    This report analyzes the evolution of energy use in Sweden since the early 1970s. The purpose of the study, which is sponsored by NUTEK, Department of Energy Efficiency, the Swedish Agency for Technical and Industrial Development, is to shed light on the future path of energy use in Sweden by quantifying and understanding changes in past energy use. Energy efficiency has been identified by Swedish authorities in countless official studies as a key element in Sweden`s efforts to restrain oil imports, reduce reliance on nuclear power, reduce environmental impacts of energy use, and reduce CO{sub 2} emissions. To understand the role or performance of energy efficiency in the 1970s and 1980s in Sweden, and what this performance means about the future, the authors seek answers to three broad questions: (1) How has the structure and efficiency of energy use in Sweden evolved since the early 1970s, and where data permit, since even earlier? What caused these changes? (2) How does the structure of energy use in Sweden differ from that of other countries, and how has the evolution of energy use in Sweden differed from developments in other countries? (3) How much energy has Sweden saved, and why? Are these savings permanent? To what extent were they offset by changes in the structure of energy use? And to what extent is the magnitude of these savings dependent upon the way we measure energy use? The report reviews the long-term evolution of Swedish energy use, focusing on developments in five sectors of the economy: residential, service, industrial (manufacturing and {open_quotes}other industry{close_quotes} defined as mining, agriculture, forestry and fisheries, and construction), travel, and freight. The authors then examine Swedish energy use in a broader perspective, drawing detailed comparisons to other nations. Finally, they discuss a series of issues that hover over the future of energy demand in Sweden.

    The HEU spent nuclear fuel transport from Romania was a pilot project in the framework of the Russian Research Reactor Fuel Return Program (RRRFR), being the first fully certified spent nuclear fuel shipment by air. The successful implementation of the Romanian shipment also brought various new technology in the program, further used by other participating countries. Until 2009, the RRRFR program repatriated to the Russian Federation HEU spent nuclear fuel of Russian origin from many countries, like Uzbekistan, Czech Republic, Latvia, Hungary, Kazakhstan and Bulgaria. The means of transport used were various; from specialized TK-5 train for the carriage of Russian TUK-19 transport casks, to platform trains for 20 ft freight ISO containers carrying Czech Skoda VPVR/M casks; from river barge on the Danube, to vessel on the Mediterranean Sea and Atlantic Ocean. Initially, in 2005, the transport plan of the HEU spent nuclear fuel from the National Institute for R&D in Nuclear Physics and Nuclear Engineering 'Horia Hulubei' in Magurele, Romania considered a similar scheme, using the specialized TK-5 train transiting Ukraine to the destination point in the Russian Federation, or, as an alternative, using the means and route of the spent nuclear fuel periodically shipped from the Bulgarian nuclear power plant Kosloduy (by barge on the Danube, and by train through Ukraine to the Russian Federation). Due to impossibility to reach an agreement in due time with the transit country, in February 2007 the US, Russian and Romanian project partners decided to adopt the air shipment of the spent nuclear fuel as prime option, eliminating the need for agreements with any transit countries. By this time the spent nuclear fuel inspections were completed, proving the compliance of the burn-up parameters with the international requirements for air shipments of radioactive materials. The short air route avoiding overflying of any other countries except the country of origin and the country of destination also contributed to the decision making in this issue. The efficient project management and cooperation between the three countries (Russia, Romania and USA) made possible, after two and a half years of preparation work, for the first fully certified spent nuclear fuel air shipment to take place on 29th of June 2009, from Romanian airport 'Henri Coanda' to the Russian airport 'Koltsovo' near Yekaterinburg. One day before that, after a record period of 3 weeks of preparation, another HEU cargo was shipped by air from Romanian Institute for Nuclear Research in Pitesti to Russia, containing fresh pellets and therefore making Romania the third HEU-free country in the RRRFR program.

