    A setup to monitor the daylighting performance of different glazing types in Singapore is presented. The glazing is installed in the facade of four dedicated testing chambers in BCAA's Zero Energy Building in Singapore. These test rooms are equipped with sensors that both record illuminances on the work plane, and luminances as seen by occupants. The physical and logical design of the monitoring system is presented. Criteria to assess the daylighting performance are introduced, and initial results of the work in progress are presented.

    The HEU spent nuclear fuel transport from Romania was a pilot project in the framework of the Russian Research Reactor Fuel Return Program (RRRFR), being the first fully certified spent nuclear fuel shipment by air. The successful implementation of the Romanian shipment also brought various new technology in the program, further used by other participating countries. Until 2009, the RRRFR program repatriated to the Russian Federation HEU spent nuclear fuel of Russian origin from many countries, like Uzbekistan, Czech Republic, Latvia, Hungary, Kazakhstan and Bulgaria. The means of transport used were various; from specialized TK-5 train for the carriage of Russian TUK-19 transport casks, to platform trains for 20 ft freight ISO containers carrying Czech Skoda VPVR/M casks; from river barge on the Danube, to vessel on the Mediterranean Sea and Atlantic Ocean. Initially, in 2005, the transport plan of the HEU spent nuclear fuel from the National Institute for R&D in Nuclear Physics and Nuclear Engineering 'Horia Hulubei' in Magurele, Romania considered a similar scheme, using the specialized TK-5 train transiting Ukraine to the destination point in the Russian Federation, or, as an alternative, using the means and route of the spent nuclear fuel periodically shipped from the Bulgarian nuclear power plant Kosloduy (by barge on the Danube, and by train through Ukraine to the Russian Federation). Due to impossibility to reach an agreement in due time with the transit country, in February 2007 the US, Russian and Romanian project partners decided to adopt the air shipment of the spent nuclear fuel as prime option, eliminating the need for agreements with any transit countries. By this time the spent nuclear fuel inspections were completed, proving the compliance of the burn-up parameters with the international requirements for air shipments of radioactive materials. The short air route avoiding overflying of any other countries except the country of origin and the country of destination also contributed to the decision making in this issue. The efficient project management and cooperation between the three countries (Russia, Romania and USA) made possible, after two and a half years of preparation work, for the first fully certified spent nuclear fuel air shipment to take place on 29th of June 2009, from Romanian airport 'Henri Coanda' to the Russian airport 'Koltsovo' near Yekaterinburg. One day before that, after a record period of 3 weeks of preparation, another HEU cargo was shipped by air from Romanian Institute for Nuclear Research in Pitesti to Russia, containing fresh pellets and therefore making Romania the third HEU-free country in the RRRFR program.

    After splitting-up the Czechoslovak Federation in 1993, the system of management of institutional radioactive waste, where disused sources represent its significant part, had had to build from beginning, since all corresponding activities had remained in the Czech part of the Federation. The paper presents the development of legislative and institutional framework of the disused radioactive sealed source management, development of the national inventory and development of management practices. According the Governmental decision (1994), the management of disused sealed sources and institutional radioactive waste at whole was based on maximal utilization of facilities inside nuclear facilities, particularly in the NPP A1 (shut down in the past, currently under decommissioning). This approach has been recently changing by Governmental decision (2009) to construct 'non-nuclear facility' - central storage for remained disused sealed sources collected from the places of use, where they were stored in some cases for tens of years. The approaches to siting and construction of this storage facility will be presented, as well as the current approaches to solution of the disused radioactive sources final disposal. Environmental impact assessment process in regard to the given facility/activity is slowly drawing to a close. The final statement of the Ministry of Environment can be expected in January or February 2012, probably recommending option 1 as preferred [6]. According to the Slovak legislation, the final statement has a status of recommendation for ongoing processes leading to the siting license. Very recently, in December 2012, Government of the Slovak republic decided to postpone putting the facility into operation by the end of June, 2014. (author)

