    The purpose of this handbook is to provide information that will enable designers, builders, and homeowners to understand foundation design problems and solutions. The foundation of a house is a somewhat invisible and sometimes ignored component of the building. It is increasingly evident, however, that attention to good foundation design and construction has significant benefits to the homeowner and the builder, and can avoid some serious future problems.     In this paper, we introduce the foundation of a fractal topological space constructed via a family of nested topological spaces endowed with subspace topologies, where the number of topological spaces involved in this family is related to the appearance of new structures on it. The greater the number of topological spaces we use, the stronger the subspace topologies we obtain. The fractal manifold model is brought up as an illustration of space that is locally homeomorphic to the fractal topological space.

    Significant energy savings will result from compliance to the foundation insulation recommendations in ASHRAE Standard 90.2P, /open quotes/Energy Efficient Design of New, Low-Rise Residential Buildings/close quotes/ (ASHRAE 1987). This paper summarizes an assessment of current US energy savings from foundation insulation and estimates future savings resulting from broad-scale adoption of ASHRAE 90.2P. The assessment is based on the premise that the detailed analysis behind ASHRAE 90.2P and its systematic method of determining insulation levels in a balanced manner will allow it to become the accepted base energy performance standard for all residential construction. The total energy currently being saved by foundation insulation (30% of 1.7 million new units) in one year's worth of new housing starts in the United States is estimated at 9.6 /times/ 10/sup 12/ Btu/yr (10.1 PJ/yr (petajoule = 10/sup 15/ joule)). The full compliance with ASHRAE 90.2P leads to more than a doubling of current foundation insulation energy savings. The extrapolation of existing practice and the addition of other contributions resulting from compliance with ASHRAE 90.2 lead to an estimated energy savings by the year 2010 between 0.38 and 0.45 quad/yr (400 and 475 PJ/yr (quad = 10/sup 15/ Btu)). 11 refs., 14 tabs., 7 figs.

The foundation wall structure includes a foundation wall having an interior and exterior surface and a porous medium disposed around a portion of the exterior surface. The structure further includes a modular barrier disposed around a portion of the porous medium. The modular barrier is substantially removable from the hydrogeologic environment.

    Phononic crystal is now used to control acoustic waves. When the crystal goes to a larger scale, it is called periodic structure. The band gaps of the periodic structure can be reduced to range from 0.5?Hz to 50?Hz. Therefore, the periodic structure has potential applications in seismic wave reflection. In civil engineering, the periodic structure can be served as the foundation of upper structure. This type of foundation consisting of periodic structure is called periodic foundation. When the frequency of seismic waves falls into the band gaps of the periodic foundation, the seismic wave can be blocked. Field experiments of a scaled two dimensional (2D) periodic foundation with an upper structure were conducted to verify the band gap effects. Test results showed the 2D periodic foundation can effectively reduce the response of the upper structure for excitations with frequencies within the frequency band gaps. When the experimental and the finite element analysis results are compared, they agree well with each other, indicating that 2D periodic foundation is a feasible way of reducing seismic vibrations.

    Building science research supports installing exterior (soil side) foundation insulation as the optimal method to enhance the hygrothermal performance of new homes. With exterior foundation insulation, water management strategies are maximized while insulating the basement space and ensuring a more even temperature at the foundation wall. However, such an approach can be very costly and disruptive when applied to an existing home, requiring deep excavation around the entire house. The NorthernSTAR Building America Partnership team implemented an innovative, minimally invasive foundation insulation upgrade technique on an existing home. The approach consisted of using hydrovac excavation technology combined with a liquid insulating foam. The team was able to excavate a continuous 4" wide by 4' to 5' deep trench around the entire house, 128 linear feet, except for one small part under the stoop that was obstructed with concrete debris. The combination pressure washer and vacuum extraction technology also enabled the elimination of large trenches and soil stockpiles normally produced by backhoe excavation. The resulting trench was filled with liquid insulating foam, which also served as a water-control layer of the assembly. The insulation was brought above grade using a liquid foam/rigid foam hybrid system and terminated at the top of the rim joist. Cost savings over the traditional excavation process ranged from 23% to 50%. The excavationless process could result in even greater savings since replacement of building structures, exterior features, utility meters, and landscaping would be minimal or non-existent in an excavationless process.