    U.S. Department of Energy’s National Nuclear Security Administration (NNSA) Office of Global Threat Reduction (GTRI) recently removed legacy plutonium materials from Sweden in collaboration with AB SVAFO, Sweden. This paper details the activities undertaken through the U.S. receiving site (Savannah River Site (SRS)) to support the characterization, stabilization, packaging and removal of legacy plutonium materials from Sweden in 2012. This effort was undertaken as part of GTRI’s Gap Materials Program and culminated with the successful removal of plutonium from Sweden as announced at the 2012 Nuclear Security Summit. The removal and shipment of plutonium materials to the United States was the first of its kind under NNSA’s Global Threat Reduction Initiative. The Environmental Assessment for the U.S. receipt of gap plutonium material was approved in May 2010. Since then, the multi-year process yielded many first time accomplishments associated with plutonium packaging and transport activities including the application of the of DOE-STD-3013 stabilization requirements to treat plutonium materials outside the U.S., the development of an acceptance criteria for receipt of plutonium from a foreign country, the development and application of a versatile process flow sheet for the packaging of legacy plutonium materials, the identification of a plutonium container configuration, the first international certificate validation of the 9975 shipping package and the first intercontinental shipment using the 9975 shipping package. This paper will detail the technical considerations in developing the packaging process flow sheet, defining the key elements of the flow sheet and its implementation, determining the criteria used in the selection of the transport package, developing the technical basis for the package certificate amendment and the reviews with multiple licensing authorities and most importantly integrating the technical activities with the Swedish partners.

    It is reported that Alfa-Laval (Tumba) is to build a $10 million demonstration plant at Skaraborg, Sweden that will produce ethanol from grain in a continuous fermentation process. The facility, funded by the Swedish government will be able to make 20,000 L/d of 99.5% ethanol, plus 30.5 metric tons/d of cattle fodder from the liftover sludge, using the so-called Biostil technique. A similar unit has been run in Sarenia, Queensland using molasses as a feedstock. The facility has been highly successful since its startup in April and has had no downtime.

    Romania successfully completed the world’s first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities for shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). This paper describes the planning, shipment preparations, equipment design, and license approvals that resulted in the safe and secure air shipment of this spent nuclear fuel.

    Romania safely air shipped 23.7 kilograms of Russian origin highly enriched uranium (HEU) spent nuclear fuel from the VVR S research reactor at Magurele, Romania, to the Russian Federation in June 2009. This was the world’s first air shipment of spent nuclear fuel transported in a Type B(U) cask under existing international laws without special exceptions for the air transport licenses. This shipment was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in cooperation with the Romania National Commission for Nuclear Activities Control (CNCAN), the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH), and the Russian Federation State Corporation Rosatom. The shipment was transported by truck to and from the respective commercial airports in Romania and the Russian Federation and stored at a secure nuclear facility in Russia where it will be converted into low enriched uranium. With this shipment, Romania became the 3rd country under the RRRFR program and the 14th country under the GTRI program to remove all HEU. This paper describes the work, equipment, and approvals that were required to complete this spent fuel air shipment.

    In June 2009 two air shipments transported both unirradiated (fresh) and irradiated (spent) Russian-origin highly enriched uranium (HEU) nuclear fuel from two research reactors in Romania to the Russian Federation for conversion to low enriched uranium. The Institute for Nuclear Research at Pitesti (SCN Pitesti) shipped 30.1 kg of HEU fresh fuel pellets to Dimitrovgrad, Russia and the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH) shipped 23.7 kilograms of HEU spent fuel assemblies from the VVR S research reactor at Magurele, Romania, to Chelyabinsk, Russia. Both HEU shipments were coordinated by the Russian Research Reactor Fuel Return Program (RRRFR) as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), were managed in Romania by the National Commission for Nuclear Activities Control (CNCAN), and were conducted in cooperation with the Russian Federation State Corporation Rosatom and the International Atomic Energy Agency. Both shipments were transported by truck to and from respective commercial airports in Romania and the Russian Federation and stored at secure nuclear facilities in Russia until the material is converted into low enriched uranium.     Currently, the chemical organic industry, the petrochemical and engine fuels industry in Romania are entirely based on hydrocarbons from oil. To reduce the oil dependence of this sector and to ensure the stipulated growth rate of 8-9%, research and development programs have been set up with a view to the diversification of raw materials. In research on hydrocarbons from alcohol conversion, three process variants are known, i.e. olefins from methanol, gasolines from methanol and a combined gasolines and aromatic hydrocarbons from methanol. The Romanian process of methanol conversion to hydrocarbons is very flexible, with all the variants mentioned being carried out in the same plant by modifying the catalysts. In research on hydrocarbons from synthesis gas a modern process is being developed for gasification of brown coal in a fluidized bed, under pressure, in the presence of oxygen and water vapors. In the field of carbon oxide hydrogenation, studies have been carried out on selective Fischer-Tropsch processes in which the reaction products are high value hydrocarbon fractions.

