    Against the backdrop of more than 20 years of increasingly stringent environmental regulation, ever-expanding exploration and development moratoria on the Outer Continental Shelf (OCS), and reductions in producer tax incentives, oil and natural gas exploration companies active in deep waters of the Gulf of Mexico recently won a significant legislative victory. On Nov. 28, 1995, President Clinton signed into law S.395, the Alaska Power Administration Sale Act. Title 3 of S.395 embodies the Outer Continental Shelf Deep Water Royalty Relief Act. This landmark legislation provides substantial incentives for oil and natural gas production in the gulf of Mexico by temporarily eliminating royalties on certain deepwater leases. It is the first direct incentive for oil and gas production enacted at the federal level in many years. This paper reviews the elements used to arrive at this successful legislation including the congressional leadership. It describes debates, cabinet level discussions, and use of parlimentary procedures.

    This paper reports that Canadian petroleum companies have welcomed a revamp of Alberta's royalty structure but say it falls short of what is needed to revitalize activity in the province. The changes will give producers a cut in royalties of at least $170 million (Canadian)/year, offer incentives for new drilling, and index royalty levels to prices. The new royalty plan also will reward companies that funnel more capital into increased exploration programs.     The Secretary of the Interior has used his authority to reduce royalty rates on eight Federal coal leases - amounting to $12 million in reduced Federal revenues. Requests for royalty rate reductions were precipitated by recent legislative enactments and a 2-year departmental experiment that raised royalty rates on coal leases to significantly higher levels. Because the Secretary is authorized to readjust the royalty rates on 438 leases by 1990 more requests for royalty reductions are likely in the future. The Interior Department has not clearly defined its policy and procedures on royalty rate reductions. The approval process is inconsistent, and accounting and auditing expertise needed to evaluate reduction requests have not been used adequately. GAO recommends that Interior develop a more clearly defined policy and accompanying regulations on royalty rate reductions, determine when audits of applicants' financial statements are needed, and better use existing financial expertise in its evaluations of reduction requests.

    In the natural gas business, the word ``royalty`` usually brings to mind the fee producers pay on each unit of gas they produce from wells drilled on acreage leased from the government. This production-oriented word now is taking on added meaning and quickly becoming part of the gas utility lexicon. If organizations representing appliance-sales and service companies have their way, the local gas company will soon be paying an annual royalty to its customers as compensation for what these groups allege is the ``free`` use of the utility name and reputation -- also known as its ``good will`` -- by its unregulated business units that sell, install and repair appliances. This royalty would be returned to gas customers through an equivalent reduction in a utility`s base rate -- the revenue it requires each year to cover expenses and provide a return on its investment. Resolution of the issue is pending in three state: State courts in New York and Minnesota are reviewing regulatory orders instituting the royalty, and regulators in Maryland are debating the question. Legal aspects of these pending regulations are discussed.

    The Department of Interior receives a royalty from oil production on federal lands. Interior can take the royalty as a cash payment or a portion of the oil itself, which it can then sell to small and independent refiners who are determined to be in need of crude oil supplies. Sales of this so-called royalty oil have been held about every 3 years since 1970. In early 1985, Interior announced its intention to terminate the program because of its declining importance and proposed legislation to that effect.     Nuclear Regulatory Commission (NRC) regulations require inspection (ISI) of boiling or pressurized water-cooled nuclear power plants be performed in accordance with a referenced edition and addenda of Section XI, ``Rules for Inservice Inspection of Nuclear Power Plant components,`` of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code. The regulations permit licensees to request relief from the NRC from specific ASME Code requirements that are determined to be impractical for the specific licensee. The NRC evaluates these requests and may grant such relief, but the NRC may also impose alternative or augmented inspections to assure structural reliability. The purpose,of this task was to evaluate the basis for ISI nondestructive examination (NDE) relief requests and to evaluate the effect of proposed ASME Code changes that would reduce the need for such requests or provide for more complete information in relief requests. This report contains the results of an analysis of an ISI relief request data base that has been expanded to include 1195 ISI relief requests versus the 296 relief requests covered in the first report in April 1987, EGG-SD-7430. Also relief requests were added to the data base which came from both first and second 10-year inspection intervals for several facilities. This provided the means to analyze the effect of recently approved ASME Code cases and updated Code requirements, some of which have been published as a result of earlier work on this task.

