    In 2009, we presented the idea of an American academy for training safeguards inspectors for the International Atomic Energy Agency (IAEA), due to the declining percentage of Americans in that international organization. In this paper we assert that there is still a compelling need for this academy. While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administrations Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    Kodak Royal-X Pan (RXP) film has been the prime film for oscilloscope camera recording at the Nevada Test Site (NTS) since 1962. Kodak discontinued making this film in 1987, however, so it became necessary to find a substitute that had as many of the photographic characteristics of RXP as possible --- spectral sensitivity, image quality, recording speed, base plus fog background density, and processing parameters. (RXP and Kodak 857 developer will continue being used at NTS until the film supply is exhausted.) RXP 2{1/4} {times} 3{1/4}-inch film has been the film of choice for oscillography at NTS because of its sensitivity to the blue radiation from P-11 phosphor, which constitutes the coating of oscilloscope tubes, and its ability to record fast transient occurrences, such as oscilloscope traces, in or near nanosecond exposure times. 1 ref., 40 figs., 4 tabs.

    Geothermal Academy: A Pathway for Confirmation of Ground-Source Heat Pumps in the United States. In 2008, Oak Ridge National Laboratory issued a report on geothermal heats pumps (GHPs) focused on the market status, barriers to adoption, and actions to overcome these barriers (Hughes 2008). Of the barriers raised in this report, of the most pressing is the lack of performance and energy usage data for GHPs. Further, an associated barrier is a lack of a fair comparison of the energy usage of conventional heating and cooling systems for the same building. Because of these barriers, we are not able to say how much energy is used by well-designed GHP systems on a long-term basis, nor are we able to say how better their energy usage is compared to conventional systems. The need for a fair comparison with conventional systems is particularly relevant as modern versions of conventional air conditioners, gas furnaces, and boilers have also incorporated energy saving technologies. As a first step to address this barrier, the Geothermal Academy has developed a framework for data collection. This framework has already been applied to several geothermal installations in Colorado (Nakagawa etal. 2010). The framework classifies data into different categories based on the relevance of the dat to understanding the energy consumption of a GHP system. The categories are: direct energy consumption data, heat exchange performance data, and GHP design parameter data. The main recommendation of this project is to include a minimal data collection system on each heat pump installed in the U.S., capable of measuring the electrical energy consumed, the entering/exiting fluid temperatures, and circulation rates. This is a viable and cost effective solution which will provide performance data, as data collection systems are only a fraction of the cost of a GHP unit and modern GHP units already incorporate sensors to monitor energy usage and the entering and exiting fluid temperatures. Specifically, these sensors are used to control the GHP unit to provide the heat exchange required to provide a desired temperature within a building. Accordingly, it is straightforward for this operational data to be collected to start building a database of GHP performance such that can provide statistically relevant comparison with other heating and cooling systems. In addition to collecting the data, such a system could be easily implemented with a wireless transmitter so that data could be sent to a home PC where it could be transmitted to a central database. Display of the data on a user's PC would provide feedback on the performance of their system which could perhaps refine their use of the system to reach their personal energy goals. Although a system such as that described above has yet to be incorporated directly into commercial GHP systems, it is straightforward and inexpensive to outfit a GHP with a data acquisition system and supplemental sensors. A secondary recommendation is to consider funding a pilot effort that will collect the energy and performance time series data from a representative sample of installations. A preliminary pilot effort was undertaken by the Geothermal Academy at a middle school in Ft. Collins, Colorado, which demonstrated the feasibility and ease of such an effort. A full-scale pilot effort would be most suited to evaluate the performance of GHP installations in different climate settings, preferably focusing on residential, commercial, and public buildings. If a full-scale pilot effort were to be undertaken, it is recommended to also identify large buildings which may incorporate a back-up conventional heating and cooling system in order to provide statistically relevant comparison data to assess the improvement in GHP energy usage over other heating and cooling technologies. Such a data collection system would provide several benefits to the different sectors of society (consumers, installers, policy makers, researchers, utility companies, government regulators) which are concerned with GHP technology and implementation.

