    The National Energy Board approved a natural gas pipeline to be built by the proponents of the Sable Offshore Energy Project within a specified 500-meter-wide corridor. The pipeline will run from an offshore platform near Sable Island to a gas plant on the Nova Scotia mainland. This report summarizes proceedings of hearings held to determine the detailed route of the pipeline within the specified corridor and to consider the most appropriate methods and timing of constructing the pipeline. Specific objections to the detailed route from holders of mineral rights licenses are noted and a Board decision on the detailed route is presented.

    Class network routing is implemented in a network such as a computer network comprising a plurality of parallel compute processors at nodes thereof. Class network routing allows a compute processor to broadcast a message to a range (one or more) of other compute processors in the computer network, such as processors in a column or a row. Normally this type of operation requires a separate message to be sent to each processor. With class network routing pursuant to the invention, a single message is sufficient, which generally reduces the total number of messages in the network as well as the latency to do a broadcast. Class network routing is also applied to dense matrix inversion algorithms on distributed memory parallel supercomputers with hardware class function (multicast) capability. This is achieved by exploiting the fact that the communication patterns of dense matrix inversion can be served by hardware class functions, which results in faster execution times.

    INTERLINE/PC is an interactive program designed to simulate the routing practices of the United States rail system. The rail industry is divided into a large number of independent competing companies. The INTERLINE data base represents these rail companies as 94 separate subnetworks. An additional two subnetworks represent navigable inland/intracoastal and deep draft marine routes. Interchange points between individual rail systems and waterway systems are also identified.

    PDU Run 10, a 46-day H-Coal syncrude mode operation using Wyodak coal, successfully met all targeted objectives, and was the longest PDU operation to date in this program. Targeted coal conversion of 90 W % was exceeded with a C/sub 4/-975/sup 0/F distillate yield of 43 to 48 W %. Amocat 1A catalyst was qualified for Pilot Plant operation based on improved operation and superior performance. PDU 10 achieved improved yields and lower hydrogen consumption compared to PDU 6, a similar operation. High hydroclone efficiency and high solids content in the vacuum still were maintained throughout the run. Steady operations at lower oil/solids ratios were demonstrated. Microautoclave testing was introduced as an operational aid. Four additional studies were successfully completed during PDU 10. These included a catalyst tracer study in conjunction with Sandia Laboratories; tests on letdown valve trims for Battelle; a fluid dynamics study with Amoco; and special high-pressure liquid sampling.

    Disclosed are a unified method and apparatus to classify, route, and process injected data packets into a network so as to belong to a plurality of logical networks, each implementing a specific flow of data on top of a common physical network. The method allows to locally identify collectives of packets for local processing, such as the computation of the sum, difference, maximum, minimum, or other logical operations among the identified packet collective. Packets are injected together with a class-attribute and an opcode attribute. Network routers, employing the described method, use the packet attributes to look-up the class-specific route information from a local route table, which contains the local incoming and outgoing directions as part of the specifically implemented global data flow of the particular virtual network.

    Au beam at the RHIC ramp in run 2014 is reviewed together with the run 2011 and run 2012. Observed bunch length and longitudinal emittance are compared with the IBS simulations. The IBS growth rate of the longitudinal emittance in run 2014 is similar to run 2011, and both are larger than run 2012. This is explained by the large transverse emittance at high intensity observed in run 2012, but not in run 2014. The big improvement of the AGS ramping in run 2014 might be related to this change. The importance of the injector intensity improvement in run 2014 is emphasized, which gives rise to the initial luminosity improvement of 50% in run 2014, compared with the previous Au-Au run 2011. In addition, a modified IBS model, which is calibrated using the RHIC Au runs from 9.8 GeV/n to 100 GeV/n, is presented and used in the study.

    Polar Gas Project is considering four possible Y line routes to move gas reserves from the Arctic Islands and the MacKenzie Delta/Beaufort Sea areas to southern Canada. All four routes are west of the single line route proposed by Polar Gas Ltd. in 1977 to run from the Arctic Islands to Longlac, Ontario, and would connect with existing pipelines at either Longlac, Winnipeg, Calgary, or Edmonton. Marketable reserves in the High Arctic Islands are estimated at 12.7 trillion cubic feet, not counting 3-6 trillion cubic feet probably contained in recent discoveries; the MacKenzie Delta reserves are estimated at 5.8 trillion cubic feet. The gas will be chilled to 0C for passage through permafrost regions, to prevent thawing of the soil, but the gas will be at higher temperatures in other areas, with various construction techniques used to protect the area of discontinuous permafrost from thawing. More than $70 million has been spent on project studies. An application will be filed in 1981, and the pipeline could be completed in 7-10 years.