    A comparative analysis of municipal solid waste management (MSWM) in Singapore and Berlin was carried out in order to identify its current status, and highlight the prevailing conditions of MSWM. An overview of the various aspects of MSWM in these two cities is provided, with emphasis on comparing the legal, technical, and managerial aspects of MSW. Collection systems and recycling practiced with respect to the involvement of the government and the private sector, are also presented. Over last two decades, the city of Berlin has made impressive progress with respect to its waste management. The amounts of waste have declined significantly, and at the same time the proportion that could be recovered and recycled has increased. In contrast, although Singapore's recycling rate has been increasing over the past few years, rapid economic and population growth as well as change in consumption patterns in this city-state has caused waste generation to continue to increase. Landfilling of MSW plays minor role in both cities, one due to geography (Singapore) and the other due to legislative prohibition (Berlin). Consequently, both in Singapore and Berlin, waste is increasingly being used as a valuable resource and great efforts have been made for the development of incineration technology and energy recovery, as well as climate protection.

    Pumped storage is an energy storage method that involves the pumping of water from a lower reservoir to an upper reservoir during off-peak period using low cost power and releasing of the water from the upper reservoir to produce electricity during peak load period. Because of the very small and relatively flat land area of Singapore, a conventional surface pumped storage plant is not feasible. A pumped storage plant can be constructed here by siting the upper reservoir in one of the many abandoned granite quarries and by placing the lower reservoir and the powerhouse underground in the Bukit Timah granite, which is sound, massive and impervious. The capital costs for a pumped storage plant could be the same as those of an oil-fired plant of a comparable size. When the very high cost of land in Singapore is taken into account, an underground pumped storage scheme for peaking purposes becomes attractive. 7 refs., 4 figs., 3 tabs.

    Romania successfully completed the world’s first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities for shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). This paper describes the planning, shipment preparations, equipment design, and license approvals that resulted in the safe and secure air shipment of this spent nuclear fuel.

    The design criteria and constraints for the development of the management strategy for radioactive waste generated from operating and decommissioning of CANDU Nuclear Units from Cernavoda NPP in Romania, present many specific aspects. The main characteristics of CANDU type waste are its high concentrations of tritium and radiocarbon. Also, the existing management strategy for radioactive waste at Cernavoda NPP provides no treatment or conditioning for radioactive waste disposal. These characteristics embodied a challenging effort, in order to select a proper strategy for radioactive waste management at present, when Romania is an EU member and a signatory country of the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management. The helping of advanced countries in radioactive waste management, directly or into the frame of the international organizations, like IAEA, become solve the aforementioned challenges at adequate level.     The Hurst exponent of very long birth time series in Romania has been extracted from official daily records, i.e. over 97 years between 1905 and 2001 included. The series result from distinguishing between families located in urban (U) or rural (R) areas, and belonging (Ox) or not (NOx) to the orthodox religion. Four time series combining both criteria, (U,R) and (Ox, NOx), are also examined. A statistical information is given on these sub-populations measuring their XX-th century state as a snapshot. However, the main goal is to investigate whether the "daily" production of babies is purely noisy or is fluctuating according to some non trivial fractional Brownian motion, - in the four types of populations, characterized by either their habitat or their religious attitude, yet living within the same political regime.     This paper examines the use of biomass for electricity (and heat) production. The objectives of the works developed by RENEL--GSCI were to determine the Romanian potential biomass resources available in economic conditions for electricity production from biomass, to review the routes and the available equipment for power generation from biomass, to carry out a techno-economic assessment of different systems for electricity production from biomass, to identify the most suitable system for electricity and heat cogeneration from biomass, to carry out a detailed techno-economic assessment of the selected system, to perform an environmental impact assessment of the selected system and to propose a demonstration project. RENEL--GSCI (former ICEMENERG) has carried out an assessment concerning Romania's biomass potential taking into account the forestry and wood processing wastes (in the near term) and agricultural wastes (in mid term) as well as managing plantations (in the long term). Comparative techno-economical evaluation of biomass based systems for decentralized power generation was made. The cost analysis of electricity produced from biomass has indicated that the system based on boiler and steam turbine of 2,000 kW running on wood-wastes is the most economical. A location for a demonstration project with low cost financing possibilities and maximum benefits was searched. To mitigate the electricity cost it was necessary to find a location in which the fuel price is quite low, so that the low yield of small installation can be balanced. In order to demonstrate the performances of a system which uses biomass for electricity and heat generation, a pulp and paper mill which needed electricity and heat, and, had large amount of wood wastes from industrial process was found as the most suitable location. A technical and economical analysis for 8 systems for electricity production from bark and wood waste was performed.

