The meeting was hosted by the Department of Energy (DOE) Office of Indian Policy and Programs and facilitated by Debra Drecksel, Senior Program Manager, Senior Facilitator, Udall Foundation’s U.S. Institute for Environmental Conflict Resolution (U.S. Institute) and Brian Manwaring, Program Manager, U.S. Institute. They were assisted by Lindsey Sexton, Program Associate, U.S. Institute.  Tribal leaders and representatives from multiple tribal communities attended the roundtable. David Conrad, Director of Tribal and Intergovernmental Affairs, DOE Office of Congressional and Intergovernmental Affairs represented DOE at the meeting.

    The Anchorage, Alaska Roundtable on Tribal Energy Policy convened at 10:00 a.m., Thursday April 15th, at the downtown Anchorage Hilton. The meeting was held by the Department of Energy (DOE) Office of Indian Energy Policy and Programs (Office of Indian Energy). Tracey LeBeau, Director of the Office of Indian Energy, and Pilar Thomas, Deputy Director-Policy of the Office of Indian Energy, represented DOE. Approximately twenty-seven people attended the meeting, including representatives of three native Alaskan villages, four Alaskan tribal corporations representing more than 40 tribal governments, as well as representatives from tribal associations and conferences. Interested state, federal, and non-profit representatives also were present. A full list of attendees is at the end of this summary. The meeting was facilitated by the Udall Foundation’s U.S. Institute for Environmental Conflict Resolution (U.S. Institute).

    A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis. Detailed reports were written for each characterization technique used. This report contains the summary of the results.

    A summary of the experimental results of the TOP2014 International Workshop in Cannes, France, is presented. This inspiring conference clearly showed the richness and diversity of top-quark physics research. Results cover a very broad spectrum of analyses involving studies of the strong and electroweak interactions of the top quark, high-precision measurements of intrinsic top-quark properties, developments of new tools in top-quark analyses, observations of new Standard Model processes, the interaction between the top quark and the Higgs boson and sensitive searches for new physics beyond the Standard Model.

    The Federal Wind Energy Program (FWEP) was initiated to provide focus, direction and funds for the development of wind power. Each year a summary is prepared to provide the American public with an overview of government sponsored activities in the FWEP. This program summary describes each of the Department of Energy's (DOE) current wind energy projects initiated or renewed during FY 1979 (October 1, 1978 through September 30, 1979) and reflects their status as of April 30, 1980. The summary highlights on-going research, development and demonstration efforts and serves as a record of progress towards the program objectives. It also provides: the program's general management structure; review of last year's achievements; forecast of expected future trends; documentation of the projects conducted during FY 1979; and list of key wind energy publications.

