    The transport of Dangerous Goods-Class no.7 Radioactive Material (RAM), is an important part of the Romanian Radioactive Material Management. The overall aim of this activity is for enhancing operational safety and security measures during the transport of the radioactive materials, in order to ensure the protection of the people and the environment. The paper will present an overall of the safety and security measures recommended and implemented during transportation of RAM in Romania. Some aspects on the potential threat environment will be also approached with special referring to the low level radioactive material (waste) and NORM transportation either by road or by rail. A special attention is given to the assessment and evaluation of the possible radiological consequences due to RAM transportation. The paper is a part of the IAEA's Vienna Scientific Research Contract on the State Management of Nuclear Security Regime (Framework) concluded with the Institute for Nuclear Research, Romania, where the author is the CSI (Chief Scientific Investigator). The transport of RAM in Romania is a very sensible and complex problem taking into consideration the importance and the need of the security and safety for such activities. The Romanian Nuclear Regulatory Body set up strictly regulation and procedures according to the Recommendation of the IAEA Vienna and other international organizations. There were implemented the adequate regulation and procedures in order to keep the environmental impacts and the radiological consequences at the lower possible level and to assure the effectiveness of state nuclear security regime due to possible malicious acts in carrying out these activities including transport and the disposal site at the acceptable international levels. The levels of the estimated doses and risk expectation values for transport and disposal are within the acceptable limits provided by national and international regulations and recommendations but can increase, significantly during potential malicious acts.     We postulated that environmental concern encompasses a wide range of different issues, often lumping pollution with habitat loss (or land use) and ecological resources (fish and wildlife). In this paper, we compare perceptions about a range of environmental and ecological resource issues, and explore ethnic/racial differences. We surveyed 1513 residents of New Jersey about 'environmental concerns', using both general environmental questions (two questions: How serious are environmental problems in New Jersey? Are you concerned about the loss of open space?) and ecological resource questions (12 questions: e.g., how important is planting trees in your neighborhood, how concerned are you about loss of breeding and feeding habitat for fish and birds?) in New Jersey. Not all concerns were rated equally. For the ecological questions, there were no ethnic differences in concerns over preserving areas around water supplies, loss of places to hunt and fish, and loss of places for quiet walks and cycling, but there were for the other 9 ecological concerns. For eight of these nine concerns, Spanish-speaking Hispanics were more concerned than others (including English-speaking Hispanics). We divided the ecological resources into three categories: ecological services (clean water and safety), ecological resources (fish and wildlife), and recreational services. The strongest correlates of people's association with enlarging and enhancing recreational services were Spanish-speaking Hispanics, who are supportive of regulations and believe local government is not doing enough for environmental problems. People concerned about the loss of ecological resources and open space believe the federal government and the state are not doing enough for the environment, were non-Hispanic White, want continued environmental regulations, were longer-term residents, were high school graduates, and were older (45-54 years). People interested in ecological services were college-educated, non-White, not rich, females that did not trust DEP's environmental actions, and thought the state was not doing enough environmentally. There was a high correlation between general environmental concern and the ecological resource variables for the population overall, and for each ethnic group. Overall, only 39% of the subjects were very concerned about the seriousness of environmental problems in New Jersey, yet from 36% to 81% of the people were very concerned about 11 of 12 ecological issues. This indicates that people respond different to the term 'environmental problems' compared to specific 'ecological resource' issues. The greatest concern (81%) was for preserving areas around water supplies and cleaning up garbage in the parks, and the least concern was for the loss of places to hunt and fish (26%). Our results indicate that people distinguish between general environmental concern and ecological concerns, as well as distinguishing ecological services from ecological resources.

    The purpose of this study is to describe the total hair mercury concentrations and their determinants in preschool Spanish children, as well as to explore the trend in mercury exposure from birth to the age four. This evolution has been scarcely studied in other birth cohort studies. The study population was 580 four year old children participating in the INMA (i.e. Childhood and Environment) birth cohort study in Valencia (2008–2009). Total mercury concentration at age four was measured in hair samples by atomic absorption spectrometry. Fish consumption and other covariates were obtained by questionnaire. Multivariate linear regression models were conducted in order to explore the association between mercury exposure and fish consumption, socio-demographic characteristics and prenatal exposure to mercury. The geometric mean was 1.10 µg/g (95%CI: 1.02, 1.19). Nineteen percent of children had mercury concentrations above the equivalent to the Provisional Tolerable Weekly Intake proposed by WHO. Mercury concentration was associated with increasing maternal age, fish consumption and cord blood mercury levels, as well as decreasing parity. Children whose mothers worked had higher mercury levels than those with non working mothers. Swordfish, lean fish and canned fish were the fish categories most associated with hair mercury concentrations. We observed a decreasing trend in mercury concentrations between birth and age four. In conclusion, the children participating in this study had high hair mercury concentrations compared to reported studies on children from other European countries and similar to other countries with high fish consumption. The INMA study design allows the evaluation of the exposure to mercury longitudinally and enables this information to be used for biomonitoring purposes and dietary recommendations. - Highlights: • The geometric mean of hair Hg concentrations was 1.10 µg/g. • 19% of children had Hg concentrations above the RfD proposed by the WHO. • Hair Hg concentrations in children increased as a function of total fish intake. • Swordfish, lean fish and canned fish were the most related to Hg concentrations. • There was a decrease in Hg concentrations from birth to age four.

During operation the graphite sleeves were stored in a silo and during the dismantling stage a retrieval process was carried out separating the wires from the graphite, which were crushed and introduced into 220 cubic containers of 6 m{sup 3} each and placed in interim storage. The graphite is an intermediate level radioactive waste but it contains long lived radionuclides like {sup 14}C which disqualifies disposal at the low level waste repository of El Cabril. Therefore, a new project has been started in order to investigate two new options for the management of this waste type. The first one is based on a selective decontamination of {sup 14}C by thermal methods. This method is based on results obtained at the Research Centre Juelich (FZJ) in the Frame of the EC programs 'Raphael' and 'Carbowaste'. The process developed at FZJ is based on a preferential oxidation of {sup 14}C in comparison to the bulk {sup 12}C. Explanations for this effect are the inhomogeneous distribution and a weaker bounding of {sup 14}C which is not incorporated in the graphite lattice. However these investigations have only been performed with graphite from the high temperature reactor Arbeitsgemeinschaft Versuchsreaktor Juelich AVR which has been operated in a non-oxidising condition or research reactor graphite operated at room temperature. The reactor Vandellos I has been operated with CO{sub 2} as coolant and significant amounts of graphite have been already oxidised. The aim of the project is to validate whether a {sup 14}C decontamination can also been achieved with graphite from Vandellos I. A second possibility under investigation is the encapsulation of the graphite in a long term stable glass matrix. The principal applicability has been already proved by FNAG. Crushed graphite mixed with a suitable glass powder has been pressed at elevated temperature under vacuum. The vacuum is required to avoid gas enclosures in the obtained product. The obtained products, named IGM for 'Impermeable Graphite Matrix', have densities above 99% of theoretical density. The amount of glass has been chosen with respect to the pore volume of the former graphite parts. The method allows the production of encapsulated graphite without increasing the disposal volume. This paper will give a short overview of characterisation results of different irradiated graphite materials obtained at CIEMAT and in the Carbowaste project as well as the proposed methods and the actual status of the program including first results about leaching of non-radioactive IGM samples and hopefully first tendencies concerning the C-14 separation from graphite of Vandellos I by thermal treatment. Both processes, the thermal treatment as well as the IGM, have the potential to solve problems related to the management of irradiated graphite in Spain. However the methods have only been tested with different types of i-graphite and virgin graphite, respectively. Only investigations with real i-graphite from Spain will reveal whether the described methods are applicable to graphite from Vandellos I. However all partners are convinced that one of these new methods or a combination of them will lead to a feasible option to manage i-graphite in Spain on an industrial scale. (authors)

    The HEU spent nuclear fuel transport from Romania was a pilot project in the framework of the Russian Research Reactor Fuel Return Program (RRRFR), being the first fully certified spent nuclear fuel shipment by air. The successful implementation of the Romanian shipment also brought various new technology in the program, further used by other participating countries. Until 2009, the RRRFR program repatriated to the Russian Federation HEU spent nuclear fuel of Russian origin from many countries, like Uzbekistan, Czech Republic, Latvia, Hungary, Kazakhstan and Bulgaria. The means of transport used were various; from specialized TK-5 train for the carriage of Russian TUK-19 transport casks, to platform trains for 20 ft freight ISO containers carrying Czech Skoda VPVR/M casks; from river barge on the Danube, to vessel on the Mediterranean Sea and Atlantic Ocean. Initially, in 2005, the transport plan of the HEU spent nuclear fuel from the National Institute for R&D in Nuclear Physics and Nuclear Engineering 'Horia Hulubei' in Magurele, Romania considered a similar scheme, using the specialized TK-5 train transiting Ukraine to the destination point in the Russian Federation, or, as an alternative, using the means and route of the spent nuclear fuel periodically shipped from the Bulgarian nuclear power plant Kosloduy (by barge on the Danube, and by train through Ukraine to the Russian Federation). Due to impossibility to reach an agreement in due time with the transit country, in February 2007 the US, Russian and Romanian project partners decided to adopt the air shipment of the spent nuclear fuel as prime option, eliminating the need for agreements with any transit countries. By this time the spent nuclear fuel inspections were completed, proving the compliance of the burn-up parameters with the international requirements for air shipments of radioactive materials. The short air route avoiding overflying of any other countries except the country of origin and the country of destination also contributed to the decision making in this issue. The efficient project management and cooperation between the three countries (Russia, Romania and USA) made possible, after two and a half years of preparation work, for the first fully certified spent nuclear fuel air shipment to take place on 29th of June 2009, from Romanian airport 'Henri Coanda' to the Russian airport 'Koltsovo' near Yekaterinburg. One day before that, after a record period of 3 weeks of preparation, another HEU cargo was shipped by air from Romanian Institute for Nuclear Research in Pitesti to Russia, containing fresh pellets and therefore making Romania the third HEU-free country in the RRRFR program.