    The Foundation House, planned to house half a dozen nonprofit foundations, will be constructed on 64th Street just east of Central Park in Manhattan, New York. It is in a Landmark District and designed by the architectural firm of Henry George Greene, AIA of Scarsdale, NY (project architect, David Wasserman). The 20,000-square foot building of five floors above ground and two below, will illustrate how energy-savings technology and environmentally sensitive construction methods can be economical. The heating and cooling system, including refrigeration requirements for the freezers and refrigerators in the commercial kitchen, will be provided by geothermal heat pumps using standing column wells. The facility is the first building on the island of Manhattan to feature geothermal heating and cooling. The mechanical system has been the assistance of Carl Orio`s firm of Water & Energy Systems corporation of Atkinson, New Hampshire. The two 1550-foot standing column wells were drilled by John Barnes of Flushing, NY.

    This short note is intended to review the foundations of mechanics, trying to present them with the greatest mathematical and conceptual clarity. It was attempted to remove most of inessential, even parasitic issues, which can hide the true nature of basic principles. The pursuit of that goal results in an improved understanding of some topics such as constrained systems, the nature of time or the relativistic forces. The Sr\\"odinger and Klein-Gordon equations appear as conditions fulfilled by certain types of classical solutions of the field equations although the meaning of quantum equations is not, even remotely, exhausted by these cases. A part of this note comes from previous works.

    The nRules are empirical regularities that were discovered in macroscopic situations where the outcome is known. When they are projected theoretically into the microscopic domain they predict a novel ontology including the frequent collapse of an atomic wave function, thereby defining an nRule based foundation theory. Future experiments can potentially discriminate between this and other foundation theories of (non-relativistic) quantum mechanics. Important features of the nRules are: (1) they introduce probability through probability current rather than the Born rule, (2) they are valid independent of size (micro or macroscopic), (3) they apply to individual trials, not just to ensembles of trials. (4) they allow all observers to be continuously included in the system without ambiguity, (5) they account for the collapse of the wave function without introducing new or using old physical constants, and (6) in dense environments they provide a high frequency of stochastic localizations of quantum mechanical objects. Key words: measurement, stochastic choice, state reduction.

    Access to foundational energy performance data is key to improving the efficiency of the built environment. However, stakeholders often lack access to what they perceive as credible energy performance data. Therefore, even if a stakeholder determines that a product would increase efficiency, they often have difficulty convincing their management to move forward. Even when credible data do exist, such data are not always sufficient to support detailed energy performance analyses, or the development of robust business cases. One reason for this is that the data parameters that are provided are generally based on the respective industry norms. Thus, for mature industries with extensive testing standards, the data made available are often quite detailed. But for emerging technologies, or for industries with less well-developed testing standards, available data are generally insufficient to support robust analysis. However, even for mature technologies, there is no guarantee that the data being supplied are the same data needed to accurately evaluate a product?s energy performance. To address these challenges, the U.S. Department of Energy funded development of a free, publically accessible Web-based portal, the Technology Performance Exchange(TM), to facilitate the transparent identification, storage, and sharing of foundational energy performance data. The Technology Performance Exchange identifies the intrinsic, technology-specific parameters necessary for a user to perform a credible energy analysis and includes a robust database to store these data. End users can leverage stored data to evaluate the site-specific performance of various technologies, support financial analyses with greater confidence, and make better informed procurement decisions.