    This paper describes an alternative energy conversion demonstration laboratory which supplements classroom theory in a senior engineering elective course in energy conversion in the Department of Mechanical Engineering at the U.S. Naval Academy. Oil, nuclear energy, and other conventional sources of power have been the dominant sources for industrial society and the U.S. Navy, and will continue to be so for the foreseeable future. There are other possibilities, however, including wind power, solar power, ocean thermal power and tidal power. A need for alternative sources of energy for the Navy was recognized at the time of the Arab oil embargo in 1973, and an academic program in alternative energy has been developed to help satisfy that need.     Facilities for intermediate storage of spent fuel and HLW and for final disposal of ILW and LLW together with a system for sea transportation have been in operation in Sweden for more then 15 years. To complete the ''back end system'' the remaining parts are to build facilities for encapsulation and final storage of spent fuel and HLW. The Swedish reference method for final disposal of spent fuel, KBS-3, is to encapsulate the fuel elements in copper canisters and dispose them in a deep geological repository. The Swedish program up to 2001 was focused on the establishment of general acceptance of the reference method for final storage and SKB's selection of candidate sites for a deep geological repository. In the end of year 2000 SKB presented a report as a base for a Government decision about the siting process. This report gave the background for the selection of three candidate sites. It also presented the program for geological surveys of the candidate sites as well as the background for the choice of the method for final disposal of spent nuclear fuel and HLW. In the end of 2001 the Swedish government endorsed the plan for the site selection phase and stated that the KBS-3 design of the repository shall be used as the planning base for the work. Permissions were also granted for the fieldwork from the municipalities of Forsmark and Oskarshamn where the candidate sites are located. Site investigations on these two sites started during 2002. The technical development and demonstration of the KBS 3-method is ongoing at the Dspv Hard Rock Laboratory and the Canister Laboratory. The goal for the coming five years period is to select the site for the repository and apply for licenses to construct and operate the facilities for encapsulation and final storage of spent fuel. The encapsulation plant and the repository are planned to be in operation around year 2015.

    During fiscal years 2007 through 2009, in accordance with Performance Based Incentives with DOE/NNSA Los Alamos Site Office, Los Alamos National Security (LANS) implemented and operated a Safety Basis Academy (SBA) to facilitate uniformity in technical qualifications of safety basis professionals across the nuclear weapons complex. The implementation phase of the Safety Basis Academy required development, delivery, and finalizing a set of 23 courses. The courses developed are capable of supporting qualification efforts for both federal and contractor personnel throughout the DOE/NNSA Complex. The LANS Associate Director for Nuclear and High Hazard Operations (AD-NHHO) delegated project responsibillity to the Safety Basis Division. The project was assigned to the Safety Basis Technical Services (SB-TS) Group at Los Alamos National Laboratory (LANL). The main tasks were project needs analysis, design, development, implementation of instructional delivery, and evaluation of SBA courses. DOE/NNSA responsibility for oversight of the SBA project was assigned to the Chief of Defense for Nuclear Safety, and delegated to the Authorization Basis Senior Advisor, Continuous Learning Chair (CDNS-ABSA/CLC). NNSA developed a memorandum of agreement with LANS AD-NHHO. Through a memorandum of agreement initiated by NNSA, the DOE National Training Center (NTC) will maintain the set of Safety Basis Academy courses and is able to facilitate course delivery throughout the DOE Complex.

  2. Swedish tests on rape-seed oil as an alternative to diesel fuel

    The cheapest version of Swedish rape-seed oil was chosen. First the rape-seed oil was mixed in different proportions with regular diesel fuel. A mixture of 1/3 rape-seed oil and 2/3 regular diesel fuel (R 33) was then selected for a long-term test. A Perkins 4.248 diesel engine was used for laboratory tests. Four regular farm tractors, owned and operated by farmers, and two tractors belonging to the Institute have been running on R 33. Each tractor was calibrated on a dynamometer according to Swedish and ISO-standards before they were operated on R 33. Since then the tractors have been regularly recalibrated. The test tractors have been operated on R 33 for more than 3400 h. An additional 1200 h have been covered by the laboratory test engine. None of the test tractors have hitherto required repairs due to the use of R 33, but some fuel filters have been replaced. Some fuel injectors have been cleaned due to deposits on the nozzles. 4 figures, 1 table.

Black-Right-Pointing-Pointer Articulating these markets is a strategic challenge for Swedish municipally owned waste management. - Abstract: This paper describes how the business model of two leading Swedish municipally owned solid waste management companies exposes them to four different but related markets: a political market in which their legitimacy as an organization is determined; a waste-as-material market that determines their access to waste as a process input; a technical market in which these companies choose what waste processing technique to use; and a commercial market in which they market their products. Each of these markets has a logic of its own. Managing these logics and articulating the interrelationships between these markets is a key strategic challenge for these companies.

