The Great Lakes Renewable Energy Association conducted a program to explore the development of Renewable Energy Portfolio Standards and Renewable Energy Certificate Markets in the Midwest. The initiative represented the collaboration between the four state energy offices of Illinois, Indiana, Michigan and Ohio, the Great Lakes Renewable Energy Association (GLREA) and the Clean Energy State Alliance (CESA). Using Supercomputers to Speed Execution of the CAISO/PLEXOS 33% RPS Study

The study's official title is 'ISO Study of Operational Requirements and Market Impacts at 33% Renewable Portfolio Standard (RPS).' The stated objectives are twofold: (1) identifying operational requirements and resource options to reliably operate the ISO-controlled grid under a 33% RPS in 2020; and (2) inform market, planning, and policy/regulatory decisions by the ISO, state agencies, market participants, and other stakeholders. The first of these objectives requires the hourly estimates of integration requirements, measured in terms of operational ramp, load following and regulation capacity and ramp rates, as well as additional capacity to resolve operational violations. It also involves consideration of other variables that affect the results, such as the impact of different mixes of renewable technologies, and the impact of forecasting error and variability. The second objective entails supporting the CPUC to identify long-term procurement planning needs, costs, and options, as well as informing other decisions made by the CPUC and state agencies. For the ISO itself this includes informing state-wide transmission planning needs for renewables up to a 33% RPS, and informing design of wholesale markets for energy and ancillary services to facilitate provision of integration capacities. The study is designed in two phases. The first (current) phase is focused on operational requirements and addressing these requirements with existing and new conventional fossil generation; for instance, gas turbines and/or combined cycle units. The second (planned) phase will address the same operational requirements with a combination of conventional fossil generation resources, new non-generation resources, and a renewable resource dispatch. There are seven different scenarios considered in the current phase: a 20% RPS reference case; four 33% RPS cases (a reference case, a high out-of-state case, a high distributed generation case, and a low load case); an alternative 27.5% RPS case; and an all-gas case (no new renewables after 2008). In addition, the CPUC is planning a new set of cases that will alter the anticipated sets of runs.

Feed-in tariff (FIT) policies are implemented in more than 40 countries around the world and are cited as the primary reason for the success of the German and Spanish renewable energy markets. As a result of that success, FIT policy proposals are starting to gain traction in several U.S. states and municipalities. Experience from Europe is also beginning to demonstrate that properly designed FITs may be more cost-effective than renewable portfolio standards (RPS), which make use of competitive solicitations. This article explores the design and operation of feed-in tariff policies, including a FIT policy definition, payment-structure options, and payment differentiation. The article also touches on the potential interactions between FIT policies and RPS policies at the state level.

Observations on the Optimality Tolerance in the CAISO 33% RPS Model

In 2008 Governor Schwarzenegger of California issued an executive order requiring that 33 percent of all electricity in the state in the year 2020 should come from renewable resources such as wind, solar, geothermal, biomass, and small hydroelectric facilities. This 33% renewable portfolio standard (RPS) was further codified and signed into law by Governor Brown in 2011. To assess the market impacts of such a requirement, the California Public Utilities Commission (CPUC) initiated a study to quantify the cost, risk, and timing of achieving a 33% RPS by 2020. The California Independent System Operator (CAISO) was contracted to manage this study. The production simulation model used in this study was developed using the PLEXOS software package, which allows energy planners to optimize long-term system planning decisions under a wide variety of system constraints. In this note we describe our observations on varying the optimality tolerance in the CAISO 33% RPS model. In particular, we observe that changing the optimality tolerance from .05% to .5% leads to solutions over 5 times faster, on average, producing very similar solutions with a negligible difference in overall distance from optimality.

Twenty-one states and the District of Columbia have adopted mandatory renewables portfolio standards (RPS) over the last ten years. Renewable energy attributes-such as the energy source, conversion technology, plant location and vintage, and emissions-are usually required to verify compliance with these policies, sometimes through attributes bundled with electricity, and sometimes with the attributes unbundled from electricity and traded separately as renewable energy certificates (RECs). This report summarizes the treatment of renewable energy attributes in state RPS rules. Its purpose is to provide a source of information for states considering RPS policies, and also to draw attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance. Three specific issues are addressed: (1) the degree to which unbundled RECs are allowed under existing state RPS programs and the status of systems to track RECs and renewable energy attributes; (2) definitions of the renewable energy attributes that must be included in order to meet state RPS obligations, including the treatment of available emissions allowances; and (3) state policies on whether renewable energy or RECs sold through voluntary green power transactions may count towards RPS obligations.

