    Freight Wing Incorporated utilized the opportunity presented by this DOE category one Inventions and Innovations grant to successfully research, develop, test, patent, market, and sell innovative fuel and emissions saving aerodynamic attachments for the trucking industry. A great deal of past scientific research has demonstrated that streamlining box shaped semi-trailers can significantly reduce a truck's fuel consumption. However, significant design challenges have prevented past concepts from meeting industry needs. Market research early in this project revealed the demands of truck fleet operators regarding aerodynamic attachments. Products must not only save fuel, but cannot interfere with the operation of the truck, require significant maintenance, add significant weight, and must be extremely durable. Furthermore, SAE/TMC J1321 tests performed by a respected independent laboratory are necessary for large fleets to even consider purchase. Freight Wing used this information to create a system of three practical aerodynamic attachments for the front, rear and undercarriage of standard semi trailers. SAE/TMC J1321 Type II tests preformed by the Transportation Research Center (TRC) demonstrated a 7% improvement to fuel economy with all three products. If Freight Wing is successful in its continued efforts to gain market penetration, the energy and environmental savings would be considerable. Each truck outfitted saves approximately 1,100 gallons of fuel every 100,000 miles, which prevents over 12 tons of CO2 from entering the atmosphere. If all applicable trailers used the technology, the country could save approximately 1.8 billion gallons of diesel fuel, 18 million tons of emissions and 3.6 billion dollars annually.

    The purpose of the Safety Evaluation for Packaging (SEP) is the evaluation and authorization of the onsite transport of propane tanks that are mounted on the Lockheed Martin Hanford Corporation Characterization Project`s nitrogen trailers. This SEP authorizes onsite transport of the nitrogen trailers, including the propane tanks, until May 31, 1998. The three nitrogen trailers (HO-64-4966, HO-64-4968, and HO-64-5170) are rated for 1,361 kg (30,000 lb) and are equipped with tandem axles and pintel hitches. Permanently mounted on each trailer is a 5,678 L (1,500 gal) cryogenic dewar that is filled with nitrogen, and a propane fired water bath vaporizer system, and a 454 L (1 20 gal) propane tank. The nitrogen trailer system is operated only when it is disconnected from the tow vehicle and is leveled and stabilized. When the trailers are transported, the propane tanks are isolated via closed supply valves.

    A system to accommodate the removal of long-length contaminated equipment (LLCE) from Hanford underground radioactive waste storage tanks was designed, procured, and demonstrated, via a project activity during the 1990s. The system is the Long Length Contaminated Equipment Removal System (LLCERS). LLCERS will be maintained and operated by Tank Farms Engineering and Operations organizations and other varied projects having a need for the system. The responsibility for the operation and maintenance of the LLCERS Receiver Trailer (RT) and Transport Trailer (TT) resides with the RPP Characterization Project Operations organization. The purpose of this document is to provide vendor supplied operating and maintenance (O & M) information for the RT and TT in a readily retrievable form. This information is provided this way instead of in a vendor information (VI) file to maintain configuration control of the operations baseline as described in RPP-6085, ''Configuration Management Plan for Long Length Contaminated Equipment Receiver and Transport Trailers''. Additional Operations Baseline documents are identified in RPP-6085.

    The SY-101 Equipment Removal System 100 Ton Hydraulic Trailer was designed and built by KAMP Systems, Inc. Performance of the Acceptance Test Procedure at KAMP`s facility in Ontario, California (termed Phase 1 in this report) was interrupted by discrepancies noted with the main hydraulic cylinder. The main cylinder was removed and sent to REMCO for repair while the trailer was sent to Lampson`s facility in Pasco, Washington. The Acceptance Test Procedure was modified and performance resumed at Lampson (termed Phase 2 in this report) after receipt of the repaired cylinder. At the successful conclusion of Phase 2 testing the trailer was accepted as meeting all the performance criteria specified.

    During the period from fiscal year (FY) 2009 to FY 2011, there were a total of 21 incidents involving radioactively contaminated shipment trailers and 9 contaminated waste packages received at the Nevada National Security Site (NNSS) Area 5 Radioactive Waste Management Site (RWMS). During this time period, the EnergySolutions (ES) Clive, Utah, disposal facility had a total of 18 similar incidents involving trailer and package contamination issues. As a result of the increased occurrence of such incidents, DOE Environmental Management Headquarters (EM/HQ) Waste Management organization (EM-30) requested that the Energy Facility Contractors’ Group (EFCOG) Waste Management Working Group (WMWG) conduct a detailed review of these incidents and report back to EM-30 regarding the results of this review, including providing any recommendations formulated as a result of the evaluation of current site practices involving handling and management of radioactive material and waste shipments.

