Roseville Direct Service 230 kV Transmission Line Project, Sacramento and Placer Counties, California: Environmental assessment

At present, the only transmission line serving the City of Roseville is operated by Pacific Gas and Electric Company (PG and E), which serves the City's Berry Street substation with a 60-kV circuit from the company's own Atlantic Street substation. Western pays wheeling charges to PG and E for use of their lines to deliver power to its customers which cannot be served directly. PG and E has informed Roseville that additional system facilities are required to meet the City's firm transmission requirements in excess of 69 megawatt peak. They proposed to build a new 230-kV line and transformer bank at a cost of $10.9 million which the City would have to pay, in addition to the wheeling charges Western would be charged to use the PG and E line. The City's preferred alternative is to have Western construct a direct 239-kV service from its Elverta substation to the Berry Street substation. This would save the city money in construction capital cost, result in more transmission capacity and eliminate the present wheeling costs charged to Western. Mitigation recommendations are included.

K. Hovnanian Homes constructed a 2,253-ft single-story slab-on-grade ranch house for an occupied test house (new construction) in Roseville, California. One year of monitoring and analysis focused on the effectiveness of the space conditioning system at maintaining acceptable temperature and relative humidity levels in several rooms of the home, as well as room-to-room differences and the actual measured energy consumption by the space conditioning system. In this home, the air handler unit (AHU) and ducts were relocated to inside the thermal boundary. The AHU was relocated from the attic to a mechanical closet, and the ductwork was located inside an insulated and air-sealed bulkhead in the attic. To describe the performance and comfort in the home, the research team selected representative design days and extreme days from the annual data for analysis. To ensure that temperature differences were within reasonable occupant expectations, the team followed Air Conditioning Contractors of America guidance. At the end of the monitoring period, the occupant of the home had no comfort complaints in the home. Any variance between the modeled heating and cooling energy and the actual amounts used can be attributed to the variance in temperatures at the thermostat versus the modeled inputs.

Western is contractually responsible to oversee that the system is operated in accordance with strict reliability standards. Growth in the greater Sacramento, California area and power imported from generation outside the region, have increased the demand on the interconnected electric transmission system, leading to transmission system overloads and reducing the reliability and security of the area power system. Western has prepared this Sacramento Area Voltage Support (SVS) Draft Environmental Impact Statement (EIS) in compliance with Federal laws, regulations and guidelines, principally the ''National Environmental Policy Act'' (NEPA). This Draft EIS evaluates the potential environmental effects of physical improvements to the area's power system. Enhancements are needed to improve system reliability and provide voltage support for the Sacramento area. The results of public scoping meetings, workshops, meetings with agencies, and earlier studies by Western and area utilities helped to develop a range of alternatives for analysis. The Proposed Action involves: Constructing a new double-circuit, 230-kV transmission line paralleling the existing double-circuit, 230-kV line from the O'Banion Substation to the Elverta Substation; Realigning a portion of the existing Cottonwood-Roseville single-circuit, 230-kV transmission line north of Elverta Substation; and Reconductoring the existing double-circuit, 230-kV transmission line from the Elverta Substation to the Tracy Substation. Information regarding generic type, make, and costs of solar domestic water heater (SDWH) systems in the Sacramento, Roseville, and Davis area is reported. Sixteen SDWH installers/do-it-yourself kit dealers were identified and surveyed by phone. The survey participants were divided into three categories: (1) installers in business for one year or longer, (eight firms); (2) installers in business less than one year, (five firms); and (3) SDWH do-it-yourself kit dealers, (three firms). The survey report establishes an average cost for SDWH pump systems for new single family unit production housing (1350 square feet), with hot water demand typical of an average family of four, and roof mounted collectors. For the first two categories, the SDWH system average cost is $2469 (this includes both open loop and heat exchanger systems with circulating pumps). The average cost of the open loop pump system is $2321; whereas, the heat exchanger pump system average cost is $2592. The participants were questioned concerning discounts they would offer to builders purchasing SDWH's in volume. From their responses, an 11% discount for a purchase of ten systems was derived for the first two installers categories. The average cost of an installed SDWH pump system purchased in a volume of ten units is $2201. The average cost of an installed SDWH open loop system is $2066, and a heat exchanger system is $2307. For the third category, the do-it-yourself kit dealers, a 12% discount was derived for a purchase of ten systems. The average cost of a do-it-yourself pump kit when purchased in a volume of ten units is $1481. The average cost of an open loop pump kit is $1386, and a heat exchanger pump kit is $1672.