This report contains an evaluation of the storage conditions required for several key components and/or systems of the Radioisotope Power Systems (RPS) Program at the Idaho National Laboratory (INL). These components/systems (transportation equipment, i.e., type ‘B’ shipping casks and the radioisotope thermo-electric generator transportation systems (RTGTS), the unfueled convertors, i.e., multi-hundred watt (MHW) and general purpose heat source (GPHS) RTGs, and fueled convertors of several types) are currently stored in several facilities at the Materials and Fuels Complex (MFC) site. For various reasons related to competing missions, inherent growth of the RPS mission at the INL and enhanced efficiency, it is necessary to evaluate their current storage situation and recommend the approach that should be pursued going forward for storage of these vital RPS components and systems. The reasons that drive this evaluation include, but are not limited to the following: 1) conflict with other missions at the INL of higher priority, 2) increasing demands from the INL RPS Program that exceed the physical capacity of the current storage areas and 3) the ability to enhance our current capability to care for our equipment, decrease maintenance costs and increase the readiness posture of the systems.

1998 Environmental Management Science Program Annual Report

The Environmental Management Science Program (EMSP) is a collaborative partnership between the DOE Office of Environmental Management (EM), Office of Science (DOE-SC), and the Idaho Operations Office (DOE-ID) to sponsor basic environmental and waste management related research. Results are expected to lead to reduction of the costs, schedule, and risks associated with cleaning up the nation's nuclear complex. The EMSP research portfolio addresses the most challenging technical problems of the EM program related to high level waste, spent nuclear fuel, mixed waste, nuclear materials, remedial action, decontamination and decommissioning, and health, ecology, or risk. The EMSP was established in response to a mandate from Congress in the fiscal year 1996 Energy and Water Development Appropriations Act. Congress directed the Department to ''provide sufficient attention and resources to longer-term basic science research which needs to be done to ultimately reduce cleanup costs, develop a program that takes advantage of laboratory and university expertise, and seek new and innovative cleanup methods to replace current conventional approaches which are often costly and ineffective''. This mandate followed similar recommendations from the Galvin Commission to the Secretary of Energy Advisory Board. The EMSP also responds to needs identified by National Academy of Sciences experts, regulators, citizen advisory groups, and other stakeholders.

The Defense Special Weapons Agency (DSWA) manages a congressionally mandated program in advanced thermionics research. Guided by congressional language to advance the state-of-the-art in the US and support the Integrated Solar Upper Stage (ISUS) program, DSWA efforts concentrate on four areas: an electrically testable design of a high-performance, in-core thermionic fuel element (TFE), the ISUS program, a microminiature thermionic converter and several modeling efforts. The DSWA domestic program is augmented by several small contracts with Russian institutes, awarded under the former TOPAZ International Program that the Ballistic Missile Defense Organization transferred to DSWA. The design effort at General Atomics will result in an electrically testable, multi-cell TFE for in-core conversion, involving system design and advanced collector and emitter technologies. For the ISUS program, DSWA funded a portion of the engine ground demonstration, including development of the power management system and the planar diodes. Current efforts supporting ISUS include continued diode testing and developing an advanced planar diode. The MTC program seeks to design a mass producable, close-spaced thermionic converter using integrated circuit technologies. Modeling and analysis at DSWA involves development of the Reactor System Mass with Thermionics estimation model (RSMASS-T), developing a new thermionic theory, and reviewing applications for the MTC technology. The Russian deliverables include several reports and associated hardware that describe many of its state-of-the-art thermionic technologies and processes.

The Plan provides Program participants and stakeholders with an updated description of Program activities and milestones for fiscal years (FY) 1998 to 2003. It describes the steps the Program will undertake to provide a viability assessment of the Yucca Mountain site in 1998; prepare the Secretary of Energy`s site recommendation to the President in 2001, if the site is found to be suitable for development as a repository; and submit a license application to the Nuclear Regulatory Commission in 2002 for authorization to construct a repository. The Program`s ultimate challenge is to provide adequate assurance to society that an operating geologic repository at a specific site meets the required standards of safety. Chapter 1 describes the Program`s mission and vision, and summarizes the Program`s broad strategic objectives. The Department of Energy (DOE) was designated as lead agency in discharging the overall legislative mandate for federal R&D to assist the private sector in developing appropriate technology for exploiting geothermal energy resources. The Geochemical Engineering and Materials (GEM) Program was conceived, as part of DOE'S overall strategy, to address specific and plant-wide problems and uncertainties in the use of materials and in geochemical engineering. This program assists industry in the conduct of long-term,high-risk R&D needed to overcome the significant technical and economic GEM-related obstacles faced by developers and potential developers of this alternative energy source. The program focuses on: (1) Increasing the knowledge about the properties of materials and their performance under geothermal energy system conditions; (2) Developing and utilizing more reliable and/or cost-effective materials than previously available; and (3) Developing a greater understanding of and control over geochemical processes during fluid production and transport, energy conversion, and waste management. As a stand-alone program and as support to other DOE geothermal technology development programs, the GEM Program contributes to the feasibility of designing and operating efficient, reliable, and safe fluid handling and energy conversion systems.