    Two main methods for producing liquid fuels from coal are currently undergoing intensive evaluation. One, direct liquefaction (e.g., SRC-II, Exxon Donor Solvent (EDS), and H-Coal) produces liquid fuels directly from coal; the other, indirect liquefaction (e.g., Lurgi gasifier followed by Fischer-Tropsch, and Shell-Koppers gasifier followed by methanol synthesis and Mobil's MTG process) first gasifies coal and then converts the gaseous material into liquid products. This paper compares both routes basing its assessment on yields, thermal efficiencies, elemental balances, investment, complexity, and state of development. It is shown that direct liquefaction is more efficient and produces more product per investment dollar. Higher efficiency for direct liquefaction is verified bY stoichiometric and thermodynamic analysis. All approaches require about the same capital investment per unit of feed. Indirect liquefaction can be either more or less complex than direct liquefaction, depending upon the process. Direct liquefaction is least developed. 8 refs.

    During Run-8, the Relativistic Heavy Ion Collider (RHIC) provided collisions of spin-polarized proton beams at two interaction regions. Physics data were taken with vertical orientation of the beam polarization, which in the 'Yellow' RHIC ring was significantly lower than in previous years. We present recent developments and improvements as well as the luminosity and polarization performance achieved during Run-8, and we discuss possible causes of the not as high as previously achieved polarization performance of the 'Yellow' ring.

    The Savannah River Site (SRS) is a 310-square-mile United States Department of Energy (US DOE) nuclear facility located along the Savannah River near Aiken, South Carolina that contains six primary stream/river systems. The Lower Three Runs Stream (LTR) is one of the primary streams within the site that is located in the southeast portion of the Savannah River Site. It is a large blackwater stream system that originates in the northeast portion of SRS and follows a southerly direction before it enters the Savannah River. During reactor operations, secondary reactor cooling water, storm sewer discharges, and miscellaneous wastewater was discharged and contaminated a 20 mile stretch of Lower Three Runs Stream that narrows and provides a limited buffer of US DOE property along the stream and flood-plain. Based on data collected during the years 2009 and 2010 under American Recovery and Re-investment Act funding, the stream was determined to be contaminated with cesium-137 at levels that exceeded acceptable risk based limits. In agreement with the Environmental Protection Agency and the South Carolina Department of Health and Environmental Control, three areas were identified for remediation [1] (SRNS April 2012). A comprehensive safety preparation strategy was developed for safe execution of the LTR remediation project. Contract incentives for safety encouraged the contractor to perform a complete evaluation of the work and develop an implementation plan to perform the work. The safety coverage was controlled to ensure all work was observed and assessed by one person per work area within the project. This was necessary due to the distances between the fence work and three transects being worked, approximately 20 miles. Contractor Management field observations were performed along with DOE assessments to ensure contractor focus on safe performance of the work. Dedicated ambulance coverage for remote worker work activities was provided. This effort was augmented with

  19. An Indirect Route for Ethanol Production

    The ZeaChem indirect method is a radically new approach to producing fuel ethanol from renewable resources. Sugar and syngas processing platforms are combined in a novel way that allows all fractions of biomass feedstocks (e.g. carbohydrates, lignins, etc.) to contribute their energy directly into the ethanol product via fermentation and hydrogen based chemical process technologies. The goals of this project were: (1) Collect engineering data necessary for scale-up of the indirect route for ethanol production, and (2) Produce process and economic models to guide the development effort. Both goals were successfully accomplished. The projected economics of the Base Case developed in this work are comparable to today's corn based ethanol technology. Sensitivity analysis shows that significant improvements in economics for the indirect route would result if a biomass feedstock rather that starch hydrolyzate were used as the carbohydrate source. The energy ratio, defined as the ratio of green energy produced divided by the amount of fossil energy consumed, is projected to be 3.11 to 12.32 for the indirect route depending upon the details of implementation. Conventional technology has an energy ratio of 1.34, thus the indirect route will have a significant environmental advantage over today's technology. Energy savings of 7.48 trillion Btu/yr will result when 100 MMgal/yr (neat) of ethanol capacity via the indirect route is placed on-line by the year 2010.

    We make a frequentist analysis of the parameter space of the NUHM2, in which the soft supersymmetry (SUSY)-breaking contributions to the masses of the two Higgs multiplets, m2Hu,d, vary independently from the universal soft SUSY-breaking contributions m20 to the masses of squarks and sleptons. Our analysis uses the MultiNest sampling algorithm with over 4 10? points to sample the NUHM2 parameter space. It includes the ATLAS and CMS Higgs mass measurements as well as the ATLAS search for supersymmetric jets + /ET signals using the full LHC Run 1 data, the measurements of BR(Bs?????) by LHCb and CMS togethermorewith other B-physics observables, electroweak precision observables and the XENON100 and LUX searches for spin-independent dark-matter scattering. We find that the preferred regions of the NUHM2 parameter space have negative SUSY-breaking scalar masses squared at the GUT scale for squarks and sleptons, m20 2Hu 2Hd 2 = 32.5 with 21 degrees of freedom (dof) in the NUHM2, to be compared with ?2/dof = 35.0/23 in the CMSSM, and ?2/dof = 32.7/22 in the NUHM1. We find that the one-dimensional likelihood functions for sparticle masses and other observables are similar to those found previously in the CMSSM and NUHM1.less