    Following is complete draft.Geothermal Summary for AAPG Explorer J. L. Renner, Idaho National Laboratory Geothermal energy is used to produce electricity in 24 countries. The United States has the largest capacity (2,544 MWe) followed by Philippines (1,931 MWe), Mexico (953 MWe), Indonesia (797 MWe), and Italy (791 MWe) (Bertani, 2005). When Chevron Corporation purchased Unocal Corporation they became the leading producer of geothermal energy worldwide with projects in Indonesia and the Philippines. The U. S. geothermal industry is booming thanks to increasing energy prices, renewable portfolio standards, and a production tax credit. California (2,244 MWe) is the leading producer, followed by Nevada (243 MWe), Utah (26 MWe) and Hawaii (30 MWe) and Alaska (0.4 MWe) (Bertani, 2005). Alaska joined the producing states with two 0.4 KWe power plants placed on line at Chena Hot Springs during 2006. The plant uses 30 liters per second of 75°C water from shallow wells. Power production is assisted by the availability of gravity fed, 7°C cooling water (http://www.yourownpower.com/) A 13 MWe binary power plant is expected to begin production in the fall of 2007 at Raft River in southeastern Idaho. Idaho also is a leader in direct use of geothermal energy with the state capital building and several other state and Boise City buildings as well as commercial and residential space heated using fluids from several, interconnected geothermal systems. The Energy Policy Act of 2005 modified leasing provisions and royalty rates for both geothermal electrical production and direct use. Pursuant to the legislation the Bureau of Land management and Minerals Management Service published final regulations for continued geothermal leasing, operations and royalty collection in the Federal Register (Vol. 72, No. 84 Wednesday May 2, 2007, BLM p. 24358-24446, MMS p. 24448-24469). Existing U. S. plants focus on high-grade geothermal systems located in the west. However, interest in non-traditional geothermal development is increasing. A comprehensive new MIT-led study of the potential for geothermal energy within the United States predicts that mining the huge amounts of stored thermal energy in the Earth’s crust not associated with hydrothermal systems, could supply a substantial portion of U.S. electricity with minimal environmental impact (Tester, et al., 2006, available at http://geothermal.inl.gov). There is also renewed interest in geothermal production from other non-traditional sources such as the overpressured zones in the Gulf Coast and warm water co-produced with oil and gas. Ormat Technologies, Inc., a major geothermal company, recently acquired geothermal leases in the offshore overpressured zone of Texas. Ormat and the Rocky Mountain Oilfield Testing Center recently announced plans to jointly produce geothermal power from co-produced water from the Teapot Dome oilfield (Casper Star-Tribune, March 2, 2007). RMOTC estimates that 300 KWe capacity is available from the 40,000 BWPD of 88°C water associated with oil production from the Tensleep Sandstone (Milliken, 2007). The U. S.     The AFIP-6 (ATR Full-size-plate In center flux trap Position) Characterization Summary Report outlines the fresh fuel characterization efforts performed during the AFIP-6 experiment. The AFIP-6 experiment was designed to evaluate the performance of monolithic uranium-molybdenum (U-Mo) fuels at a scale prototypic of Advanced Test Reactor (ATR) fuel plates (45-inches long). The AFIP-6 test was the first test with plates that were swaged into the rails of the assembly. This test served to examine the effects of a plate in a swaged condition with longer fuel zones (22.5-inches long), that were centered in the plate. AFIP-6 test plates employed a zirconium interlayer that was co-rolled with the fuel foil. Previous mini-plate and AFIP irradiation experiments performed in ATR have demonstrated the stable behavior of the interface between the U-Mo fuel and the zirconium interlayer.

    This program summary document presents a comprehensive overview of the research, development, and demonstration (RD and D) activities that will be performed in FY 1981 by the Assistant Secretary for Fossil Energy (ASFE), US Department of Energy (DOE). The ASFE technology programs for the fossil resources of coal, petroleum (including oil shale) and gas have been established with the goal of making substantive contributions to the nation's future supply and efficienty use of energy. On April 29, 1977, the Administration submitted to Congress the National Energy Plan (NEP) and accompanying legislative proposals designed to establish a coherent energy policy structure for the United States. Congress passed the National Energy Act (NEA) on October 15, 1978, which allows implementation of the vital parts of the NEP. The NEP was supplemented by additional energy policy statements culminating in the President's address on July 15, 1979, presenting a program to further reduce dependence on imported petroleum. The passage of the NEA-related energy programs represent specific steps by the Administration and Congress to reorganize, redirect, and clarify the role of the Federal Government in the formulation and execution of national energy policy and programs. The energy technology RD and D prog4rams carried out by ASFE are an important part of the Federal Government's effort to provide the combination and amounts of energy resources needed to ensure national security and continued economic growth.

    Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. Most currently deployed radiation portal monitors (RPMs) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large area neutron detector. This type of neutron detector is used in the TSA and other RPMs installed in international locations and in the Ludlum and Science Applications International Corporation RPMs deployed primarily for domestic applications. There is a declining supply of 3He in the world and, thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He in RPMs. These technologies are: 1) Boron trifluoride-filled proportional counters, 2) Boron-lined proportional counters, 3) Lithium-loaded glass fibers, and 4) Coated wavelength-shifting plastic fibers. Reported here is a summary of the testing carried out at Pacific Northwest National Laboratory on these technologies to date, as well as measurements on 3He tubes at various pressures. Details on these measurements are available in the referenced reports. Sponsors of these tests include the Department of Energy (DOE), Department of Homeland Security (DHS), and the Department of Defense (DoD), as well as internal Pacific Northwest National Laboratory funds.

    The Department of Energy is the lead federal agency for research related to atmospheric carbon dioxide. Its responsibility is to sponsor a program of relevant research, and to coordinate this research with that of others. As part of its responsibilities, the Department of Energy has prepared a research plan. The plan documented in this Summary delineated the logic, objectives, organization, background and current status of the research activities. The Summary Plan is based on research subplans in four specific areas: global carbon cycle, climate effects, vegetative response and indirect effects. These subplans have emanated from a series of national and international workshops, conferences, and from technical reports. The plans have been peer reviewed by experts in the relevant scientific fields. Their execution is being coordinated between the responsible federal and international government agencies and the involved scientific community.