  4. Going the Distance? NRC's Response to the National Academy of Science's Transportation Study

    In February 2006, the National Academy of Sciences (NAS) published the results of a 3 1/2-year study, titled Going the Distance, that examined the safety of transporting spent nuclear fuel (SNF) and high level waste (HLW) in the United States. NAS initiated this study to address what it perceived to be a national need for an independent, objective, and authoritative analysis of SNF and HLW transport in the United States. The study was co-sponsored by the U.S. Nuclear Regulatory Commission (NRC), the U.S. Department of Energy (DOE), the U.S. Department of Transportation (DOT), the Electric Power Research Institute and the National Cooperative Highway Research Program. This paper addresses some of the recommendations made in the NAS study related to the performance of SNF transportation casks in long duration fires, the use of full-scale package testing, and the need for an independent review of transportation security prior to the commencement of large scale shipping campaigns to an interim storage site or geologic repository. In conclusion: The NRC believes that the current regulations in 10 CFR Part 71 for the design of SNF and HLW transportation packages provide a very high level of protection to the public for very severe accidents and credible threat scenarios. As recommended by the NAS study, additional studies of accidents involving severe fires have been completed. These studies have confirmed that spent fuel casks would be expected to withstand very severe fires without the release of any fission products from the spent fuel. Additionally, changes in rail operating procedures such as the use of dedicated trains and prohibition on the co-location of SNF and flammable liquids in rail tunnels can further reduce the already low probability of severe rail accident fires involving SNF and HLW.     Through an agreement with EEE producers, Swedish municipalities are responsible for collection of hazardous waste and waste electrical and electronic equipment (WEEE). In most Swedish municipalities, collection of these waste fractions is concentrated to waste recycling centres where households can source-separate and deposit hazardous waste and WEEE free of charge. However, the centres are often located on the outskirts of city centres and cars are needed in order to use the facilities in most cases. A full-scale experiment was performed in a residential area in southern Sweden to evaluate effects of a system for property-close source separation of hazardous waste and WEEE. After the system was introduced, results show a clear reduction in the amount of hazardous waste and WEEE disposed of incorrectly amongst residual waste or dry recyclables. The systems resulted in a source separation ratio of 70 wt% for hazardous waste and 76 wt% in the case of WEEE. Results show that households in the study area were willing to increase source separation of hazardous waste and WEEE when accessibility was improved and that this and similar collection systems can play an important role in building up increasingly sustainable solid waste management systems.

Instruments to monitor the Bowditch Hall chiller as a separate load were added on June 2, 1991. MEL Test Procedure {number_sign}1, Building Energy Monitoring, was followed in the installation and operation of the monitoring equipment. The monitoring objectives were to (1) provide a baseline for assessing energy savings resulting from future energy conservation measures that are to be implemented in the monitored buildings, and (2) provide information for recommending cost-effective energy conservation opportunities. Results of the long-term, whole building monitoring project at the MMA are presented in this report.

    The National Geothermal Academy (NGA) is an intensive 8-week overview of the different aspects involved in developing a geothermal project, hosted at University of Nevada, Reno. The class of 2012 was the second graduating class from the academy and included 21 students from nine states, as well as Saudi Arabia, Dominica, India, Trinidad, Mexico. The class consisted of people from a wide range of scholastic abilities from students pursuing a Bachelor’s or Master’s degrees, to entrepreneurs and professionals looking to improve their knowledge in the geothermal field. Students earned 6 credits, either undergraduate or graduate, in engineering or geology. Overall, the students of the NGA, although having diverse backgrounds in engineering, geology, finance, and other sciences, came together with a common passion to learn more about geothermal.

    Thorium is a fertile material and most of the past research has focused on breeding thorium to fissile material. In this paper, the focus is on using thorium to improve the thermal margins by homogeneously distributing thorium in the fuel pellets. A proposed uranium-thorium-based fuel assembly is simulated for the Swedish Ringhals-3 PWR core in a realistic demonstration. All the key safety parameters, such as isothermal temperature coefficient of reactivity, Doppler temperature of reactivity, boron worth, shutdown margins and fraction of delayed neutrons are studied in this paper, and are within safety limits for the new core design using the uranium-thorium-based fuel assemblies. The calculations were performed by the two-dimensional transport code CASMO-4E and the two group steady-state three dimensional nodal code SIMULATE-3 from Studsvik Scandpower. The results showed that the uranium-thorium-based fuel assembly improves the thermal margins, both in the pin peak power and the local power (Fq). The improved thermal margins would allow more flexible core designs with less neutron leakage or could be used in power uprates to offer efficient safety margins. (authors)