Summary of residential environmental issues and program consistency

The Northwest Power Planning Act authorizes the Bonneville Power Administration to acquire all necessary energy resources to serve Northwest utilities choosing to acquire power from the agency and to give conservation the highest priority in responding to the demand for electricity. To meet this mandate, the agency has established residential conservation programs for weatherizing existing homes, building new energy-efficient homes, and promoting energy-efficient appliances. Pacific Northwest Laboratory prepared this report to compare and contrast the environmental requirements and issues involving Bonneville's residential conservation programs. The key environmental concern confronting each of the programs with measures aimed at reducing air leakage rates in houses (both new and existing) is indoor air quality (IAQ). This report reviews the similarity and consistency of the programs' approach to IAQ, their impacts, program features, mitigation techniques, and new information about IAQ and other potential environmental issues confronting the programs. The information is intended for use in comparing and contrasting how environmental features mesh with other program features, checking consistency across programs and determining whether it makes sense for programs to be consistent, determining consistency between programs, and providing information to aid program planning in light of potential environmental issues and new information. 31 refs.

The DOE has mandated in DOE Order 5400.1 that its operations will be conducted in an environmentally safe manner. The Waste Isolation Pilot Plant (WIPP) will comply with DOE Order 5400.1 and will conduct its operations in a manner that ensures the safety of the environment and the public. This document outlines how the WIPP will protect and preserve groundwater within and surrounding the WIPP facility. Groundwater protection is just one aspect of the WIPP environmental protection effort. The WIPP groundwater surveillance program is designed to determine statistically if any changes are occurring in groundwater characteristics within and surrounding the WIPP facility. If a change is noted, the cause will be determined and appropriate corrective action initiated.

The Los Alamos National Laboratory Environmental Restoration Program

The LANL Environmental Restoration (ER) Program Office, established in October 1989, is faced with the challenge of assessing and cleaning up nearly 1,8000 potentially hazardous waste sites according to an aggressive corrective action schedule that the Environmental Protection Agency (EPA) mandated on May 23, 1990, in a Resource, Conservation, and Recovery Act (RCRA) Part B Permit. To maximize program efficiency, the ER Program Office will implement a unique management approach designed to maximize the use of laboratory technical expertise. The Installation Work Plan, which provides a blueprint for the program, has been submitted to EPA for review and approval. A work plan for characterization of Technical Area 21, an early plutonium processing facility, is also nearing completion. The feasibility of an expedited cleanup of the Laboratory's worst hazardous waste release has been modelled using a computer code originally developed by LANL to assist the nuclear weapons testing program. A sophisticated Geographic Information System has been implemented to assist in data management and presentation, and the design of a Mixed Waste Disposal Facility is underway. 6 refs., 2 figs.

The New Hampshire retail competition pilot program and the role of green marketing

Most states in the US are involved in electric industry restructuring, from considering the pros and cons in regulatory dockets to implementing legislative mandates for full restructuring and retail access for all consumers. Several states and utilities have initiated pilot programs in which multiple suppliers or service providers may compete for business and some utility customers can choose among competing suppliers. The State of New Hampshire has been experimenting with a pilot program, mandated by the State Legislature in 1995 and implemented by the New Hampshire Public Utilities Commission (NHPUC), before it implements full retail access. Green marketing, an attempt to characterize the supplier or service provider as environmentally friendly without referring to the energy resource used to generate electricity, was used by several suppliers or service providers to attract customers. This appeal to environmental consumerism was moderately successful, but it raised a number of consumer protection and public policy issues. This issue brief examines the marketing methods used in New Hampshire and explores what green marketing might mean for the development of renewable energy generation. It also addresses the issues raised and their implications.

Nevada National Security Site Radiation Protection Program

Title 10 Code of Federal Regulations (CFR) Part 835, “Occupational Radiation Protection,” establishes radiation protection standards, limits, and program requirements for protecting individuals from ionizing radiation resulting from the conduct of U.S. Department of Energy (DOE) activities. 10 CFR 835.101(a) mandates that DOE activities be conducted in compliance with a documented Radiation Protection Program (RPP) as approved by DOE. This document promulgates the RPP for the Nevada National Security Site (NNSS), related (on-site or off-site) U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO) operations, and environmental restoration off-site projects. This RPP section consists of general statements that are applicable to the NNSS as a whole. The RPP also includes a series of appendices which provide supporting detail for the associated NNSS Tennant Organizations (TOs). Appendix H, “Compliance Demonstration Table,” contains a cross-walk for the implementation of 10 CFR 835 requirements. This RPP does not contain any exemptions from the established 10 CFR 835 requirements. The RSPC and TOs are fully compliant with 10 CFR 835 and no additional funding is required in order to meet RPP commitments. No new programs or activities are needed to meet 10 CFR 835 requirements and there are no anticipated impacts to programs or activities that are not included in the RPP. There are no known constraints to implementing the RPP. No guides or technical standards are adopted in this RPP as a means to meet the requirements of 10 CFR 835.