    Recent analysis of offshore wind turbine foundations using both applicable API and IEC standards show that the total load demand from wind and waves is greatest in wave driven storms. Further, analysis of overturning moment loads (OTM) reveal that impact forces exerted by breaking waves are the largest contributor to OTM in big storms at wind speeds above the operating range of 25 m/s. Currently, no codes or standards for offshore wind power generators have been adopted by the Bureau of Ocean Energy Management Regulation and Enforcement (BOEMRE) for use on the Outer Continental Shelf (OCS). Current design methods based on allowable stress design (ASD) incorporate the uncertainty in the variation of loads transferred to the foundation and geotechnical capacity of the soil and rock to support the loads is incorporated into a factor of safety. Sources of uncertainty include spatial and temporal variation of engineering properties, reliability of property measurements applicability and sufficiency of sampling and testing methods, modeling errors, and variability of estimated load predictions. In ASD these sources of variability are generally given qualitative rather than quantitative consideration. The IEC 61400‐3 design standard for offshore wind turbines is based on ASD methods. Load and resistance factor design (LRFD) methods are being increasingly used in the design of structures. Uncertainties such as those listed above can be included quantitatively into the LRFD process. In LRFD load factors and resistance factors are statistically based. This type of analysis recognizes that there is always some probability of failure and enables the probability of failure to be quantified. This paper presents an integrated approach consisting of field observations and numerical simulation to establish the distribution of loads from breaking waves to support the LRFD of fixed offshore foundations.

    We point out that a new mechanism for radiation should exist if the Bohm theory of quantum mechanics is taken seriously. By traversing a quantum potential, an electron will necessarily be accelerated and radiate. For an illustration, we show that in the double-slit experiment this radiation yields a characteristic spectrum and a distinct pattern on the screen that is complementary to the pattern of the electrons. Experimentally, either the existence or the nonexistence of such a radiation would have important implications for the foundations of quantum mechanics.

    This paper addresses foundational issues related to quantum computing. The need for a universally valid theory such as quantum mechanics to describe to some extent its own validation is noted. This includes quantum mechanical descriptions of systems that do theoretical calculations (i.e. quantum computers) and systems that perform experiments. Quantum robots interacting with an environment are a small first step in this direction. Quantum robots are described here as mobile quantum systems with on-board quantum computers that interact with environments. Included are discussions on the carrying out of tasks and the division of tasks into computation and action phases. Specific models based on quantum Turing machines are described. Differences and similarities between quantum robots plus environments and quantum computers are discussed.

We will analyze three representative operations: the FORTRAN 90 intrinsic SPREAD, the FORTRAN 90 intrinsic SUM and the parallel prefix operator SCAN. By formulating the operations as linear transformations, we hope to be able to apply linear algebraic techniques to reorder and to factor both these transformations and higher level user functions that call these primitives. Several applications of this technique will be discussed. Perhaps the most surprising was simple code that sped up the SPREAD intrinsic on the CM-200 by a factor of up to 6 and the SUM intrinsic by a factor of up to 20. This speedup had immediate and dramatic impact on many parallel programs. The SUM intrinsic was also sped up on the CM-5.

    For a dense and strongly interacting system, such as a nucleus or a strongly-coupled quark-gluon plasma, the foundation of hydrodynamics can be better found in the quantum description of constituents moving in the strong mean fields generated by all other particles. Using the result that the Schroedinger equation and the Klein-Gordon equation can be written in hydrodynamical forms, we find that the probability currents of the many-body system in the mean-field description obey a hydrodynamical equation with stress tensors arising from many contributions: quantum effects, mean-field interactions, and thermal fluctuations. The influence of various contributions to the hydrodynamical motion is expected to vary with the temperature, as the quantum and mean-field stress tensors playing more important roles at low and moderate temperatures.

    We present a novel derivation of both the Minkowski metric and Lorentz transformations from the consistent quantification of a causally ordered set of events with respect to an embedded observer. Unlike past derivations, which have relied on assumptions such as the existence of a 4-dimensional manifold, symmetries of space-time, or the constant speed of light, we demonstrate that these now familiar mathematics can be derived as the unique means to consistently quantify a network of events. This suggests that space-time need not be physical, but instead the mathematics of space and time emerges as the unique way in which an observer can consistently quantify events and their relationships to one another. The result is a potential foundation for emergent space-time.