    APEX is an experiment at Thomas Jefferson National Accelerator Facility (JLab) in Virginia, USA, that searches for a new gauge boson (A') with sub-GeV mass and coupling to ordinary matter of g' ~ (10-6 - 10⁻²)e. Electrons impinge upon a fixed target of high-Z material. An A' is produced via a process analogous to photon bremsstrahlung, decaying to an e⁺+e⁻ pair. A test run was held in July of 2010, covering mA' = 175 to 250 MeV and couplings g'/e > 10⁻³. A full run is approved and will cover mA' ~ 65 to 525 MeV and g'/e > 2.3 x 10⁻⁴, and is expected to occur sometime in 2016 or 2017.

    We make a frequentist analysis of the parameter space of the NUHM2, in which the soft supersymmetry (SUSY)-breaking contributions to the masses of the two Higgs multiplets, m2Hu,d, vary independently from the universal soft SUSY-breaking contributions m20 to the masses of squarks and sleptons. Our analysis uses the MultiNest sampling algorithm with over 4 × 10⁸ points to sample the NUHM2 parameter space. It includes the ATLAS and CMS Higgs mass measurements as well as the ATLAS search for supersymmetric jets + /ET signals using the full LHC Run 1 data, the measurements of BR(Bs→μ⁺μ⁻) by LHCb and CMS togethermore » with other B-physics observables, electroweak precision observables and the XENON100 and LUX searches for spin-independent dark-matter scattering. We find that the preferred regions of the NUHM2 parameter space have negative SUSY-breaking scalar masses squared at the GUT scale for squarks and sleptons, m20 < 0, as well as m2Hu < m2Hd < 0. The tension present in the CMSSM and NUHM1 between the supersymmetric interpretation of (g – 2)μ and the absence to date of SUSY at the LHC is not significantly alleviated in the NUHM2. We find that the minimum χ2 = 32.5 with 21 degrees of freedom (dof) in the NUHM2, to be compared with χ2/dof = 35.0/23 in the CMSSM, and χ2/dof = 32.7/22 in the NUHM1. We find that the one-dimensional likelihood functions for sparticle masses and other observables are similar to those found previously in the CMSSM and NUHM1.« less

    RHIC polarized proton Run 15 uses a new acceleration ramp optics, compared to RHIC Run 13 and earlier runs, in relation with electron-lens beam-beam compensation developments. The new optics induces different strengths in the depolarizing snake resonance sequence, from injection to top energy. As a consequence, polarization transport along the new ramp has been investigated, based on spin tracking simulations. Sample results are reported and discussed.

    This paper reports that state oil companies of Brazil and Bolivia have signed an agreement outlining the route for a 2,270 km pipeline system to deliver natural gas from Bolivian fields to Southeast Brazil. The two sides currently are negotiating details about construction costs as well as contract volumes and prices. Capacity is projected at 283-565 MMcfd. No official details are available, but Roberto Y. Hukai, a director of the Sao Paulo engineering company Jaako Poyry/Technoplan, estimates transportation cost of the Bolivian gas at 90 cents/MMBTU. That would be competitive with the price of gas delivered to the Sao Paulo gas utility Comgas, he the.     Integration of the EnergyPlus ™ simulation engine into performance-based code compliance software raises a concern about simulation run time, which impacts timely feedback of compliance results to the user. EnergyPlus annual simulations for proposed and code baseline building models, and mechanical equipment sizing result in simulation run times beyond acceptable limits. This paper presents a study that compares the results of a shortened simulation time period using 4 weeks of hourly weather data (one per quarter), to an annual simulation using full 52 weeks of hourly weather data. Three representative building types based on DOE Prototype Building Models and three climate zones were used for determining the validity of using a shortened simulation run period. Further sensitivity analysis and run time comparisons were made to evaluate the robustness and run time savings of using this approach. The results of this analysis show that the shortened simulation run period provides compliance index calculations within 1% of those predicted using annual simulation results, and typically saves about 75% of simulation run time.

    The optimization of an accelerator relies on the ability to monitor the behavior of the beam in an intelligent and timely fashion. The use of processor-driven front-ends allowed for the deployment of smart systems in the field for improved data collection and analysis during Run II. This paper describes the implementation of the two main systems used: National Instruments LabVIEW running on PCs, and WindRiver's VxWorks real-time operating system running in a VME crate processor.