    Romania successfully completed the worlds first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities for shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). This paper describes the planning, shipment preparations, equipment design, and license approvals that resulted in the safe and secure air shipment of this spent nuclear fuel.

    ICIT-Valcea has developed an experimental pilot-scale installation for tritium and deuterium separation. The main objective of this pilot was to demonstrate the water detritiation technology and to transfer this technology to the CANDU reactors of the Cernavoda nuclear power plant. The pilot-scale installation was initiated in 1992. The initial design and construction were performed similarly to chemical plants as the separation of isotopes was focused on only hydrogen and deuterium to assess feasibility. In a second phase we have begun to transform it into a nuclear facility with the aim of separating tritium. Moving to tritium separation has imposed a lot of changes. Changes consisted mainly of: -) re-design of the technological systems for nuclear material processing, applying specific codes and standards (ASME, Romanian nuclear specific pressure boundary prescriptions for code classification); -) design and implementation of new systems, classified as safety systems; -) re-design and implementation of command and control systems, complying with the requirements of reliability and maintenance required for the project promoted; -) revaluation of auxiliary systems (utilities, power supply); -) implementing radiation protection systems, including secondary barriers; -) implementing and maintaining environment operational program specific to the new nuclear plant; -) developing and conducting safety analyzes; and -) the production of specific documentation to obtain the necessary permits for construction, commissioning and operation of the plant.

    Currently, the chemical organic industry, the petrochemical and engine fuels industry in Romania are entirely based on hydrocarbons from oil. To reduce the oil dependence of this sector and to ensure the stipulated growth rate of 8-9%, research and development programs have been set up with a view to the diversification of raw materials. In research on hydrocarbons from alcohol conversion, three process variants are known, i.e. olefins from methanol, gasolines from methanol and a combined gasolines and aromatic hydrocarbons from methanol. The Romanian process of methanol conversion to hydrocarbons is very flexible, with all the variants mentioned being carried out in the same plant by modifying the catalysts. In research on hydrocarbons from synthesis gas a modern process is being developed for gasification of brown coal in a fluidized bed, under pressure, in the presence of oxygen and water vapors. In the field of carbon oxide hydrogenation, studies have been carried out on selective Fischer-Tropsch processes in which the reaction products are high value hydrocarbon fractions.

    Isotopic Ratio Mass Spectrometry (IRMS) is an effective toll to be used for drug product authentication. The isotopic composition could be used to assist in the differentiation between batches of drugs and assist in the identification of counterfeit materials on the market. Only two factors affect the isotopic ratios in pharmaceutical components: the isotopic composition of the raw materials and the synthetic processes performed upon them. Counterfeiting of pharmaceutical drugs threatens consumer confidence in drug products companies' economical well-being. In this preliminary study, the analyzed samples consist in two types of commercially available analgesics, which were purchases from Romanian pharmacies. Differences in δ{sup 13}C between batches from −29.7 to −31.6% were observed, demonstrating that this method can be used to differentiate among individual drug batches and subsequently identify counterfeits on the market. On the other hand, carbon isotopic ratios differences among producers were recorded, the variations being between −31.3 to −34.9% for the same type of analgesic, but from different manufactures.

    We performed a systematic density functional theory (DFT) study of the adsorption of silver dimer (Ag{sub 2}) on graphene using SIESTA (Spanish Initiative for Electronic Simulations with Thousands of Atoms) package, in the generalized gradient approximation (GGA). The adsorption energy, geometry, and charge transfer of Ag2-graphene system are calculated. The minimum energy configuration for a silver dimer is parallel to the graphene sheet with its two atoms directly above the centre of carbon-carbon bond. The negligible charge transfer between the dimer and the surface is also indicative of a weak bond. The methodology demonstrated in this paper may be applied to larger silver clusters on graphene sheet.

Iberdrola, a Spanish utility, is using advanced machine condition-monitoring technology to centralize control and maintenance of its hydropower projects as a means of achieving those goals.   12. Technical Aspects Regarding the Management of Radioactive Waste from Decommissioning of Nuclear Facilities

    The proper application of the nuclear techniques and technologies in Romania started in 1957, once with the commissioning of the Research Reactor VVR-S from IFIN-HH-Magurele. During the last 45 years, appear thousands of nuclear application units with extremely diverse profiles (research, biology, medicine, education, agriculture, transport, all types of industry) which used different nuclear facilities containing radioactive sources and generating a great variety of radioactive waste during the decommissioning after the operation lifetime is accomplished. A new aspect appears by the planning of VVR-S Research Reactor decommissioning which will be a new source of radioactive waste generated by decontamination, disassembling and demolition activities. By construction and exploitation of the Radioactive Waste Treatment Plant (STDR)--Magurele and the National Repository for Low and Intermediate Radioactive Waste (DNDR)--Baita, Bihor county, in Romania was solved the management of radioactive wastes arising from operation and decommissioning of small nuclear facilities, being assured the protection of the people and environment. The present paper makes a review of the present technical status of the Romanian waste management facilities, especially raising on treatment capabilities of ''problem'' wastes such as Ra-266, Pu-238, Am-241 Co-60, Co-57, Sr-90, Cs-137 sealed sources from industrial, research and medical applications. Also, contain a preliminary estimation of quantities and types of wastes, which would result during the decommissioning project of the VVR-S Research Reactor from IFIN-HH giving attention to some special category of wastes like aluminum, graphite and equipment, components and structures that became radioactive through neutron activation. After analyzing the technical and scientific potential of STDR and DNDR to handle big amounts of wastes resulting from the decommissioning of VVR-S Research Reactor and small nuclear facilities, the necessity of up-gradation of these nuclear objectives before starting the decommissioning plan is revealed. A short presentation of the up-grading needs is also presented.

  13. AIR SHIPMENT OF HIGHLY ENRICHED URANIUM SPENT NUCLEAR FUEL FROM ROMANIA AND LIBYA

    In June 2009 Romania successfully completed the worlds first air shipment of highly enriched uranium (HEU) spent nuclear fuel transported in Type B(U) casks under existing international laws and without special exceptions for the air transport licenses. Special 20-foot ISO shipping containers and cask tiedown supports were designed to transport Russian TUK 19 shipping casks for the Romanian air shipment and the equipment was certified for all modes of transport, including road, rail, water, and air. In December 2009 Libya successfully used this same equipment for a second air shipment of HEU spent nuclear fuel. Both spent fuel shipments were transported by truck from the originating nuclear facilities to nearby commercial airports, were flown by commercial cargo aircraft to a commercial airport in Yekaterinburg, Russia, and then transported by truck to their final destinations at the Production Association Mayak facility in Chelyabinsk, Russia. Both air shipments were performed under the Russian Research Reactor Fuel Return Program (RRRFR) as part of the U.S. National Nuclear Security Administration (NNSA) Global Threat Reduction Initiative (GTRI). The Romania air shipment of 23.7 kg of HEU spent fuel from the VVR S research reactor was the last of three HEU fresh and spent fuel shipments under RRRFR that resulted in Romania becoming the 3rd RRRFR participating country to remove all HEU. Libya had previously completed two RRRFR shipments of HEU fresh fuel so the 5.2 kg of HEU spent fuel air shipped from the IRT 1 research reactor in December made Libya the 4th RRRFR participating country to remove all HEU. This paper describes the equipment, preparations, and license approvals required to safely and securely complete these two air shipments of spent nuclear fuel.

