Romania: Brand-New Engineering Solutions

The HEU spent nuclear fuel transport from Romania was a pilot project in the framework of the Russian Research Reactor Fuel Return Program (RRRFR), being the first fully certified spent nuclear fuel shipment by air. The successful implementation of the Romanian shipment also brought various new technology in the program, further used by other participating countries. Until 2009, the RRRFR program repatriated to the Russian Federation HEU spent nuclear fuel of Russian origin from many countries, like Uzbekistan, Czech Republic, Latvia, Hungary, Kazakhstan and Bulgaria. The means of transport used were various; from specialized TK-5 train for the carriage of Russian TUK-19 transport casks, to platform trains for 20 ft freight ISO containers carrying Czech Skoda VPVR/M casks; from river barge on the Danube, to vessel on the Mediterranean Sea and Atlantic Ocean. Initially, in 2005, the transport plan of the HEU spent nuclear fuel from the National Institute for R&D in Nuclear Physics and Nuclear Engineering 'Horia Hulubei' in Magurele, Romania considered a similar scheme, using the specialized TK-5 train transiting Ukraine to the destination point in the Russian Federation, or, as an alternative, using the means and route of the spent nuclear fuel periodically shipped from the Bulgarian nuclear power plant Kosloduy (by barge on the Danube, and by train through Ukraine to the Russian Federation). Due to impossibility to reach an agreement in due time with the transit country, in February 2007 the US, Russian and Romanian project partners decided to adopt the air shipment of the spent nuclear fuel as prime option, eliminating the need for agreements with any transit countries. By this time the spent nuclear fuel inspections were completed, proving the compliance of the burn-up parameters with the international requirements for air shipments of radioactive materials. The short air route avoiding overflying of any other countries except the country of origin and the country of destination also contributed to the decision making in this issue. The efficient project management and cooperation between the three countries (Russia, Romania and USA) made possible, after two and a half years of preparation work, for the first fully certified spent nuclear fuel air shipment to take place on 29th of June 2009, from Romanian airport 'Henri Coanda' to the Russian airport 'Koltsovo' near Yekaterinburg. One day before that, after a record period of 3 weeks of preparation, another HEU cargo was shipped by air from Romanian Institute for Nuclear Research in Pitesti to Russia, containing fresh pellets and therefore making Romania the third HEU-free country in the RRRFR program.

Transition from HEU to LEU fuel in Romania`s 14-MW TRIGA reactor

The 14-MW TRIGA steady state reactor (SSR) located in Pitesti, Romania, first went critical in the fall of 1979. Initially, the core configuration for full power operation used 29 fuel clusters each containing a 5 {times} 5 square array of HEU (10 wt%) -- ZrH -- Er (2.8 wt%) fuel-moderator rods (1.295 cm o.d.) clad in Incology. With a total inventory of 35 HEU fuel clusters, burnup considerations required a gradual expansion of the core from 29 to 32 and finally to 35 clusters before the reactor was shut down because of insufficient excess reactivity. At this time each of the original 29 fuel clusters had an overage {sup 235}U burnup in the range from 50 to 62%. Because of the US policy regarding the export of highly enriched uranium, fresh HEU TRIGA replacement fuel is not available. After a number of safety-related measurements, the SSR is expected to resume full power operation in the near future using a mixed core containing five LEU TRIGA clusters of the same geometry as the original fuel but with fuel-moderator rods containing 45 wt% U (19.7% {sup 235}U enrichment) and 1.1 wt% Er. Rods for 14 additional LEU fuel clusters will be fabricated by General Atomics. In support of the SSR mixed core operation numerous neutronic calculations have been performed. This paper presents some of the results of those calculations.

Air Shipment of Spent Nuclear Fuel from Romania to Russia

Romania successfully completed the world抯 first air shipment of spent nuclear fuel transported in Type B(U) casks under existing international laws and without shipment license special exceptions when the last Romanian highly enriched uranium (HEU) spent nuclear fuel was transported to the Russian Federation in June 2009. This air shipment required the design, fabrication, and licensing of special 20 foot freight containers and cask tiedown supports to transport the eighteen TUK 19 shipping casks on a Russian commercial cargo aircraft. The new equipment was certified for transport by road, rail, water, and air to provide multi modal transport capabilities for shipping research reactor spent fuel. The equipment design, safety analyses, and fabrication were performed in the Russian Federation and transport licenses were issued by both the Russian and Romanian regulatory authorities. The spent fuel was transported by truck from the VVR S research reactor to the Bucharest airport, flown by commercial cargo aircraft to the airport at Yekaterinburg, Russia, and then transported by truck to the final destination in a secure nuclear facility at Chelyabinsk, Russia. This shipment of 23.7 kg of HEU was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in close cooperation with the Rosatom State Atomic Energy Corporation and the International Atomic Energy Agency, and was managed in Romania by the National Commission for Nuclear Activities Control (CNCAN). This paper describes the planning, shipment preparations, equipment design, and license approvals that resulted in the safe and secure air shipment of this spent nuclear fuel.

Romania safely air shipped 23.7 kilograms of Russian origin highly enriched uranium (HEU) spent nuclear fuel from the VVR S research reactor at Magurele, Romania, to the Russian Federation in June 2009. This was the world抯 first air shipment of spent nuclear fuel transported in a Type B(U) cask under existing international laws without special exceptions for the air transport licenses. This shipment was coordinated by the Russian Research Reactor Fuel Return Program (RRRFR), part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), in cooperation with the Romania National Commission for Nuclear Activities Control (CNCAN), the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH), and the Russian Federation State Corporation Rosatom. The shipment was transported by truck to and from the respective commercial airports in Romania and the Russian Federation and stored at a secure nuclear facility in Russia where it will be converted into low enriched uranium. With this shipment, Romania became the 3rd country under the RRRFR program and the 14th country under the GTRI program to remove all HEU. This paper describes the work, equipment, and approvals that were required to complete this spent fuel air shipment.