    The purpose of DE-EE0001552 was to develop and deploy a combination of trailer aerodynamic devices and low rolling resistance tires that reduce fuel consumption of a class 8 heavy duty tractor-trailer combination vehicle by 15%. There were 3 phases of the project: Phase 1 – Perform SAE Typed 2 track tests with multiple device combinations. Phase 2 – Conduct a fleet evaluation with selected device combination. Phase 3 – Develop the devices required to manufacture the aerodynamic trailer. All 3 phases have been completed. There is an abundance of available trailer devices on the market, and fleets and owner operators have awareness of them and are purchasing them. The products developed in conjunction with this project are at least in their second round of refinement. The fleet test undertaken showed an improvement of 5.5 – 7.8% fuel economy with the devices (This does not include tire contribution).

    Lawrence Livermore National Laboratory (LLNL) as part of its Department of Energy (DOE), Energy Efficiency and Renewable Energy (EERE), and Vehicle Technologies Program (VTP) effort has investigated class 8 tractor-trailer aerodynamics for many years. This effort has identified many drag producing flow structures around the heavy vehicles and also has designed and tested many new active and passive drag reduction techniques and concepts for significant on the road fuel economy improvements. As part of this effort a database of experimental, computational, and conceptual design for aerodynamic drag reduction devices has been established. The objective of this report is to provide design guidance for trailer base devices to improve their aerodynamic performance. These devices are commonly referred to as boattails, base flaps, tail devices, and etc. The information provided here is based on past research and our most recent full-scale experimental investigations in collaboration with Navistar Inc. Additional supporting data from LLNL/Navistar wind tunnel, track test, and on the road test will be published soon. The trailer base devices can be identified by 4 flat panels that are attached to the rear edges of the trailer base to form a closed cavity. These devices have been engineered in many different forms such as, inflatable and non-inflatable, 3 and 4-sided, closed and open cavity, and etc. The following is an in-depth discussion with some recommendations, based on existing data and current research activities, of changes that could be made to these devices to improve their aerodynamic performance. There are 6 primary factors that could influence the aerodynamic performance of trailer base devices: (1) Deflection angle; (2) Boattail length; (3) Sealing of edges and corners; (4) 3 versus 4-sided, Position of the 4th plate; (5) Boattail vertical extension, Skirt - boattail transition; and (6) Closed versus open cavity.

The data were developed for use in risk assessments of hazardous materials transportation. Several accident databases were reviewed to determine their suitability to the task. The TIFA (Trucks Involved in Fatal Accidents) database created at the University of Michigan Transportation Research Institute was extensively utilized. Supplementary data on collision and fire severity, which was not available in the TIFA database, were obtained by reviewing police reports for selected TIFA accidents. The results are described in terms of frequencies of different accident types and cumulative distribution functions for the peak contact velocity, rollover skid distance, fire temperature, fire size, fire separation, and fire duration.

    An apparatus for reducing the aerodynamic drag of a bluff-bodied vehicle such as a tractor-trailer in a flowstream, the bluff-bodied vehicle of a type having a leading portion, a trailing portion connected to the leading portion, and a gap between the leading and trailing portions defining a recirculation zone. The apparatus is preferably a baffle assembly, such as a vertical panel, adapted to span a width of the gap between the leading and trailing portions so as to impede cross-flow through the gap, with the span of the baffle assembly automatically adjusting for variations in the gap width when the leading and trailing portions pivot relative to each other.

    The refrigerated trailer and container segments of the transportation industry are evaluated as potential entry markets for a proposed absorption refrigeration technology. To perform this analysis the existing transportation refrigeration industry is characterized; this includes a description of the current refrigeration technology, rating systems, equipment manufacturers, maintenance requirements, and sales trends. This information indicates that the current transportation refrigeration industry is composed of two major competitors, Thermo King and Carrier. In addition, it has low profit potential, some barriers to entry and low growth potential. Data are also presented that characterize the transportation refrigeration consumers, specifically, major groups, market segmentation, consumer decision process, and buying criteria. This consumer information indicates that the majority of refrigerated trailer consumers are private carriers, and that the majority of refrigerated container consumers are shipping companies. Also, these consumers are primarily interested in buying reliable equipment at a low price, and are quite satisfied with existing refrigeration equipment.

