these algorithms can very easily be prototyped in the ELAN system. This paper argues through this example that rewriting based systems relying on rules and strategies are a good framework to prototype, study and test rather efficiently symbolic model-checking algorithms, i.e. algorithms which involve combination of graph exploration rules, deduction rules, constraint solving techniques and decision procedures.

    Hanson's market scoring rules allow us to design a prediction market that still gives useful information even if we have an illiquid market with a limited number of budget-constrained agents. Each agent can "move" the current price of a market towards their prediction. While this movement still occurs in multi-outcome or multidimensional markets we show that no market-scoring rule, under reasonable conditions, always moves the price directly towards beliefs of the agents. We present a modified version of a market scoring rule for budget-limited traders, and show that it does have the property that, from any starting position, optimal trade by a budget-limited trader will result in the market being moved towards the trader's true belief. This mechanism also retains several attractive strategic properties of the market scoring rule.

    A brief review of two classes of rule-based expert systems is presented, followed by a detailed analysis of potential sources of parallelism at the production or rule level, the subrule level (including match, select, and act parallelism), and at the search level (including AND, OR, and stream parallelism). The potential amount of parallelism from each source is discussed and characterized in terms of its granularity, inherent serial constraints, efficiency, speedup, dynamic behavior, and communication volume, frequency, and topology. Subrule parallelism will yield, at best, two- to tenfold speedup, and rule level parallelism will yield a modest speedup on the order of 5 to 10 times. Rule level can be combined with OR, AND, and stream parallelism in many instances to yield further parallel speedups.

    Lattice sum rules are checked using lattice perturbation theory. The action sum rule gives a relation between the quark-antiquark potential, its logarithmic derivative with respect to distance and the expectation value of the action; the energy sum rule expresses the potential as the sum of the energy in the gluon fields and of an anomalous term. Two different independent calculations of the quark-antiquark potential are presented, and the transversality of the gluonic vacuum polarization on the lattice is proven. The crucial part of the action sum rule is an identity whose explicit check using perturbation theory provides methods and results which are useful for checking the energy sum rule. Additionally, the gauge invariance of the expectation value of the Wilson loop up to next-to-leading order is proven. The possibility of restricting the expectation value of the action to one fixed time slice is discussed. The energy sum rule is checked perturbatively up to next-to-leading order and shown to be satisfied with good numerical accuracy. The various contributions to the quark-antiquark potential are analyzed, and the restriction of the expectation value of the sum over all spatial plaquettes (the energy in the magnetic fields) to one fixed time slice is examined.

    This report reviews 84 projects conducted with DOE funding. The projects cover a number of energy-related topics, including biomass conversion, solar energy, wind energy, energy education, energy conservation, and recycling. In an effort to assist DOE-Chicago in analyzing what types of grantees were more successful and why, the projects were ranked and grouped by several variables. To determine if particular characteristics functioned to make one project more successful than another, several statistical tests were conducted. While the results of quantitative testing are somewhat offset by the subjective nature of the project rankings, some patterns did seem to develop: The overall distribution of the projects showed a normal division: 23% superior, 55% average, and 23% poor. No particular grantee type was significantly more successful than the others, but colleges and universities did have fewer highly ranked projects than any other group. Michigan had proportionately more superior projects; Illinois and Ohio proportionately fewer. Grant awards over $40,000 yielded fewer superior projects.

    Thirty-eight winners and 45 losers of HUD solar water heater grants in the Florida panhandle were interviewed in 1978 concerning their experiences, and their solar installations were inspected. Operational problems were mostly attributable to control system failure. Grantees were generally pleased with the subsidy program. Grant recipients were not typical of the general public, in that they were mostly middle-aged, well-educated, reasonably affluent people who had a technical background, liked to do things on their own, and were fairly sophisticated so far as energy problems were concerned. It may be that the grant program is not having a great effect on solar energy commercialization, except perhaps in terms of publicity; the recipients generally would have installed systems without a grant, and most of the losers had gone ahead with a solar installation or were planning to do so.

