    DOE's Office of River Protection (ORP) is readying itself to commence construction of a Waste Treatment Plant (WTP) that will start the process of turning Hanford tank waste into glass. The plant is state-of-the art and includes reasonable flexibility to improve operations as technology and operational understandings improve. During its 40 year design life the plant has the capability to treat half of the total volume of tank waste and reduce risk to the public by up to ninety percent. Looking beyond initial processing towards the project end state, however, it is apparent that ORP's baseline approach is part of the issue raised by the DOE Secretary when he said that $300 billion and 75 years is too costly and too long for DOE's environmental cleanups. ORP has reviewed its cost and schedule drivers and has started identifying areas where better technologies and risk-based strategies could substantially decrease its life cycle cost and schedule. Specific technologies under consideration will be discussed along with expected return on investment. ORP is totally committed to taking all steps necessary during cleanup to protect human health and the environment and to comply with appropriate regulations and commitments. But, ORP is also very conscious of the fact that the history of Hanford production and tank farm operations has resulted in very large tank-to-tank variabilities in the waste constituents. Not all tank wastes demand the same high level of rigor in treatment as provided by the WTP in order to protect people and the environment. Parallel treatment paths, keyed to the hazards and chemical challenges each tank presents, need to be developed. The WTP vitrification capabilities should be deployed for the higher risk wastes that require vitrification. By getting wastes in the proper paths for treatment based upon their chemical characteristics and inherent risks, ORP will be able to both accelerate the cleanup schedule and bring its life cycle and annual

    DOE's Office of River Protection (ORP) is readying itself to commence construction of a Waste Treatment Plant (WTP) that will start the process of turning Hanford tank waste into glass. The plant is state-of-the art and includes reasonable flexibility to improve operations as technology and operational understandings improve. During its 40 year design life the plant has the capability to treat half of the total volume of tank waste and reduce risk to the public by up to ninety percent. Looking beyond initial processing towards the project end state, however, it is apparent that ORP's baseline approach is part of the issue raised by the DOE Secretary when he said that $300 billion and 75 years is too costly and too long for DOE's environmental cleanups. ORP has reviewed its cost and schedule drivers and has started identifying areas where better technologies and risk-based strategies could substantially decrease its life cycle cost and schedule. Specific technologies under consideration will be discussed along with expected return on investment. ORP is totally committed to taking all steps necessary during cleanup to protect human health and the environment and to comply with appropriate regulations and commitments. But, ORP is also very conscious of the fact that the history of Hanford production and tank farm operations has resulted in very large tank-to-tank variabilities in the waste constituents. Not all tank wastes demand the same high level of rigor in treatment as provided by the WTP in order to protect people and the environment. Parallel treatment paths, keyed to the hazards and chemical challenges each tank presents, need to be developed. The WTP vitrification capabilities should be deployed for the higher risk wastes that require vitrification. By getting wastes in the proper paths for treatment based upon their chemical characteristics and inherent risks, ORP will be able to both accelerate the cleanup schedule and bring its life cycle and annual

    As the operator of the Department`s Savannah River Site, Westinghouse Savannah River Company (Westinghouse) receives three types of fees: (1) award fees commensurate with the overall performance rating, (2) Performance Based Incentive (PBI) fees for achieving measurable goals or defined tasks as specified in annual operating plans, and (3) Cost Reduction Incentive Program (CRIP) fees for making improvements in site operations that reduce total contract costs. The Department`s Contracting Officer notifies Westinghouse when fees are earned, and Westinghouse withdraws the authorized amounts from the Department`s letter-of-credit account. The audit objective was to determine whether Westinghouse withdrew the appropriate amount of fees from the letter-of-credit account in Fiscal Years (FY) 1997 an 1998.

The purpose of this advanced LAW glass research and development plan is to identify the near-term, mid-term, and longer-term research and development activities required to develop and validate advanced LAW glasses, property-composition models and their uncertainties, and an advanced glass algorithm to support WTP facility operations, including both Direct Feed LAW and full pretreatment flowsheets. Data are needed to develop, validate, and implement 1) new glass property-composition models and 2) a new glass formulation algorithm. Hence, this plan integrates specific studies associated with increasing the Na2O and SO3/halide concentrations in glass, because these components will ultimately dictate waste loadings for LAW vitrification. Of equal importance is the development of an efficient and economic strategy for 99Tc management. Specific and detailed studies are being implemented to understand the fate of Tc throughout

    River Protection Project (RPP) performance for the month of July 2000 was very good. The most significant accomplishments that occurred during the month include the following: The Interim Stabilization Project pumped approximately 30,000 gallons from four tanks. Project-to-date (since June 1998) volume pumped is approximately 808,000 gallons. Five tanks have been interim stabilized this fiscal year, and tanks 241-S-106,241-U-103, and 241-U-105 are being evaluated to determine if the stabilization criteria have been met. Out of the 149 single-shell tanks (SSTs), 124 tanks have been stabilized. Pumping this waste from the single-shell tanks to more secure double-shell tanks (DSTs) supports stabilization of the waste tanks and mitigates leakage to the environment. The Interim Stabilization Project is planned to complete by September 2004. Waste Characterization obtained one grab sample in the month of July 2000. A total of 14 core samples, 12 grab samples, and 6 vapor samples have been taken fiscal year-to-date (FYTD) in support of three key FY 2000 sampling milestones. The Waste Treatment Plant Design and Operation organizations have been developed and staffed, including transitioning BNFL Inc./Bechtel National Inc. employees to CHG. Since the termination of the BNFL contract, CHG has temporarily assumed the work scope for design and operation of the Waste Treatment Plant. A new waste treatment facility will be built at the Hanford Site in which highly radioactive waste from the tanks will be turned into glass and permanently stored. Approval of the Notice of Construction (NOC) for the AN Farm tank retrieval system was received from the U.S. Department of Energy (DOE) and the Environmental Protection Agency on July 21,2000. This is a significant step forward for Project W-211, ''Initial Tank Retrieval Systems'' in preparing waste for delivery to the Waste Treatment Plant.

    The Department of Energy's (Department) Office of River Protection (ORP) is responsible for the storage, treatment, and disposal of over 53 million gallons of highly radioactive waste from over 40 years of plutonium production at the Hanford Site. Because of the diversity, complexity, and large scope of its mission, coupled with its small staff, ORP told us that it has found it necessary to engage in service contracts to obtain consulting services, technical expertise, and support staff. Federal policy generally permits contractors to perform a wide range of support service activities, including, in most situations, the drafting of Government documents subject to the review and approval of Federal employees. Federal policy issued by the Office of Management and Budget, however, prohibits contractors from drafting agency responses to Congressional inquiries and reports issued by the Office of Inspector General and Government Accountability Office (GAO) because they are so closely related to the public interest and provide the appearance of private influence. To provide a majority of its needed services, ORP issued a Blanket Purchase Agreement to Project Assistance Corporation (PAC) in 2003. Through the Blanket Purchase Agreement, ORP acquired services in the areas of project management, risk assessment, program assessment, quality assurance, safety, cost and schedule estimating, budgeting and finance, and engineering. PAC has, in turn, subcontracted with various other firms to obtain some of the services needed by ORP. From 2005 to 2008, the total annual cost for the contract with PAC had grown from $4.7 million to $9.2 million. Because of the extent of the services provided and growing costs of the contract, we conducted this review to determine whether ORP appropriately administered its contract with the Project Assistance Corporation. Our review disclosed that, in some instances, ORP had not appropriately administered all work performed under the PAC contract