Research Reactor Preparations for the Air Shipment of Highly Enriched Uranium from Romania

In June 2009 two air shipments transported both unirradiated (fresh) and irradiated (spent) Russian-origin highly enriched uranium (HEU) nuclear fuel from two research reactors in Romania to the Russian Federation for conversion to low enriched uranium. The Institute for Nuclear Research at Pitesti (SCN Pitesti) shipped 30.1 kg of HEU fresh fuel pellets to Dimitrovgrad, Russia and the Horia Hulubei National Institute of Physics and Nuclear Engineering (IFIN-HH) shipped 23.7 kilograms of HEU spent fuel assemblies from the VVR S research reactor at Magurele, Romania, to Chelyabinsk, Russia. Both HEU shipments were coordinated by the Russian Research Reactor Fuel Return Program (RRRFR) as part of the U.S. Department of Energy Global Threat Reduction Initiative (GTRI), were managed in Romania by the National Commission for Nuclear Activities Control (CNCAN), and were conducted in cooperation with the Russian Federation State Corporation Rosatom and the International Atomic Energy Agency. AIR SHIPMENT OF HIGHLY ENRICHED URANIUM SPENT NUCLEAR FUEL FROM ROMANIA AND LIBYA

In June 2009 Romania successfully completed the world抯 first air shipment of highly enriched uranium (HEU) spent nuclear fuel transported in Type B(U) casks under existing international laws and without special exceptions for the air transport licenses. Special 20-foot ISO shipping containers and cask tiedown supports were designed to transport Russian TUK 19 shipping casks for the Romanian air shipment and the equipment was certified for all modes of transport, including road, rail, water, and air. In December 2009 Libya successfully used this same equipment for a second air shipment of HEU spent nuclear fuel. Both spent fuel shipments were transported by truck from the originating nuclear facilities to nearby commercial airports, were flown by commercial cargo aircraft to a commercial airport in Yekaterinburg, Russia, and then transported by truck to their final destinations at the Production Association Mayak facility in Chelyabinsk, Russia. Both air shipments were performed under the Russian Research Reactor Fuel Return Program (RRRFR) as part of the U.S. National Nuclear Security Administration (NNSA) Global Threat Reduction Initiative (GTRI). The Romania air shipment of 23.7 kg of HEU spent fuel from the VVR S research reactor was the last of three HEU fresh and spent fuel shipments under RRRFR that resulted in Romania becoming the 3rd RRRFR participating country to remove all HEU. Libya had previously completed two RRRFR shipments of HEU fresh fuel so the 5.2 kg of HEU spent fuel air shipped from the IRT 1 research reactor in December made Libya the 4th RRRFR participating country to remove all HEU. This paper describes the equipment, preparations, and license approvals required to safely and securely complete these two air shipments of spent nuclear fuel.

The 14-MW TRIGA steady state reactor (SSR) is located in Pitesti, Romania. Beginning with an HEU core (10 wt% U), the reactor first went critical in November 1979 but was shut down ten years later because of insufficient excess reactivity. Last November the Institute for Nuclear Research (INR), which operates the SSR, received from the ANL RERTR program a shipment of 125 LEU pins fabricated by General Atomics and of the same geometry as the original fuel but with an enrichment of 19.7% 235U and a loading of 45 wt% U. Using 100 of these pins, four LEU clusters, each containing a 5 x 5 square array of fuel rods, were assembled. These four LEU clusters replaced the four most highly burned HEU elements in the SSR. The reactor resumed operations last February with a 35-element mixed HEU/LEU core configuration. In preparation for full power operation of the SSR with this mixed HEU/LEU core, a number of measurements were made. These included control rod calibrations, excess reactivity determinations, worths of experiment facilities, reaction rate distributions, and themocouple measurements of fuel temperatures as a function of reactor power. This paper deals with a comparison of some of these measured reactor parameters with corresponding analytical calculations.

The archaeological site Cornesti "Iarcuri" is the largest earth fortification in Romania, made out of four concentric compounds, spreading over 1780 hectares. It is known since 1700, but it had only a few small attempts of systematic research, the fortress gained interest only after the publishing of some satellite images by Google Earth. It is located in an area of high fields and it occupies three interfluves and contains two streams. Our paper contains a geomorphologic, topographic and cartographic analysis of the site in order to determine the limits, the structure, the morphology, the construction technique and the functionality of such a fortification.Our research is based on satellite image analysis, on archaeological topography, on soil, climate and vegetation analysis as a way to offer a complex image, through this interdisciplinary study of landscape archaeology. The Optimized Integration of the Decontamination Plan and the Radwaste Management Plan into Decommissioning Plan to the VVR-S Research Reactor from Romania

The paper presents the progress of the Decontamination Plan and Radioactive Waste Management Plan which accompanies the Decommissioning Plan for research reactor VVR-S located in Magurele, Ilfov, near Bucharest, Romania. The new variant of the Decommissioning Plan was elaborated taking into account the IAEA recommendation concerning radioactive waste management. A new feasibility study for VVR-S decommissioning was also elaborated. The preferred safe management strategy for radioactive wastes produced by reactor decommissioning is outlined. The strategy must account for reactor decommissioning, as well as rehabilitation of the existing Radioactive Waste Treatment Plant and the upgrade of the Radioactive Waste Disposal Facility at Baita-Bihor. Furthermore, the final rehabilitation of the laboratories and reusing of cleaned reactor building is envisaged. An inventory of each type of radioactive waste is presented. The proposed waste management strategy is selected in accordance with the IAEA assistance. Environmental concerns are a part of the radioactive waste management strategy. In conclusion: The current version 8 of the Draft Decommissioning Plan which include the Integrated concept of Decontamination and Decommissioning and Radwaste Management, reflects the substantial work that has been incorporated by IFIN-HH in collaboration with SITON, which has resulted in substantial improvement in document The decommissioning strategy must take into account costs for VVR-S Reactor decommissioning, as well as costs for much needed refurbishments to the radioactive waste treatment plant and the Baita-Bihor waste disposal repository. Several improvements to the Baita-Bihor repository and IFIN-HH waste treatment facility were proposed. The quantities and composition of the radioactive waste generated by VVR-S Reactor dismantling were again estimated by streams and the best demonstrated practicable processing solution was proposed. The estimated quantities of materials to be managed in the near future raise some issues that need to be solved swiftly, such as treatment of aluminum and lead and graphite management. It is envisaged that these materials to be treated to Subsidiary for Nuclear Research (SCN) Pitesti. (authors)