This appendix gives an overall electric cost and major system costs, which add up to the overall electric cost. Appendix E supplies information for avoided cost projections for each state involved in the study that were used in the IMGEO model run to determine at what cost/kWh a 50 MWe plant could come on line. Appendix F supplies the code used in the determination of royalty income, as well as, tabled results of the royalty runs (detailed in Appendix G). The tabled results show royalty incomes, assuming a 10% discount rate, with and without RandD and with and without a $0.01/kWh transmission cost. Individual data sheets for each KGRA royalty income run are presented in Appendix G.

    It is emphasized that parties contracting for oil and gas leases are always free to allocate the costs of compression, transportation and processing in their agreements, thereby avoiding many potential problems. However, it must be recognized that all too often lease agreements fail to apportion expenses that may be incurred after the discovery of oil or gas. In the likely event that the West Virginia courts are faced with this issue, they would be wise to adopt the implied duty to market theory, thereby, putting the onus on the lessee to either provide up front in the lease for the apportionment of costs after the discovery of the gas, or in those instances where the lease is silent as to who will incur the cost, to place the burden on the lessee to cover those costs. Regarding transportation costs, even in jurisdictions such as Oklahoma, where the lessee is obligated to develop the gas he has found so that it will bring the highest possible market value, the lessee is not required to provide for pipeline facilities beyond the lease premises. Kansas courts have also held that the lessee has a general duty to see that the gas is marketed, but that it is not required to pay the lessor`s share of transportation charges form the well to some distant place. Thus, in West Virginia when a gas lease is silent as what costs a lessee may properly deduct from a lessor`s royalty payment, the lessee should bear the costs under the implied duty to market theory if those costs do not involve enhancing the product or transporting it to some place of sale off the leased premises.

    Risk-based inspection methods enable estimation of the probability of failure on demand for spring-operated pressure relief valves at the United States Department of Energy's Savannah River Site in Aiken, South Carolina. This paper presents a statistical performance evaluation of soft seat spring operated pressure relief valves. These pressure relief valves are typically smaller and of lower cost than hard seat (metal to metal) pressure relief valves and can provide substantial cost savings in fluid service applications (air, gas, liquid, and steam) providing that probability of failure on demand (the probability that the pressure relief valve fails to perform its intended safety function during a potentially dangerous over pressurization) is at least as good as that for hard seat valves. The research in this paper shows that the proportion of soft seat spring operated pressure relief valves failing is the same or less than that of hard seat valves, and that for failed valves, soft seat valves typically have failure ratios of proof test pressure to set pressure less than that of hard seat valves.

    The Energy Research and Development Administration (ERDA) received appropriations in 1976-77 to construct 22 tanks for storage of high level radioactive wastes generated by its nuclear weapons materials production program. The tanks were to replace older, leaking tanks at the Hanford Reservation in Richland, Washington and the Savannah River Plant in Aiken, South Carolina. The Natural Resources Defense Council (NRDC) had unsuccessfully requested that ERDA obtain a construction permit from the Nuclear Regulatory Commission (NRC). NRDC also petitioned NRC to exercise its licensing authority over the tanks under Section 202(4) of the Energy Reorganization Act of 1974. In response to the NRDC request, ERDA claimed the tanks were only for short-term storage and therefore a license was unnecessary. NRC claimed it lacked jurisdiction over the tanks. NRDC filed suit in United States District Court for the District of Columbia, alleging that ERDA had violated Section 102(2)(C) of the National Environmental Policy Act, and that both ERDA and NRC had violated Section 202(4) of the Energy Reorganization Act. NRDC requested an injunction against further construction of the tanks. Although ERDA did not have to obtain an NRC construction permit for the nuclear waste storage tanks at Hanford Reservation and Savannah River Plant, the programmatic Environmental Impact Statement submitted was insufficient and site-specific statements must be prepared. Injunctive relief pending the statements was denied for the social and economic costs of delaying the tanks project. NRC decisions even remotely connected to its licensing power should be contested in federal courts of appeals, not district courts. The court gave NRDC a hollow victory by ordering a more specific EIS, but denying an injunction.