    In June 2009 Romania successfully completed the world’s first air shipment of highly enriched uranium (HEU) spent nuclear fuel transported in Type B(U) casks under existing international laws and without special exceptions for the air transport licenses. Special 20-foot ISO shipping containers and cask tiedown supports were designed to transport Russian TUK 19 shipping casks for the Romanian air shipment and the equipment was certified for all modes of transport, including road, rail, water, and air. In December 2009 Libya successfully used this same equipment for a second air shipment of HEU spent nuclear fuel. Both spent fuel shipments were transported by truck from the originating nuclear facilities to nearby commercial airports, were flown by commercial cargo aircraft to a commercial airport in Yekaterinburg, Russia, and then transported by truck to their final destinations at the Production Association Mayak facility in Chelyabinsk, Russia. Both air shipments were performed under the Russian Research Reactor Fuel Return Program (RRRFR) as part of the U.S. National Nuclear Security Administration (NNSA) Global Threat Reduction Initiative (GTRI). The Romania air shipment of 23.7 kg of HEU spent fuel from the VVR S research reactor was the last of three HEU fresh and spent fuel shipments under RRRFR that resulted in Romania becoming the 3rd RRRFR participating country to remove all HEU. Libya had previously completed two RRRFR shipments of HEU fresh fuel so the 5.2 kg of HEU spent fuel air shipped from the IRT 1 research reactor in December made Libya the 4th RRRFR participating country to remove all HEU. This paper describes the equipment, preparations, and license approvals required to safely and securely complete these two air shipments of spent nuclear fuel.

    The design criteria and constraints for the development of the management strategy for radioactive waste generated from operating and decommissioning of CANDU Nuclear Units from Cernavoda NPP in Romania, present many specific aspects. The main characteristics of CANDU type waste are its high concentrations of tritium and radiocarbon. Also, the existing management strategy for radioactive waste at Cernavoda NPP provides no treatment or conditioning for radioactive waste disposal. These characteristics embodied a challenging effort, in order to select a proper strategy for radioactive waste management at present, when Romania is an EU member and a signatory country of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management. The helping of advanced countries in radioactive waste management, directly or into the frame of the international organizations, like IAEA, become solve the aforementioned challenges at adequate level.     Since 2006 a modern laboratory has been developed by IFIN-HH in the underground of Slanic Prahova salt ore. This work presents a short review of previous scientific activities performed in the underground laboratory, in parallel with some plans for the future. A mobile detector for cosmic muon flux measurements has been set up at IFIN-HH, Romania. The device is used to measure the muon flux on different locations at the surface and underground and it consists of two detection layers, each one including four large scintillator plates. A new rotatable detector for measurements of the directional variation of the muon flux has been designed and it is presently under preliminary tests. Built from four layers of sensitive material and using for collecting the signals and directing them to the micro PMTs a new technique, through optical fibers instead wave length shifters, it allows an easy discrimination of the moun flux on the arrival directions of muons. Combining the possibility to rotate and the directionality properties, the underground muon detector is acting like a muon tomography device, being able to scan, using cosmic muons, the rock material above the detector. In parallel new detection system based on SiPM will be also installed in the following weeks. It should be composed by four layers, each layer consisting in 4 scintillator plates what we consider in the following as a module of detection. For this purpose, first two scintillator layers, with the optical fibers positioned on perpendicular directions are put in coincidence with other two layers, 1 m distance from the first two, with similar optical fiber arrangement, thus allowing reconstructing muon trajectory. It is intended also to design and construct an experimental device for the investigation of such radio antennas and the behavior of the signal in rock salt at the Slanic salt mine in Romania. Another method to detect high energy neutrinos is based on the detection of secondary particles resulting from the interaction with the salt massive. We intent to design and construct a 3D array in the underground of Slanic Prahova salt ore.