The project is a landfill gas to energy project rated at about 4 megawatts (electric) at startup, increasing to 8 megawatts over time. The project site is Boului Landfill, near Bucharest, Romania. The project improves regional air quality, reduces emission of greenhouse gases, controls and utilizes landfill methane, and supplies electric power to the local grid. The technical and economic feasibility of pre-treating Boului landfill gas with Acrion`s new landfill gas cleanup technology prior to combustion for power production us attractive. Acrion`s gas treatment provides several benefits to the currently structured electric generation project: (1) increase energy density of landfill gas from about 500 Btu/ft{sup 3} to about 750 Btu/ft{sup 3}; (2) remove contaminants from landfill gas to prolong engine life and reduce maintenance;; (3) recover carbon dioxide from landfill gas for Romanian markets; and (4) reduce emission of greenhouse gases methane and carbon dioxide. Greenhouse gas emissions reduction attributable to successful implementation of the landfill gas to electric project, with commercial liquid CO{sub 2} recovery, is estimated to be 53 million metric tons of CO{sub 2} equivalent of its 15 year life.

In December 1999 representatives from the United States, the Russian Federation, and the International Atomic Energy Agency (IAEA) started discussing a program to return to Russia Soviet- or Russian-supplied highly enriched uranium (HEU) fuel stored at the Russian-designed research reactors outside Russia. Trilateral discussions among the United States, Russian Federation, and the International Atomic Energy Agency (IAEA) have identified more than 20 research reactors in 17 countries that have Soviet- or Russian-supplied HEU fuel. The Global Threat Reduction Initiative's Russian Research Reactor Fuel Return Program is an important aspect of the U.S. Government's commitment to cooperate with the other nations to prevent the proliferation of nuclear weapons and weapons-usable proliferation-attractive nuclear materials. To date, 496 kilograms of Russian-origin HEU have been shipped to Russia from Serbia, Latvia, Libya, Uzbekistan, Romania, Bulgaria, Poland, Germany, and the Czech Republic. The pilot spent fuel shipment from Uzbekistan to Russia was completed in April 2006. (author)

20 years of cosmic muons research performed in IFIN-HH

During the last two decades a modern direction in particle physics research has been developed in IFIN-HH Bucharest, Romania. The history started with the WILLI detector built in IFIN-HH Bucharest in collaboration with KIT Karlsruhe (formerly Forschungszentrum Karlsruhe). The detector was designed for measurements of the low energy muon charge ratio (geomagnetic field on the trajectories of positive and negative muons in air. In parallel, flux measurement, taking into account muon events with nergies > 0.4GeV, show a diurnal modulation of the muon flux. The analysis of the muon events for energies geomagnetic field, depending, in particular, of the primary mass. Based on the results, we can say that WILLI-EAS experiment could be used for testing the hadronic interaction models. Measurements of the high energy muon flux in underground of the salt mine from Slanic Prahova, Romania was performed using a new mobile detector developed in IFIN-HH, Bucharest. Consisting of 2 scintillator plates measuring in coincidence, the detector is installed on a van which facilitates measurements on different positions at surface or in underground. The detector was used to measure muon fluxes in different locations at surface or in underground. The detector was used to measure muon fluxes at different sites of Romania and in the underground of the salt mines from Slanic Prahova, Romania where IFIN-HH has a modern underground laboratory. New methods for the detection of cosmic ray muons are investigated in our institute based on scintillator techniques using optical fiber and MPPC photodyodes.

Experimental power density distribution benchmark in the TRIGA Mark II reactor

In order to improve the power calibration process and to benchmark the existing computational model of the TRIGA Mark II reactor at the Josef Stefan Inst. (JSI), a bilateral project was started as part of the agreement between the French Commissariat a l'energie atomique et aux energies alternatives (CEA) and the Ministry of higher education, science and technology of Slovenia. One of the objectives of the project was to analyze and improve the power calibration process of the JSI TRIGA reactor (procedural improvement and uncertainty reduction) by using absolutely calibrated CEA fission chambers (FCs). This is one of the few available power density distribution benchmarks for testing not only the fission rate distribution but also the absolute values of the fission rates. Our preliminary calculations indicate that the total experimental uncertainty of the measured reaction rate is sufficiently low that the experiments could be considered as benchmark experiments. New plant construction and license extensions for existing plants are expected to produce a net increase in world nuclear capacity. Nuclear power plants generated electricity in 29 countries in 1999. A total of 433 nuclear power reactors were in operation (Figure 61), including 104 in the United States, 59 in France, and 53 in Japan. The largest national share of electricity from nuclear power was in France, at 75 percent (Figure 62). The International Criticality Safety Benchmark Evaluation Project (ICSBEP) was initiated in 1992 by the United States Department of Energy. The ICSBEP became an official activity of the Organization for Economic Cooperation and Development (OECD) Nuclear Energy Agency (NEA) in 1995. Representatives from the United States, United Kingdom, France, Japan, the Russian Federation, Hungary, Republic of Korea, Slovenia, Yugoslavia, Kazakhstan, Spain, and Israel are now participating. The purpose of the ICSBEP is to identify, evaluate, verify, and formally document a comprehensive and internationally peer-reviewed set of criticality safety benchmark data. The work of the ICSBEP is published as an OECD handbook entitled 揑nternational Handbook of Evaluated Criticality Safety Benchmark Experiments. The 2001 Edition of the Handbook contains benchmark specifications for 2642 critical or subcritical configurations that are intended for use in validation efforts and for testing basic nuclear data.