    In recognition of the potential severe consequences of a process vessel rupture under fire exposure, industry codes such as the National Fire Protection Association (NFPA) 30 and the American Petroleum Institute (API) Standard 2000 have been established for the specification of emergency relief systems (ERSs). The intent is to reduce the risk of human injury and asset losses associated with process plant fires. These codes are largely prescriptive in nature. That is, they provide specific details on how to achieve safe design. Prescriptive standards are easy to apply, because they are simplified approaches which generally apply to many (but not all) situations. But they also have limitations, including the tendency to result in, at best, suboptimal (overly conservative) designs, and in some instances potentially unsafe designs. As the fire community moves toward performance-based standards for building protection, perhaps it is time to consider a similar approach for vessel protection in a fire. The design issues addressed in this article include: Use of heat input based on actual fuel burning rate, heat of combustion, and flame emissive power, vs. NFPA 30 and API 2000 heat-input equations; Effect of drainage (from vessel to sump) on fire duration, rather than heat input; Use of risk assessment to determine the relative frequency of fire and process-induced incidents; and design for containment, rather than vessel protection when fire probability is low

    The pressurizer pump overspeed transients at the High Flux Isotope Reactor (HFIR) fall in the category of {open_quotes}increase in coolant inventory transients.{close_quotes} They are among the accident transients to be performed for Chapter 15 of the HFIR safety analysis report (SAR). The pressurizer pump speed starting to increase inadvertently to reach its maximum speed of 3,560 rpm while the reactor operates under normal conditions is the cause of this transient. Increased primary coolant system pressure due to increased pressurizer pump flow into the primary coolant head tank challenges the relief valves to open. If the relief valves do not open, increased primary coolant system pressure will challenge the integrity of the high pressure boundary. Two sets of analyses were performed to analyze the pressurizer pump overspeed transients. The purpose of the first analysis is to estimate how long it will take for the relief valves to open under different conditions and whether or not they will chatter or flutter for a considerable amount of time. The analysis estimates relief valve performance and stability using four different relief valve subsystem models. The relief valve subsystem models are not attached to the primary coolant system model. Vigorous pressure oscillations were produced in all of the computations performed as part of the first analysis. The second analysis includes new simulations of the pressurizer pump overspeed transients that were previously simulated using the RELAP5 thermal-hydraulic computer code. The HFIRSYS, High Flux Isotope Reactor System Transient Analysis computer code, was utilized for these simulations providing referable results for comparisons. The increased pressurizer pump flow due to runaway pressurizer pump speed pressurizes the primary coolant system. The assumptions were made in such a way to form constraining conditions at initiation of and during the transients to generate as high an overpressure situation as possible.

    Proof test results were analyzed and compared with a proposed life cycle curve or hazard function and the limit of useful life. Relief valve proof testing procedures, statistical modeling, data collection processes, and time-in-service trends are presented. The resulting analysis of test data allows for the estimation of the PFD. Extended maintenance intervals to the limit of useful life as well as methodologies and practices for improving relief valve performance and reliability are discussed. A generic cost-benefit analysis and an expected life cycle cost reduction concludes that $90 million maintenance dollars might be avoided for a population of 3000 valves over 20 years.