    Since 1984, ENRESA is responsible of the radioactive waste management and the decommissioning of nuclear installations in Spain. The major recent challenge has been the approval of the Sixth General Radioactive Waste Plan (GRWP) as 'master plan' of the activities to be performed by ENRESA. Regarding the LILW programme, the El Cabril LILW disposal facility will be described highlighting the most relevant events especially focused on optimizing the existing capacity and the start-up of a purpose -built disposal area for VLLW. Concerning the HLW programme, two aspects may be distinguished in the direct management of spent fuel: temporary storage and long-term management. In this regards, a major challenge has been the decision adopted by the Spanish Government to set up a Inter-ministerial Committee for the establishment of the criteria that must be met by the site of the Centralized Intermediate Storage (CTS) facility as the first and necessary step for the process. Also the developments of the long-term management programme will be presented in the frame of the ENRESA's R and D programme. Finally, in the field of decommissioning they will be presented the PIMIC project at the CIEMAT centre and the activities in course for the decommissioning of Jose Cabrera NPP. (authors)

  19. Founding BRCA1 mutations in hereditary breast and ovarian cancer in southern Sweden

    Nine different germ-line mutations in the BRCA1 breast and ovarian cancer susceptibility gene were identified in 15 of 47 kindreds from southern Sweden, by use of SSCP and heteroduplex analysis of all exons and flanking intron region and by a protein-truncation test for exon 11, followed by direct sequencing. All but one of the mutations are predicted to give rise to premature translation termination and include seven frameshift insertions or deletions, a nonsense mutation, and a splice acceptor site mutation. The remaining mutation is a missense mutation (Cys61Gly) in the zinc-binding motif. Four novel Swedish founding mutations were identified: the nucleotide 2595 deletion A was found in five families, the C 1806 T nonsense mutation in three families, the 3166 insertion TGAGA in three families, and the nucleotide 1201 deletion 11 in two families. Analysis of the intragenic polymorphism D17S855 supports common origins of the mutations. Eleven of the 15 kindreds manifesting BRCA1 mutations were breast-ovarian cancer families, several of them with a predominant ovarian cancer phenotype. The set of 32 families in which no BRCA1 alterations were detected included 1 breast-ovarian cancer kindred manifesting clear linkage to the BRCA1 region and loss of the wild-type chromosome in associated tumors. Other tumor types found in BRCA1 mutation/haplotype carriers included prostatic, pancreas, skin, and lung cancer, a malignant melanoma, an oligodendroglioma, and a carcinosarcoma. In all, 12 of 16 kindreds manifesting BRCA1 mutation or linkage contained ovarian cancer, as compared with only 6 of the remaining 31 families (P < .001). The present study confirms the involvement of BRCA1 in disease predisposition for a subset of hereditary breast cancer families often characterized by ovarian cancers. 28 refs., 3 figs., 4 tabs.