    The p-Au particle collision is a unique category of collision runs. This is resulted from the different charge mass ratio of the proton and fully stripped Au ion (1 vs.79/197). The p-Au run requires a special acceleration ramp, and movement of a number of beam components as required by the beam trajectories.     Waste disposal site selection and facility design in regions dominated by carbonate bedrock must carefully consider karst development and the factors which contribute to subsidence activity. The Department of Energy's (DOE) Oak Ridge National Laboratory has completed a three phase study of karst subsidence in East Tennessee to quantify historical subsidence activity. The purpose of the study was to determine the principal factors which cause karst subsidence in the region. Techniques used and results obtained in this study form a basis for more detailed risk assessment at the local scale within the region. As development pressures diminish available land for various uses, risk-based land use decisions must be made to site critical facilities. To fulfill the study objectives a three phase study was designed including, (1) collection of subsidence data and compilation of a database, (2) performance of detailed studies of subsidence in three, two-to-five square-mile areas, and (3) synthesis of data obtained to; quantify the predominant sinkhole collapse dimensions, and identify events prior to subsidence or collapse events which may have caused the event, and estimate the intensity of subsidence as a function of geologic unit within subregional areas of higher and lower subsidence risk. 4 refs., 7 figs., 2 tabs.

  19. Tropospheric ozone in east Asia

    An analysis of the observed data for the tropospheric ozone at mid latitudes in east Asia is done. There are three ways by which the tropospheric ozone is calculated, namely: (1) Ozonesonde measurements, (2) Fishman`s method of Residual Ozone and (3) TOMS measurements - an indirect method of calculating tropospheric ozone. In addition the surface ozone values at the network sites in Japan is also considered. The analysis of data is carried out for a period of twelve years from 1979 to 1991. In general it is observed that the tropospheric ozone is more in summer than winter, obviously because of the larger tropopause height in summer. On an average for the period of the analysis, the ozone values are at a high of about 60 DU (dobson units). While in winter the values go down to around 30 DU. Also a time series analysis shows an increasing trend in the values over the years. The ozonesonde values are correlated more to the TOMS tropospheric ozone values. For the stations analyzed in Japan, the TOMS tropospheric ozone values are generally greater than the ozonesonde values. The analysis of the average monthly surface ozone in Japan shows highs in spring and lows in summer. This can be attributed to movement of pollutant laden fronts towards Japan during spring. The highs for surface ozone are about 50 DU while the lows are around 20 DU.

    The rapid development of natural gas and condensate reserves in the Middle East results from a simple motivation: the desire of governments to earn revenues. For the past decade, Middle East governments have run budget deficits, which they funded by drawing down foreign assets and issuing debt. Now in the process of structural economic reform, they have begun to use an under-utilized resource--natural gas, of which Middle East governments own about one third of the world`s reserves. Governments receive revenues from several sources in natural gas developments, which makes the projects very attractive. Revenue comes from the sale of the natural gas in the domestic market and, if exported, the international market; the sale of associated condensates; the additional exports of crude oil or refined products if natural gas is substituted for refined products in domestic markets; the increased sale of crude oil if natural gas is injected into reservoirs to maintain pressure; and the sale of petrochemicals where natural gas is used as feedstock. Large projects under way in the Middle East highlight the consequences of multiple revenue sources and interlinked costs of natural gas and condensate development. Other countries in the region are undertaking similar projects, so examples cited represent only a portion of what is occurring. The paper describes Abu Dhabi, Qatar, Saudi Arabia, and Iran.

  9. Chemical Routes to Colloidal Chalcogenide Nanosheets

    This project sought to develop new low-temperature synthetic pathways to intermetallic and chalcogenide nanostructures and powders, with an emphasis on systems that are relevant to advancing the synthesis, processing, and discovery of superconducting materials. The primary synthetic routes involved solution chemistry methods, and several fundamental synthetic challenges that underpinned the formation of these materials were identified and investigated. Methods for incorporating early transition metals and post transition metals into nanoscale and bulk crystals using low-temperature solution chemistry methods were developed and studied, leading to colloidal nanocrystals of elemental indium, manganese, and germanium, as well as nanocrystalline and bulk intermetallic compounds containing germanium, gallium, tin, indium, zinc, bismuth, and lithium. New chemical tools were developed to help target desired phases in complex binary intermetallic and metal chalcogenide systems that contain multiple stable phases, including direct synthesis methods and chemical routes that permit post-synthetic modification. Several phases that are metastable in bulk systems were targeted, synthesized, and characterized as nanocrystalline solids and bulk powders, including the L12-type intermetallic compounds Au3Fe, Au3Ni, and Au3Co, as well as wurtzite-type MnSe. Methods for accessing crystalline metal borides and carbides using direct solution chemistry methods were also developed, with an emphasis on Ni3B and Ni3C, which revealed useful correlations of composition and magnetic properties. Methods for scale-up and nanoparticle purification were explored, providing access to centimeter-scale pressed pellets of polyol-synthesized nanopowders and a bacteriophage-mediated method for separating impure nanoparticle mixtures into their components.     During the entire period of injector proton study in run 2014, it seems that the beam transverse emittance out of Booster is larger than that in run 2013. The emittance measured at the BtA transfer line and also the transmission from Booster late to AGS late are presented for this argument. In addition to this problem, it seems that the multiturn Booster injection, which defines the transverse emittance, needs more attention. Moreover, for high intensity operations, the space charge effect may be already relevant in RHIC polarized proton runs. With the RHIC proton intensity improvement in the next several years, higher Booster input intensity is needed, therefore, the space charge effect at the Booster injection and early ramp may become a new limiting factor.