    Examination of proof test data for new (not previously installed) stainless steel (SS) trim spring operated pressure relief valves (SOPRV) reveals that adhesions form between the seat and disc in about 46% of all such SOPRV. The forces needed to overcome these adhesions can be sufficiently large to cause the SOPRV to fail its proof test (FPT) prior to installation. Furthermore, a significant percentage of SOPRV which are found to FPT are also found to ''fail to open'' (FTO) meaning they would not relief excess pressure in the event of an overpressure event. The cases where adhesions result in FTO or FPT appear to be confined to SOPRV with diameters < 1 in and set pressures < 150 psig and the FTO are estimated to occur in 0.31% to 2.00% of this subpopulation of SS trim SOPRV. The reliability and safety implications of these finding for end-users who do not perform pre-installation testing of SOPRV are discussed.

  12. Helium pressures in RHIC vacuum cryostats and relief valve requirements from magnet cooling line failure

    A catastrophic failure of the RHIC magnet cooling lines, similar to the LHC superconducting bus failure incident, would pressurize the insulating vacuum in the magnet and transfer line cryostats. Insufficient relief valves on the cryostats could cause a structural failure. A SINDA/FLUINT{reg_sign} model, which simulated the 4.5K/4 atm helium flowing through the magnet cooling system distribution lines, then through a line break into the vacuum cryostat and discharging via the reliefs into the RHIC tunnel, had been developed to calculate the helium pressure inside the cryostat. Arc flash energy deposition and heat load from the ambient temperature cryostat surfaces were included in the simulations. Three typical areas: the sextant arc, the Triplet/DX/D0 magnets, and the injection area, had been analyzed. Existing relief valve sizes were reviewed to make sure that the maximum stresses, caused by the calculated maximum pressures inside the cryostats, did not exceed the allowable stresses, based on the ASME Code B31.3 and ANSYS results. The conclusions are as follows: (1) The S/F simulation results show that the highest internal pressure in the cryostats, due to the magnet line failure, is {approx}37 psig (255115 Pa); (2) Based on the simulation, the temperature on the cryostat chamber, INJ Q8-Q9, could drop to 228 K, which is lower than the material minimum design temperature allowed by the Code; (3) Based on the ASME Code and ANSYS results, the reliefs on all the cryostats inside the RHIC tunnel are adequate to protect the vacuum chambers when the magnet cooling lines fail; and (4) In addition to the pressure loading, the thermal deformations, due to the temperature decrease on the cryostat chambers, could also cause a high stress on the chamber, if not properly supported.

    Pressure relief devices (PRDs) are viewed as essential safety measures for high-pressure gas storage and distribution systems. These devices are used to prevent the over-pressurization of gas storage vessels and distribution equipment, except in the application of certain toxic gases. PRDs play a critical role in the implementation of most high-pressure gas storage systems and anyone working with these devices should understand their function so they can be designed, installed, and maintained properly to prevent any potentially dangerous or fatal incidents. As such, the intention of this report is to introduce the reader to the function of the common types of PRDs currently used in industry. Since high-pressure hydrogen gas storage systems are being developed to support the growing hydrogen energy infrastructure, several recent failure incidents, specifically involving hydrogen, will be examined to demonstrate the results and possible mechanisms of a device failure. The applicable codes and standards, developed to minimize the risk of failure for PRDs, will also be reviewed. Finally, because PRDs are a critical component for the development of a successful hydrogen energy infrastructure, important considerations for pressure relief devices applied in a hydrogen gas environment will be explored.

    The safety integrity level (SIL) of equipment used in safety instrumented functions is determined by the average probability of failure on demand (PFDavg) computed at the time of periodic inspection and maintenance, i.e., the time of proof testing. The computation of PFDavg is generally based solely on predictions or estimates of the assumed constant failure rate of the equipment. However, PFDavg is also affected by maintenance actions (or lack thereof) taken by the end user. This paper shows how maintenance actions can affect the PFDavg of spring operated pressure relief valves (SOPRV) and how these maintenance actions may be accounted for in the computation of the PFDavg metric. The method provides a means for quantifying the effects of changes in maintenance practices and shows how these changes impact plant safety.