IBERDROLA has available an in-house design and licensing reload methodology that has been approved in advance by the Spanish Nuclear Regulatory Authority. This methodology has been applied to perform the nuclear design and the reload licensing analysis for Cofrentes cycles 12 and 13 and to develop a significant number of safety analyses of the Cofrentes Extended Power.Because the scope of the licensing process of the Cofrentes Extended Power Uprate exceeds the range of analysis included in the Cofrentes generic reload licensing process, it has been required to extend the applicability of the Cofrentes RETRAN model to the analysis of new transients. This is the case of the total loss of feedwater (TLFW) transient.The content of this paper shows the benefits of having an in-house design and licensing methodology and describes the process to extend the applicability of the Cofrentes RETRAN model to the analysis of new transients, particularly in this paper the TLFW transient.

  18. Lessons learned from the Siting Process of an Interim Storage Facility in Spain - 12024

    On 29 December 2009, the Spanish government launched a site selection process to host a centralised interim storage facility for spent fuel and high-level radioactive waste. It was an unprecedented call for voluntarism among Spanish municipalities to site a controversial facility. Two nuclear municipalities, amongst a total of thirteen municipalities from five different regions, presented their candidatures to host the facility in their territories. For two years the government did not make a decision. Only in November 30, 2011, the new government elected on 20 November 2011 officially selected a non-nuclear municipality, Villar de Canas, for hosting this facility. This paper focuses on analysing the factors facilitating and hindering the siting of controversial facilities, in particular the interim storage facility in Spain. It demonstrates that involving all stakeholders in the decision-making process should not be underestimated. In the case of Spain, all regional governments where there were candidate municipalities willing to host the centralised interim storage facility, publicly opposed to the siting of the facility.   19. Effective deployment of photovoltaics in the Mediterranean countries: Balancing policy risk and return

    Although the Mediterranean region is blessed with abundant solar resources, photovoltaic energy currently represents a very small share of power production. In Germany however, a much less sunny country, the photovoltaic (PV) industry is booming. This country has become a front runner in the adoption of PV because of effective policy incentives. Based on a cross-case study analysis of the German, Spanish and Greek PV markets, this paper investigates factors determining the effectiveness of PV policies. Our analysis shows that, above a certain level of return, risk-related factors (such as policy instability and administrative hurdles) play a more important role in influencing investment decisions than return-related factors (such as the level of a feed-in tariff).     The about 1700 LHC main ring super-conducting magnets are supported within their cryostats on 4700 low heat in leak column-type supports. The supports were designed to ensure a precise and stable positioning of the heavy dipole and quadrupole magnets while keeping thermal conduction heat loads within budget. A trade-off between mechanical and thermal properties, as well as cost considerations, led to the choice of glass fibre reinforced epoxy (GFRE). Resin Transfer Moulding (RTM), featuring a high level of automation and control, was the manufacturing process retained to ensure the reproducibility of the performance of the supports throughout the large production.The Spanish aerospace company EADS-CASA Espacio developed the specific RTM process, and produced the total quantity of supports between 2001 and 2004.This paper describes the development and the production of the supports, and presents the production experience and the achieved performance.

  3. Feed-in Tariff Policy: Design, Implementation, and RPS Policy Interactions

    Feed-in tariff (FIT) policies are implemented in more than 40 countries around the world and are cited as the primary reason for the success of the German and Spanish renewable energy markets. As a result of that success, FIT policy proposals are starting to gain traction in several U.S. states and municipalities. Experience from Europe is also beginning to demonstrate that properly designed FITs may be more cost-effective than renewable portfolio standards (RPS), which make use of competitive solicitations. This article explores the design and operation of feed-in tariff policies, including a FIT policy definition, payment-structure options, and payment differentiation. The article also touches on the potential interactions between FIT policies and RPS policies at the state level.

  4. Improving energy efficiency via smart building energy management systems. A comparison with policy measures

    In this study, to foster the transition to more sustainable energy systems, policymakers have been approving measures to improve energy efficiency as well as promoting smart grids. In this setting, building managers are encouraged to adapt their energy operations to real-time market and weather conditions. Yet, most fail to do so as they rely on conventional building energy management systems (BEMS) that have static temperature set points for heating and cooling equipment. In this paper, we investigate how effective policy measures are at improving building-level energy efficiency compared to a smart BEMS with dynamic temperature set points. To this end, we present an integrated optimisation model mimicking the smart BEMS that combines decisions on heating and cooling systems operations with decisions on energy sourcing. Using data from an Austrian and a Spanish building, we find that the smart BEMS results in greater reduction in energy consumption than a conventional BEMS with policy measures.

  5. Long-term energy generation planning under uncertainty

    In this work the authors deal with the hydro-thermal coordination problem under uncertainty in generators availability, fuel costs, exogenous water inflow and energy demand. The objective is to minimize the system operating cost. The decision variables are the fuel procurement for each thermal generation site, the energy generated by each thermal and hydro-generator and the release and spilled water from reservoirs. Control variables are the stored water in reservoirs and the stored fuel in thermal plants at the end of each time period. The main contribution on the proposed topic focus in the simultaneous inclusion of the hydro-network and the thermal generation related constraints, as well as the stochastic aspect of the aforementioned parameters. The authors report their computational experience on real problems drawn from the Spanish hydro-thermal generation system. A case tested includes 85 generators (42 thermal plants with a global 27084MW capacity) and 57 reservoirs.

    The 2009 H1N1 swine flu is the first influenza pandemic in decades. The crystal structure of the hemagglutinin from the A/California/04/2009 H1N1 virus shows that its antigenic structure, particularly within the Sa antigenic site, is extremely similar to those of human H1N1 viruses circulating early in the 20th century. The cocrystal structure of the 1918 hemagglutinin with 2D1, an antibody from a survivor of the 1918 Spanish flu that neutralizes both 1918 and 2009 H1N1 viruses, reveals an epitope that is conserved in both pandemic viruses. Thus, antigenic similarity between the 2009 and 1918-like viruses provides an explanation for the age-related immunity to the current influenza pandemic.

    The assessment of different alternatives in road-corridor planning must be based on a number of well-defined territorial variables that serve as decision making criteria, and this requires a high-quality preliminary environmental assessment study. In Spain the formal specifications for the technical requirements stipulate the constraints that must be considered in the early stages of defining road corridors, but not how they should be analyzed and ranked. As part of the feasibility study of a new road definition, the most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and to ease the tracing process of road-corridor layout alternatives. This paper explores the variables used in 22 road-construction projects conducted by the Ministry of Public Works that were subject to the Spanish EIA regulation and published between 2006 and 2008. The aim was to evaluate the quality of the methods applied and the homogeneity and suitability of the variables used for defining the TCC. The variables were clustered into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned in the studies reviewed. We found the average quality of the studies to be generally acceptable in terms of the justification of the methodology, the weighting and classification of the variables, and the creation of a synthesis map. Nevertheless, the methods for assessing the TCC are not sufficiently standardized; there is a lack of uniformity in the cartographic information sources and methodologies for the TCC valuation. -- Highlights: We explore 22 road-corridor planning studies subjected to the Spanish EIA regulation. We analyze the variables selected for defining territorial carrying capacity. The quality of the studies is acceptable (methodology, variable weighting, mapping). There is heterogeneity in the methods for territorial carrying capacity valuation.

  10. Integrating the Clearance in NPP Residual Material Management

    Previous Experiences in decommissioning projects are being used to optimize the residual material management in NPP, metallic scrap usually. The approach is based in the availability of a materials Clearance MARSSIM-based methodology developed and licensed in Spain. A typical project includes the integration of segregation, decontamination, clearance, quality control and quality assurance activities. The design is based in the clearance methodology features translating them into standard operational procedures. In terms of ecological taxes and final disposal costs, significant amounts of money could be saved with this type of approaches. The last clearance project managed a total amount of 405 tons scrap metal and a similar amount of other residual materials occupying a volume of 1500 m{sup 3}. After less than a year of field works 251 tons were finally recycled in a non-licensed smelting facility. The balance was disposed as LILW. In the planning phase the estimated cost savings were 4.5 Meuro. However, today a VLLW option is available in European countries so, the estimated cost savings are reduced to 1.2 Meuro. In conclusion: the application of materials clearance in NPP decommissioning lessons learnt to the NPP residual material management is an interesting management option. This practice is currently going on in Spanish NPP and, in a preliminary view, is consistent with the new MARSAME Draft. An interesting parameter is the cost of 1 m3 of recyclable scrap. The above estimates are very project specific because in the segregation process other residual materials were involved. If the effect of this other materials is removed the estimated Unit Cost were in this project around 1700 euro/m{sup 3}, this figure is clearly below the above VLLW disposal cost of 2600 euro. In a future project it appears feasible to descend to 839 euro/m{sup 3} and if it became routine values and is used in big Decommissioning projects, around 600 euro/m{sup 3} or below possibly could be achieved. A rough economical analysis permits to estimate a saving around 2000 US$ to 13000 US$ per cubic meter of steel scrap according the variability of materials and disposal costs. Many learnt lessons of this practice were used as a feed back in the planning of characterization activities for decommissioning a Spanish NPP and today are considered as a significant reference in our Decommissioning engineering approaches.