R eflections Beware of your dishwasher! Your dishwasher probably harbours a fungus that is potentially able to grow in your brain. This disturbing news was presented by Polona Zalar at a Workshop on Black yeasts in Slovenia, May 2010, with data from a worldwide sampling study. Dishwashers appeared to be an excellent environment for fungi that we otherwise extract from nature only with great efforts and sophisticated isolation methods. Earlier also bathrooms, steambaths and swimming pools had been found positive for an array of black fungi that are otherwise known from human infections (Matos et al. 2002, Lian & de Hoog 2010). This waterborne mycobiota has large health implications, and has systematically been neglected in indoor studies. The workshop was organised by Nina Gunde-Cimerman and

The U. S. Department of Energy has sponsored several projects to investigate the feasibility of using microorganisms to enhance oil recovery. Microbes from the Wilmington oilfield, California, were found to be stimulated in growth by polyacrylamide mobility-control polymers and the microbes also can reduce the viscosity of the polyacrylamide solutions. Microbes have been discovered that produce surface active molecules, and several mixed cultures have been developed that make low viscosity, non-wetting, emulsions of heavy oils (/sup 0/API oil deposits, in China for enhanced recovery of light oils and successful field tests have been conducted in Romania and Arkansas.

pH-dependent leaching of dump coal ash - retrospective environmental analysis

Trace and major elements in coal ash particles from dump of 'Nikola Tesla A' power plant in Obrenovac near Belgrade (Serbia) can cause pollution, due to leaching by atmospheric and surface waters. In order to assess this leaching potential, dump ash samples were subjected to extraction with solutions of decreasing pH values (8.50, 7.00, 5.50, and 4.00), imitating the reactions of the alkaline ash particles with the possible alkaline, neutral, and acidic (e.g., acid rain) waters. The most recently deposited ash represents the greatest environmental threat, while 'aged' ash, because of permanent leaching on the dump, was shown to have already lost this pollution potential. On the basis of the determined leachability, it was possible to perform an estimation of the acidity of the regional rainfalls in the last decades.

The most important structural components of coal ash obtained by coal combustion in 'Nikola Tesla A' power plant located near Belgrade (Serbia) are amorphous alumosilicate, alpha-quartz, and mullite. The phase composition of coal ash can be altered to obtain zeolite type NaA that crystallizes in a narrow crystallization field (SiO{sub 2}/Al{sub 2}O{sub 3}; Na{sub 2}O/SiO{sub 2}; H{sub 2}O/Na{sub 2}O ratios). Basic properties (crystallization degree, chemical composition, the energy of activation) of obtained zeolites were established. Coal ash extracts treated with obtained ion-exchange material showed that zeolites obtained from coal ash were able to reduce the amounts of iron, chromium, nickel, zinc, copper, lead, and manganese in ash extracts, thus proving its potential in preventing pollution from dump effluent waters.

Current Status of The Romanian National Deep Geological Repository Program

Construction of a deep geological repository is a very demanding and costly task. By now, countries that have Candu reactors, have not processed the spent fuel passing to the interim storage as a preliminary step of final disposal within the nuclear fuel cycle back-end. Romania, in comparison to other nations, represents a rather small territory, with high population density, wherein the geological formation areas with radioactive waste storage potential are limited and restricted not only from the point of view of the selection criteria due to the rocks natural characteristics, but also from the point of view of their involvement in social and economical activities. In the framework of the national R and D Programs, series of 'Map investigations' have been made regarding the selection and preliminary characterization of the host geological formation for the nation's spent fuel deep geological repository. The fact that Romania has many deposits of natural gas, oil, ore and geothermal water, and intensively utilizes soil and also is very forested, cause some of the apparent acceptable sites to be rejected in the subsequent analysis. Currently, according to the Law on the spent fuel and radioactive waste management, including disposal, The National Agency of Radioactive Waste is responsible and coordinates the national strategy in the field and, subsequently, further actions will be decided. The Romanian National Strategy, approved in 2004, projects the operation of a deep geological repository to begin in 2055. (authors)

United Nations geothermal activities in developing countries

The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy. These four projects are summarized.

Uranium production in Eastern Europe and its environmental impact: A literature survey

A survey of the unclassified literature was made to determine the location, technology, throughput, and environmental status of the uranium mines and mills that have historically made up uranium production capability in Eastern Europe. Included in that survey were the following countries: the former German Democratic Republic (GDR), now part of a reunited Germany, Czechoslovakia, Romania, Bulgaria, Hungary, and Poland. Until recently, uranium was being produced in five of these six countries (Poland stopped production 20 years ago). The production began directly after World War II in support of weapons production in the Soviet Union. Eastern Europe has produced about two-thirds of the total Soviet uranium inventory historically, or about 330,000 metric tonnes of uranium (NM) [730 million pounds of uranium (MlbU)l out of a total of about 490,000 MTU (1090 NlbU).

The CANDU reactor from the Nuclear Power plant Cernavoda (Romania)) is the most powerful tritium source from Europe. This reactor is moderated and cooled by heavy water that becomes continuously contaminated with tritium. Because of this reason, the National R and amp;D Inst. for Cryogenic and Isotopic Technologies developed a detritiation technology based on catalytic isotopic exchange and cryogenic distillation. The main effort of our Inst. was focused on finding more efficient catalysts with a longer operational life. Some of the tritium removal processes involved in Fusion Science and Technology use this type of catalyst 1. Several Pt/C/PTFE hydrophobic catalysts that could be used in isotopic exchange process 2,3,4 were produced. The present paper presents a comparative study between the physical and morphological properties of different catalysts manufactured by impregnation at our institute. The comparison consists of a survey of specific surface, pores volume and pores distribution. (authors)

Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

As a metropolitan city, Belgrade is a dwelling place for about 25% of total citizen number of Republic of Serbia, and at the same time regional cultural, educational, scientific and business center with its own energy production. Belgrade represents a significant consumer of final energy to support the living standard of the occupants. Energy production is based on domestic coal and imported fossil fuels such as oil and natural gas resulting in a high impact to the environment by emission of harmful substances. Multi-criteria method is a basic tool for the sustainability assessment in metropolitan cities. The design of potential options is the first step in the evaluation of buildings. The selection of a number of residential buildings is based on geographic position and type of heating. This paper presents the sustainable assessment of energy system for residential building sector in Belgrade. In order to present the energy system options for residential building sector, three sets of energy indicators: economical, social and environmental are taken into consideration.