    Purpose. To evaluate the feasibility and effectiveness of feeding tube insertion and enteral feeding for the treatment of postoperative gastrointestinal anastomotic obstruction and leakage. Materials and Methods. From June 1999 to June 2002, thirty-four cases of postoperative gastrointestinal anastomotic obstruction and leakage after surgery for gastric carcinoma were treated by insertion of a feeding tube under fluoroscopic guidance. Twenty-one patients were male and 13 were female. The patients' ages ranged from 39 to 74 years (mean age: 61 years). All the patients experienced vomiting, and 15 patients had anastomotic site or duodenal stump leakage. We evaluated the feasibility of feeding tube insertion for enteral feeding to improve the obstruction and facilitate leakage site closure, and the patients' nutritional benefit was also evaluated by checking the serum albumin level between pre- and post-enteral feeding via the feeding tube.Results. Thirty-two patients (94%) were successfully managed by feeding tube insertion, but the remaining two were not managed, and this was due to severe angulations at the anastomotic site. The procedure times for feeding tube insertion ranged from 15 to 60 minutes (mean time: 45 minutes). Twenty-eight patients experienced symptomatic relief of gastrointestinal obstruction, and they were able to resume a normal regular diet after feeding tube removal. Three patients underwent stent insertion due to recurrent symptoms, and one patient underwent jejunostomy feeding due to the presence of a persistent leakage site. Eleven patients achieved leakage site closure after enteral feeding via a feeding tube. The serum albumin level was significant, increased from pre-enteral feeding (2.65 {+-} 0.37 g/dL) to the post-enteral feeding (3.64 {+-} 0.58 g/dL) via the feeding tube (p < 0.001). The duration of follow-up ranged from one to 53 months (mean: 23 months). Conclusion. The insertion of a feeding tube for enteral feeding under fluoroscopic guidance is safe, and it provides effective relief from gastrointestinal anastomotic site obstruction and leakage after gastric surgery. Moreover, our findings indicate that feeding tube insertion for enteral feeding may be used as the primary procedure to treat postoperative anastomotic obstruction and leakage.

    The Department of Energy has completed the Environmental Assessment (EA) of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel and issued a Finding of No Significant Impact (FONSI) for the proposed action. The EA and FONSI are enclosed for your information. The Department has decided to accept a limited number of spent nuclear fuel elements (409 elements) containing uranium that was enriched in the United States from eight research reactors in Austria, Denmark, Germany, Greece, the Netherlands, Sweden, and Switzerland. This action is necessary to maintain the viability of a major US nuclear weapons nonproliferation program to limit or eliminate the use of highly enriched uranium in civil programs. The purpose of the EA is to maintain the cooperation of the foreign research reactor operators with the nonproliferation program while a more extensive Environmental Impact Statement (EIS) is prepared on a proposed broader policy involving the acceptance of up to 15,000 foreign research reactor spent fuel elements over a 10 to 15 year period. Based on an evaluation of transport by commercial container liner or chartered vessel, five eastern seaboard ports, and truck and train modes of transporting the spent fuel overland to the Savannah River Sits, the Department has concluded that no significant impact would result from any combination of port and made of transport. In addition, no significant impacts were found from interim storage of spent fuel at the Savannah River Site.

    A fast-acting valve actuator utilizes a spring driven pneumatically loaded piston to drive a valve gate. Rapid exhaust of pressurized gas from the pneumatically loaded side of the piston facilitates an extremely rapid piston stroke. A flexible selector diaphragm opens and closes an exhaust port in response to pressure differentials created by energizing and de-energizing a solenoid which controls the pneumatic input to the actuator as well as selectively providing a venting action to one side of the selector diaphragm.