  11. The Stirling engine as a low cost tool to educate mechanical engineers

    The University of Zaragoza through CIRCE, the New Enterprise foundation, an Opel foundation and the local Government of Aragon have been developed a program to introduce the Stirling Engine as a low cost tool to educate students in mechanical engineering. The promotion of a prize like GNAT Power organized by the magazine Model Engineer in London, has improved the practical education of students in the field of mechanical devices and thermal engines. Two editions of the contest, 1993 and 1994, awarded the greatest power Stirling engine made by only using a little candle of paraffin as a heat source. Four engines were presented in the first edition, with an average power of about 100 mW, and seven engines in the second one, achieving a power of about 230 mW. Presentations in Technical Schools and the University have been carried out. Also low cost tools have been made for measuring an electronic device to draw the real internal pressure volume diagram using a PC. A very didactic software to design classic kinematic alpha, beta and gamma engines plus Ringbom beta and gamma engines has been created. A book is going to be published (in Spanish) explaining the design of small Stirling engines as a way to start with low cost research in thermal engines, a very difficult target with IC engines.

  12. Blast furnace coke quality in relation to petroleum coke addition

    The incorporation of petroleum coke as an additive in industrial coking coal blends is a practice often used by steel companies. A suitable blast furnace coke produced by replacing part of the coking coal blend with a suitable petroleum coke (addition of 5 to 15%), was made by Great Lakes Carbon Corporation and successfully tested at several blast furnaces. This coke had lower reactivity, less ash and slightly higher sulfur content than coke made without the addition of petroleum coke. In contrast with these results, it has been reported in a BCRA study that additions of petroleum coke to a strong coking coal, above 5 wt%, increased coke reactivity. These differences may be explained on the basis of the coal or blend characteristics to which petroleum coke is added. Petroleum coke addition seems to give better results if the coal/blend has high fluidity. The present situation in Spain is favorable for the use of petroleum coke. So, a study of laboratory and semi-industrial scale was made to assess the possibility of using petroleum coke as an additive to the typical industrial coal blend coked by the Spanish Steel Company, ENSIDESA. The influence of the petroleum coke particle size was also studied to semi-industrial scale.

  13. Hydronic Heating Retrofits for Low-Rise Multifamily Buildings: Boiler Control Replacement and Monitoring

    The ARIES Collaborative, a U.S. Department of Energy Building America research team, partnered with NeighborWorks America affiliate Homeowners' Rehab Inc. (HRI) of Cambridge, Massachusetts, to study improvements to the central hydronic heating system in one of the nonprofit's housing developments. The heating controls in the three-building, 42-unit Columbia Cambridge Alliance for Spanish Tenants housing development were upgraded. Fuel use in the development was excessive compared to similar properties. A poorly insulated thermal envelope contributed to high energy bills, but adding wall insulation was not cost-effective or practical. The more cost-effective option was improving heating system efficiency. Efficient operation of the heating system faced several obstacles, including inflexible boiler controls and failed thermostatic radiator valves. Boiler controls were replaced with systems that offer temperature setbacks and one that controls heat based on apartment temperature in addition to outdoor temperature. Utility bill analysis shows that post-retrofit weather-normalized heating energy use was reduced by 10%-31% (average of 19%). Indoor temperature cutoff reduced boiler runtime (and therefore heating fuel consumption) by 28% in the one building in which it was implemented. Nearly all savings were obtained during night which had a lower indoor temperature cut off (68 degrees F) than day (73 degrees F). This implies that the outdoor reset curve was appropriately adjusted for this building for daytime operation. Nighttime setback of heating system supply water temperature had no discernable impact on boiler runtime or gas bills.

  14. Cofrentes NPP activities on PSA and severe accident analysis

    Cofrentes NPP (CNPP) has developed a Level 1 PSA with the following scope: analysis of internal events, with the reactor initially operating at power, internal and external flooding risk analysis; internal fire risk analysis; reliability analysis of the containment heat removal and containment isolation systems. Level 1 CNPP-PSA results reveal that total core damage frequency in CNPP is less than other similar BWR/6 plants. The CNPP-PSA related activities and applications being carried out currently are: adjusting of MAAP 3.0B, revision 10, on VAX and PC; acquisition of MAAP 4; development of Level1/Level2-PSA interface; seismic site categorization for the IPEEE; prioritization of motor operated valves related to GL-89/10, complementary analysis for exemption to some 10CFR50 App. J requirements; Q-List grading; reliability-centered maintenance; maintenance rule support; on-line maintenance support, off-line risk-monitor development, PSA applicability to the 10CFR50 App. R requirements, analysis of the frequency of mis-oriented fuel bundle event, etc. About severe accident management, CNPP, as part of the Spanish-BWROG, is currently analyzing the generic products of the US-BWROG AMG in order to generate their specific ones. Also, in this group BWR, the development of tools to simulate accident scenarios beyond core damage will be studied and a training process oriented to warrant the optimum use of new EOP/AMG in accident scenarios will be implemented.

  15. Safety Assessment for the Kozloduy National Disposal Facility in Bulgaria - 13507

    Due to the early decommissioning of four Water-Water Energy Reactors (WWER) 440-V230 reactors at the Nuclear Power Plant (NPP) near the city of Kozloduy in Bulgaria, large amounts of low and intermediate radioactive waste will arise much earlier than initially scheduled. In or-der to manage the radioactive waste from the early decommissioning, Bulgaria has intensified its efforts to provide a near surface disposal facility at Radiana with the required capacity. To this end, a project was launched and assigned in international competition to a German-Spanish consortium to provide the complete technical planning including the preparation of the Intermediate Safety Assessment Report. Preliminary results of operational and long-term safety show compliance with the Bulgarian regulatory requirements. The long-term calculations carried out for the Radiana site are also a good example of how analysis of safety assessment results can be used for iterative improvements of the assessment by pointing out uncertainties and areas of future investigations to reduce such uncertainties in regard to the potential radiological impact. The computer model used to estimate the long-term evolution of the future repository at Radiana predicted a maximum total annual dose for members of the critical group, which is carried to approximately 80 % by C-14 for a specific ingestion pathway. Based on this result and the outcome of the sensitivity analysis, existing uncertainties were evaluated and areas for reasonable future investigations to reduce these uncertainties were identified.   16. A methodology to estimate greenhouse gases emissions in Life Cycle Inventories of wastewater treatment plants

    The main objective of this paper is to present the Direct Emissions Estimation Model (DEEM), a model for the estimation of CO{sub 2} and N{sub 2}O emissions from a wastewater treatment plant (WWTP). This model is consistent with non-specific but widely used models such as AS/AD and ASM no. 1 and presents the benefits of simplicity and application over a common WWTP simulation platform, BioWin Registered-Sign , making it suitable for Life Cycle Assessment and Carbon Footprint studies. Its application in a Spanish WWTP indicates direct N{sub 2}O emissions to be 8 times larger than those associated with electricity use and thus relevant for LCA. CO{sub 2} emissions can be of similar importance to electricity-associated ones provided that 20% of them are of non-biogenic origin. - Highlights: Black-Right-Pointing-Pointer A model has been developed for the estimation of GHG emissions in WWTP. Black-Right-Pointing-Pointer Model was consistent with both ASM no. 1 and AS/AD. Black-Right-Pointing-Pointer N{sub 2}O emissions are 8 times more relevant than the one associated with electricity. Black-Right-Pointing-Pointer CO{sub 2} emissions are as important as electricity if 20% of it is non-biogenic.

(HRI) of Cambridge, Massachusetts, to study improvements to the central hydronic heating system in one of the nonprofit's housing developments. The heating controls in the three-building, 42-unit Columbia Cambridge Alliance for Spanish Tenants housing development were upgraded. Fuel use in the development was excessive compared to similar properties. A poorly insulated thermal envelope contributed to high energy bills, but adding wall insulation was not cost-effective or practical. The more cost-effective option was improving heating system efficiency. Efficient operation of the heating system faced several obstacles, including inflexible boiler controls and failed thermostatic radiator valves. Boiler controls were replaced with systems that offer temperature setbacks and one that controls heat based on apartment temperature in addition to outdoor temperature. Utility bill analysis shows that post-retrofit weather-normalized heating energy use was reduced by 10%-31% (average of 19%). Indoor temperature cutoff reduced boiler runtime (and therefore heating fuel consumption) by 28% in the one building in which it was implemented. Nearly all savings were obtained during night which had a lower indoor temperature cut off (68 degrees F) than day (73 degrees F). This implies that the outdoor reset curve was appropriately adjusted for this building for daytime operation. Nighttime setback of heating system supply water temperature had no discernable impact on boiler runtime or gas bills.