Phenolic acids as bioindicators of fly ash deposit revegetation

The floristic composition, the abundance, and the cover of pioneer plant species of spontaneously formed plant communities and the content of total phenolics and phenolic acids, as humus constituents, of an ash deposit after 7 years of recultivation were studied. The restoration of both the soil and the vegetation on the ash deposits of the 'Nikola Tesla-A' thermoelectric power plant in Obrenovac (Serbia) is an extremely slow process. Unfavorable physical and chemical characteristics, the toxicity of fly ash, and extreme microclimatic conditions prevented the development of compact plant cover. The abundance and cover of plants increased from the central part of the deposit towards its edges. Festuca rubra L., Crepis setosa Hall., Erigeron canadensis L., Cirsium arvense (L.) Scop., Calamagrostis epigeios (L.) Roth., and Tamarix gallica L. were the most abundant species, thus giving the highest cover. Humus generated during the decomposition process of plant remains represents a completely new product absent in the ash as the starting material. The amount of total phenolics and phenolic acids in fly ash increased from the center of the deposit towards its edges in correlation with the increase in plant abundance and cover. The presence of phenolic acids indicates the ongoing process of humus formation in the ash, in which the most abundant pioneer plants of spontaneously formed plant communities play the main role. Phenolic compounds can serve as reliable bioindicators in an assessment of the success of the recultivation process of thermoelectric power plants' ash deposits.

STEREOTYPING: REPRESENTATION OF WOMEN IN PRINT MEDIA IN SOUTH EAST EUROPE.

This paper discusses the key notion and feminist critique of pornography, which forms part of the political struggle against the discrimination and exploitation of women on a wide scale. Exploring the content of Serbian tabloids in the period since 2000, dominated by interpretative journalism, messages of political extremism and the pornographic representation of women, the author also analyses the role of pornography in the tabloid press in the context of the promotion of anti-democratic values. These papers deploy soft- and hard-core porn photographs on their cover pages, at the same time assuming an authoritarian/patriarchal and anti-democratic stance through the glorification of the strategies, military leaders and political actors of the Milo{evi} regime. Proceeding from the assumption that misogynistic pornographic elements confirm the ideological values and gender identities of the authoritarian patriarchate, this study shows that the two forms of representation mentioned above-tabloid journalism and pornography- emerge in a common misogynistic, patriarchal, hyper-masculine and politically radical tone. Complexity analysis of the UV radiation dose time series

We have used the Lempel-Ziv and sample entropy measures to assess the complexity in the UV radiation activity in the Vojvodina region (Serbia) for the period 1990-2007. In particular, we have examined the reconstructed daily sum (dose) of the UV-B time series from seven representative places in this region and calculated the Lempel-Ziv Complexity (LZC) and Sample Entropy (SE) values for each time series. The results indicate that the LZC values in some places are close to each other while in others they differ. We have devided the period 1990-2007 into two subintervals: (a) 1990-1998 and (b) 1999-2007 and calculated LZC and SE values for the various time series in these subintervals. It is found that during the period 1999-2007, there is a decrease in their complexities, and corresponding changes in the SE, in comparison to the period 1990-1998. Water Chemistry Control System for Recovery of Damaged and Degraded Spent Fuel

The International Atomic Energy Agency (IAEA) and the government of Serbia have led the project cosponsored by the U.S, Russia, European Commission, and others to repackage and repatriate approximately 8000 spent fuel elements from the RA reactor fuel storage basins at the VIN?A Institute of Nuclear Sciences to Russia for reprocessing. The repackaging and transportation activities were implemented by a Russian consortium which includes the Sosny Company, Tekhsnabeksport (TENEX) and Mayak Production Association. High activity of the water of the fuel storage basin posed serious risk and challenges to the fuel removal from storage containers and repackaging for transportation. The risk centered on personnel exposure, even above the basin water, due to the high water activity levels caused by Cs-137 leached from fuel elements with failed cladding. A team of engineers from the U.S. DOE-NNSA's Global Threat Reduction Initiative, the Vinca Institute, and the IAEA performed the design, development, and deployment of a compact underwater water chemistry control system (WCCS) to remove the Cs-137 from the basin water and enable personnel safety above the basin water for repackaging operations. Key elements of the WCCS system included filters, multiple columns containing an inorganic sorbent, submersible pumps and flow meters. All system components were designed to be remotely serviceable and replaceable. The system was assembled and successfully deployed at the Vinca basin to support the fuel removal and repackaging activities. Following the successful operations, the Cs-137 is now safely contained and consolidated on the zeolite sorbent used in the columns of the WCCS, and the fuel has been removed from the basins. This paper reviews the functional requirements, design, and deployment of the WCCS.

Such velocities do not add like day-to-day velocities. Both distance and time measurements are different for those in different reference frames. The second matter beam might travel at a greater distance as seen by a particle in the first beam, but the time it takes to do it, as measured by the first beam, will also be greater. The distance divided by the time (i.e. speed) will be greater than 99% of light speed but less than 100%.