    QCD sum rules of the nucleon channel are reanalyzed, using the maximum entropy method (MEM). This new approach, based on the Bayesian probability theory, does not restrict the spectral function to the usual "pole + continuum"-form, allowing a more flexible investigation of the nucleon spectral function. Making use of this flexibility, we are able to investigate the spectral functions of various interpolating fields, finding that the nucleon ground state mainly couples to an operator containing a scalar diquark. Moreover, we formulate the Gaussian sum rule for the nucleon channel and find that it is more suitable for the MEM analysis to extract the nucleon pole in the region of its experimental value, while the Borel sum rule does not contain enough information to clearly separate the nucleon pole from the continuum.

    On February 8, 2008, a three-judge panel on the D.C. Circuit of the U.S. Court of Appeals issued a decision to vacate the Clean Air Mercury Rule (CAMR). In its ruling, the panel cited the history of hazardous air pollutant regulation under Section 112 of the Clean Air Act (CAA). Section 112, as written by Congress, listed emitted mercury as a hazardous air pollutant that must be subject to regulation unless it can be proved harmless to public welfare and the environment. In 2000, the Environmental Protection Agency ruled that mercury was indeed hazardous and must be regulated under Section 112 and, therefore, subjected to the best available control technology for mitigation.

    Clean Air Interstate Rule (CAIR) is a cap-and-trade program promulgated by the Environmental Protection Agency in 2005, covering 28 eastern U.S. states and the District of Columbia. It was designed to reduce sulfur dioxide (SO2) and nitrogen oxide (NOx) emissions in order to help states meet their National Ambient Air Quality Standards (NAAQS) for ozone and particulate matter (PM2.5) and to further emissions reductions already achieved through the Acid Rain Program and the NOx State Implementation Plan call program. The rule was set to commence in 2009 for seasonal and annual NOx emissions and in 2010 for SO2 emissions.

    On June 29, 2004, the Environmental Protection Agency issued a comprehensive final rule regulating emissions from nonroad diesel engines and sulfur content in nonroad diesel fuel. The nonroad fuel market makes up more than 18% of the total distillate pool. The rule applies to new equipment covering a broad range of engine sizes, power ratings, and equipment types. There are currently about 6 million pieces of nonroad equipment operating in the United States, and more than 650,000 new units are sold each year.

    We derive non-perturbative sum rules in SU($N$) lattice gauge theory at finite temperature. They relate the susceptibilities of the trace anomaly and energy-momentum tensor to temperature derivatives of the thermodynamic potentials. Two of them have been derived previously in the continuum and one is new. In all cases, at finite latttice spacing there are important corrections to the continuum sum rules that are only suppressed by the bare coupling $g_0^2$. We also show how the discretization errors affecting the thermodynamic potentials can be controlled by computing these susceptibilities.

    Neutrino mass sum rules are an important class of predictions in flavour models relating the Majorana phases to the neutrino masses. This leads, for instance, to enormous restrictions on the effective mass as probed in experiments on neutrinoless double beta decay. While up to now these sum rules have in practically all cases been taken to hold exactly, we will go here beyond that. After a discussion of the types of corrections that could possibly appear and elucidating on the theory behind neutrino mass sum rules, we estimate and explicitly compute the impact of radiative corrections, as these appear in general and thus hold for whole groups of models. We discuss all neutrino mass sum rules currently present in the literature, which together have realisations in more than 50 explicit neutrino flavour models. We find that, while the effect of the renormalisation group running can be visible, the qualitative features do not change.     This analysis responds to a request from the Department of Energy Office of Energy Efficiency and Renewable Energy (DOE-EERE) to the National Renewable Energy Laboratory (NREL) to estimate the direct and indirect jobs and economic impacts of projects supported by the §1603 Treasury grant program. The analysis employs the Jobs and Economic Development Impacts (JEDI) models to estimate the gross jobs, earnings, and economic output supported by the construction and operation of solar photovoltaic (PV) and large wind (greater than 1 MW) projects funded by the §1603 grant program. Through November 10, 2011, the §1603 grant program has provided approximately $9.0 billion in funds to over 23,000 PV and large wind projects, comprising 13.5 GW of electric generating capacity.