  19. Current status of the radioactive waste management programme in Spain

    Since 1984, ENRESA is responsible of the radioactive waste management and the decommissioning of nuclear installations in Spain. The major recent challenge has been the approval of the Sixth General Radioactive Waste Plan (GRWP) as 'master plan' of the activities to be performed by ENRESA. Regarding the LILW programme, the El Cabril LILW disposal facility will be described highlighting the most relevant events especially focused on optimizing the existing capacity and the start-up of a purpose -built disposal area for VLLW. Concerning the HLW programme, two aspects may be distinguished in the direct management of spent fuel: temporary storage and long-term management. In this regards, a major challenge has been the decision adopted by the Spanish Government to set up a Inter-ministerial Committee for the establishment of the criteria that must be met by the site of the Centralized Intermediate Storage (CTS) facility as the first and necessary step for the process. Also the developments of the long-term management programme will be presented in the frame of the ENRESA's R and D programme. Finally, in the field of decommissioning they will be presented the PIMIC project at the CIEMAT centre and the activities in course for the decommissioning of Jose Cabrera NPP. (authors)

  20. Improving energy efficiency via smart building energy management systems. A comparison with policy measures

    In this study, to foster the transition to more sustainable energy systems, policymakers have been approving measures to improve energy efficiency as well as promoting smart grids. In this setting, building managers are encouraged to adapt their energy operations to real-time market and weather conditions. Yet, most fail to do so as they rely on conventional building energy management systems (BEMS) that have static temperature set points for heating and cooling equipment. In this paper, we investigate how effective policy measures are at improving building-level energy efficiency compared to a smart BEMS with dynamic temperature set points. To this end,more » we present an integrated optimisation model mimicking the smart BEMS that combines decisions on heating and cooling systems operations with decisions on energy sourcing. Using data from an Austrian and a Spanish building, we find that the smart BEMS results in greater reduction in energy consumption than a conventional BEMS with policy measures.« less

    A graph shows how Indonesia's prices for regular and premium leaded gasolines and diesel fuel compare to the world average price, in US dollars per gallon: USA $0.28 lower for regular leaded gasoline, $0.30 lower for premium leaded, and $0.48 lower for diesel. Such proximity to world averages is of note in the context that Indonesia, a developing country with pressing needs for industrial and social development, does not internally provide the deep consumer subsidies that have long persisted in many such oil-producing countries. Although the other three countries shown on the graph have recently moved to cut internal fuel price subsidies, they still price these three important fuels more deeply below the world average than does Indonesia. A table details Indonesia's internal market price changes over time, by petroleum product. A chart tracks Indonesia's oil exports since 1966. The year of the first world oil price shock, 1973, shows a dramatic increase in exports, but that near-doubling was not repeated during the period of the second price shock, 1978-1979. As of 182, exports (by now including condensates) had fallen to pre-Arab Oil Embargo levels. This issue contains the fuel price/tax series and the principal industrial fuel prices for August 1984 for countries of the Western Hemisphere. Also, beginning with this issue, Energy Detente will appear only in English rather than both English and Spanish, as heretofore.

  2. Analysis of Experimental Data for High Burnup PWR Spent Fuel Isotopic Validation - Vandellos II Reactor

    This report is one of the several recent NUREG/CR reports documenting benchmark-quality radiochemical assay data and the use of the data to validate computer code predictions of isotopic composition for spent nuclear fuel, to establish the uncertainty and bias associated with code predictions. The experimental data analyzed in the current report were acquired from a high-burnup fuel program coordinated by Spanish organizations. The measurements included extensive actinide and fission product data of importance to spent fuel safety applications, including burnup credit, decay heat, and radiation source terms. Six unique spent fuel samples from three uranium oxide fuel rods were analyzed. The fuel rods had a 4.5 wt % {sup 235}U initial enrichment and were irradiated in the Vandellos II pressurized water reactor operated in Spain. The burnups of the fuel samples range from 42 to 78 GWd/MTU. The measurements were used to validate the two-dimensional depletion sequence TRITON in the SCALE computer code system.

    Quality control procedures for Bactrocera philippinensis Drew and Hancock 1994 (Diptera: Tephritidae) used in sterile insect technique (SIT) programs were established in the mass rearing facility at the Philippine Nuclear Research Institute. Basic studies on pupal irradiation, holding/packaging systems, shipping procedures, longevity, sterility studies, and pupal eye color determination in relation to physiological development at different temperature regimes were investigated. These studies will provide baseline data for the development of quality control protocols for an expansion of B. philippinensis field programs with an SIT component in the future.   4. Analysis of BWR high burnup fuel in LOCA conditions

    High Burnup Fuel Behaviour has been growing in importance since middle 80's when pellet microstructure changes (rim effect) and cladding oxidation rates increase were observed. Later on, Cadarache reactivity tests revealed cladding integrity failures below safety limits. These phenomena, occurred at high burnup, stressed the necessity of having a wide experimental data base that would allow to dispose non-extrapolated data of material properties submitted to higher burnups than 40000 MWd/TM and data of new materials at the same time. One of the objectives of the EPRI's Fuel Reliability Program is to establish the bases for the licensing of nuclear fuel to burnup levels beyond the current licensed value of 62 GWd/MTU rod average burnup. The technical bases to support those high burnup levels are being developed. One of the licensing points of concern is the behaviour of the high burnup fuel in LOCA conditions. To respond to this concern a series of LOCA experiments are being performed at Argonne National Laboratory using fuel rods from Limerick NPP at 57 GWd/TM and H.B. Robinson at 67 GWd/MTU. When the ANL tests have been finished, a conservative Peak Cladding Temperature/ Equivalent Cladding Reacted (PCT/ECR) limit will be determine from the residual ductility tests to be applied to the high burnup fuel. This makes necessary to determine the behaviour of the high burnup fuel in LOCA conditions and to determine the available safety margin. In licensing LOCA calculations, corresponding to present core designs and future core designs, the calculated PCT and ECR values as a function of the fuel burnup could be used to determine the relative severity of LOCA for the high burnup fuel. This report presents the LOCA analyses performed by IBERDROLA (Spanish utility), using results from the Cofrentes NPP (BWR-6) LOCA evaluations. (authors)

    This superb book is the most important reference on the Order Odonata to appear since the 1999 publication of Philip Corbet's monumental work on the behavior and ecology of Odonata. In the context of specimen identification and faunistics, it is the most significant contribution in decades, for it opens a new door to the most diverse and least known dragonfly fauna on Earth, that of the Neotropical Region. The book treats the genera of all the New World dragonflies, but while the Nearctic Anisoptera (at least north of the Mexican border) is extensively summarized in many taxonomic and identification manuals (e.g., Needham et al. 2000), the Neotropical fauna remains rather poorly known. Much of it still is undescribed and taxonomic syntheses are few and far between. This is partly because of its huge diversity, the remoteness of much of the region, and the relative scarcity of specimens in collections. As T. W. Donnelly (2006) noted in a recent review of this book, the New World tropics have always been a challenge to biologists in many disciplines because the region was first colonized by the Spanish and Portuguese who largely lacked the tradition of natural history studies characteristic of the British, French, Dutch and Germans in Africa, India or Southeast Asia. In South America there simply was no F. C. Fraser to write an equivalent to his three volumes on the Odonata in The Fauna of British India. Borror (1945) was an early and wonderful resource for deciphering the genera of the large family Libellulidae in the Americas. Calvert's hard-to-find contributions on the Odonata (1902-1908) in the Biologia Centrali-Americana helped students of the Central American fauna; the updated equivalent by Foerster (2001) for Mesoamerican genera is also important. But as far as syntheses and overviews, that's about all there was - until now.