  20. The Building and Commissioning of the Batch Pyrolysis Plant in Studsvik, Sweden - 12447

    After a sequence of lab scale and bench scale trials the building of a pyrolysis plant could begin at the Studsvik site in Sweden. The facility is primarily aimed at treatment of uranium contaminated organic waste originating at fuel manufacturing plants and other facilities where the main contamination is uranium. The plant is an extension/addition to the already operating incinerator. In order to further widen the waste acceptance criteria the design of the off-gas treatment system does not have the same design as that of the incinerator. The building of the facility began in April 2011, and the first heating of the facility took place in late December, 2011. The site acceptance tests are planned for January, as are the first inactive trials aimed at optimisation of process control. The facility is planned to be operating with radioactive materials from February 2012. The pyrolysis unit is primarily aimed at treatment of uranium contaminated waste, under conditions that facilitate leaching and recovery of the uranium from the ashes. However, a number of other uses are conceivable. The batch fed pyrolysis unit, with its chosen design of the off-gas treatment system, enables treatment of some waste fractions that are difficult to treat in the incinerator. For instance small campaigns, i.e. smaller quantities of waste (typically <5 tonnes), or waste containing high levels of chlorine and sulphur are possible to treat in the pyrolysis unit. The pyrolysis unit is also expected to perform well in the treatment of other 'difficult' waste fractions, for instance waste containing pyrophoric materials, or other types of waste that benefit from the high level of process control, i.e. control of temperature and atmosphere throughout the process, that can be obtained in the pyrolysis unit compared to the incinerator. Furthermore, treatment in the pyrolysis unit minimises the risk of cross contamination between different waste treatment campaigns. This feature is obtained thanks to the low gas flow rates in the vessel, which means that a higher retention of nuclides in the ashes is obtained, but also through a design that facilitates cleaning of the pyrolysis vessel and the system beyond this, or even exchanging the most critical components, such as the pyrolysis vessel itself, if need be.     The study evaluates the potential effect of climate change on maize production in Spain, combining climate models, a crop productivity model, a decision support system and a yield-response model. The study was carried out for two agricultural regions that include the largest areas of Spain where maize is grown as a high input crop. The paper combines the output from a crop model with different techniques of analysis. The scenarios used in this study were generated from the output of two General Circulation Models (GCMs): the Goddard Institute for Space Studies model (GISS) and the Canadian Climate Change Model (CCCM). The study also includes a preliminary evaluation of the potential changes in monetary returns taking into account the possible variability of grain yields and prices, using mean-Gini stochastic dominance (MGSD). A yield response model was estimated using simulated data from the crop model. Weather variables are included. Typically, temperature and precipitation are the only weather variables included in these models. However, solar radiation is another important climate factor for plant growth and development and were included in the yield response model.

    On 29 December 2009, the Spanish government launched a site selection process to host a centralised interim storage facility for spent fuel and high-level radioactive waste. It was an unprecedented call for voluntarism among Spanish municipalities to site a controversial facility. Two nuclear municipalities, amongst a total of thirteen municipalities from five different regions, presented their candidatures to host the facility in their territories. For two years the government did not make a decision. Only in November 30, 2011, the new government elected on 20 November 2011 officially selected a non-nuclear municipality, Villar de Canas, for hosting this facility. This paper focuses on analysing the factors facilitating and hindering the siting of controversial facilities, in particular the interim storage facility in Spain. It demonstrates that involving all stakeholders in the decision-making process should not be underestimated. In the case of Spain, all regional governments where there were candidate municipalities willing to host the centralised interim storage facility, publicly opposed to the siting of the facility. In this paper, a sequential extraction scheme according to the Standard, Measurements and Testing Programme of the European Commission was applied to sludge samples collected from ten anaerobic wastewater stabilization ponds (WSPs) located in southern Spain. Al, Cd, Co, Cr, Cu, Fe, Hg, Mn, Mo, Ni, Pb, Ti and Zn were determined in the sludge extracts by inductively coupled plasma atomic emission spectrometry. In relation to current international legislation for the use of sludge for agricultural purposes, none of the metal concentrations exceeded maximum permitted levels. Overall, heavy metals were mainly associated with the two less-available fractions (34% oxidizable metal and 55% residual metal). Only Mn and Zn showed the highest share of the available (exchangeable and reducible) fractions (25-48%)

    The assessment of different alternatives in road-corridor planning must be based on a number of well-defined territorial variables that serve as decision making criteria, and this requires a high-quality preliminary environmental assessment study. In Spain the formal specifications for the technical requirements stipulate the constraints that must be considered in the early stages of defining road corridors, but not how they should be analyzed and ranked. As part of the feasibility study of a new road definition, the most common methodology is to establish different levels of Territorial Carrying Capacity (TCC) in the study area in order to summarize the territorial variables on thematic maps and to ease the tracing process of road-corridor layout alternatives. This paper explores the variables used in 22 road-construction projects conducted by the Ministry of Public Works that were subject to the Spanish EIA regulation and published between 2006 and 2008. The aim was to evaluate the quality of the methods applied and the homogeneity and suitability of the variables used for defining the TCC. The variables were clustered into physical, environmental, land-use and cultural constraints for the purpose of comparing the TCC values assigned in the studies reviewed. We found the average quality of the studies to be generally acceptable in terms of the justification of the methodology, the weighting and classification of the variables, and the creation of a synthesis map. Nevertheless, the methods for assessing the TCC are not sufficiently standardized; there is a lack of uniformity in the cartographic information sources and methodologies for the TCC valuation. -- Highlights: • We explore 22 road-corridor planning studies subjected to the Spanish EIA regulation. • We analyze the variables selected for defining territorial carrying capacity. • The quality of the studies is acceptable (methodology, variable weighting, mapping). • There is heterogeneity in the methods for territorial carrying capacity valuation.