    This report documents the California Energy Commission's administration of its Geothermal Development Grant Program for Local Governments. The Energy Commission established this program as a result of the passage of Assembly Bill 1905 (Bosco) in 1980. This legislation established the mechanism to distribute the state's share of revenues received from the leasing of federal mineral reserves for geothermal development. The federal government deposits these revenues in the Geothermal Resources Development Account (GRDA) created by AB 1905. The state allocates funds from the GRDA to the California Parklands and Renewable Resources Investment Fund, the counties of origin where the federal leases are located, and the Energy Commission. The legislation further directs the Energy Commission to disburse its share as grants to local governments to assist with the planning and development of geothermal resources. Activities which are eligible for funding under the Energy Commission's grant program include resource development projects, planning and feasibility studies, and activities to mitigate the impacts of existing geothermal development.

Specifically, the grant funded graduate students who participated in the nuclear engineering course opinions. The contract provided for a number of research stipends and student salaries for graduates working with industrial partners affiliated with the CENTER/NEP program (i.e., Envirocare, E-cubed, Aerotest, Little Mountain/Boeing). When necessary, supplies were purchased that supported these student activities. No funds were distributed for faculty or staff salaries.

An analysis of the possible markets for AT projects was undertaken to determine the financial, informational, and energy needs and requirements of various market segments.

    We present experimental findings on the flow rule for granular flows on a rough inclined plane using various materials including sand and glass beads of various sizes and four types of copper particles with different shapes. We characterize the materials by measuring $h_s$ (the thickness at which the flow subsides) as a function of the plane inclination $\\theta$ on various surfaces. Measuring the surface velocity $u$ of the flow as a function of flow thickness $h$, we find that for sand and glass beads the Pouliquen flow rule $u/\\sqrt{gh} \\sim \\beta h/h_s$ provides reasonable but not perfect collapse of the $u(h)$ curves measured for various $\\theta$ and mean particle diameter $d$. Improved collapse is obtained for sand and glass beads by using a recently proposed scaling of the form $u/\\sqrt{gh} =\\beta \\cdot h \\tan^2\\theta /h_s\\ \\tan^2\\theta_1$ where $\\theta_1$ is the angle at which the $h_s(\\theta)$ curves diverge. Measuring the slope $\\beta$ for ten different sizes of sand and glass beads, we find a systematic, strong increase of $\\beta$ with the divergence angle $\\theta_1$ of $h_s$. The copper materials with different shapes are not well described by either flow rule with $u \\sim h^{3/2}$.

    This paper describes a design rule checking (DRC) tool developed as an aid for designing microelectromechanical structures (MEMS) using AutoCAD running on a Windows NT workstation. The application suite, MEMSdrc, consists of: a graphical user interface integrated into AutoCAD to invoke DRC, translation and interface software to communicate with a commercial IC layout design checking software package, and routines to interactively display and review the results. The user interface provides the capability to select a checking window area and specific DRC rules to be applied to the design. The MEMS structures, defined as 2D AutoCAD geometry are translated first into DXF format, then to GDSII format. A remote process transfers the files to a Unix workstation where Mentor Graphics ICverify is invoked to perform the layout design rule checks. Upon completion, the results are translated into DXF geometry and returned back to the Windows NT workstation to be overlaid onto the original design. A set of icons are provided for the user to interactively review the results inside of AutoCAD using a first/next/previous technique.

    At the request of the Chairman, Subcommittee on Oversight and Investigations, House Committee on Energy and Commerce, GAO reviewed EPA's procedures for ensuring grantee compliance with Section 105 provisions and EPA regulations and determined whether grantees are, in fact, meeting these requirements. GAO reviewed all 235 grants awarded from fiscal years 1979 through 1982 at 3 of EPA's 10 regional offices to determine whether consultation, supplementing, and level-of-effort requirements were being met. Those grants represented about 35% of the $340 million in grant funds awarded nationwide during that 4-year period. GAO also reviewed fiscal year 1982 expenditures (the latest data available at the time of GAO's review) for six grantees - two in each of the three regions - to determine whether the grant funds were properly spent and reported. GAO also visited three other grantees for further review after determining that EPA records did not contain a justification as to why those grantees' levels of effort had not been maintained. GAO found that the three EPA regions reviewed were consulting with state officials and were satisfied that supplanting did not occur, as required by the Clean Air Act. On the other hand, GAO found that two of the three EPA regions had not ensured that all grantees complied with the level-of-effort requirement of the act or EPA's reporting requirements. EPA officials believed the problems GAO found could exist in other regions not included in this review.