    The Fast Bunch Integrator is a bunch intensity monitor designed around the measurements made from Resistive Wall Current Monitors. During the Run II period these were used in both Tevatron and Main Injector for single and multiple bunch intensity measurements. This paper presents an overview of the design and use of these systems during this period. During the Run II era the Fast Bunch integrators have found a multitude of uses. From antiproton transfers to muti-bunch beam coalescing, Main Injector transfers to halo scraping and lifetime measurements, the Fast Bunch Integrators have proved invaluable in the creation and maintenance of Colliding Beams stores at Fermilab.

    The Relativistic Heavy Ion Collider (RHIC) is a versatile accelerator that supports operation with polarized protons of up to 250 GeV and ions with up to 100 GeV/nucleon. During any running period, various operating scenarios with different particle species, beam energies or accelerator optics are commissioned. In this report the beam commissioning periods for establishing full energy beams (ramp development periods) from the FY09 run are summarized and, for the purpose of motivating further developments, we analyze the reasons for all failed ramps.

    CDF has resumed the top quark mass measurement with upgraded detectors and Tevatron complex. High statistics should allow us to determine the top mass with an uncertainty of a few GeV/c{sup 2} by the end of Run II. The current measured value, using an integrated luminosity of {approx} 108 pb{sup -1}, is 177.5{sub -9.4}{sup +12.7} (stat.) {+-} 7.1(syst.) GeV/c{sup 2} (lepton + jets with one b-jet tagged mode: the current best mode), which is consistent with RunI measurements.

    The authors describe the design, construction and performance of the upgraded D0 muon system for Run II of the Fermilab Tevatron collider. Significant improvements have been made to the major subsystems of the D0 muon detector: trigger scintillation counters, tracking detectors, and electronics. The Run II central muon detector has a new scintillation counter system inside the iron toroid and an improved scintillation counter system outside the iron toroid. In the forward region, new scintillation counter and tracking systems have been installed. Extensive shielding has been added in the forward region. A large fraction of the muon system electronics is also new.

    The safe and secure movement of spent nuclear fuel from shutdown and active reactor facilities to intermediate or long term storage sites may, in some instances, require the use of several modes of transportation to accomplish the move. To that end, a fully operable multi-modal routing system is being developed within Oak Ridge National Laboratory s (ORNL) WebTRAGIS (Transportation Routing Analysis Geographic Information System). This study aims to provide an overview of multi-modal routing, the existing state of the TRAGIS networks, the source data needs, and the requirements for developing structural relationships between various modes to create a suitable system for modeling the transport of spent nuclear fuel via a multimodal network. Modern transportation systems are comprised of interconnected, yet separate, modal networks. Efficient transportation networks rely upon the smooth transfer of cargoes at junction points that serve as connectors between modes. A key logistical impediment to the shipment of spent nuclear fuel is the absence of identified or designated transfer locations between transport modes. Understanding the potential network impacts on intermodal transportation of spent nuclear fuel is vital for planning transportation routes from origin to destination. By identifying key locations where modes intersect, routing decisions can be made to prioritize cost savings, optimize transport times and minimize potential risks to the population and environment. In order to facilitate such a process, ORNL began the development of a base intermodal network and associated routing code. The network was developed using previous intermodal networks and information from publicly available data sources to construct a database of potential intermodal transfer locations with likely capability to handle spent nuclear fuel casks.     Missile combat crew vehicles are the highest mileage accumulators within SAC and, in the interest of energy conservation, Vice CINCSAC has initiated a long-term study examining utilization of more fuel efficient crew vehicles. This thesis extends the SAC study by determining if alternate dispatch procedures and routes of travel, using currently assigned vehicles, would result in fuel conservation. A network routing model is used to determine the routes of travel for three deployment strategies and five vehicle types at the Minot AFB, ND test base. Fuel efficiency for these fifteen alternatives, measured as gallons of fuel consumed per passenger, is compared with the existing missile combat crew routing network. This study found that ten of the fifteen vehicle/deployment strategy combinations, when employed over the shortest authorized routes of travel that were developed, provided improvement over the fuel efficiency of the MCC routing system that was in effect as of 31 August 1979. The largest potential savings amounted to 52% or 26,255 gallons of fuel per year.