    Transportation of weight-concentrated radioactive loads by truck is an essential part of a safe and economical nuclear industry. This proposed standard presents guidance and performance criteria for the safe transport of these weight-concentrated radioactive loads. ANSI N14.30 will detail specific requirements for the design, fabrication, testing, in-service inspections, maintenance and certification of the semi-trailers to be employed in said service. Furthermore, guidelines for a quality assurance program are also enumerated. This standard would apply to any semi-trailer that may or may not be specifically designed to carry weight-concentrated loads. Equipment not suitable per the criteria established in the standard would be removed from service. The nature of the nuclear industry and the need for a positive public perception of the various processes and players, mandates that the highway transportation of weight-concentrated radioactive loads be standardized and made inherently safe. This proposed standard takes a giant step in that direction.

  17. Fuel Economy and Emissions Effects of Low Tire Pressure, Open Windows, Roof Top and Hitch-Mounted Cargo, and Trailer

    To quantify the fuel economy (FE) effect of some common vehicle accessories or alterations, a compact passenger sedan and a sport utility vehicle (SUV) were subjected to SAE J2263 coastdown procedures. Coastdowns were conducted with low tire pressure, all windows open, with a roof top or hitch-mounted cargo carrier, and with the SUV pulling an enclosed cargo trailer. From these coastdowns, vehicle dynamometer coefficients were developed which enabled the execution of vehicle dynamometer experiments to determine the effect of these changes on vehicle FE and emissions over standard drive cycles and at steady highway speeds. The FE penalty associated with the rooftop cargo box mounted on the compact sedan was as high as 25-27% at higher speeds, where the aerodynamic drag is most pronounced. For both vehicles, use of a hitch mounted cargo tray carrying a similar load resulted in very small FE penalties, unlike the rooftop cargo box. The results for the SUV pulling a 3500 pound enclosed cargo trailer were rather dramatic, resulting in FE penalties ranging from 30%, for the city cycle, to 50% at 80 mph, at which point significant CO generation indicated protective enrichment due to high load. Low tire pressure cases resulted in negligible to 10% FE penalty depending on the specific case and test point. Driving with all four windows open decreased FE by 4-8.5% for the compact sedan, and 1-4% for the SUV.

    Quantifying the fuel savings that can be achieved from different truck fuel efficiency technologies for a fleet s specific usage allows the fleet to select the combination of technologies that will yield the greatest operational efficiency and profitability. This paper presents an analysis of vehicle usage in a commercial vehicle fleet and an assessment of advanced efficiency technologies using an analysis of measured drive cycle data for a class 8 regional commercial shipping fleet. Drive cycle measurements during a period of a full year from six tractor-trailers in normal operations in a less-than-truckload (LTL) carrier were analyzed to develop a characteristic drive cycle that is highly representative of the fleet s usage. The vehicle mass was also estimated to account for the variation of loads that the fleet experienced. The drive cycle and mass data were analyzed using a tractive energy analysis to quantify the fuel efficiency and CO2 emissions benefits that can be achieved on class 8 tractor-trailers when using advanced efficiency technologies, either individually or in combination. Although differences exist among class 8 tractor-trailer fleets, this study provides valuable insight into the energy and emissions reduction potential that various technologies can bring in this important trucking application.

    Kodak Royal-X Pan (RXP) film has been the prime film for oscilloscope camera recording at the Nevada Test Site (NTS) since 1962. Kodak discontinued making this film in 1987, however, so it became necessary to find a substitute that had as many of the photographic characteristics of RXP as possible --- spectral sensitivity, image quality, recording speed, base plus fog background density, and processing parameters. (RXP and Kodak 857 developer will continue being used at NTS until the film supply is exhausted.) RXP 2{1/4} {times} 3{1/4}-inch film has been the film of choice for oscillography at NTS because of its sensitivity to the blue radiation from P-11 phosphor, which constitutes the coating of oscilloscope tubes, and its ability to record fast transient occurrences, such as oscilloscope traces, in or near nanosecond exposure times. 1 ref., 40 figs., 4 tabs.

  2. MELTER: A model of the thermal response of cargos transported in the Safe-Secure Trailer subject to fire environments for risk assessment applications

    MELTER is an analysis of cargo responses inside a fire-threatened Safe-Secure Trailer (SST) developed for the Defense Program Transportation Risk Assessment (DPTRA). Many simplifying assumptions are required to make the subject problem tractable. MELTER incorporates modeling which balances the competing requirements of execution speed, generality, completeness of essential physics, and robustness. Input parameters affecting the analysis include those defining the fire scenario, those defining the cargo loaded in the SST, and those defining properties of the SST. For a specified fire, SST, and cargo geometry MELTER predicts the critical fire duration that will lead to a failure. The principal features of the analysis include: (a) Geometric considerations to interpret fire-scenario descriptors in terms of a thermal radiation boundary condition, (b) a simple model of the SST`s wall combining the diffusion model for radiation through optically-thick media with an endothermic reaction front to describe the charring of dimensional, rigid foam in the SST wall, (c) a transient radiation enclosure model, (d) a one-dimensional, spherical idealization of the shipped cargos providing modularity so that cargos of interest can be inserted into the model, and (e) associated numerical methods to integrate coupled, differential equations and find roots.