The Northwest Power Planning Council (NPPC) identified supplementation as a high priority to achieve its goal of increasing runs of anadromous fish in the Columbia Basin. Supplementation activities in the Lostine River and associated monitoring and evaluation conducted by the Nez Perce Tribe relate directly to the needs addressed in the Columbia River Basin Fish and Wildlife Program (NPPC 1994). Measure 7.4L.1 of the Program mandates that appropriate research accompany any proposed supplementation. In addition, measure 7.3B.2 of the Program stresses the need for evaluating supplementation projects to assess their ability to increase production. Finally, Section 7.4D.3 encourages the study of hatchery rearing and release strategies to improve survival and adaptation of cultured fish. In 1997, Oregon Department of Fisheries and Wildlife (ODFW) requested a modification of Permit 1011 to allow the take of adult spring chinook salmon. In 1998, the Nez Perce Tribe also requested a permit specific to activities on Lostine River. The permit was issued in 2000. A special condition in the permits required the development of a long term management plan for the spring chinook salmon of the Grande Ronde Basin. The Nez Perce Tribe, ODFW, and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) completed a formal long range plan entitled ''Grande Ronde Basin Endemic Spring Chinook Salmon Supplementation Program''. The program proposes to increase the survival of spring chinook salmon in the Grand Ronde Basin through hatchery intervention. Adult salmon from the Lostine River, Catherine Creek, and the Upper Grande Ronde River are used for a conventional supplementation program in the basin. The Nez Perce program currently operates under the ESA Section 10 Permit 1149.

RTGs have a long operating life, are reasonably lightweight, and require little or no maintenance once assembled and tested. These factors make RTGs particularly attractive for use in spacecraft. However, because RTGs contain significant quantities of radioactive materials, normally plutonium-238 and its decay products, they must be transported in packages built in accordance with Title 10, Code of Federal Regulations, Part 71. The U.S. Department of Energy assigned the Radioisotope Thermoelectric Generator Transportation System (RTGTS) Program to Westinghouse Hanford Company in 1988 to develop a system meeting the regulatory requirements. The program objective was to develop a transportation system that would fully comply with 10 CFR 71 while protecting RTGs from adverse environmental conditions during normal conditions of transport (e.g., shock and heat). The RTGTS is scheduled for completion in December 1996 and will be available to support the National Aeronautics and Space Administration{close_quote}s Cassini mission to Saturn in October 1997. NNSA/NSO activities (including design, construction, operation, and decommissioning) within the scope of this RPP may result in occupational exposures to radiation or radioactive material. Therefore, a system of control is implemented through specific references to the site-specific NV/YMP RCM. This system of control is intended to ensure that the following criteria are met: (1) occupational exposures are maintained as low as reasonably achievable (ALARA), (2) DOE's limiting values are not exceeded, (3) employees are aware of and are prepared to cope with emergency conditions, and (4) employees are not inadvertently exposed to radiation or radioactive material.

The Reduced Enrichment Research and Test Reactor (RERTR) Program was established in 1978 at the Argonne National Laboratory by the U.S. Department of Energy (DOE), which continues to fund the program and to manage it in coordination with the U.S. Department of State, the Arms Control and Disarmament Agency, and the U.S. Nuclear Regulatory Commission (NRC). Developing regional and local public awareness and interest in global climate change has been mandated as an important step for increasing the ability for setting policy and managing the response to climate change. Research programs frequently have resources that could help reach regional or national goals for increasing the capacity for responding to climate change. To obtain these resources and target recipients appropriately, research investigators need clear statements of national and regional strategies or priorities as a guide. One such program, the Atmospheric Radiation Measurement (ARM) Program, has a requirement to develop local or regional education enrichment programs at their observational sites in the central US, the tropical western Pacific (TWP), and on the north slope of alaska. ARM's scientific goals will result in a flow of technical data and as well as technical expertise that can assist with regional needs to increase the technical resources needed to address climate change issues. Details of the ARM education program in the Pacific will be presented.

Status of state Brownfield programs -- A comparison of enabling legislation

Though a definitive count is impossible, the US General Accounting Office has estimated that there are between 130,000 and 400,000 Brownfield sites in the country. What accounts for this discrepancy is that many of these sites may not be contaminated at all, but merely perceived to require a prohibitively expensive cleanup before redeveloping. Many developers and lending institutions have been increasingly unwilling to take on the stringent municipal, state, and federal regulations required for remediation at these sites. As a result, development often times has taken place on greenfield sites which are located outside the confines of the inner city. This has frustrated the comprehensive plan goals of most communities which mandate urban infilling and use of existing public infrastructure. Over the past decade, however, there has been a movement in nearly half of the states away from stringent cleanup requirements. There are currently variations in what each state requires. Some states, which maintain strict State Superfund programs while some states provide a form of voluntary remediation actions by the property owner or developer. Other states are developing more flexible approaches for their Brownfield programs based on numeric or risk based standards. The degree of stringency may vary from state to state dependent on the degree of legislative emphasis placed on economic redevelopment of Brownfield properties. This paper will compare and contrast the major trends in enabling legislation of states which currently allow some form of brownfield program. A case study from Florida will highlight how one state is attempting to draft enabling legislation to initiate a comprehensive Brownfield program to respond to current state needs.