    The protection against dynamic effects in connection with potential pipe breaks has been implemented in different ways in the development of BWR reactor designs. First-generation plant designs reflect code requirements in effect at that time which means that no piping restraint systems were designed and built into those plants. Modern designs have, in contrast, implemented full protection against damage in connection with postulated pipe breaks, as required in current codes and regulations. Moderns standards and current regulatory demands can be met for the older plants by backfitting pipe whip restraint hardware. This could lead to several practical difficulties as these installations were not anticipated in the original plant design and layout. Meeting the new demands by analysis would in this situation have great advantages. Application of leak-before-break criteria gives an alternative opportunity of meeting modem standards in reactor safety design. Analysis takes into account data specific to BWR primary system operation, actual pipe material properties, piping loads and leak detection capability. Special attention must be given to ensure that the data used reflects actual plant conditions.

    Research Highlights: > The comparison of three different methods for management of household food waste show that anaerobic digestion provides greater environmental benefits in relation to global warming potential, acidification and ozone depilation compared to incineration and composting of food waste. Use of produced biogas as car fuel provides larger environmental benefits compared to a use of biogas for heat and power production. > The use of produced digestate from the anaerobic digestion as substitution for chemical fertilizer on farmland provides avoidance of environmental burdens in the same ratio as the substitution of fossil fuels with produced biogas. > Sensitivity analyses show that results are highly sensitive to assumptions regarding the environmental burdens connected to heat and energy supposedly substituted by the waste treatment. - Abstract: Environmental impacts from incineration, decentralised composting and centralised anaerobic digestion of solid organic household waste are compared using the EASEWASTE LCA-tool. The comparison is based on a full scale case study in southern Sweden and used input-data related to aspects such as source-separation behaviour, transport distances, etc. are site-specific. Results show that biological treatment methods - both anaerobic and aerobic, result in net avoidance of GHG-emissions, but give a larger contribution both to nutrient enrichment and acidification when compared to incineration. Results are to a high degree dependent on energy substitution and emissions during biological processes. It was seen that if it is assumed that produced biogas substitute electricity based on Danish coal power, this is preferable before use of biogas as car fuel. Use of biogas for Danish electricity substitution was also determined to be more beneficial compared to incineration of organic household waste. This is a result mainly of the use of plastic bags in the incineration alternative (compared to paper bags in the anaerobic) and the use of biofertiliser (digestate) from anaerobic treatment as substitution of chemical fertilisers used in an incineration alternative. Net impact related to GWP from the management chain varies from a contribution of 2.6 kg CO{sub 2}-eq/household and year if incineration is utilised, to an avoidance of 5.6 kg CO{sub 2}-eq/household and year if choosing anaerobic digestion and using produced biogas as car fuel. Impacts are often dependent on processes allocated far from the control of local decision-makers, indicating the importance of a holistic approach and extended collaboration between agents in the waste management chain.

    Since 1981 the Royal Signals and Radar Establishment and the Royal Aircraft Establishment, United Kingdom, have made vertical and horizontal sounding measurements of aerosol backscatter coefficients at 10.6 {mu}m using an airborne continuous wave focused CO{sub 2} Doppler lidar, the Laser True Airspeed System (LATAS). The heterodyne signal from the LATAS detector is spectrally analyzed. Then, in conjunction with aircraft flight parameters, the data are processed in a six-stage computer algorithm: Set search window, search for peak signal, test peak signal, measure total signal, calculate signal-to-noise ratio (SNR), and calculate backscatter coefficient.

  5. Robotic inspection of PWR coolant pump casing welds

    As of January 1, 1995, the Swedish Nuclear Inspectorate began requiring more thorough inspections of cast stainless-steel components in nuclear power plants, including pressurized water reactor (PWR) reactor coolant pump (RCP) casings. The examination requirements are established by fracture mechanics analyses of component weldments and demonstrated test system detection capabilities. This may include full volumetric inspection or some portion thereof. Ringhals station is a four-unit nuclear power plant, owned and operated by the Swedish State Power Board, Vattenfall. Unit 1 is a boiling water reactor. Units 2, 3, and 4 are Westinghouse-designed PWRs, ranging in size from 795 to 925 MW. The RCP casings at the PWR units are made of cast stainless steel and contain four circumferential welds that require inspection. Due to the thickness of the casings at the weld locations and configuration and surface conditions on the outside diameter of the casings, remote inspection from the inside diameter of the pump casing was mandated.