The U.S. Department of Energy, National Nuclear Security Administration (DOE/NNSA) has initiated collaborations with the national nuclear authorities of Egypt, Peru, and Romania for the purpose of advancing the commercial potential and utilization of their respective research reactors. Under its Office of International Safeguards ''Sister Laboratory'' program, DOE/NNSA has undertaken numerous technical collaborations over the past decade intended to promote peaceful applications of nuclear technology. Among these has been technical assistance in research reactor applications, such as neutron activation analysis, nuclear analysis, reactor physics, and medical radioisotope production. The current collaborations are intended to provide the subject countries with a methodology for greater commercialization of research reactor products and services. Our primary goal is the transfer of knowledge, both in administrative and technical issues, needed for the establishment of an effective business plan and utilization strategy for the continued operation of the countries' research reactors. Technical consultation, cooperation, and the information transfer provided are related to: identification, evaluation, and assessment of current research reactor capabilities for products and services; identification of opportunities for technical upgrades for new or expanded products and services; advice and consultation on research reactor upgrades and technical modifications; characterization of markets for reactor products and services; identification of competition and estimation of potential for market penetration; integration of technical constraints; estimation of cash flow streams; and case studies.

Water Detritiation: Better SCK-CEN Catalysts for Liquid Phase Catalytic Exchange

A technically and economically sound technology for water detritiation is mandatory for the future of fusion. This technology is expected to be based on water electrolysis and Liquid Phase Catalytic Exchange (LPCE). LPCE requires an efficient hydrophobic catalyst. SCK-CEN invented and developed such a catalyst in the past, which is prepared by depositing platinum on an activated charcoal carrier and mixing it with polytetrafluorethylene as a hydrophobic material. In combination with an appropriate wettable packing, different batches of this catalyst performed very well during years of extensive testing, allowing us to develop the ELEX process for water detritiation at inland reprocessing plants. Recently we succeeded in reproducing this catalyst and preparing a slightly different but clearly ameliorated type. By extrapolation these new results would allow us to obtain, at 40 deg. C and under typical but conservative operating conditions, a decontamination factor of 10000 with a column of less than 3 meters long. Such performances would make this catalyst an excellent candidate for application at JET or ITER. To confirm the performances of our improved catalyst for a longer period of time and in a longer column, we are now starting experiments in a newly built installation and we are collaborating with ICSI, Romania.

Successful Cleaning and Study of Contamination of Si(001) in Ultrahigh Vacuum

This paper presents the very first surface physics experiment performed in ultrahigh vacuum (UHV) in Romania, using a new molecular beam epitaxy (MBE) installation. Cleaning of a Si(001) wafer was achieved by using a very simple technique: sequences of annealing at 900-1000 deg. C in ultrahigh vacuum: low 10{sup -8} mbar, with a base pressure of 1.5x10{sup -10} mbar. The preparation procedure is quite reproducible and allows repeated cleaning of the Si(001) after contamination in ultrahigh vacuum. The Si(001) single crystal surface is characterized by low energy electron diffraction (LEED), reflection high energy electron diffraction (RHEED), and Auger electron spectroscopy (AES). The latter technique is utilized in order to investigate the sample contamination by the residual gas in the UHV chamber, as determined by a residual gas analyzer (RGA). Unambiguous assignment of oxidized and unoxidized silicon is provided; also, an important feature is that the LVV Auger peak at 90-92 eV cannot be solely attributed to clean Si (i.e. Si surrounded only by Si), but also to silicon atoms bounded with carbon. Even with a sum of partial pressures of oxygen and carbon containing molecules in the range of 5x10{sup -10} mbar, the sample is contaminated very quickly, having a (1/e) lifetime of about 76 minutes.

Accounting strategy of tritium inventory in the heavy water detritiation pilot plant from ICIT Rm. Valcea

In this paper we present a methodology for determination of tritium inventory in a tritium removal facility. The method proposed is based on the developing of computing models for accountancy of the mobile tritium inventory in the separation processes, of the stored tritium and of the trapped tritium inventory in the structure of the process system components. The configuration of the detritiation process is a combination of isotope catalytic exchange between water and hydrogen (LPCE) and the cryogenic distillation of hydrogen isotopes (CD). The computing model for tritium inventory in the LPCE process and the CD process will be developed basing on mass transfer coefficients in catalytic isotope exchange reactions and in dual-phase system (liquid-vapour) of hydrogen isotopes distillation process. Accounting of tritium inventory stored in metallic hydride will be based on in-bed calorimetry. Estimation of the trapped tritium inventory can be made by subtraction of the mobile and stored tritium inventories from the global tritium inventory of the plant area. Determinations of the global tritium inventory of the plant area will be made on a regular basis by measuring any tritium quantity entering or leaving the plant area. This methodology is intended to be applied to the Heavy Water Detritiation Pilot Plant from ICIT Rm. Valcea (Romania) and to the Cernavoda Tritium Removal Facility (which will be built in the next 5-7 years). (authors)

The purpose of the DOE/OHER Chernobyl Database project is to create and maintain an information system to provide usable information for research studies related to the nuclear accident. The system is the official United States repository for information about the Chernobyl accident and its consequences, and currently includes an extensive bibliography and diverse radiological measurements with supporting information. PNL has established two resources: original (not summarized) measurement data, currently about 80,000 measurements, with ancillary information; and about 2,200 bibliographic citations, some including abstracts. Major organizations that have contributed radiological measurement data include the Washington State Department of Social and Health Services; United States Environmental Protection Agency (domestic and foreign data); United States Nuclear Regulatory Commission; Stone Webster; Brookhaven National Laboratory; Commissariat A L'energie Atomique in France; Ministry of Agriculture, Fisheries, and Food in the United Kingdom; Japan National Institute of Radiological Sciences; and the Finnish Centre For Radiation and Nuclear Safety (STUK). Scientists in Australia, Austria, Belgium, Canada, China, Denmark, England, Federal Republic of Germany, Finland, France, Ireland, Italy, Japan, the Netherlands, Romania, Scotland, Spain, Sweden, Switzerland, United States, Wales, and Yugoslavia have made contributions. Investigation related to hydrogen isotopes separation by cryogenic distillation