Electrochemical rendered a cheap route for production of graphene in powder form. - Abstract: Graphene platelets were synthesized from graphene oxide by chemical and electrochemical route. Under the chemical method, sodium borohydride and hydrazine chloride were used as reductants to produce graphene. In this paper, a novel and cost effective electrochemical method, which can simplify the process of reduction on a larger scale, is demonstrated. The electrochemical method proposed in this paper produces graphene in powder form with good yield. The atomic force microscopic images confirmed that the graphene samples prepared by all the routes have multilayers of graphene. The electrochemical process provided a new route to make relatively larger area graphene sheets, which will have interest for further patterning applications. Attempt was made to quantify the quantum of reduction using cyclic voltammetry and choronopotentiometry techniques on reduced graphene samples. As a measure in reading the specific capacitance values, a maximum specific capacitance value of 265.3 F/g was obtained in sodium borohydride reduced graphene oxide.

A major recent development in modern PDF analyses has been to exploit the wealth of new information contained in precision measurements from the LHC Run I, as well as progress in tools and methods to include these data in PDF fits. In this report we summarize the information that PDF-sensitive measurements at the LHC have provided so far, and review the prospects for further constraining PDFs with data from the recently started Run II.   12. Visual examinations of K east fuel elements

    Selected fuel elements stored in both ``good fuel`` and ``bad fuel`` canisters in K East Basin were extracted and visually examined full length for damage. Lower end damage in the ``bad fuel`` canisters was found to be more severe than expected based on top end appearances. Lower end damage for the ``good fuel`` canisters, however, was less than expected based on top end observations. Since about half of the fuel in K East Basin is contained in ``good fuel`` canisters based on top end assessments, the fraction of fuel projected to be intact with respect to IPS processing considerations remains at 50% based on these examination results.

Preferably, the source node chooses a routing policy from among multiple possible choices, and that policy is followed by all intermediate nodes.     During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

    Capacitated arc routing problem (CARP) is the youngest generation of graph theory that focuses on solving the edge/arc routing for optimality. Since many years, operational research devoted to CARP counterpart, known as vehicle routing problem (VRP), which does not fit to several real cases such like waste collection problem and road maintenance. In this paper, we highlighted several extensions of capacitated arc routing problem (CARP) that represents the real-life problem of vehicle operation in waste collection. By purpose, CARP is designed to find a set of routes for vehicles that satisfies all pre-setting constraints in such that all vehicles must start and end at a depot, service a set of demands on edges (or arcs) exactly once without exceeding the capacity, thus the total fleet cost is minimized. We also addressed the differentiation between CARP and VRP in waste collection. Several issues have been discussed including stochastic demands and time window problems in order to show the complexity and importance of CARP in the related industry. A mathematical model of CARP and its new version is presented by considering several factors such like delivery cost, lateness penalty and delivery time.

    We provide an updated recommendation for the usage of sets of parton distribution functions (PDFs) and the assessment of PDF and PDF+αs uncertainties suitable for applications at the LHC Run II.   12. Top mass measurements at the Tevatron run II

    The latest top quark mass measurements by the CDF and D0 experiments are presented here. The mass has been determined in the dilepton (t{bar t} {yields} e{mu}, ee, {mu}{mu} + jets + E{sub T}) and lepton plus jets (t{bar t} {yields} e or {mu} + jets + E{sub T}) final states. The most accurate single result from lepton plus jets channel is 173.5{sub -3.6}{sup +3.7}(stat. + Jet Energy Scale Systematic) {+-} 1.3(syst.) GeV/c{sup 2}, which is better than the combined CDF and D0 Run I average. A preliminary and unofficial average of the best experimental Run II results gives M{sub top} = 172.7 {+-} 3.5 GeV/c{sup 2}.

We describe the sensitivity of MiniBooNE to LSND-like {bar {nu}}{sub e} oscillations and outline a program of antineutrino cross-section measurements necessary for the next generation of neutrino oscillation experiments. We describe three independent methods of constraining wrong-sign (neutrino) backgrounds in an antineutrino beam, and their application to the MiniBooNE antineutrino analyses.

    The traveler spent six weeks at CERN participating in the 1990 run of the WA80 experiment. The traveler concentrated on trigger electronics for the first two weeks and on operation of the experiment for much of the next four. New electronics designed at ORNL for reading out the new BGO spectrometer were tested with the BGO in beam. Improvements were made, in collaboration with the ORNL engineers who designed the electronics. Plans were made for constructing the electronics in large quantities. Conversations were had with other members of WA80 about the analysis of results from this year's run and our plans for the 1991/1992 runs proposed for CERN. Lengthy conversations were had about the draft of a first paper concerning limits on direct photon production. Finally, the traveler attended an all-day session of the dilepton working group chartered to consider dilepton and photon experiments using heavy-ion beams in CERN's to-be-proposed Large Hadron Collider (LHC). At this meeting the traveler presented recent results from the group working on such a proposal for RHIC and updated his earlier presentation of June 1990 in this working group.