    This report documents the BES Engineering Research Program for fiscal year 1993; it provides a summary for each of the program projects in addition to a brief program overview. Of equal importance, its availability facilitates communication of program information to interested research engineers and scientists. The organizational chart for the DOE Office of Energy Research (OER) on the next page delineates the six Divisions within the OER Office of Basic Energy Sciences (BES).     A number of activities are underway as part of the Spent Nuclear Fuels Project (SNFP) related to the processing and disposing of sludge in the 105-K Basins (K Basins). Efforts to rigorously define data requirements for these activities are being made using the Data Quality Objectives (DQO) process. Summaries of current sludge characterization data are required to both help support this DQO process and to allow continued progress with on-going engineering activities (e.g., evaluations of disposal alternatives). This document provides the status of K Basins sludge characterization data currently available to the Nuclear Fuel Evaluations group. This group is tasked by the SNFP to help develop and maintain the characterization baseline for the K Basins. The specific objectives of this document are to: (1) provide a current summary (and set of references) of sludge characterization data for use by SNFP initiatives, to avoid unnecessary duplication of effort and to support on-going initiatives; (2) submit these data to an open forum for review and comment, and identify additional sources of significant data that may be available; (3) provide a summary of current data to use as part of the basis to develop requirements for additional sludge characterization data through the DQO process; (4) provide an overview of the intended activities that will be used to develop and maintain the sludge characterization baseline.

    This report documents the BES Engineering Research Program for fiscal year 1991; it provides a summary for each of the program projects in addition to a brief program overview. The report is intended to provide staff of Congressional committees, other executive departments, and other DOE offices with substantive program information so as to facilitate governmental overview and coordination of Federal research programs. Of equal importance, its availability facilitates communication of program information to interested research engineers and scientists. The organizational chart for the DOE Office of Energy Research (OER) delineates the six Divisions within the OER Office of Basic Energy Sciences (BES). Each BES Division administers basic, mission oriented research programs in the area indicated by its title. The BES Engineering Research Program is one such program; it is administered by the Engineering and Geosciences Division of BES. In preparing this report we asked the principal investigators to submit summaries for their projects that were specifically applicable to fiscal year 1991. Major topics covered include fluid mechanics, fracture mechanics, chemical engineering and mechanical engineering.

    The U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) directs the management and operation of the Nevada Test Site (NTS). NNSA/NSO prepares the Nevada Test Site Environmental Report (NTSER) to provide the public an understanding of the environmental monitoring and compliance activities that are conducted on the NTS to protect the public and the environment from radiation hazards and from nonradiological impacts. The NTSER is a comprehensive report of environmental activities performed at the NTS and offsite facilities over the previous calendar year. It is prepared annually to meet the requirements and guidelines of the U.S. Department of Energy (DOE) and the information needs of NNSA/NSO stakeholders. This summary provides an abbreviated and more readable version of the NTSER. It does not contain detailed descriptions or presentations of monitoring designs, data collection methods, data tables, the NTS environment, or all environmental program activities performed throughout the year.     The proceedings of Working Group 4 of the 2005 Energy Recovery Linac (ERL) workshop are summarized. Working Group 4 dealt with the challenging topic of beam diagnostics for ERL machines. Energy Recovery Linacs represent a challenge for beam diagnostics from several perspectives; invasive versus non-invasive diagnostics, longitudinal and transverse beam diagnostics, overall machine timing/synchronization and machine protection. Beam diagnostics for an ERL can benefit strongly from the experience at third generation light sources, recirculating linacs and presently operating ERLs. During the workshop there were presentations from all these communities, representing a large range operation experience in beam diagnostics. A brief summary Working Group 4 discussion is presented in this paper.