Development of facilities is motivated by present BNL research programs and anticipated future directions of BNL research. The Division's research efforts also have a significant impact on programs throughout the world that rely on state-of-the-art radiation detectors and readout electronics. Our staff scientists are encouraged to: Become involved in challenging problems in collaborations with other scientists; Offer unique expertise in solving problems; and Develop new devices and instruments when not commercially available. Scientists from other BNL Departments are encouraged to bring problems and ideas directly to the Division staff members with the appropriate expertise. Division staff is encouraged to become involved with research problems in other Departments to advance the application of new ideas in instrumentation. The Division Head integrates these efforts when they evolve into larger projects, within available staff and budget resources, and defines the priorities and direction with concurrence of appropriate Laboratory program leaders. The Division Head also ensures that these efforts are accompanied by strict adherence to all ES and H regulatory mandates and policies of the Laboratory. Effect of Wind Intermittency on the Electric Grid: Mitigating the Risk of Energy Deficits

Successful implementation of California's Renewable Portfolio Standard (RPS) mandating 33 percent renewable energy generation by 2020 requires inclusion of a robust strategy to mitigate increased risk of energy deficits (blackouts) due to short time-scale (sub 1 hour) intermittencies in renewable energy sources. Of these RPS sources, wind energy has the fastest growth rate--over 25% year-over-year. If these growth trends continue, wind energy could make up 15 percent of California's energy portfolio by 2016 (wRPS15). However, the hour-to-hour variations in wind energy (speed) will create large hourly energy deficits that require installation of other, more predictable, compensation generation capacity and infrastructure. Compensating for the energy deficits of wRPS15 could potentially cost tens of billions in additional dollar-expenditure for fossil and / or nuclear generation capacity. As a federal agency, the U.S. Department of Energy has been directed by Congress, the U.S. president, and the American public to provide leadership in the preservation of prehistoric, historic, and other cultural resources on the lands it administers. This mandate to preserve cultural resources in a spirit of stewardship for the future is outlined in various federal preservation laws, regulations, and guidelines such as the National Historic Preservation Act, the Archaeological Resources Protection Act, and the National Environmental Policy Act. The Idaho National Engineering and Environmental Laboratory Site is located in southeastern Idaho, and is home to vast numbers and a wide variety of important cultural resources representing at least 13,000-year span of human occupation in the region. These resources are nonrenewable, bear valuable physical and intangible legacies, and yield important information about the past, present, and perhaps the future. There are special challenges associated with balancing the preservation of these resources with the management and ongoing operation of an active scientific laboratory, while also cleaning up the waste left by past programs and processes. The Department of Energy Idaho Operations Office has administrative responsibility for most of the Site, excluding lands and resources managed by the Naval Reactors Facility and (in 2004) Argonne National Laboratory-West. The Department of Energy is committed to a cultural resource program that accepts these challenges in a manner reflecting both the spirit and intent of the legislative requirements. This annual report is an overview of Cultural Resource Management Program activities conducted during Fiscal Year 2004 and is intended to be both informative to external stakeholders and to serve as a planning tool for future cultural resource management work to be conducted on the Site.

During 1986, the environmental monitoring program continued at the Colonie Interim Storage Site (CISS), a US Department of Energy (DOE) facility located in Colonie, New York. The CISS is part of the Formerly Utilized Sites Remedial Action Program (FUSRAP), a DOE program to decontaminate or otherwise control sites where residual radioactive materials remain from the early years of the nation's atomic energy program or from commercial operations causing conditions that Congress has mandated DOE to remedy. As part of the decontamination research and development project authorized by Congress under the 1984 Energy and Water Appropriations Act, remedial action is being conducted at the site and at vicinity properties by Bechtel National Inc. (BNI), Project Management Contractor for FUSRAP. The environmental monitoring program is also carried out by BNI. The monitoring program at the CISS measures external gamma radiation levels as well as uranium and radium-226 concentrations in surface water, groundwater, and sediment. To verify that the site is in compliance with the DOE radiation protection standard and to assess the potential effect of the site on public health, the radiation dose was calculated for the maximally exposed individual. Based on the conservative scenario described in the report, the maximally exposed individual would receive an annual external exposure approximately equivalent to 5% of the DOE radiation protection standard of 100 mrem/y. Results of 1986 monitoring show that the CISS is in compliance with the DOE radiation protection standard. 14 refs., 9 figs., 9 tabs.

Supporting Solar Power in Renewables Portfolio Standards: Experience from the United States

Among the available options for encouraging the increased deployment of renewable electricity, renewables portfolio standards (RPS) have become increasingly popular. The RPS is a relatively new policy mechanism, however, and experience with its use is only beginning to emerge. One key concern that has been voiced is whether RPS policies will offer adequate support to a wide range of renewable energy technologies and applications or whether, alternatively, RPS programs will favor a small number of the currently least-cost forms of renewable energy. This report documents the design of and early experience with state-level RPS programs in the United States that have been specifically tailored to encourage a wider diversity of renewable energy technologies, and solar energy in particular. As shown here, state-level RPS programs specifically designed to support solar have already proven to be an important, albeit somewhat modest, driver for solar energy deployment, and those impacts are projected to continue to build in the coming years. State experience in supporting solar energy with RPS programs is mixed, however, and full compliance with existing requirements has not been achieved. The comparative experiences described herein highlight the opportunities and challenges of applying an RPS to specifically support solar energy, as well as the importance of policy design details to ensuring that program goals are achieved.

