    Bonneville Dam and those spawning in Hamilton and Hardy creeks. Response to the federal ESA listing has been primarily through direct-recovery actions: reducing harvest, hatchery supplementation using local broodstock for populations at catastrophic risk, habitat restoration (including construction of spawning channels) and flow agreements to protect spawning and rearing areas. Both state and federal agencies have built controlled spawning areas. In 1998, the Washington Department of Fish and Wildlife (WDFW) began a chum salmon supplementation program using native stock on the Grays River. This program was expanded during 1999 - 2001 to include reintroduction into the Chinook River using eggs from the Grays River Supplementation Program. These eggs are incubated at the Grays River Hatchery, reared to release size at the Sea Resources Hatchery on the Chinook River, and the fry are released at the mouth of the Chinook River. Native steelhead, chum, and coho salmon are present in Duncan Creek, and are recognized as subpopulations of the Lower Gorge population, and are focal species in the Lower Columbia Fish Recovery Board (LCFRB) plan. Steelhead, chum and coho salmon that spawn in Duncan Creek are listed as Threatened under the ESA. Duncan Creek is classified by the LCFRB plan as a watershed for intensive monitoring (LCFRB 2004). This project was identified in the 2004 Federal Columbia River Power System (FCRPS) revised Biological Opinion (revised BiOp) to increase survival of chum salmon, 'BPA will continue to fund the program to re-introduce Columbia River chum salmon into Duncan Creek as long as NOAA Fisheries determines it to be an essential and effective contribution to reducing the risk of extinction for this ESU'. (USACE et al. 2004, page 85-86). The Governors Forum on Monitoring and Salmon Recovery and Watershed Health recommends one major population from each ESU have adult and juvenile monitoring.     Patterns of microearthquakes detected downhole defined fracture orientation and extent in the Austin chalk, Giddings field, TX and the 76 field, Clinton Co., KY. We collected over 480 and 770 microearthquakes during hydraulic stimulation at two sites in the Austin chalk, and over 3200 during primary production in Clinton Co. Data were of high enough quality that 20%, 31% and 53% of the events could be located, respectively. Reflected waves constrained microearthquakes to the stimulated depths at the base of the Austin chalk. In plan view, microearthquakes defined elongate fracture zones extending from the stimulation wells parallel to the regional fracture trend. However, widths of the stimulated zones differed by a factor of five between the two Austin chalk sites, indicating a large difference in the population of ancillary fractures. Post-stimulation production was much higher from the wider zone. At Clinton Co., microearthquakes defined low-angle, reverse-fault fracture zones above and below a producing zone. Associations with depleted production intervals indicated the mapped fractures had been previously drained. Drilling showed that the fractures currently contain brine. The seismic behavior was consistent with poroelastic models that predicted slight increases in compressive stress above and below the drained volume.

    Launched in 2006, over 8,700 residential energy upgrades have been completed through Austin Energy's Home Performance with Energy Star (HPwES) program. The program's lending partner, Velocity Credit Union (VCU) has originated almost 1,800 loans, totaling approximately $12.5 million. Residential energy efficiency loans are typically small, and expensive to originate and service relative to larger financing products. National lenders have been hesitant to deliver attractive loan products to this small, but growing, residential market. In response, energy efficiency programs have found ways to partner with local and regional banks, credit unions, community development finance institutions (CDFIs) and co-ops to deliver energy efficiency financing to homeowners. VCU's experience with the Austin Energy HPwES program highlights the potential benefits of energy efficiency programs to a lending partner.

    A demonstration compressed natural gas (CNG) bus has been operating on The University of Texas at Austin shuttle system since 1992. This CNG vehicle, provided by the Blue Bird Company, was an opportunity for the University to evaluate the effectiveness of a CNG bus for shuttle operations. Three basic operating comparisons were made: (1) fuel consumption, (2) tire wear, and (3) vehicle performance. The bus was equipped with a data logger, which was downloaded regularly, for trip reports. Tire wear was monitored regularly, and performance tests were conducted at the Natural Gas Vehicle Technology Center. Overall, the data suggest that fuel costs for the CNG bus are comparable to those for University diesel buses. This is a result of the lower fuel price for natural gas. Actual natural gas fuel consumption was higher for the CNG buses than for the diesel buses. Due to weight differences, tire wear was much less on the CNG buses. Finally, after installation of a closed-loop system, the CNG bus out-performed the diesel bus on acceleration, grade climbing ability, and speed.