    In May 1980, the Assistant Secretary for Resource Applications within the Department of Energy requested that a group of experienced business executives be assembled to review the operation, financing, and management of the uranium enrichment enterprise as a basis for advising the Secretary of Energy. After extensive investigation, analysis, and discussion, the review group presented its findings and recommendations in a report on December 2, 1980. The following pages contain background material on which that final report was based. This report is arranged in chapters that parallel those of the uranium enrichment management review final report - chapters that contain summaries of the review group's discussion and analyses in six areas: management of operations and construction; long-range planning; marketing of enrichment services; financial management; research and development; and general management.     The annual program summary provides stakeholders within the hydrogen community with a snapshop of important advances that have occurred in the National Hydrogen Program over the fiscal year, including industry interactions and cooperation. The document will also be used to encourage additional potential industrial partners to join the Hydrogen Program Team. Fiscal Year 1994 marked a turning point for the Hydrogen Program, with a budget that grew significantly. The focus of the program was broadened to include development of hydrogen production technologies using municipal solid waste and biomass, in addition to an increased emphasis on industrial involvement and near-term demonstration projects. In order to maintain its near- and long-term balance, the Hydrogen Program will continue with basic, fundamental research that provides the long-term, high-risk, high-payoff investment in hydrogen as an energy carrier.

    The Wind Powering America FY07 Activities Summary reflects the accomplishments of our state wind working groups, our programs at the National Renewable Energy Laboratory, and our partner organizations. The national WPA team remains a leading force for moving wind energy forward in the United States. WPA continues to work with its national, regional, and state partners to communicate the opportunities and benefits of wind energy to a diverse set of stakeholders. WPA now has 30 state wind working groups (welcoming Georgia and Wisconsin in 2007) that form strategic alliances to communicate wind's benefits to the state stakeholders. More than 140 members of national and state public and private sector organizations from 39 U.S. states and Canada attended the 6th Annual WPA All-States Summit in Los Angeles in June. WPA's emphasis remains on the rural agricultural sector, which stands to reap the significant economic development benefits of wind energy development. Additionally, WPA continues its program of outreach, education, and technical assistance to Native American communities, public power entities, and regulatory and legislative bodies.

The Division of Engineering and Geosciences, part of the Office of Basic Energy Sciences of the Office of Energy Research, supports the Geosciences Research Program. The participants in this program include Department of Energy laboratories, academic institutions, and other governmental agencies. These activities are formalized by a contract or grant between the Department of Energy and the organization performing the work, providing funds for salaries, equipment, research materials, and overhead. The summaries in this document, prepared by the investigators, describe the scope of the individual programs. The Geosciences Research Program includes research in geophysics, geochemistry, resource evaluation, solar-terrestrial interactions and their subdivisions including Earth dynamics, properties of Earth materials, rock mechanics, underground imaging, rock-fluid interactions, continental scientific drilling, geochemical transport, solar/atmospheric physics, and modeling, with emphasis on the interdisciplinary areas. All such research is related either directly or indirectly to the Department of Energy's long-range technological needs.

  11. In-place filter testing summary

    The most common method of identifying particle penetration through a filter or adsorber system is through the performance of a periodic penetration test, i.e., in-place test or leak test using an aerosol or gas vapor to challenge the filter or adsorber system. The aerosol is usually formed by vaporization of a liquid, di-2(ethelhexyl sebacate) (DEHS), and allowed to condense to form liquid particles of a certain size and distribution. The gas vapor is formed by vaporization of Freon 11 liquid. The periodic penetration test, although conducted annually, can and has been demonstrated to show the beginning degradation of a filter or adsorber system. Other evidence of penetration can include detection of radiation downstream of the filter system or the existence of an unusually low pressure drop across the filter, i.e., torn filter, etc. However, these kinds of occurrences show up instantaneously and could release radioactive material to the atmosphere before the systems could be shut down. When a filter system fails the in--place test or is showing evidence of.filter or component degradation, corrective measures are put into place in order to return,the system back to its best operating condition. This report presents a summary of all filter tests.