    Life cycle assessment (LCA) is explored as an analytical tool in strategic environmental assessment (SEA), illustrated by case where a previously developed SEA process was applied to municipal energy planning in Sweden. The process integrated decision-making tools for scenario planning, public participation and environmental assessment. This article describes the use of LCA for environmental assessment in this context, with focus on methodology and practical experiences. While LCA provides a systematic framework for the environmental assessment and a wider systems perspective than what is required in SEA, LCA cannot address all aspects of environmental impact required, and therefore needs to be complemented by other tools. The integration of LCA with tools for public participation and scenario planning posed certain methodological challenges, but provided an innovative approach to designing the scope of the environmental assessment and defining and assessing alternatives. - Research highlights: Black-Right-Pointing-Pointer LCA was explored as analytical tool in an SEA process of municipal energy planning. Black-Right-Pointing-Pointer The process also integrated LCA with scenario planning and public participation.     This report discusses the examination of potential overseas markets for using small-scale, US-developed, advanced coal-combustion technologies (ACTs). In previous work, member countries of the Organization for Economic Cooperation and Development (OECD) were rated on their potential for using ACTs through a comprehensive screening methodology. The three most promising OECD markets were found to be Spain, Italy, and Turkey. This report provides in-depth analyses of these three selected countries. First, it addresses changes in the European Community with particular reference to the 1992 restructuring and its potential effect on the energy situation in Europe, specifically in the three subject countries. It presents individual country studies that examine demographics, economics, building infrastructures, and energy-related factors. Potential niches for ACTs are explored for each country through regional analyses. Marketing channels, strategies, and the trading environments in each country are also discussed. The information gathered indicates that Turkey is a most promising market, Spain is a fairly promising market, and Italy appears to be a somewhat limited market for US ACTs. 76 refs., 16 figs., 14 tabs.

  7. Roof-top solar energy potential under performance-based building energy codes: The case of Spain

    The quantification at regional level of the amount of energy (for thermal uses and for electricity) that can be generated by using solar systems in buildings is hindered by the availability of data for roof area estimation. In this note, we build on an existing geo-referenced method for determining available roof area for solar facilities in Spain to produce a quantitative picture of the likely limits of roof-top solar energy. The installation of solar hot water systems (SHWS) and photovoltaic systems (PV) is considered. After satisfying up to 70% (if possible) of the service hot water demand in every municipality, PV systems are installed in the remaining roof area. Results show that, applying this performance-based criterion, SHWS would contribute up to 1662 ktoe/y of primary energy (or 68.5% of the total thermal-energy demand for service hot water), while PV systems would provide 10 T W h/y of electricity (or 4.0% of the total electricity demand). PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Bibliographic materials have been obtained from scientists in the above countries that have replied to requests.     Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

    Measurements for benzene exposure were performed for different work places. In addition, breath benzene concentrations were measured in different occupations in order to establish toxico-kinetics of benzene in man; chromosomal aberrations in lymphocytes of exposed workers were also examined. Smoking appears to result in a large increase in benzene concentration in exhaled breath. The smoke from one cigarette contains 60-80 micrograms of benzene. It was found that exposure levels of 10 ppm are rather uncommon among workers handling gasoline or gasoline equipment. It was concluded that the gasoline load of road tankers cannot be responsible for chromosome changes of the driver, as milk truck drivers showed the same changes. These results did not prove that benzene was the cause of the observed changes. Smoking is the confounding factor, with a potency of at least the same order of magnitude as benzene. In addition, our present knowledge about mechanisms of benzene is not sufficiently developed to permit quantitative conclusions as to the human health risks.