  18. The price of commitment in online stochastic vehicle routing

    This paper considers online stochastic multiple vehicle routing with time windows in which requests arrive dynamically and the goal is to maximize the number of serviced customers. Early work has focused on very flexible routing settings where the decision to assign a vehicle to a customer is delayed until a vehicle is actually deployed to the customer. Motivated by real applications that require stability in the decision making, this paper considers a setting where the decision to assign a customer request to a vehicle must be taken when that request is accepted. Experimental results suggest that this constraint severely degrades the performance of existing algorithms. However, the paper shows how the use of stochastic information for vehicle assignment and request acceptance improves decision quality considerably. Moreover, the use of resource augmentation quantifies precisely the cost of commitment in online vehicle routing.

  2. International oil companies in the Far East

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

  4. Route to polarization switching induced by optical injection in vertical-cavity surface-emitting lasers

    We perform a theoretical investigation of the polarization dynamics in a vertical-cavity surface-emitting laser (VCSEL) subject to orthogonal optical injection, i.e., the injected field has a linear polarization (LP) orthogonal to that of the free-running VCSEL. In agreement with previous experiments [Z. G. Pan et al., Appl. Phys. Lett. 63, 2999 (1993)], an increase of the injection strength may lead to a polarization switching accompanied by an injection locking. We find that this route to polarization switching is typically accompanied by a cascade of bifurcations to wave-mixing dynamics and time-periodic and possibly chaotic regimes. A detailed mapping of the polarization dynamics in the plane of the injection parameters (detuning, injection strength) unveils a large richness of dynamical scenarios. Of particular interest is the existence of another injection-locked solution for which the two LP modes both lock to the master laser frequency, i.e., an elliptically polarized injection-locked (EPIL) steady state. Modern continuation techniques allow us to unveil an unfolding mechanism of the EPIL solution as the detuning varies and also to link the existence of the EPIL solution to a resonance condition between the master laser frequency and the free-running frequency of the normally depressed LP mode in the slave laser. We furthermore report an additional case of bistability, in which the EPIL solution may coexist with the second injection-locked solution (the one being locked to the master polarization). This case of bistability is a result of the interaction between optical injection and the two-polarization-mode characteristics of VCSEL devices.

    The CMS Collaboration conducted a month-long data taking exercise, the Cosmic Run At Four Tesla, during October-November 2008, with the goal of commissioning the experiment for extended operation. With all installed detector systems participating, CMS recorded 270 million cosmic ray events with the solenoid at a magnetic field strength of 3.8 T. This paper describes the data flow from the detector through the various online and offline computing systems, as well as the workflows used for recording the data, for aligning and calibrating the detector, and for analysis of the data.

    Graded catalyst systems have been used for resid processing for at least 20 years. They usually consist of demetallation (HDM) catalysts followed by more active catalysts for sulfur, Ramsbottom Carbon, and nitrogen removal. The purpose of the HDM catalysts is to render the metal concentration of the oil tolerable to the more active catalysts. The purpose of this study was to examine the individual performance of two different HDM catalysts at constant product quality and constant processing conditions. The straight run and HDM oils were characterized by elemental analyses and a chromatographic separation method.

    Before the Tevatron Collider Run II ended in September of 2011, a number of specialized beam study periods were dedicated to the experiments on various accelerator physics concepts and effects during the last year of the machine operation. The study topics included collimation with bent crystals and hollow electron beams, diffusion measurements and various aspects of beam-beam interactions. In this report we concentrate on the subject of beam-beam interactions, summarizing the results of beam experiments. The covered topics include offset collisions, coherent beam stability, effect of the bunch-length-to-beta-function ratio, and operation of AC dipole with colliding beams.

  9. WIMP-Search Results from the Second CDMSlite Run

    The CDMS low ionization threshold experiment (CDMSlite) uses cryogenic germanium detectors operated at a relatively high bias voltage to amplify the phonon signal in the search for weakly interacting massive particles (WIMPs). Our results are presented from the second CDMSlite run with an exposure of 70 kg days, which reached an energy threshold for electron recoils as low as 56 eV. Furthermore, a fiducialization cut reduces backgrounds below those previously reported by CDMSlite. New parameter space for the WIMP-nucleon spin-independent cross section is excluded forWIMP masses between 1.6 and 5.5 GeV/c2.