    The project is a landfill gas to energy project rated at about 4 megawatts (electric) at startup, increasing to 8 megawatts over time. The project site is Boului Landfill, near Bucharest, Romania. The project improves regional air quality, reduces emission of greenhouse gases, controls and utilizes landfill methane, and supplies electric power to the local grid. The technical and economic feasibility of pre-treating Boului landfill gas with Acrion`s new landfill gas cleanup technology prior to combustion for power production us attractive. Acrion`s gas treatment provides several benefits to the currently structured electric generation project: (1) increase energy density of landfill gas from about 500 Btu/ft{sup 3} to about 750 Btu/ft{sup 3}; (2) remove contaminants from landfill gas to prolong engine life and reduce maintenance;; (3) recover carbon dioxide from landfill gas for Romanian markets; and (4) reduce emission of greenhouse gases methane and carbon dioxide. Greenhouse gas emissions reduction attributable to successful implementation of the landfill gas to electric project, with commercial liquid CO{sub 2} recovery, is estimated to be 53 million metric tons of CO{sub 2} equivalent of its 15 year life.

    This paper describes safety requirements for transport of radioactive waste in Slovakia and the role of regulatory body in the transport licensing and assessment processes. Importance of radioactive waste shipments have been increased since 1999 by starting of NPP A-1 decommissioning and operation of near surface disposal facility. Also some information from history of shipment as well as future activities are given. Legal basis for radioactive waste transport is resulting from IAEA recommendations in this area. Different types of transport equipment were approved by regulatory body for both liquid and solid waste and transportation permits were issued to their shipment. Regulatory body attention during evaluation of transport safety is focused mainly on ability of individual packages to withstand different transport conditions and on safety analyses performed for transport equipment for liquid waste with high frequency of shipments. During past three years no event was occurred in connection with radioactive waste transport in Slovakia.

    Late in 1979 both the Annular Core Pulsed Reactor (ACPR) and the 14-MW steady-state reactor (SSR) were loaded to critical. The fuel loading in both was then carried to completion and low-power testing was conducted. Early in 1980 both reactors successfully underwent high-power testing. The ACPR was operated for several hours at 500 kW and underwent pulse tests culminating in pulses with reactivity insertions of $4.60, peak power levels of about 20,000 MW, energy releases of 100 MW-sec, and peak measured fuel temperatures of 830 deg. C. The SSR was operated in several modes, both with natural convection and forced cooling with one or more pumps. The reactor successfully completed a 120-hr full-power test. Subsequent fuel element inspections confirmed that the fuel has performed without fuel damage or distortion. (author)

    The Danube Delta stands at the interface between the Danube and the western Black Sea. Although it is assumed that such extensive wetlands can effectively filter nutrients and pollutants from surrounding waters, recent anthropogenic factors such as increased loading from upstream sources, dredging, channelization, and engineering impoundments may all serve to decrease the filtering potential of the marshes. We sampled sediments, water, and mussels from lakes, and plants and sediments from marshes along an eastward gradient as well as with distance from a main channel in the Delta to examine controls on filtering efficiency. N and P in water decreased with distance from the western gateway, although the magnitude of this decrease varied among years with changes in hydrology. Heavy metals in roots of Phragmites did not vary predictably over this gradient, although concentrations in roots from dredged channel sediments were significantly higher than in roots from natural marshes. Accumulation in mussels reflected hydrologic flow within the Delta, which may be significantly altered by channelization and dredging.