    The Division of Advanced Energy Projects (AEP) provides support to explore the feasibility of novel, energy-related concepts that evolve from advances in basic research. These concepts are typically at an early stage of scientific definition and, therefore, are premature for consideration by applied research or technology development programs. The AEP also supports high-risk, exploratory concepts that do not readily fit into a program area but could have several applications that may span scientific disciplines or technical areas. Projects supported by the Division arise from unsolicited ideas and concepts submitted by researchers. The portfolio of projects is dynamic and reflects the broad role of the Department in supporting research and development for improving the Nation`s energy outlook. FY 1994 projects include the following topical areas: novel materials for energy technology; renewable and biodegradable materials; exploring uses of new scientific discoveries; alternate pathways to energy efficiency; alternative energy sources; and innovative approaches to waste treatment and reduction.     Work on the Savannah River Site (SRS) Baseline Hydrogeologic Investigation began in 1983 when it was determined that the knowledge of the plant hydrogeologic systems needed to be expanded and improved in response to changing stratigraphic and hydrostratigraphic terminology and increased involvement by regulatory agencies (Bledsoe, 1984). Additionally, site-wide data were needed to determine flow paths, gradients, and velocities associated with the different aquifers underlying the plant site. The program was divided into three phases in order to allow the results of one phase to be evaluated and necessary changes and improvements incorporated into the following phases. This report summarizes the results of all three phases and includes modified graphic logs, lithologic descriptions of the different geologic formations, profiles of each cluster site, hydrostratigraphic cross sections, hydrographs of selected wells within each cluster for the first full year of uninterrupted water level measurements, potentiometric maps developed from data collected from all clusters, completion diagrams for each well, and a summary of laboratory tests. Additionally, the proposed new classification of hydrostratigraphic units at SRS (Aadland and Bledsoe, 1990) has been incorporated.

    The Geothermal Technology Division (GTD) of the US Department of Energy (DOE) is charged with the lead federal role in the research and development (R&D) of technologies that will assist industry in economically exploiting the nation`s vast geothermal resources. The GTD R&D program represents a comprehensive, balanced approach to establishing all forms of geothermal energy as significant contributors to the nation`s energy supply. It is structured both to maintain momentum in the growth of the existing hydrothermal industry and to develop long-term options offering the greatest promise for practical applications. The Geothermal Energy Program Summary for Fiscal Year 1988 is a two-volume set designed to be an easily accessible reference to inform the US geothermal industry and other interested parties of the technological advances and progress achieved in the DOE geothermal program as well as to describe the thrust of the current R&D effort and future R&D directions. This volume, Volume II, contains a detailed compilation of each GTD-funded R&D activity performed by national laboratories or under contract to industrial, academic, and nonprofit research institutions.     This report outlines booster development work done at Los Alamos National Laboratory from 2007 to present. The booster is a critical link in the initiation train of explosive assemblies, from complex devices like nuclear weapons to conventional munitions. The booster bridges the gap from a small, relatively sensitive detonator to an insensitive, but massive, main charge. The movement throughout the explosives development community is to use more and more insensitive explosive components. With that, more energy is needed out of the booster. It has to initiate reliably, promptly, powerfully and safely. This report is divided into four sections. The first provides a summary of a collaborative effort between LANL, LLNL, and AWE to identify candidate materials and uniformly develop a testing plan for new boosters. Important parameters and the tests required to measure them were defined. The nature of the collaboration and the specific goals of the participating partners has changed over time, but the booster development plan stands on its own merit as a complete description of the test protocol necessary to compare and qualify booster materials, and is discussed in its entirety in this report. The second section describes a project, which began in 2009 with the Department of Defense to develop replacement booster formulations for PBXN-7. Replacement of PBXN-7 was necessary because it contained Triaminotrinitrobenzene (TATB), which was becoming unavailable to the DoD and because it contained Cyclotrimethylenetrinitramine (RDX), which was sensitive and toxic. A LANL-developed explosive, Diaminoazoxyfurazan (DAAF), was an important candidate. This project required any replacement formulation be a drop-in replacement in existing munitions. This project was timely, in that it made use of the collaborative booster development project, and had the additional constraint of matching shock sensitivity. Additionally it needed to be a safety improvement, and a performance improvement, especially at cold temperatures. The requirements of this project necessitated novel test development and a different approach to ranking booster qualities. Results of this project have been documented to the DoD and the relevant portions are included within. The third section of this booster report outlines testing related to main charge initiation merit. Initiability can be evaluated by looking at critical diameter, run distance, and shock sensitivity. Once a booster is initiated, it needs to be powerful enough to initiate the main charge symmetrically and evenly. Main charge initiability is evaluated directly by observing detonation wave symmetry, curvature, and first break out over the surface of a charge. Furthermore it must be insensitive to accidents and insults, and safe and reliable across a range of temperatures. These effects, tests, and results will be discussed individually in the context of DAAF and other explosives similarly tested. The last section provides a conclusion and summary of our experimental work and recommendations for the path forward. References and additional supporting documentation and results are provided in the appendices at the end of this report.