  10. Have We Run Out of Oil Yet? Oil Peaking Analysis from an Optimist's Perspective

    This study addresses several questions concerning the peaking of conventional oil production from an optimist's perspective. Is the oil peak imminent? What is the range of uncertainty? What are the key determining factors? Will a transition to unconventional oil undermine or strengthen OPEC's influence over world oil markets? These issues are explored using a model combining alternative world energy scenarios with an accounting of resource depletion and a market-based simulation of transition to unconventional oil resources. No political or environmental constraints are allowed to hinder oil production, geological constraints on the rates at which oil can be produced are not represented, and when USGS resource estimates are used, more than the mean estimate of ultimately recoverable resources is assumed to exist. The issue is framed not as a question of "running out" of conventional oil, but in terms of the timing and rate of transition from conventional to unconventional oil resources. Unconventional oil is chosen because production from Venezuela's heavy-oil fields and Canada's Athabascan oil sands is already underway on a significant scale and unconventional oil is most consistent with the existing infrastructure for producing, refining, distributing and consuming petroleum. However, natural gas or even coal might also prove to be economical sources of liquid hydrocarbon fuels. These results indicate a high probability that production of conventional oil from outside of the Middle East region will peak, or that the rate of increase of production will become highly constrained before 2025. If world consumption of hydrocarbon fuels is to continue growing, massive development of unconventional resources will be required. While there are grounds for pessimism and optimism, it is certainly not too soon for extensive, detailed analysis of transitions to alternative energy sources.

The samples start with a simple structure and continue to a high-rise office building, a medical building, three small office buildings, a bar/lounge, a single-family residence, a small office building with daylighting, a single family residence with an attached sunspace, a ``parameterized`` building using input macros, and a metric input/output example. All of the samples use Chicago TRY weather. The main purpose of the Sample Run Book is instructional. It shows the relationship of LOADS-SYSTEMS-PLANT-ECONOMICS inputs, displays various input styles, and illustrates many of the basic and advanced features of the program. Many of the sample runs are preceded by a sketch of the building showing its general appearance and the zoning used in the input. In some cases we also show a 3-D rendering of the building as produced by the program DrawBDL. Descriptive material has been added as comments in the input itself. We find that a number of users have loaded these samples onto their editing systems and use them as ``templates`` for creating new inputs. Another way of using them would be to store various portions as files that can be read into the input using the {number_sign}{number_sign} include command, which is part of the Input Macro feature introduced in version DOE-2.lD. Note that the energy rate structures here are the same as in the DOE-2.lD samples, but have been rewritten using the new DOE-2.lE commands and keywords for ECONOMICS. The samples contained in this report are the same as those found on the DOE-2 release files. However, the output numbers that appear here may differ slightly from those obtained from the release files. The output on the release files can be used as a check set to compare results on your computer.

    A new logging tool, sent down the drillstring before a pipe trip out of the hole, logs the well as the pipe is pulled from the hole, cutting the total time required for open hole logging on some wells. This logging while tripping (LWT) technology allows an operator to run a gamma ray and neutron log more quickly than with standard wire line equipment. The drill pipe conveys the logging tools up the well as the pipe is tripped out, and the logging data are stored in the tool`s memory. A transparent logging collar, which meets API 7 and RP7G requirements, holds the tools in the drillstring without interfering with the logging measurements.

    This research is focused on a better quantification of the variations in CO{sub 2} exchanges between the atmosphere and biosphere and the factors responsible for these exchangers. The principal approach is to infer the variations in the exchanges from variations in the atmospheric CO{sub 2} distribution. The principal tool involves using a global three-dimensional tracer transport model to advect and convect CO{sub 2} in the atmosphere. The tracer model the authors used was developed at the Goddard institute for Space Studies (GISS) and is derived from the GISS atmospheric general circulation model. A special run of the GCM is made to save high-frequency winds and mixing statistics for the tracer model.

    The longitudinal and transverse coupling impedances of the Tevatron vacuum chamber are estimated and summed up. The resistive-wall impedances of the beam pipe and the laminations in the Lambertson magnets dominate below {approximately} 50 MHz. Then come the inductive parts of the bellows and BPM`s. The longitudinal and transverse collective instabilities, for both single bunch and multi bunches, are studied using Run II parameters. As expected the transverse coupled-bunch instability driven by the resistive-wall impedance is the most severe collective instability. However, it can be damped by a transverse damper designed for the correction of injection offsets. The power of such a damper has been studied.

    Multi-homing, or direct attachment to multiple networks, offers both performance and availability benefits for important servers on busy networks. Exploiting these benefits to their fullest requires a modicum of routing knowledge in the clients. Careful policy control must also be reflected in the routing used within the network to make best use of specialized and often scarce resources. While relatively straightforward in theory, this problem becomes much more difficult to solve in a real network containing often intractable implementations from a variety of vendors. This paper presents an analysis of the problem and proposes a useful solution for a typical campus network. Application of this solution at the Stanford Linear Accelerator Center is studied and the problems and pitfalls encountered are discussed, as are the workarounds used to make the system work in the real world.