This document is a users manual and applications guide for the software package SGA. This package comprises four computer programs, namely SOMIP, SMECC, SGSYS, and TGRND. The first three programs are analysis models which are to be used in the design process of substation grounding systems. The fourth program, TGRND, is an analysis program for determining the transient response of a grounding system. This report, Volume 2, is a users manual and an installation and validation manual for the computer program SMECC (Substation Maximum Earth Current Computation Program). This program analyzes the electric current distribution among grounded structures inside and outside a substation for different fault conditions. The fault conditions are automatically selected by the program, or they may be specified by the user, or both. The fault condition resulting in maximum substation earth current is identified and reported. Data requirements for this program are: ground impedance, transformer data, transmission line data, transmission line grounding impedances, etc. The program provides four types of standard outputs: (1) a report of voltages and current flow in the unfaulted system, (2) a brief report of the maximum ground potential rise (worst fault condition), (3) a summary report of all fault conditions which have been analyzed by the program, and (4) a detailed report of voltages and current flow for a selected set of fault conditions.

This program analyzes the substation ground field given the total electric current injected into the ground field and the design of the grounding system. Standard outputs of the program are (1) total ground resistance, (2) step voltage, (3) touch voltage, (4) voltages on a grid of points, (5) voltage profile along straight lines, (6) transfer voltages, (7) ground potential rise, (8) body currents, (9) step voltage profile along straight lines, and (10) touch voltage profile along straight lines. This program can be utilized in an interactive or batch mode. In the interactive mode, the user defines the grounding system geometry, soil parameters, and output requests interactively, with the use of a user friendly conversational program. The users manual describes data requirements and data preparation procedures. An appendix provides forms which facilitate data collection procedures. The installation and validation manual describes the computer files which make up the program SGSYS and provides a test case for validation purposes.

The concept of measurement quality assurance (MQA) as embodied in National Institute of Standards and Technology (NIST) programs is not generally used within European programs for testing or accreditation. Although the essential elements of quality control and quality assurance are in the European programs, the concept of testing the capability of the laboratory itself, in terms of its performance for the designated measurements, may not be included. Rather, the European programs use the concept of periodic calibration of laboratory reference standards against the next highest level of standards. Thus, they embody the concept of measurement traceability to appropriate primary standards. Within Europe a series of calibration accreditation programs has been established in the various countries tied together through a multilateral agreement. The radiation measurement programs are based on the International Organization for Standardization (ISO) 9000 series of standards. The purpose of this paper is to outline the overall operation of European Accreditation Programs in the radiation calibration and measurement areas. The operation of the radiation measurement programs of the National Measurement Accreditation Service (NAMAS) in the United Kingdom is described in detail along with other European programs. The manner in which these programs relate to individual dosimetry service programs is also described.

(BWP) is responsible for implementing the Performance Assurance Program for the Project Hanford Management Contract (PHMC) in accordance with DOE Order 470.1, Safeguards and Security Program (DOE 1995a). The Performance Assurance Program applies to safeguards and security (SAS) systems and their essential components (equipment, hardware, administrative procedures, Protective Force personnel, and other personnel) in direct support of Category I and H special nuclear material (SNM) protection. Performance assurance includes several Hanford Site activities that conduct performance, acceptance, operability, effectiveness, and validation tests. These activities encompass areas of training, exercises, quality assurance, conduct of operations, total quality management, self assessment, classified matter protection and control, emergency preparedness, and corrective actions tracking and trending. The objective of the Performance Assurance Program is to capture the critical data of the tests, training, etc., in a cost-effective, manageable program that reflects the overall effectiveness of the program while minimizing operational impacts. To aid in achieving this objective, BWP will coordinate the Performance Assurance Program for Fluor Daniel Hanford, Inc. (FDH) and serve as the central point for data collection.

The five volume report comprises the user manual, installation, and validation manual and an applications guide for the SGA (Substation Grounding Analysis) software package. SGA consists of four computer programs: (1) SOMIP, (2) SMECC, (3) SGSYS, and (4) TGRND. The first three programs provide a comprehensive analysis tool for the design of substation grounding systems to meet safety standards. The fourth program, TGRND, provides a state of the art analysis tool for computing transient ground potential rise and ground system impedance. This part of the report, Volume 1, is a users manual and an installation and validation manual for the computer program SOMIP (SOil Measurement Interpretation Program). This program computes the best estimate of the parameters of a two layer soil model from usual soil resistivity measurements. Four pin or three pin soil measurements can be accommodated. In addition, it provides error bounds on the soil parameters for a given confidence level. The users manual describes data requirements and data preparation procedures. The installation and validation manual describes the computer files which make up the program SOMIP and provides two test cases for validation purposes. 4 refs.