  20. 2011 Annual Criticality Safety Program Performance Summary

    The 2011 review of the INL Criticality Safety Program has determined that the program is robust and effective. The review was prepared for, and fulfills Contract Data Requirements List (CDRL) item H.20, 'Annual Criticality Safety Program performance summary that includes the status of assessments, issues, corrective actions, infractions, requirements management, training, and programmatic support.' This performance summary addresses the status of these important elements of the INL Criticality Safety Program. Assessments - Assessments in 2011 were planned and scheduled. The scheduled assessments included a Criticality Safety Program Effectiveness Review, Criticality Control Area Inspections, a Protection of Controlled Unclassified Information Inspection, an Assessment of Criticality Safety SQA, and this management assessment of the Criticality Safety Program. All of the assessments were completed with the exception of the 'Effectiveness Review' for SSPSF, which was delayed due to emerging work. Although minor issues were identified in the assessments, no issues or combination of issues indicated that the INL Criticality Safety Program was ineffective. The identification of issues demonstrates the importance of an assessment program to the overall health and effectiveness of the INL Criticality Safety Program. Issues and Corrective Actions - There are relatively few criticality safety related issues in the Laboratory ICAMS system. Most were identified by Criticality Safety Program assessments. No issues indicate ineffectiveness in the INL Criticality Safety Program. All of the issues are being worked and there are no imminent criticality concerns. Infractions - There was one criticality safety related violation in 2011. On January 18, 2011, it was discovered that a fuel plate bundle in the Nuclear Materials Inspection and Storage (NMIS) facility exceeded the fissionable mass limit, resulting in a technical safety requirement (TSR) violation. The TSR limits fuel plate bundles to 1085 grams U-235, which is the maximum loading of an ATR fuel element. The overloaded fuel plate bundle contained 1097 grams U-235 and was assembled under an 1100 gram U-235 limit in 1982. In 2003, the limit was reduced to 1085 grams citing a new criticality safety evaluation for ATR fuel elements. The fuel plate bundle inventories were not checked for compliance prior to implementing the reduced limit. A subsequent review of the NMIS inventory did not identify further violations. Requirements Management - The INL Criticality Safety program is organized and well documented. The source requirements for the INL Criticality Safety Program are from 10 CFR 830.204, DOE Order 420.1B, Chapter III, 'Nuclear Criticality Safety,' ANSI/ANS 8-series Industry Standards, and DOE Standards. These source requirements are documented in LRD-18001, 'INL Criticality Safety Program Requirements Manual.' The majority of the criticality safety source requirements are contained in DOE Order 420.1B because it invokes all of the ANSI/ANS 8-Series Standards. DOE Order 420.1B also invokes several DOE Standards, including DOE-STD-3007, 'Guidelines for Preparing Criticality Safety Evaluations at Department of Energy Non-Reactor Nuclear Facilities.' DOE Order 420.1B contains requirements for DOE 'Heads of Field Elements' to approve the criticality safety program and specific elements of the program, namely, the qualification of criticality staff and the method for preparing criticality safety evaluations. This was accomplished by the approval of SAR-400, 'INL Standardized Nuclear Safety Basis Manual,' Chapter 6, 'Prevention of Inadvertent Criticality.' Chapter 6 of SAR-400 contains sufficient detail and/or reference to the specific DOE and contractor documents that adequately describe the INL Criticality Safety Program per the elements specified in DOE Order 420.1B. The Safety Evaluation Report for SAR-400 specifically recognizes that the approval of SAR-400 approves the INL Criticality Safety Program. No new source requirements were released in 2011.     NUREG/CR-6577, U.S. Nuclear Power Plant Operating Cost and Experience Summaries, has been prepared to provide historical operating cost and experience information on U.S. commercial nuclear power plants. Cost incurred after initial construction are characterized as annual production costs, representing fuel and plant operating and maintenance expenses, and capital expenditures related to facility additions/modifications which are included in the plant capital asset base. As discussed in the report, annual data for these two cost categories were obtained from publicly available reports and must be accepted as having different degrees of accuracy and completeness. Treatment of inconclusive and incomplete data is discussed. As an aid to understanding the fluctuations in the cost histories, operating summaries for each nuclear unit are provided. The intent of these summaries is to identify important operating events; refueling, major maintenance, and other significant outages; operating milestones; and significant licensing or enforcement actions. Information used in the summaries is condensed from annual operating reports submitted by the licensees, plant histories contained in Nuclear Power Experience, trade press articles, and the Nuclear Regulatory Commission (NRC) web site (www.nrc.gov).

