    We report here the results of an experiment at the Accelerator Test Facility at Brookhaven National Laboratory to search for the production of visible radiation from the Smith-Purcell effect using a 3 MeV electron beam. After running the experiment under a variety of conditions we were unable to isolate a definite signal from Smith-Parcell effect. Any Smith-Purcell signal present in the measured radiation was less than 10% of the background signal.

    In February 1983, the US Department of Energy (DOE) identified a location in Deaf Smith County, Texas, as one of nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Deaf Smith County site and the eight other potentially sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. The Deaf Smith County site is in the Permian Basin, which is one of five distinct geohydrologic settings considered for the first repository. On the basis of the evaluations reported in this EA, the DOE has found that the Deaf Smith County site is not disqualified under the guidelines. On the basis of these findings, the DOE is nominating the Deaf Smith County site as one of the five sites suitable for characterization. 591 refs., 147 figs., 173 tabs.

    The Nuclear Waste Policy Act of 1982 (42 USC sections 10101-10226) requires the environmental assessment of a proposed site to include a statement of the basis for nominating a site as suitable for characterization. Volume 2 provides a detailed statement evaluating the site suitability of the Deaf Smith County Site under DOE siting guidelines, as well as a comparison of the Deaf Smith County Site to the other sites under consideration. The evaluation of the Deaf Smith County Site is based on the impacts associated with the reference repository design, but the evaluation will not change if based on the Mission Plan repository concept. The second part of this document compares the Deaf Smith County Site to Davis Canyon, Hanford, Richton Dome and Yucca Mountain. This comparison is required under DOE guidelines and is not intended to directly support subsequent recommendation of three sites for characterization as candidate sites. 259 refs., 29 figs., 66 refs.     Hello DOE, Thanks for accepting my comments on the Quadrennial Energy Review by e-mail. There will be those who wish to promote nuclear energy as a source of electricity for future use in the USA. I speak against this form of energy. Because it creates long-lived radioactive wastes, nuclear power is incompatible with the biological world in which we live and from which we evolved. The lasting nature of these wastes creates a moral quandry for us in this generation, as we leave behind such biological poisons for our descents to manage, in ways which we do not yet know. A further problem with nucler energy is that any fission reaction creates plutonium, the stuff of nuclear weapons. If nuclear power reactors were to be spread around the world, inevitably the proliferation of nuclear weapons would follow. So-called '4th generation' or 'thorium' reactors suffer from a similar problem, for although they may generate less plutonium, their fuel cycle involves creation of large amounts of U-233 which carries a similar proliferation risk to plutonium-239. I advocate crafting an energy future for our nation bsed on the natural flows of renewable energy, coupled with a diversified structure which generates electricity at many smaller sources. Implicit in any modern energy system is the increased efficiency of energy usage which will continue to lower the bulk amounts of energy, particularly electricity, which our society uses to satisfy our industrial, military, commercial, and personal needs. Clearly as a nation we must participate in the worldwide effort to control the buildup of carbon dioxide gases and other pollutants which threaten the stability of the earth's climate.     In this paper it is shown that Smith (2008) used inappropriate and inconsistent formulations in averaging various quantities over the entire surface of the Earth considered as a sphere. Using two instances of averaging procedures as customarily applied in studies on turbulence, it is shown that Smith's formulations are highly awkward. Furthermore, Smith's discussion of the infrared absorption in the atmosphere is scrutinized and evaluated. It is shown that his attempt to refute the criticism of Gerlich and Tscheuschner (2007, 2009) on the so-called greenhouse effect is rather fruitless.

    Smith River Rancheria (SRR), for some time, has had a strong commitment to attaining energy selfsufficiency, to reduce overall energy costs and concurrently initiate economic development within the community. Early on it was recognized that the development of an energy organization was important and for this reason was made part of the SRR's strategic review not only for economic development but also the reduction of energy costs. Towards this end, SRR retained Werner G. Buehler of W.G. Buehler & Associates to investigate the many phases or steps required to establish such an energy organization and determine, if in fact, it could benefit the Tribe. The basic phases are delineated as: (1) Identify potential sources of wholesale power and transmission paths; (2) Evaluating the various forms of energy organizations; (3) Determining the benefits (and disadvantages) of each form of organization; (4) Gathering costs to organize and operate the selected form or energy organization; (5) Performing an economic analysis of forming and operating an energy organization; and (6) Develop an implementation plan.