    Deformed double-crested cormorant (Phalacrocorax auritus) nestlings examined from 1988--1992 had a sex ratio highly skewed toward females (66 of 81) compared to normal nestlings (43 of 80) (P < 0.005). The collection site, Green Bay, WI, is heavily contaminated with PCBs and the possibility of gender alteration was investigated in a designed study by comparing the sex of nestling birds determined using three techniques. These nestlings were collected at five sites, both contaminated and uncontaminated. Genetic sex was determined by cytogenetic techniques and phenotypic sex was determined by macroscopic and histologic examination of gonads. Differences between techniques resulted in a few instances of classifying genetic males as females by one or the other gonadal examinations. Sex ratios of the nestlings from the five sites were compared to binomial distributions assuming equal probabilities of males and females. Sex ratios of normal nestlings were not different from expected regardless of sex determination technique (P > 0.10). Deformed nestlings sexed cytogenetically or histologically did not differ from expected (P > 0.40), but deformed nestlings tended to be classified , macroscopically as females at a higher rate than expected (P = 0.092). The observed sex ratios obtained by macroscopic techniques did not differ between the 1968--1992 observational study and the designed study (P > 0.50). Histologic examination suggested two explanations for the skewed sex ratio: nestlings with undeterminable macroscopic sex usually had testes and, some gonads which grossly resembled ovaries were, in fact, testes. If phenotypic gender alteration is present in these birds, it is more evident at the gross structural level than at the histologic level.

    Cranial neural crest-derived cells (CNCCs) play important role in epithelial–mesenchymal interactions during tooth morphogenesis. However, the heterogeneity of CNCCs and their tendency to spontaneously differentiate along smooth muscle or osteoblast lineages in vitro limit further understanding of their biological properties. We studied the differentiation properties of isolated rat embryonic postmigratory CNCCs, expressing p75 neurotrophin receptor (p75NTR). These p75NTR positive (p75{sup +}) CNCCs, isolated using fluorescence activated cell sorter, exhibited fibroblast-like morphology and characteristics of mesenchymal stem cells. Incubation of p75{sup +} CNCCs in dental follicle cell conditioned medium (DFCCM) combined with dentin non-collagenous proteins (dNCPs), altered their morphological features to cementoblast-like appearance. These cells also showed low proliferative activity, high ALP activity and significantly increased calcified nodule formation. Markers related to mineralization or specific to cementoblast lineage were highly expressed in dNCPs/DFCCM-treated p75{sup +} cells, suggesting their differentiation along cementoblast-like lineage. p75{sup +} stem cells selected from postmigratory CNCCs represent a pure stem cell population and could be used as a stem cell model for in vitro studies due to their intrinsic ability to differentiate to neuronal cells and transform from neuroectoderm to ectomesenchyme.     Evolution of the Juan de Fuca Ridge during the past 7 m.y. has been reconstructed taking into account both the propagating rift history and migration of the spreading center in the 'absolute' (fixed hot spot) reference frame. Northwestward migration of the spreading center (at a rate of 30 km/m.y.) has resulted in progressive encroachment of the ridge axis on the Cobb Hot Spot and westward jumping of the central third of the ridge axis more recently than 0.5 Ma. Seamounts in the Cobb-Eickelberg chain are predicted to display systematic variations in morphology and petrology, and a reduction in the age contrast between the edifice and underlying crust, as a result of the ridge axis approach. Relative seamount volumes also indicate that magmatic output of the hot spot varied during this interval, with a reduction in activity between 2.5 and 4.5 Ma, compared with relatively more robust activity before and after this period. Spatial relationships determined in this reconstruction allow hypotheses relating hot spot activity and rift propagation to be evaluated. In most cases, rift propagation has been directed away from the hot spot during the time period considered. Individual propagators show some reduction in propagation rate as separation between the propagating rift tip and hot spot increases, but cross comparison of multiple propagators does not uniformly display the same relationship. No obvious correlation exists between propagation rate and increasing proximity of the hot spot to the ridge axis or increasing hot spot output. Taken together, these observations do not offer compelling support for the concept of hot spot driven rift propagation. However, short-term reversals in propagation direction at the Cobb Offset coincide with activity of the Heckle melting anomaly, suggesting that local propagation effects may be related to excess magma supply at the ridge axis.