California GAMA Program: A Contamination Vulnerability Assessment for the Bakersfield Area

In response to concerns expressed by the California Legislature and the citizenry of the State of California, the State Water Resources Control Board (SWRCB), implemented a program to assess groundwater quality, and provide a predictive capability for identifying areas that are vulnerable to contamination. The program was initiated in response to concern over public supply well closures due to contamination by chemicals such as MTBE from gasoline, and solvents from industrial operations. As a result of this increased awareness regarding groundwater quality, the Supplemental Report of the 1999 Budget Act mandated the SWRCB to develop a comprehensive ambient groundwater-monitoring plan, and led to the initiation of the Groundwater Ambient Monitoring and Assessment (GAMA) Program. The primary objective of the GAMA Program is to assess the water quality and to predict the relative susceptibility to contamination of groundwater resources throughout the state of California. Under the GAMA program, scientists from Lawrence Livermore National Laboratory (LLNL) collaborate with the SWRCB, the U.S. Geological Survey (USGS), the California Department of Health Services (DHS), and the California Department of Water Resources (DWR) to implement this groundwater assessment program. In 2003, LLNL carried out this vulnerability study in the groundwater basin that underlies Bakersfield, in the southern San Joaquin Valley. The goal of the study is to provide a probabilistic assessment of the relative vulnerability of groundwater used for the public water supply to contamination from surface sources. This assessment of relative contamination vulnerability is made based on the results of two types of analyses that are not routinely carried out at public water supply wells: ultra low-level measurement of volatile organic compounds (VOCs), and groundwater age dating (using the tritium-helium-3 method). In addition, stable oxygen isotope measurements help determine the recharge water source location. Interpreted together, and in the context of existing water quality and hydrogeologic data, these observable parameters help define the flow field of a groundwater basin, and indicate the degree of vertical communication between near-surface sources (or potential sources) of contamination, and deeper groundwater pumped at high capacity production wells.

A national conference in 1989 produced a clear vision of the important role that DOE, its facilities, and its 169,000 Federal and contract employees can play in the educational life of their communities and the Nation. Many of the programs listed in this catalog are the result of this new vision; others have existed for many years. Purpose of this catalog is to make all DOE education efforts more widely known so that more teachers, students, and others can benefit. The Reduced Enrichment Research and Test Reactor (RERTR) Program was established in 1978 at the Argonne National Laboratory (ANL) by the Department of Energy (DOE), which continues to fund the program and to manage it in coordination with the Department of State (DOS), the Arms Control and Disarmament Agency (ACDA), and the Nuclear Regulatory Commission (NRC). The primary objective of the program is to develop the technology needed to use Low-Enrichment Uranium (LEU) instead of High-Enrichment Uranium (HEU) in research and test reactors, without significant penalties in experiment performance, economics, or safety. Eliminating the continuing need of HEU supplies for research and test reactors has long been an integral part of US nonproliferation policy. This paper reviews the main accomplishments of the program through the years.

This document summarizes the work performed by Pacific Northwest laboratory from October 1 through December 31, 1979, for the Division of Reactor Safety Research within the Nuclear Regulatory Commission. Evaluation of nondestructive examination (NDE) techniques and instrumentation are reported; areas of investigation include demonstrating the feasibilty of determining structural graphite strength, evaluating the feasibilty of detecting and analyzing flaw growth in reactor pressure boundary systems, examining NDE reliability and probabilistic fracture mechanics, and assessing the remaining integrity of pressurized water reactor steam generator tubes where service-induced degradation has been indicated. Test assemblies and analytical support are being provided for experimental programs at other facilities. These programs include the loss-of-coolant accident simulation tests at the NRU reactor, Chalk River, Canada; the fuel rod deformation and post-accident coolability tests for the ESSOR Test Reactor Program, lspra, Italy; the blowdown and reflood tests in the test facility at Cadarache, France; the instrumented fuel assembly irradiation program at Halden, Norway; and the experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory. The objective of the semiannual progress report is to summarize the technical results obtained during the latest reporting period. The information presented herein will include evaluated test data, design evaluations, the results of analyses and the significance of results. The program objective is to demonstrate the technology readiness of a TFE (thermionic fuel element) suitable for use as the basic element in a thermionic reactor with electric power output in the 0.5 to 5.0 MW(e) range, and a full-power life of 7 years. The TFE Verification Program builds directly on the technology and data base developed in the 1960s and early 1970s in an AEC/NASA program, and in the SP-100 program conducted in 1983, 1984 and 1985. In the SP-100 program, the attractive features of thermionic power conversion technology were recognized but concern was expressed over the lack of fast reactor irradiation data. The TFE Verification Program addresses this concern.