    The primary aim of this study was to determine the extent and levels of exposure to volatile organic compounds (VOCs) from automobile emissions in a group of immigration officers at a busy cross-border checkpoint. A majority (80%) of the workers monitored were exposed to benzene at levels between 0.01 and 0.5 ppm, with only 1.2% exceeding the current Occupational Safety and Health Administration occupational exposure limit of 1 ppm. The geometric mean (GM) concentrations of 8-hr time-weighted average exposure were 0.03 ppm, 0.9 ppm, and 2.46 ppm for methyl-tert-butyl ether (MTBE), benzene, and total hydrocarbons (THC), respectively. The highest time-weighted average concentrations measured were 1.05 ppm for MTBE, 2.01 ppm for benzene, and 34 ppm for THC. It was found that motorbikes emitted a more significant amount of pollutants compared with motor cars. On average, officers at the motorcycle booths were exposed to four to five times higher levels of VOCs (GMs of 0.07 ppm, 0.23 ppm, and 4.7 ppm for MTBE, benzene, and THC) than their counterparts at the motor car booths (GMs of 0.01 ppm, 0.05 ppm, and 1.5 ppm). The airborne concentrations of all three pollutants correlated with the flow of vehicle traffic. Close correlations were also noted for the concentrations in ambient air for the three pollutants measured. Benzene and MTBE had a correlation coefficient of 0.97. The overall findings showed that the concentrations of various VOCs were closely related to the traffic density, suggesting that they were from a common source, such as exhaust emissions from the vehicles. The results also indicated that although benzene, MTBE, and THC are known to be volatile, a significant amount could still be detected in the ambient environment, thus contributing to our exposure to these compounds. 4 refs., 6 figs.

    The radioactive waste treatment and conditioning are the most important steps in radioactive waste management. At the Slovak Electric, plc, a range of technologies are used for the processing of radioactive waste into a form suitable for disposal in near surface repository. These technologies operated by JAVYS, PLc. Nuclear and Decommissioning Company, PLc. Jaslovske Bohunice are described. Main accent is given to the Bohunice Radwaste Treatment and Conditioning Centre, Bituminization plant, Vitrification plant, and Near surface repository of radioactive waste in Mochovce and their operation.     The purpose of the trip was to attend the 1993 International Conference on Nuclear Waste Management and Environmental Remediation. The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations. The conference was sponsored by the American Society of Mechanical Engineers, the Czech and Slovak Mechanical Engineering Societies, and the Czech and Slovak Nuclear Societies in cooperation with the Commission of the European Communities, the International Atomic Energy Agency, and the OECD Nuclear Agency. The conference was cosponsored by the American Nuclear Society, the Atomic Energy Society of Japan, the Canadian Nuclear Society, the (former USSR) Nuclear Society, and the Japan Society of Mechanical Engineers. This was the fourth in a series of biennial conferences, which started in Hong Kong, in 1987. This report summarizes shared aspects of the trip; however, each traveler`s observations and recommendations are reported separately.

Black-Right-Pointing-Pointer Pilot experiences useful for the awareness campaign of the population. - Abstract: The paper presents some data regarding waste electrical and electronic (WEEE) management in one of the founding countries of the EU, Italy, and in a recent entry into the EU, Romania. The aim of this research was to analyze some problems that countries entering the EU will have to solve with respect to WEEE management. The experiences of Italy and Romania could provide an interesting reference point. The strengths and weaknesses that the two EU countries have encountered can be used in order to give a more rational plan for other countries. In Italy the increase of WEEE collection was achieved in parallel with the increase of the efficiency of selective Municipal Solid Waste collection. In Romania, pilot experiences were useful to increase the awareness of the population. The different interests of the two populations towards recyclable waste led to a different scenario: in Romania all types of WEEE have been collected since its entrance into the EU; in Italy the 'interest' in recycling is typically related to large household appliances, with a secondary role of lighting equipment.