    The recovery of offshore gas as LNG, by heat exchange on an LNG carrier with liquid nitrogen, was studied in the context of a North Sea gas source and a Swedish market. The technical suitability of each component of this cold-box shuttle system was examined and the capital and operating costs were estimated. It was concluded that the system is technically robust and flexible and that, for the case studied, gas could be landed at a competitive cost.

    This report analyzes the evolution of energy use in Sweden since the early 1970s. The purpose of the study, which is sponsored by NUTEK, Department of Energy Efficiency, the Swedish Agency for Technical and Industrial Development, is to shed light on the future path of energy use in Sweden by quantifying and understanding changes in past energy use. Energy efficiency has been identified by Swedish authorities in countless official studies as a key element in Sweden`s efforts to restrain oil imports, reduce reliance on nuclear power, reduce environmental impacts of energy use, and reduce CO{sub 2} emissions. To understand the role or performance of energy efficiency in the 1970s and 1980s in Sweden, and what this performance means about the future, the authors seek answers to three broad questions: (1) How has the structure and efficiency of energy use in Sweden evolved since the early 1970s, and where data permit, since even earlier? What caused these changes? (2) How does the structure of energy use in Sweden differ from that of other countries, and how has the evolution of energy use in Sweden differed from developments in other countries? (3) How much energy has Sweden saved, and why? Are these savings permanent? To what extent were they offset by changes in the structure of energy use? And to what extent is the magnitude of these savings dependent upon the way we measure energy use? The report reviews the long-term evolution of Swedish energy use, focusing on developments in five sectors of the economy: residential, service, industrial (manufacturing and {open_quotes}other industry{close_quotes} defined as mining, agriculture, forestry and fisheries, and construction), travel, and freight. The authors then examine Swedish energy use in a broader perspective, drawing detailed comparisons to other nations. Finally, they discuss a series of issues that hover over the future of energy demand in Sweden.

    During international peace-keeping missions, a diverse number of non-battle hazards may be encountered, which range from heavily polluted areas, endemic disease, toxic industrial materials, local violence, traffic, and even psychological factors. Hence, elevated risk levels from a variety of sources are encountered during deployments. With the emphasis within the Swedish military moving from national defense towards prioritization of international missions in atypical environments, the risk of health consequences, including long term health effects, has received greater consideration. The Swedish military is interested in designing an optimal approach for assessment of health threats during deployments. The Medical Intelligence group at FOI CBRN Security and Defence in Umea has, on request from and in collaboration with the Swedish Armed Forces, reviewed a variety of international health threat and risk assessment models for military operations. Application of risk assessment methods used in different phases of military operations will be reviewed. An overview of different international approaches used in operational risk management (ORM) will be presented as well as a discussion of the specific needs and constraints for health risk assessment in military operations. This work highlights the specific challenges of risk assessment that are unique to the deployment setting such as the assessment of exposures to a variety of diverse hazards concurrently.

This delayed neutron and gamma counting (DNGC) system uses a SLOWPOKE-2 reactor to irradiate fissile materials before their transfer to a counting arrangement consisting of six He and one HPGe detector. The application of this system is demonstrated in an example where delayed neutron and gamma emissions are used in complement to examine U content and determine fissile mass with an average relative error and accuracy of -2.2 and 1.5 %, respectively.

The objective of the seminar was to provide technical knowledge in the area of environmental toxicology to participants from developing countries in Asia. Priorities identified at the workshop which would aid in the application of environmental toxicology principles in developing countries were: a data base on toxicological properties of chemicals, increased research support in all aspects of science and technology in developing countries, increased public awareness and participation in the risk management process, and an increased number of training courses held in third world countries to facilitate exchange of experience and techniques.

    The Geotechnical Board, a part of the US National Research Council, which is the operating arm of the National Academy of Sciences and the National Academy of Engineering, serves to advise the federal government and others on issues where geotechnology can have an impact, such as environmental remediation and infrastructure development. The board met three times during the reporting period to review current projects and to initiate activities that move the knowledge base of geotechnology forward. The board operates with two long-standing national committees, the US National Committee for Rock Mechanics and the US National Committee on Tunneling Technology. It also conducts special studies at the request of the government. A list of attachments is given.