The purpose of the workshop was to bring together scientists, engineers, health physicists, regulators, managers and other persons who are involved with occupational dose control and ALARA issues. The countries represented were: Canada, Finland, France, Germany, Japan, Korea, Mexico, the Netherlands, Spain, Sweden, the United Kingdom and the United States. The workshop was organized into twelve sessions and three panel discussions. Individual papers have been cataloged separately.

    Most Strategic Environmental Assessment (SEA) research has been concerned with SEA as a procedure, and there have been relatively few developments and tests of analytical methodologies. The first stage of the SEA is the 'screening', which is the process whereby a decision is taken on whether or not SEA is required for a particular programme or plan. The effectiveness of screening and SEA procedures will depend on how well the assessment fits into the planning from the early stages of the decision-making process. However, it is difficult to prepare the environmental screening for an infrastructure plan involving a whole country. To be useful, such methodologies must be fast and simple. We have developed two screening tools which would make it possible to estimate promptly the overall impact an infrastructure plan might have on biodiversity and global warming for a whole country, in order to generate planning alternatives, and to determine whether or not SEA is required for a particular infrastructure plan.

    The lifetime cost of wind energy is comprised of a number of components including the investment cost, operation and maintenance costs, financing costs, and annual energy production. Accurate representation of these cost streams is critical in estimating a wind plant's cost of energy. Some of these cost streams will vary over the life of a given project. From the outset of project development, investors in wind energy have relatively certain knowledge of the plant's lifetime cost of wind energy. This is because a wind energy project's installed costs and mean wind speed are known early on, and wind generation generally has low variable operation and maintenance costs, zero fuel cost, and no carbon emissions cost. Despite these inherent characteristics, there are wide variations in the cost of wind energy internationally, which is the focus of this report. Using a multinational case-study approach, this work seeks to understand the sources of wind energy cost differences among seven countries under International Energy Agency (IEA) Wind Task 26 - Cost of Wind Energy. The participating countries in this study include Denmark, Germany, the Netherlands, Spain, Sweden, Switzerland, and the United States. Due to data availability, onshore wind energy is the primary focus of this study, though a small sample of reported offshore cost data is also included.

A total of 101 individuals from 21 countries participated in the conference: USA (48), Canada (5), France (5), Austria (4), Germany (3), Italy (3), UK (3), Greece (2), New Zealand (2), Singapore (2), Argentina (1), Australia (1), Cuba (1), Denmark (1), Japan (1), Mexico (1), Netherlands (1), Spain (1), Sweden (1), Switzerland (1). With respect to speakers, 29 were established faculty members and 13 were graduate students or postdoctoral fellows. With respect to gender representation, among speakers, 13 were female and 28 were male, and among all participants 43 were female and 58 were male. Program these included the following topics: Cancer Pathways and Networks (Day 1), Metabolic Disease Networks (Day 2), Day 3 ? Organs, Pathways and Stem Cells (Day 3), and Day 4 ? Inflammation, Immunity, Microbes and the Environment (Day 4). Proceedings of the Conference were not published.

  6. Comparison of MACCS users calculations for the international comparison exercise on probabilistic accident consequence assessment code, October 1989--June 1993

    Over the past several years, the OECD/NEA and CEC sponsored an international program intercomparing a group of six probabilistic consequence assessment (PCA) codes designed to simulate health and economic consequences of radioactive releases into atmosphere of radioactive materials following severe accidents at nuclear power plants (NPPs): ARANO (Finland), CONDOR (UK), COSYMA (CEC), LENA (Sweden), MACCS (USA), and OSCAAR (Japan). In parallel with this effort, two separate groups performed similar calculations using the MACCS and COSYMA codes. Results produced in the MACCS Users Group (Greece, Italy, Spain, and USA) calculations and their comparison are contained in the present report. Version 1.5.11.1 of the MACCS code was used for the calculations. Good agreement between the results produced in the four participating calculations has been reached, with the exception of the results related to the ingestion pathway dose predictions. The main reason for the scatter in those particular results is attributed to the lack of a straightforward implementation of the specifications for agricultural production and counter-measures criteria provided for the exercise. A significantly smaller scatter in predictions of other consequences was successfully explained by differences in meteorological files and weather sampling, grids, rain distance intervals, dispersion model options, and population distributions.