  6. Radiological Modeling for Determination of Derived Concentration Levels of an Area with Uranium Residual Material - 13533

    As a result of a pilot project developed at the old Spanish 'Junta de Energia Nuclear' to extract uranium from ores, tailings materials were generated. Most of these residual materials were sent back to different uranium mines, but a small amount of it was mixed with conventional building materials and deposited near the old plant until the surrounding ground was flattened. The affected land is included in an area under institutional control and used as recreational area. At the time of processing, uranium isotopes were separated but other radionuclides of the uranium decay series as Th-230, Ra-226 and daughters remain in the residue. Recently, the analyses of samples taken at different ground's depths confirmed their presence. This paper presents the methodology used to calculate the derived concentration level to ensure that the reference dose level of 0.1 mSv y-1 used as radiological criteria. In this study, a radiological impact assessment was performed modeling the area as recreational scenario. The modelization study was carried out with the code RESRAD considering as exposure pathways, external irradiation, inadvertent ingestion of soil, inhalation of resuspended particles, and inhalation of radon (Rn-222). As result was concluded that, if the concentration of Ra-226 in the first 15 cm of soil is lower than, 0.34 Bq g{sup -1}, the dose would not exceed the reference dose. Applying this value as a derived concentration level and comparing with the results of measurements on the ground, some areas with a concentration of activity slightly higher than latter were found. In these zones the remediation proposal has been to cover with a layer of 15 cm of clean material. This action represents a reduction of 85% of the dose and ensures compliance with the reference dose. (authors)

  7. Prediction of global solar irradiance based on time series analysis: Application to solar thermal power plants energy production planning

    Due to strong increase of solar power generation, the predictions of incoming solar energy are acquiring more importance. Photovoltaic and solar thermal are the main sources of electricity generation from solar energy. In the case of solar thermal energy plants with storage energy system, its management and operation need reliable predictions of solar irradiance with the same temporal resolution as the temporal capacity of the back-up system. These plants can work like a conventional power plant and compete in the energy stock market avoiding intermittence in electricity production. This work presents a comparisons of statistical models based on time series applied to predict half daily values of global solar irradiance with a temporal horizon of 3 days. Half daily values consist of accumulated hourly global solar irradiance from solar raise to solar noon and from noon until dawn for each day. The dataset of ground solar radiation used belongs to stations of Spanish National Weather Service (AEMet). The models tested are autoregressive, neural networks and fuzzy logic models. Due to the fact that half daily solar irradiance time series is non-stationary, it has been necessary to transform it to two new stationary variables (clearness index and lost component) which are used as input of the predictive models. Improvement in terms of RMSD of the models essayed is compared against the model based on persistence. The validation process shows that all models essayed improve persistence. The best approach to forecast half daily values of solar irradiance is neural network models with lost component as input, except Lerida station where models based on clearness index have less uncertainty because this magnitude has a linear behaviour and it is easier to simulate by models.   8. Groundwater Monitoring and Control Before Decommissioning of the Research Reactor VVR-S from Magurele-Bucharest

    The research reactor type VVR-S (tank type, water is cooler, moderator and reflector, thermal power- 2 MW, thermal energy- 9. 52 GW d) was put into service in July 1957 and, in December 1997 was shout down. In 2002, Romanian Government decided to put the research reactor in the permanent shut-down in order to start the decommissioning. This nuclear facility was used in nuclear research and radioisotope production for 40 years, without events, incidents or accidents. Within the same site, in the immediate vicinity of the research reactor, there are many other nuclear facilities: Radioactive Waste Treatment Plant, Tandem Van der Graaf heavy ions accelerator, Cyclotron, Industrial Irradiator, Radioisotope Production Center. The objectives of this work were dedicated on the water underground analyses described in the following context: - presentation of the approaches in planning the number of drillings, vertical soil profiles (characteristics, analyses, direction of the flow of underground water, uncertainties in measurements); - presentation of the instrumentation used in analyses of water, soil and vegetation samples - analyses and final conclusions on results of the measurements; - comparison of the results of measurements on underground water from drillings with the measurements results on samples from the town and the system of drinking water - supplied from the second level of underground water. According to the analysis, in general, no values higher than the Minimum Detectable Activity were detected in water samples (MDA) for Pb{sup 212}, Bi{sup 214}, Pb{sup 214}, Ac{sup 228}, but situated under values foreseen in drinking water. Distribution of Uranium As results of the Uranium determination, values higher than 0,004 mg/l (4 ppb) were detected, values that represent the average contents in the underground water. The higher values, 2-3 times higher than background, were detected in the water from the drillings F15, F12, F5, F13, drillings located between RWTP (Radioactive Waste Treatment Plant) - the 300 m{sup 3} tanks and the Spent Filters Storage (SFS). At south of this area, on the leaking direction of the underground water layer, in the drillings F1, F2, F3, F18 and at east, in F6, F7, the natural Uranium values are within the background for the underground-water. Distribution of Radon For the Radon determination with RAD 7 equipment, water samples were taken from the same piezo-metrical drilling, 2 or 4 times during of six months period, and then, the average contents were calculated, which varied between 0,35 - 2,1 Bq/l. The values higher than 1,1 -1,2 Bq/l were detected in the water taken from the drillings located in the northern part (F10, F11) and in the eastern part (F6, F8) of the Institute fences (around of the radioactive waste storage facilities). The concentrations of 0,3 - 0,5 Bq/l are in the underground-water layer 'intercepted' by the piezo-metrical drillings (F1, F2, F3) located near the Nuclear Reactor. Concentration of heavy metals: 0.04-0.08 mg/l Pb in F5, F14, F7, F8 exceeding MCA-Maximum Admissible Concentration (0.01 mg/l) for Pb, and for Zn in F5, F7, F8, F14 are 0.2-0.5 mg/l situated under MCA , and 0.18 mg/l in F18, in accordance with tendency of decreasing of concentration of contaminants. After 50 years of deploying nuclear activities on the site the underground water quality is in very good condition. Taking into consideration the direction of the underground water flow, it results that, only in the area of underground pipe, around of the research reactor and radioactive waste treatment plant, the quality of water is influenced, and remediation actions are not necessary. Based on measurements executed in F18, the water quality is the same with any other part of the region. During the decommissioning of the Research Reactor, the samples from 18 drillings will be analysed monthly, and the contents of the heavy metals, Pb and Zn, will be monitored carefully, together with all the factors: air, soil, vegetation, subsoil, water surface and underground water. A great attention will be paid to the dismantlement of the underground structures, the 30 m{sup 3} tank, that collects all the liquid radioactive waste from the reactor, the pipes that connects this tank to the other two 300 m{sup 3} tanks, from RWTP, the ventilation ducts between the Spent Filters Storage and reactor's stack, in order to prevent contamination of surface and underground water. Engineering Absorbent Barriers will be used both for hydrophilic substances and for hydrophobic substances, tents will be used for preventing the spread of possible contaminants from the pipes and tanks, owing to the precipitation or wind, and the tanks and pipes will be drained to eliminate the spills. Since we are dealing with a multinuclear facility site, the on site and off site Monitoring Program of Institute will be properly upgraded, taking into account the values of the derived emission limit approved by Regulatory Body, before, during and after the completion of the works with impact on underground water. In another work will be presented radiological map of land associated of decommissioning project (on surface, at 0.15 m and 0.30 m in depth of soil) and estimation of migration rate in soil up to ground water level. Applying these measures, taking account of the radiological status at the beginning of the project, will mean savings and a good protection of the environment in completing the decommissioning project.

  9. DATA COLLECTION, QUALITY ASSURANCE, AND ANALYSIS PLAN FOR THE 2008/2009 HYDROGEN AND FUEL CELLS KNOWLEDGE AND OPINIONS SURVEYS

    The 2008/2009 Knowledge and Opinions Survey, conducted for the Department of Energy's Hydrogen Program will measure the levels of awareness and understanding of hydrogen and fuel cell technologies within five target populations: (1) the general public, (2) students, (3) personnel in state and local governments, (4) potential end users of hydrogen fuel and fuel cell technologies in business and industry, and (5) safety and code officials. The ultimate goal of the surveys is a statistically valid, nationally based assessment. Distinct information collections are required for each of the target populations. Each instrument for assessing baseline knowledge is targeted to the corresponding population group. While many questions are identical across all populations, some questions are unique to each respondent group. The biggest data quality limitation of the hydrogen survey data (at least of the general public and student components) will be nonresponse bias. To ensure as high a response rate as possible, various measures will be taken to minimize nonresponse, including automated callbacks, cycling callbacks throughout the weekdays, and availability of Spanish speaking interviewers. Statistical adjustments (i.e., sampling weights) will also be used to account for nonresponse and noncoverage. The primary objective of the data analysis is to estimate the proportions of target population individuals who would respond to the questions in the various possible ways. Data analysis will incorporate necessary adjustments for the sampling design and sampling weights (i.e., probability sampling). Otherwise, however, the analysis will involve standard estimates of proportions of the interviewees responding in various ways to the questions. Sample-weight-adjusted contingency table chi-square tests will also be computed to identify differences between demographic groups The first round of Knowledge and Opinions Surveys was conducted in 2004. Analysis of these surveys produced a baseline assessment of technical knowledge about hydrogen and fuel cells and a statistically valid description of opinions about safety and potential usage in the United States. The current surveys will repeat the process used in 2004. In addition the 2008/2009 survey results will be compared with the 2004 baseline results to assess changes in knowledge levels and opinions. In 2011/2012, the surveys will be repeated, and changes in knowledge and opinions will again be assessed. The information gained from these surveys will be used to enhance and update the DOE Hydrogen Program's education efforts.