    We provide a theoretical basis for understanding the spin structure of the proton in terms of the spin and orbital angular momenta of free quarks and gluons in Feynman's parton picture. We show that each term in the Jaffe-Manohar spin sum rule can be related to the matrix element of a gauge-invariant, but frame-dependent operator through a matching formula in large-momentum effective field theory. We present all the matching conditions for the spin content at one-loop order in perturbation theory, which provide a basis to calculate parton orbital angular momentum in lattice QCD at leading logarithmic accuracy.

    On February 9, 2007, the Environmental Protection Agency (EPA) released its MSAT2 rule, which will establish controls on gasoline, passenger vehicles, and portable fuel containers. The controls are designed to reduce emissions of benzene and other hazardous air pollutants. Benzene is a known carcinogen, and the EPA estimates that mobile sources produced more than 70% of all benzene emissions in 1999. Other mobile source air toxics, including 1,3-butadiene, formaldehyde, acetaldehyde, acrolein, and naphthalene, also are thought to increase cancer rates or contribute to other serious health problems.

    Recently, Italian urban planning research in the field of seismic risk mitigation are renewing. In particular, it promotes strategies that integrate urban rehabilitation and aseismic objectives, and also politicizes that are directed to revitalizes urban systems, coupling physical renewal and socio-economic development.In Italy the first law concerning planning for seismic mitigation dates back 1974, the law n. 64 'Regulation for buildings with particular rules for the seismic areas' where the rules for buildings in seismic areas concerning also the local hazard. This law, in fact, forced the municipalities to acquire, during the formation of the plans, a preventive opinion of compatibility between planning conditions and geomorphology conditions of the territory. From this date the conviction that the seismic risk must be considered inside the territorial planning especially in terms of strategies of mitigation has been strengthened.The town planners have started to take an interest in seismic risk in the [80]s when the Irpinia's earthquake took place. The researches developed after this earthquake have established that the principal cause of the collapse of buildings are due to from the wrong location of urban settlements (on slopes or crowns) After Irpinia's earthquake the first researches on seismic risk mitigation, in particular on the aspects related to the hazards and to the urban vulnerability were made.

    This document reports the results of DOE grant DE-FE07-93ID3220 to the University of Idaho. The subject grant is the first phase of a project that has the objective to develop a method of spraying materials on a substrate in a controlled manner to eliminate the waste and hazardous material generation inherent in present plating processes. The project is considering plasma spraying of metal on a substrate using magneto-hydrodynamics to control the plasma/metal stream. The process being developed is considering the use of commercially available plasma torches to generate the plasma/metal stream. The plasma stream is collimated and directed using magnetic forces to the extent required for precise control of the deposition material. The plating process may be accomplished without waste and without generating hazardous waste. The project will be completed in phases. Phase one of the project, the subject of this grant, is the development of an analytical model that can be used to determine the feasibility of the process and to design a laboratory scale demonstration unit. The results of this phase of the project will provide clear data to demonstrate the theoretical feasibility of building and testing a laboratory demonstration unit. The contracted time is complete, and the research is still continuing. This report provides the results obtained to date. As the model and calculations are completed those results will also be provided.

    This study considers the impact of a measurement system that meets an L:1 rule on various quality activities. These activities include inspection, acceptance sampling, and control charting. A measurement system that meets a 10:1 rule performs much better than one that meets a 4:1 rule. R code is provided so that the practitioner is able to evaluate these activities to his or her particular situation.

    The neutron and proton single-particle spectral functions in asymmetric nuclear matter fulfill energy weighted sum rules. The validity of these sum rules within the self-consistent Green's function approach is investigated. The various contributions to these sum rules and their convergence as a function of energy provide information about correlations induced by the realistic interaction between the nucleons. These features are studied as a function of the asymmetry of nuclear matter.