    Home Performance with ENERGY STAR (HPwES) is a jointly managed program of the U.S. Department of Energy (DOE) and the U.S. Environmental Protection Agency (EPA). This program focuses on improving energy efficiency in existing homes via a whole-house approach to assessing and improving a home's energy performance, and helping to protect the environment. As a local sponsor for HPwES, Austin Energy's HPwES program offers a complete home energy assessment and a list of recommendations for efficiency improvements, along with cost estimates. The owner can choose to implement only one or the complete set of energy conservation measures. Austin Energy facilitates the process by providing economic incentives to the homeowner through its HPwES Loan program and its HPwES Rebate program. In 2005, the total number of participants in both programs was approximately 1,400. Both programs are only available for improvements made by a participating HPwES contractor. The individual household billing data - encompassing more than 7,000 households - provided by Austin Energy provides a rich data set to estimate the impacts of its HPwES program. The length of the billing histories is sufficient to develop PRISM-type models of electricity use based on several years of monthly bills before and after the installation of the conservation measures. Individual household savings were estimated from a restricted version of a PRISM-type regression model where the reference temperature to define cooling (or heating degree days) was estimated along with other parameters. Because the statistical quality of the regression models varies across individual households, three separate samples were used to measure the aggregate results. The samples were distinguished on the basis of the statistical significance of the estimated (normalized) cooling consumption. A normalized measure of cooling consumption was based on average temperatures observed over the most recent nine-year period ending in 2006. This

    Faculty and staff at the University of Texas at Austin collected solar resource measurements at their campus using equipment on loan from the National Renewable Energy Laboratory. The equipment was used to train students on the operation and maintenance of solar radiometers and was returned to NREL's Solar Radiation Research Laboratory upon completion of the CRADA. The resulting data augment the solar resource climatology information required for solar resource characterizations in the U.S. The cooperative agreement was also consistent with NREL's goal of developing an educated workforce to advance renewable energy technologies.

    The Oak Ridge Y-12 Plant includes - 800 acres near the northeast comer of the reservation and adjacent to the city of Oak Ridge (Fig. 1-1). The plant is a manufacturing and developmental engineering facility that produced components for various nuclear weapons systems and provides engineering support to other Energy Systems facilities. More than 200 contaminated sites have been identified at the Y-12 Plant that resulted from past waste management practices. Many of the sites have operable units (OUs) based on priority and on investigative and remediation requirements. This Remedial Investigation RI work plan specifically addresses Chestnut Ridge OU 4. Chestnut Ridge OU 4 consists of Rogers Quarry and Lower McCoy Branch (MCB). Rogers Quarry, which is also known as Old Rogers Quarry or Bethel Valley Quarry was used for quarrying from the late 1940s or early 1950s until about 1960. Since that time, the quarry has been used for disposal of coal ash and materials from Y-12 production operations, including classified materials. Disposal of coal ash ended in July 1993. An RI is being conducted at this site in response to CERCLA regulations. The overall objectives of the RI are to collect data necessary to evaluate the nature and extent of contaminants of concern, support an Ecological Risk Assessment and a Human Health Risk Assessment, support the evaluation of remedial alternatives, and ultimately develop a Record of Decision for the site. The purpose of this work plan is to outline RI activities necessary to define the nature and extent of suspected contaminants at Chestnut Ridge OU 4. Potential migration pathways also will be investigated. Data collected during the RI will be used to evaluate the risk posed to human health and the environment by OU 4.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Texas Army National Guard (ARNG) property in Austin, Texas. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing, preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining, site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the Bee Caves Armory property, the requirements of the Department of Defense Installation Restoration Program. Of concern is the potential for hazardous waste to be present on the property as a result of the former Nike Missile Base operations or in the form of original construction materials. Environmentally sensitive operations associated with the property from that period include (1) underground fuel storage, (2) hazardous materials storage/use, (3) disposal of hazardous waste and (4) release of hazardous waste water.

    This report presents methods, and analytical and quality control procedures for salinity, oxygen, nutrients, total carbon dioxide (TCO2), total alkalinity (TALK), pH, discrete CO2 partial pressure (pCO2), dissolved organic carbon (DOC), chlorofluorocarbons (CFCs), radiocarbon, δ13C, and underway carbon measurements performed during the P16S-2005 (9 January - 19 February 2005) and P16N-2006 (13 February - 30 March, 2006) cruises in the Pacific Ocean. The research vessel (R/V) Roger Revelle departed Papeete, Tahiti, on January 9, 2005 for the Repeat Section P16S, nominally along 150°W, ending in Wellington, New Zealand, on February 19. During this cruise, samples were taken from 36 depths at 111 CTD stations between 16°S and 71°S. The Repeat Section P16N, nominally along 152°W, consisted of two legs. Leg 1 started on February 13, 2006 in Papeete, Tahiti, and finished on March 3, in Honolulu, Hawaii. The R/V Thomas G. Thompson departed Honolulu for Leg 2 on March 10, 2006 and arrived in Kodiak, Alaska, on March 30. During the P16N cruises, samples were taken from 34 or 36 depths at 84 stations between 17°S and 56.28°N. The research conducted on these cruises was part of a series of repeat hydrography sections jointly funded by the National Oceanic and Atmospheric Administration (NOAA) and the National Science Foundation (NSF) as part of the Climate Variability Program (CLIVAR)/CO2 Repeat Hydrography Program. The P16S and P16N data sets are available free of charge as a numeric data package (NDP) from the Carbon Dioxide Information Analysis Center (CDIAC). The NDP consists of the oceanographic data files and this printed documentation, which describes the procedures and methods used to obtain the data.