    An open-field experiment was conducted to assess the suitability of the South American leaf feeding beetle Gratiana boliviana Spaeth for biological control of Solanum viarum Dunal in the USA. An open-field test with eggplant, Solanum melongena L., was conducted on the campus of the University of Buenos Aires, Argentina, and a S. viarum control plot was established 40 km from the campus. One hundred adult beetles were released in each plot at the beginning of the experiment during the vegetative stage of the plants, and forty additional beetles were released in the S. melongena plot at the flowering stage. All the plants in each plot were checked twice a week and the number of adults, immatures, and eggs recorded. Results showed almost a complete rejection of eggplant by G. boliviana. No noticeable feeding damage was ever recorded on eggplant. The experiment was ended when the eggplants started to senesce or were severely damaged by whiteflies and spider mites. The results of this open-field experiment corroborate previous quarantine/laboratory host-specificity tests indicating that a host range expansion of G. boliviana to include eggplant is highly unlikely. Gratiana boliviana was approved for field release in May 2003 in the USA. To date, no non-target effects have been observed either on eggplant or native species of Solanum. (author) [Spanish] Una prueba de campo fue conducida para evaluar la especificidad del escarabajo suramericano defoliador Gratiana boliviana Spaeth para control biologico de Solanum viarum Dunal en los Estados Unidos. La prueba con berenjena se realizo en el campo experimental de la Universidad de Buenos Aires, Argentina, y una parcela control con S. viarum fue establecida a 40 km. Cien escarabajos adultos fueron liberados en cada parcela al inicio del experimento durante la fase vegetativa, y cuarenta escarabajos adicionales fueron liberados en la parcela de berenjena durante la floracion. Todas las plantas en cada parcela fueron inspeccionadas dos veces a la semana y el numero de adultos, larvas, y posturas fueron registrados. Resultados indicaron un casi completo rechazo de la berenjena por G. boliviana. Ningun dano visible de defoliacion en la berenjena fue detectado. Las pruebas concluyeron cuando las plantas de berenjena alcazaron su madurez o fueron severamente danadas por mosca blanca y acaros. Resultados corroboran previas pruebas de especificidad en laboratorio/cuarentena que indican que la berenjena no es un hospedero de G. boliviana y que la posibilidad de llegar a ser una plaga de este cultivo es muy remota. Gratiana boliviana fue aprobado para ser liberado en el campo en mayo del 2003. Ningun dano ha sido observado hasta la fecha a plantas no blanco. (author)

  11. Childhood leukemia and residential proximity to industrial and urban sites

    Background: Few risk factors for the childhood leukemia are well established. While a small fraction of cases of childhood leukemia might be partially attributable to some diseases or ionizing radiation exposure, the role of industrial and urban pollution also needs to be assessed. Objectives: To ascertain the possible effect of residential proximity to both industrial and urban areas on childhood leukemia, taking into account industrial groups and toxic substances released. Methods: We conducted a population-based case–control study of childhood leukemia in Spain, covering 638 incident cases gathered from the Spanish Registry of Childhood Tumors and for those Autonomous Regions with 100% coverage (period 1990-2011), and 13,188 controls, individually matched by year of birth, sex, and autonomous region of residence. Distances were computed from the respective subject’s residences to the 1068 industries and the 157 urban areas with ≥10,000 inhabitants, located in the study area. Using logistic regression, odds ratios (ORs) and 95% confidence intervals (95%CIs) for categories of distance to industrial and urban pollution sources were calculated, with adjustment for matching variables. Results: Excess risk of childhood leukemia was observed for children living near (≤2.5 km) industries (OR=1.31; 95%CI=1.03–1.67) – particularly glass and mineral fibers (OR=2.42; 95%CI=1.49–3.92), surface treatment using organic solvents (OR=1.87; 95%CI=1.24–2.83), galvanization (OR=1.86; 95%CI=1.07–3.21), production and processing of metals (OR=1.69; 95%CI=1.22–2.34), and surface treatment of metals (OR=1.62; 95%CI=1.22–2.15) – , and urban areas (OR=1.36; 95%CI=1.02–1.80). Conclusions: Our study furnishes some evidence that living in the proximity of industrial and urban sites may be a risk factor for childhood leukemia. - Highlights: • We studied proximity to both industrial and urban sites on childhood leukemia. • We conducted a case–control study in Spain, with 638 cases and 13,188 controls. • We found excess risk near industries (especially, production of metals and glass). • We found excess risk near urban areas with more than 10,000 inhabitants. • We found excess risk near industries releasing As, Cd, Cr, Ni, PAHS, and benzene.

  12. Implementation of test for quality assurance in nuclear medicine gamma camera

    In nuclear medicine (NM) over 90% of procedures are performed for diagnostic purposes. To ensure adequate diagnostic quality of images and the optimization of the doses received by patients originated from the radioactive material is essential for regular monitoring and equipment performance through a quality assurance program (QAP). The QAP consists of 15 proposed performance tomographic and not tomographic gamma camera (GC) tests, and is based on recommendations of international organizations. We describe some results of the performance parameters of QAP applied to a GC model e.cam Siemens, of the Department of NM of the National Cancer Institute of Mexico (INCan). The results were: (1) The average intrinsic spatial resolution (R{sub in}) was 4.67 {+-} 0.25 mm at the limit of acceptance criterion of 4.4 mm. (2) The sensitivity extrinsic (S{sub ext}), with maximum variations of 1.8% (less than 2% which is the criterion of acceptance). (3) Rotational Uniformity (U{sub rot}), with values of integral uniformity (IU) in the useful field of view detector (UFOV), with maximum percentage change of 0.97% and monthly variations equal angles, ranging from 0.13 to 0.99% less than 1%. (4) The displacement of the center of rotation (DCOR), indicated a maximum deviation of 0.155 {+-} 0.039 mm less than 4.795 mm, an absolute deviation of less than 0.5 where pixel 0.085 pixel is suggested, the criteria are assigned to low-energy collimator high resolution. (5) In tomographic uniformity (U{sub tomo}), UI values (%) and percentage noise level (rms%) were 7.54 {+-} 1.53 and 4.18 {+-} 1.69 which are consistent with the limits of acceptance of 7.0-12.0% and 3.0-6.0% respectively. The smallest cold sphere has a diameter of 11.4 mm. The implementation of a QAP allows for high quality diagnostic images, optimization of the doses given to patients, a reduction of exposure to occupationally exposed workers (POE, by its Spanish acronym), and generally improves the productivity of the service. This proposal can be used to develop a similar QAP in other facilities and may serve as a precedent for the proposed regulations for quality assurance (QA) teams in MN.

  13. WILD PIGS: BIOLOGY, DAMAGE, CONTROL TECHINQUES AND MANAGEMENT

    The existence of problems with wild pigs (Sus scrofa) is nothing new to the Western Hemisphere. Damage by these introduced animals was reported as far back as 1505 by the early Spanish colonies in the Caribbean, where wild pigs were killing the colonists cattle. Droves of these animals also ravaged cultivated crops of maize and sugarcane on islands in the West Indies during this same time period. These wild pigs reportedly were very aggressive and often attacked Spanish soldiers hunting rebellious Indians or escaped slaves on these islands, especially when these animals were cornered. The documentation of such impacts by introduced populations of this species in the United States has subsequently increased in recent years, and continued up through the present (Towne and Wentworth. 1950, Wood and Barrett 1979, Mayer and Brisbin 1991, Dickson et al. 2001). In spite of a fairly constant history in this country since the early 1900s, wild pigs have had a dramatic recent increase in both distribution and numbers in the United States. Between 1989 and 2009, the number of states reporting the presence of introduced wild pigs went from 19 up to as many as 44. This increase, in part natural, but largely manmade, has caused an increased workload and cost for land and resource managers in areas where these new populations are found. This is the direct result of the damage that these introduced animals do. The cost of both these impacts and control efforts has been estimated to exceed a billion dollars annually (Pimentel 2007). The complexity of this problem has been further complicated by the widespread appeal and economic potential of these animals as a big game species (Tisdell 1982, Degner 1989). Wild pigs are a controversial problem that is not going away and will likely only get worse with time. Not only do they cause damage, but wild pigs are also survivors. They reproduce at a rate faster than any other mammal of comparable size, native or introduced; they can eat just about anything; and, they can live just about anywhere. On top of that, wild pigs are both very difficult to control and, with the possible exception of island ecosystems, almost impossible to eradicate (Dickson et al. 2001, Sweeney et al. 2003). The solution to the wild pig problem has not been readily apparent. The ultimate answer as to how to control these animals has not been found to date. In many ways, wild pigs are America's most successful large invasive species. All of which means that wild pigs are a veritable nightmare for land and resource managers trying to keep the numbers of these animals and the damage that they do under control. Since the more that one knows about an invasive species, the easier it is to deal with and hopefully control. For wild pigs then, it is better to 'know thy enemy' than to not, especially if one expects to be able to successfully control them. In an effort to better 'know thy enemy,' a two-day symposium was held in Augusta, Georgia, on April 21-22, 2004. This symposium was organized and sponsored by U.S.D.A. Forest Service-Savannah River (USFS-SR), U. S. Department of Energy-Savannah River Operations Office (DOE-SR), the Westinghouse Savannah River Company (WSRC), the South Carolina Chapter of the Soil & Water Conservation Society, and the Savannah River Ecology Laboratory (SREL). The goal of this symposium was to assemble researchers and land managers to first address various aspects of the biology and damage of wild pigs, and then review the control techniques and management of this invasive species. The result would then be a collected synopsis of what is known about wild pigs in the United States. Although the focus of the symposium was primarily directed toward federal agencies, presenters also included professionals from academic institutions, and private-sector control contractors and land managers. Most of the organizations associated with implementing this symposium were affiliated with the Savannah River Site (SRS), a 803 km{sup 2} federal nuclear facility, located in western South Carolina along the Savannah River. The SRS was a very appropriate facility to host this symposium. The SRS has been dealing with its wild pig problem since the early 1950s. A lot has been learned about these animals at the site over the ensuing decades. Between the USFS-SR, DOE-SR, SREL, and the site's management and operations contractor, which is currently Savannah River Nuclear Solutions, SRS organizations have conducted a wealth of research on this wild pig population, spanning a broad spectrum of topics and disciplines. In fact, the SRS wild pig population is among the most studied, and possibly is the best studied population of this invasive species found in the United States today. Unfortunately, with all of that work, the ultimate answer to controlling wild pigs and their impacts still has not been found. This volume represents the collected synopsis that was the goal of the aforementioned symposium.