    When the POSRV equipped in a nuclear power plant opens in instant by a failure in coolant system of PWR, a moving shock wave generates, and propagates downstream of the valve, inducing a complicated unsteadiness. The moving shock wave may exert severe load to the structure. In this connection, a method of gradual opening of the valve is used to reduce the load acting on the wall at the downstream of the POSRV. In the present study, experiments and calculations are performed to investigate the detail unsteady flow at the various pipe units and the effect of valve opening time on the flow downstream of the valve. In calculation by using of air as working fluid, 2-dimensional, unsteady compressible Navier-Stokes equations are solved by finite volume method. It was found that when the incident shock wave passes through the pipe unit, it may experience diffraction, reflection and interaction with a vortex. Furthermore, the geometry of the pipe unit affects the reflection type of shock wave and changes the load acting on the wall of pipe unit. It was also turned out that the maximum force acting on the wall of the pipe unit becomes in order of T-junction, 108 deg. elbow and branch in magnitude, respectively. And, the results obtained that show that the rapid pressure rise due to the moving shock wave by instant POSRV valve opening is attenuated by employing the gradual opening. (authors)

    Quantitative neutron studies of cultural heritage objects provide access to microscopic, mesoscopic, and macroscopic structures in a nondestructive manner. In this paper we present a neutron diffraction investigation of a Ghiberti Renaissance gilded bronze relief devoted to the measurement of cavities and inhomogeneities in the bulk of the sample, along with the bulk phase composition and residual strain distribution. The quantitative measurements allowed the determination of the re-melting parts extension, as well as improving current knowledge about the manufacturing process. The study provides significant and unique information to conservators and restorators about the history of the relief.

    Risk-based inspection methods enable estimation of the probability of spring-operated relief valves failing on demand at the United States Department of Energy's Savannah River Site (SRS) in Aiken, South Carolina. The paper illustrates an approach based on application of the Frechet and Weibull distributions to SRS and Center for Chemical Process Safety (CCPS) Process Equipment Reliability Database (PERD) proof test results. The methodology enables the estimation of ANSI/ISA-84.00.01 Safety Integrity Levels (SILs) as well as the potential change in SIL level due to modification of the maintenance schedule. Current SRS practices are reviewed and recommendations are made for extending inspection intervals. The paper compares risk-based inspection with specific SILs as maintenance intervals are adjusted. Groups of valves are identified in which maintenance times can be extended as well as different groups in which an increased safety margin may be needed.

    The model offshore wind power legislation focused on two aspects: compensation for use of ocean space and environmental assessment. In particular, the model legislation recommends the adoption of a rent and royalty scheme that is premised on high rent and low royalties in order to stimulate qualified bids from developers who are motivated to begin production as early as possible and to discourage sham bidding. The model legislation also includes a provision that sets royalties at a lower rate in the early years of project operation, and that provides states with the discretion to waive or defer rent and/or royalties for a period of time to meet the goals and objectives of energy independence, job creation, reduced emissions of conventional pollutants and greenhouse gases and increased state requirements for electricity from renewable sources. The environmental impact assessment (EIA) is structured to provide a systematic and interdisciplinary evaluation of the potential positive and negative life-cycle effects of a proposed offshore wind project on the physical, biological, cultural and socio-economic attributes of the project.

    Electromagnetic design considerations for fast acting controllers in a power system is introduced and defined. A distinction is made in relation to the more commonly understood system control design necessary for damping electromechanical oscillations using stability programs and eigenanalysis. Electromagnetic eigenanalysis tools have limited availability and are consequently rarely used. Electromagnetic transients programs (emtp) on the other hand are widely used and a procedure for undertaking electromagnetic control design of fast acting controllers in a power system using emtp is presented.