    We review a recent approach to the foundations of quantum mechanics inspired by quantum information theory. The approach is based on a general framework, which allows one to address a large class of physical theories which share basic information-theoretic features. We first illustrate two very primitive features, expressed by the axioms of causality and purity-preservation, which are satisfied by both classical and quantum theory. We then discuss the axiom of purification, which expresses a strong version of the Conservation of Information and captures the core of a vast number of protocols in quantum information. Purification is a highly non-classical feature and leads directly to the emergence of entanglement at the purely conceptual level, without any reference to the superposition principle. Supplemented by a few additional requirements, satisfied by classical and quantum theory, it provides a complete axiomatic characterization of quantum theory for finite dimensional systems.

    Dualities are often supposed to be foundational, but they may come into conflict with background independence, because a hidden fixed structures is needed to define the duality transformation. This conflict can be eliminated by extending a duality to a triality. This renders that fixed structure dynamical, while unifying it with the dual variables. To illustrate this, we study matrix models with a cubic action, and show how breaking its natural triality symmetry by imposing different compactifications yields particle mechanics, string theory and Chern-Simons theory. These result from compactifying, respectively, one, two and three dimensions. This may explain the origin of Born's duality between position and momenta operators in quantum theory, as well as some of the the dualities of string theory.

    This report describes the activities and results of a Sandia LDRD project whose objective was to develop and demonstrate foundational aspects of a next-generation nuclear reactor safety code that leverages advanced computational technology. The project scope was directed towards the systems-level modeling and simulation of an advanced, sodium cooled fast reactor, but the approach developed has a more general applicability. The major accomplishments of the LDRD are centered around the following two activities. (1) The development and testing of LIME, a Lightweight Integrating Multi-physics Environment for coupling codes that is designed to enable both 'legacy' and 'new' physics codes to be combined and strongly coupled using advanced nonlinear solution methods. (2) The development and initial demonstration of BRISC, a prototype next-generation nuclear reactor integrated safety code. BRISC leverages LIME to tightly couple the physics models in several different codes (written in a variety of languages) into one integrated package for simulating accident scenarios in a liquid sodium cooled 'burner' nuclear reactor. Other activities and accomplishments of the LDRD include (a) further development, application and demonstration of the 'non-linear elimination' strategy to enable physics codes that do not provide residuals to be incorporated into LIME, (b) significant extensions of the RIO CFD code capabilities, (c) complex 3D solid modeling and meshing of major fast reactor components and regions, and (d) an approach for multi-physics coupling across non-conformal mesh interfaces.

    In this note we show that a "dynamical" interaction for arbitrary spin can be constructed in a straightforward way if gauge and Lorentz transformations are placed on the same foundation. As Lorentz transformations act on space-time coordinates, gauge transformations are applied to the gauge field. Placing these two transformations on the same ground means that all quantized field like spin-1/2 and spin-3/2 spinors are functions not only of the coordinates but also of the gauge field components. This change of perspective solves a couple of problems occuring for higher spin fields like the loss of causality, bad high-energy properties and the deviation of the gyromagnetic ratio from its constant value g=2 for any spin, as caused by applying the minimal coupling. Starting with a "dynamical" interaction, a non-minimal coupling can be derived which is consistent with causality, the expectation for the gyromagnetic ratio, and well-behaved for high energies. As a consequence, on this stage the (elektromagnetic) gauge field has to be considered as classical field. Therefore, standard quantum field theory cannot be applied. Despite this inconvenience, such a common ground is consistent with an old dream of physicists almost a century ago. Our approach, therefore, indicates a straightforward way to realize this dream.