    Protective structural packages (PSP`s or overpacks) used to ship 2 1/2-ton UF{sub 6} product cylinders are bolted to truck trailers. All bolts penetrate two longitudinal rows of wooden planks. Removal and replacement is required at various intervals for maintenance and routine testing. A conceptual design is presented for mounting brackets which would securely attach PSP`s to trailer frames, reduce removal and replacement time, and minimize risk of personnel injury.

    One of the main contributors to the aerodynamic drag of a heavy vehicle is tractor-trailer gap drag, which arises when the vehicle operates within a crosswind. Under this operating condition, freestream flow is entrained into the tractor-trailer gap, imparting a momentum exchange to the vehicle and subsequently increasing the aerodynamic drag. While a number of add-on devices, including side extenders, splitter plates, vortex stabilizers, and gap sealers, have been previously tested to alleviate this source of drag, side extenders remain the primary add-on device of choice for reducing tractor-trailer gap drag. However, side extenders are not without maintenance and operational issues. When a heavy vehicle pivots sharply with respect to the trailer, as can occur during loading or unloading operations, the side extenders can become crushed against the trailer. Consequently, fleet operators are forced to incur additional costs to cover the repair or replacement of the damaged side extenders. This issue can be overcome by either shortening the side extenders or by devising an alternative drag reduction concept that can perform just as effectively as side extenders. To explore such a concept, we investigate tractor base bleeding as a means of reducing gap drag. Wind tunnel measurements are made on a 1:20 scale heavy vehicle model at a vehicle width-based Reynolds number of 420,000. The tractor bleeding flow, which is delivered through a porous material embedded within the tractor base, is introduced into the tractor-trailer gap at bleeding coefficients ranging from 0.0-0.018. To determine the performance of tractor base bleeding under more realistic operating conditions, computational fluid dynamics simulations are performed on a full-scale heavy vehicle within a crosswind for bleeding coefficients ranging from 0.0-0.13.

    In the early `70s, when haulers began collecting newspapers for recycling at the curbside, they collected them at the same time and with the same truck as garbage. A rack underneath the compactor truck or a trailer behind the truck held the newspaper. These early rack and trailer programs had several advantages. Racks and trailers were easy to install and maintain. In addition, they allowed the hauler to combine garbage and recyclables collection. However, both racks and trailers had limited capacity.time-consuming, off-route unloading was common. They were also unsuited for multi-material recycling. As haulers began collecting glass and metals at the curbside, co-collection was displaced by separate collection of recyclables. Today, curbside recycling is firmly established in communities throughout the US. In an attempt to lower costs, haulers are starting to use co-collection trucks to combine recyclables and garbage collection. While co-collection of recyclables and garbage is still uncommon, its advocates argue it is the wave of the future.

    Under contract to the DOE Office of Heavy Vehicle Technologies, the Georgia Tech Research Institute (GTRI) is developing and evaluating pneumatic (blown) aerodynamic devices to improve the performance, economics, stability and safety of operation of Heavy Vehicles. The objective of this program is to apply the pneumatic aerodynamic aircraft technology previously developed and flight-tested by GTRI personnel to the design of an efficient blown tractor-trailer configuration. Recent experimental results obtained by GTRI using blowing have shown drag reductions of 35% on a streamlined automobile wind-tunnel model. Also measured were lift or down-load increases of 100-150% and the ability to control aerodynamic moments about all 3 axes without any moving control surfaces. Similar drag reductions yielded by blowing on bluff afterbody trailers in current US trucking fleet operations are anticipated to reduce yearly fuel consumption by more than 1.2 billion gallons, while even further reduction is possible using pneumatic lift to reduce tire rolling resistance. Conversely, increased drag and down force generated instantaneously by blowing can greatly increase braking characteristics and control in wet/icy weather due to effective ''weight'' increases on the tires. Safety is also enhanced by controlling side loads and moments caused on these Heavy Vehicles by winds, gusts and other vehicles passing. This may also help to eliminate the jack-knifing problem if caused by extreme wind side loads on the trailer. Lastly, reduction of the turbulent wake behind the trailer can reduce splash and spray patterns and rough air being experienced by following vehicles. To be presented by GTRI in this paper will be results developed during the early portion of this effort, including a preliminary systems study, CFD prediction of the blown flowfields, and design of the baseline conventional tractor-trailer model and the pneumatic wind-tunnel model.