    Spring-loaded pressure relief valves (PRVS) are used in some safety-related applications at nuclear power plants. In general, they are used in systems where, during accidents, pressures may rise to levels where pressure safety relief is required for protection of personnel, system piping, and components. This report documents a study of PRV aging and considers the severity and causes of service wear and how it is discovered and corrected in various systems, valve sizes, etc. Provided in this report are results of the examination of the recorded failures and identification of trends and relationships/correlations in the failures when all failure-related parameters are considered. Components that comprise a typical PRV, how those components fail, when they fail, and the current testing frequencies and methods are also presented in detail.

    In the past, safety and relief valves installed in the primary coolant system of light water reactors have performed improperly. As a result, the authors of NUREG-0578 (TMI-2 Lessons Learned Task Force Status Report and Short-Term Recommendations) and, subsequently, NUREG-0737 (Clarification of TMI Action Plan Requirements) recommended development and completion of programs to do two things. First, the programs should reevaluate the functional performance capabilities of pressurized water reactor safety, relief, and block valves. Second, they should verify the integrity of the pressurizer safety and relief valve piping systems for normal, transient, and accident conditions. This report documents the review of those programs by EG&G Idaho, Inc. Specifically, this report documents the review of the Comanche Peak, Unit 2, Applicant response to the requirements of NUREG-0578 and NUREG-0737. This review found the Applicant provided an acceptable response reconfirming they met General Design Criteria 14, 15, and 30 of Appendix A to 10 CFR 50 for the subject equipment.

    We model a loss of flow accident (LOFA) in the ARIES-ACT1 tokamak design. ARIES-ACT1 features an advanced SiC blanket with LiPb as coolant and breeder, a helium cooled steel structural ring and tungsten divertors, a thin-walled, helium cooled vacuum vessel, and a room temperature water-cooled shield outside the vacuum vessel. The water heat transfer system is designed to remove heat by natural circulation during a LOFA. The MELCOR model uses time-dependent decay heats for each component determined by 1-D modeling. The MELCOR model shows that, despite periodic boiling of the water coolant, that structures are kept adequately cool by the passive safety system.

    A fast-acting nuclear reactor control device for moving and positioning a fety control rod to desired positions within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump/motor, an electric gear motor, and solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

    This paper reports that chemists have found and characterized an anticancer antibiotic, dynemicin A, that may be the fouth of a series of antibiotics that act by metabolic rearrangement to a diradical. If true, diradical precursors may represent an antibiotic strategy that evolved widely in nature. And, there may be many more anticancer antibiotics awaiting discovery. Also, the unique internal trigger that seems to set off the dynemicin rearrangement gives chemists a new understanding of how these compounds work. If, indeed, the anthraquinone nucleus in dynemicin A binds by intercalation between strands of DNA as is now thought, chemists will learn more about how to deliver drugs to specific sites.

    This invention consists of a fast-acting nuclear reactor control device for moving and positioning a safety control rod to desired elevations within the core of the reactor between a run position in which the safety control rod is outside the reactor core, and a shutdown position in which the rod is fully inserted in the reactor core. The device employs a hydraulic pump motor, an electric gear motor, and a solenoid valve to drive the safety control rod into the reactor core through the entire stroke of the safety control rod. An overrunning clutch, allows the safety control rod to freely travel toward a safe position in the event of a partial drive system failure.

As such, the RFI Program Plan provides: technical guidance for all work to be performed, managerial control, a practical, scientific approach. The purpose of this Overview is to demonstrate how the basic RFI Program Plan elements (technical, management, and approach) are interwoven to provide a practical and workable plan. The goal of the RFI Program Plan is to provide a systematic, uniform approach for performance and reporting. In addition, the RFI Program Plan has been developed to be specific to the SRS facility and to adhere to the Environmental Protection Agency (EPA) RFI guidance received as part of the SRS. The US EPA publication Characterization of Hazardous Waste Sites'' has been liberally adapted for use in this RFI Program Plan.