    This paper is a progress report on the foundations for the canonical proper-time approach to relativistic quantum theory. We first review the the standard square-root equation of relativistic quantum theory, followed by a review of the Dirac equation, providing new insights into the physical properties of both. We then introduce the canonical proper-time theory. For completeness, we give a brief outline of the canonical proper-time approach to electrodynamics and mechanics, and then introduce the canonical proper-time approach to relativistic quantum theory. This theory leads to three new relativistic wave equations. In each case, the canonical generator of proper-time translations is strictly positive definite, so that it represents a particle. We show that the canonical proper-time extension of the Dirac equation for Hydrogen gives results that are consistently closer to the experimental data, when compared to the Dirac equation. However, these results are not sufficient to account for either the Lamb shift or the anomalous magnetic moment.

    For almost 10 years the US Department of Energy (DOE) has sponsored a small research effort with. the objective of working with the building industry to see that cost-effective foundation insulation levels are installed in all US buildings. One of the first discoveries in 1983--1984 was that less than 5% of the existing buildings had foundation insulation and less than 30% of new construction included foundation insulation. After producing foundation handbooks, actively working with energy code and standards groups (ASHRAE and Council of American Building Officials: Model Energy Code Committee) conducting told experiments, and developing computer models for predicting energy savings has any measurable progress been made toward the fulfillment of this DOE objective Also, in order to derive maximum energy savings impact for this ongoing research activity, market feedback of progress toward attainment of the objective is needed.     The U.S. Department of Energy (DOE) recognizes the need to transform the energy infrastructure of the U.S. and elsewhere to systems that can drastically reduce environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources. Thus, DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options. A concept being advanced by the DOE Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) is tighter coupling of nuclear and renewable energy sources in a manner that produces new energy currency for the combined electricity grid, industrial manufacturing, and the transportation energy sectors. This integration concept has been referred to as a ďhybrid systemĒ that is capable of providing the right type of energy, at the right time, in the right place. At the direction of DOE-NE and DOE-EERE leadership, project leads at Idaho National Laboratory (INL), National Renewable Energy Laboratory (NREL) and Massachusetts Institute of Technology (MIT) have identified and engaged stakeholders in discussing integrated energy systems that would optimize renewable and nuclear energy integration on a region-by-region basis. Subsequent work will entail conduct of technical, economic, environmental and socio-political evaluations of the leading integrated system options based on a set of criteria established with stakeholder input. The Foundational Workshop for Integrated Nuclear Ė Renewable Energy Systems was organized around the following objectives: 1. Identify and refine priority region-specific opportunities for integrated nuclear-renewable energy systems in the U.S.; 2. Select Figures of Merit (FOM) to rank and prioritize candidate systems; 3.     This paper documents a procedure which can be used to determine the optimum foundation insulation levels for new, low-rise residential buildings. This procedure has been used to develop the recommended foundation insulation levels for ASHRAE Standard 90.2P, entitled Energy Efficient Design of New, Low-Rise Residential Buildings. Basements, crawlspaces and slab-on-grade construction are addressed, as well as floors above unheated spaces. The assumptions on which this study is based, such as the economic parameters and the energy load calculation model are discussed, and optimum foundation insulation levels are included for all locations in the US. One of the major findings of this analysis is that at least some insulation is cost effective for all the foundation types in most climates. This is not consistent with predominate building construction practices. Foundation insulation recommendations included in previous ASHRAE standards for new residential construction were not based on the same criteria as the recommendations for the above grade envelope components. The systematic procedure described in this paper can be used to determine foundation insulation levels that are consistent with above grade conservation measures on an economic basis.