    The purpose of this booklet is to help those interested in research supported by the Department of Energy's Division of Chemical Sciences, which is one of six Divisions of the Office of Basic Energy Sciences in the Office of Energy Research. These summaries are intended to provide a rapid means for becoming acquainted with the Chemical Sciences program to members of the scientific and technological public and interested persons in the Legislative and Executive Branches of the Government. Areas of research supported by the Division are to be seen in the section headings, the index and the summaries themselves. Energy technologies which may be advanced by use of the basic knowledge discovered in this program can be seen in the index and again (by reference) in the summaries.     The Nuclear Waste Management Program Summary Document outlines the operational and research and development (R and D) activities of the Office of Nuclear Waste Management (NEW) under the Assistant Secretary for Nuclear Energy, US Department of Energy (DOE). This document focuses on the current and planned activities in waste management for FY 1981. This Program Summary Document (PSD) was prepared in order to explain the Federal nuclear waste management and spent fuel storage programs to Congress and its committees and to interested members of the public, the private sector, and the research community. The national energy policy as it applies to waste management and spent fuel storage is presented first. The program strategy, structure, budget, management approach, and public participation programs are then identified. The next section describes program activities and outlines their status. Finally, the applicability of departmental policies to NEW programs is summarized, including field and regional activities, commercialization plans, and environmental and socioeconomic implications of waste management activities, and international programs. This Nuclear Waste Management Program Summary Document is meant to serve as a guide to the progress of R and D and other energy technology programs in radioactive waste management. The R and D objective is to provide the Nation with acceptable solutions to short- and long-term management problems for all forms of radioactive waste and spent fuel.

    This summary of several talks given in 1990-1993 discusses the problem of asymptotic expansions of multiloop Feynman diagrams in masses and external momenta - a central problem in perturbative quantum field theory. Basic principles of the theory of asymptotic operation -- the most powerful tool for that purpose -- are discussed. Its connection with the conventional methods is explained (the BPHZ theory, the method of leading logarithmic approximation etc.). The problem of non-euclidean asymptotic regimes is discussed as well as ways of its solution.

    In support of the Weldon Spring Site Remedial Action Project Federal Facilities Agreement, a copy of the Quarterly Environmental Data Summary (QEDS) for the first quarter of 1999 is enclosed. The data presented in this constitute the QEDS. The data, except for air monitoring data and site KPA generated data (uranium analyses), were received from the contract laboratories, verified by the Weldon Spring Site verification group and merged into the database during the first quarter of 1999. KPA results for on-site total uranium analyses performed during first quarter 1999 are included. Air monitoring data presented are the most recent complete sets of quarterly data.

    To get a collective sense of the impact of research and development (R&D) on biomass resource availability, and to determine the feasibility that yields higher than baseline assumptions used for past assessments could be achieved to support U.S. energy independence, an alternate “High-Yield Scenario” (HYS) concept was presented to industry experts at a series of workshops held in December 2009. The workshops explored future production of corn/agricultural crop residues, herbaceous energy crops (HECs), and woody energy crops (WECs). This executive summary reports the findings of that workshop.

    Severe accident management can be defined as the use of existing and/or alternative resources, systems and actions to prevent or mitigate a core-melt accident. For each accident sequence and each combination of strategy, there may be several options available to the operator; and each involves phenomenological and operational considerations regarding uncertainty. Operational uncertainty includes operator, system and instrument behavior during severe accidents. During the period May 15--17, 1990 a workshop was held at the University of California, Los Angeles, to address these uncertainties for pressurized water reactors (PWRs). This report contains a summary of the workshop proceedings.

    The South Coast Alternative Fuels Demonstration, called CleanFleet, was conducted in the Los Angeles area from April 1992 through September 1994. The demonstration consisted of 111 package delivery vans operating on five alternative fuels and the control fuel, unleaded gasoline. The alternative fuels were propane gas, compressed natural gas, California Phase 2 reformulated gasoline (RFG), methanol with 15 percent RFG (called M-85), and electricity. This volume of the eight volume CleanFleet final report is a summary of the project design and results of the analysis of data collected during the demonstration on vehicle maintenance and durability, fuel economy, employee attitudes, safety and occupational hygiene, emissions, and fleet economics.