  14. Preliminary Interpretation of a Radionuclide and Colloid Tracer Test in a Granodiorite Shear Zone at the Grimsel Test Site, Switzerland

    In February and March 2012, a tracer test involving the injection of a radionuclide-colloid cocktail was conducted in the MI shear zone at the Grimsel Test Site, Switzerland, as part of the Colloids Formation and Migration (CFM) project. The colloids were derived from FEBEX bentonite, which is mined in Spain and is being considered as a potential waste package backfill in a Spanish nuclear waste repository. The tracer test, designated test 12-02 (second test in 2012), involved the injection of the tracer cocktail into borehole CFM 06.002i2 and extraction from the Pinkel surface packer at the main access tunnel wall approximately 6.1 m from the injection interval. The test configuration is depicted in Figure 1. This configuration has been used in several conservative tracer tests and two colloid-homologue tracer tests since 2007, and it is will be employed in an upcoming test involving the emplacement of a radionuclide-doped bentonite plug into CFM 06.002i2 to evaluate the swelling and erosion of the bentonite and the transport of bentonite colloids and radionuclides from the source to the extraction point at the tunnel wall. Interpretive analyses of several of the previous tracer tests, from 09-01 through 12-02 were provided in two previous Used Fuel Disposition Program milestone reports (Arnold et al., 2011; Kersting et al., 2012). However, only the data for the conservative tracer Amino-G Acid was previously analyzed from test 12-02 because the other tracer data from this test were not available at the time. This report documents the first attempt to quantitatively analyze the radionuclide and colloid breakthrough curves from CFM test 12-02. This report was originally intended to also include an experimental assessment of colloid-facilitated transport of uranium by bentonite colloids in the Grimsel system, but this assessment was not conducted because it was reported by German collaborators at the Karlsruhe Institute of Technology (KIT) that neither uranium nor neptunium adsorbed appreciably to FEBEX bentonite colloids in Grimsel groundwater (Huber et al., 2011). The Grimsel groundwater has a relatively high pH of {approx}9, so the lack of uranium and neptunium adsorption to clay is not surprising given the tendency for these actinides to form very stable negative or neutrally-charged uranyl- or calcium-uranyl-carbonate complexes at these pH, particularly in a water that is effectively saturated with respect to calcite. It was also observed in testing conducted at LANL earlier in 2012 that uranium did not adsorb measurably to Grimsel granodiorite in a synthetic Grimsel groundwater at pH {approx}8.5 (Kersting et al., 2012). Thus, the planned experimental work was not pursued because all the available information clearly pointed to an expected result that uranium transport would not be facilitated by clay colloids in the Grimsel system.

  15. Quality management systems for fruit fly (Diptera: Tephritidae) sterile insect technique

    The papers presented in this issue are focused on developing and validating procedures to improve the overall quality of sterile fruit flies for use in area-wide integrated pest management (AW-IPM) programs with a sterile insect technique (SIT) component. The group was coordinated and partially funded by the Joint FAO/IAEA Programme of Nuclear Techniques in Food and Agriculture, International Atomic Energy Agency, Vienna, Austria, under a five-year Coordinated Research Project (CRP) on 'Quality Assurance in Mass-Reared and Released Fruit Flies for Use in SIT Programmes'. Participants in the CRP from 16 countries came from both basic and applied fields of expertise to ensure that appropriate and relevant procedures were developed. A variety of studies was undertaken to develop protocols to assess strain compatibility and to improve colonization procedures and strain management. Specific studies addressed issues related to insect nutrition, irradiation protocols, field dispersal and survival, field cage behavior assessments, and enhancement of mating competitiveness. The main objective was to increase the efficiency of operational fruit fly programs using sterile insects and to reduce their cost. Many of the protocols developed or improved during the CRP will be incorporated into the international quality control manual for sterile tephritid fruit flies, standardizing key components of the production, sterilization, shipment, handling, and release of sterile insects. El grupo fue coordinado y parcialmente financiado por la Division Conjunta de Tecnicas Nucleares para la Alimentacion y la Agricultura de la FAO/OIEA, Viena, Austria, por un periodo de cinco anos bajo el proyecto de Investigacion Coordinada (PIC) sobre 'el Aseguramiento de la Calidad de Moscas de las Frutas Criadas y Liberadas para su Uso en Programas de TIE'. Los participantes en el PIC representan 16 paises con experiencia en campos de investigacion basica y aplicada. Para asegurar que los procedimientos desarrollados fueran apropiados y pertinentes, se realizaron una variedad de estudios para el desarrollo de protocolos para evaluar la compatibilidad y para mejorar los procedimientos de colonizacion y manejo de cepas salvajes. Estudios especificos trataron asuntos relacionados con la nutricion de insectos, los protocolos de irradiacion, la dispersion y supervivencia en el campo, evaluacion del comportamiento en jaulas de campo, y el mejoramiento de la competitividad sexual. Los objetivos fundamentales fueron el aumentar la eficiencia y reducir los costos de los programas operacionales de control de moscas de las frutas donde TIE es utilizada. Muchos de los protocolos desarrollados o mejorados durante el PIC seran incorporados en el Manual Internacional de Control de Calidad para Moscas Estriles de la familia Tephritidae, para estandarizar componentes claves como la produccion, esterilizacion, envio, manejo y liberacion de insectos esteriles.   16. Establishment of Lipolexis oregmae (Hymenoptera: Aphidiidae) in a classical biological control program directed against the brown citrus aphid (Homoptera: Aphididae) in Florida

    The parasitoid Lipolexis oregmae Gahan (introduced as L. scutellaris Mackauer) was imported from Guam, evaluated in quarantine, mass reared, and released into citrus groves in Florida in a classical biological control program directed against the brown citrus aphid, Toxoptera citricida Kirkaldy. Releases of 20,200, 12,100, and 1,260 adults of L. oregmae were made throughout Florida during 2000, 2001, and 2002, respectively. To determine if L. oregmae had successfully established, surveys were conducted throughout the state beginning in the summer of 2001 and continuing through the summer of 2003. Parasitism during 2001 and 2002 was evaluated by holding brown citrus aphids in the laboratory until parasitoid adults emerged. Lipolexis oregmae was found in 10 sites in 7 counties and 4 sites in 3 counties with parasitism rates ranging from 0.7 to 3.3% in 2001 and 2002, respectively. Laboratory tests indicated that high rates of mortality occurred if field-collected parasitized aphids were held in plastic bags, so a molecular assay was used that allowed immature L. oregmae to be detected within aphid hosts immediately after collection. The molecular assay was used in 2003 with the brown citrus aphids and with other aphid species collected from citrus, weeds, and vegetables near former release sites; immatures of L. oregmae were detected in black citrus aphids, cowpea aphids, spirea aphids, and melon aphids, as well as in the brown citrus aphid, in 4 of 8 counties sampled, with parasitism ranging from 2.0 to 12.9%, indicating that L. oregmae is established and widely distributed. Samples taken in Polk County during Oct 2005 indicated that L. oregmae has persisted. The ability of L. oregmae to parasitize other aphid species on citrus, and aphids on other host plants, enhances the ability of L. oregmae to persist when brown citrus aphid populations are low. Se hicieron liberaciones de 20,200, 12,100, y 1,260 adultos de L. oregmae a traves de la Florida durante los anos de 2000, 2001, y 2002, respectivamente. Para determinar si L. oregmae ha logrado en establecer, se realizaron sondeos a traves del estado empezando en el verano del 2001 y continuando hasta el final del verano del 2003.