Research conducted in the last fifty years has shown that one of the most efficient techniques of removing tritium from the heavy water used as moderator and coolant in CANDU reactors (as that operated at Cernavoda (Romania)) is hydrogen cryogenic distillation. Designing and implementing the concept of cryogenic distillation columns require experiments to be conducted as well as computer simulations. Particularly, computer simulations are of great importance when designing and evaluating the performances of a column or a series of columns. Experimental data collected from laboratory work will be used as input for computer simulations run at larger scale (for The Pilot Plant for Tritium and Deuterium Separation) in order to increase the confidence in the simulated results. Studies carried out were focused on the following: - Quantitative analyses of important parameters such as the number of theoretical plates, inlet area, reflux flow, flow-rates extraction, working pressure, etc. - Columns connected in series in such a way to fulfil the separation requirements. Experiments were carried out on a laboratory-scale installation to investigate the performance of contact elements with continuous packing. The packing was manufactured in our institute. (authors)

Progress and status of the IAEA coordinated research project: production of Mo-99 using LEU fission or neutron activation

Since late 2004, the IAEA has developed and implemented a Coordinated Research Project (CRP) to assist countries interested in initiating indigenous, small-scale production of Mo-99 to meet local nuclear medicine requirements. The objective of the CRP is to provide interested countries with access to non-proprietary technologies and methods to produce Mo-99 using LEU foil or LEU mini-plate targets, or for the utilization of n,gamma neutron activation, e.g. through the use of gel generators. The project has made further progress since the RERTR 2006 meeting, with a Technical Workshop on Operational Aspects of Mo99 Production held 28-30 November 2006 in Vienna and the Second Research Coordination Meeting held in Bucharest, Romania 16-20 April 2007. The paper describes activities carried out as noted above, and as well as the provision of LEU foils to a number of participants, and the progress by a number of groups in preparing for LEU target assembly and disassembly, irradiation, chemical processing, and waste management. The participants' progress in particular on thermal hydraulics computations required for using LEU targets is notable, as also the progress in gel generator plant operations in India and Kazakhstan. Poland has joined as a new research agreement holder and an application by Egypt to be a contract holder is undergoing internal review in the IAEA and is expected to be approved. The IAEA has also participated in several open meetings of the U.S. National Academy of Sciences Study on Producing Medical Radioisotopes without HEU, which will also be discussed in the paper. Neutrino Oscillation Physics

To complement the neutrino-physics lectures given at the 2011 International School on Astro Particle Physics devoted to Neutrino Physics and Astrophysics (ISAPP 2011; Varenna, Italy), at the 2011 European School of High Energy Physics (ESHEP 2011; Cheila Gradistei, Romania), and, in modified form, at other summer schools, we present here a written description of the physics of neutrino oscillation. This description is centered on a new way of deriving the oscillation probability. We also provide a brief guide to references relevant to topics other than neutrino oscillation that were covered in the lectures. Neutrinos and photons are by far the most abundant elementary particles in the universe. Thus, if we would like to comprehend the universe, we must understand the neutrinos. Of course, studying the neutrinos is challenging, since the only known forces through which these electrically-neutral leptons interact are the weak force and gravity. Consequently, interactions of neutrinos in a detector are very rare events, so that very large detectors and intense neutrino sources are needed to make experiments feasible. Nevertheless, we have confirmed that the weak interactions of neutrinos are correctly described by the Standard Model (SM) of elementary particle physics. Moreover, in the last 14 years, we have discovered that neutrinos have nonzero masses, and that leptons mix. These discoveries have been based on the observation that neutrinos can change from one 'flavor' to another - the phenomenon known as neutrino oscillation. We shall explain the physics of neutrino oscillation, deriving the probability of oscillation in a new way. We shall also provide a very brief guide to references that can be used to study some major neutrino-physics topics other than neutrino oscillation.

Twenty-first workshop on geothermal reservoir engineering: Proceedings

PREFACE The Twenty-First Workshop on Geothermal Reservoir Engineering was held at the Holiday Inn, Palo Alto on January 22-24, 1996. There were one-hundred fifty-five registered participants. Participants came from twenty foreign countries: Argentina, Austria, Canada, Costa Rica, El Salvador, France, Iceland, Indonesia, Italy, Japan, Mexico, The Netherlands, New Zealand, Nicaragua, the Philippines, Romania, Russia, Switzerland, Turkey and the UK. The performance of many geothermal reservoirs outside the United States was described in several of the papers. Professor Roland N. Horne opened the meeting and welcomed visitors. The key note speaker was Marshall Reed, who gave a brief overview of the Department of Energy's current plan. Sixty-six papers were presented in the technical sessions of the workshop. Technical papers were organized into twenty sessions concerning: reservoir assessment, modeling, geology/geochemistry, fracture modeling hot dry rock, geoscience, low enthalpy, injection, well testing, drilling, adsorption and stimulation. Session chairmen were major contributors to the workshop, and we thank: Ben Barker, Bobbie Bishop-Gollan, Tom Box, Jim Combs, John Counsil, Sabodh Garg, Malcolm Grant, Marcel0 Lippmann, Jim Lovekin, John Pritchett, Marshall Reed, Joel Renner, Subir Sanyal, Mike Shook, Alfred Truesdell and Ken Williamson. Jim Lovekin gave the post-dinner speech at the banquet and highlighted the exciting developments in the geothermal field which are taking place worldwide. Cooperative monitoring of regional security agreements

This paper argues that cooperative monitoring plays a critical role in the implementation of regional security agreements and confidence building measures. A framework for developing cooperative monitoring options is proposed and several possibilities for relating bilateral and regional monitoring systems to international monitoring systems are discussed. Three bilateral or regional agreements are analyzed briefly to illustrate different possibilities: (1) the demilitarization of the Sinai region between Israel and Egypt in the 1970s; (2) the 1991 quadripartite agreement for monitoring nuclear facilities among Brazil, Argentina, The Argentine-Brazilian Agency for Accounting and Control of Nuclear Materials and the International Atomic Energy Agency; and (3) a bilateral Open Skies agreement between Hungary and Romania in 1991. These examples illustrate that the relationship of regional or bilateral arms control or security agreements to international agreements depends on a number of factors: the overlap of provisions between regional and international agreements; the degree of interest in a regional agreement among the international community; efficiency in implementing the agreement; and numerous political considerations.Given the importance of regional security to the international community, regions should be encouraged to develop their own infrastructure for implementing regional arms control and other security agreements. A regional infrastructure need not preclude participation in an international regime. On the contrary, establishing regional institutions for arms control and nonproliferation could result in more proactive participation of regional parties in developing solutions for regional and international problems, thereby strengthening existing and future international regimes. Possible first steps for strengthening regional infrastructures are identified and potential technical requirements are discussed.