    The mission of the Department of Energy (DOE), Richland Operations Office (Richland) is to safely manage legacy wastes, develop and deploy science and technology, and provide stewardship of the Hanford Site (Site). To accomplish its mission, Richland employs five prime contractors: Fluor Daniel Hanford, Inc. (Fluor Daniel); Bechtel Hanford, Inc. (Bechtel); Battelle-Pacific Northwest National Laboratory (Battelle); Hanford Environmental Health Foundation; and BNFL, Inc. Some of these contractors, in turn, have multiple subcontractors. To operate the Site, contractors need to use numerous services, such as telecommunications, copying, and photography. Richland directed certain contractors to provide these and other services, called site services, for the benefit of all contractors and assigned responsibility for optimal utilization of these services to its Site Infrastructure Division (SID). In the past, the Office of Inspector General (OIG) audited several site services, including groundwater monitoring, protective forces, personnel security clearances, railroad services, and fleet management.     The foundation of a house is a sometimes ignored component of the building because of its low visibility. It is increasingly evident, however, that attention to good foundation design and construction significantly benefits the homeowner and the builder by mitigating future problems. Good foundation design and construction practice involves not only insulating to save energy but also providing effective structural design as well as moisture, termite, and radon control techniques as appropriate. Energy efficiency in housing is augmented by use of exterior slab and basement insulation, but high moisture content in the insulation material has led to concerns about its durability. The activity under this task was to extract six different exterior insulation systems that were characterized at installation and have been in the ground for 9 months to 15 years. R-value and moisture content were measured and inspections conducted for evidence of termite intrusion or deterioration. Based on the results, the durability of the various systems has been documented and assessments made of which systems appear to be best practice. Heat flux and temperature measurement data had been archived for some of the exterior insulation tests, thereby providing a unique opportunity to assess energy-saving performance and durability over the long term. The results show that the durability of foundation insulation systems depends on insulation type as well as on foundation type and local boundary conditions, the latter of which may have a marked influence on the durability of energy-saving performance.

    This paper presents DynaBot, a domain-specific web service discovery system. The core idea of the DynaBot service discovery system is to use domain-specific service class descriptions powered by an intelligent Deep Web crawler. In contrast to current registry-based service discovery systems--like the several available UDDI registries--DynaBot promotes focused crawling of the Deep Web of services and discovers candidate services that are relevant to the domain of interest. It uses intelligent filtering algorithms to match services found by focused crawling with the domain-specific service class descriptions. We demonstrate the capability of DynaBot through the BLAST service discovery scenario and describe our initial experience with DynaBot.

    The Library Services Alliance is a unique multi-type library consortium committed to resource sharing. As a voluntary association of university and governmental laboratory libraries supporting scientific research, the Alliance has become a leader in New Mexico in using cooperative ventures to cost-effectively expand resources supporting their scientific and technical communities. During 1994, the alliance continued to expand on their strategic planning foundation to enhance access to research information for the scientific and technical communities. Significant progress was made in facilitating easy access to the on-line catalogs of member libraries via connections through the Internet. Access to Alliance resources is now available via the World Wide Web and Gopher, as well as links to other databases and electronic information. This report highlights the accomplishments of the Alliance during calendar year 1994.

    A new type of ground heat exchanger that utilizes the excavation often made for basements or foundations has been proposed as an alternative to conventional ground heat exchangers. This article describes a numerical model that can be used to size these foundation heat exchanger (FHX) systems. The numerical model is a two-dimensional finite-volume model that considers a wide variety of factors, such as soil freezing and evapotranspiration. The FHX numerical model is validated with one year of experimental data collected at an experimental house located near Oak Ridge, Tennessee. The model shows good agreement with the experimental data-heat pump entering fluid temperatures typically within 1 C (1.8 F) - with minor discrepancies due to approximations, such as constant moisture content throughout the year, uniform evapotranspiration over the seasons, and lack of ground shading in the model.

    The effect of foundation embedment on fundamental period and damping of buildings has been the title of several researches in three past decades. A review of the literature reveals some discrepancies between proposed formulations for dynamic characteristics of soil-embedded foundation-structure systems that raise the necessity of more investigation on this issue. Here, first a set of approximate polynomial equations for soil impedances, based on numerical data calculated from well known cone models, are presented. Then a simplified approach is suggested to calculate period and damping of the whole system considering soil medium as a viscoelastic half space. The procedure includes both material and radiation damping while frequency dependency of soil impedance functions is not ignored. Results show that soil-structure interaction can highly affect dynamic properties of system. Finally the results are compared with one of the commonly referred researches.