  7. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

    Industrial motor-driven systems use more than 2194 billionkWh annually on a global basis and offer one of the largest opportunitiesfor energy savings.1 The International Energy Agency estimates thatoptimization of motor driven systems could reduce global electricitydemand by 7 percent through the application of commercially availabletechnologies and using well-tested engineering practices. Yet manyindustrial firms remain either unaware of or unable to achieve theseenergy savings. The same factors that make it so challenging to achieveand sustain energy efficiency in motor-driven systems (complexity,frequent changes) apply to the production processes that they support.Yet production processes typically operate within a narrow band ofacceptable performance. These processes are frequently incorporated intoISO 9000/14000 quality and environmental management systems, whichrequire regular, independent audits to maintain ISO certification, anattractive value for international trade. It is our contention that acritical step in achieving and sustaining energy efficiency ofmotor-driven systems specifically, and industrial energy efficiencygenerally, is the adoption of a corporate energy management standard thatis consistent with current industrial quality and environmentalmanagement systems such as ISO. Several energy management standardscurrently exist (US, Denmark, Ireland, Sweden) and specifications(Germany, Netherlands) others are planned (China, Spain, Brazil, Korea).This paper presents the current status of energy management standardsdevelopment internationally, including an analysis of their sharedfeatures and differences, in terms of content, promulgation, andimplementation. The purpose of the analysis is to describe the currentstate of "best practices" for this emerging area of energy efficiencypolicymaking and tosuggest next steps toward the creation of a trulyinternational energy management standard that is consistent with the ISOprinciples of measurement, documentation, and continuousimprovement.

    The COMIS workshop (Conjunction of Multizone Infiltration Specialists) was a joint research effort to develop a multizone infiltration mode. This workshop (October 1988--September 1989) was hosted by the Energy Performance of Buildings Group at Lawrence Berkeley Laboratory's Applied Science Division. The task of the workshop was to develop a detailed multizone infiltration program taking crack flow, HVAC-systems, single-sided ventilation and transport mechanism through large openings into account. This work was accomplished not by investigating into numerical description of physical phenomena but by reviewing the literature for the best suitable algorithm. The numerical description of physical phenomena is clearly a task of IEA-Annex XX Air Flow Patterns in Buildings,'' which will be finished in September 1991. Multigas tracer measurements and wind tunnel data will be used to check the model. The agenda integrated all participants' contributions into a single model containing a large library of modules. The user-friendly program is aimed at researchers and building professionals. From its announcement in December 1986, COMIS was well received by the research community. Due to the internationality of the group, several national and international research programmes were co-ordinated with the COMIS workshop. Colleagues for France, Italy, Japan, The Netherlands, People's Republic of China, Spain, Sweden, Switzerland, and the United States of America were working together on the development of the model. Even though this kind of co-operation is well known in other fields of research, e.g., high energy physics; for the field of building physics it is a new approach. This document contains an overview about infiltration modelling as well as the physics and the mathematics behind the COMIS model. 91 refs., 38 figs., 9 tabs.

Black-Right-Pointing-Pointer Problems that countries that will enter in the EU will have to solve facing with the WEEE management. Black-Right-Pointing-Pointer Pilot experiences useful for the awareness campaign of the population. - Abstract: The paper presents some data regarding waste electrical and electronic (WEEE) management in one of the founding countries of the EU, Italy, and in a recent entry into the EU, Romania. The aim of this research was to analyze some problems that countries entering the EU will have to solve with respect to WEEE management. The experiences of Italy and Romania could provide an interesting reference point. The strengths and weaknesses that the two EU countries have encountered can be used in order to give a more rational plan for other countries. In Italy the increase of WEEE collection was achieved in parallel with the increase of the efficiency of selective Municipal Solid Waste collection. In Romania, pilot experiences were useful to increase the awareness of the population. The different interests of the two populations towards recyclable waste led to a different scenario: in Romania all types of WEEE have been collected since its entrance into the EU; in Italy the 'interest' in recycling is typically related to large household appliances, with a secondary role of lighting equipment.