    The National Environmental Policy Act of 1969 (NEPA) sets forth national policy for the protection of the environment. The NEPA process is intended to help officials of the federal government make decisions that are based on an understanding of environmental consequences, and take actions that protect, restore, and enhance the environment. The California Environmental Quality Act of 1970 (CEQA) is similar to NEPA. The California legislature established CEQA to inform both state and local governmental decision-makers and the public about potential significant environmental effects of proposed activities, to identify ways to avoid or reduce environmental impacts, and to disclose to the public the reasons why a project is approved if significant environmental effects are involved.     A fast-acting nuclear reactor control device is described for controlling a safety control rod within the core of a nuclear reactor, the reactor controlled by a reactor control system, the device comprising: a safety control rod drive shaft and an electromagnetic clutch co-axial with the drive shaft operatively connected to the safety control rod for driving and positioning the safety control rod within or without the reactor core during reactor operation, the safety rod being oriented in a substantially vertical position to allow the rod to fall into the reactor core under the influence of gravity during shutdown of the reactor; the safety control rod drive shaft further operatively connected to a hydraulic pump such that operation of the drive shaft simultaneously drives and positions the safety control rod and operates the hydraulic pump such that a hydraulic fluid is forced into an accumulator, filling the accumulator with oil for the storage and supply of primary potential energy for safety control rod insertion such that the release of potential energy in the accumulator causes hydraulic fluid to flow through the hydraulic pump, converting the hydraulic pump to a hydraulic motor having speed and power capable of full length insertion and high speed driving of the safety control rod into the reactor core; a solenoid valve interposed between the hydraulic pump and the accumulator, said solenoid valve being a normally open valve, actuated to close when the safety control rod is out of the reactor during reactor operation; and further wherein said solenoid opens in response to a signal from the reactor control system calling for shutdown of the reactor and rapid insertion of the safety control rod into the reactor core, such that the opening of the solenoid releases the potential energy in the accumulator to place the safety control rod in a safe shutdown position.

    Two laws governing activities in the marine environment are considered in this Reference Book. The Marine Protection, Research, and Sanctuaries Act (MPRSA, P.L. 92-532) regulates ocean dumping of waste, provides for a research program on ocean dumping, and provides for the designation and regulation of marine sanctuaries. The Marine Mammal Protection Act (MMPA, P.L. 92-522) establishes a federal program to protect and manage marine mammals. The Fishery Conservation and Management Act (FCMA, P.L. 94-265) establishes a program to regulate marine fisheries resources and commercial marine fishermen. Because the Department of Energy (DOE) is not engaged in any activities that could be classified as fishing under FCMA, this Act and its regulations have no implications for the DOE; therefore, no further consideration of this Act is given within this Reference Book. The requirements of the MPRSA and the MMPA are discussed in terms of their implications for the DOE.

    The Savannah River Site (SRS) spring operated pressure relief valve (SORV) maintenance intervals were evaluated using an approach provided by the American Petroleum Institute (API RP 581) for risk-based inspection technology (RBI). In addition, the impact of extending the inspection schedule was evaluated using Monte Carlo Simulation (MCS). The API RP 581 approach is characterized as a Weibull analysis with modified Bayesian updating provided by SRS SORV proof testing experience. Initial Weibull parameter estimates were updated as per SRS's historical proof test records contained in the Center for Chemical Process Safety (CCPS) Process Equipment Reliability Database (PERD). The API RP 581 methodology was used to estimate the SORV's probability of failing on demand (PFD), and the annual expected risk. The API RP 581 methodology indicates that the current SRS maintenance plan is conservative. Cost savings may be attained in certain mild service applications that present low PFD and overall risk. Current practices are reviewed and recommendations are made for extending inspection intervals. The paper gives an illustration of the inspection costs versus the associated risks by using API RP 581 Risk Based Inspection (RBI) Technology. A cost effective maintenance frequency balancing both financial risk and inspection cost is demonstrated.