BLV-2011 Workshop, September 22-24, 2011

The 3-rd International 3-days Workshop "Baryon and Lepton Number Violations: BLV-2011" took place at Gatlinburg, TN for September 22-24, 2011. Workshop was organized by the International Organizing Committee and had received advice from the International Program Advisory Committee (see Appendix 1). Workshop was co-chaired by Pavel Fileviez Perez (University of Wisconsin) for theory and Yuri Kamyshkov (University of Tennessee) for experiment and local organization. Workshop was supported and sponsored by the University of Tennessee, Indiana University, North Carolina State University together with TUNL, and by the HEP office of the Department of Energy. DOE financial support in this sponsoring grant was $8,000; that was 23% of the overall budget of the Workshop. Remaining 77% were provided by the sponsoring Universities. Workshop sponsors including DOE are shown on the Workshop webpage. There were 90 workshop participants with 52 from US and remaining from Bosnia/Herzegovina (1), Brazil (1), China (1), Columbia (1), France (1), Germany (10), Italy (9), Japan (4), Russian Federation (3), Slovenia (2), Spain (4), and Switzerland (1). Among Workshop participants there were 17 postdocs and young researchers and 11 graduate students. Total 67 talks and 14 posters were presented at Workshop during 3 days of sessions. Appendix 2 shows the list of talks and posters. Main topic of the Workshop was Baryon and Lepton number violation that has become a vital part of the current discussions of the physics beyond the Standard Model (SM), specifically in connection with understanding the nature of neutrinos, origin of matter in universe, as well as possible Grand Unification of matter and forces. The goal of the Workshop was to have a focused comprehensive discussion of the Baryon (B) and Lepton (L) number violating processes, and possible new physics combining violation of both, including (B???????垄????????????????L) violation, as a probe of unification, baryo- and lepto-genesis, Left-Right symmetry restoration, matter-antimatter asymmetry, sterile matter, mirror matter, dark matter, low-scale gravity, etc. Related experimental observations to these physics aspects included searches for Majorana neutrinos (2???????????????虏0???????????????陆 decays), proton decays, neutron-antineutron oscillations, ???????????????录-e transitions, mirror and sterile matter transformations, and possible other new phenomena that can be seen at LHC and future colliders. Combination of theoretical and experimental discussions at the Workshop was most stimulating for germinating of new theoretical ideas and promoting new experimental efforts in particle physics. As one of new developments stemmed from this Workshop was an idea of performing new neutron-antineutron transformation search at the Project X accelerator to be built at Fermilab. During the Workshop all presentation talks were available at the web in parallel with the talks. This made the discussions of the new ideas and results at the meeting more prompt and efficient. Previous Workshops on Baryon and Lepton Number Violation search in 2007 at LBL and 2009 at the University of Wisconsin were organized essentially by the same initiative group of people as this Workshop. The Dawn of Nuclear Photonics with Laser-based Gamma-rays

A renaissance in nuclear physics is occurring around the world because of a new kind of incredibly bright, gamma-ray light source that can be created with short pulse lasers and energetic electron beams. These highly Mono-Energetic Gamma-ray (MEGa-ray) sources produce narrow, laser-like beams of incoherent, tunable gamma-rays and are enabling access and manipulation of the nucleus of the atom with photons or so called 'Nuclear Photonics'. Just as in the early days of the laser when photon manipulation of the valence electron structure of the atom became possible and enabling to new applications and science, nuclear photonics with laser-based gamma-ray sources promises both to open up wide areas of practical isotope-related, materials applications and to enable new discovery-class nuclear science. In the United States, the development of high brightness and high flux MEGa-ray sources is being actively pursued at the Lawrence Livermore National Laboratory in Livermore (LLNL), California near San Francisco. The LLNL work aims to create by 2013 a machine that will advance the state of the art with respect to source the peak brightness by 6 orders of magnitude. This machine will create beams of 1 to 2.3 MeV photons with color purity matching that of common lasers. In Europe a similar but higher photon energy gamma source has been included as part of the core capability that will be established at the Extreme Light Infrastructure Nuclear Physics (ELI-NP) facility in Magurele, Romania outside of Bucharest. This machine is expected to have an end point gamma energy in the range of 13 MeV. The machine will be co-located with two world-class, 10 Petawatt laser systems thus allowing combined intense-laser and gamma-ray interaction experiments. Such capability will be unique in the world. In this talk, Dr. Chris Barty from LLNL will review the state of the art with respect to MEGa-ray source design, construction and experiments and will describe both the ongoing projects around the world as well some of the exciting applications that these machines will enable. The optimized interaction of short-duration, pulsed lasers with relativistic electron beams (inverse laser-Compton scattering) is the key to unrivaled MeV-scale photon source monochromaticity, pulse brightness and flux. In the MeV spectral range, such Mono-Energetic Gamma-ray (MEGa-ray) sources can have many orders of magnitude higher peak brilliance than even the world's largest synchrotrons. They can efficiently perturb and excite the isotope-specific resonant structure of the nucleus in a manner similar to resonant laser excitation of the valence electron structure of the atom.