These programs include loss-ofcoolant accident (LOCA) simulation tests at the NRU reactor, Chalk River, Canada; fuel rod deformation, severe fuel damage, and postaccident coolability tests for the ESSOR reactor Super Sara Test Program, Ispra, Italy; the instrumented fuel assembly irradiation program at Halden, Norway; and experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory (INEL). This document is a users manual and applications guide for the software package SGA. This package comprises four computer programs, namely SOMIP, SMECC, SGSYS, and TGRND. The first three programs are analysis models which are to be used in the design process of substation grounding systems. The fourth program, TGRND, is an analysis program for determining the transient response of a grounding system. This report, Volume 5, is an applications guide of the three computer programs. SOMIP, SMECC, and SGSYS, for the purpose of designing a safe substation grounding system. The applications guide utilizes four example substation grounding systems for the purpose of illustrating the application of the programs, SOMIP, SMECC, and SGSYS. The examples are based on data provided by four contributing utilities, namely, Houston Lighting and Power Company, Southern Company Services, Puget Sound Power and Light Company, and Arizona Public Service Company. For the purpose of illustrating specific capabilities of the computer programs, the data have been modified. As a result, the final designs of the four systems do not necessarily represent actual grounding system designs by these utilities. The example system 1 is a 138 kV/35 kV distribution substation. The example system 2 is a medium size 230 kV/115 kV transmission substation. The third example system is a generation substation while the last is a large 525 kV/345 kV/230 kV transmission substation. The four examples cover most of the practical problems that a user may encounter in the design of substation grounding systems.

The goal of Tropospheric Aerosol Program (TAP) will be to develop the fundamental scientific understanding required to construct tools for simulating the life cycle of tropospheric aerosols--the processes controlling their mass loading, composition, and microphysical properties, all as a function of time, location, and altitude. The TAP approach to achieving this goal will be by conducting closely linked field, modeling, laboratory, and theoretical studies focused on the processes controlling formation, growth, transport, and deposition of tropospheric aerosols. This understanding will be represented in models suitable for describing these processes on a variety of geographical scales; evaluation of these models will be a key component of TAP field activities. In carrying out these tasks TAP will work closely with other programs in DOE and in other Federal and state agencies, and with the private sector. A forum to directly work with our counterparts in industry to ensure that the results of this research are translated into products that are useful to that community will be provided by NARSTO (formerly the North American Research Strategy on Tropospheric Ozone), a public/private partnership, whose membership spans government, the utilities, industry, and university researchers in Mexico, the US, and Canada.

The Lawrence Berkeley National Laboratory (LBNL) Issues Management Program encompasses the continuous monitoring of work programs, performance and safety to promptly identify issues to determine their risk and significance, their causes, and to identify and effectively implement corrective actions to ensure successful resolution and prevent the same or similar problems from occurring. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Issues that are found as a result of a walk-around or workspace inspection that can be immediately corrected or fixed are exempt from the requirements of this document.

Northeast Regional Biomass Program

The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

Programming in Fortran M

Fortran M is a small set of extensions to Fortran that supports a modular approach to the construction of sequential and parallel programs. Fortran M programs use channels to plug together processes which may be written in Fortran M or Fortran 77. Processes communicate by sending and receiving messages on channels. Channels and processes can be created dynamically, but programs remain deterministic unless specialized nondeterministic constructs are used. Fortran M programs can execute on a range of sequential, parallel, and networked computers. This report incorporates both a tutorial introduction to Fortran M and a users guide for the Fortran M compiler developed at Argonne National Laboratory. The Fortran M compiler, supporting software, and documentation are made available free of charge by Argonne National Laboratory, but are protected by a copyright which places certain restrictions on how they may be redistributed. See the software for details. The Heavy Duty Truck Engine Program at Cummins embodied three significant development phases. All phases of work strove to demonstrate a high level of diesel engine efficiency in the face of increasingly stringent emission requirements. Concurrently, aftertreatment system development and refinement was pursued in support of these efficiency demonstrations. The program's first phase focused on the demonstration in-vehicle of a high level of heavy duty diesel engine efficiency (45% Brake Thermal Efficiency) at a typical cruise condition while achieving composite emissions results which met the 2004 U.S. EPA legislated standards. With a combination of engine combustion calibration tuning and the development and application of Urea-based SCR and particulate aftertreatment, these demonstrations were successfully performed by Q4 of 2002. The second phase of the program directed efforts towards an in-vehicle demonstration of an engine system capable of meeting 2007 U.S. EPA legislated emissions requirements while achieving 45% Brake Thermal Efficiency at cruise conditions. Through further combustion optimization, the refinement of Cummins Cooled EGR architecture, the application of a high pressure common rail fuel system and the incorporation of optimized engine parasitics, Cummins Inc. successfully demonstrated these deliverables in Q2 of 2004. The program's final phase set a stretch goal of demonstrating 50% Brake Thermal Efficiency from a heavy duty diesel engine system capable of meeting 2010 U.S. EPA legislated emissions requirements. Cummins chose to pursue this goal through further combustion development and refinement of the Cooled EGR system architecture and also applied a Rankine cycle Waste Heat Recovery technique to convert otherwise wasted thermal energy to useful power. The engine and heat recovery system was demonstrated to achieve 50% Brake Thermal Efficiency while operating at a torque peak condition in second quarter, 2006. The 50% efficient engine system was capable of meeting 2010 emissions requirements through the application of NOx and particulate matter reduction techniques proven earlier in the program.

Hoare logic is a foundation of axiomatic semantics of classical programs and it provides effective proof techniques for reasoning about correctness of classical programs. To offer similar techniques for quantum program verification and to build a logical foundation of programming methodology for quantum computers, we develop a full-fledged Hoare logic for both partial and total correctness of quantum programs.