    The sandstones in the Brushy Basin Member of the Morrison Formation (Jurassic) are the ore-bearing horizons of the eastern Smith Lake area. The Brushy Basin Member in this district consists of three sandstones with interbedded mudstones. Only the lower two sandstones contain ore. The sandstones are fine to coarse grained, well rounded, and arkosic, representing continental stream sediments. The lower sandstone contains rollfront ore. The redox interface is laterally extensive and well defined, extending at least 7 mi (11 km) west of the Bluewater fault zone. The ore generally occurs at the redox boundary but occasionally will be up to 1500 ft (450 m) updip. Limonitic alteration, where present, is downdip from the hematitic zone and is 100-1,500 ft (30 to 450 m) wide. The middle sandstone contains both trend ore and roll-front ore. The trend ore occurs downdip from the redox front in unoxidized ground. The redox front in the middle sand is also laterally extensive but displays a wedge shape, rather than a C shape. The clay assemblages of the two types of ore are different: the trend ore occurs in sands with the pore spaces filled with kaolinite; the roll-front ore is associated with altered illite-montmorillonite as grain coatings. Hematitic alteration is asociated with the latter. A second stage of kaolinite coats the illite-montmorillonite. Two periods of mineralization are suggested, but no absolute dates are known. The trend ore is the oldest (Jurassic) and is similar to the ore found in unoxidized ground elsewhere in the Grants region. The rollfront ore could be Laramide or post-Laramide because of its association with local Laramide structures.

    Recent observations suggest that some high-velocity clouds may be confined by massive dark matter halos. In particular, the proximity and proposed dark matter content of the Smith Cloud make it a tempting target for the indirect detection of dark matter annihilation. We argue that the Smith Cloud may be a better target than some Milky Way dwarf spheroidal satellite galaxies and use gamma-ray observations from the Fermi Large Area Telescope to search for a dark matter annihilation signal. No significant gamma-ray excess is found coincident with the Smith Cloud, and we set strong limits on the dark matter annihilation cross section assuming a spatially-extended dark matter profile consistent with dynamical modeling of the Smith Cloud. Notably, these limits exclude the canonical thermal relic cross section ($\\sim 3\\times10^{-26}{\\rm cm}^{3}{\\rm s}^{-1}$) for dark matter masses $\\lesssim 30$ GeV annihilating via the $b \\bar b$ or $\\tau^{+}\\tau^{-}$ channels for certain assumptions of the dark matter density profile; however, uncertainties in the dark matter content of the Smith Cloud may significantly weaken these constraints.

    We describe work on the design of a diffraction grating which we intend to use for studying the production of Smith-Purcell radiation and the acceleration of electrons. We have developed computer codes based on the solution of the appropriate Maxwell's equations. A specific grating profile is given which is feasible to construct and which supports enhanced surface accelerating modes. We examine the possibility of using the Smith-Purcell effect to make a beam position monitor. 13 refs., 10 figs., 2 tabs.

    The American physicist Robert Dicke (1916-1997) is primarily known for his important contributions to gravitation, cosmology, and microwave physics. Much less known is his work in geophysics and related areas of the earth sciences in which he engaged himself and several of his collaborators in the period from about 1957 to 1969. Much of Dicke's work in geophysics was motivated by his wish to obtain evidence in support of the non-Einstenian Brans-Dicke theory of gravitation. The idea of a decreasing gravitational constant, as entertained by Dicke and some other physicists (including Pascual Jordan), played some role in the process that transformed the static picture of the Earth to a dynamical picture. It is not by accident that Dicke appears as a minor actor in histories of the plate tectonic revolution in the 1960s.

    It is demonstrated that the infrared renormalon calculus indicates that the QCD theoretical expressions for the Gross-Llewelln Smith sum rules and for the Bjorken polarized and unpolarized ones contain an identical negative twist-4 1/Q^2 correction. This observation is supported by the consideration of the results of calculations of the corresponding twist-4 matrix elements. Together with the indication of the similarity of perturbative QCD corrections to these three sum rules, this observation leads to simple new theoretical relations between the Gross-Llewellyn Smith and Bjorken polarized and unpolarized sum rules in the energy region $Q^2\\geq 1 GeV^2$. The validity of this relation is checked using concrete experimental data for the Gross-Llewellyn Smith and Bjorken polarized sum rules

    Previous researchers have developed correlations between oxide electronegativity and oxide basicity. The present paper revises those correlations using a newer method of calculating electronegativity of the oxygen anion. Basicity is expressed using the Smith {alpha} parameter scale. A linear relation was found between the oxide electronegativity and the Smith {alpha} parameter, with an R{sup 2} of 0.92. An example application of this new correlation to the durability of high-level nuclear waste glass is demonstrated. The durability of waste glass was found to be directly proportional to the quantity and basicity of the oxides of tetrahedrally coordinated network forming ions.
